Afrique du Sud / South Africa :
« L’un des projets que nous souhaitons déposer concerne la République
de l’Afrique du Sud en tant que pays où aurait lieu le projet proposé. Or,
dans les lignes directrices (section 2.1.1), est mentionnée l’information
suivante : « Les États ACP (à l’exclusion de la République d’Afrique du
Sud et de Cuba) ayant ratifié l'Accord de Cotonou révisé peuvent
soumettre des propositions ». Cette condition d’éligibilité s’applique-telle à l’État de la République d’Afrique du Sud en tant que pays
d’origine de l’organisme candidat pour la réalisation du projet ou en tant
que lieu où se tiendrait le projet ? »
“Please kindly advise if projects located in South Africa and
sponsored/submitted by a non-state actor (ie. private European/South
African company) would be considered eligible under this competition.
I've noted that South African public bodies are exempt from this
competition (page 5 of the Guidelines for Grant Applicants).”
Le demandeur doit être de nationalité UE ou ACP (pays ayant ratifié Cotonou) - v.
§2.1.1 des lignes directrices (LD). Cependant, les acteurs non-étatiques des pays

Indeed, South African non-state actors are eligible as partners and applicants since
South Africa has ratified the initial Cotonou Agreement in 2000 but their proposed
projects should have as final beneficiaries the population of one or more ACP States
which have ratified the 2005 Revision of Cotonou Agreement in order to be eligible.
“If I see it correctly, projects are not supposed to be run in South Africa,
but South African partners/or applicants (except for state actors) are
eligible, article 4 (3). Precise answers to this question are very relevant
for at least one project I know about. Hence, a clear and timely answer
would be crucial for this project.”

South African Non State Actors can apply for a grant through this call but South
African citizens cannot benefit from it.
Les acteurs non étatiques sud-africains sont éligibles comme partenaires et
demandeurs puisque l'Afrique du Sud a ratifié l'Accord de Cotonou initial en 2000,
mais les projets proposés doivent avoir comme bénéficiaires finaux les populations

Role of South Africa: it is clearly stated that South African state actors
are not eligible. Can projects take place in South Africa? Can private
entities from South Africa fulfill the criteria of local partners?
South African non-state actors are eligible as partners and applicants since South

Article 96 (Fiji, Madagascar, Mauritania, Guinée Conakry, Niger,

“At this time, I assume that Fiji is not eligible for support under the
Energy Facility. Can you confirm this?”

have ratified the 2005 Revision of Cotonou Agreement in order to be eligible (which
is not the case of South Africa).
Since Cuba has never been signatory of the Cotonou Agreement (neither in 2000 nor
in 2005), no legal entities (both private and public, and both natural and physical
ones) from this country are eligible for this call. Projects submitted under the Facility
cannot have Cuba as beneficiary.
Cuba n'est pas signataire des Accords de Cotonou de 2000 et 2005. Par conséquent,
aucune entité légale (privée ou publique…) de ce pays n'est éligible pour l'appel à
propositions. Les projets soumis à la Facilité ne peuvent avoir Cuba comme

The countries involved in the consultation procedure under article 96 at the time of
the launch of the Call for Proposals are Guinea Conakry, Fiji, Madagascar,
Mauritania, Niger and Zimbabwe.
Regarding the eligibility criteria of the Energy Facility call for proposals, the
application of article 96 implies the following:
-
State Applicants from these countries are excluded from participation in this call
for proposals or the award of grants (article 2.1.1 of the Guidelines);
-
Only project proposals involving a direct support to the populations of these
countries are eligible.

Concernant les critères d’éligibilité pour l’Appel à propositions de la Facilité
Energie, l’application de l’Article 96 implique les décisions suivantes :
Nationalité entreprise / citoyen / pays d’intervention : « Nous sommes
une entreprise polonaise. Nous coopérons avec le Mali dans le domaine
de l'électrification rurale et périurbaine. En ma qualité de chef de cette
entreprise et citoyen malien naturalisé en Pologne, je voudrais demander

