ATTENDU QUE le Village de Senneville a adopté le 9
mai dernier (2012) le règlement 427 divisant de son
territoire en six (6) districts électoraux conformément à
la Loi sur les élections et les référendums dans les
municipalités (L.R.Q., c. E-2.2) (ci-après la Loi),
laquelle Loi exige aussi l’approbation du règlement par
la Commission de la représentation électorale du
Québec (ci-après la CRÉ);
WHEREAS the Village of Senneville adopted May 9,
2012 Bylaw 427 dividing its territory into six (6)
electoral districts in compliance to the Act respecting
elections and referendums in municipalities (R.S.Q.,
c. E-2.2) (hereafter the Law), which Law requires the
approval of the bylaw by the Commission de la
représentation électorale du Québec (hereafter the
CRÉ);
ATTENDU QUE la CRÉ recommande que la
description des districts électoraux numéros 1, 2 et 5
soit modifiée tels que ci-après et que le règlement 427
soit modifié en conséquence tel que permis par l’article
21 de la Loi ;
WHEREAS the CRÉ recommended that the
descriptions of electoral districts 1, 2 and 5 be
modified as hereafter and that Bylaw 427 be
modified consequently as permitted by Section 21 of

de loisir
5.1
Update on cultural and leisure activities
Le conseiller Gerald Van der Weyden :
- souligne le succès de la Journée Senneville avec
une participation de 240 citoyens;
- rappelle qu’à tous les vendredis il y a dans le parc
Morningside, du tennis pour les adultes, cinéma
pour les jeunes et BBQ communautaire pour tous;
et
- le 1er août aura lieu la dernière compétition de
natation à domicile de la saison. Tous sont invités
à encourager les nageurs de l’équipe hôte.
Councillor Gerald Van der Weyden:
highlights a very successful Senneville Day
with a total of 240 participations;
recalls that every Friday night in Morningside
Park there is Tennis for adults, a movie for the
youngsters and a pot luck BBQ for all;
and
on August 1st will be held the last home swim
meet of the season. All are invited to cheer for
the home team swimmers.

Le maire George McLeish déclare que les projets de
construction du centre communautaire multifonctionnel
et de réhabilitation de l’entrée du parc sont à toute fin
pratique terminés. Les quelques items restantes seront
terminés après les vacances de construction.
The mayor George McLeish reports that the
multifunctional community center construction project
and the rehabilitation works to the park entrance are
for all practical purposes complete. Some remaining
items will be done after the construction holidays.

WHEREAS the petitioner wishes to alienate a vacant
property known and designated as lot number 1 976
948 Cadastre du Québec, 8094,5 m² in area,
requiring an authorization from the Commission de
protection du territoire agricole du Québec (hereafter
the «CPTAQ») the right to use the property for other
purposes than agriculture, and more particularly for
residential purpose;
CONSIDÉRANT que ce terrain vacant se trouve dans
la zone Rc25 dont les usages permis sont les
résidences unifamiliales privées détachées en milieu
champêtre sous réserve d’une approbation préalable
de la CPTAQ;
WHEREAS this vacant land is located in zone Rc25,
where the permitted uses are single family detached
residences in rural setting subject to prior approval of
the CPTAQ;
CONDISÉRANT que le lot 1 976 948 a un droit acquis
en ce qui concerne sont lotissement étant donné qu’il
était déjà subdivisé avant l’adoption du règlement
actuel sous le numéro 14-57 permettant ainsi une
construction sur ce terrain;
WHEREAS lot 1 976 948 has an acquired right in
regard to its subdivision as it was already subdivided
prior to the adoption of the current bylaw under lot
number 14-57, therefore allowing a build on this lot;
CONSIDÉRANT que la CPTAQ a déjà rendu des
décisions favorables en 1981 et 1986 pour les lots 1
976 953 (14-62 alors construit), 1 976 952 (14-63 alors
vacant) et 1 976 956 (14-64 alors vacant), terrains
voisins, sous les motifs que les terrains étaient déjà
lotis, en bordure d’un terrain de golf et généralement
ne présentaient pas d’intérêt pour l’agriculture.

Le conseiller Dennis Dicks avise qu’une première
rencontre aura lieu le 17 septembre prochain afin
d’organiser ou renouveler la Surveillance de quartier
dans la communauté. Un feuillet sera distribué d’ici 2
à 3 semaines de porte en porte aux résidants de
Senneville sollicitant leur participation à titre de
bénévole pour leur rue.
Councillor Dennis Dicks advises that a first meeting
will be held next September 17 to initiate or renew
Neighbourhood Watch in the community. A flyer will
be distributed door to door in the next 2 to 3 weeks
to solicit volunteers to set up their squadron on their
street.

WHEREAS a notice of motion was given concerning
this bylaw by the Mayor at its regular sitting held on
February 27 2012 in conformity with the “Cities and
Towns Act”;

members at its regular sitting held March 26, 2012;

WHEREAS a public meeting duly called by public
notice published in the Chronicle on April 4th, 2012
was held on April 16 2012 to consult the public on
the draft bylaw; at which time, council did not
receive any public objection in regard to this draft
bylaw;
ATTENDU QUE suite à des délibérations
additionnelles sur les changements proposés, le
conseil a quelque peu modifié son premier projet de
règlement 308.13 et a adopté le second projet de
règlement 308-13 à sa séance publique du 26 juin
2012;
WHEREAS following further deliberations on the
planned changes, council did slightly modify the first
draft of bylaw 308.13 and adopted its amended draft
on June 26th 2012 as Second draft of Bylaw 308-13;
ATTENDU QUE ce projet de règlement contenait des
dispositions pouvant faire l’objet d’une approbation
référendaire suite à une demande de la part des
personnes intéressées des zones visées et des zones
contiguës conformément à la Loi sur les élections et
les référendums dans les municipalités;
WHEREAS this draft bylaw contained provisions that
could be subject to a referendum approval pursuant
to the application from interested parties of the
concerned and contiguous zones in compliance with
the Act respecting elections and referendums in
municipalities.
ATTENDU QUE suite à la publication dans Cités
Nouvelles de l’avis public à cet effet en date du 29 juin
2012, aucune demande d’approbation référendaire ne
fut reçue;

Twice we have called to have fires extinguished in
the trash cans in the park. Made of plastic, a lasting
bad smell drifted to our back yard. What of these
new bins?

When the wind drifts from the lake, horrendous
amount of dust drifts to our property from the
construction next door to us started last year. There
is dust all over the lawn. I have washed my windows
twice this summer. Grass is very long and unkempt.
My gardener has caught poison ivy. How can the
Town help to alleviate these nuisances? Impose the
use of tarps as was the case when we built?
