World Maximaphily Activity Report for 2006
Increasing trend of Worldwide Maximaphily is continuing
Considerable and permanent increase of the participating countries
from 18 in 2003, to 30 in 2004 , to 36 in 2005 and to 40 in 2006.
We very much appreciate the efforts of the FIP Maximaphily Commission delegates who had the kindness to
respond to our invitation enriching by this way our world Maximaphily report and covering the most important
activities of their own country during the year 2005.
Forty countries (40), the highest recorded up today, out of fifty three (53) represented in the FIP Commission for
Maximaphily, participated in the present worldwide Maximaphily activity report: Albania, Armenia, Argentina,
Australia, Austria, Belgium, Bulgaria, Brazil, Canada, China, Croatia, Cuba, Cyprus, Czech Republic, Egypt,
Germany, Finland, France, Greece, Hungary, Iceland, Italia, Israel, Korea (Rep.of), Luxembourg, Malaysia,
Mexico, Netherlands, New Zealand, Pakistan, Portugal, Romania, Russia, Slovakia, Spain, Switzerland, Taiwan,
United Kingdom, USA and Venezuela.
We welcome the new delegates to the Commission: Dr. Klerman Lopes (Brasil), Mrs.Ana Luisa Guerrero Cuellar
(Mexico), Dr.Sherif El Far (Egypt) and Mr.Albert H.K.Lai (Hong Kong).
Our FIP Maximaphily Commission Bureau was very active all over the year 2006 and the first six months of 2007:
- Improving Maximaphily regulations and making them clearer, popular and more easily understood by all the
shareholders.
- Approval of the new 2006 SREV and Guidelines of Maximaphily in Malaga Meeting.
- Diffusion of the official texts and reports to the delegates.
- Improvement of our communication with the delegates.
- Publication of articles and reports in the FIP Flash magazine.
- Publication of articles related to Maximaphily in the other national and international philatelic press.
- Consisted efforts to convince the postal administrations to create maximum cards in conformity to the
regulations.
- Introducing and promoting Maximaphily in the countries where it is not yet known.
- Offering on request to the National Philatelic Federations an electronic documentation on our class of Philately.
- Continuing and further improving the international competition of the best maximum card of each year.
- Seminars during national and international exhibitions.
- Creation of our own FIP Maximaphily Commission website.
We are delighted by the growing number of participants to the World Best Maximum Card Competition
created during 2005. We would like to express our sincere thanks to the delegates for their own interest towards
this successful competition.
During all the year around the FIP Commission has been working very hard on the regulations which govern
Maximaphily in order to improve them and make them clearer and more easily understood by the various persons
in charge in FIP, in the national federations, in postal administrations and by the members of the Commission. The
Commission offered gratis documentation at the disposal of the members who needed additional information.
The Maximaphily meeting in Malaga on October 18, 2006 allowed to inforce Maximaphily and to show the
interest which it might have for youth and for world philately in general.
The FIP Maximaphily Commission delegates in Malaga meeting discussed the significant amendments,
harmonized the various points of view by taking account of all the remarks of each one of the delegates and
approved the new more simple and popular regulations, adopting the best solutions and making happy the opponent
parties.
Actually in some of the countries Maximaphily is progressing, in some others is regressing and the number of
young people who show interest in Maximaphily is continuously increasing.
Even the countries which participated actively in the present world Maximaphily activity report are actually
considerably increased from 18 in 2003, to 30 in 2004, 36 in 2005 and 40 in 2006.
During Maximaphily Seminar, hosted in Washington ’06, very important questions were discussed mainly for:
- The exit polls during exhibitions proving that visitors find Maximaphily as the most attractive and popular of
the FIP classes.
- The increasing worldwide public interest for Maximaphily.
- The four high level (Gold and Large Vermeil) Maximaphily exhibits which were exhibited in Washington
2006.
- The fact that only in Maximaphily class the collector has the right to create himself his own philatelic
collectable items.
- The new regulation for the antiquity of the Maximum cards which goes back to 1876-1946.
- The amendment of the previous difficult and complicated regulations which have been changed to new, simple,
clear and understandable.
Our innovative idea for organizing an international competition for the best Maximum Card of the year became
a successful reality because it was the first step towards the recognition of those who have worked hard for
Maximaphily and of those who need to be encouraged. This competition demonstrated our great interest in the
world wide feeling of the maximum cards collectors. It is our belief that in the next few years this competition will
create such dynamism, especially in most of the African and Asian countries, which Maximaphily has never had
before.
The success of the “World Best Maximum Card Competition” for the best M.C. created during the year 2003 and
2004 which were achieved in Singapore and in Corbeil-Essonnes in France was much appreciated by the
participants. This is why we decided first to repeat it, this year, in Saint Petersbourg but our effort was not
successful. Finally we planed to welcome you à Macon en France ( 16-18 November 2007) for the 4rth Best
Maximum Card Competition created during the year 2006.
Many delegates continue to express different ideas and explain in their reports that the “'World Best Maximum
Card Competition” is a really good, innovative and creative idea and for this reason must be continued.
Consequently we extend the deadline and we announce that for those delegates they didn’t send the entry forms for
the world best maximum card created during the year 2006 are expected to send them to the Chairman address
before October 31, 2007.

1. Albania (Nikolla Xharo)
- In spite of different problems we have with philately in our country we continue improving our two five frames
Maximaphily exhibits which were mounted according the FIP regulations and participated to international
exhibitions and competitions gaining bronze, silver and large silver medals.
2. Argentine (Roberto Wang)
- We have created about 8 Maximum Cards in 2006.
- We read all Maximaphily journals received from France and Spain and other countries.
Argentina did not organize any Maximaphily Exhibition the past year, the Maximaphily exhibits are present en
National Exhibition-Juvenex’2006, Sesquicentenario and international Spain 2006. The levels of medals are Silver
to Large Silver.
- Argentina participated in the best MC Competition 2006 also previous years.
The “Best Maximum Card World Competition” is useful, because help to knowledge this part of thematic. Another
way I suggest to permit more than one participation from each country in any competition.
- The problems of Maximaphily in Argentine are always the same. It is most difficulty to obtain a postcard with a
scene like a stamp. View cards are useless in Argentine, have not correct Postal cards, most of the people do not
know what Maximaphily is and there is not specific Maximaphily Jury.
3. Armenia (Sedrak Nercessian)
- The first three children youth group in our country who were initiated to Maximaphily last year continue to be
active receiving the relevant information from our Association. Thirty collectors from Armenia and twenty five
from other countries (Argentina, France, India, Iran, USA and others) appear members of the Armenian
Maximaphily Association. During 2006, five members of the A,M.A. participated to different national philatelic
exhibitions organised by our Federation and were qualified for international level.
- We have participated to the Best Maximum Card World Competition for MCs created during the year 2005 held
in Malaga and we are preparing to participate for the next year’s Best Maximum Card World Competition.
- During the same year, our Association created seven new Maximum-cards and one of them was decided to
participate to the 2006 Best Maximum Card World Competition.
4. Australia (Barbara Bartsch)
- Maximaphily still does not have the interest in Australia in comparison with the other philatelic classes. That is
why I think the World Competition for the Best Maximum Card is so very important and this is why I am
promoting it in our South Australian State News letter, which is distributed to all Australian States Philatelic
Councils.
- Australia will compete again this year with another creation.
- Hopefully our relative success will enthuse other Australian Maximaphilists.
- I exhibited one of my own collections, ‘Roads and Bridges’ In March 2006 at “Canberra 2006”, as a member of
my State National Team, and received Vermeil (Silver Gold).
- I still conduct Stamp Clubs at three different local primary schools and introduce them to postcards and Maxi
Cards Also as co-ordinator of the National Australian youth magazine, “The Young Collector”, I try to show Maxi
Cards whenever possible.
- Most of the Australia Post produced Maxi Cards were acceptable this last year with one terrible exception,
causing me to send them a letter asking them to check on the rules of Maximaphily. They answered politely and
promised to improve.
- Australia has participated to the World Best Maximum Card Competition held In Malaga on October 12, 2006
and has gained the 10th place.
5. Austria (Peter Riedl)
- In Austria we are only few collectors for Maximum Cards. In 2006 two from us have exhibited our five exhibits
in Austria and abroad .I obtained a Vermeil Award in Malaga after I have obtained twice Large Vermeil Awards in
Brno and Corbeil-Essonnes in 2005. The other exhibits were displayed in Austria.
- In the year 2006 we realized 3 CM (private).
- We had a problem with the postal administration in Austria. Many years long did not have the official maximum
cards concordance with the picture. Now in the year 2006 the postal administration has the MC well done. Austria
has participated to the World Best Maximum Card Competition Held in Malaga on October 12, 2006
6. Belgique (Pierre Vandenhaute)
- L’année 2006 a été pauvre en activités car il n’y avait aucune exposition compétitive.
- A « Belgica 2006 » la maximaphile belge était représentée principalement par les collections jeunesse.
- Le règlement MX SREV et Guidelines adopté à Malaga a été diffusé parmi les commissaires provinciaux qui en
ont averti les membres de leur province.
- Nous pensions avoir de nouveaux exposants à « Bruplila 06 » (compétition nationale) mais malheureusement rien
du coté des adultes.
