The Forum was held from 27 September – 1 October 2004 with over 140 participants representing 55 countries of which 48 were African. There were representatives from the following African Intergovernmental Regional Associations: South African Development Community (SADC), Intergovernmental Authority on Development (IGAD) Indian Ocean Commission (IOC), and CEMAC, together with representatives from the World Meteorological Organization (WMO) and the European Union (EU). Opening Ceremony The Forum was officially opened on 27 September 2004 with a ceremony chaired by Mr Dominique Bemba, Director of the Cabinet of the Ministère chargé de la Coordination de l’Action Gouvernementale, des Transports et des Privatisations of the Republic of Congo, representing the Prime Minister Mr Isidore Mvouba; Mr Jean Nkuete Executive Secretary of CEMAC; and Mr Paul Counet representing the Director General of EUMETSAT, Dr Lars Prahm. On behalf of Dr Prahm, Mr Counet expressed his gratitude to the Government and the People of the Republic of Congo for hosting the Forum. He also thanked CEMAC for its contribution. He stated that the main purpose of the Forum was to reinforce the already well established dialogue between EUMETSAT and its African user community in order to optimise the use of satellite data on the African continent, and to ensure that actions taken by EUMETSAT in Africa actually meet the specific requirements of EUMETSAT’s African partners. He stated that the first main theme chosen for the Forum, hydrology and water management in Africa, was crucial and he looked forward to the th 6 EUMETSAT User Forum in Africa 5 discussions which would hopefully result in concrete solutions on ways forward. Furthermore, regarding the second main theme, the implementation and finalisation of the Meteorological Transition in Africa Project (MTAP/PUMA), he stressed the importance of each National Meteorological Service and the need for their readiness to enable the timely installation of the PUMA receiving stations. On this basis the entire African continent would be fully equipped in one year’s time. He took the opportunity to express his gratitude to everybody involved in the project, particularly the WMO, the sub-regional African Economic Groupings: CEMAC, IOC, SADC, IGAD and ECOWAS; the PUMA Task Team, the European Union, and two former key players, Mr Mukolwe, formerly from WMO, and Dr Mohr, the former Director General of EUMETSAT. He continued that the third main theme would be dedicated to future activities, the follow-on to the MTAP/PUMA project, African Monitoring of Environment for Sustainable Development (AMESD). He concluded by briefly presenting the latest status of EUMETSAT satellite programmes and stated that EUMETSAT’s Council has confirmed the continued support to meteorological activities in Africa. He wished the participants fruitful discussions and a very successful Forum. On behalf of Mr Isidore Mvouba, Prime Minister, Mr Dominique Bemba, Director of the Cabinet of the Ministère chargé de la Coordination de l’Action Gouvernementale, des Transports et des Privatisations of the Republic of Congo gave the second address, in which he welcomed all participants and th partners to Brazzaville, Congo, and the 6 EUMETSAT User Forum in Africa. He expressed his thanks to EUMETSAT and CEMAC for having chosen the Republic of Congo as venue of the Forum. Furthermore, welcome greetings from the President of the Republic, his Excellence Mr Denis Sassou Nguesso, were also transmitted. He continued by stating that the sustainable management of the environment, natural resources and drinkable water were core issues, not only in Africa but to the world at large. He added that these matters were also in line with Government policy of the Republic EUM P 43 of Congo through the initiatives of meteorology and the undertakings of The New Partnership for Africa’s Development (NEPAD); and the subregional African Economic groupings. He stated that the use of Meteosat Second Generation data and the Forum would address these issues in a timely manner. Moreover, with the installation of Meteosat receiving stations, the National Meteorological Services in Africa will enter a new era of weather, climate, hydrology and water management. He added that the Government of the Republic of Congo would be prepared to support the initative on the creation of a global observatory for climate and environment in Central Africa. He added that this would be a contribution to improve the protection of life, safety on ground, at sea and in the air, thanks to the means of advanced meteorology, climatology, hydrology and environmental information. Concluding his speech he encouraged an active contribution to achieve concrete recommendations and resolutions and wished everybody a succesful Forum. Mr. Jean Nkuete, Executive Secretary of CEMAC, warmly welcoming everybody to Brazzaville, on behalf of the Central African Region, provided the final address. He expressed his gratitude to the President of the Republic of Congo who is continuously supporting the integrated Central Africa and the fact that, at the second attempt, the Forum was now taking place in the region and he thanked the organisers of the Forum. Furthermore, he said that thanks to the Government of Congo and CEMAC, the PUMA receveing station would be installed on the occasion of the Forum rather than as initially foreseen in 2005. The implementation of the MTAP/ PUMA project with its modern technology and the Meteosat Second Generation data provision will allow all Meteorological Services in Africa to improve the forecasting and observations of weather, natural disasters, food security, and climatic changes. On behalf of CEMAC, he expressed his sincere thanks to EUMETSAT for making this a reality, and he would like to continue the already existing cooperation between the two organisations for the benefit of the sub-region. One of the core themes of the Forum, the use of low resolution satellite images for hydrology and water management had already resulted in the creation of the Commission Internationale du bassin Congo-Oubangui-Sangha (CICOS). th 6 EUMETSAT User Forum in Africa 6 Moreover, he confirmed that recommendations had been made by the Directors of the Meteorological Services of the CEMAC countries for undertaking a detailed study for the creation of a Global Observatory of Central Africa. This, he claimed, would support the implementation of programmes in the subregion to further support sustainable development and poverty reduction. In conclusion, he wished the audience a succesful Forum and encouraged an outcome of concrete results and actions. Inauguration of the PUMA Receiving Station After the opening ceremony, all participants were directed to Maya-Maya international airport for the inauguration of the recently installed PUMA Receiving Station. The Prime Minister of the Republic of Congo, Mr. Isidore Mvouba, had the pleasure of cutting the ribbon followed by a toast offered by the Government of the Republic of Congo. There were