The U.S. military advisors deployed against Joseph Kony’s Lord’s Resistance Army
in central and east Africa are starting to make progress in tracking the group, but
serious challenges remain to make the mission a success. The elusive rebel group,
the Lord’s Resistance Army, or LRA, continues to attack and displace civilians in the
Democratic Republic of Congo and the Central African Republic, and LRA units have
been allegedly sighted in South Sudan and Sudan. In fact the LRA has had and
continues to have an uninterrupted route from their hideouts in southeastern
Central African Republic all the way toward Darfur. The current strength of the LRA
is estimated to be 250 to 300 fighters. Despite its small size, the group continues to
terrorize large areas of central Africa. This report, which is based on a field visit to
the Central African Republic in March-April 2012,1 analyzes progress and challenges
in the military and non-military initiatives to end the LRA. […]

This week the International Contact Group on the Great Lakes Region will meet in
The Hague, Netherlands. This body, consisting of the United States, the United
Kingdom, France, Belgium, the European Union, and the United Nations, aims to
meet on a regular basis and has been convened since the early 2000s. The contact
group was created to address political, diplomatic, security, and development issues
in the Great Lakes region of Africa. The objective of the group is to act as a
convener for the regular exchange of information, the harmonization of messaging,
and the identification and discussion of gaps that exist in regional foreign policy
among the member states. The group originally included countries such as Angola
and South Africa but over the years has slimmed down to its current membership.
The group now functions as a North American-European alliance on assistance,
development, security, and economic diversification in the Great Lakes region. […]

Top negotiators for Sudan and South Sudan have held their first talks since deadly
border fighting last month took them to the brink of war, even as Juba accused
Khartoum of fresh air strikes.
Teams from both sides are in the Ethiopian capital for African Union-led talks which
were stalled by heavy clashes last month, the worst fighting since the South won
independence last July.
Khartoum stressed Tuesday its "commitment to reach a negotiated settlement to all
issues of differences" and promised "its full adherence to peace and stability
between the two countries," it said in a statement released as talks began.
Sudan added that it hoped the talks would mark a "new chapter" in relations "away
from conflict and warring."
Southern President Salva Kiir said ahead of the Tuesday talks that "amicable
dialogue on the outstanding issues with Khartoum is the only option for peace."
The UN Security Council earlier this month ordered both sides to cease fighting and
return to talks or face possible sanctions.
Idriss Mohammed Abdel Qadir from Khartoum and Pagan Amum from Juba began
the talks mediated by former South African President Thabo Mbeki, and also
attended by the US special envoy on Sudan, Princeton Lyman. […]

Sudan will begin pulling its troops out of the disputed border region of Abyei on
Tuesday, an army spokesman has said.
Abyei is claimed by both Sudan and South Sudan, which became independent in
2011 after a long civil war. Sudan's forces seized Abyei in May 2011.
Its status was left undecided in the 2005 peace deal between the sides, and a
referendum on the issue has been postponed indefinitely.
Peace talks between the two states are scheduled to begin on Tuesday.
In the talks due to be held in the Ethiopian capital Addis Ababa, the two countries
are expected to cover several border disputes that have caused friction, including

L'armée soudanaise s'est retirée mardi de la région d'Abyei, que se disputent Juba
et Khartoum, comme le lui avaient demandé les Nations unies, mettant ainsi fin à
un an d'occupation, a indiqué un média proche du pouvoir.
Les forces armées soudanaises (SAF) se sont déployées hors de la région d'Abyei ce
soir et elles ont remis le complexe militaire aux forces de paix de l'ONU, a annoncé
le Centre des médias soudanais, proche des services de renseignements.
Le retrait est intervenu le jour de la reprise des pourparlers de paix entre le Soudan
et le Soudan du Sud --interrompus en avril-- dans la capitale éthiopienne Addis
Abeba.
Le Soudan a décidé de redéployer ses troupes en dehors du secteur d'Abyei afin
d'offrir un bon environnement aux discussions, avait déclaré lundi soir le porteparole de l'armée, Sawarmi Khaled Saad.