- Par contre fait encourageant un jeune espagnol : Laynez Ruiz-Henestrosa Juan Alberto en catégorie 1B a obtenu
la médaille de Vermeil + PS + Félicitation du jury avec sa collection « E Pluribus Unum ».
- Actuellement, un élève juré est en cours de formation pour les expositions provincial.
- La Belgique a participe au Concours International de la Commission de la FIP pour la Meilleure Carte Maximum
a Malaga le 12 octobre 2006
7. Bulgaria (Sergei Magdichev)
-We have participated to the Best Maximum Card World Competition for 2005 held in Malaga on October 18,
2006. During 2006, our Association created 13 new Maximum-cards and one of them was decided to participate to
the 2006 Best Maximum Card World Competition.
- The Maximaphily Commission organized several events for the promotion of the Maximaphily in Bulgaria.
- The Bulgarian Maximum-card Collectors Club counts today 50 active members.
- A Maximaphily Bulletin is edited four times a year: It was since 2002 that our club started to publish a Bulletin
for promoting the development of Maximaphily in Bulgaria. In the Bulletin appeared new Bulgarian and foreign
maximum cards, articles for the new collectors, and information about domestic and foreign Maximaphily events.
It is a quarterly special bulletin. There are subscribers from Bulgaria, Germany, P.R.of China, Italy, Israel and
Cyprus.
- Seminars: During the same period was organized a seminar for exhibitors and jury members.
- Our Maximaphily Commission created 13 maximum cards related to various events and subjects.
- Ten of 20 minutes TV films were prepared with topics related to Maximum-cards.
8. Brazil (Klerman Wanderley Lopes)
We have an active group of 33 members on a virtual club, coordinated by philatelist Agnaldo de Souza Gabriel, of
São Paulo. His web address is http://br.groups.yahoo.com/group/clube_maximafilia/
Several services are available to visitors, as the pictures of Maximum cards produced by the membership,
information about how to perform MC’s, report of philatelic news, philatelic articles, catalogs, FIP regulations,
postal administrations, foreign clubs, auctions, contacts, philatelic dictionaries, postal editors, Brazilian stamp issue
release program, philatelic shows and meetings program, etc.
A mentorship service is also available
We are constantly exchanging messages and information regarding the Maximaphily
On October 2006, 4 members presented their collections at the LUBRAPEX (Brazil-Portugal) show in Rio and
were instructed by jurors on how to improve their presentations.
9. Canada, (George Constantourakis)
Canada and USA presented a common report under the name MACSU. It appears almost at the end of the present
report with the initials of USA and Canada.
10. Croatia (With the Cooperation of Ivan Libric)
In our country many individuals are creating maximum cards especially for their thematic collections. Recently
there were mounted two one frame Maximaphily collections and one collection of three frames. The Croatian
Postal Services created properly during 2006 four maximum cards designed by the famous artist Daniel Popovic.
Furthermore Croatia participated to the Best Maximum Card World Competition held in France in 2005. We will
also participate to the 2007 Best Maximum Card World Competition with a maximum card created during 2006.
11. Cuba (Fernando Garcia)
There are about 25 collectors in my country who are interested in Maximaphily. Three of their Maximaphily
exhibits participated to the national philatelic exhibition organised during 2006. About thirty maximum cards were
created during the same year 4 of which were created by the Post Services of Cuba.
12. Czech Republic (Cooperation with Lumir Brendl)
In my country there are 10 maximum card collectors who continue to create yearly a dozen of beautiful and correct
maximum cards on different and attractive subjects. At the same time a small number of maximum cards are
created every year by the Czech Postal Services with the contribution of the same artist who makes the stamps
designs.
During the year 2006, many Maximaphily exhibits participated to different national, European and international
Exhibitions where they received silver, vermeil and grand vermeil medals. In the years 2005 and 2006 we
participated to the World Competition for the Best Maximum Card created during 2004 and 2005 respectively. Our
intention is to participate to the same competition for the Best Maximum Card created in 2006.
13. China (LI Hong)
- In 2006, individual Maximaphilists created over 90 Chinese Maximum Cards.
- I have translated to Chinese for the Special Regulation for the evaluation of Maximaphily exhibits at F.I.P.
exhibitions and the Guidelines of judging Maximaphily exhibits (approved by Malaga Meeting) that was published
in the “China Maximaphilist” of our Association journal.
- My own three Maximaphily collections:
“ Cows”, 5 frames, have received a silver medal in Malaga 2006, of the world level philatelic exhibition.
“Early Maximum Cards of Mexico” Single Frame, International Gold medal at AmeriStamp Expo 2006 at Toronto
Canada; national Vermeil medal at the APS STAMP SHOW 2006 at Rosemont USA.
“The Persons affect historical of the Latin American on 19th to the beginning of 20th century”, Singleframa,
received a Gold medal at China Thematic Exhibition (National level) in Beijing 2006.
- Our association has over 800 Maximaphily members in this year, members from Mainland of China, Hong Kong
Macao, Taiwan and Singapor. And publishes 6 Maximaphily journals “China Maximaphilist” Maximaphily is
popular in Chine.
- Unofficial Statistic, over ten thousands stamp collector have hobby for collect and create maximum cards. And a
lot of Maximaphily exhibits including Single frame exhibit in the local level exhibitions.
- In 1er -3rd October 2006, China organized the First National level Maximaphily Exhibition, where 100 exhibits
appeared in competition, the “three-frames class” and “Postcards class” were first appear on the National level
philatelic exhibitions 39 exhibits of 5-frames, 9 exhibits of 3-frames, 44 exhibits of Singles frame, 8 exhibits of
Postcards class. On this Maximaphily Exhibition, I have received Apprentice national Judge for ACPF (All-China
Philatelic Federation).
- I have prepared the MC for participation to be Best Maximum Card World Competition 2006.
14. Cyprus (Nicos Rangos)
Maximaphily activity in Cyprus during the year 2006 was very active.Eleven Maximaphily exhibits participated to
the “CYPRUS’06” national level philatelic exhibition held in Paphos at 23-29 November 2006.
Exploiting our excellent relations with Cyprus Postal Services and the Ministry of Education and Culture, 15
exhibitions with Maximum Card exhibits were organised to primary and secondary schools during 2006 and more
than 5.000 students have visited them following specially scheduled guided visits.
During the same year 11 Maximum Cards were created with the relevant stamps issued by the Cyprus Postal
Services.
Cyprus Postal Services continues to create 3 Maximum Cards per year using only the stamps of each year
Christmas issues. Thanks to the excellent relations and the valuable co-operation between Cyprus Postal Services
and the Cyprus Philatelic Society, all the last 4 years Christmas Maximum Cards were correctly created by the
Philatelic Section of the Cyprus Postal Services according to the Maximaphily FIP regulations. Visual concordance
and concordance of time and place with postmarks of the nearest post office or the specially illustrated first day of
issue are fully respected.
Our Maximaphily collections that usually participate to international exhibitions are now 12 and 1 new one is being
prepared. Two of them belong to the one frame class.
My 8 frames third exhibit, which bears the title “Europa Nostra” with reference to the European Cultural Heritage
composed with maximum cards cancelled between 1901 and 1940, has participated to “Washington 2006”
receiving Gold medal and to the Court of Honour class of “Cyprus’06” exhibition, while my 5 frames exhibit
named “Cyprus. Crossroads of three Continents” was invited to the Court of Honour class of “2006 Salon de
Timbre” national level Exhibition in France.
Another six Cyprus Maximaphily exhibits participated to the following International level exhibitions:
“Washington 2006”, “España`06” and “Belgica`06” and finally to “Karditsa`06” and “Cyprus’06” national level
exhibitions, winning vermeil, large silver, silver and bronze medals.
At the end of the year 2006 were completed 20 years of intensive Maximaphily activity in Cyprus and 15 years of
participation to national and international exhibitions in which Maximaphily collections of Cyprus were awarded
bronze, silver-bronze, silver, large silver, vermeil, large vermeil, gold and large gold medals.
Two seminars on Maximaphily were organized during 2006, one at the “Washington 2006” World Exhibition and
the other in Malaga.
Cyprus participated to the Best Maximum Card World Competition, for the year 2005, held in Malaga and won the
4th place.
Cyprus has filled the entry form for the next 2006 Best Maximum Card World Competition which will be held in
France.
A PowerPoint presentation of Maximaphily in electronic form with the newly proposed regulations is preparing to
be given, after the FIP Bureau approval, to many FIP Maximaphily Commission delegates.
Cyprus Maximaphily Association has contributed by all means to the construction of the newly established FIP
Maximaphily Commission website.
Expenses concerning the preparation and the prizes, of the 2003, 2004 and 2005 Best Maximum Card Competition
and postal expenses for diplomas to the winners and all participants, as well as Maximaphily seminars organized in
different countries and other expenses related to the every year activity of the FIP Commission chairman, as
electronic material preparation, Maximaphily website construction and rent, postal expenses and printed
material sent from Cyprus to the delegates, evaluated to €960 were covered by Cyprus Philatelic Society.
15. Egypt (in cooperation with Dr M. Adel Farid)
After I have visited “Cyprus-Europhilex’02” in Nicosia with the great number of European Maximaphily Exhibits I
tried to create some correct maximum cards with the stamps of my country. One of them has participated to the
World Competition for the Best Maximum Card created in 2004 .held in France in 2005 Another one was created
during the year 2005 and has participated to the same competition in Malaga 2006.