speeches by EUMETSAT, the European Union, the MTAP/PUMA Project Chairman and Alcatel. Objectives th The overall objective of the 6 EUMETSAT User Forum in Africa was to reinforce the already well established dialogue between EUMETSAT and its African user community in order to optimise the use of our satellite data on the African continent, and to ensure that actions taken by EUMETSAT in Africa actually meet the specific requirements of our African partners. The detailed objectives of the User Forum were: - - To present the current status on the EUMETSAT satellite programmes, Meteosat-8 and its applications; To prepare the African National Meteorological and Hydrological Servcies (NMHS) for the final stage of the MTAP/PUMA project and to prepare them for the preparation of the follow-on Project; To hold dedicated sessions on the African Monitoring of the Environment for Sustainable Development (AMESD) initiative, the role of African National EUM P 43 Meteorological Services, and on how EUMETSAT can contribute to sustain the use of meteorological satellite data in Africa; To hold thematic sessions focusing on the use of low-resolution satellite imagery for hydrology and water management, the topic being of major importance to the Central African sub-region which was recently reflected at the highest level by the creation of the Commission Internationale du bassin Congo-Oubangi-Sangha (CICOS). By taking part in the Jason-2 Programme, and with the initiation of discussion on the creation of a Satellite Application Facility (SAF) on hydrology and water management, EUMETSAT has recognised its potential important contribution to this topic. - The session finished by a presentation by the European Union on earth observation land based applications, the GEOLAND project, and its links to the MTAP/PUMA project. PUMA Pilot Projects As a result of the EUMETCast system enabling transmission of non- meteorological data and a call for ideas in February 2003 under the ‘Outlook activities’ component of the MTAP/PUMA Project, there followed status reports on the six selected pilot projects: - EUMETSAT Programmes EUMETSAT provided information on the current status of the EUMETSAT Satellite Programmes: The Meteosat operational system, its instruments, applications and products; EUMETCast, the EUMETSAT data dissemination system; the EUMETSAT Polar System (EPS); and the Jason programme. A dedicated session was held on the Satellite Application Facilities (SAFs). In addition presentations were given on EUMETSAT’s training efforts and the MSG interpretation guide, a CD-ROM for training of operational forecasters, trainers, and students. - METTELSAT project (Democratic Republic of the Congo); AGRHYMET project (CILSS structure in Niger); Project of the Ministry of Development and Water Resources Management (Kenya); Project of the Kenyan Fishery Research Institute (Kenya) and the Mauritius Oceanographic Institute (Mauritius); Project of the Laboratory of Teaching and Research in Geomatics (Senegal); and South African Meteorological Service project (South Africa) It was noted that the overall aim of the pilot projects was to nurture partnerships and networking with the aim of supporting longterm development efforts in Africa. Hydrology MTAP/PUMA Project The Project Management Unit provided status reports on the four components of the MTAP/PUMA project: Hardware and Software provision; Technical training; Thematic training (data usage); and Outlook activities. The MTAP/PUMA project will finish by end September 2005, at which point in time the entire African continent will have state of the art equipment and capabilities to receive Meteosat Second Generation data and, because of the EUMETCast system, other environmental data. The overall deployment schedule was presented, and the requirements necessary for it to be implemented. It was stressed that the National Meteorological Services had to make all necessary efforts to be ready to receive and install the equipment according to the schedule. th 6 EUMETSAT User Forum in Africa 7 Two thematic sessions presented the use of low-resolution satellite imagery for the management of river catchments in two ways: an institutional approach and applications in Africa. Contributions were made by the Commission Internationale du bassin CongoOubangui-Sangha (CICOS), Niger, Senegal, England, Guinea, Sudan, Morocco, Ethiopia, Zimbabwe, and the Central African Republic. Satellite Application Facilities (SAF) An overview of the Satellite Application Facility (SAF) concept and a brief update on the status of those SAFs currently in their Initial Operations Phase was presented. This was EUM P 43 followed by a detailed presentation on the potential future use of Land SAF applications in the African user community, together with information on the software and products generated by the other six SAFs. Parallel Sessions One session dealt with the consolidated role of the African Meteorological Services for sustainable development. Emphasis was placed upon networking among these Services to build project management skills and capacity and to mobilise financial resources for development activities to be undertaken within the field of sustainable development activities. The Republic of Congo, the Democratic Republic of Congo presented successful examples of such undertakings, and the African Centre for Meteorological Application for Development (ACMAD) highlighted the financial resource mobilisation issue. The other session introduced the use of the PUMA receiving stations which allowed each participant, and particularly the Directors of the Meteorological Services, to be fully aware of the delivery and site readiness requirements of the PUMA receiving stations in their respective countries. Additionally, there was a fully operational receiving station on view. AMESD There was a status presentation on the AMESD feasibility study, complemented by a presentation on the widening scope of the theme within Europe. According to the feasibility study, there were four overall principles for design and implementation of AMESD: 1) response to political demand, 2) consideration of existing assests, 3) added value information services and 4) cost-effectiveness and flexibility. Discussions with the various stakeholders were ongoing and, based upon the consolidated th 6 EUMETSAT User Forum in Africa 8 output, activities would be decided. A presentation to the European Commission would then be undertaken with a request for financial support. Activities were foreseen to start in the second half of 2005, with a duration of four years. In its presentation, the European Commission announced that it was considering whether to incorporate the AMESD initiative as a regional programme within the Global Monitoring for Environment and Security (GMES) initiative. This would allow the African community to have a long-term vision in the field of earth obersvation technologies and applications. Closing Session As a result of the wide range of discussions that took place in the Forum