MANUAL HELPS AFRICAN JOURNALISTS INCLUDE PEOPLE WITH
DISABILITIES

Journalists in Africa who want to include the concerns of people with disabilities into their news
coverage can consult a training manual released by the Secretariat of the African Decade of
Persons with Disabilities. The 26-page manual, titled "The Invisible People: A Practical Guide for
Journalists on How to Include Persons with Disabilities", discusses key disability issues, key
messages and principles for journalists wanting to support the human rights of Africans with
disabilities. It also deals with terminology.
The manual is intended to help the some 80 million persons with disabilities in Africa that are often
discriminated against and excluded from schools, work opportunities and health services to become
more visible in their societies, according to the report’s introduction.

Cameroun: Une radio privée suspendue

[...] En marge d’une grève des chauffeurs de taxi, le 25 février 2008, des violences ont éclaté à
Douala (Sud-Ouest), dans un contexte politique tendu en raison du projet de révision de la
Constitution visant à annuler la limitation du nombre de mandats du président de la République.
Malgré la fin de la grève, le 27 février, les exactions ont continué à se multiplier, opposant
manifestants et forces de l’ordre. Les journaux privés, majoritairement imprimés à Douala, n’ont
plus paru depuis le 25 février. Seuls les médias d’Etat continuent d’être distribués.
Le 28 février, le ministre de la Communication, Jean-Pierre Beyiti Bi Essam, a convoqué les
directeurs de publication des journaux privés dans son cabinet, pour leur enjoindre de "faire preuve
de responsabilité" et "ne pas publier des informations qui mettraient de l’huile sur le feu".
Le même jour, à Yaoundé (Sud), les forces de l’ordre ont pénétré sans mandat dans les locaux de
la station privée Magic FM et ordonné sa fermeture. "En ce moment, la radio n’émet plus. Une
dizaine de gendarmes sont arrivés hier et ont confisqué tout le matériel, disant que nous avons été
irresponsables en laissant les auditeurs analyser le discours du chef de l’Etat", a déclaré le
rédacteur en chef, Roger Kiyeck, à l’Agence France-Presse (AFP). Les gendarmes faisaient
référence à l’émission Magic Attitude, qui fait intervenir en direct des auditeurs pour commenter
l’actualité. Le matin du 28 février, certains auditeurs ont estimé que le discours du chef de l’Etat,
prononcé la veille et dans lequel il promettait d’utiliser "tous les moyens légaux" pour rétablir
l’ordre, était "plus belliqueux qu’apaisant", et qu’il ne "répondait pas aux attentes des populations".
Selon Roger Kiyeck, les forces de l’ordre ont également emporté "des ordinateurs, la console et le
matériel de diffusion". Le propriétaire de la radio, Grégoire Mbida Ndjana, et le présentateur de
l’émission incriminée, Jules Elobo, ont été entendus par la gendarmerie.
Le 21 février, un arrêté du ministre de la Communication avait ordonné la suspension de la chaîne
de télévision privée Equinoxe TV, au motif que le propriétaire de la chaîne n’avait pas payé la
caution de 100 millions de francs CFA qui conditionne l’obtention d’une licence d’exploitation.

Cameroon: Private radio suspended

without a warrant and ordered its closure. “Right now the radio is no longer broadcasting. A score
of police arrived yesterday and seized our equipment saying that we had been irresponsible in
letting listeners analyse the head of state’s speech,” edit or, Roger Kiyeck, told Agence FrancePresse (AFP).
The police were referring to the programme Magic Attitude, which invites listeners to phone in and
comment on the news. Some listeners who called in on the morning of 28 February considered that
the speech made by the head of state the previous evening in which he said he would use “all legal
means” to restore order was more “aggressive than appeasing” and that it did “not respond to the

wishes of the people”.
Kiyeck said the security forces also took computers, the mixing console and broadcast equipment.
Police questioned the station’s owner, Grégoire Mbida Ndjana, and the presenter of the offending
programme, Jules Elobo.
The communicaitons ministry on 21 February ordered the suspension of privately-owned Equinoxe
TV, on the grounds that its owner had not paid a deposit of 100 million CFA francs required to
obtain a broadcast licence.

Somalia: Coup de force contre les trois principales radios du pays

Reporters sans frontières condamne le coup de force de l’armée et la fermeture des trois
principales radios du pays. L’organisation appelle le pouvoir civil à se mobiliser pour que ces
médias puissent émettre à nouveau normalement.
"Les troupes du gouvernement de transition ont tenté un coup de force contre des médias qui
donnent la parole à l’opposition. Cette opération menace dangereusement l’existence des radios
visées, qui opèrent déjà dans des conditions difficiles. Le pouvoir civil doit prendre position et
prouver que son attachement à la liberté de la presse va au-delà des mots, en exigeant que ces
trois radios soient de retour sur les ondes dès que possible", a déclaré Reporters sans frontières.

