MAXIMAPHILY COMMISSION ACTIVITIES REPORT 2002-2003
SIGNIFICANT ACTIVITIES OF THE PERSONS IN CHARGE FOR THE FIP MAXIMAPHILY COMMISSION
- The amendments for the improvement of Maximaphily Guidelines proposed
to the Commission meeting of Seoul were sent to all the delegates of the
Commission.
- Four seminars on Maximaphily were organized during the last fourteen
months at the international exhibitions in Cyprus (October 2002), Spain
(November 2002), Portugal (August 2003) and Bangkok (October 2003) with
a presentation based on documents of A.Boyard and N.Rangos.
- With the initiative of the president of the Commission an ni ternational
competition was decided to be organised for the best Maximum Card of the
year 2003. It is the first step towards the recognition for those who offered to
Maximaphily and for those who need to be encouraged.
- The PowerPoint presentation of Maximaphily in electronic form was given to
many FIP Maximaphily Commission delegates (Argentina, China, Great
Britain, Japan, Korea, Malaysia, Pakistan and Thailand).
-The site www.maximaphiles-francais.com presents the translations for the
correct Maximaphily Class regulations (SREV and Guidelines).
- With New Year wishes, an invitation was addressed to all the members of
the Commission for sending us the reports of Maximaphily work and to take
part in the world Maximaphily competition of the best M.C.
A national Maximaphily exhibition with international participation, will take
place in France in September 2005, under the auspices of the France
Philatelic Federation. Some European Countries will be invited.
ACTIVITES LES PLUS IMPORTANTES DES RESPONSABLES DE LA COMMISSION
- Les modifications d’amélioration des Guidelines pour la Maximaphilie,
proposées au congrès de Séoul, ont été diffusées aux délégués de la
commission, accompagnées de vœux de Bonne Année.
- Quatre séminaires de Maximaphilie ont été organisés durant les quatorze
derniers mois dans des expositions internationales : Chypre (Octobre 2002),
Espagne (Novembre 2002), Portugal (Août 2003) et Bangkok (Octobre 2003)
avec la présentation de documents d’Anny Boyard et Nicos Rangos.
- A l’initiative du Président de la Commission, un concours international est
organisé pour la sélection de la meilleure carte-maximum de l’année 2003.
C’est un premier pas pour la reconnaissance de ceux qui ont travaillé pour la
Maximaphilie et de ceux qui ont besoin d’être encouragés.
- Un CD-ROM présentant la maximaphilie a été remis à de nombreux
délégués de la Commission FIP pour la Maximaphilie. (Argentine, Chine,
Grande-Bretagne, Japon, Corée, Malaisie, Pakistan et Thaïlande).
- Le site Internet www.maximaphiles-francais.com présente la traduction
des règles correctes de la classe de Maximaphilie (SREV et Guidelines).
- Avec les vœux 2003, un courrier a été adressé aux membres de la
Commission de Maximaphilie leur demandant de nous faire parvenir le
compte rendu d’activités et de participer au concours mondial sur la meilleure
carte maximum pour 2003.
- Une exposition nationale de Maximaphilie avec participation internationale
aura lieu en France, en septembre 2005, sous le patronage de la Fédération
Française des Associations Philatéliques. Quelques pays européens seront
invités à y participer.

Allemagne (Günter Formery)
L’association « ARGE Maximaphilie » et son président œuvrent activement
pour le développement de la Maximaphilie en Allemagne par différentes
actions.
- Conférences sur la Maximaphilie,
- Publication d’une très bonne revue,
- Réalisations de cartes-maximum,
- Participations aux expositions nationales et internationales pour les
exposants et les jurés,
- En avril 2003 création d’un site Internet : www.maximaphilie.de
Argentine (Roberto Wang)
Last year I gave a great impulse to promote Maximaphily in Argentina. We
had a new collector in the City of Rosario. To collaborate with the Thematic
Exhibition TEMEX 2003 I prepared a small collection of Maximaphily. I will
send you a photography of this. It represents places from Argentina and most
of them were made by myself.
I have also translated to Spanish the Special Regulations for the evaluation of
Maximaphily exhibits at F.I.P. exhibitions and the Guidelines for judging
Maximaphily exhibits that was published in the number 105 of the Magazine
of the Argentine Federation F.A.E.F.
