The New Brunswick Police Association (NBPA) makes a
significant contribution to our quality of life and provides
exemplary service for all of us. Your efforts in bringing
attention to the serious issue of bullying in this year’s guide
are critically important to the well-being of our youth and
students throughout the province. In communities all over
New Brunswick, the police force is active in helping our
youth and working closely with them by being present in
schools, participating in athletic programs and working with
organizations that provide special services to youth. Police
officers encourage respect and civility, while setting an
example for all by building on our reputation of caring for
each other. They are dedicated to safeguarding those things
that make us unique: shared values, support of cultural
diversity and celebration of our heritage.
L’Association des policiers du Nouveau-Brunswick (APNB)
joue un rôle important dans la qualité de vie des résidents du
Nouveau-Brunswick et fournit à ces derniers des services
exemplaires. Les efforts déployés par l’APNB dans le guide de
cette année en vue d’attirer l’attention de la population sur la
grave question de l’intimidation s’avèrent cruciaux pour le
bien-être des jeunes et des élèves de l’ensemble de la province.
Partout au Nouveau-Brunswick, le service de police joue un
rôle actif dans le but d’aider les jeunes, en plus de collaborer
étroitement avec eux en étant présents dans les écoles, en
participant à des programmes sportifs et en travaillant avec des
organismes qui fournissent des services spéciaux à la jeunesse.

It is our government’s belief that families deserve to be
protected in their homes, work or study environments, and
within their communities. Easy access to the justice system
is an important part of that protection. In this regard, we are
working on several initiatives to ensure the safety and
security of our youth and will establish a provincial task
force to address a number of issues and to tackle the
growing problem of online child predators. We need the
continued support and cooperation of organizations like the
NBPA to accomplish our goals. I commend the NBPA and
its membership for your dedication to serve and protect.

méritent d’être en sécurité dans leur foyer, dans leur milieu de
travail ou d’étude, ainsi que dans leur collectivité. Pour y

l’appui constant et de la coopération d’organismes tels
que l’APNB pour atteindre nos objectifs. C’est pourquoi

servir et à protéger les résidents du Nouveau-Brunswick.

Association.

By focusing on the critical issue of bullying
in this year’s NBPA guide, your association
has hit upon a theme that our government
intends to address with direct action. Our
government is enhancing anti-bullying
programs by working with principals, parents,
teachers, students and law enforcement on a
multi-approach strategy to adapt best
practices that will make our schools safer,
more inclusive and more supportive learning
environments.
En mettant l’accent sur le grave problème
que constitue l’intimidation dans son guide
de cette année, l’Association a mis le doigt
sur un problème contre lequel le
gouvernement du Nouveau-Brunswick
entend lutter concrètement. En vue
d’améliorer les programmes de lutte contre
l’intimidation, l’administration provinciale
collabore avec les directeurs d’école, les
parents, les enseignants, les élèves, ainsi que
les organismes d’application de la loi pour
dresser une stratégie multidimensionnelle
visant à adapter les meilleures pratiques au
milieu scolaire afin de rendre les écoles de la
province plus sécuritaires et à y instituer un
climat d’apprentissage où tout le monde se
sent à l’aise et appuyé.
Our strategy will include adopting new tools
and resources for dealing with behaviour
issues, tougher rules for dealing with bullies
and more support for victims.
We are doing this because our government is
about people – respecting people and
involving people. We take great pride in the
strength of a vision that includes
meaningfully engaging communities and
community organizations in matters that
affect their daily lives.
The New Brunswick Police Association is a
critical stakeholder and partner in that
process. You are in the front line of service
delivery, and I look forward to working with
your membership through the coming years
as we identify ways that can improve our
justice system for the betterment of all New
Brunswickers.
La stratégie comprendra notamment
l’adoption de nouveaux outils et de nouvelles
ressources visant à composer avec les
troubles de comportement, à resserrer les
règles relatives aux personnes qui font de
l’intimidation et à appuyer davantage les
victimes.
Si l’administration provinciale souhaite
prendre ces mesures, c’est qu’elle est axée sur
la population – le respect et la participation
de la population. Les élus provinciaux sont
très fiers du cadre conceptuel qu’ils appuient,
au sein duquel les collectivités et les
organismes communautaires sont appelés à
jouer un rôle actif dans des dossiers qui
touchent leur vie quotidienne.
En tant qu’intervenant et partenaire de
première importance dans cette initiative,

It gives me great pleasure as the President of
the New Brunswick Police Association to
introduce the 2010 Crime Prevention Guide
to all New Brunswickers.
En tant que président de l’Association des
policiers du Nouveau-Brunswick, il me fait
grandement plaisir de vous présenter le
Guide de prévention du crime 2011.

This 23rd Annual Crime Prevention Guide
focuses on Bullying. This subject is a very
serious matter to our communities. Many
school children know all about bullying
because they see it every day! Bullying
happens when someone hurts or scares
another person on purpose and the person
being bullied has a hard time defending
themselves. So, everyone needs to get
involved to help stop it.
Bullying is wrong! It is behaviour that makes
the person being bullied feel afraid or
uncomfortable. There are many ways that
young people bully each other, even if they
don't realize it at the time. On behalf of the
Executive members of the NBPA, I hope
you enjoy this year’s book and that it helps
educate you on Bullying.

traite de l’intimidation. Ce sujet est très
sérieux dans nos communautés. De
nombreux élèves connaissent bien
l’intimidation parce que c’est un fléau qu’ils
voient tous les jours ! L’intimidation a lieu
quand quelqu’un blesse ou effraie
volontairement une autre personne et que la
personne intimidée a de la difficulté à se
défendre. Il est temps de s’engager et d’aider
à y mettre un terme.
L’intimidation est un mal ! C’est un
comportement qui rend la victime effrayée
ou inconfortable. Les jeunes intimident les
autres jeunes de bien des façons même si
parfois ils ne sont pas conscients qu’ils le
font. Au nom des membres de la direction
de l’APNB, je souhaite que vous aimerez le
guide de cette année et qu’il aidera à vous
éduquer sur l’intimidation.

