Essential Bibliography: S&T in Arab countries
Prepared by Roland Waast

1.
General
[- Few references deal with the whole of the region (Maghreb + Machreq+ GCC Countries)
[- Best analyses are often ten years old. Higher Education policies are a new concern. Data about
S&T policies and output are unevenly gathered, often out of date and sometimes unclear].
[Hereafter we present a number of the best recent available sources]

UNDP: Human Development: Arab Country Reports (sporadic)
[especially Arab Human Development reports: 2002 and 2003]

Other potential sources:
The UN-ESCWA at some time spent a lot of efforts to foster analysis of R&D assets and issues in the
region. Tough this matter seems dormant, noteworthy Reports remain:
-
Economic and Social Commission for Western Asia—UNESCO .1998a. Research and
Development System in the Arab States: Development of Science and Technology
Indicators 1998 (Economic and Social Commission for Western Asia/Technology/
1998/Review No. 1 & 3). New York and Beirut: UN-ESCWA.

Proceedings of the Expert Group Meeting on Science and Technology Policies and
Strategies for the Twenty-first Century, Beirut, 10–12 March 1999’. E/ESCWA/
TECH/1999/8/Rev. 1, UN, New York.
The Arab Science and Technology Foundation organizes each 2 years a regional Conference on the
“Scientific Research Outlook (SRO)” of the Region. The detailed programme of the
Conferences are available, and contacts with the authors may be established
through the Foundation at http://www.astf.net
The Arab Fund for Economic and Social development may organize events and commission research
about the state and prospects of R&D (though it did not recently). It has published in
(2002), The Unified Arab Economic Report

European sources are developing. See for example:
-
European Commission (2005) Annual Innovation Policy trends for the MED-Zone
countries: Algeria, Egypt, Jordan, Morocco, The Palestinian Authority, Syria &
Tunisia. in the European Trend Chart on Innovation Series.
Finally, an important resource for the whole area (except the Gulf countries) is the European Project
ESTIME, which assessed in 2006-2008 the S&T capabilities in eight Mediterranean countries (from
Morocco to Lebanon and Syria). A wealth of update data, drawn from the officials in charge in each
country, and analyses concerning countries, sub-regions and the whole zone are available at:
