Voix-off :
Like these holidaymakers, every year millions of European citizens travel
throughout Europe. And during their holiday, thousands of people need urgent
medical care. This can be quite a difficult process if you don't have the right
legal documents.

« When patients carry a European health insurance card, it makes our work
easier."
(Description des images : Bruxelles, Belgique, présentation par Chris Segaert

l’Europe et des autres pays concernés.)
Voix-off : This is the Magic key. The front of the card is identical no matter
which member state issues it. This allows it to be recognized immediately by
healthcare professionals. The European Health Insurance card is valid in the
27 member states as well as in Switzerland, Lichtenstein, Norway and Iceland.

« The European health insurance card was introduced in June 2004. It
1
replaced a number of forms, such as E111, E110 and E119 for health
insurance, and E128. It gives access to medical care during a short stay in
another member state.»
00:03:07 00:14:07
(Description des images : Marbella, Espagne, touristes le long de la plage.)
Voix-off : Unfortunately, some European citizens do not yet know that the card
exists.
Micro trottoir : Why should i know about it ? I’ve never seen it, never. Health
insurance card ? No. No i don’t know what it is. No lo so que cosé. I don’t have
it but I have heard about it. You mean the E111 ? For hospital is it ? You can
get it for a short time, i think. We have got it. But it looks different. Yes we have
got that. Yes, we have got them. I just changed it to a new one, because last
year I had to pay like 150 euros to get some antibiotics in Sweden.»
00:03:18 00:14:18
(Description des images : Bruxelles, Belgique, bureau Inami, Chirs Segaert

Voix-off : The European Health Insurance card proves that the holder is
properly insured and also how long the cover lasts. It is not a medical card
because it doesn’t contain personal medical data.

« The card does not cover scheduled care. If you travel abroad for medical
treatment or to buy medicines, you'
re not covered by the European health
insurance card. »
(Description des images : Stockholm, Suède, caisse d’assurance maladie,

Voix-off : This is Stockholm in Sweden. Each member states organises the
distribution of the European card on its territory but in some rare exceptions it
can be obtained at the Social Health Insurance agency itself. Here, you can at
least get information about the card and how to obtain it.

Voix-off. A few days later you receive the card in your letterbox. It’s valid no
matter whether you are travelling as a tourist or on business. It's also useful for
people who are studying abroad for a short period. The card bears the name of
the holder and is therefore personal.

« I had an accident during my holidays so I have come to hospital. With my
European card it has not cost me a penny. »
(Description des images : Bruxelles, Belgique, étudiante à une consultation

Voix-off : Reimbursement for medical care varies according to legislation in de
country in which the patient finds himself. Charges are high in some countries.
In Switzerland for example, non-presentation of the card involves the
application of a private tariff which is more expensive and non-reimbursable

« The card allows good collaboration between member state institutions to
reimburse the care provided to people abroad when they return to their
country.»

Voix-off : In short, don't travel to another member state without your European
Health Insurance card. It is free, but it can save you a lot of expense.

Voix-off : Today, more than 170 million people carry a European Health
Insurance card. But many European citizens still do not know of the existence
of this document which really does simplify medical and administrative
procedures.

Voix-off : The European Health Insurance card shows that the holder is
properly covered and for how long the cover lasts The personal information
contained on the card is the surname and name of the cardholder, his or her
personal identification number for medical insurance and date of birth.
However, The European Health Insurance card does not provide travel
insurance. It is not a medical card and does not include any personal medical
data.

« Remember that the card gives direct access to a care provider. The care
package covered by the card consists of necessary care, depending on the
nature of the care and the duration of the stay. It definitely does not cover
scheduled care. If you travel abroad for medical treatment or to buy medicines,
you'
re not covered by the European health insurance card.»

Voix-off: This is Stockholm in Sweden. Each member state organises the
distribution of the European card on its own territory and it can usually be
obtained at the national social health insurance agency or equivalent institution.
Here, you can at the very least get information about the card and how to
obtain it. In Sweden, as in other member states, there are various ways of
requesting the card: you can do it by Internet for example.

The European health insurance card is free and easy to order. On the Internet,
by phone or by text message. You receive it in your letterbox in about one
week. When you use the card, the same conditions apply as for local residents.
You pay the same as they do.»

Voix-off: A few days later, Ingrid does indeed receive the card in her letterbox.
It is valid whether you are traveling for holidays or on business. It is also useful
for people who are studying abroad. Any insured person, (that is to say
anyone who is covered by a legal social security system or by a national health
system in a member state) has the right to have a European Health Insurance
card. It is free, personal and individual.

Voix-off : Back to Marbella. This English tourist’s leg is injured and he needs
medical care. Fortunately Jeremy Ritchie had applied for his European card
before leaving on holiday. And it was a good idea. With it, in Spain, healthcare
is entirely free of charge

European card it has not cost me a penny. It’s fantastic»
(Description des images : Bruxelles, Belgique, étudiante demande un certificat
de remplacement par téléphone.)
Voix-off : A stopover in Brussels, Belgium. Julie is a French student taking part
in the Erasmus exchange programme. She has to see a doctor. Unfortunately
she has lost her European Health Insurance card. But that is not really a
problem.
00:10:59 00:21:59

ve lost my health insurance card, would it
be possible to have a replacement document please?».
00:11:07 00:22:07
(Description des images : Bruxelles, Belgique, étudiante reçoit son certificat de

Voix-off : The temporary certificate replacing the European Health Insurance
card can then be sent by fax or e-mail.

ITW Chris Segaert, National Institute for Health and Invalidity Insurance,

« When you lose or forget your card, in most cases you can simply call your
health institution to request a replacement document. It gives you the same
rights as the European health insurance card. »
(Description des images : Bruxelles, Belgique, étudiante va à une consultation
médicale, prise de sang et de tension.)
Fees for medical care and their reimbursement vary according to the legislation
in the country in which the patient receives the card. It can be particularly
expensive in some countries. In Switzerland for example, not presenting the
card or replacement form to the doctor or hospital can lead to a private tariff
being applied, which is more expensive and non-reimbursable.

The card allows good collaboration between member state institutions to
reimburse the care given to people abroad when they return to their country. In
the future, we'
ll be entering the electronic age with links to urgent medical
details. This will improve the card'
s operation. »
(Description des images : Bruxelles, Belgique, étudiante quitte l’hôpital,

Voix-off: The message could not be clearer. Do not travel to another member
state without your European health insurance card. If you lose it, ask for a
temporary replacement certificate. These documents facilitate access to
medical care. They are free to obtain. But they can save you a lot of expense.