16. Finland (Kalevi Ant-Wuorinen)
-To begin: The 16th yearly MC of our club was issued last year and the topic was an Easter egg and a tiny chicken.
-The Finnish Post made four MCs of cats and the Åland Post three MCs of beetles.
-Many different MCs were made the members our club, the “Maksimifilatelistit ry”.
Personally I made about 180 different MCs (in Finland and Åland together).
-We had no special MC exhibition this year, but many of our members participated in local and national philatelic
exhibitions receiving bronze- and silver medals
-Yes, we did participate to the Best Maximum Card Competition for the year 2005 and received the 2nd price with
the topic Golf, showing a young player putting on the green. The artist of the card was Ms Virpi Pekkala, a very
well known postcard painter here, and the stamp was made from a photo made by Mr Oskari Hellman and designed
by Mr Pasi Räsämäki.
-Our candidates (Finland and Åland) for the competition of the best MC of 2006 will be selected in our club
meeting on February 27th.
-The biggest problem here in Finland is the ever growing amount of yearly new stamps of which some are quite
hard to make a MC of; especially because the topic
often is so uncommon that it nearly is impossible to get a corresponding postcard.
-The new SREV and Guidelines regulations are well accepted and acknowledged here in nearly all points: but we
don’t understand why a normal postcard with an other form than square or rectangular can not be accepted?! At
least here in Finland we have several nice postcards with “free” forms (e.g. round, irregular…) which are in our
opinion very suitable for making a MC, but not eligible according to the SREV, why, a big WHY?
Finland has participated to the World Best Maximum Card Competition Held In Malaga on October 12, 2006 and
has gained the 2o Prize.
Finlande Version Française
- Pour débuter : Notre club a réalisé l’an passé sa 16ème carte-maximum. Le sujet est un œuf de Pâques et un petit
poussin.
- La poste finlandaise a réalisé quatre cartes-maximum ayant pour sujet des chats et la poste alandaise trois cartesmaximum ayant pour sujet des scarabées.
-Les membres de notre club « Maksimifilatelistitry » ont réalisé de nombreuses cartes- maximum de toutes sortes.
Pour ma part, j’en ai réalisé un total de 180 différentes avec les timbres-poste émis par la Finlande et Aland.
- Nous n’avons pas eu d’exposition dédiée à la maximaphilie cette année, mais de nombreux membres ont participé
à des expositions locales et nationales et ont été récompensés par des médailles de bronze et d’argent.
- Et bien sûr, nous avons participé au concours de la meilleure carte-maximum réalisée en 2005 et nous avons
obtenu le deuxième prix, avec comme sujet le golf : un jeune golfeur sur le green plaçant la balle dans le trou.
L’artiste ayant dessiné la carte est Virpi Pekkala, un illustrateur de cartes postales bien connu ici et le timbre-poste
a été mis en page par Pasi Räsämäki d’après une photo prise par Oskari Hellman.
- Les candidats (Finlande et Aland) au concours de la meilleure carte-maximum réalisée en 2006 seront
sélectionnés lors de notre réunion du 27 février.
- Le principal problème ici en Finlande est l’émission de timbres-poste de plus en plus nombreux parmi lesquels
certains ne se prêtent pas à la réalisation de carte-maximum, principalement à cause de leur sujet, si peu courant
qu’il est impossible de trouver une carte postale concordante.
- Les nouvelles SREV et Guidelines sont bien acceptées et approuvées ici sur tous les points, mais nous ne
comprenons pas pourquoi une carte postale du commerce ayant une forme autre que rectangulaire ou carrée ne peut
pas être acceptée. Du moins, ici en Finlande nous avons plusieurs belles cartes postales avec des formes libres
(rondes, de formes diverses, …) qui à notre avis seraient tout à fait convenables pour réaliser des cartes-maximum.
Nous voudrions savoir pourquoi les SREV n’admettent pas de telles réalisations.
17. France (Anny Boyard)
Durant l’année 2006, la commission de maximaphilie a été très active et a développé de nombreuses actions.
- Les membres de la commission se réunissent afin d’harmoniser les jugements des collections de maximaphilie en
regard des nouveaux textes de la FIP. Un CD Rom, en cours d’élaboration par Jean-Claude Bouquet, regroupera les
spécificités de la maximaphilie. Une maquette a été soumise à la commission qui étudie la possibilité d’une
éventuelle duplication.
- En 2006, sur les 125 timbres-poste émis en France par Phil@poste, 74 cartes-maximum ont été réalisées par le
Service Nouveautés-France des Maximaphiles Français.
- A notre grand regret, malgré tous les efforts que nous déployons notre club a vu le nombre d’adhésions en
diminution de 17 personnes pour l’année 2006.
- Le site Internet www.Maximaphiles-Francais.org connaît une fréquentation de plus en plus importante (175 000
visiteurs en 2006 contre 77 800 en 2005). A notre grande satisfaction, les pages d’initiation sur notre spécialité sont
très consultées.
- La revue trimestrielle de l’association « Les Maximaphiles Français », excellent support d’informations
internationales sur la maximaphilie est toujours diffusée à tous les adhérents, aux responsables de la FFAP ainsi
qu’aux membres de la commission maximaphile et du comité directeur de la F.I.P.
- L'année 2006 a été incontestablement marquée en France par l’action menée en direction de la jeunesse avec les
partenariats réalisés avec les associations de la FFAP (6 clubs et 17 jeunes). Des relations particulières se nouent
avec des associations maximaphiles étrangères afin de permettre à de nombreux jeunes de commencer des
collections de maximaphilie.
- Egalement lors du Salon du Timbre et de l’Ecrit, qui s’est déroulé en juin 2006 au Parc des expositions de
Vincennes, près de Paris, notre discipline a participé activement à ce salon avec de nombreuses collections
exposées, des conférences et surtout par son aide auprès de l'Animation jeunesse nationale, avec en particulier la
création d'un jeu maximaphile pour les jeunes philatélistes et pour la dotation en récompenses la réalisation d'une
série de 10 000 cartes-maximum promotionnelles sur les jeunes animaux domestiques en partenariat avec
Phil@poste. Notons aussi l’important soutien que nous a apporté, lors du congrès FFAP, notre président Nicos
RANGOS, président le la commission FIP de Maximaphilie et invité d'honneur de ce Salon, venu à Paris pour cette
manifestation.
- Au niveau international, à Malaga (Espagne) évènement important pour la maximaphilie, on pouvait remarquer la
présence d’Anny BOYARD, comme secrétaire de la Commission, assistante de Nicos RANGOS, pour
l’organisation de cette réunion au cours de laquelle les nouveaux règlements SREV et Guidelines ont été adoptés.
La France a participé au concours mondial de la meilleure carte-maximum 2005.
Malaga a vu aussi l'élection à la tête de la FIP de notre ami Luxembourgeois Joseph WOLFF, ancien vice-président
de la FIP, coordinateur pour la maximaphilie et celle de Bernard JIMENEZ (France), élu membre du bureau FIP,
qui hérite désormais de cette responsabilité.
A signaler la participation aux Journées Maximaphiles en septembre 2006 à Steinfort dans le Grand-Duché de
Luxembourg (médaille d’Or pour J.P.Mangin, président de l’Académie Européenne de Philatélie).
- Tout au long de l’année des conférences ont été données à l’occasion de Congrès régionaux et dans plusieurs
associations philatéliques.
- Enfin la Maximaphilie a été très représentée dans la presse philatélique française "La Philatélie Française",
"L'Echo de la Timbrologie », "Atout-timbres", « Timbres-magazine » et « Philinfo » ainsi que dans de nombreuses
expositions allant du niveau départemental, régional, national et international (Grand Vermeil à Malaga, pour
Hubert ENGEL), les collections exposées ayant toujours un grand succès auprès du public ce qui augure d’un bel
avenir pour la maximaphilie et nous encourage à persévérer pour son développement.

Report of the FIP maximaphily commission for France (Anny Boyard)
During year 2006 the Maximaphily commission was very active developing many actions.
- Members of the commission met together in order to have the judgment of the maximaphily exhibits in line with
the new FIP rules. The creation of a CD Rom by Jean Claude Bouquet is in progress. It will illustrate the rules
adopted by the FIP in Malaga. A model was submitted to the commission. The circulation of such a CD Rom
respecting the copyright legislation is under study.
- As total 125 postage stamps were issued by Phil@poste during year 2006. Among them 74 were selected by the
Maximaphiles Français to make maximum cards.
- To our great regret in spite of all our efforts our club registered a roll reducing of 17 for year 2006.
- The Internet site www.Maximaphiles-Francais.org is more and more visited (175 000 visitors during 2006 against
77 800 during 2005). To our great satisfaction the pages concerning the introduction to Maximaphily are frequently
consulted.
- The quarterly magazine of the association “Les Maximaphiles Français” that is an excellent source of
international information about Maximaphily is distributed to all its members, to the members of the board of
FFAP (Fédération française des associations philatéliques) as well as to the members of the FIP Maximaphily
commission and to members of the board of FIP.
- Unquestionably year 2006 was marked in France by the action in direction of young people with the partnership
of some philatelic clubs affiliated to FFAP (6 clubs and 17 young people). Relationships with foreign Maximaphily
associations are in progress in order to allow a lot of young people to start with a collection of maximum cards.