We have not in Argentine special Jury for Maximaphily and we must help to
form a Jury.
Generally to obtain MC here in Argentina is difficult and will continue to be. I
visited important tourist cities but I could not obtain a common view card. It
was a problem. Cards from famous men, monuments or buildings there are
no in Argentina. So we are doing the best we can.
Australie (Barbara Bartsch)

En juin 2003, j’ ai eu une participation active à une journée de formation sur
la Thématique à Adélaïde, au Sud de l’Australie, avec Betty Van Tenac,
personnalité reconnue dans le milieu philatélique. Des conseils ont été
donnés pour la réalisation de C.M. dans les règles de concordance. Les
jeunes présents ont été très enthousiastes.
- Un atelier similaire a eu lieu à Cambera le 14 mars 2004.
- Une participation d’un cadre de C.M. très colorées destinée à tirer l’intérêt
du grand public a été présentée plusieurs fois.
- Participation avec 5 cadres « Routes et ponts » à l’ exposition nationale en
Australie, qui sera présentée en Nouvelle Zélande l’an prochain.
Malheureusement, la Maximaphilie n’est pas prise au sérieux par les
collectionneurs adultes et je pense qu’il est préférable d’éduquer les jeunes.
- Des actions ont été menées sans succès auprès de la Poste Australienne
qui ne respecte pas les règles de la Maximaphilie.
- Collaboration à la rédaction de la revue de e
j unes collectionneurs de la
Fédération «Young Collector».

- In June 2003 I teamed up with Betty Van Tenac (Thematic Judge), to hold a
combined Thematic Maximaphily workshop, here in Adelaide, South Australia.
-Then I explained what a Maximum Card was for the benefit of beginners (we
had several juniors present), then I showed them cards I had created myself
and I explained where to find the cards and the postmarks to suit available
Australian stamps and how to prepare the cards to hold the cancellation.
Everyone was very enthusiastic, and I hope I have encouraged the juniors.
- I will be doing a similar workshop in Cambera next month, March 14, and I
hope it does as well.
- A larger 5 frame collection, “Roads & Bridges”, I entered in last years
national and will send to the National Exhibition in New Zealand later this
year.
- Unfortunately Maximaphily is still not taken seriously by most senior
collectors, here in Australia. So I am trying to educate the juniors.
- After very poor efforts from Australian Post I write and tell them so and
although they acknowledge my letter and say they will take more care, after
another couple of issues they forget the rules again.
- There are several MC collectors/exhibitors in Australia, with whom I am in
contact, but I seem to be the only South Australian seriously exhibiting.
Belgique (André Sanders)
Comme les années précédentes, 2003 a été une année bien chargée pour la
Maximaphilie.
Nous avons eu de nombreuses pa
rticipations aux expositions de
propagandes ou provinciales à Bruxelles, Braine L’Alleud, Wetteren, Marche
en Famenne ainsi qu’au Luxembourg à Mamer et d’autres encore. 13 jurés
sont disponibles : 1 international (+ 1 élève juré), 4 nationaux, 6 Provinciaux
(+ 1 élève juré).
- De bonnes nouvelles : Après de nombreux rappels, la fédération nous a
promis de publier les règlements spéciaux et directives de la Maximaphilie au
Vademecum.
- Les maximaphiles belges A.S.B.L. ont attribué le « Prix Sanders 2002 » à
Thibaut Monin de Fleurus, jeune maximaphile méritant et à cette occasion
une manifestation avec les autorités de la ville a été organisée. Cette initiative
sera renouvelée en 2004.
- Le W.P.C. – The Belgian maximaphiles, Avenue Schattens, 63 à 1410
Waterloo ont réalisé en 2003 un grand nombre de cartes-maximum de
Belgique. Leur succès les amène à créer une nouvelle association spécialisée
en Maximaphilie. Nous les félicitons vivement.
Bulgarie (Christo Nikoltchev)
I. International Maximaphilv Exhibition BALKANMAX 2002. Pleven. Bulgaria
BALKANMAX was the greatest maximaphily event in Bulgaria for 2002.