“I am from Uganda, which is found in East and Central Africa, can we
apply for this grant?”
Any nationals from the Republican of Uganda can apply to the Call for Proposals as
far as they comply with the eligibility criteria indicated in point 2.1 of the
Guidelines, available at the following link .
According to point 2.1.1 of the Call for Proposals' Guidelines, non-state actors full
filling the following criteria can participate in the Call:
“We are a local community-based organisation in rural Western Kenya,
our area has a lot of potential for renewable energy. Do we qualify to
directly apply for the 2nd EU energy facility or we have to do it through
an NGO?”
A. A non state actor can be: 1) private sector, 2) economic and social partners,
including trade union organisations, 3) civil society in all its forms according to
national characteristic as well as legal persons under private law entrusted with a
public function related to energy (public utilities, parastatal, semi-public or private
with a legally valid concession or other agreement etc) at Municipal or regional level
B. The organisation has to have the legal capacity to enter into financial and legal
agreements with the Commission
C. The organisation has to have a real presence or work with a partner who has a real
presence in the ACP country (ies) in which the project will be implemented.
D. The organisation has to national of a Member State of the European Union or of
ACP countries having ratified the Cotonou Agreement.(Kenya has ratified the
Cotonou Agreement). Moreover potential applicants may not participate in calls for
proposals or be awarded grants if they are in any of the situations which are listed in
Section 2.3.3 of the Practical Guide to contract procedures for EC external actions
(available from the following Internet address:

Please check point 2.1 on Eligibility Criteria of the Guidelines to consult the rules on
eligibility.
Consequently if you full fill all these requirements you can apply directly to the Call
for Proposals.
« Notre association est basée à l’Ile de La Réunion et met en œuvre des
actions de coopération avec ses homologues des îles voisines : Maurice
et Madagascar. Serions-nous éligibles à l’appel à projet Facilité
Energie? »
Oui, si votre association est de droit français (donc UE), elle est éligible. Par ailleurs,
si l’action proposée est au profit des populations de Maurice et Madagascar qui sont
des pays ACP ayant ratifié l'accord de Cotonou révisé, elle est éligible (sous réserve
de répondre aux autres critères en termes de type d’intervention, …).

Non ACP/EU applicants or partners?
“In this call could a Nepalese organization participate?”
“Is it possible to apply for financial aid for such a project from the "EUACP-Energy-Facility-II", although Sri Lanka does not belong to the
ACP regions?”
“The call for proposals in the Energy Facility is very relevant for a
project that we are doing in Kenya […]. Our project is led from Norway,
while we have several Kenyan partners. Can we apply for support from
you with a Norwegian project leader, or could we let one of the Kenyan
partners be the main applicant? We also have one partner in Austria.”
“can a project in Honduras be applicant for a project?”
“If the applicant is a national of an ACP country, must the partners be
nationals of a Member State of the European Union or of an ACP
country? In other words, can an NGO from the USA and a for-profit
business registered in Taiwan be partners with a Rural Development
Center in Uganda (the applicant)? I assume that if they cannot, that they
(the US NGO and the Taiwanese business) can be Associates.”

According to point 2.1.1 and 2.1.2 (a) of the Guidelines “eligibility of applicants and
partners”, to be eligible to participate in the present call for proposals, both the
Applicant and the Partners must "be a nationals of a Member State of the
European Union or of ACP countries having ratified the Cotonou Agreement",
nationality being determined "on the basis of the organisation's statutes which should
demonstrate that it has been established by an instrument governed by the national
law of the country concerned. In this respect, any legal entity whose statutes have
been established in another country cannot be considered an eligible local
organisation, even if the statutes are registered locally or a “Memorandum of
Understanding” has been concluded."
Therefore, non-ACP or non-EU organisations (which is the case of Nepal, Sri Lanka,
Norway, Taiwan, USA and Honduras) are not eligible to participate as an applicant
or partner. Nevertheless, they can participate as an associate (point 2.1.2.b) or a codonor (point 2.1.2 d).
In view of these criteria, it will be possible for one of your ACP or EU partners to act
as the applicant in this Call for Proposals as an ACP non-state actor, provided that it
satisfies the rest of the eligibility conditions required under point 2.1.1 of the
Guidelines.
As clearly stated in the guidelines for this call for proposals, actions funded under the
Energy Facility can only be at the benefit of ACP countries.

pourrait être considérée comme une organisation locale éligible. »
Une ONG non-ACP et non-UE (ce qui est le cas du Canada) n’est pas donc pas
éligible ni comme demandeur ni comme partenaire. Elle peut cependant participer à
l’appel comme associé (point 2.1.2.b) ou comme codonateur (2.1.2.d).