contributions from residents of the
Province and business representatives.

campaign, our New Brunswick Police

programs, in an effort to keep our younger
generation from experiencing the negative

The New Brunswick Police Association hosted
their Annual Benefit Hockey Game, featuring the
Maritime All-Stars, in Moncton on December 16,
2010.
LʼAssociation des policiers du Nouveau-Brunswick
a tenue son bénéfice annuel de hockey du jeu,
avec les Maritime All-Stars, à Moncton, le 16
décembre 2010.
The game was a tremendous success once again
this year, with over $15,000 in proceeds raised for
the community activities of the NB Police
Association, including a generous game-night
donation of $7,500 to Food Depot Alimentaire,
Southeastern New Brunswickʼs Food Distribution.

avec plus de 15,000 $ dans les fonds recueillis

Bullying among our youth is a significant
problem and it is steadily increasing. Many
experts feel bullying has become so
widespread and common that adults are
blinded to its extensive harm.
A bullied child is often powerless to stop the
bullying without outside help. Enlisting the
help of a trusted adult is one of the best
ways for a child to put a stop to the bullying.
Bullying is an everyday occurrence for many
children. Bullying occurs in school
playgrounds every 7 minutes and once every
25 minutes in the classroom.
It is very important to educate our children
on how to deal with bullies whether it is at
school, at home, playground or even on the
internet.
The primary cyber bullying location where
victimizing occurs, at 56%, is in chat rooms.
We must explain to them that it is very
important to notify an adult immediately and
explain what has been happening. Children
who are being bullied are often afraid to
speak out, even to parents or teachers. They
fear that the bullying will get worse if they
tell, and they are sometimes embarrassed that
they are victims.
The best way to help children not become
victims of bullying is by teaching them bullyproofing skills. We can educate our youth on
how to assertively and confidently stand up
to bullying and teasing.
With everyone working together, hopefully
some day we can put an end to bullying.
L’intimidation chez nos jeunes est un
problème qui s’augment constamment. De
nombreux experts considèrent que
l’intimidation est si répandue et si commune
que les adultes sont aveugles à ses dommages
considérables.
Un enfant intimidé est souvent impuissant
face à ce problème sans de l’aide extérieur.
L’obtention d’aide d’un adulte est l’une des
meilleures façons pour un enfant de mettre
fin à l’intimidation. L’intimidation est une
situation de tous les jours pour de nombreux
enfants. L’intimidation a lieu dans les cours
d’école toutes les 7 minutes et toutes les 25
minutes en classe.
Il est très important d’éduquer nos enfants
sur la façon de répondre à l’intimidation, que
ce soit à l’école, à la maison, sur le terrain de
jeu ou même sur l’Internet.
Le principal emplacement pour la cyber
intimidation est dans les salles clavardage où
56 % de la victimisation a lieu.
Nous devons leur expliquer qu’il est très
important d’aviser immédiatement un adulte
et de leur indiquer ce qui se produit. Les
enfants intimidés ont souvent peur de parler,
même aux parents ou enseignants. Ils
craignent que l’intimidation deviendra pire et
ils sont parfois embarrassés d’être des
victimes.
La meilleure façon d’aider les enfants à ne
pas devenir victimes d’intimidation est de
leur enseigner des techniques pour se
protéger. Nous pouvons aider nos jeunes à
résister avec confiance à l’intimidation et aux
insultes.
En travaillant ensemble, nous souhaitons
pouvoir mettre un terme à l’intimidation.

Members of the Bathurst Police Association conducted a Jail and Bail for the Relay for Life over a
4-day period and raised $10,000.

This year, the NBPA would like to make you
aware of Bullying. Bullying is mainly used to
scare and intimidate. Bullies will manipulate
the victims and try to get something out of
them. In the last few years, children have
been made aware about bullying in schools
and in the community. Still, bullying
continues to be a problem in our schools
and our society, and the number of victims
grows each year.
It’s time for everyone to take action and put
a stop to bullying. If you are a victim or
know a victim of bullying, talk to somebody
to show the bullies that there’s no place for
them in today’s society.

Cette année, je prends quelques instants
pour vous sensibiliser sur l’intimidation.
L’intimidation est utilisée dans le but
d’inspirer la crainte à des individus. Elle est
pour la plupart du temps utilisé pour
manipuler et soutirer quelque chose de la
victime. Bien que durant les dernières
années beaucoup de sensibilisation a été faite
sur l’intimidation dans les écoles et dans la
communauté, elle est encore très présente.
C’est donc à nous de dénoncer de tel
agissement afin de contrer les intimidateurs.
L’intimidation peut être verbale ou physique
et souvent les intimidateurs s’attaquent à des
gens vulnérables à ce type d’abus. Les
victimes se sentent souvent seul et n’osent
pas parler du problème. Pour ces raisons,
aujourd’hui mes amis, je vous demande de
garder l’œil bien ouvert sur ce sujet et d’agir
si vous êtes victimes ou témoins de ce genre
d’agissement.