Exhibits from all Balkan countries, Cyprus, Israel. Moldova. Italy and Germany
were participated. For the first time was exhibited also the "One Frame" class.
The Maximaphily Commission organized several events for the promotion of
the Maximaphily in Bulgaria. Guests from other countries were als
o
participated. The Postal Administration issued a special souvenir sheet and a
couple if maximum cards. Over 10.000 visitors had visited the exhibition.
II.Maximaphilv Bulletin
Since 2002 the Commission started to publish a Bulletin to promote the
development of Maximaphily in Bulgaria. In the Bulletin are published new
Bulgarian and foreign maximum cards, articles for
the new collectors, information for domestic and foreign Maximaphily events.
It is a trimonthly bulletin. There are subscribers from Bulgaria, Germany, P. R.
of China, Italy, and

III.Seminars
During the same period was organized a seminar for exhibitors and jury
members.
IV.Issue of maximum cards
In the period 2002-2003 our Maximaphily Commission created 29 maximum
cards related to various events and subjects.
Chine
"China is a developing country, Chinese Maximaphily is also developing. Last
year our members were numerous. Many of them have joined sta
mp
exhibitions (including:
city, province, national, Asia and
world
level).Maximaphily in China is very popular. There are tens of thousands
people often collecting MC in China. We are very eager to know the
information of the development of Maximaphily in other countries and
worldwide".
Cyprus (Nicos Rangos)
- Since last FIP Congress which was held in Seoul in August 2002, twenty
three Maximum Cards were created with the relevant stamps issued by the
Cyprus Postal Services.
- Cyprus Postal Services has recently decided to create 3 Maximum Cards
per year using only the stamps of the yearly Christmas issues. Thanks to the
excellent relations and the valuable co-operation between Cyprus Postal
Services and the Cyprus Maximaphilists all the six Maximum Cards of the last
two years were correctly created by the Philatelic Section of the Cyprus Postal
Services according to the Maximaphily FIP regulations.
- Nine Exhibitions with Maximum Card exhibits were organised to Primary and
Secondary Schools during the same period.
- The Cypriot Maximaphily collections that usually participate to International
Exhibitions are now 7 and 2 new ones are being prepared, one of which
belongs to the Youth Class.
- One of them is my second exhibit which bears the title “Europa Nostra” with
reference to the continent’s cultural heritage and with Maximum Cards
cancelled from 1901 to 1938.
- In October 2002 Cyprus organised the European Specialised Philatelic
Exhibition CYPRUS-EUROPHILEX’ 02 in which 36 European countries
participated.
Maximaphily was among the 5 classes of this E
uropean
Specialised Philatelic Exhibition.
Special effort was exercised by the
Organising Committee, so that Maximaphily appears enhanced n
i this
Exhibition. Finally 44 European Maximaphily exhibits were gathered in
Nicosia. Two of them were awarded Gold medals. It was the first time that
such a big number of qualified Maximaphily collections were exhibited in an
international exhibition.
- The current year 2004 are completed 17 years of Maximaphily activity in
Cyprus and 12 years of participation to International Exhibitions in which the
Maximaphily collections of Cyprus were awarded Bronze, Silver-Bronze,
Silver, Large Silver, Vermeil, and Large Vermeil medals.

Causó gran alegría para los maximofilistas que la Asamblea General
Ordinaria de la Federación Española de Sociedades Filatélicas FESOFI,
celebrada el día 16 de marzo, aprobara por unanimidad, la concesión a D.
Manuel Monterrey Molina la MEDALLA INDIVIDUAL DE FESOFI, del
presente año. El 25 de octubre nuestro presidente D. Fernando Aranaz del
Río, se desplazó hasta Mieres, donde se clausuraba EXFIASTUR-2003, para
entregarle la MEDALLA. Manolo Monterrey recibió felicitaciones de los
presentes y de muchos amigos que no pudimos asistir a tan emotivo acto.
Este acto culminó toda una vida dedicada a la filatelia y a la Maximofilia.
Manolo Monterrey era fundador y promotor de la Asociación Española de
Maximofilia (ASEMA), miembro del Bureau de la Federación Internacional de
Filatelia, Jurado nacional de Maximofilia, vicepresidente de FASFIL,
componente durante muchos años de la junta directiva de FESOFI, escribió
interesantes artículos sobre Maximofilia en revistas y boletines de varias
sociedades filatélicas.