“Can ministries get EC funding?”

“Grateful if you would kindly let me know if this Call for Proposals
concerns individuals or Governments “
Governments can be Applicants and individuals cannot. Indeed, you need to be a
legal person in order to apply.
Parent company / registration country:
“Our company is based in Dar es Salaam and do work in project
development and renewable energy. Our company is registered in
Tanzania, but it's parent company, is a US based company. Are we still
eligible to submit proposals for this grant money?”
As your company is a private company registered in Tanzania, even with parent
company in the US, it is considered by our guidelines as an ACP private actor and is
therefore eligible to submit a proposal under the Energy Facility call for proposals.
“Can an individual submit a concept note and, if accepted, form a
company for the implementation and operation of the action?”
The eligibility criteria for the applicant and its partners must be met at the time of the
submission. Applicants and partners must be legal persons.
“Can a European consultancy be coordinator and applicant of an Energy
Facility project? We saw that for the first Energy Facility call, private
companies were the applicant and coordinator of a project. Is this setup
also possible for the second ongoing call?”
Point 2.1.1 of the Guidelines determines the eligibility criteria that potential
applicants have to satisfy in order to participate in this Call for Proposals. In view of
the criteria determined under this point, your organisation will be eligible to
participate as an applicant under this Call for Proposals as an EU non-state actor
provided that it satisfies all of the conditions indicated in this section in terms of
legal capacity to enter into financial and legal agreements with the Commission, real
presence or works with a partner who has a real presence in the ACP country (ies) in
which the project will be implemented and has an ACP actor as a partner.

I would like to know if a foundation can be eligible to the Energy
facility, either as applicant or as partner
Eligibility criteria for applicants and partners are defined in the Guidelines (art. 2.1.1
and 2.1.2). EU non-state actors (including foundations) are explicitly mentioned
there.
“Section 2.1.1 (2) listing those eligible to apply includes Non-state
actors. Please confirm that this DOES NOT mean that "non-state actors"
must have a public function related to energy to apply?”
It is written in the Guidelines “Non-state actors, including legal persons under
private law entrusted with a public function related to Energy (public utilities,
parastatal, semi-public or private with a legally valid concession or other agreement
etc.) at Municipal or Regional level”. We can confirm that its wording does not
require that "non-state actors" should have a concession or a public function related
to energy in order to be a potential applicant or partner for this Call for Proposals.
“Are private companies without public function eligible to be
applicants? (the guidelines state: Non-state actors, including legal
persons under private law entrusted with a public function related to
Energy (public utilities, parastatal, semi-public or private with a legally
valid concession or other agreement etc.) at Municipal or Regional
level)”

According to point 2.1.2 of the Guidelines, partners must satisfy the eligibility
criteria applicable to the grant beneficiaries themselves. This means that a
commercial bank providing finance for an action can be a partner, provided it plays a
role as described under art 2.1.2 and satisfies the eligibility criteria required for an
applicant in point 2.1.1 of the Guidelines.

a minimum turnover? Or any other requirement relating to their regular
income?”
There are no formal requirements or restrictions related to turnover of the applicants.
However, they must ensure a sufficient level and regularity of incomes in order to
guarantee the sustainability of the action.

In reply to your question regarding the eligibility of private tea companies who could
wish to apply to the Energy Facility call for proposals, we inform that these
companies are in principle eligible (see paragraph 2.1.1 of the Guidelines)

Any company, including a start-up one, is eligible if it has a legal existence at the
time of the call for proposal.
Yes, projects with purely private sector involvement are eligible provided that:
- private actors acting as applicants or partners satisfy the eligibility criteria under
2.1.1
- the award of the grant is "justified by real public project benefits, in terms of
impact on development, poverty reduction and production of public goods." (refer to
part 2.1.3 (b) of the Guidelines, which states that "Actions, where the private sector
owns and operates energy facilities (as sole operators or jointly with local authorities
and communities) may be supported by the Call for Proposals, as long as the award
of the grant is justified by real public project benefits, in terms of impact on
development, poverty reduction and production of public goods."
- private sector applicants comply with the rules applicable to Energy Facility grants
and more specifically Article 105 of 10th EDF Financial Regulation and Articles
6.1.1 and 6.2.10 of the Practical Guide to Contract Procedures for EC External
Actions (PRAG), which foresee that a grant may not have the purpose or effect of