The word ‘bullying’ is often a term used to
camouflage the description of a criminal
offence. There is frequently a misconception
that ‘bullying’ generally takes place in our
school system. While ‘bullying’ does occur
in the school system, a victim of ‘bullying’
may also be found in the work place and in
universities. While various policies are in
place to cover the non-acceptance of
‘bullying,’ reporting of such incidents are
extremely important. A victim of ‘bullying’
could very well be a victim of a physical
assault, threats, unlawful confinement, etc.
For the protection of the victim, these
incidents should not go unreported. In the
Policing community, these incidents are taken
very seriously. Reporting such crimes can be done through
your local Police agency or through your
local chapter of Crime Stoppers. For victims
of ‘bullying,’ every day matters. On behalf of UBC Local 911 and the
Fredericton Police Force, I would like to take
this opportunity to thank everyone for their
continued support to the New Brunswick
Police Association.
As the focal point of the 23rd Annual Crime
Prevention Guide, bullying continues to take
center stage on a global level and continues
to parade its ugly face around communities
everywhere.

Respected Fredericton cop retires after 33 years
It will be a little odd and perhaps a bit crazy, but Ralph
Currie says those are feelings he will get used to as
he prepares to officially hang up his badge Friday.
Ralph Currie is retiring Friday after more than 33
years as a police officer.
The popular constable with the Fredericton Police
Force is saying goodbye to law enforcement after
more than 33 years of chasing criminals.
"It's going to feel weird," Currie said in anticipating a
life away from a uniform. "Some people call it
retirement; some people call it freedom. I am looking
at the freedom - freedom to do things with the family."
During his time on the force, Currie has worked in the
patrol response division, the joint forces drug section,
community policing, the
family services section and

Police agencies are dealing with bullying on a
regular basis, that presents many challenges for
our members. Many of our police officers
lectured students in schools and also parents
through seminars on the issue of bullying.
Bullying can be done by a single individual or
by a group of persons. Gang and Group
Violence committed by some groups of young
people are affecting everyone and some young
people are being pressured to join in.
Some youths and even adults can’t say no or
don’t know how to say no to people that
influence, intimidate and even threaten them if
they don’t do what they are told. Youths have
to be taught at an early age when it comes to
bullying, they have to be able to respond in a
correct manner when faced by a person that
will try to intimidate and or influence them.
People that are victim of bullying or heavy
pressure from gangs need to talk to someone,
a parent, teachers, counselors, coaches,
clergymen or police.
Victims of bullying have to report these this
type of behaviour, if not addressed it could
lead to greater problems such as trouble at
home with their loved ones, in school, and at
work.
People that can’t cope with bullying end up
being depressed and some even think that
there is no way out and they’ll endanger their
health.
Police should be consulted or notified of any
type of bullying, whether it be on a small or
larger scale type of incident. The police
involvement doesn’t have to be a last resort, a
simple consultation can reassure a victim that
they do not have to endure any type of
intimidation or harassment from others.
This year’s book on bullying is aimed at
educating people on this topic. With today’s
technology and access to the internet, people
can find out more information on bullying.

régulièrement contre l’intimidation, ce qui
présente de nombreux défis pour nos
membres. Un grand nombre de nos policiers
ont présenté des conférences aux élèves dans
les écoles ainsi qu’aux parents par le biais
d’ateliers sur l’intimidation.
L’intimidation peut être faite par une personne
ou un groupe de personnes. La violence par
des groupes de jeunes affecte tout le monde et
des pressions sont exercées sur certains jeunes
pour se joindre à ces groupes.
Certains jeunes et même des adultes ne
peuvent pas dire « non » ou ne savent pas
comment dire « non » aux personnes qui les
influencent, qui les intimident ou même qui les
menacent s’ils ne font pas ce qu’on leur
demande. Les jeunes doivent être enseignés dès
un tout jeune âge sur le sujet de l’intimidation.
Ils doivent pouvoir réagir d’une façon
appropriée aux personnes qui les intimident.
Les victimes d’intimidation ou de fortes
pressions de groupes doivent parler à
quelqu’un, un parent, un enseignant, un
conseiller, un entraîneur, un membre du clergé
ou la police.
Les victimes d’intimidation doivent signaler ces
types de comportement. Si on n’y fait pas face
immédiatement, ceci pourrait mener à de plus
graves problèmes à la maison, avec leurs êtres
chers, à l’école ou au travail.
Les personnes qui ne peuvent faire face à
l’intimidation deviennent souvent déprimées et
certaines pensent même qu’il n’y a aucun
moyen de s’en sortir et elles mettront leur
santé en danger.
Il faut consulter ou aviser la police de tout
incident d’intimidation, que ce soit à petite ou
grande échelle. Il n’est pas nécessaire que
l’implication de la police soit un dernier
recours. Une simple consultation peut rassurer
la victime qu’elle n’a pas à endurer toute forme
d’intimidation ou de harcèlement des autres.
Le livre de cette année sur l’intimidation vise à
éduquer les gens à ce sujet. Avec la technologie
d’aujourd’hui et l’accès à l’Internet, les gens
peuvent trouver plus d’information sur
l’intimidation.

Recently there's been much increased
awareness of bullying in schools and while it
may appear that bullying is on the increase, I
suspect there's been little change in the
amount of bullying that goes on in school.
What has changed is that society is at last
beginning to recognize just how vile bullying
is.

Bullying in schools is a problem that can have
negative consequences for the overall school
climate and for the right of students to learn
in a safe environment without fear. Bullying
can also have negative lifelong consequences both for students who bully and for their
victims.

qui peut avoir des conséquences négatives sur
l’environnement scolaire global et sur les droits
des élèves à un milieu sûr sans peur.