Cuando todos celebrábamos con él el reconocimiento obtenido, estuvimos
varios días pendientes de su estado de salud. Acompañado de su familia
Manolo hos dejó el 6 de diciembre. A Mari Carmen, su esposa, que en mas
de una ocasión nos comentó que no sabía que sería de Manolo sin la filatelia
y las tarjetas máximas, y a sus hijos nuestro mes sentido pesar.
Durante el año 2003 la Maximofilia ha tenido muy buena acogida por nuevos
coleccionistas que se han interesado en los reglamentos para el montaje de
colecciones.
La publicación de la revista de ASEfAA “ Apuntes de Maximof¡lia", en la que
escriben prestigiosos maximofilistas, sigue teniendo una gran acogida dentro
de nuestra filatelia. Nos llegan muchos comentarios que nos animan a seguir
trabajando en la difusión de la Maximofilia, estamos abiertos en
publicar artículos que traten sobre nuestro coleccionismo o que traten sobre
aspectos importante de filatelia.
Durante este año he recibido varios comentarios lamentando la falta de un
Jurado de Maximof ilia en la EXFILNA. Esperemos que en las próximas
Ediciones podamos contar con un Jurado especializado en nuestro
coleccionismo.
Afortunadamente cada vez más se están solicitando colecciones de Maximof
ilia en las exposiciones filatélicas. Tengo que seguir destacando la gran
aceptación que tiene la Maximofilia en Andalucía y sobre todo en la provincia
de Cádiz, donde no suelen faltar colecciones en las exposiciones.

La Federación Española de Sociedades Filatélicas (FESOFI) a remis à
Monsieur Manuel Monterrey Molina, le président de l’ASEMA, la médaille
individuelle de FESOFI de l’année 2003. Malheureusement il est décédé le 6
décembre 2003.
- L’ASEMA a publié, avec une périodicité semestrielle, la revue “APUNTES
DE MAXIMOFILIA” (nº 24 et 25), qui a obtenu la médaille de GRAND
ARGENT à EXFILNA 03 (exposition nationale en Espagne). Elle est, de plus
en plus estimée pour les maximaphiles de tous les pays.
- L’ASEMA demande à la FESOFI la présence des jurés maximaphiles pour
les expositions nationales EXFILNA 03 le nombre des collections de
maximaphilie dans les expositions philatéliques étant en augmentation.
- Pendant l’année 2003, les maximaphiles espagnols ont participé dans les

France (Anny Boyard)
Toujours très actifs les Maximaphiles Français œuvrent avec beaucoup de
dynamisme pour le développement de la Maximaphilie et la reconnaissance
de cette classe.
- Malgré de grands efforts pour le développement, nous rencontrons des
difficultés pour maintenir les effectifs qui restent constants (400 membres,
dont une dizaine de jeunes) et nous déplorons les décès d’anciens membres
dont les amis de la commission internationale.
- Depuis « Madrid 2000 » où il a obtenu trois étoiles lors de l'évaluation des
sites Web, le site Internet "www.Maximaphiles-Francais.org" connaît une
grande fréquentation journalière.
- Le CD-room sur le contenu de ce site est toujours diffusé afin de permettre
aux adhérents de le consulter à volonté sans avoir l'obligation de se
connecter sur Internet.
- Le service des Nouveautés France a réalisé 58 C.M. en 2002 et 80 en 2003.
Grâce aux bonnes relations ent
retenues avec d’autres associations
maximaphiles, de nombreuses C.M. étrangères ont été servies aux adhérents
ainsi que par le biais du service des circulations.
- Au cours de ces deux années de nombreux articles maximaphiles ont été
publiés dans la presse philatélique "La Philatélie Française", "L'Echo de la
Timbrologie et "Atout-timbres" ainsi qu'à l'étranger.
- Les 4 numéros annuels de la revue sont toujours diffusés à tous les
membres de la Commission Maximaphile et du comité directeur de la F.I.P.
- Des conférences d'initiation sont données régulièrement dans les clubs
philatéliques dans toute la France et des efforts de développement envers la
jeunesse sont réalisés.