A Municipality is an eligible applicant (article 2.1.1 of the guidelines) provided it has
a juridical personality distinct from the state. In this case, it has not to be authorised
of accompanied by the Central government. Otherwise (without a distinct juridical
personality), it must come with the endorsement of the National Authorising Officer
at the government level.
For each proposal, there is only one lead applicant. Other organisations with a real
participation to the action can come as partners. They may therefore benefit from the
funding in the same conditions as the main applicant and must fulfil the same
eligibility criteria as the applicants. A private company can also present a proposal,
even if the final beneficiary of the project is a Municipality, which can then act as
partner. And it can also be the other way round.

Guidelines merely states that "Applicants’ partners participate in designing and
implementing the action". However, nothing precludes them from contributing to the
budget of the action if they so wish, part 2.1.4 (f) of the Guidelines states that "The

partner’s resources, from its co-donor’s resources, final beneficiary contributions or

target under component 2 the improvement of governance and framework conditions
in the energy sector at all levels, including the regional one. In addition, projects
implemented in several different countries (be it in the same region or not) but which
do not have a regional dimension are eligible as well
At present, for the purpose of the Guidelines of the Call for Proposals we do not
apply a uniform and exact definition of small scale power generation but rather
define it in view of the local context and the specificities of the particular project. In
general, we consider that for a power generation technology to be defined as of small
scale, it should serve the local needs, e.g. generate electricity for domestic
consumption, local hospitals, schools or local businesses. It can be connected to the
local electricity distribution networks or exist as a stand alone system (e.g. in remote
areas). Usually it will not be connected to the national grid. Small scale power can be
either generated by renewable energy sources (e.g. wind, solar, hydro, geothermal
sources, biogas or biomass) or non-renewable (diesel or gas turbines). In the specific
case of photovoltaic and solar thermal plants, for a power generation plant to be
considered as of small scale, its capacity should range between a few W to a few
MW.
Microfinance:
“Are there any special regulations for the microfinance activities?”
There are no specific guidelines for microfinance activities, apart from the
information provided in the Call for Proposals Guidelines: "The following nonexclusive list gives indications of the type of actions which may be considered for
support within Component 1, provided that they meet the objectives and priorities of
the Call for Proposals and of Component 1 (see above). […]
“The guidelines for the call for proposals state that the replenished
Energy Facility concentrates on the national and local levels and is not
meant for regional actions. What is then the position regarding regional
projects? What is the position in relation with projects that promote
regional common policies and approaches?”
“Attached to a lot of calls, there is an attachment with rules for
microfinance. How is microfinance treated under this call?”

Actions that intend to promote local investment inter alia through
development of local credit markets, excluding credit lines. Actions

energy cook stoves to increase access to traditional energy products by the people
living in rural and peri-urban areas in ACP countries is a relevant type of activity to
the objectives of the Call for Proposals.
Moreover, you can also consult a position paper on biomass published by the Energy
Facility in order to give some guidance to the potential applicants.
“Could a proposal submitted by us (National NGO) for awareness
raising program about renewable energy that includes a hardware
component be considered to be funded from your side?”
Yes, a project for awareness raising about renewable energy (even if including a
hardware component) could be considered for a funding from the Energy Facility if
it complies with the objective of the Energy Facility (see pages 8 to 10 of the
Guidelines for grant applicants).
Revolving fund :
A revolving fund is considered in the same way as a credit line and cannot benefit
from funding under the Facility. Revolving funds are treated like credit lines and are
therefore excluded as eligible costs. Indeed, the EF cannot finance credits to third
parties and can therefore not finance credit lines/revolving funds or guarantee funds.
Areas where the EC financing is admissible are all those related to the development
of the microfinance industry, such as for example capacity building, technical
assistance etc
“Would the costs of starting up a revolving fund as a sustainable