Bullying is comprised of behaviors such as
teasing, taunting, threatening, hitting, and
stealing that are initiated by one or more
students against a victim. In addition to direct
attacks, bullying may also be more indirect by
causing a student to be socially isolated
through intentional exclusion. While boys
typically engage in direct bullying methods,
girls who bully are more apt to utilize these
more subtle indirect strategies, such as
spreading rumors and enforcing social
isolation.
L’intimidation comprend des comportements
comme les insultes, les injures, les menaces, les
coups et les vols qui sont infligés à une victime
par un ou plusieurs élèves. En plus des
attaques directes, l’intimidation peut aussi être
plus indirecte en faisant en sorte que l’élève

habituellement les méthodes d’intimidation

The Rothesay Regional Police, in conjunction with
NB Liquor and MADD, held a contest in December
2010. They obtained paper bags from NB Liquor in
Quispamsis and grade-5 students from five local
elementary schools decorated the bags with a MADD
or ʻDon't drink and driveʼ slogan. The winners then had
the opportunity to dress as an elf and ride on Santa's
float in the Christmas parade. The colored bags then
went back to the liquor store and were distributed to
customers during the Christmas season.

Annual Charity Hockey Game, featuring the
Maritime All-Stars, on December 2, 2010.

This year’s guide focuses on bullying. Most
of us think of bullying as a big tough kid
pushing a small kid on the playground or
beating them up after school. Unfortunately
this is still, done but in fact, bullying has
progressed like everything else in our hightech society. Today, people of all ages are
being bullied and harassed via email, text,
Facebook and other social networking tools.
People can be bullied by someone they know
or by a person whom they have never met.
These types of bullying can have everlasting
effects and people should think before
sending or forwarding these types of hurtful
messages.
Ce guide se concentre sur les années
d'intimidation. La plupart d'entre nous
pensent que l'intimidation est un grand
enfant difficile en poussant un petit enfant
sur le terrain de jeux ou les battre après
l'école. Malheureusement, ce n'est encore

planning a 12-team softball game involving more than 150
players which raised over $5,000 to assist with medical
costs for Jacob McCormack (age 9) who has T-cell
leukemia. This event was held at several ball fields in
Woostock in September 2010.

FREDERICTON (CNB) – Almost 7,000 New
Brunswickers will be proudly wearing pink on
Wednesday, Feb. 23 as the province officially takes part
for the first time in national Pink Shirt Anti-Bullying Day.
The Department of Education and Early Childhood
Development has partnered with the Boys and Girls
Clubs of New Brunswick to celebrate the day. A total of
6,848 pink T-shirts, designed by students from St.
Stephen High School, have been sold to businesses,
students, teachers and government employees across
the province in support of the day.
"I am proud to see the growing movement against
bullying taking place within our schools, workplaces and
communities," said Education and Early Childhood
Development Minister Jody Carr. "Bullying is a complex
issue and we must all do our part and work together to
eliminate it."
"The Pink Shirt Day movement started with two
teenagers and it is proof positive that our children and
youth can be the change they want to see," said
Heather Estey, executive director, Boys and Girls Club
of Charlotte County. "The Boys and Girls Clubs of New
Brunswick encourage everyone to build positive
relationships all year, not just on Feb 23. Pink Shirt Day
serves us with that reminder."
All members of the legislative assembly have been
given pink t-shirts and will be visiting their local Boys
and Girls Club on Feb. 23.
Pink Shirt Day began in 2007 after two teenage
students in Nova Scotia took a stand against bullies in
their school by encouraging students to wear pink Tshirts in support of a student who was being bullied.
Since then schools, businesses and communities
across Canada recognize the day.
Boys and Girls Clubs provide a safe, supportive place
where children and youth can experience new
opportunities, overcome barriers, build positive
relationships, and develop confidence and skills for life.
Young people participate in fun, challenging club
programs and activities that encourage healthy living,
personal growth, learning, and community involvement.

When the cycle starts
The cycle of bullying often begins between the ages of
four and 11 when children are forming their own social
identities at school and through other activities. No
matter when it starts, itʼs important to remember that
bullying is not a normal part of growing up. It needs to
be dealt with directly by adults who are willing to
recognize there is a problem and take whatever steps
must be taken to stop it.
The different kinds of bullying
Physical
•Hitting
•Kicking
•Punching
•Pushing/Shoving
•Stealing
Psychological
•Verbal
•Social
•Insults
•Gossiping
•Name-calling
•Rumours
•Threats
•Ignoring
•Comments about how someone looks or talks
•Not including someone in group activities
•Comments about someoneʼs ethnicity
(culture, colour, religion)
Results
• Can hurt a child's body, damage belongings
(clothes, toys, etc) or make a child feel badly
about himself or herself.
• Can make a child feel badly about himself or
herself.
• Can make a child feel alone and not part of
the group.
How to help
If a child comes to you for help with a bullying situation,
he or she may need reassurance as well as practical
advice. Use your judgment about the circumstances
and get as many details as you can. Here are some
things you can say:
If the child is being bullied
- “Stay calm, try to show you wonʼt get upset.
Anger can make things worse.”
- “As soon as you get bullied, find an adult you
trust and tell the adult what happened. It is
your right to be safe.”
- “If you are afraid to tell an adult, ask a friend
to go with you.”
- “Stay close to friends or children you know
will stick up for you.”
- “Stay away from places you know bullying
happens.”
- “If bullying continues, walk away and join
other children or ask someone for help.”
If the child sees someone else being
bullied
- “Speak out, you can help by telling the bully
to stop – nobody deserves to be bullied.”
- “If you are afraid to speak out alone, ask a
friend or many friends to do it with you.”
- “Comfort the person who was hurt, tell them
they donʼt deserve what happened.”
- “If you are afraid or telling them doesnʼt work,
find an adult you trust to help you.”
- “Help children who are bullied. Invite them to
participate in your school activities – this will
help them not feel like they are alone.”
Assurances you can give children:
- “Despite how it seems, it is not a hopeless
situation. Something will be done to stop the
bullying, I will help you.”
- “There is always someone who you can talk
to about bullying, whether itʼs me or another
adult/teacher at school.”
- “Remember, if you walk away and get help,
you are part of the solution. If you stay and
watch, you are part of the problem.”

L’intimidation chez les 4 à 11 ans
Lorsque le cycle s’enclenche
Le cycle de lʼintimidation commence souvent chez les 4
à 11 ans, au moment où lʼidentité sociale des enfants se
forme, à lʼécole et dans le cadre dʼautres activités. Le
moment où lʼintimidation commence importe peu; il est
surtout important de se rappeler que lʼintimidation nʼest
pas un élément essentiel à la croissance. Les situations
dʼintimidation nécessitent lʼintervention directe dʼadultes
qui sont prêts à reconnaître quʼil y a un problème et à
prendre les mesures qui sʼimposent pour y mettre fin.

(vêtements, jouets, etc.) ou lʼamener à se
sentir mal dans sa peau.
•Peut amener lʼenfant à se sentir mal dans sa
peau.
•Peut amener lʼenfant à se sentir seul et exclu
du groupe.
Comment intervenir
Si un enfant vous demande de lʼaide pour résoudre un
problème dʼintimidation, il a peut-être besoin de paroles
de réconfort ainsi que de conseils pratiques. Utilisez
votre jugement en adaptant vos conseils aux
circonstances et demandez-lui le plus de précisions
possible. Voici des exemples de ce que vous pourriez
lui dire :
Si l’enfant est victime d’intimidation
- « Reste calme et essaie de ne pas montrer que
tu es contrarié. En te mettant en colère, tu peux
empirer les choses. »
- « Dès que tu te fais intimider, va voir un adulte en
qui tu as confiance et racontelui ce qui sʼest
passé. Cʼest ton droit dʼêtre en sécurité. »
- « Si tu as peur dʼen parler à un adulte, demande
à un ami de tʼaccompagner. »
- « Reste près de tes amis ou des enfants sur qui
tu sais que tu peux compter pour prendre ta
défense. »
-« Ne va pas dans les endroits où tu sais que tu
peux te faire intimider. »
- « Si lʼintimidation se poursuit, éloigne-toi et va
voir dʼautres enfants ou demande à quelquʼun de
tʼaider. »
Si l’enfant est témoin d’intimidation
- « Interviens en disant à lʼintimidateur dʼarrêter.
Personne ne mérite dʼêtre intimidé. »
- « Si tu as peur dʼintervenir seul, demande à un ou
à plusieurs amis de le faire avec toi. »
- « Réconforte la personne à qui on a fait du tort et
dis-lui quʼelle ne méritait pas dʼêtre traitée comme
elle lʼa été. »
-« Si tu as peur dʼintervenir ou si cela ne
fonctionne pas, demande à un adulte en qui tu as
confiance de tʼaider. »
- « Aide les enfants qui sont victimes dʼintimidation
en les invitant à participer à tes activités scolaires.
Cela les aidera à ne pas se sentir seuls. »
Paroles de réconfort
- « Malgré les apparences, la situation nʼest pas
désespérée. On peut faire quelque chose pour
mettre fin à lʼintimidation. Je vais tʼaider. »
- « Il y a toujours quelquʼun à qui tu peux parler
dʼintimidation; ce peut être moi, un professeur ou
un autre adulte de lʼécole. »
- « Souviens-toi que si tu tʼéloignes pour aller
chercher de lʼaide, tu fais partie de la solution,
alors que si tu restes là à regarder ce qui se passe,
tu fais partie du problème. »

Advice for teens
As children get older, the type and range of
bullying behaviour increases. While
physical, psychological and social bullying
happen among children as young as four,
other bullying behaviour emerges as
children move toward adolescence. For
example, sexual harassment and dating
aggression typically begin in middle
school. No matter what form it takes,
bullying is not a normal part of growing up.
Although situations concerning bullying
often differ and vary depending on the
incident, some common guidelines for
teens to follow are:
• Ignore the bully — Bullies look for big
reactions, so ignore threats, walk away and
go to a place of safety.
• Stand up for yourself – Challenge the
bully to stop in a loud and firm voice, and

back satisfies the bully and is dangerous
because you could get hurt or end up in
trouble.
• Tell an adult – Anyone being bullied or
who sees someone being bullied has to tell
an adult. Principals, teachers, parents and
lunchroom monitors can all help. Itʼs not
tattling, ratting or snitching: calling out a
bully isnʼt telling on someone for something
small — bullying is wrong and it helps
everyone if it is stopped.

used to hurt another person because of his

A problem youth can’t always
solve on their own
Bullying is a power struggle that is difficult to
resolve without the help of an adult. In most
cases, it requires only a few minutes of
intervention to stop, especially if adults act
immediately and in a consistent manner. If you
are present when bullying occurs, talk to those
who are being aggressive. Explain the hurt
they are causing and have them make amends
to those who were harmed. This can break the
cycle.
If a young person tells you someone
is being bullied

and take it seriously even if it seems trivial,
such as name-calling. Youth usually go to
adults with these problems only as a last
resort. In a very small number of cases,
bullying behaviour is a chronic problem
requiring the involvement of families and the
assistance of a health professional.