Selon l’organisation partenaire de Reporters sans frontières en Somalie, l’Union nationale des
journalistes somaliens (NUSOJ), le 2 mars 2008, les troupes du gouvernement fédéral de transition
ont fait irruption dans les locaux des radios Simba, Shabelle et Horn Afrik, alors qu’elles menaient
une opération de sécurité dans la capitale, théâtre de violents affrontements entre les insurgés
islamistes et les troupes gouvernementales appuyées par l’Ethiopie. Le directeur de Radio Shabelle,
Muktar Mohamed Hirabe a été interpellé - il aurait été libéré mais n’a pas encore pu reprendre
contact avec ses collègues - alors qu’un journaliste de Radio Simba, Abdiaziz Hussein Hassan, a été
battu par les soldats lors du raid. Du matériel a été saisi et les trois radios sont désormais fermées.
En novembre 2007, trois stations, dont Radio Shabelle et Radio Simba, avaient été fermées
pendant 24 heures par les autorités.

Somalia: Government Violently Broke Into Shabelle Radio Building and
Took Its Director Away

Forces from the transitional government of Somalia have forcibly and violently broken into the
building of Shabelle Media Network in Mogadishu and took away Mukhtar Mohamed Hiraabe, the
director of the Radio station while ransacking studio equipments of the radio station.
It is not known the motive of this deadly raid by government forces on Shabelle radio and the
detention of Mukhtar Mohamed Hiraabe.
The attack left Shabelle journalists inside the building shocked and terrified.
"The forces were moving madly and dangerously in all rooms while broke into building and they
ordered us lying on the flour and we thought it as the last day of our lives" says one journalist
whose name can't be revealed because of the danger faced.
It was earlier this morning, when these same forces from the transitional government attacked and
ransacked Simba Radio station which is near Shabelle.
It is not known the fate of Mukhtar Mohamed Hirabe who was whisked away under the barrels of
guns and there is no possibility of other journalists leaving the building as it is still encircled by the
government forces.
Besides the detention of Hiraabe, the government forces took two studio mixers, computers and
telephones from the Radio.
This is a worrisome situation where the management of the radio don't know what to do.
"Somalia's media is facing danger which will ultimately and surely silence the freedom of speech in
Somalia and the flow of information out the country if the government doesn't respect the basics of
democracy on which it was formed " says a statement released by Shabelle Media Network soon
after its director was detained and studio equipments ransacked.

Ce 8 mars, le Réseau International des Femmes de l'Association Mondial des Radiodiffuseurs
Communautaires (AMARC-RIF) célèbrera la Journée internationale des femmes avec une
radiodiffusion sur l'Internet de 24 heures, dédiée aux femmes et aux questions de genre.
Ladiffusion commencera à 1h00 GMT, samedi, le 8 mars. Pour une grille de la programmation plus

Cette année, la transmission explorera la question du «financement pour l’égalité de genre et
l’accroissement de pouvoir des femmes », un sujet que La Commission des Nations Unies pour le
Statut de la Femme a décidé de faire prioritaire dans sa prochaine session en 2008. Ce thème et
autres concernant les femmes, seront abordés par les radiodiffuseurs communautaires des quatre
coins du monde à travers des documentaires, des interviews, des débats, de la poésie et de la
musique.
La quatrième transmission annuelle de la Journée internationale des femmes sera diffusée en
anglais, français, espagnol, arabe, filipino ainsi qu'en d'autres langues. Les programmes individuels
seront disponibles sur notre site web. AMARC-RIF encourage les radios à rediffuser la transmission,
en partie ou en sa totalité, sur leurs ondes. Les programmes peuvent être écoutés et téléchargés

World: AMARC-WIN and the Women's International Day on 8th March

This March 8th, the Women's International Network of the World Association of Community Radio
Broadcasters (AMARC-WIN) will celebrate Women's International Day with a 24-hour Webcast
dedicated to women and gender issues. The Webcast will begin at 1:00 am GMT on Saturday March

This year, the campaign focuses on "financing for gender equality and women's empowerment", a
critical issue that The Commission on the Status of Women of the United Nations has recognized as
a priority and as the central theme during its fifty-second session in 2008. This and many other
subjects about women will be addressed in documentaries, interviews, debates, poetry and music
produced by community radio broadcasters from all continents.
The Fourth Annual Women's International Day campaign broadcast will feature programming in
English, French, Spanish, Arabic, Filipino and many other languages. Individual files are available
for download. AMARC invites all radio stations to re-broadcast the programs by downloading them

RDC: Des recommandations pour un secteur radiophonique plus efficient
et plus professionnel

Avec l'appui de l'Unicef, la Fao et l'Unesco, le gouvernement a organisé, du 28 au 29 février 2008,
un atelier sur la stratégie de développement de la radiodiffusion en RDC. L'objectif est de favoriser
le développement d'un secteur radiophonique plus efficient et plus professionnel.
Le ministre provincial de la Santé et des Affaires sociales, M. Puati Ngoma, a clôturé, le vendredi
29 février 2008 au centre Nganda, l'atelier provincial sur la stratégie de développement de la
radiodiffusion en RDC.
A cet effet, plusieurs recommandations ont été formulées pour l'amélioration du secteur de la
radiodiffusion à Kinshasa. A l'Etat et à la province, les professionnels et les utilisateurs de la radio
de Kinshasa ont recommandé l'interdiction de la pratique de réservation des fréquences au
bénéfice des tiers n'ayant pas l'action effective sur terrain, de subventionner les émissions
éducatives et culturelles, de veiller à la bonne gestion des fréquences et de promouvoir le passage

Communication et Médias et de promulguer dans les meilleurs délais la nouvelle loi sur l'exercice
de la liberté de la presse.
Les participants ont sollicité l'implication active de la société civile dans la production d'émissions à
impact réel sur le développement de la ville. Ils leur ont demandé d'organiser des clubs d'écoute
critiques en vue de l'amélioration des contenus des programmes proposés. Aussi, de redynamiser
l'association des consommateurs des médias et de dénoncer la léthargie qui caractérise la réforme
du cadre légal régissant la radiodiffusion en RDC.
Les professionnels et les utilisateurs de la radio de Kinshasa ont demandé à la Société civile son
implication dans la syndicalisation des radiodiffuseurs et le renforcement de leurs capacités. Ils ont
également recommandé aux médias la diversification de leurs programmes en intégrant les thèmes
ayant trait au développement, en impliquant la Société civile de promouvoir les langues locales,
d'éviter au maximum des informations protocolaires, de respecter le pourcentage légal réservé aux
programmes, d'être capable d'influencer le travail et le développement des communautés de base
par des émissions et programmes spécialisés et d'élaborer des programmes capables d'influencer
les productions dans la perspective du développement.
Aux responsables des entreprises de radio, il a été demandé de les voir renforcer les capacités des
radiodiffuseurs, moderniser la gestion de façon à garantir un autofinancement pour la
pérennisation et le développement de la radio ainsi que la sécurisation de l'emploi par des contrats
de travail.
Les partenaires de développement sont appelés à impliquer la population dans la formulation des
contenus des programmes de développement. Ainsi qu'à promouvoir la collaboration avec la
Société civile.
Enfin, il a été demandé au législateur de spécifier la typologie des radios pour en assurer un
contrôle administratif adéquat.

The Freedom Radio Kano, the first private independent radio station in the northern part. If the
country has clocked four years with plan to open sub-stations in major cities of the country.
Speaking during the fourth anniversary of the station, the company's chairman, board of directors,
AVM Mukthar Muhhammad (Rtd), said that the station was faced with serious challenges especially
from the government in the past four years of operation. He, however, said that with
steadfastness, endurance and experience of the workers, the station has taken over the
listenership from the usual to unusual method of broadcasting which is obtained today globally.
Reacting to criticisms that some political actors use the station to attack their opponents, Mukthar
said that there was no way they could control public opinion, but swiftly said that "where one
interest stops, another begins".
He therefore advised the staff to allow the ethics and rules of journalism to guide them in their
operations.
In his speech, a member of board of directors, Alhaji Faruk Dallatu, said that the Freedom Radio
had a wider reach. According to him, the station is being heard in Niger Republic, Katsina, Bauchi
and other parts of the country. He disclosed that the station has correspondents in almost all the
major cities of the federation which enabled it to broadcast in 10 major Nigerian languages of
Hausa, Yoruba, Igbo, Arab, Kanuri among others.
Speaking further, Faruk hinted that the station has made tremendous achievements despite the
attack on it, last year, by a mob due to the station's strict adherence to NBC's guidelines. He,
however, bemoaned the mob attack which led to the destruction of the transmission gadgets at the
station's main office at Sharada Industrial site Kano.
Meanwhile, about 20 staff of the station were given post humous awards while some got
outstanding and most improved staff awards.
On the awards, the manager, programme of the station, Alhaji Sulaiman Gama said that the
winners were selected through internal selections, adding that the radio station has over 500 staff.