sessions, 31 recommendations were drawn up in the final session. The recommendations were directed towards EUMETSAT, the PUMA Task Team, the PUMA Project Management Unit, the PUMA Pilot Projects, the African National Meteorological Services, the sub-regional African Economic Groupings, EU, WMO, and Industry. They mainly referred to the EUMETSAT programmes and satellite applications, EUMETCast, networking and partnerships, AMESD, and including long-term receiving station maintenance strategy and training. Concluding the Forum, EUMETSAT noted that th the 6 EUMETSAT User Forum in Africa had been a major success. On behalf of Dr Lars Prahm, Director General of EUMETSAT, Mr Paul Counet thanked the Government and people of the Republic of Congo, the hosts, the local organising committee, the sub-regional African Economic Groupings, WMO, the EU, the session chairmen and rapporteurs, and the drafting committee for all their valuable contributions. The forum was officially closed at 11:00 on 1 October 2004. EUM P 43 LIST OF RECOMMENDATIONS th List of recommendations of the 6 EUMETSAT User Forum in Africa Sessions 4 and 5 – SEVIRI applications and MSG Interpretation Guide Session 2 and 3 – EUMETSAT Programmes & Meteosat-8 8. 1. The Forum recommends the establishment of a Task Team to address the needs of NMS in Africa concerning the content of the EUMETCast broadcast. 2. The Forum invites EUMETSAT to take all necessary steps to ensure that EUMETCast will become the standard broadcast system for Earth Observation data to Africa, in order to avoid the duplication of receiving equipment on the African continent. 9. 3. 4. 5. 6. 7. th The Forum recommends to EUMETSAT that a questionnaire should be sent to all NMS in Africa soliciting their recommendations on which data and products should be included within the EUMETCast broadcast. The Forum recommends that training for meteorologists from African NMS in the potential use of new data and products from the Metop, NOAA/POES and possibly other polar orbiting satellite systems, such as ENVISAT, should now be given a high priority. The Forum recommends to EUMETSAT that a Satellite Meteorology Glossary be prepared and distributed to all participants before the end of 2004. The Forum recommends that selected products, for example, from the GEOLAND or VGT4Africa projects, and those relating to food security (e.g. monitoring the evolution of locus swarms) be distributed via EUMETCast and, prior to the full implementation of PUMA stations at all African NMS, where feasible, selected information be provided via ftp on Internet, in particular NDVI data from the VGT instrument, in order to ensure wide and timely availability. The Forum recommends that the relay of Metop data to the African NMS be carried out via the EUMETCast broadcast. 6 EUMETSAT User Forum in Africa 9 The Forum recommends to EUMETSAT that the translation of the MSG Interpretation Guide into French be completed by June 2005 and to explore the possibility of having a translation into Portuguese. The Forum recommends to EUMETSAT that the MSG Interpretation Guide forms a key element of the PUMA applications training and be distributed to NMS in Africa. 10. The Forum recommends that the European Commission and Alcatel take all steps necessary so that the PUMA stations can perform SEVIRI channel data manipulation (e.g. creation of RGB image composites, difference images, etc), on an operational basis, before the full deployment of the receiving stations. 11. The Forum recommends that EUMETSAT takes all necessary steps to ensure harmonisation/standardisation of RGB image interpretation methods for meteorological and other environmental monitoring applications by the end of 2005. 12. The Forum recommends that EUMETSAT also disseminates Meteosat-8 HRV imagery covering the western African region, as a matter of urgency. Session 6 – The MTAP/PUMA Project 13. The Forum invites EUMETSAT to provide long term continuity of its satellite data applications training activities for African NMS, beyond the current duration of the MTAP/PUMA project, and to explore how training might be provided to other potential user Groups. 14. The Forum urges all African NMS to complete installation site preparations and the designation of personnel for PUMA training, in time for the scheduled delivery of PUMA th stations, as presented at the 6 Africa User Forum, and that customs clearance procedures commence immediately upon receipt of the pro-forma invoice sent by Alcatel. EUM P 43 15. The Forum recommends that EUMETSAT explores possibilities to train the Portuguese speaking community in Africa in the Portuguese language in order to make technical and applications training more effective. Session 7 – PUMA pilot projects 16. The Forum recommends that EUMETSAT continues its support to the African Economic Groupings and National Meteorological Services in the finalisation of the MTAP/PUMA project and initiation of the AMESD initiative, e.g. through its continuous support to the Secretariat of these groups, in order to promote the creation of new initiatives, such as the development of new pilot projects. Sessions 8 and 9 – Hydrology 17. The Forum recommends that products and results of all studies emanating from the Pilot Projects and other willing sources should be shared with all African NMS. 22. The Forum recommends that EUMETSAT, WMO and the African Economic Groupings (AEG), support the African NMS in their planning of the possible evolution of their mandate and status to face new responsibilities resulting from the current access to EUMETCast and their roles in the networks of partners created in the spirit of PUMA and AMESD. 23. The Forum recommends that the NMSs set up partnerships between the actors of development at national and international level for the efficient use of meteorological, climate and environmental information and products for sustainable development. 24. The Forum invites ALCATEL to indicate the limit conditions for use of the antenna (wind, temperature, etc.), before the deployment of the stations in countries. 25. The Forum recommends that, if possible, the PMU ensures that station operators are trained prior to the installation of receiving stations in their countries, in order to enable them to participate in the on-site installation. Session 10 – SAFs Session 12 18. The Forum recommends to EUMETSAT that Nowcasting SAF software packages used for the monitoring and prediction of severe weather phenomena should be made available to the African meteorological community at the earliest opportunity. 19. The Forum recommends that the coverage of SAF ocean products, e.g. high-resolution Sea Surface Temperature (SST), be extended to cover the oceans around the African continent, as a matter of urgency. 20. The Forum recommends to EUMETSAT that African users be actively involved in the validation of SAF products or software extended to cover the African continent, and this particularly in the framework of the Land-SAF activities. 