Lʼintimidation est une relation de pouvoir
difficile à changer sans lʼintervention dʼun

intervention de quelques minutes suffit pour

Bullying Prevention Programs
School-based anti-bullying programs
Canadian students suffer from bullying at school at rates and
frequencies that cannot be ignored. The National Crime
Prevention Centre (NCPC) is committed to providing
information on school-based anti-bullying programs.
Anti-bullying initiative:
Peers and adults who witness bullying behaviour can
intervene to help the victim. Canadian studies on peer
intervention reveal that only a small number of elementary and
middle school students attempted to stop bullying incidents.
Adult intervention rates are similarly low – often because they
are not present when bullying occurs.
• Is well planned: including content development, evaluation
framework and a plan for sustainability.
• Is well planned: including content development, evaluation

• Involves multiple stakeholders: involvement of community
members and organizations increases the level of success.
• Includes students in program development and delivery: this
increases the studentsʼ sense of commitment to and
ownership of the initiative.
• Addresses multiple risk and protective factors: the
intervention works on several levels to reduce multiple risk
factors and reinforce protective factors.
• Provides age-appropriate materials, discussions and time
limits: all elements of the intervention are age-appropriate;
they are easily understood by and relevant to the students.
• Creates a gender-specific approach: this takes the fact that
bullying and responses to anti-bullying initiatives can differ
between boys and girls into account.
• Intervenes when target behaviour is emerging: intervention
occurs early on to reduce the likelihood anti-social behaviours
continue or escalate as children mature.
• Creates a long-term intervention: long-term interventions
generally have a stronger, more lasting impact and result in
more sustainable initiatives than short-term solutions.
The whole school approach
The comprehensive community approach
A study conducted by the World Health Organization, which
surveyed the health behaviours of school aged children
around the world, found that Canada ranked in the middle of
35 countries studied for level of bullying.
Bullying in Canada
Studies have shown that a higher percentage of students
engage in bullying behaviours in middle school and high
school than in elementary school. But, the percentages of
students victimized gradually decreases with age.
Gender differences also exist: elementary school boys report
higher levels of bullying, but lower levels of victimization, than
girls. In middle and high schools, boys reported bullying others
almost twice as much as girls in the same grades.
Handling bullying situations

Successful intervention decreases the amount of bullying in
schools by 20 to 70 percent. Most often, interventions work
best when part of an organized, whole school approach where
an anti-bullying policy and anti-bullying initiatives are put into
effect throughout the school.
Anti-bullying policy:
• Includes a needs assessment: this helps determine the
parameters and extent of the bullying problem before
committing to an action plan.
• Involves multiple stakeholders: development of the policy
should include input from multiple stakeholders to help ensure
commitment to, and respect for, the policy.
• Is formally introduced: the anti-bullying message stated in
the policy must be understood and consistently communicated
by everyone in the school.
• Includes an evaluation: periodic review and revision of the
policy is required for it to remain relevant to the school and
students.
Involving the broader community may enhance the
effectiveness of whole school interventions.
Canadaʼs top five successful bully intervention programs
share these characteristics:
• Intervened at three levels – the whole school population,
students who were just beginning to bully or be bullied and
students with serious bullying or victimization behaviours.
• Addressed the attitudes, behaviours and interpersonal and
emotional skills of students.
• Involved parents in the initiative.
• Involved the larger community.

Programmes de prévention de
l’intimidation à l’école
La prévalence de lʼintimidation dans les écoles
canadiennes est telle quʼelle ne laisse personne
indifférent. Le Centre national de prévention du crime
(SNPC) sʼengage à diffuser de lʼinformation sur les
programmes de prévention de lʼintimidation à lʼécole.
Selon une enquête de lʼOrganisation mondiale de la
Santé concernant les comportements sanitaires
dʼenfants dʼâge scolaire de partout au monde, le
Canada figure au milieu de peloton parmi les 35 pays
participants pour ce qui est du niveau dʼintimidation.
L’intimidation au Canada
La recherche montre que le pourcentage d'élèves se
livrant à des comportements intimidants est légèrement
plus élevé à l'école secondaire qu'à l'école primaire.
Cependant, le pourcentage d'élèves victimes décroît
graduellement avec l'âge.
Il existe également des différences entre les sexes : à
lʼécole primaire, plus de garçons que de filles se livrent
à lʼintimidation, mais moins en sont victimes. À lʼécole
secondaire, presque deux fois plus de garçons que de
filles du même niveau ont déclaré intimider les autres.
Que faire en cas d’intimidation
Les élèves et les adultes qui sont témoins de
comportements intimidants peuvent intervenir afin
dʼaider la victime. Selon des études canadiennes sur
l'intervention des pairs, seul un faible nombre d'élèves
du niveau primaire tentent de faire cesser les incidents
d'intimidation. Chez les adultes, les taux dʼintervention
sont faibles eux aussi. Cʼest souvent parce que les
adultes sont absents au moment de lʼincident.
Approche visant toute l’école
Une intervention réussie diminue de 20 à 70 % la prévalence
de lʼintimidation dans les écoles. La plupart du temps, les
interventions sont plus efficaces lorsquʼelles sʼinscrivent dans
une approche globale et structurée, comportant la mise en
œuvre dʼune politique et dʼinitiatives de prévention de
lʼintimidation à lʼéchelle de lʼécole.
Caractéristiques dʼune politique en matière dʼintimidation
• Comprend une évaluation des besoins : Cette évaluation
aide à déterminer les paramètres et lʼétendue du problème
dʼintimidation avant lʼadoption dʼun plan dʼaction
• Met à contribution divers intervenants : La participation de
plusieurs intervenants à lʼélaboration de la politique contribue
à assurer lʼapplication et le respect de la politique.
• Est présentée officiellement : Le personnel de lʼécole doit
comprendre et communiquer uniformément le message relatif
à la prévention de lʼintimidation qui est énoncé dans la
politique.

facteurs de risque et de renforcer les facteurs de
protection..
• Prévoit du matériel, des discussions et des limites de
temps adaptés à lʼâge : Tous les éléments de
l'intervention sont adaptés à l'âge; ils sont faciles à
comprendre et pertinents pour les élèves.
• Utilise une approche différenciée selon le sexe : On
tient compte des différences entre les garçons et les
filles pour ce qui est des formes d'intimidation et des
réactions aux initiatives de prévention de lʼintimidation.
• Intervient dès l'apparition du comportement visé.
L'intervention a lieu assez tôt pour que les
comportements antisociaux ne se poursuivent pas ni ne
sʼaggravent à mesure que lʼenfant grandit.
• Met en place une intervention à long terme : Une
intervention à long terme a généralement un effet plus
déterminant et plus durable que les solutions à court
terme.