Burundi: Rema FM Radio Station is Born

The National Council for Communication has approved the setup of the private radio station Rema
FM. It will be the first local radio station to air a twenty-four hour English news programme.
This radio station may help Louis Kamwenubusa to gain prominence once again. This seasoned
journalist was the assistant to the director of Radio Publique Africaine. He had had troubles with
Alexis Sinduhije, the former director of RPA, in the wake of the fabricated plot against prominent
authorities. It was then that the ruling party sought to silence this radio station which had
broadcast news showing that the plot was a fabrication of the ruling party. Louis Kamwenubusa
was fired from RPA after he connived with Nyamitwe to destroy the leadership of this new station.
Currently more than ten private radio stations and two television stations operate in Burundi.
Excepted Radio Maria and international stations, there is no other local radio station on the air
twenty-four hours a day.

Nigeria: Ray Power (2) 106.5fm Commences Operation Mid-March

Ray Power (2) 106.5 FM whose license was set aside due to disagreement between the Daar
Communications management and the Obasanjo administration has been reinstated and will
commence operation on March 15, according to the Managing Director.
Mr. Ladi Lawal said in Kaduna Saturday that the radio license had been restored by the Federal
Government as due process was not followed in setting aside the license and is set for re- launch
on March 15th. [...]

Le dernier-né dans le monde des médias audiovisuels, en l'occurrence la radio «Zitouna pour le
Saint Coran», vient de réussir le tour de force d'une couverture totale à 100% de tout le territoire
du pays en mode FM.
Ayant démarré le 1er Ramadan dernier, cette radio est parvenue, en l'espace d'à peine six mois, à
assurer une couverture globale de tout le territoire et acquérir une grande audience auprès du
large public d'auditeurs grâce à une émission en trois langues (arabe, français et anglais) et à la

DRCongo: Journalists launch community radio network in Sud-Kivu
The network of Community radios in Fizi [south of Sud-Kivu Province, eastern DR Congo], Reracof
was launched at Baraka [township of Fizi] on Sunday 02 March.
The network is made up of seven radios which broadcast in the rural areas of Baraka, MidPlateaux, Kanguli and the Ubwari Peninsula, all in the Fizi District.
The objective of the initiative is to fight misinformation, defend rights of journalists, freelance
reporters and radios, in addition to reinforcing their professional capacity.

According to the Executive Secretary of Reracof, a number of journalists have faced legal action
because of their lack of professionalism. Three arrest cases and summons of journalists by security
services have been registered in the past five months.

Rwanda : Voice of Africa Kigali FM
Propriété de l'Association des musulmans du Rwanda (Amur), la radio communautaire Voice of
Africa Kigali FM émet sur le 93.5 MHZ à Kigali depuis le 15 janvier 2008. La moitié des
programmes diffusés par la radio concernent l'Islam, l'autre moitié étant réservée à l'éducation et
aux sports et loisirs. Son équipe, composée de douze journalistes, réalise également des flashs
d'information en kinyarwanda, français, anglais et arabe. Cette station fait partie des nombreuses
autres radios Voice of Africa qui, dans plusieurs pays africains, sont financées par l’Association pour
l'appel de l'Islam et l'Union des conseils islamiques pour l'est, le centre et le sud de l'Afrique.

Côte d'Ivoire: Le Programme National Nutrition vient de former des
animateurs radio
Des animateurs de radios de proximités et des regroupements de femmes ont été formés du 25 au
28 février 2008, sur la supplémentation en vitamine A et en nutrition ; c’était à Agboville, à 85
Kms au Nord d’Abidjan. Plusieurs animateurs venus aussi bien de la capitale économique que des
régions anciennement sous contrôle de l’ex-rébellion ont participé à cet atelier initié par le
Programme National Nutrition avec le soutien de l’Unicef.

Côte d'Ivoire: Gestionnaires et techniciens des radios rurales formés par
le MinCom
Du 17 au 27 février dernier, les gestionnaires et techniciens des radios rurales de Côte d’Ivoire ont
pris part à Adzopé (Nord-Est d’Abidjan), à l’initiative du Ministère ivoirien de la Communication, à
deux ateliers de formation : l’un portant sur le Marketing, la gestion et la recherche de fonds et
l’autre sur l’audionumérique et la maintenance.
Ces ateliers ont été respectivement animés par Messieurs Bashir BAH de la Guinée et Salif ZALA du
Burkina Faso.
La Côte d’Ivoire compte à ce jour huit radios rurales.