La participation maximaphile aux différentes expositions, organisées dans
toute la France, est en nette augmentation et reste d'un très bon niveau, mais
la Commission déplore la restriction faite quant au nombre insuffisant de jurés
désignés pour le bon jugement des collections.
- Lors de l'exposition national

maximaphiles de très grande qualité ont été exposées et une médaille d’or a
été décernée.
- Participation au plan international : 8 collections françaises étaient
exposées "CYPRUS-EUROPHILEX 02" (participation de Jacques Thénard

maximaphilie» a obtenu une médaille de Grand Vermeil.
- L’exposition de niveau nation

« MAXIFRANCE 2005 » est en cours d’organisation avec la FFAP et le
CPCEE de Corbeil-Essonnes. Cette manifestation se tiendra du 23 au 25
septembre 2005, près de Paris.
Grèce (Pantelis Leoussis)
Since 1980 that the Union of Greek Collectors of Maximum Cards was
founded, it plays a significant role in the philatelic life of Greece. This fact is
owed also to the personality of its presidents: Alexandros Kotopoulis,
Margarita Kotopouli, and, after them, Nicos Mallouchos.
- During the year 2002 our Union realized 42 new Maximum Cards, with the
equal in number relevant stamps issued by the Hellenic Postal Services.
- With the set of stamps under the title “The winners” was not possible to
create Maximum Cards because we could not assure the corresponding
themes from the Post.
The same year they are realized eight meetings-reunions in the premises of
our Union, with corresponding sales by auction among members.
The participation of our members in local, national and inte
rnational
exhibitions was satisfying. Eight collections took part in two local, one national
and
three
international
exhibi
tions

- The year 2003 was marked by the lost of Margarita Kotopouli, honorary
president and benefactor of our Union.
Because of the lack of philatelic exhibitions, the exhibit participation of our
members was reduced. We took part only in two local exhibitions.
On September 2003 the annual magazine of our Union was issued, with
information about the new Maximum Cards issues, our activities, the results of
our elections, the annual President’s report during the General Assembly etc.
The creation of Maximum Cards of this year was equally satisfying, as in
2002. We made a total of 42 new MC with equal in number stamps.
- The same year the Hellenic Postal Services issued the first “official
Maximum Cards”, which are simultaneously postal stationery (prepaid). Most
of them do not correspond to the FIP rules of Maximaphily. Some of them are
reproduction of the picture, especially created for the stamp. All of them bear
the cancellation “Athens”, independently of the town, the work or the event
that they represent. Our Union creates its own MC, in replacement of these
unaccepted ones.
We hope that the activities of the year 2004 will be more, n
i teresting and
effective. A colored album-magazine is in preparation, international exhibit
participations of our members are already assured, OLYMPHILEX 2004 will
also host some Greek collections of MC, etc.
- The Union of Greek Collectors of Maximum Cards follows its way with
security and certainty, against the difficulties that philately confronts for the
last few years. Our Union is one of the more active and productive philatelic
associations in Greece.
Grande Bretagne (Christine A. Earle)
Maximaphily in the UK still has a very small following, however, most of our
Thematic Philately collectors and exhibitors do include Maximum Cards in
their collections/exhibits, and so have a good understanding of the concept
and of the discipline.
La Maximaphilie en Grande Bretagne connaît toujours une faible audience,
cependant, la plus part de nos thématistes, collectionneurs et exposants ont
acquis une bonne compréhension du concept de la discipline.
Hongrie (Judit Székely)
La maximaphilie reste présente en Hongrie, mais rencontre des difficultés
pour recruter de nouveaux membres. Des réunions mensuelles sont
organisées. Des C.M. ont été é
r alisées au cours de ces deux années
2002/03. Nous participons toujours aux expositions hongroises et lorsque cela
est possible à des expositions internationales. Nous n'avons pas de revue
officielle.

Nous pouvons dire que l’activité de l’A.I.M., ainsi que de la Maximaphilie
Italienne en générale a été satisfaisante.
- Le nombre de membres est à peu près constant, même si leur âge est
souvent élevé. Malheureusement, si le nombre des adhérents n’augmente
pas, ce n’est pas à cause des démissions, mais à cause des décès.