- During the “Salon du Timbre et de l’Ecrit” held in June 2006 at the “Parc des expositions de Vincennes” close to
Paris our discipline was very active: many collections being on exhibit, conferences, and above all help granted to
the committee in charge of the promotion of philately towards young people. In particular a game based on
Maximaphily was organized. Prizes were distributed thanks to a series of 10 000 maximum cards having young
domestic animals as subjects made in partnership with Phil@poste. The Congress of FFAP (Fédération française
des associations philatéliques) held during this exhibition. To be noticed the great help that was granted to us
during this Congress by Nicos Rangos, Chairman of the FIP commission for Maximaphily and guest of honour at
the exhibition who especially came to Paris.
- For what concerns internationals Malaga was an important event for Maximaphily. Anny Boyard was there as
Secretary of the Commission and assisting Nicos Rangos for the management of the meeting during which the new
rules, SREV and Guidelines were accepted. France participated to the World Maximaphily Competition for the best
maximum card created during the year 2005.
In Malaga our friend Joseph Wolff, previously vice-chairman of FIP in charge of Maximaphily coordination was
elected at the head of FIP. Bernard Jimenez (France) was elected as member of the FIP board and is now in charge
of the Maximaphily coordination.
To be noticed the participation to the “Journées de la Maximaphilie” in September 2006 in Steinfort (Grand Duchy
of Luxembourg) (Gold medal for J.P.Mangin, president of Academie Européenne de Philately).
.- All the way through year 2006 conferences were given on the occasion of regional Congresses and locally in
philatelic clubs.
- Lastly many articles about Maximaphily were published in the French philatelic press: “La Philatélie Française”,
“L’Echo de la Timbrologie”, “Atout-timbres”, “Timbres-magazine” and “Philinfo”. Maximaphily exhibits were
presented in a lot of exhibitions from local level to international level (Large Vermeil medal in Malaga for Hubert
Engel). The exhibits always have a great success with the public that announce a great future for Maximaphily and
encourage us to persevere in developing it.
18. Germany (Gunter Formery)
Zum Jahresende konnte die Arge Maximaphilie/D im siebten Jahr ihres Bestehens 58 Mitglieder aufweisen.
Unser Neuheitendienst realisierte im diesem Jahr insgesamt 27 MK von unterschiedlichen Sammelgebieten. Am
Wettbewerb für die beste MK 2005 und 2006 haben wir ebenfalls teilgenommnen.
In unserem Maximaphilie-Report, der wie üblich dreimal im Jahr in einem Umfang bis zu 60 DIN A 4 Seiten
erschien, wurden zahlreiche Fachartikel über Belange der Maximaphilie veröffentlicht.
Mehrere Aussteller haben im In- und Ausland an Ausstellungen teilgenommen. An der nationalen Ausstellung zum
Tag der Maximaphilie 2006 in Steinfort/Luxemburg waren wir mit drei Exponaten vertreten, darunter ein
Literaturexponat.
Zwei Mitglieder beteiligten sich mit Exponaten am Ein-Rahmen-Wettbewerb in Schwalbach (Hülzweiler’06).
Folgende Medaillen konnten 2006 in Wettbewerben errungen werden:

Der AMPh-Vorsitzende fungierte beim Symposium in Steinfort/L als Referent zum Thema „Tätigkeitsbereich der
Arbeitsgemeinschaften“.
Ein Mitglied befand sich 2006 bei zwei Wettbewerben als Juror im Einsatz.
Im Jahre 2006 stiftete die Arge eine Verdienstmedaille, mit der wir im Rahmen des Tags der Maximaphilie 2006 in
Luxemburg unser Ehrenmitglied, den heutigen FIP-Präsidenten Herrn Jos Wolff, als erstes Mitglied auszeichnen
konnten.
Herr Günter Schuchhardt wurde durch den Nationalverband (BDPh e.V.) mit der Verdienstnadel für Literatur und
Forschung in Bronze geehrt.
In Karden an der Mosel veranstalteten wir bei bestem Wetter unsere Mitgliederversammlung 2006. Hier wurde
auch ein umfangreiches Rahmenprogramm angeboten.
Ferner wäre es eine große Erleichterung, wenn die Kommission endlich ihre Veröffentlichungen in allen FIPSprachen anbieten würde.
19. Greece (Pantelis Leoussis)
The UNION OF THE GREEK COLLECTORS OF MAXIMUM CARDS had a productive and notable activity
during the past year 2006, with regular reunions in its privately-owned hall, Maximum cards auctions, and,
generally, intense participation in the Hellenic philatelic life.
- The Union has created 40 new Maximum cards.
- Our official annual revue continues its regular edition. The 2007 issue, containing the 2006 activities, will appear
at the end of June and will include articles written by the president N. Mallouchos, members of our Union and the
signed delegate, who is in charge of the whole edition.
- Many members of our Union took part at the Karditsa 2006 Panhellenic Philatelic Exhibition, with satisfactory
results: One Large Vermeil, three Vermeil and three Silver medals. The signed delegate served as team leader juror
of this exhibition, for the Maximaphily and Thematic Philately classes (he represents these two classes, as national
delegate too).
- Our Union has been represented by the signed delegate at the Congress of FEPA held in Brussels last November
and at the meeting of the FIP Maximaphily Commission, held in Malaga on 12 October, 2006.
- Our country did not organise any special Maximaphily Exhibition, but we have participated to all the local,
regional, national and international philatelic exhibitions, where our collections have been accepted.
- We participated to the Best Maximum Card World Competition held in Malaga, Spain, on October 12,2006 and
we gained the 8th place. We prepared some Maximum cards for our country’s participation to the Best Maximum
Card World Competition which will be held next year.
- The Maximum cards produce by the Postal Services of our country are sometimes correct, sometimes not (usually
incorrect). In the second case our Union realizes correct ones. Unfortunately, all our advices have been vain.
-We have not worth noticing problems of Maximaphily in our country.
20. Hungary (Judit Szekeli)
- During the year 2006, we continued creating private maximum cards.
- We have a separate column in Bélyegvilág. This philatelic journal is published monthly. In addition, the Magyar
Federation Section has a publication on 4 occasions annually.
- Twice a year we are able to meet the members of the Sections because they live in the countryside.
- Maximaphily collections participated in a first class exhibition and won large silver medals.
- We participated on 4 occasions with 33 collections with demonstrative nature connected to events.
- We participate every year to the Best Maximum Card World Competition. I consider the organization of the Best
Maximum Card World Competition very important and as such it must be enhanced and continued.
21. Iceland (in cooperation with Gunnar Rafn EINARSSON)
Coming back to my country from Cyprus in 2002 where I have seen a great number of Maximaphily exhibits
during the unforgettable “Cyprus-Europhilex’02”, I started to be interested in this attractive class of Philately. I was
looking around to find postcards and stamps with matching pictures and by this way I have created myself my own
correct maximum cards. I was rather lucky when one day I met a very aged philatelist who had already created a
few local and unique maximum cards. I bought all of them having in my mind the intention to start during 2005 –
2006 forming the first Maximaphily exhibit in Iceland.
22. Italia (Rialdi Cesare)
- L'Association Italienne de Maximaphilie a réalisé pendant l'année 2006 les Cartes Maximum suivantes:
Italie : 35 émissions avec 48 CM. Réalisées.

24. Korea (Rep.of) (Jin Hur)
There are some individuals who are creating correct Maximum Cards. There are also two maximum card
collections which were mounted according to the regulations and exhibited in different national and international
exhibitions. During 2006 we participated to the World Best Maximum Card Competition which was held in Malaga
on October 18, 2006.
25. Luxembourg (Joseph Wolff)
In den neun Monatsversammlungen des vergangenen Jahres wurden hauptsächlich die Reglemente der
Maximaphilie, der Aufbau von Sammlungen und die Bewertung von Exponaten, die Neuerscheinungen von
Maximumkarten und die Neuigkeiten aus der FIP-Kommission für Maximaphilie besprochen.
Präsident Jos Wolff hielt Dia-Vorträge über die Übereinstimmung der drei Grundelemente der
Maximumkarte und über die internationalen FIP-Reglemente dieser Sparte in verschiedenen FSPL-Vereinen.
In den Tageszeitungen wurden vor jeder Briefmarkenausgabe Artikel von Jos Wolff über die von der
Kommission angefertigten Maximumkarten veröffentlicht.
Am 2.-3. September 2006 hatte der Verein Kleinbettingen die "17ème Journée Maximaphile" mit
internationaler Beteiligung in Steinfort organisiert. 17 Maximaphilie-Exponate und 1 Maximaphilie-LiteraturExponat, davon 7 aus Luxemburg, 3 aus Italien, 3 aus den Niederlanden, 3 aus Deutschland und 2 aus Frankreich
wurden im Wettbewerb ausgestellt.
Am 3. September 2006 nachmittags hielt Kommissionspräsident Jos Wolff ein Seminar in der Ausstellung
ab an dem 16 Maximaphilisten aus Belgien, Luxemburg und den Niederlanden teilnahmen.
Mitglieder der Kommission beteiligten sich an zahlreichen lokalen, regionalen, nationalen und
internationalen Ausstellungen.
Am 12. Oktober 2006 nahmen Herr Wolff, als Delegierter für Luxemburg und FIP-Koordinator, sowie
Frau Trommer an der Sitzung der FIP-Maximaphiliekommission in Malaga (Spanien) anlässlich des FIPKongresses statt.