services in major urban areas and general grid extension, which would normally be
the responsibility of established utility companies or existing commercial providers,

unless the proposal can clearly demonstrate an added value."
This implies that in order to be eligible a grid-extension activity should clearly have
a local impact (e.g. increase local access rates, etc.) and bring an added value (e.g.
grid extension coupled with generation, innovative approach etc.). The Helpdesk
cannot therefore, provide you with a straightforward answer on whether such an
action would be eligible or not because if submitted your proposal will be examined
in the light of the above mentioned requirements applicable to grid extension.
CDM and the Energy Facility:
“[…] The medium-term purpose of such a project would be to prepare
for submission of a CDM (Clean Development Mechanism) Programme
of Activities for approval. The project would help promote pro-poor
energy efficiency CDM in Africa, support large scaling up, and attract
foreign investment in the form of carbon finance. Of course, we will
need to be mindful of living up to the additionality requirements in
CDM. The question is, whether such an approach is acceptable within
the current call for proposals for the second Energy Facility? Our
reading of the guidelines is that the project would meet all criteria, but
then again, CDM is not mentioned in the guidelines at all.”
“Small-scale project in conjunction with CDM-project: as we plan to
hand in a concept note for a small-scale project the question came up if
it's possible to apply for the EF II in common with a CDM-application to
use the project for getting the certified emission reductions.”
“Is it possible to combine a CDM project according to the Kyoto
Protocol with the EU-ACP-Energy-Facility-II? Of course there will be
no double funding, but the combination of both projects could mean the
utilization of big synergies Can a potential CDM project apply for
support out of the EU-ACP-Energy-Facility-II funds?”
“Can a project, which is planned to be registered as CDM (so as to
harvest CERs), be considered in this call for Proposals or is there any
restrictions in regard of pre-designed CDM projects?”
It is allowed to combine for the same project a grant from the Energy Facility and
carbon credits from a CDM project.
However, please note that, as indicated in the Guidelines of this Call for proposals
(page 14), in the section on co-financing, there are some constraints on the cofunding in terms of availability and period of use:
"This financing is intended to be available and used concurrently with the EC grant.
No retroactivity will be allowed regarding the co-financing. The funds destined for
co-financing must be spent at the same time as those from the EF.
In certain cases, where the principle of the co-financing depends on the effective
selection of the proposal, the co-donor statement will become legally binding for the
co-donor organisation at the latest within four months from the date of provisional
acceptance by the EC of the proposal. The EC grant will be subject to this precondition. Should this pre-condition not be fulfilled, then the EC’s provisional
acceptance and the related award of grant will be null and void."
In the case of a CDM project, if you want the CER to be considered as eligible cofinancing for the project proposed to the Energy Facility, it would mean that :
- the CDM-application must be well advanced at the time the Concept Note is
submitted
- at the time the detailed proposal is submitted, the project must be approved by the
Designated National Authority

Section 2.1.1 of the Guidelines specifies that "The applicant will act as the lead
organisation and, if selected, as the contracting party (the “Beneficiary”)." This
means that, if its proposal is selected, the applicant will be the only contractual party
for the Contracting Authority and thus manage all the contractual and financial
relations with the Contracting Authority. However, this does not mean that it is only
the applicant that can sub-contract to sub-contractors. Point 2.1.2 (a) of the
Guidelines stipulates that "Applicants’ partners participate in designing and
implementing the action, and the costs they incur are eligible in the same way as

of using sub-granting within the limits allowed as a means to implement
project funds in the context of the Energy Facility would be

those incurred by the grant beneficiary." In addition, Annex IV "Procurement by
grant Beneficiaries in the context of European Community external actions", section
1 General Principle specifies that the applicable procurement rules "apply mutatis
mutandis to contracts to be concluded by the Beneficiary’s partners."
Usually, a consultant engaged in advising or providing input/review will fall under
the rules applicable to procurement in services, and so to answer your question it can
be considered as a sub-contractor. Section 2.1.2 (c) of the Guidelines states that
"Subcontractors are neither partners nor associates, and are subject to the
procurement rules set out in the standard grant contract." For more information on
the applicable procurement rules, please refer to Annex 6 to the Application form
"Procurement plan" and to the Practical Guide to contract procedures for EC external
actions, which is available on the Internet at this address:

"The applicant will act as the lead organisation and, if selected, as the contracting
party (the “Beneficiary”). This means that if its proposal is selected, the applicant
will be the only contractual party for the Contracting Authority and therefore the

Costs with private partners (1):
Budgets presented in a proposal cover both real costs incurred by the applicant and

“The private partners would like to contribute to the project by
delivering the hardware into the project. Out of the project budget only
around 2/3 of the hardware costs (company invoices) will be reimbursed
to the private partners. The remaining costs would be considered as
"contribution of the private companies". Is this an eligible budget
approach? If so, can we put these hardware cost under Budget item No 6
"Others"? “
Costs with private partners (2): As the EU-ACP EFII is aiming to
"mobilise a larger share of private sector funds", we would like to
understand, how private partners can be involved. It is obvious, that
private companies will not become partners unless their real costs related
to the project are covered (not a profit).
Question1: Private partners will deliver hardware into the project. The
hardware costs shall be indicated in the budget. How can we avoid that
the hardware must be tendered and must be considered as
subcontracting? We have found in the ANNEX II of the Guidelines: §
14.2. ......, the following direct costs of the Beneficiary and its partners
shall be eligible "purchase or rental costs for equipment and supplies
(new or used) specifically for the purposes of the Action, and costs of
services, provided they correspond to market rates"
its partners and costs related to the subcontracting of certain activities (services,
supplies and works).
Eligible costs must comply with the rules described in the Guidelines of the call for
proposals in their article 2.1.4. (Eligibility of costs), which refer to the General
Conditions of grant contracts. In a nutshell, eligible costs must correspond to costs
really incurred and may therefore not comprise profit. Participation under
commercial conditions (i.e. for-profit) in the implementation of the project is
restricted to subcontractors.
In principle, applicants and partners may not also be subcontractors (e.g. suppliers),
as subcontracting is restricted to companies selected through procurement
procedures.
Applicants and partners can cover their real costs, without making profit. In practical
terms, in the case they want to supply hardware for the project, this means that they
should be able to provide the evidence that the costs they claim are actual production
and delivery costs (costs that have really been incurred and do not include a share of
profit). In this case, the equipment costs described in the budget for that hardware
should be these actual costs and not the market prices. Heading 6 could be the
relevant part of the budget for this equipment.
Question 2: Thus, can we put the equipment costs for the purpose of the
Action on market prices (company price list) under Budget item No 6
"others"?
“Can eligible indirect (i.e. overhead) costs include, within the 7% limit
as per section 2.1.4(c), such cost incurred prior to the submission of an
application?”
Point 2.1.4 "Eligibility of costs: costs which may be taken into consideration for the
grant" makes a reference to Annex II, General Conditions applicable to European
Union-financed grant contracts for external actions. Article 14 of the Annex II states
that in order to be eligible, costs should inter alia be "incurred during the
implementation of the action". Therefore, eligible indirect (i.e. overhead) costs
cannot be covered by the grant if incurred prior to the submission of an application.
On the other side, the indirect costs incurred in carrying out the action may be
eligible for flat-rate funding fixed at not more than 7% of the total eligible direct
costs. As a flat-rate, these costs must not be supported by specific evidences.

"Contribution in kind" is a non-monetary contribution to an action, which can be
assigned a monetary value. One example could be voluntary work for the project
from the local community (for sure this has a monetary value but as there is no
formal contract, it may be valued only approximately). The reason why such
contributions are not eligible under this Call for Proposals is the fact that it is
difficult to assign to them an exact monetary value (it will not be objective and
uniform), which makes it difficult to accept them in the proposed budget of the
action. The example you have given, if the applicant pays from its own funds the
salary of the project coordinator represents effectively "contribution in staff",
because it has a given monetary value that will be defined by the contract between

the applicant and the project coordinator. So it can be indicated in the budget of the
proposal with this value.

corresponding answers so that all applicants can have access to the same

There are no specific country quotas in the Energy Facility's Call for Proposals. All
countries are equally considered for within the Energy Facility.
Regarding the promotion of the Energy Facility, both the EC Delegations and the
Energy Facility Unit have done various dissemination seminars in some countries,
according to the limited human and financial resources both of Delegations and the
Energy Facility Unit for this type of activities. More information on these seminars is