21. The Forum recommends that, in order to better validate and optimise the use of satellite data, the African Economic Groupings establish an African SAF, with the support of EUMETSAT and other partners, e.g. ACMAD and WMO. Session 11 – Parallel sessions th 6 EUMETSAT User Forum in Africa 10 AMESD 26. The Forum recommends that the PUMA Working Group, in cooperation with the Directors of the National Meteorological Services of the non-ACP countries, initiates a proposal to the European Union (MEDA) in order to create a programme similar to that of AMESD foreseen for non-ACP countries. Session 13 Future activities of the PUMA Working Group 27. The Forum recommends that the results of the EU evaluation of the MTAP/PUMA project be made available to Forum participants, before the end of the project. 28. The Forum recommends that the PUMA Working Group prepares a long term strategy for technical maintenance of the PUMA stations, including the archiving and processing of data and applications training, after the end of the current MTAP/PUMA project (September 2005). 29. The Forum endorses the steps being taken to ensure a viable and long term AMESD project and strongly supports the need for the development and implementation of a future training and maintenance strategy within the framework of that project, including the EUM P 43 possibility of upgrading the PUMA stations, taking advantage of the PUMA evaluation. partner African Institutions before the end of 2004. 30. The Forum recommends that EUMETSAT develops technical specifications for a low cost receiving station and makes them available to all African States, AEGs, and 31. The Forum recommends that EUMETSAT continues to organise its User Forum in Africa, th and that the 7 Forum should take place in 2006, and located in the SADC region. PRESENTATIONS Opening Session Welcome address by Dr. Lars Prahm (represented by Mr. Paul Counet) Mr Representative of the Ministre d’Etat chargé de la Coordination de l’Action Gouvernementale, Ministre des Transports et des Privatisations; Mr Secretary General of the CEMAC; Mr Secretary General of the CYCOS; Mr Representative of the General Secretary of the WMO; Mr Representative of the Delegate of the European Union in Brazzaville; Ladies and Gentlemen; th Dear Participants in the 6 Forum of EUMETSAT Users in Africa; Dear Friends. I would like, first of all, to ask you to kindly excuse the absence of the EUMETSAT Director General, retained in Europe by last-minute obligations. He asked me to represent him during this Forum and to say a few words of welcome. On behalf of EUMETSAT, I would like to begin by thanking the Government and the people of th Congo Brazzaville for hosting our 6 Forum of EUMETSAT Users in Africa. I would like to associate with these thanks those of the CEMAC, the regional organisation grouping and the countries of Central Africa. Mr Cabinet Director, Ladies, Gentlemen, The purpose of the EUMETSAT Forum in Africa is to establish a privileged link between our organisation and its users in Africa so that the best use may be made of the data supplied by our meteorological satellites to serve the needs of our partners in Europe and Africa. One of the themes chosen by our Forum is the use of satellite data for the management of th 6 EUMETSAT User Forum in Africa 11 water resources in Africa. During the next four days, we shall have the opportunity to discuss this subject and its impact in Africa and, I hope, to be able to outline avenues yielding elements for a solution to the problems discussed. A recent report of the International Water Management Institute predicts that by 2025, if nothing changes, countries like Kenya and South Africa will be facing serious water shortage problems. It is, moreover, estimated that 40% of the continent's fresh water reserves will have been depleted by the next quarter century. Water management will be a challenge of the new millennium, and modestly with the resources at our disposal, we shall try to contribute to the setup of operational solutions. The second theme of the Forum relates to the further development of activities undertaken in connection with the PUMA project. This project is currently being carried out and we shall have the pleasure, immediately after this opening session, to proceed with the official inauguration of the Congo reception station installed at the Maya Maya International Airport. It is essential that, following this Forum, all the representatives of the NMSs be aware of the precise date set for the installation of the PUMA station in their country, and undertake the steps required for the reception of the station. You will be leaving Brazzaville with a check-list noting the obligations and responsibilities of all the players involved in this project. It must be borne in mind that, 12 months from now, 60 African sites will be equipped with PUMA stations and that this ambitious logistical operation will be possible only with your active contribution. At this point in my presentation, I would like to thank all those who took part in putting into place this project, so essential for Africa. In particular, I would like to thank all of you present here, but especially, the World Meteorological Organisation, the African economic groups CEMAC, IOC, SADC, IGAD and CEDEAO within the PUMA working group. The European Union, as a project funding EUM P 43 entity, merits particular thanks. I would also like to thank the people who unfortunately are not with us today but without whom, owing to their vision, personal commitment and support, this project would never have taken off. I am thinking, in particular, of the first President of the PUMA working group, Mr Mukolue, and Dr Mohr, former EUMETSAT Director General. The third and last theme of the Forum will consider the future. You are certainly aware that in Dakar, in 2002, the five African economic groups already mentioned drafted and adopted a declaration asking the European Union to initiate a study allowing the launching of an environmental monitoring project in support of sustainable development in Africa known by the name of AMESD. The purpose of this project will be to ensure that African decision makers have the tools to enable them to implement their development policies in an optimum manner. This project will be based on the results of PUMA and on the notion of networking by all the partners in development at national, regional or continental levels. I am pleased to inform you that the European Union has responded positively to the Dakar declaration, that the feasibility study was undertaken and that a project should come into being in 2005, materially succeeding PUMA. Complete information will be provided during the Forum. I will conclude this presentation by informing you of some recent developments with EUMETSAT. On 1 August 2004, Dr Lars Prahm of Denmark succeeded Dr Tillmann Mohr as Director General of EUMETSAT. Our MSG satellite launched in August 2002 was declared operation on 1 February 2004 and, during 2005, we shall launch the second satellite, MSG-2. Two other satellites will be