Simultaneously, President Bashir’s regime has been purposefully targeting civilian populations, indiscriminately bombing farmland and villages and systematically destroying civilian property. The result: a humanitarian crisis comparable to that seen today in Syria and, less than a decade ago, in the Sudanese region of Darfur. The United Nations estimates that nearly 700,000 civilians are internally displaced or severely affected by the conflicts in South Kordofan and Blue Nile. Of this number, it is thought that as many as 400,000 civilians may be located in areas controlled by the Sudan People’s Liberation Movement-North, or SPLM-N, an armed component of the SRF. Up to today, the Bashir regime remains steadfast in its absolute obstruction of international aid delivery to SPLM-N-controlled areas, leaving civilians there without access to desperately needed food and medical supplies. Meanwhile, almost a quarter of a million more Sudanese have fled the two states for neighboring South Sudan or Ethiopia. NEWSCLIPS – COUPURES DE PRESSE Sudan / Soudan Sudan's president meets Egyptian counterpart in Cairo, despite international arrest warrant PUBLICATION: The Vancouver Sun DATE: 2012.09.16 INFORMATION: http://www.vancouversun.com/life/Sudans+president+Egypt+talks+with+Morsi+d espite+international+arrest/7250123/story.html Sudan's President Omar al-Bashir met on Sunday with his Egyptian counterpart in Cairo, defiant of the International Criminal Court's two arrest warrants against him for an alleged role in his country's turbulent western Darfur region. The visit underlines a renewed interest in co-operation between the two neighbours, after what many saw as a period of neglect in the years before Egypt's new Islamist President Mohammed Morsi was elected this summer. Relations largely deteriorated after former President Hosni Mubarak accused Sudan of harbouring those suspected of being behind an assassination attempt against him in the Ethiopian capital of Addis Ababa in 1995. […] Sudan, South Sudan leaders to wrap up talks at summit in Ethiopia PUBLICATION: Reuters DATE: 2012.09.18 INFORMATION: http://www.reuters.com/article/2012/09/18/us-sudan-south-talksidUSBRE88H1BW20120918 Sudan's President Omar Hassan al-Bashir will hold a summit with his counterpart from South Sudan, Salva Kiir, in Ethiopia on Sunday to wrap up two weeks of talks to end hostilities between the African neighbors, state media said on Tuesday. Diplomats had earlier said the former civil war foes Sudan and South Sudan were coming close at talks in Addis Ababa to a border security deal that would allow the resumption of oil exports vital to the economies of both countries. South Sudan seceded from Sudan last year under a 2005 peace deal that ended decades of civil war but the two have yet to resolve a litany of issues related to partition. Border clashes almost boiled over into full-scale war in April, although tensions have abated since then. […] Sudan Debates Embassy Burnings PUBLICATION: Deutsche Welle DATE:2012.09.16 INFORMATION: http://www.dw.de/dw/article/0,,16244764,00.html The burning of the German embassy is being hotly discussed in Sudan. Citizens who have been taking to the streets recently aren't motivated by religious sentiments alone. They're fighting a different battle. The attack on the German and American embassies in Sudan appeared to be a spontaneous outburst of popular anger. Now, Sudanese opposition groups are suggesting that the violence could have been planned. What happened in Khartoum was "the result of the policies of purposeful misinformation and propaganda and hate speech of the regime," the opposition group Sudan Change Now stated Saturday on its Facebook site. […] […] Democratic Republic of Congo / République démocratique du Congo DR Congo M23 rebels have 'de facto administration' PUBLICATION: BBC DATE: 2012.09.19 INFORMATION: http://www.bbc.co.uk/news/world-africa-19651888 Rebels in eastern Democratic Republic of Congo have set up a "de facto administration", the head of the UN's peacekeeping operations has said. Herve Ladsous said the M23 group - formed of soldiers who mutinied in April - are controlling populations and taking taxes. The UN accuses neighbouring Rwanda of supporting the M23 - an allegation Kigali has repeatedly denied. More than 200,000 people have been displaced in this year's unrest. A high-level meeting to discuss the crisis is expected to be held during the UN General Assembly in New York next week. […] DR Congo to ask France to extradite opposition figure PUBLICATION: AFP DATE: 2012.09.17 INFORMATION: http://www.google.com/hostednews/afp/article/ALeqM5h7GSUHoC5oWS4v_4F2G4gWxtVcA?docId=CNG.9826c51b42a67d58a3bf1e8c49f0ee50.2c1 The Democratic Republic of Congo will ask France to extradite Congolese opposition figure Roger Lumbala, who it suspects of backing the rebellion in the country's east, a government spokesman said Sunday. The DR Congo suspects Lumbala, 54, of ties to the M23 rebels whose clashes with the army have renewed unrest in the volatile eastern provinces, forcing some 220,000 people from their homes since May. Human Rights Watch