What is workplace bullying?
Bullying is usually seen as acts or verbal
comments that could 'mentally' hurt or isolate a
person in the workplace. Sometimes, bullying can
involve negative physical contact as well. Bullying
usually involves repeated incidents or a pattern of
behaviour that is intended to intimidate, offend,
degrade or humiliate a particular person or group
of people. It has also been described as the
assertion of power through aggression.
Is bullying a workplace issue?
Currently there is little occupational health and
safety legislation in Canada that specifically deals
with bullying in the workplace. Quebec legislation
includes "psychological harassment" in the "Act
Respecting Labour Standards". Some jurisdictions
have legislation on workplace violence in which
bullying is included. In addition, employers have a
general duty to protect employees from risks at
work. This duty can mean both physical harm and
mental health. Many employers choose to address
the issue of bullying as both physical and mental
harm can "cost" an organization.
In general, there will be differences in opinion and
sometimes conflicts at work. However, behaviour
that is unreasonable and offends or harms any
person should not be tolerated.
What are examples of bullying?
While bullying is a form of aggression, the actions
can be both obvious and subtle. It is important to
note that the following is not a checklist, nor does
it mention all forms of bullying. This list is included
as a way of showing some of the ways bullying
may happen in a workplace. Also remember that
bullying is usually considered to be a pattern of
behaviour where one or more incidents will help
show that bullying is taking place.
Examples include:
• spreading malicious rumours, gossip, or
innuendo that is not true
• excluding or isolating someone socially
• intimidating a person
• undermining or deliberately impeding a person's
work
• physically abusing or threatening abuse
• removing areas of responsibilities without cause
• constantly changing work guidelines
• establishing impossible deadlines that will set up
the individual to fail
• withholding necessary information or
purposefully giving the wrong information
• making jokes that are 'obviously offensive' by
spoken word or e-mail
• intruding on a person's privacy by pestering,
spying or stalking
• assigning unreasonable duties or workload which
are unfavourable to one person (in a way that
creates unnecessary pressure)
• underwork - creating a feeling of uselessness
• yelling or using profanity
• criticising a person persistently or constantly
• belittling a person's opinions

work equipment.
It is sometimes hard to know if bullying is
happening at the workplace. Many studies
acknowledge that there is a "fine line" between
strong management and bullying. Comments that
are objective and are intended to provide
constructive feedback are not usually considered
bullying, but rather are intended to assist the
employee with their work.If you are not sure an
action or statement could be considered bullying,
you can use the "reasonable person" test. Would
most people consider the action unacceptable?
What can you do if you think you are
being bullied?
• FIRMLY tell the person that his or her behaviour
is not acceptable and ask them to stop. You can
ask a supervisor or union member to be with you
when you approach the person.
• KEEP a factual journal or diary of daily events.
Record:
• The date, time and what happened in as much
detail as possible
• The names of witnesses.
• The outcome of the event.
Remember, it is not just the character of the
incidents, but the number, frequency, and
especially the pattern that can reveal the bullying
or harassment.
• KEEP copies of any letters, memos, e-mails,
faxes, etc., received from the person.
• REPORT the harassment to the person identified
in your workplace policy, your supervisor, or a
delegated manager. If your concerns are
minimized, proceed to the next level of
management.
If you feel that you are being bullied,
discriminated against, victimized or subjected DO NOT
to any form of harassment:
• DO NOT RETALIATE. You may end up looking
like the perpetrator and will most certainly cause
confusion for those responsible for evaluating and
responding to the situation.

Intimidation en milieu de travail
Qu'est-ce que l'intimidation en milieu
de travail?
On pense généralement que l'intimidation est une
question d'agissements ou de commentaires
verbaux susceptibles de causer du tort «
psychologiquement » à une personne ou de l'isoler
en milieu de travail. Parfois cependant, elle peut
prendre un aspect physique. On retrouve
généralement une répétition d'incidents ou un
modèle de comportement qui vise à intimider, à
blesser, à dégrader ou à humilier une personne ou
un groupe de personnes en particulier. Ce
phénomène est aussi décrit comme l'affirmation du
pouvoir par l'agression.
suivante n'est pas une liste de contrôle et ne
mentionne pas toutes les formes d'intimidation.
Elle ne sert qu'à en donner quelques exemples en
milieu de travail. Encore une fois, l'intimidation est
normalement considérée comme un modèle de
comportement dont un ou plusieurs incidents
aideront à prouver que l'intimidation a lieu.
L'employeur doit-il se préoccuper de
l'intimidation en milieu de travail?
• Exclure ou isoler une personne socialement.
Exemples :
• Répandre des rumeurs malveillantes, du
commérage ou des insinuations mensongères.
Il y a très peu de lois en matière d'hygiène et de
sécurité au travail qui traite de ce problème au
Canada. Certaines autorités ont adopté des
règlements sur la violence en milieu de travail,
problème auquel est liée l'intimidation. La
législation québécoise inclut «l'harcèlement
psychologique» dans la loi sur les normes du
travail. De plus, les employeurs sont tenus de
protéger leurs employés contre tout risque au
travail, qu'il s'agisse d'un préjudice physique ou
mental. De nombreux employeurs décident de
s'attaquer à ce problème car ces deux formes de
préjudice peuvent coûter cher à l'organisme.
• Intimider une personne.
Les différences d'opinions et même les conflits ne
sont pas rares dans un milieu de travail.
Cependant, personne ne devrait tolérer un
comportement déraisonnable, qui blesse ou qui
cause préjudice.
• Retenir des renseignements nécessaires ou
donner pertinemment de la mauvaise information.
• Détruire ou consciemment entraver le travail de
quelqu'un.
• Abuser physiquement ou menacer de le faire.
• Retirer des responsabilités sans raison.
• Changer constamment les directives de travail.
• Imposer des échéances impossibles qui
mèneront la personne à échouer.
• Plaisanter dans le but d'offenser, verbalement
ou par courriel.
Quelques exemples d'intimidation?
• S'immiscer dans la vie privée d'une personne
en l'importunant, l'épiant ou la traquant.
L'intimidation est une forme d'agression, mais les
agissements qui la constituent peuvent être à la
fois évidents et subtiles. Remarque : la liste