launched in the future, ensuring operational service until 2018. At the same time, EUMETSAT is finalising the development of its first polar satellite, METOP-1. This programme will consist of three satellites and will supply data until 2015. The first generation Meteosat satellite, Meteosat-7, will be kept in operation until December 2005 when it will be moved over the Indian Ocean in order to provide continuity of coverage for this part of the globe, so important for our friends in East Africa. To distribute its data, EUMETSAT has set up its EUMETCast service with a specific channel for th 6 EUMETSAT User Forum in Africa 12 Africa, making it possible to meet the needs of the PUMA project. Through EUMETCast, all our users, including those in Africa, will receive the data and products from the EUMETSAT MSG and METOP satellites, but also approximately 150 products made in the SAFs, in addition to data from other satellites such as VGT on SPOT-5. In the oceanographic area, EUMETSAT will contribute to the Jason-2 Programme which will be launched in 2007. All these points will be discussed in detail during the Forum. In conclusion, I would like to inform you that the EUMETSAT Council recently confirmed its strategic plan, which reaffirms EUMETSAT's commitment in Africa and the support given to meteorological activities in Africa. Before giving you the floor, I would like to remind you that this Forum is yours and that it will be a success only if you participate fully in it. It is a pleasant duty for me to thank in this regard the organisers of this Forum, i.e. the European Organisation for the Exploitation of Meteorological Satellites and the Executive Secretary of the CEMAC, for the honour they have shown us in choosing our country for the venue of this event. To the delegates and to all participants, I am pleased to wish them on behalf of His Excellency Mr Denis Sassou Nguesso, President of the Republic, a cordial welcome to the Congo homeland. EUM P 43 services for the control of meteorological, climatic, hydrological and environmental phenomena. Ladies and Gentlemen, One of the challenges which Africa and the world are facing at this start of the century is, without any doubt, that of the sustainable management of the environment, natural resources and drinking water for all. You have chosen to give us your thoughts on an important theme: "Meteorology and Water Management Sustainable Development in Africa." for This subject falls fully within the policy of the Government and its Head, His Excellency, President Mr Denis Sassou Nguesso, with regard to sustainable management of the environment in accordance with NEPAD orientations. It is also from this viewpoint that African governments have become organised through subregional economic groups such as CEMAC, COI, CEDEAO, IGAD and SADC to promote sustainable development in Africa thanks in particular to the use of Meteosat Second Generation (MSG). It may thus be said that, with the installation of new Meteosat reception stations, Africa has entered a new era in the management, prevention and surveillance of weather, climate, water and the environment. Indeed, it need hardly be pointed out that there was a nice when looking out the window or sticking a finger in the air was a way to predict the weather. Those times are gone forever. There is no doubt today that the meteorological and hydrological services of Africa have joined the world of modern technology. Ladies and Gentlemen, Based upon the initiative for the creation of a global observatory monitoring the climate and environment of the countries of Central Africa and the conclusions reached by experts in this regard, I can assure you that the Government of the Republic of Congo will not spare any efforts to ensure the successful outcome of this community project. This new institution, which will be the first link in our scientific system, will contribute to improving the protection of persons and goods, their safety on land, sea and in the air, thanks in particular to the capabilities given to the appropriate th 6 EUMETSAT User Forum in Africa 13 Dear delegates, In closing, I would like to urge you to examine carefully and responsibly the different items on the agenda in order to work out appropriate resolutions and recommendations. Welcome address by Mr Jean Nkuete, Executive Secretary of CEMAC Mr Director of the Cabinet of Ministre d’Etat, chargé de la Coordination de l’Action Gouvernementale des Transports et des Privatisations, Mr Representative of the General Director of EUMETSAT, Mr Representative of the WMO, Distinguished hosts, Ladies and Gentlemen, Permit me to point out first of all and immediately that it is for me both a rare honour and an immense pleasure as well as a pleasant duty to take the floor before Your Excellencies brought together in this symbolic hall of the Parliament Palace to wish you one and all, on behalf of the entire community, a warm and cordial welcome to this celebrated, legendary and hospitable city of Brazzaville, the political capital of the Republic of Congo. As the greatest virtue is gratitude, it appears to me both legitimate and logical to express at this point and very courteously to His Excellency Dénis Sassou Nguesso, President of the Republic of Congo, the profound thanks of the Executive Secretariat of the community for his constant solicitude and his noble actions in favour of the integration of Central Africa. Also, the successful organisation of this ceremony will, it goes without saying, have called for the mobilisation of considerable material, human and financial resources as well as the deployment of efforts of every kind and at every level of the Congo administration. This is an opportunity for me to extend to all the people involved in various degrees EUM P 43 in the preparation of this event the sincere thanks of the Executive Secretary of the CEMAC. Mr Cabinet Director, Mr Representative of the General Director of EUMETSAT, Ladies and Gentlemen. First of all, it would appear to me superfluous to point out the perseverance of the Executive Secretariat of the CEMAC and of the Congolese Government which have made this afternoon's event possible for Central Africa as a whole and for the Republic of Congo in particular. Regrettably, for independent reasons, the 5th Forum, which should have taken place here in Brazzaville in September 2002, was held in Dakar. Without becoming discouraged, I completed formalities with EUMETSAT and with other economic integration organisations to have the next Forum held in Brazzaville in Congo because the Congolese Government at the time had made every arrangement for this event to be held under very good conditions. I am happy today to take part in the opening of th this 6 Forum here in Brazzaville and, as the saying goes, every cloud has a silver lining. This Forum is taking place at the most favourable moment when, thanks to the invaluable action of His Excellency Denis Sassou Nguesso, this country has rediscovered the climate of peace and calm necessary for its