RDC: La Radio Vuvu Kieto de Mbanza Ngungu reçoit un nouvel émetteur
Depuis ce mardi 04 mars 2008, la Radio Vuvu Kieto (RVK) fonctionne avec un nouvel émetteur de
1000 W. Cet émetteur a pu être acheté grâce à un un appui financier de l'organisme allemand
Missio-Aachen.
En attendant les précisions exactes sur la distance effectivement couverte, l’on sait par des feedback téléphoniques que la RVK est désormais captée sur un peu plus de la moitié de la province du
Bas-Congo.
Dans le contexte d’une région où la foudre n’épargne même pas les stations protégées par un
système de paratonnerre, l’arrivée de ce nouveau matériel donne à RVK la possibilité de conserver
son actuel émetteur comme une unité de secours.
Avec un émetteur de 1000 W, la RVK peut enfin faire face aux difficultés survenues ces derniers

South Africa: New Radio North West Announces Lineup

The launch of new commercial radio station North West FM (NWFM) in March 2008 means the
return to the airwaves of seasoned presenters with significant followings, courtesy of their previous
experience at the legendary Radio Bop and Radio Mmabatho, as well as various commercial and
public broadcasting stations around South Africa and overseas.
Leading the lineup is breakfast host Peter Manzana of Radio Mmabatho and Mostweding FM fame,
while the afternoon drive slot will be filled by former Metro FM, Highveld Stereo and KayaFM jock
Pat Cash.
Radio Bop stars Khaya Kool and Tom Nthane have joined the team, along with former colleagues
Chris Motshabi - who will direct the sound of the station as programme manager - and Shadrack
Menyatswe, appointed news editor/acting station manager. The late night show will be hosted by
former Radio Mmbatho presenter Sammy Rankoana.
Success in regional market
According to Menyatswe, the station has everything it needs to become a success in the regional
market. "We believe that we have an attractive on-air product, anchored by popular presenters
who are well-known and respected in this region and indeed, throughout the country.
"Furthermore the station's shareholders and directors have collectively decades of experience in
the business - these are people who have been involved at every single level of the South African

North West FM is owned by a consortium of groups comprising a total of more than 67% BEE

Other key shareholders include a local empowerment consortium drawn from the North West

Nigeria: New shortwave transmitter to be installed in Jaji

Shortwave may be dying a slow death in some parts of the world, but in Africa it’s still an integral
part of the distribution mix for many state or public broadcasters, especially in the larger countries.
Opening a new FM station at Radio Nigeria Kaduna, which will carry programmes in Hausa, Niger’s
Minister of State for Information and Communication, Malam Ibrahim Dasuki Nakande, said:
“The need for Hausa FM station is long overdue because of the increasing number of Hausa
speakers across the world. We have over 16 million Hausa speakers in West Africa. This has been
exploited by international radio stations that have news and other programmes in Hausa even in
North African and Asian countries like Egypt, Libya, Iran.
“The Federal Government is doing everything possible to resuscitate the radio station and
transmitters that have gone down, especially the shortwave station. We have received a 200 kW
transmitter from Japan Development Corporation which we intend to install in Jaji. Government has
set up a five-man committee to look into the operation of the FRCN to see how it can discharge its
functions effectively,” he said.

Tunisie: Radio TounesBledi, première Radio Tunisienne sur Internet, fête
son 3° anniversaire

Radio TounesBledi diffuse ses programmes depuis le 21 Mars 2005. Ce troisième anniversaire sera
marqué par l'organisation d'une animation non-stop de 72 heures. Une performance assurée par
une équipe de 32 personnes bénévoles depuis ses studios de diffusion au Canada et à Tunis.
Selon ses promoteurs, Radio TounesBledi se rapproche de plus en plus des Tunisiens de l'intérieur
et de l'extérieur avec un auditoire estimé à plus de 550 000 auditeurs essentiellement tunisiens. Sa
grille de programme est composée de 30 émissions en trois langues "basée sur des thèmes
constructifs et instructifs".
La radio essaye, à travers ses différents contenus, de promouvoir "la mère patrie : La Tunisie, riche
de ses 3000 ans d'histoire". Aussi, Radio TounesBledi se veut être un média du dialogue. A ce
propos, elle a lancé en octobre 2006 "La lettre du dialogue". Des jeunes de différents pays
membres de l'EUROMED peuvent ainsi témoigner de l'interculturalisme.
Par ailleurs, TounesBledi participe à la lutte contre le SIDA. En décembre 2007, la station a initié le
"Mois du Ruban Rouge" en proposant à l'antenne des témoignages, reportages, débats, et une
campagne de sensibilisation. En outre, un concert musical a été programmé pour donner ensuite
naissance à un CD intitulé "Nous sommes les TAM TAM".
Tout en produisant des émissions culturelles, économiques et scientifiques, Radio TounesBledi
s'efforce de promouvoir auprès de son public les objectifs du millénaire.