Surging street violence against African migrants in Israel, including a rampage that
an Israeli broadcaster dubbed a “pogrom,” drew statements of empathy for the
rioters as well as censure from the government on Thursday.
Waving Israeli flags and chanting “Deport the Sudanese,” residents of a low-income
Tel Aviv neighbourhood where many of the border-jumpers from Eritrea, Sudan and
South Sudan live held a march late Wednesday that turned violent.
Police said 20 people were arrested for assault and vandalism. Trash cans were set
alight, storefront windows were broken and a crowd attacked an African driving
through the area, breaking his car’s windows. No serious injuries were reported.
Prime Minister Benjamin Netanyahu condemned Wednesday’s violence, saying there
was no room for such action and that the issue must be resolved “responsibly.” But
his interior minister, Eli Yishai, was more forgiving. […]

Une manifestation qui a dégénéré en violences racistes à Tel Aviv a déclenché jeudi
une virulente polémique sur la présence sur en Israël de quelque 60.000
immigrants clandestins, la plupart Soudanais et Erythréens, entrés illégalement via
le Sinaï égyptien.
Mercredi soir, un millier d'Israéliens ont défilé dans le quartier défavorisé de
HaTikva, situé dans le sud de Tel-Aviv, aux cris de "Les Soudanais au Soudan" et
autres slogans xénophobes, en vilipendant "Les belles âmes gauchistes" qui
défendent ces étrangers.
Certains des manifestants ont attaqué et pillé des magasins tenus par des Africains
et endommagé plusieurs voitures transportant des immigrés, a précisé à l'AFP le
porte-parole de la police, Micky Rosenfeld.
La police a interpellé 20 protestataires et demandé jeudi à la justice de prolonger la

Rwandan citizens have been recruited and trained to fight in support of army
mutineers in neighbouring Democratic Republic of Congo, according to a
confidential UN report obtained by the BBC.
"The United Nations has conducted interviews with 11 combatants who abandoned
their positions in the mountainous forests on the border between the DRC and
Rwanda.
"The report (...) describes these deserters as Rwandan citizens recruited in Rwanda
on the pretext of joining the national army, including a minor," the BBC said.
"They said they were recruited in a village called Mundede, that they received
training in handling weapons and that they were sent to the DRC to join M23,"
Hiroute Guebre-Selassie, bureau chief of the UN mission in the DR Congo
(Monusco) in Goma, the capital of Nord-Kivu province, told the BBC.
The March 23 Movement (M23) is formed of army mutineers who were part of the
former rebel National Congress for the Defence of the People (CNDP), a Congolese
Tutsi force that Rwanda denied supporting when it was waging its insurgency.
CNDP members were integrated into the army under peace accords signed with
Kinshasa in 2009, but large numbers of them defected this year, claiming bad
treatment and demanding full implementation of the peace deal. […]

The International Criminal Court (ICC) confirmed on Wednesday the dismissal of
charges against Callixte Mbarushimana of responsibility for atrocities in the
Democratic Republic of Congo in 2009.
Mbarushimana had been accused of being a senior leader of the Democratic Forces
for the Liberation of Rwanda (FDLR), which committed rape, mutilation, murder and
destruction of property in the village of Busurungi in Congo.
In December, a pre-trial chamber at the ICC found there was insufficient evidence
that Mbarushimana was directly responsible for the atrocities but ICC prosecutors
appealed that decision.
The ICC's appeals chamber in a ruling upheld the decision. […]

La Cour pénale internationale (CPI) a confirmé mercredi en appel la décision de ne
pas juger, faute de preuves suffisantes, le dirigeant des rebelles hutu rwandais
Callixte Mbarushimana, qui était soupçonné de crimes contre l'humanité et crimes
de guerre dans l'est de la République Démocratique du Congo (RDC).
"La décision de confirmation des charges du 16 décembre 2011 est confirmée et
l'appel est rejeté", a déclaré le juge Erkki Kourula lors d'une audience à La Haye, où
siège la cour.
La cour avait en effet estimé le 16 décembre 2011 que les éléments de preuve
rassemblés par le procureur n'étaient pas assez solides pour mener à l'ouverture
d'un procès et avait donc ordonné pour la première fois la remise en liberté d'un
suspect depuis son entrée en fonction en 2003.
Le procureur avait interjeté appel trois jours plus tard et avait reçu le 1er mars
l'autorisation de faire appel sur trois points de forme et procédure, notamment sur
la compétence de la chambre préliminaire d'apprécier la crédibilité des preuves à ce

A renegade general in the Democratic Republic of Congo has told the BBC his war
crimes indictment is based on lies.
Bosco Ntaganda has been wanted by the International Criminal Court since 2006
for recruiting child soldiers.
He also denied involvement in last month's army mutiny in eastern DR Congo and
said he had no fighters with him.
Known as the "Terminator", he is accused of masterminding the recent unrest and
fighting after pressure increased for him to be arrested.
The ICC prosecutor accuses him of recruiting child fighters in the north-eastern
region of Ituri for the same rebel group as Thomas Lubanga, who in March became