development and for the fulfilment of its people. To highlight this event and hence thank the Congolese Government, the Executive Secretariat requested and obtained the inauguration of the Brazzaville PUMA station on th the occasion of this 6 Forum, whereas the deployment schedule for the stations called for this installation in 2005. Need it be pointed out that the PUMA project, Meteorological Transition in Africa, is designed to replace ground equipment of the METEOSAT Second Generation satellite in all 53 African countries to enable them to obtain information transmitted by this ultra-modern satellite in orbit since October 2002. prediction, food safety improvement, forest fire surveillance and climatic changes. This is the opportunity for me to thank the EUMETSAT organisation for its reliability and professionalism deployed so that this event could take place. It may rest assured that the CEMAC is determined to pursue and reinforce its cooperation with it for the success of all the projects and programmes in favour of our subregion. Finally, the different themes to be developed during this Forum will afford all the participants a glimpse of the progress achieved in the area of space research and the deployment of satellites using sophisticated equipment and software capable of producing very high-definition images over the entire Central African region. This is in keeping with the main theme of this Forum, namely the use of low-resolution satellite imaging for water management and hydrology problems and validates the CEMAC which had the foresight to create the International Commission of the Congo-Oubangui-Sangha Basin (CICOS). The CICOS, despite its short existence, has already contributed to water resource management in the Congo-Oubangui-Sangha Basin and in the creation of a Global Observatory for this basin. The creation of a Global Observatory for this basin, as recommended by the Ministers in charge of Meteorology, will make it possible to have reliable data for the implementation of programmes and projects of our subregion and for monitoring its environment in connection with sustainable development and the fight against poverty. Mr Cabinet Director, Mr Representative of the General Director of EUMETSAT, Ladies and Gentlemen. Before closing, I would like to express the wish that this meeting should take place in a cordial and fraternal atmosphere, values which characterise our host country, so that the conclusions resulting from this Forum may lead to concrete and practical results. Meteosat Second Generation will allow the redynamising of National Meteorological Services (SMN) which will be able to use supplied data on weather forecasting, disaster th 6 EUMETSAT User Forum in Africa 14 EUM P 43 Sessions 2 EUMETSAT programmes Dr. V. Gaertner, EUMETSAT, presented the Meteosat-8 system, highlighting the new imagery and products that are now being regularly provided to users. A brief description was also given of data provided by the 12-channel imager, called SEVIRI. Chairman: Mr Pierre Ondongo Rapporteur: Mr Henk Verschuur The Status of the Meteosat Operational System was presented by Ms. S. Wannop, EUMETSAT, who drew particular attention to the recent expansion in the use of the EUMETCast system for the redistribution of Meteosat-8 imagery and many other products to African countries. Participants were also reminded that upon successful completion of the commissioning of MSG-2 (Meteosat-9), Meteosat-7 would be moved to the Indian ocean area later in 2005 and there would be no further Meteosat First Generation Services (WEFAX, HRI, MDD, etc ) provided to the region. A look into the future was then provided by Mr G Bridge, EUMETSAT, who presented a status report on the progress of development of, and services to be provided by the EUMETSAT Polar System (EPS). Participants were informed that a sub-set of, still to be defined, EPS imagery/products would most likely be included in the EUMETCast broadcast in due course. Finally, Dr. V. Gaertner, Head of EUMETSAT User Service Division, presented a status report on the development of the Jason-2 programme, which will play a key role in providing ocean altimetry data and other products useful for the longer term monitoring of the oceans. Noting the very many new important products expected from the EPS, several participants stressed that training for meteorologists from African NMS in the applications of Metop data and that from NOAA/POES, and possibly other polar orbiting satellite systems, such as ENVISAT, should now be given a high priority within the EUMETSAT Training Scheme. Finally, noting the complexity of names, acronyms, etc, used in the various presentations, the Forum recommended that EUMETSAT prepare a Satellite Meteorology Glossary and distribute it to all participants before the end of 2004. Ms. S. Wannop, EUMETSAT, then described the wide range of data now being distributed via the EUMETCast broadcast system and how users could gain access to the broadcast. The distribution of data from the VEGETATION instrument on the SPOT satellite via EUMETCast was then described, in two parts, by Dr. E. Bartholomé, European Commission and Dr G Borstlap from VITO, the developers of the display software. Examples of the data and its format were presented and participants were made aware of a demonstration of the system running during the time of the conference in an adjacent room. The system provided high quality, calibrated, vegetation data suitable for land cover mapping on a global scale. There was a desire to make a sub-set of the data available, free of charge, to met services in Africa, making use of the EUMETCast system. Some typical additional uses of the data foreseen were food security, burnt area monitoring, leaf area index and locust monitoring. There followed a general discussion of possibilities for the distribution of data and products generated in Africa via the EUMETCast system and the future needs of NMS in Africa. Several participants recommended the establishment of a Task Team to address the needs of NMS in Africa concerning the future content of the EUMETCast broadcast, which should include data from other environmental monitoring satellites such as SPOT and ENVISAT. To this end, participants recommended that EUMETSAT send a questionnaire to all NMS in Africa soliciting their recommendations on which data and products should be included within the EUMETCast broadcast. Participants also recommended that prior to the full implementation of PUMA stations at all African NMS, where feasible, selected vegetation information be provided via ftp on Internet in order to ensure wide and timely availability. Participants also stressed the need for EUMETSAT to ensure that EUMETCast will become the standard broadcast system for Earth Observation data to Africa, in order to avoid the duplication of receiving equipment in the region. Session 3 The Meteosat-8 system and its applications Chairman: Mr Pierre Ondongo Rapporteur: Mr Gordon Bridge th 6 EUMETSAT User Forum in Africa 15 EUM P 43 Session 