- Im Jahr 2006 wurden 19 Maximumkarten von der Kommission herausgegeben.
Luxembourg English version
- 9 meetings of the Commission, where the FIP regulations and the national and international news of this class of
philately were discussed.
President Jos Wolff held conferences about the elements of a maximum card and the evaluation of exhibits
in different associations.
Jos Wolff published articles on the new maximum cards of the Commission in all newspapers, before every
issue.
The 17th Day of Maximaphily had been organized by the local association of Kleinbettingen, with 17
maximaphily exhibits and 1 maximaphily-literature-exhibit in competition, 7 from Luxembourg, 3 from Italy, 3
from the Netherlands, 3 from Germany and 2 from France.
On September 3, Mr Wolff held a seminar on maximaphily for exhibitors from Belgium, Luxembourg and
the Netherlands.
The members of the Commission participated in numerous local, regional and international exhibitions.
On October 12, 2006, Mr Wolff, as delegate for Luxembourg, and Mrs Trommer, as observer and
translator, attended the conference of the FIP-Maximaphily-Commission in Malaga (Spain) on occasion of the FIP
Congress.
2006 the Commission issued 19 maximum cards.
Luxembourg has participated to the World Best Maximum Card Competition Held In Malaga on October 12, 2006
and has gained the 5th place.
26. Malaysia (Tan Chee Hui)
- The popularity of making maximum cards in Malaysia began since early 1970s (though there were some prior to
this). In late 1970s, the postal department of Malaysia introduced special/pictorial postmarks for first day of issue
of stamps. This contributes to the increased popularity in making maximum cards since 1980s till even today.
The interest of Maximum cards collecting has been picking up in the year of 2005. More and more stamp
collectors were creating their own maximum cards. More cards from different collectors were presented for
selection for the 2006 competition. Articles in the newsletters and forum discussions in the official website of
Philatelic Society of Malaysia is another evidence of its consistent progress. The philatelic bureau has been
informed about the increasing popularity of maximum cards collecting and has been suggested to issue the proper
maximum cards. In 2006, the postal authority will probably issue the first proper maximum cards (not PHQ cards).
- It was an encouragement for Malaysian Maximum card collectors that Malaysian entry featuring "Bullock
Cart" submitted by Mr. Ye, Cho San won the third prize in the 2005 Competition, I mean, the International
Competition for the Best Maximum Card created during the year 2004. Malaysia participated to the 2006
Competition in Malaga and we are ready to participate to the next Competition.
The first set of official maximum cards of Malaysia was eventually issued in 2006. It is a set of four issued in
conjunction with the special stamp issue featuring "Mountains in Malaysia".
I have suggested to the Chairman of the Bureau that a panel of jury be formed to select the yearly best maximum
card. The suggestion is made for the betterment of the annual best maximum competition. The Chairman has
voiced out the problem due to geographical factor. However, he receives this suggestion positively and is working
towards it.
The activity of making maximum cards remained moderate but comparatively more active than the previous year.
27. Mexico (Ana Luisa Guerrero Cuellar)
In our country there are some people creating maximum cards and we are just trying to organise them. For this
reason our Federation has nominated a delegate for the FIP Maximaphily Commission. We are working for the
spreading of Maximaphily in our country
28. Netherlands (Frans Hermse)
In 2006 the Dutch Club “Pro juventute and maximaphily » produced four issues of their magazine called
“Bulletin”, 32 pages A4 each in black/white. Among them two special issues were dedicated to the painter
Rembrandt van Rhijn. The Club is very enthusiastic on its Bulletin and it plans to issue it in 2007 in full colour!
Maximaphily has its regular page in the monthly, general magazine of the Dutch association for Philately (35.000
readers). Eleven articles were made on Maximaphily with Dutch cards, topics and maximaphily abroad.
Three meetings of the club were held in Utrecht for its 150 members. 108 Maximum cards have been created by the
Dutch club in 2006, none by the postal authorities (thank God).
The results of the participations in exhibitions were: 1 x gold in category 3 and equally gold in category 2. There
were three entrees in the annual exhibition in Luxemburg (at Steinfort this time) with the results: 1 x bronze, 1 x
vermeil and 1 x gold. One Dutchman was jury member in that exhibition and one was élève. The exhibit of the
deceased member Mrs Hoogerhuis – Van Schellen was shown three times “hors concours”.
The Dutch maximaphilists also participated in the world competition for the best maximum card of the year 2005.
The meeting of the FIP-Committee on Maximaphily which was held at Malaga was participated by a proxy, not the
delegate in the committee for the Maximaphily and committee-member of the Netherlands, for reasons stated
before.
Pays-Bas version française
En 2006 le club hollandais « Pro juventute and maximaphily » (Pour la jeunesse et maximaphilie) a publié quatre
numéros de son magazine appelé « Bulletin », 32 pages A4 entièrement en noir et blanc. Parmi eux deux éditions
spéciales ont été consacrées au peintre Rembrandt van Rhijn. Le club est très enthousiaste à propos de son
« Bulletin » et projette de le publier en 2007 entièrement en couleur !
La maximaphilie a sa page réservée dans le magazine mensuel et général de l'association hollandaise pour la
philatélie (35.000 lecteurs). Onze articles ont été publiés concernant la maximaphilie avec les cartes hollandaises,
divers thèmes et la maximaphilie à l'étranger.
Trois réunions du club se sont tenues à Utrecht pour ses 150 membres. 108 cartes-maximum ont été créées par le
club hollandais en 2006, aucune par les autorités postales (Dieu merci).
Les résultats des participations aux expositions ont été : 1 or dans la catégorie 3 et également 1 or dans la catégorie
2. Il y avait trois participants à l'exposition annuelle au Luxembourg (à Steinfort) avec les résultats suivants : 1
bronze, 1 vermeil et 1 or. Un Hollandais était membre du jury de cette exposition et un autre était élève-juré. La
collection de Madame Hoogerhuis -Van Schellen membre décédé de notre association a été montrée trois fois
« hors concours».
Les Maximaphiles hollandais ont également participé au concours international pour la meilleure carte maximum
de l'année 2005. Pour la réunion du Comité FIP pour la maximaphilie qui s’est tenue à Malaga une procuration a
été envoyée, ni le délégué au comité pour la maximaphilie, ni délégué national pour les PaysBas n’y ont participé,
les raisons en ayant été indiquées préalablement.
29. New Zealand (New Zealand Federation).
Individuals continue creating Maximum Cards. We have two exhibitors – both have been active at either national
or local level. New Zealand during previous years participated to the world best maximum card competitions.
30. Pakistan (Syed Imtiaz Hussain)
Maximaphily activity was always very limited in Pakistan because of the lack of tradition. I’m trying my best to
hold some seminars about the awareness of this branch of philately. Now I'm trying to give lectures to this branch
of Philately in Peshavar, Lahore and Karachi where there is a bigger bunch of philatelists.
In Pakistan we have some Maximaphily postcards but some of them do not come in Maximaphily because those
cards are the printed enlarged copies of the issued stamps. We are trying to change this practice. Maximaphily is
totally a new philatelic activity in Pakistan for which I'm struggling. I'm trying hard to promote this branch of
Philately in my country. I gave few lectures in Lahore city and Peshawar ( my city) with the help of CD's which
FIP Commission chairman has given to me on different occasions. Plus my knowledge which I acquired in
different Maximaphily seminars during numerous Exhibitions. I'm the President of a Local Philatelic Society (
Khyber Philatelic Association, Peshawar) which is also a chapter of our Federation. So, in every monthly meeting
of my local philatelic Society I discuss and ask about the progress in the collection of different philatelist.
I succeeded to convince some of the collectors to start some specific Maximaphily collection. In the beginning
they have started to collect maximum cards on different themes but I asked them to concentrate on some specific
theme in order to participate from Pakistan in international and world Exhibitions. Insha Allah, you will see very
soon some of the Exhibits from Pakistan on Maximaphily. Our association is also planning to produce some very
good Maximum Cards in September on the theme of our Pakistani collector's interest like Forts of Pakistan etc.
31. Portugal (Dr Eurico Carlos E.Lage Cardoso)
- Durant l’Année 2006, l’Association Portugaise de Maximaphilie, unique association fédérée, a réalisé 76 CartesMaximum.
- Le Portugal a été représenté dans plusieurs manifestations importantes avec trois participations lors de
l’Exposition « Espana 2006 » ; une pour « Belgica 2006 » ; six à « Lubrapex 2006 » au Brésil (Rio de Janeiro) et
six lors de la nationale « Ebora 2006 ».
- Vingt et un expositions et Salons ont été réalisés au Portugal.
- Les médailles obtenues : Deux Or ; Six Grand Vermeil ; quatre vermeil ; Deux Grand Argent ; Un argent ; Un
Bronze Argenté.
- La revue de l’Association Portugaise de Maximaphilie n’a été éditée dans l’année 2006.
- Le Dr Eurico Carlos E.Lage Cardoso a participé au jury de maximaphilie lors de l’exposition bilatérale
« Lubrapex 2006 » à Rio de Janeiro. Il a été donné une conférence concernant la maximaphilie qui sera publiée
dans une revue de Philatélie de St Paulo (Brésil) et introduite dans le site du juré brésilien Geraldo Ribeiro Jan,
pour le développement de notre spécialité au Brésil.