RDC: 24 animateurs radio informés sur les ressources naturelles du BasCongo
A Boma s’est tenu, du 04 au 07 mars 2008, un atelier sur les ressources naturelles de la province
du Bas–Congo.
Il était question d’informer les journalistes/animateurs de l’existence effective de multiples
ressources naturelles regorge cette province.
24 journalistes/animateurs membres du Réseau des Médias Associatifs et communautaires du Bas–
Congo, Rémacob, ont pris part à ces assises. Aux hommes de médias étaient associés 16 autres
membres de la société civile.
Comme thème, il a été choisi de parler de la "cartographie des ressources minières du Bas-Congo".
Par rapport à ce thème, une vue générale de toutes les ressources naturelles du Bas–Congo a été
donnée. Ensuite, à travers les cartes de trois districts respectifs, des sites exploités et non encore
exploités ont été identifiés.
Les journalistes/animateurs, ainsi informés de l’existence des ressources naturelles, vont être

Burkina Faso: Le Conseil supérieur de la communication suspend une
émission de Horizon FM

Le Conseil supérieur de la communication, à travers la décision n°2008-008/CSC du 1er mars
2008, a suspendu, et ce jusqu'à nouvel ordre, l'édition du journal parlé de 14 heures en langue
nationale mooré sur la radio Horizon FM.
A l'origine de cette décision, la diffusion sur les antennes de cette radio d'une émission
d'expression directe le vendredi 29 février 2008 à 14 heures. Cette émission était consacrée aux
manifestations de rues de la veille. Les commentaires faits par l'animateur ainsi que les propos des
intervenants étaient jugés suffisamment graves pour appeler une telle décision. Le Conseil
supérieur de la communication a auditionné à cet effet à son siège, le lundi 3 mars 2008, les
responsables de cette radio. Le vice-président du collège des conseillers, M. Urbain Traoré, et tous
ses collaborateurs ont relevé l'ensemble des manquements aux différents textes et règlements qui
encadrent l'exercice du métier de journaliste à propos de l'émission en question. Ainsi, on peut
noter que ladite émission ne figure pas dans la grille des programmes de Horizon FM soumis au
Conseil.
En outre, les commentaires introductifs de l'animateur étaient excessifs et comportaient des
inexactitudes sur la manifestation ; toute chose qui était de nature à conditionner les esprits dans
le sens de la violence dans un environnement déjà surchauffé. Ensuite, l'animateur a invité les
intervenants à garder l'anonymat envers et contre l'article 6 de la décision N°2003-¬0001/CSI
portant réglementation des émissions d'expression directe. Tout au long de l'émission, l'animateur
a laissé passer sur les antennes des propos injurieux et haineux. Les conseillers ont au total
déploré une telle situation et précisé que ce n'est pas le rôle de la presse de relayer des sentiments
de haine. Ils ont invité les responsables de Horizon FM à veiller à ce que de telles situations ne se
reproduisent plus.
Le P-DG de Horizon FM, Moustapha Laabli Thiombiano, a, lui aussi regretté la situation, a qualifié
les propos tenus sur sa radio d'extrêmement graves et a salué la décision de suspension qu'il
trouve normale. Mais pour lui, cette dérive grave est imputable à l'animateur Traoré Alain Gnezou
qui a agi de son propre chef au mépris des instructions, du règlement intérieur et des lois en
vigueur. L'animateur a, tout comme son P-DG, reconnu que la situation lui avait échappé et a
rassuré le Conseil qu'une telle situation ne se reproduirait plus.
Pourtant, pour anticiper sur des dérapages de ce genre, au regard du contexte agité, le président
du Conseil supérieur de la communication avait, dans un communiqué, formulé une adresse à
l'attention de tous les directeurs des organes de presse écrite et audiovisuelle les invitant "à
observer la plus grande rigueur professionnelle dans le traitement de l'information".
Le P-DG de Horizon FM a salué la décision de suspension dont il fera lire le texte sur les antennes
de sa station afin que cela inspire de la tempérance chez ses autres confrères, et amène tous les
journalistes à mesurer le sens de la responsabilité qui est la leur.