Kashigwe Binjamin, dit Pilipili Kasai, a été remis en liberté provisoire dans la soirée
du 26 mai 2012. Bien qu'il ait présenté ses excuses, il ignore si les poursuites
pénales initiées à son encontre par la justice militaire sont abandonnées ou
maintenues.
Malgré la restitution du matériel de Radio Liberté sur décision de l'auditeur militaire
(procureur) en charge de l'affaire, Charles Kibenga, la reprise des émissions de la
station est conditionnée par la levée de la suspension temporaire de trois mois
ordonnée par le maire de Butembo (Nord-Kivu), M. Sikuli Uvasaka.
"Nous sommes actuellement en pourparlers avec des observateurs et des
journalistes, et nous allons apprécier la levée ou non de l'interdiction temporaire
d'émettre de la radio", a indiqué à Reporters sans frontières, le maire de Butembo,

The genocide and warcrimes trial of former Bosnian Serb army chief Ratko Mladic,
which was adjourned a day after it opened, will resume on June 25, the Yugoslav
war crimes tribunal said Thursday.
"Trial Chamber I scheduled the start of the prosecution's first witness in the Mladic
trial for Monday, June 25, 2012," the International Criminal Tribunal for the former
Yugoslavia said in a statement.
The trial had been adjourned indefinitely a day after it opened in The Hague on May
16 due to "irregularities" in the transfer of prosecution documents to the defence to
enable it to prepare for the trial.
Mladic, 70, the so-called "Butcher of Bosnia", is charged with 11 counts of war
crimes, crimes against humanity and genocide committed during the 1992-1995
Bosnian war.
They include in particular the masterminding of the July 1995 Srebrenica massacre
of almost 8,000 Muslim men and boys, the worst atrocity on European soil since

Le Tribunal pénal international pour l'ex-Yougoslavie (TPIY) a annoncé jeudi que le
procès de l'ancien chef militaire des Serbes de Bosnie Ratko Mladic reprendrait le
25 juin prochain, après une suspension en raison d'"erreurs" de procédure de la
part de l'accusation.
Le procès avait été interrompu la semaine dernière car les procureurs n'avaient pas
fourni tous les documents à la défense.
Les juges ont estimé jeudi que cette erreur justifiait un report mais ils ont refusé de

The genocide trial of Rwandan native Jacques Mungwarere began Monday morning
with an expert explaining what led to months of horrific violence in 1994.
Mungwarere pleaded not guilty to two counts of genocide by murder in the Hutus'
1994 massacre of the Tutsi minority. He is being tried under Canadian law after
being arrested in Windsor, Ont.
Prof. Timothy Longman, who has spent years interviewing Rwandan genocide
survivors and political officials, explained the tensions that built up prior to the
outbreak of violence.
He said the ruling Hutus used a civil war in 1990 to turn public perception against
the Tutsis, and in 1993 created the radical Hutu Power political party.
From there, the government started training youth groups to become armed
militias in preparation for a genocide. All that was needed was the spark. […]

Un ex-enseignant rwandais a plaidé non coupable, lundi, aux accusations de
participation au génocide qui a ravagé son pays, en 1994.
Jacques Mungwarere a été arrêté en novembre 2009, à Windsor. Son procès a lieu
au palais de justice d'Ottawa afin de faciliter l'accès aux ressources francophones.
La journée d'hier a débuté avec l'entrée en scène du procureur de la Couronne, Luc
Boucher, pour qui il est évident que Mungwarere, d'origine Hutu, a participé à des
attaques dirigées contre des Tutsis, entre 1993 et 1994, dans la région de Kiziba.
Il aurait entre autres encerclé un hôpital avec d'autres Hutus, le 16 avril 1994, pour
tuer les Tutsis qui s'y étaient réfugiés en passant recevoir une certaine immunité,
alors que des attaques faisaient rage dans le pays. […]

A Bosnian court on Friday handed down stiff sentences against two former Bosnian
Serb policemen for “aiding genocide” when they oversaw killings during the 1995
Srebrenica massacre of 8,000 Muslims.
Dusko Jevic and Mendeljev Djuric were sentenced to 35 and 30 years in jail
respectively for ordering their men to take part in the separation of the men from
other refugees in Srebrenica and later to carry out an all-night, all-day killing spree
of more than 1,000 captured Muslims.
After they captured the UN-protected enclave of Srebrenica in eastern Bosnia on
July 11, 1995, Bosnian Serb troops separated the fighting-age men from the rest of
the tens of thousands of Muslim refugees who gathered around the UN base in
Potocari, hoping for protection.
The women, children and the elderly were bussed out to nearby Muslim-held
territory.
In the days that followed, the Bosnian Serbs killed nearly 8,000 Muslim men and
boys captured around Srebrenica and buried them in mass graves. […]