- La revue de l’association « A.I.M. Notiziario » très illustrée de C.M. est très
appréciée.
Nous nous empressons à faire connaître de plus en plus la Maximaphilie
même au moyen de la presse philatélique. Notre président, Cesare Rialdi,
écrit dans « La tribuna del collezionista » et Gianfranco Poggi dans « Qui
filatelia ». Grâce à ces articles des nouveaux collectionneurs ont adhéré à
notre association.
Pendant l’année 2002 l’AIM a réalisé 61 cartes-maximum avec des timbresposte d’Italie, 33 du Vatican et 20 de Saint-Marin.
Au cours de l’année 2003 de nombreuses expositions de Maximaphilie ont
été organisées : à Bari, à Cavenago Brianza et à Sestri Levante (niveau
national). Des maximaphiles italiens ont participé à l’exposition trilatérale de
Locarno, en Suisse et Betrange et Mamer, au Luxembourg en 2003. Les
collections sont de très bons niveaux.
Luxembourg ( Jos Wolff, President and Andrée Trommer-Schiltz, Secretary)
- 10 meetings of the Commission, where the FIP regulations and the national
and international news of this class of philately were discussed. In one
meeting, Mr Günter Formery (president of the German Maximaphily
Commission) held a conference on the "origins and development of
Maximaphily":
- President Jos Wolff held conferences about the elements of a maximum
card and the evaluation of exhibits in different associations.
- Jos Wolff published articles on the new maximum cards of the Commission
in all newspapers, before each emission.
- The 14th Day of Maximaphily had been organized by the local association of
Mamer, with 26 exhibits of 7 countries in competition. On the second day of
the exhibition, a meeting with the delegates and exhibitors of those 7
participating countries took place under the presidency of Mr Jos Wolff, to
discuss and exchange knowledge and news of our class and to have a closer
cooperation in future.
- Mr Krack showed his slides conference on maximum cards of the city of
Luxembourg in local associations.
- The members of the Commission participated in numerous local and
regional exhibitions, as well as in FIP exhibition Bangkok '03.
- Mr Jos Wolff was invited to serve as juror for Maximaphily in the exhibition
China '03 in Mianyang (Sichuan).
- 2003 the Commission made maximum cards with 23 of the 29 stamps that
were issued in Luxembourg.
Portugal (Eurico Carlos E. Lage Cardoso)
Lors de l’exposition bilatérale Espagne-Portugal « IBEROMAX 2002 »
réalisée à Cadix (Espagne) 5 collections portugaises ont été présentées. Le
Grand prix a été attribué à un collectionneur portugais.
- Des expositions de différents niveaux ont été organisées au Portugal. Lors
de l'exposition Luso-Brasileira « LUBRAPEX 2003 » 10 collections
portugaises et 16 espagnoles ont été présentées en classe de Maximaphilie.
- La présence du président de la Commission Internationale de maximaphilie
Nicos RANGOS à cette manifestation a été très appréciée. Sa présentation
sur la Maximaphilie a permis aux jurés Hermani Matos et moi-même d’avoir le
plaisir de collaborer lors de la conférence.
- L’édition de la revue de l’as
sociation portugaise de maximaphilie
« BOLETIM » participe à l’information
- La commission portugaise de Maximaphilie attend avec impatience les
textes et propositions d’amélioration qui pourront être diffusés auprès des
collectionneurs et elle pense qu’il n’est pas souhaitable à l’avenir de réaliser
de fréquentes modifications des SREV et Guidelines.
- Des efforts sont réalisés pour le développement de la Maximaphilie.