- La traduction en portugais des SREV et Guidelines devra être publiée dans la revue de la Fédération Portugaise de
la Philatélie « Filatelia Lusitana ».
- La modification fréquente des règlements (2004-2006) est mauvaise pour notre spécialité.
- Les Maximaphiles Portugais expriment leurs chaleureuses félicitations à M. Joseph Wolff, pour son élection à la
présidence de la F.I.P. qui est un grand honneur pour notre spécialité.
32. Roumanie (Dr. Ioan Daniliuc)
- En 2006, l’activité principale de la Commission de Maximaphilie et des collectionneurs en général a été fondée en
particulier sur le perfectionnement et l’arrangement des collections pour pouvoir participer a l’Exposition Mondiale
EFIRO 2008 qui aura lieu à Bucarest.
- Les collections de maximaphilie ont participé à toutes les expositions philatéliques organisées en Roumanie et à
l’étranger.
- Sur le plan international la présence des collectionneurs roumains a été marquée par la participation à la classe de
littérature du M.le Général (r) Vasile DOROS avec son livre de maximaphilie « George Enesco et la constellation
de la musique universelle » aux expositions « Mozar-PHILA - Ovebria 2006 » de Salzburg et « Espana 2006 » de
Malaga.
- A l’occasion du XIème Sommet de la Francophonie de Bucarest une exposition des pays francophones (des
collections pour la classe « Un cadre ») a été organisée à laquelle 63 pays ont participé. Parmi ces collections on
peut remarquer deux de la maximaphilie roumaine, celle du M. le Général (r) Vasile Doros et du M. le Professeur
Mihai Semenov.
- Il faut mentionner qu’en 2006 ROMFILATELIA, l’institution habilitée par la Compagnie Nationale Poste
Roumaine pour l’émission des timbres, a réalisé 47 cartes maximum avec les timbres poste des émissions de
l’année.
- Le nouveau Règlement de la FIP pour la maximaphilie a été largement diffusé avec les corrections approuvées à
Malaga, le 12 oct. 2006.
- Il est bon de préciser que cinq maximaphiles roumains ont participé à des manifestations organisées dans des
structures européennes ou dans autres associations (AEP, AIM, Les Maximaphiles Français, MotivGruppe MusikAllemagne).
33.Russie (Valery Petrov)
- Environ 60 cartes-maximum (réalisations personnelles) ont été créées en 2006 par les maximaphiles russes en
conformité avec les règlements de la F.I.P. J’ai réalisé personnellement à peu près 50 CM sans compter les
variantes. Les Services de Poste de Russie n’émettent pas de cartes-maximum.
- J’ai écrit un article sur notre discipline pour la revue nationale PHILATELIA. Un autre article sur l’exposition
MAXIFRANCE 2005 a été publié par Galina Tchoudessova dans le bulletin de l’Union de philatélistes de SaintPétersbourg.
- Une collection de maximaphilie a participé à l’exposition nationale «Russie-2006» (G. Tchoudessova, vermeil). 4
autres participations maximaphiles ont été présentées à l’exposition régionale « L’Homme dans l’Art et le Sport » à
Moscou (deux vermeils de N.Kotchetkov et V.Petrov).
- Nous avons débuté au Concours mondial pour la meilleure carte-maximum 2005 (14ème position). Cette
compétition est utile mais il est souhaitable de spécifier les critères essentiels de l’appréciation de CM participant
au concours (rareté, originalité de sujet, beauté ...).
- Nous remercions la commission maximaphile FIP de nouveaux SREV et Guidelines qui nous permettent
notamment réaliser des CM avec les timbres-poste découpés issus des entiers postaux. Le problème essentiel dans
la réalisation de nos cartes-maximum réside dans la rareté de cartes de commerce. Le choix et l’assortiment des
cartes actuelles sont très limités et nous sommes obligés de chercher les cartes éditées avant 1980. Faute de cartes
de commerce nos néophytes utilisent souvent pour leurs CM celles fabriquées à l'aide de l'ordinateur (vu que
l’article 3.2 des Guidelines n’interdit que les cartes pareilles sur papier spécial pour la photographie). ?????? Nicos
il y là un problème !
34. Slovaquie (Julius Molnâr)
En 2006 nos membres ont créé deux Cartes - Maximum.
Des articles sur la Maximaphilie ont été publiés.
A l’occasion de trois expositions locales quatre collections de Maximaphilie ont été exposées. Nous avons
participé au concours de la meilleure carte-maximum qui a été organisée a Malaga le 12 octobre 2006. Cette
compétition est très utile car elle rend plus actifs les collectionneurs de C.M.
Entre 1993 et 2006, La Poste Slovaque a émis déjà 51 CM. Deux sur trois sont correctes. Nous avons donné
plusieurs fois des conseils à la Poste Slovaque, mais heureusement cette fois-ci les références FIP sur les
règlements ont été acceptées par les responsables.
Le groupe spécial de Maximaphilie en Slovaquie n'a pas reçu d’appui des responsables des associations des
philatélistes slovaques (Zvâz slovenskych filatelistov).
Malheureusement, la philatélie en Slovaquie est en décadence ; les collectionneurs sont très âgés et
nous n'avons pas de jeunes adhérents. Pour notre travail, nous n’avons pas touché de subvention de la part des
associations philatéliques.

- Esta comisión sigue colaborando con las sociedades y coleccionistas que solicitan información sobre el
coleccionismo de las tarjetas máximas. Nos solicitan consejo sobre el montaje y los comentarios filatélicosmaximofílicos que hay que realizar. Todos los miembros de esta comisión seguimos resaltando la importancia de la
justificación de la localidad del matasello en cada tarjeta máxima.
- Dentro de ASEMA (Asociación Española de Maximofilia), se estableció una Comisión de Estudio de los
Reglamentos compuesta por los jurados Juan Ant. Casas, Francisco Velázquez y los maximofilistas Salvador Luna
y José Palma que en varias sesiones y teniendo en cuenta las opiniones de otros destacados maximofilistas
presentamos siete propuestas al Presidente de la Comisión de Maximofilia de la FIP el señor Nicos Rangos, que
fueron expuestas personalmente durante la Exposición Mundial “España 2006”, en Málaga. Durante la reunión de
la Comisión FIP de Maximofilia, celebrada el 12 de octubre, el representante español, Sr. Casas, las propuso,
aceptándose algunas. Sobre todo van dirigidas a que los Reglamentos sean lo más precisos y claros para los
coleccionistas y los jurados. Terminada la reunión la citada Comisión siguió comentándolas con el Presidente y la
Secretaria Sra. Anny Boyard, que tomaron nota de nuestras propuestas sobre los Reglamentos.
- En Málaga, durante la reunión de la Comisión F.I.P. de Maximofilia, el Sr. Nicos Rangos destacó el buen trabajo
realizado por la Comisión de Maximofilia de la Federación Nacional de Sociedades Filatélicas (FESOFI) y la
Asociación Española de Maximofilia (ASEMA) en la difusión de la Maximofilia reflejado en las colecciones
españolas, en la revista Apuntes de Maximofilia y la página web www.asemamaximofilia.con . Los delegados de
comisiones de maximofilia asistentes votaron en el concurso LA MEJOR TARJETA MÁXIMA CREADA EN
2005. La tarjeta máxima presentada por ASEMA “Gastronomía: Jamón” obtuvo el tercer premio.
- Se sigue editando la revista de ASEMA “APUNTES DE MAXIMOFILIA” .Este año se ha publicado los nº 31 y
32. Esta revista es muy seguida por coleccionistas y muchos de sus comentarios tienen eco en otras revistas
filatélicas. Se han publicado los nuevos Reglamentos, para su difusión.
ASEMA ha realizado 40 tarjetas máximas durante este año y muchos de sus socios han realizado tarjetas máximas
con sellos y estampillas diferentes a las realizadas por ASEMA.
-Durante el año 2006 hemos seguido trabajando para mejorar la presentación y adaptar las modificaciones de los
Reglamentos del trabajo “EL APASIONANTE MUNDO DE LA MAXIMOFILIA” . A Francisco Velázquez y
Juan Ant. Casas se han sumado José Palma y Salvador Luna. Nos gustaría que cuando esté terminado se publicara
por FESOFI para que tuviera una buena difusión por todas las sociedades filatélicas. Este trabajo se ha proyectado
en el Ateneo de Cádiz, en sus tertulias filatélicas, los día 24 de abril y 20 de noviembre. También se proyectó el 29
de octubre en Rota durante la Expofil ROTA 2006. Ha tenido muy buena acogida y los asistentes se interesaron en
muchos puntos de los Reglamentos. Una televisión local de Rota grabó la conferencia en su totalidad y la emitió.
- En cuanto a las exposiciones, hay que destacar al coleccionista juvenil Juan Alberto Laynez Ruiz-Henestrosa que,
con su colección “E Pluribus Unum”, ha obtenido buenas calificaciones, destacando la obtenida en
BRUPHILA´06, en Bruselas, 84 puntos, medalla de vermeil, premio especial y felicitaciones. Esperemos que
durante el próximo año ya tengan montadas colecciones de maximofilia otros juveniles que se están interesando en
el coleccionismo de tarjetas máximas.
