1.
ABOUT ILTC-UP
1.1
The Intermediate and Long-Term Care sector – Upgrading Programme (ILTC-UP) is
administered by the Agency for Integrated Care (AIC). ILTC-UP is a scholarship
programme for nursing and allied health staff in the ILTC sector to pursue a Degree
in Nursing or Allied Health disciplines. The programme supports capability building
for staff and ILTC institutions and enhances the attractiveness of a career in the ILTC
sector.
1.2
Interested staff should approach their management to discuss opportunities for
upgrading through ILTC-UP. Applicant must have the support of his/her employing
ILTC institution when applying for this programme.

2.
APPLICATION
2.1
OVERVIEW
2.1.1
ILTC-UP is targeted at in-service nursing and allied health professionals in the ILTC
sector to pursue a degree programme, through the provision of a scholarship.
2.1.2
The list of pre-approved degree programmes can be found in Annex A.
2.1.3
The scholarship application exercise is opened from January to December within
each calendar year. There will be two cut-off dates for processing of applications
and approval:

2.1.4
Shortlisted applicant shall be invited for an interview with the ILTC-UP Selection
Committee.
2.2
FUNDING CRITERIA
2.2.1
Under ILTC-UP, the funding support for the scholarship is as follows:
2.2.2
a)
90% of the programme fees and other compulsory fees (as stipulated in
Annex B);
b)
75% of the locum cost per awardee (up to 2,304 hours, equivalent to 12
months); and
c)
Study Allowance of up to S$2,000.
Detailed breakdown of the sponsorship items is appended in Annex B.

2.3
ELIGILBILTY CRITERIA FOR APPLICANTS
2.3.1
ILTC-UP application is open to nursing and allied health staff who meet the
following criteria:
a)
Applicant must be a Singaporean or Permanent Resident (PR);
b)
Applicant must be either a Nurse or Allied Health Professional (full-time or
part-time), preferably with two (2) years of relevant work experience in the
healthcare and/or ILTC environment; and
c)
Applicant must have the support of the employing ILTC institution.
2.4
APPLICATION REQUIREMENTS FOR DEGREE PROGRAMMES
2.4.1
The objectives of the degree programmes must be in-line with the strategic
manpower requirements in the ILTC organization and sector.
2.4.2
Applicant must have either applied or admitted to the training institution and/or
degree programme but must not have started the degree programme at the point
of application for ILTC-UP and prior to the outcome of the application.
2.4.3
Applicant may be awarded with a provisional approval if their application is still
pending admission to the training institution.
2.4.4
Once the admission to the training institution is confirmed, the applicant must
inform ILTC-UP Secretariat on his/her admission to the training institutions within
14 days from the date of confirmation of admission.
2.4.5
Any other programme or institution outside the pre-approved list, outlined in
Annex A, will be considered on a case-by-case basis.
2.5
SUPPORT FROM ILTC INSTITUTION
2.5.1
All applications must be supported by the employing ILTC institution. By virtue of
such endorsement, the ILTC institution will be considered to have demonstrated
support in the applicant’s advancement of his/her training (including providing
coverage for his/her duties during the period of training) and commits to
providing the necessary resources to support the applicant to complete the
Degree programme.