République Slovaque (Dr. Jülius Molnâr )
La Section Maximaphile de Slovaquie a été très active en 2003. Nous en
citons les principaux événements et réalisations :
- Le membre de notre Section le Dr Jülius Molnâr a reçu l’insigne d'or de
l’Association de la Philatélie Slovaque,
-Les membres de notre Section ont activement participé aux expositions
NITRAFILA 2003
(Nitra-SK), LAUGARICIO 2003 (Trencin-SK) et aux expositions de publicité
à Kosice et Mocenok,
- La Section a créé 10 cartes-maximum (les villes de Spiâskâ Kapiiula,
Revuca, Kezmarok,Pezinok, Kremnica, Ëd'ar nad Sâzavou et de personnages
Stefanik, sv. Benedict, Beethoven, Jan Hus), à l'occasion du XXe anniversaire
de la Philatélie à Koëice une allocution sur le thème : 105 années de la
Maximaphilie a été prononcée,
- Publication d'un numéro de la revue MAXIMAFILIA
- Les membres de notre Section ont publié des articles dans les
revues scientifiques (Spravodajca ZSF, ZberateF, Merkur-Revue), de
même dans les bulletins des expositions tenues à Koâice et Moôenok,
- Pour le proche avenir en 2004 nous prévoyons notre participation aux
expositions à Zd’âr nad Sâzavou (CZ), à Veszprém (H), et en 2005 nous
répondrons positivement à 'linvitation pour l’ exposition nationale de
maximaphilie organisée en France et qui se tiendra à Corbeil-Essonnes,
près de Paris.
- En 2004 nous publierons 2 numéros de la revue MAXIMAFILIA et un
Guide pour les philatélistes des cartes de vue analogues,
- L' augmentation du nombre de nos membres, l’élévation de leurs niveaux
est notre objectif permanent, à présent notre Section compte 34 membres.
Roumanie ( Dr. Ioan Daniliuc)
En 2002 a eu lieu à Botosani l'exposition régionale de Maximaphilie nommé
MOLDOMAX, réservée aux collectionneurs du département roumain de
Moldavie. Cette exposition a réuni 26 collections de maximaphilie, parmi
lesquelles 7 des jeunes collectionneurs.
En 2003:
- La revue de la Fédération Philatélique Roumaine (F.F.R.), Filatelia a publié
les suggestions de la Commission F.I.P. de Maximaphilie pour la modification
des règlements SREV et GUIDELINES, qui seront mis en discutions au
Congrès F.I.P. du Singapore en 2004. Ces suggestions ont été analysées
dans la réunion de Commission de Maximaphilie de la F.F.R.
- Entre 23 et 25 mai le XV Symposium National de Maximaphilie a été
organisé à Bacau. Il a débuté par une exposition de maximaphilie intitulée
"Marches vers la Performance" qui a offert l'occasion d'évaluer le potentiel
maximaphile roumain et d'analyser les modalités de mise en pratique les
dispositions de la règlements F.I.P. pour la Maximaphilie (SREV et
GUIDELINES).
- A l'occasion du symposium la réunion de la Commission de Maximaphilie de
F.F.R. a eu lieu. Les propositions de la Commission F.I.P pour la modification
de SREV et de GUIDELINES ont été étudiées. "La fiche individuelle de
notation pour jeunesse" proposée par Commission F.I.P. a été soumise aux
discutions et approuvée.
- En octobre 2003 a eu lieu a Timisoara une grande Exposition Nationale de
Philatélie, avec l'occasion du centenaire Philatélique dans cette ville. Cette
exposition a réservé une section de Maximaphilie qui a réuni 41 collections
maximaphiles pour la classe ADULTS et 15 pour la JEUNESSE: Le Jury a
récompensé 2 collections avec médaille d'or ( "George Enescu dans la suite
des grands musiciens européens", auteur V. Doros et "Les co
urantes
littéraires européennes", auteur M. Semenov).
- L'attention de notre Commission de Maximaphilie a été dirigée vers le
développement des activités maximaphiles de la jeunesse: Dans cette
direction nous avons reçu une belle collaboration de part du M Fausto Lodi
d'Italie.
- Dans cette année la Maximaphilie roumaine comme toute la Philatélie de
notre pays, à traversée une période de grandes tristesses par la disparition
de plus grandes personnalités; Dr Valeriu Neaga et M Ioan Stanescu. Cette
tristesse a été accentuée par la disparition des quelques gr
ands
maximaphiles d'autres pays : Margueritte Kotopoulis – Grèce, Manuel
Monterrey Molina – Espagne et Silvio Taioli –Suisse. Pour tous les cinq nous
exprimons beaucoup des regrets.
Suisse
Au cours des années 2002/03, l’Association Maximaphile Suisse, son
président et les membres de son bureau ont travaillé pour le développement
de la Maximaphilie en Suisse en faisant des conférences au sein des écoles
et des clubs philatéliques. Elle a réalisé des cartes-maximum et publié une
revue.