The Annex A "Annex A CN - Summary data table.xls" has enough space for
introducing main information of 3 partners of the Action (from field nr. 9 to field nr.
20). In case the Action has more than 3 partners, the Applicant must include the
information related to the rest of the partners in line 21. Line 21 has space to
introduce the names of a large number of partners (1.024 characters can fit in a cell),
despite when Annex A is printed it may happen that not all the information may
appear on the paper version, the electronic information will still be in the cell. It is
for this reason, that Annex A to the Concept Note must be submitted in electronic
version, as specified in section 2.2.2 "Where and how to send Concept Notes" of the
Guidelines.
In order to fill in field nr 2 in Annex A (Component) please select the cell and then
go to the right side of the cell and select the arrow which is pointing down. A pulldown menu will appear and you can either select component 1 or component 2.

The Instructions for the Drafting of the Concept Note provided on p.6 of the
Application Form should be read together with section 2.2.1 of the Guidelines. The

According to point 2.2.5 (b) of the Guidelines, the co-donor statement is required to
be submitted by the applicants provided they are invited to submit a full application
following the pre-selection of their concept note. The co-donor statement is therefore
required to be submitted only at the stage of the full application submission.
However, point 2.2.1 of the Guidelines requires that when submitting their concept
notes, applicants should provide an estimate of the total costs of the action together
with the amount of contribution and percentage requested from the Contracting
Authority. Applicants should also provide an outline of their financial plan. In
addition, it is required that the detailed budget that applicants should submit at the
full application stage may not vary from their initial estimate (submitted at the
concept note stage) by more than 20%. This means that at the stage of the concept
note, applicants should already have a reasonable appreciation of their financing and
co-financing possibilities even if this will be formally verified at a later stage.
The Energy Facility is meant to have a financial leverage effect by making applicants
mobilising funds from different sources.
As far as the PPP is concerned, the Energy Facility may support actions involving
PPP or other forms of private sector participation from international to the local
level. Innovative ways to leverage private and commercial funding will be analysed
under the overriding principles of affordability and benefits to users/citizens and
compliance with the 10th EDF financial and contractual rules.

exact deadline is; is courier service considered “hand-delivery”, thus
deadline for arrival is 05/02/2010?”
For the purpose of the application of the grant, is it allowable for the
lead applicant to allow one of its project partners to act as intermediary
between the lead applicant and the commission for the application for
the grant?
The courier service is not considered as "hand delivery". The deadline for sending
proposals under the courier is the 01/02/2010.
If an applicant is in or travels to Brussels and gives in the proposal directly without
using the courier, this is considered as hand-delivery. He can do so until the
05/02/2010.
According to point 2.1.1 (1) of the Guidelines, "The applicant will be directly
responsible for the preparation and management of the action, not acting as an
intermediary (without prejudice to the usual implementation methodologies of
International Organisations). The applicant will act as the lead organisation and, if
selected, as the contracting party (the “Beneficiary”)." This means in practice that it
is the applicant that shall be responsible for the preparation and the submission of

grant application to the Commission under this Call for Proposals and if selected, it
will be again the applicant that shall act as the contracting party under the grant
contract concluded with the Contracting authority (European Commission). In view
of the above, the applicant cannot be replaced by one of its partners for the purpose
of the preparation and management of the action, nor for the conclusion of a
subsequent grant contract with the Contracting authority, should its proposal be
approved under the present Call for Proposals.

The main steps are the following:
- Registration in PADOR, which is an online database available at the following
link. The registration is compulsory.
- Preparation by the applicant of a maximum 6 pages Concept note. The latter has to
be sent by the 1st of February 2010 (please consult the Guidelines page 16-18 English
version). There is not a specific template for the concept note, however in drafting it
you have to follow the instructions indicated in the Application form (Part A)
available at the following link.
- The Concept notes will be assessed by a committee of assessors. The selected
projects will be invited to submit a Full application form.
Please consult the Guidelines, page 28-29 for an indicative timetable concerning the
above mentioned steps.