Ghana: Ten Radio Stations to Participate in HIV/Aids Behavioural
Change Programme

As part of efforts to combat HIV/AIDS in Ghana, 10 radio stations in the country, one from each
region, have been selected to undertake behaviour change communication on HIV/AIDS
prevention, using radio soap opera.
The Ghana Aids Commission under the National Innovation Programme is funding the project,
being implemented by the Centre for Development Communication (CEDCOM), a development
communication consortium with its headquarters in Tamale.
Speaking to GNA in Tamale, Mr Gariba Ibrahim, Team Leader of CEDCOM, said the project would

involve the broadcasting of a soap opera dubbed 'Dudu' in six local dialects, Twi, Ewe, Dagbani,
Gruni, Dagaari and Ga-Dangbe.
He said the drama was developed based on a research CEDCOM and the 10 partner radio stations
undertook to identify the high-risk behaviours of their audience.
Mr Gariba said some of the high-risked behaviours that the drama would seek to address would be
frequent change of partners, unfaithfulness of partners and low condom usage.
The rest are high incidence of unprotected sex, love being a major motivation of the rampant
change of partners, high incidence of alcohol intake before sex and familiarity of a person as safe
enough for sexual encounter.
Mr Gariba said under the project, personnel of the radio stations had been trained on how to use
radio to promote behavioural change of their audience.
He said since the project was the first of its kind in the country, it would be on pilot basis with
limited number of episodes but would be intensified after a successful evaluation.
Mr Gariba said HIV/AIDS was still a very big issue because statistics showed an increase of the
prevalence rate from 2.9 per cent in 2001 to 3.6 per cent in 2003, then declined to 2.7 per cent in
2005 but rose to 3.2 in 2006.
He therefore called for concerted efforts by stakeholders, including the media to extend their
campaign from awareness creation to behaviour change to ensure that people changed their highrisk behaviours.
Mr Gariba appealed to the media to consider programmes on HIV/AIDS as more of social
responsibility than a commercial venture.

(CSC) to suspend local FM retransmission of the French public radio station Radio France
Internationale (RFI) for three months for “discrediting” Niger’s institutions by holding a day of
solidarity with its imprisoned correspondent, Moussa Kaka, on 10 March.
“Instead of dealing with problem, the government has again targeted the messenger who refers to
it,” the press freedom organisation said. “It responds to persuasive attempts with inflexibility, and
to international campaigns with repression. Its rigidity in the face of the need to release Kaka is
leading nowhere. Depriving the public of RFI does not solve the problem. The government needs to
understand that it is going down the wrong road and is just making things worse.”

Nigeria: Nigeria’s National Broadcasting Commission wants more local
content on radio

The Director-General of Nigeria’s National Broadcasting Commission (NBC), Engr Bolarinwa, has
decried the inadequacy of local programmes from broadcast stations across the nation, saying that
local content programmes could boost competition in the industry. Engr Bolarinwa made the
observation yesterday in Port Harcourt at the opening ceremony of a four-day joint national
workshop on, ‘Broadcast Programmes Production’ organised by the Alpha Institute of Broadcasting
and Communications (AIBC) and the National Broadcasting Commission ( NBC).
The director-general noted with dismay the absence of local content programmes in most Nigerian
broadcasting stations, adding that about 70 per cent of their programmes were from foreign and
independent producers. According to him, “there is the repetition of foreign content in most
broadcast stations in the country and this is not helping the nation’s broadcast industry”.
Engr Bolarinwa stated that Nigeria was still faced with the challenge of ensuring adequate local
content programmes, an act which, he said, has militated against the nation’s growth in the
industry. He noted, however, that proper local content programmes would not only make for easy
learning and appreciation by local viewers and listeners but also boost the nation’s identity and
broadcast independence among other nations.

Gabon: Les émissions de RFI interrompues

Le signal de Radio France Internationale (RFI) est coupé au Gabon depuis hier matin sur la bande
FM, a constaté APA surplace.
Aucune explication officielle n’a encore été donnée à Libreville sur l’interruption des programmes de
RFI dont les émetteurs FM sont logés sur un pylône à l’intérieur de la première chaîne de la Radio
télévision gabonaise (RTG1), la chaîne publique de l’Etat gabonais. L’interruption des programmes
de RFI intervient alors que la radio française a consacré son émission « appels sur l’actualité »
d’hier jeudi à la « brouille » entre la France et le Gabon. Celle-ci fait suite à la diffusion, le 3 mars