2.6
ELIGILBILTY CRITERIA FOR ILTC INSTITUTIONS
2.6.1
ILTC institutions, which meet any of the following criteria, can apply for ILTC-UP
for their staff:
a)
ILTC institutions that are operated as Voluntary Welfare Organisations (VWOs)
registered as charities with MOH or receive funding for the provision of ILTC services
from MOH; or
b)
Private ILTC institutions receiving portable subsidies from MOH; or
c)
3rd party service providers with Institutions of Public Character (IPC) status, providing
supporting healthcare services to VWOs providing ILTC services, as above.
2.6.2
Intermediate and Long-Term Care (ILTC) is defined as the range of healthcare
services outside of acute hospitalisation which patients may require after an acute
hospitalisation when acute medical conditions of patients have stabilised. It
includes sub-acute and longer-term rehabilitative care (e.g. services provided by
Community Hospitals), long-term nursing care (e.g. services provided by Chronic
Sick Hospitals, Nursing Homes, Home Nursing), care of terminally ill patients, (e.g.
Inpatient Hospice Care, Home Hospice Care), rehabilitation services in the
community (e.g. Day Rehabilitation Centres for Elderly), community mental health
services (e.g. Dementia Day Care Centres), psychosocial rehabilitation (e.g.
Psychiatric Day Care Centres, Psychiatric Day Care Homes), renal dialysis services
and such other services as deemed appropriate by MOH.
2.7
BUDGET
2.7.1
Application shall include a detailed proposed budget for funding. Upon approval
from the ILTC-UP Selection Committee, items not provided for in the proposed
budget will not be reimbursed.
2.7.2
Goods and Services Tax (GST) shall not be funded if the applying institution is a
GST-registered entity.
2.8
EVALUATION
2.8.1
All applications received shall be checked for completeness and accuracy by the
ILTC-UP Secretariat. Incomplete application will not be accepted.
2.8.2
Applicant shall provide more supporting documents as and when required by the
ILTC-UP Secretariat.

2.8.3
All applications shall be evaluated by the ILTC-UP Selection Committee. The
Committee comprises professionals from the nursing and allied health services
sector, ILTC sector and appointed representatives from MOH and AIC.
2.8.4
Evaluation of the application is based on several factors including, but not limited
to, working experience and qualifications of the applicant, staff performance, the
benefits of the Degree programme to the staff and supporting ILTC organisation,
and recommendation from employing ILTC institutions.
2.8.5
The ILTC-UP Selection Committee reserves the right to reject any application if it
does not meet the eligibility criteria and requirements as stated in the ILTC-UP
Funding Guide, or the Applicant fails to furnish sufficient information.
2.9
AWARD
2.9.1
Application that has been approved is based on the information provided. Any
request for changes to be made, e.g. revisions to the supported budget, increase
of programme fees, change of programme or training provider, deferment of
training date, must be communicated to ILTC-UP Secretariat through email as
soon as practicable. Any request for changes will be assessed and approved by AIC
and the Selection Committee, as necessary.
2.9.2
The applicant and the supporting ILTC institution shall acknowledge and accept
the ILTC-UP scholarship by signing the Letter of Acceptance within 14 days after
being informed of the approval. Thereafter, the offer of scholarship is deemed as
lapsed.
2.9.3
Applications that are not supported by the Selection Committee will be
communicated to the applicant and the ILTC institution within 30 days of decision
by the Selection Committee.
2.9.4
The applicant must embark on the degree programme within the stipulated date
stated on the Letter of Award.
a) In the event where the applicant is unable to embark on the degree
programme on the stipulated date, notification must be given to the ILTC-UP
Secretariat through email as soon as possible. The award will then be deemed
as lapsed and a new application must be submitted.
b) In the event where the applicant is unable to continue the degree programme
during the study period, the applicant must first seek the approval from the
school for deferment. Justification and notification of deferment must be
given to ILTC-UP Secretariat through email within 14 days from the approval
from the school. Only cases with valid reasons will be considered for
deferment, subject to approval from the ILTC-UP Selection Committee.

2.10
BOND
2.10.1
Successful applicant, who will be referred to as “awardee”, shall be bonded to the
ILTC Institution. Duration of the bond will be determined by the length and cost of
the programme.
2.10.2
Bonds are administered to ensure that the awardee serve a reasonable length of
time in the ILTC Institution to practise and impart knowledge/skills acquired from
his/her training. The bond periods are as follows:

2.10.3
The bond period between the ILTC institution and awardee will be stated by AIC in
the Letter of Award. Awardee who is on part-time working arrangements will
have his/her bonds adjusted commensurately. The ILTC institution will prepare
and execute the “Bond Deed” with the awardee and shall submit a certified true
copy of the “Bond Deed” signed by the awardee to the ILTC-UP Secretariat within
14 days of the awardee accepting the ILTC-UP award but before the
commencement of the degree programme.
2.10.4
The ILTC institution shall notify the ILTC-UP Secretariat as soon as practicable if
the awardee is suspended by the ILTC institution from his duties, resigns from
his/her employment during the duration of the programme and/or the bond
period or has his/her employment terminated by the ILTC institution for whatever
reasons. In the event when the awardee is unable to fulfil the bonded period with
the ILTC institution, the ILTC institution shall reimburse to the ILTC-UP Secretariat,
the monies paid to the ILTC institution for the award, prorated by the number of
completed months of the bonded period served by the awardee. Any period
which is less than one completed month shall be disregarded for the purpose of
calculating the monies to be repaid by the awardee. For the avoidance of doubt,
the ILTC institution may, in its discretion, recover damages from the awardee for
not fulfilling the bonded period, but regardless of whether such damages are
recovered by the awardee, the ILTC institution shall be fully responsible as set out
in this paragraph.

3.
MONITORING & REPORTING
3.1
ROLE OF AWARDEE
3.1.1
The awardee shall adhere to the requirements under the ILTC-UP funding and
that of the supporting ILTC institution’s policies. The awardee shall comply with
the all programme requirements necessary to complete the Degree.
3.1.2
The awardee shall provide regular feedback to ILTC-UP Secretariat related to
his/her training, such as: (as and when requested)
a)
Feedback on training institution and degree programme attended; and
b) Feedback on the ILTC-UP programme, e.g. if funding is sufficient, availability
of ILTC institution’s support, gaps/areas that can be considered for funding.
3.1.3
The awardee shall update and seek approval from the supporting ILTC institution
and the ILTC-UP Secretariat for any deviation from the original approved
application e.g. change of programme date/training institution. The ILTC-UP
Secretariat reserves the right to reject the application if it is not notified of such
changes prior to the start of the training or if the new programme does not fulfil
the ILTC manpower requirements. Any change will need to be approved by ILTCUP Selection Committee.
3.1.4
The awardee shall fulfil his/her employment as stipulated in the bond deed with
the ILTC institution. During the bond period, the awardee is not allowed to take
on other work outside of the supporting ILTC institution. The ILTC-UP Secretariat
reserves the right to recover any liquated damages from the ILTC institution in the
event that the following terms and conditions are not adhered to by the awardee:
a) The awardee must submit to the ILTC-UP Secretariat their term transcripts
after every semester and the final graduation degree certificate;
b) The awardee must submit a post-training report and an evaluation form
(http://www.aic-learn.sg/iltcupmore/) to the ILTC-UP Secretariat within 1
month after completion of degree programme; and
c)
The awardee must complete the Degree programme.

3.2
ROLE OF ILTC INSTITUTION
3.2.1
The ILTC institution shall co-fund 10% of programme fees. If a locum is employed
to cover the duties of the awardee, the ILTC institution shall co-fund 25% of the
cost.
3.2.2
The ILTC institution shall provide the necessary arrangements in the awardee’s
work in its support of his/her training under the ILTC-UP to ensure satisfactory
completion of the degree programme by the awardee.
3.2.3
The ILTC institution shall ensure that the awardee submit his/her transcripts or
reports to AIC after every semester and end of study.
3.2.4
The ILTC institution shall ensure that the awardee adheres to the requirements
under the ILTC-UP funding policy.
3.2.5
The ILTC institution shall ensure that the awardee serves the duration of the bond
as stipulated in the Letter of Award.
3.2.6
The ILTC institution shall inform AIC as soon as practicable of any material
changes related to the awardee: such as significant changes in the awardee’s
employment terms in the ILTC institution, misconduct or discipline issues.

4.
REIMBURSEMENT
4.1
CLAIMS SUBMISSION
4.1.1
The ILTC institution is to submit all claims within 3 months from the date of
payment of programme fees using the prescribed Claim Form provided by AIC.
Incomplete and late claims will not be accepted. Claims form is to be endorsed by
the ILTC institution’s Chief Executive Officer or Chief Finance Officer or equivalent
prior to submission to AIC.
4.1.2
Awardee, who is submitting claims under the Study Allowance, is to submit in the
prescribed Claim Form and receipts within 3 months from the date of purchase.
Incomplete and late claims will not be accepted.
4.1.3
Only original or certified true copies of the required documents for claims are
accepted by the ILTC-UP Secretariat.