(Ce qui lui cause un stress inutile).
VOUS DEVEZ :
• Attribuer une charge insuffisante de travail créer un sentiment d'incompétence.
• Dire FERMEMENT à la personne que son
comportement n'est pas acceptable et demandezlui d'arrêter. Vous pouvez demander qu'un
superviseur ou un membre du syndicat soit
présent au moment où vous communiquez avec
cette personne.
• TENIR à jour un journal des faits ou un agenda
des incidents quotidiens. Inscrivez-y :
• La date, l'heure et une description de l'incident la
plus détaillée possible
• Le nom des témoins.
• Le résultat de l'incident.
• Crier ou jurer.
• Critiquer constamment une personne.
• Rabaisser les opinions d'une personne.
• Punir sans en avoir de raison (immérité).
• Refuser les demandes de formation, de
vacances ou de promotion.
• Modifier les effets personnels ou le matériel de
travail d'une personne.
Il est parfois difficile de savoir s'il y a intimidation
en milieu de travail. D'après de nombreuses
études, la différence entre une gestion efficace et
l'intimidation est très subtile. On ne considère
généralement pas comme de l'intimidation des
commentaires objectifs formulés dans le but de
fournir une rétroaction constructive mais plutôt
comme une aide pour que l'employé améliore son
travail.
Pour savoir si l'intimidation est à la source des
agissements ou des commentaires, vous pouvez
utiliser le critère de la « personne raisonnable ».

inacceptables par la plupart des gens?
Rappel : En outre du caractère des incidents, il est
important de noter leur fréquence et surtout
l'établissement d'un modèle, pour pouvoir établir
qu'il y a intimidation ou harcèlement.
• GARDER des copies des lettres, des notes de
services, des courriels, des fax, etc. reçus de cette
personne.
• DÉNONCER le harcèlement à la personne
désignée par la politique de votre milieu de travail,
votre superviseur, ou un gestionnaire délégué. Si
vos préoccupations sont minimisées, passez à
l'échelon supérieur de la gestion.
VOUS NE DEVEZ PAS :
• RENDRE LA PAREILLE. Vous pourriez passer
pour l'auteur du conflit et créer la confusion pour
les responsables chargés d'évaluer la situation et
de prendre des mesures.

Second annual Anti-bullying Day held

leaders and anti-bullying activists joined Premier David
Alward and Education and Early Childhood Development
Minister Jody Carr today to observe the province’s second
annual Anti-bullying Day.
The provincial government designated Dec. 17 as AntiBullying Day in 2009. The event provides an opportunity for
schools and workplaces to take a stand against bullying.
"I am committed to ensuring our children, teachers and
school personnel have safe and positive learning
environments," said Alward. "Initiatives such as Antibullying Day give us the opportunity to highlight the
impressive leadership being shown by students in the schools
and people in the community to eliminate bullying."
The Department of Education is planning a multi-phased
approach, including improvements to legislation, to combat
bullying. The provincial government recently announced the
formation of a ministerial advisory committee on positive
learning environments as a first step in creating a united
stand against bullying.
"There are some excellent initiatives going on in schools and
in the community,” said Carr. “The new committee will
enable more collaboration and more sharing of information
and successful initiatives, and for people, particularly parents
and students, to be a bigger part of the solution."
FRE DE RICTON (CN B) – Des élèves, des dirigeants
communautaires et des militants de la lutte contre
l'intimidation se sont joints, aujourd'hui, au premier ministre,
David Alward, et au ministre de l'Éducation et du
Développement de la petite enfance, Jody Carr, afin de
souligner la seconde Journée annuelle contre l'intimidation.
Le 17 décembre a été déclaré Journée contre l'intimidation
par le gouvernement provincial en 2009. Cette journée
fournit aux écoles et aux lieux de travail l'occasion de
montrer qu'ils s'opposent à l'intimidation.
« J'ai à cœur de fournir aux enfants, aux enseignants et au
personnel scolaire un milieu sécuritaire et propice à
l'apprentissage, a déclaré M. Alward. Des initiatives telles que
la Journée contre l'intimidation nous donnent l'occasion de
souligner les impressionnantes qualités de chef que
manifestent certains élèves et membres de la collectivité dans
la lutte contre l'intimidation. »
Le ministère de l'Éducation travaille à l'élaboration d'une
approche progressive, y compris l'amélioration des
dispositions législatives, afin de combattre l'intimidation. Le
gouvernement provincial a récemment annoncé la formation
d'un comité consultatif ministériel sur les milieux propices à
l'apprentissage. Il s'agit d'une première étape vers la création
d'un front uni contre l'intimidation.
« Il y a d'excellents projets en cours dans les écoles et la
collectivité, a affirmé M. Carr. Grâce au nouveau comité, il
sera possible d'accroître les efforts de collaboration, de
mettre en commun plus de renseignements et d'échanger
davantage au sujet des projets fructueux. Les parents et les
élèves, plus particulièrement, pourront jouer un plus grand
rôle dans la recherche d'une solution. »
