For over a year, the government of Sudan, led by alleged genocidaire President
Omar al-Bashir, has denied international humanitarian aid organizations access to
the states of South Kordofan and Blue Nile, in which a coalition of armed opposition
groups, known as the Sudan Revolutionary Front, or SRF, has been fighting against
government forces. Simultaneously, President Bashir’s regime has been
purposefully targeting civilian populations, indiscriminately bombing farmland and
villages and systematically destroying civilian property. The result: a humanitarian
crisis comparable to that seen today in Syria and, less than a decade ago, in the
Sudanese region of Darfur.
The United Nations estimates that nearly 700,000 civilians are internally displaced
or severely affected by the conflicts in South Kordofan and Blue Nile. Of this
number, it is thought that as many as 400,000 civilians may be located in areas
controlled by the Sudan People’s Liberation Movement-North, or SPLM-N, an armed
component of the SRF. Up to today, the Bashir regime remains steadfast in its
absolute obstruction of international aid delivery to SPLM-N-controlled areas,
leaving civilians there without access to desperately needed food and medical
supplies. Meanwhile, almost a quarter of a million more Sudanese have fled the two
states for neighboring South Sudan or Ethiopia. […]

The All-Party Parliamentary Group for the Prevention of Genocide and Other Crimes
Against Humanity, Montreal Institute for Genocide and Human Rights Studies at
Concordia University and the Centre for International Policy Studies at the
University of Ottawa will be hosting a panel discussion to critically discuss
Canada's role in preventing mass atrocity crimes and operationalizing the
Responsibility to Protect principles.
Panelists include Senator Roméo Dallaire, former Ambassador Paul Heinbecker and
former Member of Parliament David Kilgour, with the participation of Allan Rock,
University of Ottawa, David Petrasek, University of Ottawa Centre for International
Policy Studies, Errol Mendes, University of Ottawa, Steve Desroches, Deputy Mayor
of Ottawa, Frank Chalk, and Kyle Matthews, Montreal Institute for Genocide and
Human Rights Studies.
Ottawa Mayor Jim Watson will designate Monday, 24 September 2012 as "Will to
Intervene" Day in the City of Ottawa. The proclamation appeals to the civic duty of
Canadians to help prevent mass atrocities and make "never again" a reality.

Cairo, defiant of the International Criminal Court's two arrest warrants against him
for an alleged role in his country's turbulent western Darfur region.
The visit underlines a renewed interest in co-operation between the two

Sudan's President Omar Hassan al-Bashir will hold a summit with his counterpart
from South Sudan, Salva Kiir, in Ethiopia on Sunday to wrap up two weeks of talks
to end hostilities between the African neighbors, state media said on Tuesday.
Diplomats had earlier said the former civil war foes Sudan and South Sudan were
coming close at talks in Addis Ababa to a border security deal that would allow the
resumption of oil exports vital to the economies of both countries.
South Sudan seceded from Sudan last year under a 2005 peace deal that ended
decades of civil war but the two have yet to resolve a litany of issues related to
partition. Border clashes almost boiled over into full-scale war in April, although

The burning of the German embassy is being hotly discussed in Sudan. Citizens
who have been taking to the streets recently aren't motivated by religious
sentiments alone. They're fighting a different battle.
The attack on the German and American embassies in Sudan appeared to be a
spontaneous outburst of popular anger. Now, Sudanese opposition groups are
suggesting that the violence could have been planned.
What happened in Khartoum was "the result of the policies of purposeful
misinformation and propaganda and hate speech of the regime," the opposition
group Sudan Change Now stated Saturday on its Facebook site. […]

Le Soudan et le Soudan du Sud semblent avoir progressé sur la voie d'un accord
permettant la reprise des exportations pétrolières vitales pour les deux pays,

L'ambassade du Canada au Soudan demeure fermée pour la journée alors que
celles en Égypte et en Libye ont rouvert leur porte.
Samedi, le Canada avait décidé de fermer ses ambassades en Égypte, en Libye et
au Soudan pour la journée de dimanche en raison des violentes manifestations qui
s'y déroulent depuis la diffusion sur le web d'un film qui ridiculise la
religion musulmane.
Après des jours marqués par des manifestations violentes, la journée de dimanche
s'est passée dans un calme relatif.
En Turquie, dans la capitale Ankara, une cinquantaine de personnes ont manifesté à
proximité de l'ambassade américaine. Les manifestants ont crié des slogans comme
« Mort à l'Amérique » et déployé des banderoles sur lesquelles étaient inscrites des
menaces telles que « États-Unis, votre fin sera terrible », face à un épais cordon de
policiers turcs qui leur barrait l'accès de l'ambassade. Ils ont ensuite mis le feu à un
drapeau américain avant de se disperser et de quitter les lieux sans autre incident.

Rebels in eastern Democratic Republic of Congo have set up a "de facto
administration", the head of the UN's peacekeeping operations has said.
Herve Ladsous said the M23 group - formed of soldiers who mutinied in April - are
controlling populations and taking taxes.
The UN accuses neighbouring Rwanda of supporting the M23 - an allegation Kigali
has repeatedly denied.
More than 200,000 people have been displaced in this year's unrest.
A high-level meeting to discuss the crisis is expected to be held during the UN

The Democratic Republic of Congo will ask France to extradite Congolese opposition
figure Roger Lumbala, who it suspects of backing the rebellion in the country's east,
a government spokesman said Sunday.
The DR Congo suspects Lumbala, 54, of ties to the M23 rebels whose clashes with
the army have renewed unrest in the volatile eastern provinces, forcing some
220,000 people from their homes since May. Human Rights Watch has claimed the
rebels are guilty of widespread war crimes.
"This rebellion is costing our country thousands of lives and we want to fight
against impunity. So being in France does not place Lumbala outside" the bounds of
extradition proceedings, government spokesman Lambert Mende said. […]

