CONSIDÉRANT QUE la Municipalité du Canton de Harrington
a demandé des soumissions pour l’achat de nouvelles
fixtures pour la caserne de pompiers de Lost River ;
WHEREAS the Municipality of the Township of Harrington
has requested bids for the purchase of new fixtures for
the Lost River fire station;
CONSIDÉRANT QUE trois (3) soumissions ont été reçues et
que le plus bas soumissionnaire conforme est Les
Entreprises d’électricité Lumitech Inc.;
WHEREAS three (3) tenders were received and that the
lowest
conforming
bidder
is

EN CONSÉQUENCE, il est proposé par Monsieur le
Conseiller Richard Francoeur, appuyé par Madame la

Lumitech Inc., for an amount of $ 2,318.97, including
transportation, plus taxes.

modifications proposées selon l’avenant no 8 pour une
somme de 10,225.30 $ plus taxes, incluant un crédit au
montant de 500.00 $, sans addition au délai d’exécution
du contrat;
WHEREAS, Parent-Labelle Architects, mandated by the
municipality, have evaluated and approved the proposed
changes regarding the amendment no 8 in the amount of
$ 10,225.30 plus taxes, including a credit in the
amount of $ 500.00, without addition to the delay of
execution of the contract;
CONSIDÉRANT QUE Parent-Labelle Architectes, mandatés
par la municipalité, ont évalué et approuvé les
modifications proposées selon l’avenant no 9 pour une
somme de 2,201.88 $ plus taxes, incluant un crédit au
montant

2016, dûment joints au dossier de ladite construction ;
- d’autoriser le paiement de la demande de paiement no
8 REV-1 pour la somme de 9,164.87 $ taxes incluses.

THEREFORE, it is proposed by Councillor Brian Hudgin,
seconded by Councillor Gabrielle Parr and resolved
- to approve the amendment no. 8 in the amount of $
10,225.30 plus taxes and the amendment no. 9 in the
amount of $ 2,201.88 plus taxes, to the construction
contract regarding the construction of the municipal
garage and administrative offices, as described in the
said amendments, namely the amendment no 8 deposited
November 12, 2015, and the amendment no 9 deposited
February 5, 2016 and duly deposited in the said
construction file;
- to authorize the payment in the amount of $ 9,164.87
taxes included, regarding the payment request no 8 REV1.

ATTENDU
QUE la municipalité du Canton de Harrington
utilise un serveur dédié,
pour y entreposer ses
documents et ses applications et permet de centraliser
et d’héberger ses données de façon sécuritaire;
WHEREAS the Municipality of the Township of Harrington
uses a dedicated server, to store its documents and
applications and to centralize and host its data
safely;
ATTENDU QUE des copies de sauvegarde nécessaires sont
faites automatiquement, tous les jours, grâce à ce
serveur ;
WHEREAS required backup copies are done automatically
every day, thanks to this server;
ATTENDU QUE depuis le mois de juillet 2015, Windows
Serveur 2003, n’est plus supporté par Microsoft et que
le serveur actuel est dans un état critique et
nécessite d’être changé;
WHEREAS since July 2015, Windows Server 2003 is no
longer supported by Microsoft and the current server is
in critical condition and needs to be changed;
ATTENDU QUE les serveurs virtuels sont mieux protégés
que les serveurs physiques et qu’en cas de panne, les
pertes de données sont minimales et que le temps de
relève est très court;
WHEREAS virtual servers are more secure than the
physical servers and in the event of failure, data loss
is minimal and the reboot time is very short;
ATTENDU QUE les recommandations de la mise en place
d’un nouveau système de copie de sauvegarde, par
l’administrateur informatique de la MRC d’Argenteuil,
en juin 2015;
WHEREAS the establishment of a new backup system was
recommended
by
the
administrator
of
the
MRC
d'Argenteuil in June 2015;

ATTENDU QUE le changement de serveur
ainsi que les
frais afférents étaient prévus pour l’année 2016;
WHEREAS the changing of the server and related fees
were planned for 2016;