- Durante la exposición España 2006, el Sr. Casas actuó como jurado de maximofilia junto a Nicos Rangos,
teniendo la satisfacción de comprobar cómo el señor Rangos comparaba con otras la colección española de José
Palma Azúa “El arte arquitectónico en Europa busca la divinidad” por el buen trabajo realizado y la buena
presentación. Esta colección fue vista por varios coleccionistas que tomaron nota de los aspectos que destacaba el
señor Rangos. Fue la colección que obtuvo mayor puntuación en la clase de maximofilia, 88 puntos, medalla de
vermeil grande y premio especial. También en la XIX Exposición Filatélica Nacional, celebrada en Ébora, la
participación española en maximofilia ha obtenido dos medallas de vermeil grande y una de oro, siendo ésta la
colección de Francisco Velázquez Barroso (“La influencia paisajística y monumental en el escritor europeo”), la de
mayor puntuación obteniendo el premio de la clase de maximofilia.
- En la exposición regional andaluza EXFILANDALUS´06 celebrada en Granada, la colección de Juan Antonio
Casas obtuvo oro y el premio de FESOFI.
- También la maximofilia ha estado presente en las siguientes exposiciones:

puntos PLATA), WASHINGTON´06 (B.P.), EXFILNA´06 (71 p. P.G.), ESPAÑA´06 (70 p. P.), ÉBORA´06(72 p.
P.G.) y EXFILÁNDALUS´06 (74 p. V.).
La página web de ASEMA, www.asemamaximofilia.com, se sigue actualizando, con los nuevos reglamentos, las
nuevas realizaciones, las exposiciones, el foro… y ha participado en EXFILNA´06 (71 p. P.G.), ESPAÑA´06 (70
p. P.), ÉBORA´06 (75 p. V.).
-Varios coleccionistas comentan que no se presentan a exposiciones debido al elevado coste de los cuadros y a
otras por falta de jurados especializados en maximofilia, sobre todo en las exposiciones nacionales. Éste fue uno de
los puntos que destacó la Comisión FIP de Maximofilia, que las colecciones de la clase de maximofilia sean
juzgadas por jurados especializados.
PROYECTOS PARA EL 2007
- Seguir fomentando la Maximofilia entre los jóvenes.
- Adaptar “EL APASIONANTE MUNDO DE LA MAXIMOFILIA” a los nuevos Reglamentos y su difusión por
las sociedades filatélicas, con la ayuda de FESOFI. Además, intentar conseguir la publicación de este trabajo por
parte de la Federación Nacional de Sociedades Filatélicas (FESOFI).
- Publicar 2 nuevos números de la revista de ASEMA APUNTES DE MAXIMOFILIA. Seguir publicando en el
boletín GADES FILATÉLICO (Sociedad Filatélica Gaditana) “El Rincón del Maximofilista” (3 números) y
publicar artículos sobre la Maximofilia donde se nos solicite.
-Está pendiente la segunda actuación como jurado alumno de maximofilia, categoría nacional de Salvador Luna
Gálvez. Colaboración de los jurados de maximofilia en las exposiciones que se nos solicite.

- La commission nationale espagnole de maximaphilie a continué à collaborer avec les associations et avec les
collectionneurs qui demandent des renseignements sur la maximaphilie. Des conseils sur le montage et sur les
commentaires thématiques, philatéliques et marcophiles sont donnés aux collectionneurs. Tous les membres de
cette commission insistent sur l’importance de la justification de l’oblitération dans les CM.
- Une Commission d’Étude des Règlements a été constitué à ASEMA (Asociación Española de Maximofilia). Elle
est composée des jurés suivants : M. Juan Ant. Casas, M. Francisco Velázquez et les maximaphiles M. Salvador
Luna et M. José Palma. On a proposé M. Nicos Rangos (le président de la Commission F.I.P. pour la
Maximaphilie) sept propositions, que nous avons étudié personnellement à Málaga, pendant l’Exposition Mondial
« España 2006 ». Le représentant espagnol, Mr. Casas à proposé ces sujets et quelques-uns ont été acceptés. Cette
Commission Espagnole d’Étude des Règlements demande surtout que les règlements soient les plus précis et les
plus clairs possibles, tant pour les exposants que pour les jurés.
- À Málaga, lors de la réunion de la Commission F.I.P. pour la Maximaphilie, le Pt Nicos Rangos, a signalé le bon
travail réalisé par la Commission de Maximaphilie de la Federacion Española de Sociedades Filatélicas (FESOFI)
et la Asociación Española de Maximofilia (ASEMA), avec la diffusion de la Maximaphilie, grâce au grande
nombre de collections exposés, à la revue « Apuntes de Maximofilia » et à la web site
www.asemamaximofilia.com. Ensuite, les délégués présents ont choisi la C.M. présenté pour l’ASEMA
« Gastronomie : jambon » pour le troisième prix.
- Poursuite de l’édition de la revue d’ASEMA « Apuntes de Maximofilia » ; les numéros 31 et 32 (avec les
nouveaux règlements) ont été publiés. Cette revue est très demandée et très lue par les collectionneurs.
- ASEMA a réalisé 40 CM pendant cette année et beaucoup de nos associés ont réalisé ses propres CM.
- Pendant cette année, on a continué à travailler pour améliorer le travail « El apasionante mundo de la
Maximofilia », réalisé par Francisco Velázquez, Juan Ant. Casas, José Palma et Salvador Luna. On va demander à
FESOFI la publication de ce travail, pour la diffusion de la Maximaphilie à toutes les associations philatéliques
d’Espagne. Ce travail a été présenté à l’Ateneo de Cádiz (le 24 avril el le 20 novembre) et le 29 octobre à Rota, lors
de la Expofil Rota 2006, et il a été enregistré et émis par une télévision locale. On nous a félicité vivement.
- En ce qui concerne les expositions, il faut mettre en relief les qualifications obtenues par le jeune collectionneur
Juan Alberto Laynez Ruiz-Henestrosa, avec sa collection « E Pluribus Unum » : BRUPHILA’06 (Bruxelles), 84
points (Vermeil), prix spécial et félicitations du juré.
- Juan Ant. Casas, a été juré à España 2006, avec M. Nicos Rangos qui a mis en relief la collection espagnole « El
arte arquitectónico en Europa busca la divinidad », de José Palma, tant que la présentation que par le
développement. Il l’a comparé avec d’autres participations. Cette collection a été admirée par quelques
collectionneurs, qui ont bien pris note de ces aspects. Elle a été la participation qui a obtenu la plus grande
récompense de la classe de Maximaphilie (88 points, Vermeil et prix spécial).
- En plus, dans la XIX Exposition Philatélique Nationale de Portugal, à Ébora, l’exposant Francisco Velázquez a
obtenu la médaille d’Or avec sa collection « La influencia paisajística y monumental en el escritor europeo », la
plus grande récompense de cette exposition. Deux autres exposants espagnols ont obtenu deux médailles de
Vermeil.
- Dans l’exposition régional de l’Andalousie EXFILANDALUS’06, à Granada, Mr. Juan Ant. Casas a obtenu
médaille d’Or et le prix de FESOFI.

pt. Argent) et ÉBORA’06 (75 pt. Vermeil).
- Des collectionneurs ont critiqué le prix élevé des droits pour exposer dans les expositions, et c’est à cause de cela
qu’ils n’exposent pas, et, en plus, parce que il n’y a pas de jurés spécialisés, surtout dans les expositions nationales.
PROJETS D’ACTIVITÉS DURANT L’ANNÉE 2007
- Continuer à encourager la Maximaphilie vers la jeunesse
- Adapter le travail de M.M. Juan Ant. Casas, Francisco Velázquez, Salvador Luna et José Palma, « El apasionante
mundo de la Maximofilia », avec les nouveaux règlements, et la publication et diffusion entre les associations
philatéliques avec l’aide de la Federación Nacional de Sociedades Filatélicas (FESOFI).
- Publier de nouveaux numéros de la revue d’ASEMA « Apuntes de Maximofilia » et d’autres articles dans le
bulletin « Gades Filatélico », de la Sociedad Filatélica Gaditana.
- Former des jurés : Salvador Luna doit se présenter la deuxième fois pour être évalue comme juré national de
maximaphilie. Les jurés espagnols vont collaborer dans les expositions où ils sont invités.
- Réaliser de nouvelles C.M. et va participer dans le concours « La meilleur Carte-maximum de 2006 ».
- Améliorer le web site d’ASEMA www.asemaximofilia.com et la diffusion de la maximaphilie, encourager les
participations des collections de maximaphilie dans les expositions et continuer à étudier les règlements et
collaborer avec la Commission FIP de Maximaphilie.

36. Suisse (Jean - Pierre Ramillon)
- Le nombre de réalisations proposées aux membres en 2006 s’est élevé à 44 cartes-maximum au total, soit 12 avec
la série des timbres-poste de l’O.N.U. consacrée aux espèces menacées et 28 dont une comportant deux timbres
formant panorama, sur les 43 timbres édités par la Poste suisse en 2006.
- A cela s’ajoutent 3 variantes et une complémentaire réalisée avec le timbre émis en 2005 commémorant le
bicentenaire de la pierre d’Unspunnen. Une Oblitération spéciale était prévue dans le cadre de la célébration de la
Fête suisse des costumes et traditions d’ Unspunnen au début de septembre 2005. Cette manifestation fut toutefois
reportée d’un an, en raison des graves inondations qui avaient ravagé la région d’Interlaken en août 2005.