A proposal for a neutral force to help quell the violence that is causing massive
suffering in the eastern Democratic of the Congo (DRC) is under consideration by
United Nations peacekeeping operations, according to a top official currently visiting
Africa’s Great Lakes region ahead of a high-level meeting on the issue later this
month.
“The concept must be developed and further detailed, while realizing that after all it
is up to the Security Council to express itself on the approval of such a concept and
its implementation,” the head of the UN Department of Peacekeeping Operations,
Under-Secretary-General Hervé Ladsous, said in a press conference in the town of
Goma, located in eastern DRC’s North Kivu province on Tuesday.
The concept of deploying a neutral international force along the border between
Rwanda and DRC was proposed by Great Lakes countries at a regional summit in
July, following months of violence in the DRC due to the renewed operations of
armed groups – particularly in the provinces of North Kivu and South Kivu. […]

Les rebelles ont installé une administration parallèle dans l'est de la République
démocratique du Congo (RDC), a déclaré mardi le chef des opérations de maintien
de la paix des Nations unies Hervé Ladsous.
Le diplomate français a rendu compte au Conseil de sécurité d'une récente visite en
RDC et au Rwanda, qui est accusé par Kinshasa et des experts de l'Onu de soutenir
le groupe rebelle M23. Kigali nie toute implication dans cette crise.
"La souveraineté de la République démocratique du Congo doit être respectée", a
déclaré Hervé Ladsous à la presse. "Il faut clairement rebâtir la confiance", en

United Nations human rights investigators said today they had drawn up a new
secret list of Syrians and military units suspected of committing war crimes who
ought to be prosecuted.
The independent investigators, led by Paulo Pinheiro, said they had gathered “a
formidable and extraordinary body of evidence” and urged the UN Security Council
to refer the situation in Syria to the International Criminal Court (ICC).
“Gross human rights violations have grown in number, in pace and in scale,”
Pinheiro told the UN Human Rights Council in Geneva. “There is no statute of
limitations on these crimes.”
He did not say if any Syrian rebels were among the names on the list, which
updated a confidential one his team submitted to UN rights chief Navi Pillay in

Genocide suspect Leon Mugesera yesterday requested the High Court more time to
study documents concerning his dossier.
During the beginning of his trial in substance, Mugesera's lawyer, Jean-Felix
Rudakemwa, explained they would need the time to study the whole dossier from
the prosecution since the one they received had some pages missing.
He, therefore, prayed court to delay the case until they are ready to stand trial, a
request which was contested by the prosecution.
Appearing before the High Court which convened at the Supreme Court premises,
Mugesera who stood next to his lawyer, presented a list of reasons as to why he
wanted the court to stay the hearing. […]

The U.N. human rights commissioner says Islamists in northern Mali have
committed serious human rights violations and possibly war crimes, including
amputations, summary executions and the stoning to death of an unmarried
couple.

Cambodia's war crimes tribunal set free a former leader of the Khmer Rouge on
Sunday, upholding a decision that has outraged survivors seeking an explanation of
the mass killings committed more than 30 years ago.
Ieng Thirith, 80, who has been declared mentally unfit for trial, was driven out of

Les rebelles en Syrie se sont dits déterminés à renverser le régime par la force,
mettant en doute le succès de la mission du médiateur Lakhdar Brahimi, Paris
parlant de "crimes sans précédent" commis par Damas dans ce conflit. Au terme
d'une mission de quatre jours à Damas qu'il a qualifiée d'"extrêmement difficile", le
médiateur international Lakhdar Brahimi s'apprêtait lundi à rendre compte auprès
de la Ligue arabe de ses entretiens avec le président Bachar el-Assad et avec des

Le procès pour "incitation au génocide" de l'ex-homme politique rwandais Léon
Mugesera, extradé par le Canada vers le Rwanda en janvier, s'est ouvert lundi à
Kigali, avec l'examen d'une demande de renvoi de la part de l'accusé, a constaté un
journaliste de l'AFP.
Le porte-parole du Parquet rwandais Alain Mukurarinda a confirmé à l'AFP qu'il
s'agissait de l'ouverture du procès au fond, après plusieurs audiences de procédure.
Seule la demande de renvoi a été examinée lundi par la Cour, qui a ajourné
l'audience en début d'après-midi et indiqué qu'elle rendrait sa décision sur cette
requête mardi matin à la reprise des débats.
Léon Mugesera et son avocat ont demandé le renvoi du procès à une date
ultérieure pour plusieurs motifs, dont le fait qu'une requête de l'accusé sur la
procédure est pendante devant la Cour suprême qui doit rendre sa décision le 28

Le tribunal de Phnom Penh chargé de juger les Khmers rouges a libéré Ieng Thirith
pour démence. Accusée de génocide, crimes contre l'humanité et crimes de guerre,
l'ex-"première dame" du régime de Pol Pot n'en est pas pour autant "innocentée".
Ieng Thirith finira ses jours chez elle. Accusée de génocide, crimes de guerre et
crimes contre l’humanité, la belle-sœur de Pol Pot, considérée comme la "première
dame" du régime, avait subi, à la fin de 2011, une batterie d’examens ayant conclu
à la folie. Après six mois de détention, de nouveaux tests viennent de confirmer
l’état de santé mentale de l’octogénaire, probablement atteinte de la maladie
d’Alzheimer.
"La dégénérescence des facultés cognitives de l’intéressée présente selon toute
vraisemblance un caractère irréversible", ont déclaré les experts médicaux. Le 13
septembre, le tribunal de Phnom Penh chargé de juger les Khmers rouges a donc
acté la remise en liberté de l’accusée, effective depuis ce dimanche 16 septembre.