CONSÉQUENCE,
il
est
proposé
par
Madame
la
Conseillère Sarah Dwyer, appuyé par Monsieur le
Conseiller Richard Francoeur et résolu à l’unanimité de
procéder au remplacement du serveur de la municipalité
pour un montant de 3,900 $, taxes en sus, d’acquérir
les droits et licences nécessaires au montant de 1,400
$, taxes en sus.
THEREFORE, it is proposed by Councillor Sarah Dwyer,
seconded
by
Councillor
Richard
Francoeur
and
unanimously resolved to proceed with the replacement of
the municipal server for $ 3,900, plus taxes, and to
acquire the rights and licenses necessary for the
amount of $ 1,400 plus taxes.

CONSIDÉRANT QU’à chaque année, la FQM tient un congrès
pour ses membres avec une programmation comprenant des
ateliers sur des sujets touchant les responsabilités
des
élus
ainsi
que
les
responsabilités
des
fonctionnaires municipaux;
WHEREAS each year the FQM holds a convention for its
members with workshops on subjects pertaining to

CONSIDÉRANT QUE pour l’édition 2016, un montant fut
réservé au budget de la municipalité pour permettre au
maire et à un conseiller de participer au congrès
annuel de la FQM;
WHEREAS for the 2016 edition of the convention, an
amount for the mayor and a councillor was budgeted for
the purpose of participating in the FQM annual
convention;
CONSIDÉRANT QUE plusieurs conseillers ont démontré un
intérêt à participer au congrès;
WHEREAS several councillors have expressed the desire
to attend the convention;

tiendra à Sainte-Agathe-des-Monts, le 20 février 2016;

Quebec Federation of Municipalities, which will be held
in Sainte-Agathe-des-Monts, February 20, 2016;
CONSIDÉRANT QUE la municipalité désire procéder
l’inscription de 2 participants à ladite formation;

WHEREAS the municipality wishes to proceed with the
registration of 2 participants for the said training;
EN CONSÉQUENCE, il est proposé par Monsieur le
Conseiller Richard Francoeur, appuyé par Monsieur le
Conseiller Peter Burkhardt et résolu que le conseil
autorise l’inscription de Monsieur Jacques Parent,
maire, et de Monsieur Brian Hudgin, conseiller, à la
formation offerte par la Fédération québécoise des
municipalités, laquelle se tiendra à Sainte-Agathe-desMonts le 20 février 2016, au coût de 199.00 $ chacun,
taxes en sus et en autorise le paiement.

resolved that the Council authorizes the registration
of Jacques Parent, mayor, and Councillor Brian Hudgin,

QUE
la
subvention
annuelle
de
la
Municipalité du Canton de Harrington à Tricentris,
centre de tri, se chiffre à 682.93 $ taxes en sus, pour
l’année 2016;
WHEREAS the annual grant from the Municipality of the
Township of Harrington to Tricentris, sorting center,
is established in the amount of $ 682.93 plus taxes,
for the year 2016;
CONSIDÉRANT la baisse de volume de matières recyclables
connue en 2015 et anticipée pour 2016;
WHEREAS the lower volume of recyclable materials known
in 2015 and anticipated for 2016;
CONSIDÉRANT les investissements en immobilisations
prévues dans les usines de Tricentris pour l’année
2016;
WHEREAS the capital investments planned in Tricentris
factories for 2016;
CONSIDÉRANT QUE le conseil administratif de Tricentris
a résolu de décréter la clause 1.4.2 de l’entente
relativement au montant supplémentaire de $ 1,061.33
taxes en sus; pour l’année 2016
WHEREAS the Tricentris Administrative Board resolved to
declare the clause 1.4.2 of the agreement regarding the
additional amount of $ 1,061.33 plus taxes, for the
year 2016;