- De même que les années précédentes, un rapport sur l’exercice 2005 a été diffusé, non seulement aux membres de
l’AMS, mais aussi aux associations philatéliques de Romandie, dans lequel toutes les cartes-maximum réalisées
durant cet exercice furent reproduites, accompagnées de commentaires sur celles-ci et sur l’activité de
l’Association. En outre, depuis plus d’un an une page du Bulletin mensuel du Club philatélique et aéropostal de
Genève (CPAG) traitent des divers sujets de collections thématiques, ou évoquent des manifestations, des pages de
l’histoire, ou encore présentent des œuvres, des monuments, etc.

- L’association maintient de bonnes relations avec les philatélistes de France, en particulier Les Maximaphiles
Français ainsi qu’avec la Poste suisse qui, au cours de l’exercice 2006, a notamment proposé trois séries de
timbres-poste attachés, ce qui donnait la possibilité d’effectuer une réalisation avec 2 timbres et une autre avec 3
timbres ; en revanche pour la 3ème série de 2 timbres attachés la notion de « panorama » était moins évidente.
Deux cartes-maximum (commémorations des chemins de fer) furent également proposées par la Poste, ainsi que 3
entiers postaux illustrés qui servirent de support à 3 C.M. (Cars postaux), de m^me que 3 cartes illustrées (Alpes
bernoises).
- Si, en 2006, l’Association a pu obtenir une aide dans sa recherche de cartes postales par la mise en vente de la part
de la Poste suisse d’entiers postaux ou de cartes illustrées concordantes, en revanche les démarches des
fournisseurs privés se sont révélées encore plus difficile que par le passé, en raison de la cessation d’activité de
plusieurs d’entre elles, avec éventuellement leur reprise par une entreprise plus importante. Ces nouvelles
entreprises n’acceptent pas de vendre ses cartes non plus en quelques dizaines d’unités, mais par plusieurs
centaines. D’autres maisons d’éditions changent d’orientation, abandonnant la vente de cartes postales, au profit de
la confection et de la vente de calendriers.
Malgré ces difficultés, le petit groupe chargé des réalisations garde bon moral et s’efforce de prendre des contacts
afin de faire connaître cette discipline philatélique et de trouver de nouveaux adhérents, afin d’assurer la relève et
de pérenniser l’Association maximaphile suisse.
37. Taiwan (Zi-Kaan Ding)
There are many collectors who are interested in Maximaphily and are creating correct Maximum Cards. Some of
them have mounted their collections following the FIP regulations. Meetings and seminars were organized. Last
year my country participated to the Best Maximum Card created during 2005 held in Malaga on October 18, 2006
38. United Kingdom (Christine A. Earle)
United Kingdom participated to the World Best Maximum Card Competition created during the year 2005 which
was held in Malaga on October 12, 2006. Individuals in United Kingdom are actually creating Maximum Cards
but we are not aware about their accurate Maximaphily activity.
39. USA and Canada, MACSU. (George Constantourakis)
EXHIBITIONS:
- The major event of the year was Washington 2006 World Stamp Exhibition. There were only 5 ve Maximaphily
Exhibits. However, these Exhibits were of very high quality. One received a Gold Medal, three others Large
Vermeil and one a Silver Bronze. Nicos Rangos - the President of the Internat. Commission for Maximaphily received the Gold medal with 90 points for his "Europa Nostra 1901-1940". The 2nd best Exhibit went to our
MACSU Editor George Constantourakis from Canada with 88 points for his "History of Maximaphily".
- MACSU had a one-frame non competitive exhibit. Our President Daniel Olsen noticed that almost every time he
passed by it, there was someone looking it over carefully. There was a lot interest in the other Maximaphily
Exhibits. Daniel tried to explain what was involved to anyone who seemed willing to learn more. More than 50 old
Journals with applications were distributed even before the Seminar on Maximaphily held by Nicos Rangos.
- At the Seminar, Mr. Nicos Rangos - the President of the International. Commission for Maximaphily - provided
information on changes and additions to the Regulations and Guidelines which will be presented for adoption to the
F.I.P. Maximaphily National Commissioners in Malaga, Spain later this year. There were some 20 attendees
including Mr. Joseph Wolff, (then)Vice President of F.I.P. Each one received our Journal and an invitation to join
MACSU.
- During August 18 to 20, 2006 Adelaide Stampex 2006 hosted the Five Nations Challenge (Australia, New
Zealand, UK, USA & Canada) who each competed with 5 entries of 5 frames (each in a different FIP class. George
Constantourakis' "History of Maximaphily" Exhibit received a Gold medal. It scored 1st from the Canadian
Exhibits and 5th overall. Our Australian MACSU member Barbara Bartsch was an Apprentice Judge at Adelaide
Stampex 2006.
- Canada has participated to the World Best Maximum Card Competition Held In Malaga on October 12, 2006
MAXIMUM CARD REALIZATIONS
During the year 2006 MACSU members (and in particular Terry Watson) created 88 USAMaximum Cards, as
follows: 34 MC from the Wonders of America set, 10 MC from the Southern Florida Wetland set, 20 MC from the
Comics - Super Heroes set and 24 MC from various other 2006 stamp issues. There were also certain Canadian MC
realizations but only for a very few issues.
ARTICLES:
During the year 2006 MACSU's North American Maximaphily Journal published the following articles:
1.- On Wolfgang A. Mozart on account of his 250th Birth Anniversary, using 3 pages of text and 10 images of
Maximum Cards.
2.- On "A Tour Washington DC" area in 2 parts using a total of 9 pages of text and a total of 57 images of
Maximum Cards.
3.- On Benjamin Franklin, on account of his 300th Birth Anniversary, in 2 parts using a total of 4 pages of text and
a total of 32 images of Maximum Cards.
4.- On Mary Cassatt, the only American Impressionist painter focusing on the theme of Mother and Child, using 2
pages of text and 8 images of Maximum Cards.
5.- On Rembrandt van Rijn, on account of his 400th Birth Anniversary. He was the greatest Etcher in the History of
Art, and one of the greatest painters of all time, using 3 pages of text and 33 images of Maximum Cards.
PROBLEMS
Low membership numbers continues to be a major issue with us.
40. Venezuela (Ignacio Martinello)
- Our philatelic activity has not been remarkable. I should say that it was quite normal.
We are still on the waiting for a promised collaboration from the Postal Administration to solve our "Frames"
problem. We hope ti will come soon.
- With regard to Maximaphily, besides our weekly meetings for discussion and material exchange, I am pleased to
tell that I got the opportunity to exhibit two frames (18 sheets) at a Museum located next to the Postal
Administration. The exhibit's title is "Didactic Maximaphily", with many explained examples of true and false
Maximum Cards. It is still functioning, after four months. Last December I had a meeting in front of the exhibit
with interested people, and I answered questions to clarify and dispel any doubts regarding the matter. Other such
meetings are possible at any time.
Conclusion
Anyone reading this general world wide activity report can easily realise that on the international level the
Maximum Cartes creators and collectors are in general very active and that they wish a greater recognition of their
work and their class by their National and Continental Federations and the FIP Board. They work very hard and
they ask that their work completed in favour of the development of philately is appreciated.
The support of the world wide federal philatelic authorities towards all the classes of philately is of primary
importance for the future of our hobby. The class of Maximaphily being itself attractive and instructive contributes
to this development because it is appreciated by the general public and consequently it is an asset in direction of the
youth which should not be neglected.
The Maximum cards collectors all over the world are very satisfied with the FIP Maximaphily Commission
which knew how to find innovative procedures creating great dynamics for this class of Philately by improving in a
radical way the regulations, by organizing the World Best Maximum Card Competition and by the recent creation
of the website of the FIP Commission for Maximaphily.
The specialized Jury problem on national and international level exhibitions, the discrimination mentality by
some –fortunately- few short-sighted leaders in philately seems to be a barrier to the development of our
recognized class of philately as well as the high prices of the exhibition frames.
The failure to carry out - in the only one world general exhibition during 2007 of Saint Petersburg - the forth
World Best Maximum Card Competition, organised and announced in January 2007 by the FIP Maximaphily
Commission Bureau and the lost opportunity to contact there a Maximaphily seminar, consists two disappointing
facts which minimises our ambitious and generous efforts for spreading Maximaphily all over the world.
The FIP Commission for Maximaphily hopes that the FIP Bureau will take into consideration the evolution of
the world philately and that it will be able to regard Maximaphily as a class with equal and whole share which can
contribute to the development of philately, like all the other classes, with its attractiveness and its success among
many others hobbies of the XXI century.
All the persons in charge who are working in a voluntary basis need the positive glance of their national
federations and international philatelic authorities to find the necessary energy for the continuation of their
successful activities.
In spite of the above mentioned difficulties, we are still confident that the actual development of Maximaphily
all over the world lets us predict a better future for this attractive class of philately. We should be of course very
pleased if we could receive more reports, but we know that it is a difficult task because of the various well known
difficulties in different countries. The considerable increase of the number of countries which replied to our
invitation and sent us their national Maximaphily activity report is a positive sign. Thus we congratulate all the
Members of the Commission on the serious and great work they have carried out in their own countries.
We would like also to ask you to continue the efforts for the development of Maximaphily class, especially
with young people, respecting always the rules of the F.I.P. (SREV and GUIDELINES).