4 MSG interpretation guide Chairman: Dr Volker Gärtner Rapporteur: Mr Gordon Bridge The session opened with a presentation by Mr. H. Verschuur, EUMETSAT, providing a general introduction to the Guide. Making reference to the Guide, single-channel applications of the Meteosat imager data were then described by Mr. G. Bridge, EUMETSAT, followed by a description of RGB composite images and multichannel applications, by Dr. V. Gaertner, EUMETSAT. Participants were informed that the Guide was initially a response to requests from the NMS in Europe for detailed information on the use of the new Meteosat-8 data. However, it was clear that the Guide had wider, more global, applications and, over time, there would be more examples and case studies covering the African region. Participants expressed considerable interest in the use of RGB composite images, and stressed the need for standardisation in the approach taken for their use, hoping that EUMETSAT would take a lead in this regard. Also, noting that the Guide was only available in the English Language, several participants recommended that it be translated into French as a matter of urgency and, if feasible, into Portuguese. Additionally, and appreciating the value of the Guide as a teaching resource, several participants recommended that teaching in the use of Meteosat-8 data, foreseen within the PUMA training scheme, be strongly based upon use of the Guide. To this end, the Forum recommended that the European Commission and Alcatel took steps to ensure that the PUMA stations were capable of channel data manipulation (e.g. creation of RGB image composites, difference images, etc), on an operational basis, before full deployment of the receiving stations around Africa. Session 5 instrument Applications of the SEVIRI Chairman: Dr Volker Gärtner Rapporteur: Mr Gordon Bridge Applications relating to fog and dust monitoring were presented by Mr. H. Verschuur, EUMETSAT, and applications relating to cloud type detection and the monitoring of severe convection were presented by Mr. G. Bridge, EUMETSAT. th 6 EUMETSAT User Forum in Africa 16 These presentations were followed by a further presentation from Mr. H. Verschuur, EUMETSAT, describing EUMETSAT training activities supporting the MTAP/PUMA project. There followed a short further discussion of Meteosat-8 applications and several participants recalled their earlier requests that all meteorological applications such as those described above be included within the scope of PUMA applications training from the outset. Some participants recalled that to date there was limited coverage by HRV over Africa and stressed the need for equal coverage over western Africa. The Forum recommended that this situation be rectified by EUMETSAT as a matter of urgency. Expressing great appreciation for EUMETSAT training activities in Africa, several participants expressed grave concern that the level of training for meteorologists in the region could drop dramatically after the end of the MTAP/PUMA project unless EUMETSAT continued its former level of activities after 2005. EUMETSAT commented that this concern would be brought to the attention of its Council. Session 6 The MTAP/PUMA project Chairman: Mr Alioune N’Diaye Rapporteur: Mr Emilio Barisano This session contained four presentations, presenting a detailed report of the MTAP/PUMA project, by the PMU (Project Management Unit) team of Nairobi, namely, Mr Hugues Cahuzac, Head of the PMU, Mr Albert Jenffer, Antenna Expert and Mr Brice Montfraix, Technological Forecasting and Training Expert. The fifth presentation of the session, on relations between the PUMA project and the European project for terrestrial application of land observation, GEOLAND, was presented by Mr Etienne Bartholomé of the Ispra Joint Research Centre, Italy. The first four presentations showed in detail the status of the PUMA project and its timetable of activities until the end of the project, i.e. end of September 2005. This information was particularly appreciated by the Directors of the National Meteorological Services (NMS) present at the Forum and a number of practical questions were posed to members of the PMU present. In EUM P 43 particular, the attention of NMS Directors was drawn to the following points: Customs clearance of equipment donated by the PUMA project, in the context of a "regional" project, is not familiar to the customs authorities of some countries and will require particular attention, consequently, significant support on the part of the NMSs benefiting from such equipment may be necessary; - Preparation of installation sites for future antennas. Each NMS must provide a "Site Readiness" declaration according to the document provided by the PMU. - The Forum noted that whilst relations between the PUMA project and GEOLAND are in a preliminary phase, they mark the need to set PUMA activities within a "Research and Development" context, thus assuring the future availability, within Africa, of the latest technological advances in global observation techniques. These presentations generated significant interest on the part of participants and the importance of these Pilot Projects was highlighted within the context of the AMESD initiative, launched as the operational continuation of the PUMA project. Session 8 Low resolution satellite imagery – institutional approach Chairman: Col Benjamin N’Dala Rapporteur: Mr Paul Counet This session illustrated, using three specific cases, the value of processing of satellite imagery in the management of three large African basins, namely: - Session 7 The PUMA Pilot Projects - Chairman: Mr Emilio Barisano Rapporteur: Mr Brice Montfraix - This session contained presentations of the six Pilot Projects, financed by the PUMA project. The objectives of these Projects was to show that the capabilities of the new meteorological satellites, such as Meteosat 8, were suitable for many applications other than meteorology or climatology. Indeed, the presented projects dealt with the following themes: Evaluation of Water Resources of the Kasaï Basin by MSG Satellite Remote Sensing, by Dr N. Nianga, METTELSAT, RDC; Deployment of continuous monitoring networks covering desertification in West Africa, by Dr A. Nonguierma, AGRHYMET, Niger; Meteorological and Oceanographic Environment for the Management of the Trophic Chain in the Marine Exclusive Economic Zone (EEZ) of Senegal, by Dr M. Diop, LERG, Senegal; Western Indian Ocean Satellite Applications Programme (WIOSAP), by R. Mohit, Albion Fisheries Research Centre, Mauritius; Management of Natural Resource Degradation in East Africa, by Dr - - - th 6 EUMETSAT User Forum in Africa 17 F. Mwango, Ministry of Development and Water Resource Management of Kenya; Research for the Use of MSG Data in South Africa (RUMSA), by Dr N. Kroese, South African Meteorological Service. The Congo River basin, through the setup of the CICOS (Commission Internationale du bassin Congo-Oubangui-Sangha), presented by Col M. B. N’Dala; The Niger River basin through the Niger Basin Authority (ABN), presented by Dr I. Olomoda; The Senegal River basin through the OMVS, presented by Drs P. N’Diaye and A. Juliè. Additionally, Mr D. Kniveton effectively illustrated the capabilities offered by geostationary satellites for the estimation of precipitation, in particular, by the Meteosat-8 satellite. The crucial importance of this topic was clear from the ensuing discussions. Session 9 Low resolution satellite imagery – applications Chairman: Mr Alhassane Diallo Rapporteur: Mr Henk Verschuur This session comprised a set of very interesting presentations of Pilot Projects addressing the use of satellite imagery for water resource monitoring in Africa, namely, - Precipitation variability in Guinea and its impact on the energy consumption, by Dr. Y. Bangoura, Guinea; A water resource monitoring system in the Sahel, by Dr. A. Diallo, AGRHYMET, Niger; EUM P 43 A Satellite Application Facility on Hydrology and Water Management in Sudan, by Dr. F. Elameen, Sudan; A study on the use of remote sensing data for drought monitoring in Morocco, by Dr. N. Filali, Morocco; The use of low resolution satellite imagery for hydrology and water management, by Dr. N. Gissila, Ethiopia; Use of GIS & Remote Sensing in Water Resources Assessment & Management in Zimbabwe, by Dr. J. Merka, Zimbabwe; Moving sand bars and solid material transportation on the river Oubangui, by Dr. J. Teteya, Central African Republic - There followed a short discussion session where participants sought various clarifications from the speakers. Several participants noted that they were unaware of several of the ongoing projects yet which had high relevance in their own countries. They requested that the Forum prepare a recommendation stating that products and results of all studies emanating from the Pilot Projects and other willing sources should be shared with all African NMS as a matter of routine. Chairman: Mr A Kignaman-Soro Rapporteur: Mr Emilio Barisano This session covered three fundamental aspects: - the creation and insertion of NMSs in partnering national networks with high added value, with the other major national institutions active in the field of sustainable development such as agriculture, animal farming, river transport, maritime transport, civil security, environment, forests, energy, water distribution, health, etc. The importance of this strategy was demonstrated with two examples in Africa, one in the Democratic Republic of Congo (RDC) and one in the Republic of Congo (RC) presented by the respective Directors of the Meteorological Services of the two countries, Messrs Amos Paluku and Pierre Ondongo. - The importance for NMSs to master "financial resource mobilisation" circuits, thus enabling NMSs to prepare themselves, in a timely manner, for the challenges of sustainable development, was presented by M. A. Kignaman-Soro, Director General of ACMAD. - The increased capability for new and complex project management by mastering the "project cycle", a source of high productivity and trust on the part of funding organisations. Session 10 EUMETSAT Satellite Application Facilities This session raised many pertinent questions relating to the different topics presented and there were many requests for further information in order to implement concrete proposals. Chairman: Dr Etienne Bartholomé Rapporteur: Ms Sally Wannop The session chaired by Etienne Bartholomé from the European Commission, began with an overview by EUMETSAT of the Satellite Application Facility (SAF) concept and a brief update on the status of those SAFs currently in their Initial Operations Phase. This was followed by a detailed presentation on the Land Surface Analysis SAF presented by Mr. C. da Camara from IM Portugal. Mr. da Camara's interesting presentation generated a number of questions from the floor focussing on the potential future use of Land SAF applications in the African user community. The session closed with an overview by Mt G Bridge, EUMETSAT, of the software and products generated by the other six SAFs. Session 11 Parallel session – Consolidated role of African NMSs th 6 EUMETSAT User Forum in Africa 18 Session 11 Parallel session – Use of PUMA receiving stations Chairman: Mr Philippe Muller Rapporteur: Mr Albert Jenffer This second parallel session enabled all participants, in particular the Directors of the NMSs: - on the one hand, to discuss with ALCATEL representatives (in charge of MSG/PUMA reception station installations) details of the equipment they will be receiving as part of the PUMA project and already discuss aspects of operational functionality; - and, on the other hand, to consult with the PMU team concerning preparations, based on an installation timetable, for the next phases of the project, namely, "site Readiness", and profile of experts to be trained, etc. EUM P 43 Session 12 AMESD Chairman: Mr Etienne Bartholomé Rapporteur: Mr Paul Counet Session 13 Future activities of the PUMA Working Group This session, offering a review of the AMESD initiative feasibility study carried out by M. Couzy, IGN France International, and also establishing the viewpoint of the European Commission, was presented by Messrs E. Bartholomé and P. Counet. These presentations highlighted: On the one hand, the ever vigilant interest of African Regional Economic Groups for the exploitation of Global Observation data in the management and monitoring of their region's environment, and inter-regional solidarity from a continental viewpoint which should lead at the start of 2005 to the seminar of the European Commission in the presence of representatives of the African Regional Economic Groups requesting the study for a "restitution" of the feasibility report prior to any actual request for financing; - secondly, the growing interest shown by the European Commission in inserting the AMESD initiative on Africa as a regional programme in its GMES (Global Managment of Environment and Security) initiative. This action by the European Commission should enable the African community to have a long-term view in these areas related to the space technologies of the Global Observation System. - Chairman: Mr Paul Counet Rapporteur: Mr Emilio Barisano In this session the President of the PUMA Working Group, M. Alioune Ndiaye, Director for Africa at the WMO, highlighted key activities of his Group. The following was of note: - In addition, Mr Paul Counet spelled out the advantages of the new EUMETCast station and its low-cost development enabling better control of its maintenance as a result of the modularity and standardisation of computer equipment, and the increasing ease of access to reception and processing software. He stressed the efforts in these areas made by the PUMA project and by EUMETSAT. In the annex the following is provided: - - th 6 EUMETSAT User Forum in Africa 19 Participation in different Project Steering Committees of the PUMA project; Consideration of a PUMA project equipment maintenance strategy; Consideration of a low-cost EUMETCast reception station strategy; Follow-up of the AMESD initiative.