autorise le paiement de la subvention annuelle à

AUTHORISATION FOR ESTABLISHING A DETOUR ROAD
BY WAY OF LOST RIVER ROAD, REQUESTED BY THE
MINISTRY OF TRANSPORT OF QUEBEC IN ORDER TO
CARRY OUT ROAD WORK
CONSIDÉRANT QUE des travaux de remplacement du tablier
du pont au-dessus de la rivière de l’Ouest, situé au
nord du chemin du Lac-Farmer, effectués par le
ministère des Transports du Québec, débuteront au mois
de mars 2016;
WHEREAS replacement of the bridge deck over
the West
River, located North of Lac-Farmer, carried out by the
Ministry of Transport of Quebec, will begin in March
2016 ;
CONSIDÉRANT QU’une fermeture complète de la Route
Principale au niveau du pont est nécessaire, et ce pour
une durée de deux semaines ;
WHEREAS a complete closure of the Route Principale at
the bridge is necessary for a period of two weeks ;
CONSIDÉRANT la demande du ministère des Transports afin
d’utiliser le chemin de Lost River comme chemin de
détour (détour par : chemin de Saint-Michel, Route
Principale, chemin de la Rivière-Perdue, chemin de Lost
River, Route 327);
WHEREAS the request from the Ministry of Transport in
order to use Lost River Road as a detour road (detour
by Saint-Michel Road, Route Principale, chemin de la
Rivière-Perdue, Lost River Road, Route 327);
CONSIDÉRANT QU’aucune circulation lourde ne sera déviée
sur le chemin de Lost River ;
WHEREAS that no heavy traffic will be diverted on
River Road ;

Conseiller Richard Francoeur, appuyé par Madame la
Conseillère Chantal Scapino et résolu à l’unanimité que
le conseil accède à la demande du ministère des
Transports à l’effet que le chemin de Lost River soit
emprunté comme chemin de détour, pour la période des
travaux de remplacement du tablier du pont au-dessus de
la rivière de l’Ouest.

CONSIDÉRANT QUE les municipalités de Boileau et du
Canton de Harrington désirent se prévaloir de l’article
569 du Code municipal du Québec pour conclure une
entente relative à la fourniture de services relative
au nivelage des chemins de la Rivière Maskinongé,
Bates, Trineer et Ward;
WHEREAS
the
Municipality
of
Boileau
and
the
Municipality of the Township of Harrington wish to
apply article 569 of the Municipal Code of Quebec to
conclude an intermunicipal agreement regarding grader
services for the Rivière Maskinongé, Bates, Trineer and
Ward roads;
CONSIDÉRANT QUE la Municipalité de Boileau possède une
niveleuse et effectue les travaux de nivelage des
chemins de la Maskinongé jusqu’aux limites de la
municipalité du Canton de Harrington ;
WHEREAS the Municipality of Boileau has a grader and
executes grading work on the chemin de la Rivière
Maskinongé up to the limits of the Township of
Harrington;
CONSIDÉRANT
QUE
les
chemins
ci-haut
mentionnés
requièrent des travaux de nivelage pour assurer leur
entretien;
WHEREAS the above mentioned roads requires grading in
order to ensure their proper maintenance;

CONSÉQUENCE,
il
est
proposé
par
Madame
la
Conseillère Gabrielle Parr, appuyé par Monsieur le
Conseiller Brian Hudgin et résolu que le conseil
autorise le Maire, Jacques Parent et le Directeur
général et secrétaire-trésorier Marc Beaulieu, à signer
une entente intermunicipale pour et au nom de la
Municipalité du Canton de Harrington relativement au
nivelage des chemins de la Rivière Maskinongé, Bates,
Trineer et Ward pour l’année 2016.
THEREFORE, it is proposed by Councillor Gabrielle Parr,
seconded by Councillor Brian Hudgin and unanimously
resolved that Council authorizes the Mayor Jacques
Parent and the Director General and Secretary-Treasurer
Marc Beaulieu, to negotiate and sign an intermunicipal
agreement on behalf of the Municipality of the Township
Harrington regarding the grading services for the
Rivière Maskinongé, Bates, Trineer and Ward roads for
the year 2016.