Ghana: Radio stations to take part in AIDS educational programme
As part of efforts to combat HIV/AIDS in Ghana, 10 radio stations in the country, one from each
region, have been selected to undertake behaviour change communication on HIV/AIDS
prevention, using radio soap opera.
The Ghana Aids Commission under the National Innovation Programme is funding the project,
being implemented by the Centre for Development Communication (CEDCOM), a development
communication consortium with its headquarters in Tamale.
Speaking to GNA in Tamale, Mr Gariba Ibrahim, Team Leader of CEDCOM, said the project would
involve the broadcasting of a soap opera dubbed 'Dudu' in six local dialects, Twi, Ewe, Dagbani,
Gruni, Dagaari and Ga-Dangbe.
He said the drama was developed based on a research CEDCOM and the 10 partner radio stations
undertook to identify the high-risk behaviours of their audience.
Mr Gariba said some of the high-risked behaviours that the drama would seek to address would be
frequent change of partners, unfaithfulness of partners and low condom usage.
The rest are high incidence of unprotected sex, love being a major motivation of the rampant
change of partners, high incidence of alcohol intake before sex and familiarity of a person as safe
enough for sexual encounter.
Mr Gariba said under the project, personnel of the radio stations had been trained on how to use
radio to promote behavioural change of their audience.
He said since the project was the first of its kind in the country, it would be on pilot basis with
limited number of episodes but would be intensified after a successful evaluation.

Mr Gariba said HIV/AIDS was still a very big issue because statistics showed an increase of the
prevalence rate from 2.9 per cent in 2001 to 3.6 per cent in 2003, then declined to 2.7 per cent in
2005 but rose to 3.2 in 2006.
He therefore called for concerted efforts by stakeholders, including the media to extend their
campaign from awareness creation to behaviour change to ensure that people changed their highrisk behaviours.
Mr Gariba appealed to the media to consider programmes on HIV/AIDS as more of social
responsibility than a commercial venture.

Nigeria: Digital Broadcast - Radio, TV Owners Get March Deadline

Broadcast stations (radio and television) across the country have been given up till March 31, 2008
to migrate from analogue transmission to digital one or face sanction.
Director general of national broadcasting corporation (NBC) Mr Yomi Bolarinwa gave the order
yesterday in Abuja at a meeting between NBC and the stakeholders in the broadcasting industry.
Similarly, minister of information and communication, Mr John Odey said, though the desired result
after three deadlines are yet to be met, he was of the opinion that by March 31, 2008, all the
subscription operators must have put in place facilities to meet the desired objective, which is to
complete digital broadcast on the subscription platform. The minister is also worried that most of
the stations are under-equipped and have old production infrastructure.
Speaking further, Bolarinwa said that the journey for migrating from analogue transmission for pay
subscription started in 2004 but nothing has been done in that direction. According to him, a
deadline for June 2006 was given which was later shifted for June 2007 and the deadline was
further shifted to December 2007 after a stakeholders meeting but still the deadline could not be
met.
"Today, the deadline is 31st March, meaning switchover date for analogue transmission for pay
subscription operators is 31st March 2008", the director general said.

Tchad: Des radios privées appellent à la fin de la grève

L’Union des radios privées du Tchad (URPT) a appelé à la fin de la grève observée depuis deux
semaines par les radios membres, dans un communiqué parvenu à APA.
Le communique invite les radios privées à reprendre normalement leurs programmes à partir du
dimanche 16 mars 2008. Depuis deux semaines, l’URPT est en grève pour protester contre l’état
d’urgence, prorogé pour 15 jours le 1er mars dernier par l’Assemblée nationale. L’URPT a emboîté
ainsi le pas à l\’Association des Editeurs de la presse privée du Tchad (AEPT) qui a appelé les
journaux membres à cesser toute parution depuis le 15 février dernier pour dénoncer les mesures
restrictives de liberté imposées par l’état d’urgence.
Décrété par le président Idriss Deby Itno le 15 mars [NDLR: apparamment il faut lire "février"],
l’état d’urgence a mis sur pied un comité de censure et des mesures draconiennes contre la presse
indépendante. Le président tchadien a abrogé la loi sur la communication au Tchad jugée trop
laxiste par le ministre de la communication Moussa Doumngor, lui-même journaliste de formation,
pour la remplacer par une ordonnance dont les dispositions reprennent presque intégralement
celles de l’époque des dictatures qu’a connues le Tchad.
Dans son communiqué, L’URPT a demandé la réouverture de la Radio FM Liberté fermée depuis
deux mois par le ministre de l’intérieur.