has claimed the rebels are guilty of widespread war crimes. "This rebellion is costing our country thousands of lives and we want to fight against impunity. So being in France does not place Lumbala outside" the bounds of extradition proceedings, government spokesman Lambert Mende said. […] DR Congo: regional proposal for neutral force being considered, peacekeeping head says PUBLICATION: United Nations News Centre DATE: 2012.09.12 INFORMATION: http://www.un.org/apps/news/story.asp?NewsID=42869&Cr=democratic&Cr1=con go A proposal for a neutral force to help quell the violence that is causing massive suffering in the eastern Democratic of the Congo (DRC) is under consideration by United Nations peacekeeping operations, according to a top official currently visiting Africa’s Great Lakes region ahead of a high-level meeting on the issue later this month. “The concept must be developed and further detailed, while realizing that after all it is up to the Security Council to express itself on the approval of such a concept and its implementation,” the head of the UN Department of Peacekeeping Operations, Under-Secretary-General Hervé Ladsous, said in a press conference in the town of Goma, located in eastern DRC’s North Kivu province on Tuesday. The concept of deploying a neutral international force along the border between Rwanda and DRC was proposed by Great Lakes countries at a regional summit in July, following months of violence in the DRC due to the renewed operations of armed groups – particularly in the provinces of North Kivu and South Kivu. […] […] Other Related News / Autres Nouvelles List of Syrian war crimes suspects balloons as human rights violations surge: UN PUBLICATION: The National Post DATE: 2012.04.17 INFORMATION: http://news.nationalpost.com/2012/09/17/list-of-syrian-warcrimes-suspects-balloons-as-human-rights-violations-surge-un/ United Nations human rights investigators said today they had drawn up a new secret list of Syrians and military units suspected of committing war crimes who ought to be prosecuted. The independent investigators, led by Paulo Pinheiro, said they had gathered “a formidable and extraordinary body of evidence” and urged the UN Security Council to refer the situation in Syria to the International Criminal Court (ICC). “Gross human rights violations have grown in number, in pace and in scale,” Pinheiro told the UN Human Rights Council in Geneva. “There is no statute of limitations on these crimes.” He did not say if any Syrian rebels were among the names on the list, which updated a confidential one his team submitted to UN rights chief Navi Pillay in February. […] Rwanda: Genocide Suspect Seeks Further Trial Delay PUBLICATION: AllAfrica DATE: 2012.04.17 INFORMATION: http://allafrica.com/stories/201209180193.html Genocide suspect Leon Mugesera yesterday requested the High Court more time to study documents concerning his dossier. During the beginning of his trial in substance, Mugesera's lawyer, Jean-Felix Rudakemwa, explained they would need the time to study the whole dossier from the prosecution since the one they received had some pages missing. He, therefore, prayed court to delay the case until they are ready to stand trial, a request which was contested by the prosecution. Appearing before the High Court which convened at the Supreme Court premises, Mugesera who stood next to his lawyer, presented a list of reasons as to why he wanted the court to stay the hearing. […] UN human rights chief condemns possible war crimes in northern Mali PUBLICATION: The Vancouver Sun DATE: 2012.04.17 INFORMATION: http://www.vancouversun.com/news/human+rights+chief+condemns+possible+cri mes+northern+Mali/7255684/story.html The U.N. human rights commissioner says Islamists in northern Mali have committed serious human rights violations and possibly war crimes, including amputations, summary executions and the stoning to death of an unmarried couple. Navi Pillay on Monday strongly condemned the "attacks on the civilian population, sexual violence, recruitment of child soldiers and forced displacement, as well as the destruction of Mali's world heritage sites." A spokesman for one of the radical Islamist groups controlling northern Mali told The AP on Sunday that their fighters cut off a thief's hand in Timbuktu. […] Cambodia's war crimes tribunal releases former Khmer Rouge leader PUBLICATION: The Guardian DATE: 2012.04.16 INFORMATION: http://www.guardian.co.uk/world/2012/sep/16/khmer-rougheleader-released?newsfeed=true Cambodia's war crimes tribunal set free a former leader of the Khmer Rouge on Sunday, upholding a decision that has outraged survivors seeking an explanation of the mass killings committed more than 30 years ago. Ieng Thirith, 80, who has been declared mentally unfit for trial, was driven out of the UN-backed tribunal's compound by family members. She made no comment to reporters. The Sorbonne-educated Shakespeare scholar served as social affairs minister during the Khmer Rouge's rule from 1975-79, during which an estimated 1.7 million people died of execution, medical neglect, overwork and starvation. […] […]