Co-donor statements are asked for at the time of full proposal
submission and at the latest 4 month after the award notification. The
"legally binding" nature of these statements is mentioned in the
guidelines of the call. Although intentions of financing can usually be
secured, legally binding commitment for a four year duration project are
usually impossible to get due to the annual planning of most
organisations, and particularly of NGOs.
The past experience with the Water and the Energy Facilities did not confirm
particular difficulties in getting a commitment from potential co-donors for a multiannual period.
Call for proposals vs Pooling mechanism:
In fact, the Pooling Mechanism and the Call for Proposals are two separate
instruments. As for the Pooling Mechanism, the detailed guidelines have not been
established so far. This instrument should start operation by mid-2010. We suggest

Votre question porte sur la stratégie que vous devez adopter pour avoir la meilleure
chance que votre projet soit accepté (projet petit avec cofinancement assuré ou projet
plus grand avec une partie du cofinancement restant à mobiliser) et vous
comprendrez qu'il nous est difficile de faire le choix à votre place.
Nous pouvons par contre rappeler et expliciter les contraintes portant sur les
cofinancements des projets (cf. section 2.1.4 des Lignes directrices de cet Appel à
propositions de la Facilité Energie). Le cofinancement "doit être disponible et être
utilisé simultanément avec la subvention CE" et "Aucune rétroactivité ne sera
autorisée en ce qui concerne le cofinancement.".
"Dans certains cas, lorsque le principe du cofinancement dépend de l'attribution
effective de la subvention, la déclaration de codonateur deviendra légalement
contraignante au plus tard quatre mois après la sélection de la proposition."
L'évaluation des propositions détaillées devrait être finalisée vers septembre 2010,
les cofinancements devraient donc être prouvés début 2011 au plus tard.
Il est clair par ailleurs que le rapport coût-efficacité est un critère important pour la
sélection des projets.

It is not possible to discuss the content of your proposal with the Helpdesk. The
Helpdesk function is to answer questions related to the meaning of the text of the
Guidelines documents.

What is relevance?
“I would like to ask a clarification about the question, in the concept
note, of the “Relevance of the action needs and constraints of the
country/region to be addressed in general, and to those of the target
groups and final beneficiaries in particular”, in part 1.
For example, for a solar energy project, do we need to explain how
bringing energy is a solution to development issues, or why solar energy,
rather than wind for example, is relevant to tackle those issues? It is then
not only about why the action brings solutions, but how the way the
action is done brings solution.”
The evaluation criterion "relevance" provided alongside the other evaluation criteria
(notably effectiveness and feasibility of the action and sustainability of the action) in
part 2.3 of the Guidelines "Evaluation and selection of applications" has the
objective to evaluate the relevance of the applicant's proposal to the objectives,
priorities and policy recommendations of the Call for Proposals as defined in part 1.2
of the Guidelines, the relevance of applicant's capacity and experience to specific
action proposed, and the relevance of the action needs and constraints of the
country/region to be addressed in general, and to those of the target groups and final
beneficiaries in particular.
It remains up to the applicant to decide how exactly to demonstrate the relevance of
its action to the specific needs of the country/region where the project is planned to
be implemented and to the needs of the final beneficiaries, taking into consideration
the specific objectives and priorities of the present Call for Proposals. However,
please note that the more focused, specific and concrete the information provided by
the applicant is, demonstrating clearly the relevance of its action, the easier it will be
to evaluate the applicant's proposal for compliance with the relevance criterion.
The Helpdesk cannot give you a concrete guidance on how to proceed in order to
demonstrate the relevance of your proposal because this will breach the equality of
treatment between the candidates in the present Call for Proposals.
What is sustainability?
“On Part A. concept Note I. Instructions for the drafting of the Concept
Note, item 3. Sustainability of the action, you are requesting us to “give
the main preconditions and assumptions during and after the
implementation phase”. Kindly elaborate a little more or give an
example since we don’t understand what shall be reported here.”
As explained in the Application form provided with the Guidelines of this Call for
proposals, the sustainability of the action must be understood in terms of economic,
social and environmental aspects (the 3 pillars of the sustainable development).
Once you have identified the risks in this regard (first item in this section
"3. Sustainability of the action"), you should propose the measures and preconditions
to limit these risks.

help you to better prevent social and environmental risks

Unfortunately it is not possible to give you an example of "good" Concept Note.