Ses membres ont participé à différentes expositions.
Malheureusement, nous devons déplorer le décès, en décembre 2003, de
M.Sylvio TAIOLI, qui a présidé l’association depuis 1981. Lors de l’assemblée
générale du 20 janvier 2004, M.Willy MONNET a été élu président de
l’Association Maximaphilie Suisse.
U.S.A. – Canada (Daniel Olsen and George Constantourakis)
- The activities of our Maximaphilists Center around our quarterly journal
"North American Maximaphily" with a focus on topics and events of North
American interest. This journal is published by the MACSU Maximaphily
Association of about 80 members, now in its 24th year. MACSU is chaired by
Daniel Olsen, who is also the U.S. Representative for Maximaphily to the
F.I.P. and its Editor is George Constantourakis, who is also the Canadian
Representative for Maximaphily to the F.I.P.
- Our MACSU Association does not produce M.C. for the new U.S. or
Canadian stamp issues. The realizations of Maximum Cards are the product
of our individual members. Thus these realizations do not cover every new
stamp issue. On the other hand, they follow the true spirit of Maximaphily
rules, using strictly commercial cards. Many of our members exchange
Maximum Cards with our overseas members and other MC collectors.
- Since the beginning of the year 2002, Maximaphily Exhibits in North America
have to be judged according to specific Maximaphily rules, adapted from the
F.I.P. International rules. The latest 5th edition of the AP
S (American
Philatelic Society) Manual of Philatelic Judging of 2002, introduced many
significant changes and among them it includes, for the first time, Maximaphily
as a Sud-Division of the "Illustrated Mail Division" (the term 'Division' in North
America equates to that of' Class internationally). Since then most Regional
and National Exhibitions in the U.S. and Canada have adopted these
changes.
- Since the adoption of these new Judging Rules covering our own
Maximaphily, a small number of our members started exhibiting in Regional
and National Shows receiving Silver medals. Only our President and our
Editor are International Exhibitors. During the 2002 and 2003 period our
President participated in 4 National Exhibitions and received Vermeil medals.
Our Editor participated in 4 Canadian National Exhibitions and received 3
Vermeil and 1 Gold medal. This achievement is significant as it proves that
Maximaphily - the great unknown - is now starting to get the respect it
deserves. It is worth noting that Show organizers want Maximaphily Exhibits
because the general public loves them and that many topical collectors feel
now more free to include Maximum Cards in their Exhibi
ts.
- In closing, our President has been active in giving Seminars on the rules
governing Maximaphily at many U.S. National Stamp Exhibitions."

A travers des différents rapports des deux dernières années transmis par les
délégués, il apparaît un net développement de notre classe dans le monde
qui laisse présager un bon avenir pour la Maximaphilie.
Nous serions heureux de recevoir plus de rapports, mais nous savons qu’un
grand travail est accompli, malgré les difficultés dans chaque pays, et nous
félicitons tous les membres de la Commission.
Nous leur demandons de poursuivre leurs efforts pour le développement de
notre discipline, dans le plus grand respect des règles de la F.I.P. (SREV
et GUIDELINES) et particulièrement en direction de la Jeunesse. Nous
renouvelons notre recommandation de consulter le site www.MaximaphilesFrancais.org qui peut les aider dans leur mission.

Comparing the last two years report transmitted by the delegates with the
reports of the previous years, we can conclude that the development of the
Maximaphily class all over the world lets us predict a good future for
Maximaphily. We should be of course very pleased if we could receive more
reports, but we know that it is a difficult work to be accomplished in each
country in spite of the various well known difficulties. Thus we congratulate all
the Members of the Commission for the serious and great work they have
done.
We would like also to ask you to continue the efforts for the development of
the Maximaphily class, respecting the rules of the F.I.P. (SREV and
GUIDELINES) and particularly in relation with Youth. We renew our
recommendation to consult the site www.Maximaphiles-Francais.org
This can help you in your mission. We remind you that in order to help you
for the organisation of lectures and conferences in your country, we have
prepared a PowerPoint Maximaphily presentation which is available, on
request from the President of the Commission Nicos RANGOS and from Mr
