This article explores how the notion of ‚community‘ is constructed with respect
to HIV/AIDS in Asia. Constructions of ‚community‘ held by epidemiologists,
activists, development professionals, and public health specialists are analysed
as examples. Constructions that arise from population-based and communitybased approaches to HIV/AIDS differ, but they both draw abstract boundaries
around groups of people. These constructions and corresponding expectations
of community action are misapplied to Asian societies, making it appear as if
such action is not taking place. An alternative construction of ‚community‘ is

According to the author, the rapid spread of HIV-AIDS in India is of direct
major significance for the future development of the epidemic in its small
northern neighbour, Nepal, given the constant movement of large numbers of
people between the two countries and the necessity for the Nepalese economy
to maintain these links at all levels-national, regional and household. The author
examines this coming crisis in Nepal paying attention to the international sex
trade, the sex trade within Nepal, poverty and survival strategies of this country

often. This preliminary study based on interviews with TH in Cambodia

spread of HIV/AIDS through achieving behaviour change. NGOs have often
been at the forefront of innovative changes, influencing government and
international programming activities. This paper identifies and analyses the
evolution of the HIV/AIDS programmes of one NGO in Thailand over a period
of ten years. Three generations of programming are identified both through
distinct approaches to this area of work and through the changing jargon used

Epidemie und analysiert anschließend die bisherigen politischen Schritte zu
ihrer Bekämpfung. Welche Strategien ergreift die Regierung und wie wird HIV/
AIDS von offizieller Seite wahrgenommen? Im Zentrum dieses Abschnitts steht
die Analyse des 1998 vom chinesischen Staatsrat veröffentlichten „Mittel- und
langfristigen Plans zur Prävention und Kontrolle von HIV/AIDS in China 19982010“ sowie einige neuere Maßnahmen der Regierung, darunter ein im Mai
diesen Jahres veröffentlichtes Zirkular des Staatsrates, welches Anweisungen
für alle Regierungsebenen enthält. Anschließend werden die zu bewältigenden
Probleme aus Sicht von UNAIDS und Human Rights Watch skizziert. Beide
Organisationen bemängeln, dass sich China bisher nicht ausreichend an
internationalen „best practises“ der AIDS-Prävention orientiert. Um zu zeigen,
wie die chinesische Regierung seit den Berichten aus den Jahren 2002 und
2003 bereits reagiert hat, werden einige neuere Entwicklungen im vierten Teil

Too much freedom accorded to children and young people in the past regarding
their access to night life, parties, etc. has resulted in drug addiction, AIDS
infections, inappropriate sexual conduct and other problems. But the situation
has tended to improve as a result of enforcement of various legal measures,
such as Social Order Regulation Policy, Narcotic Drug Control Policy, licensing
of entertainment and service establishments sited, a curfew on children less
than 18 years old forbidding them being absent from their homes after 10 p.m.
To really overcome the AIDS problem, correct behaviour has to become the

HIV/AIDS is fundamentally an issue of human rights. To the right to medical
provision must be added rights to the provisions of social justice necessary to
the prevention and alleviation of HIV/AIDS. China has become the focus of
international concern over HIV/AIDS. Applying the concepts of „capabilities
poverty“, „discursive democracy“, gender construction, „structural violence“
and the „hypermasculine state“, the study identifies the threat to China‘s
women from HIV/AIDS; evaluates the factors contributing to this threat with
reference to issues of human rights; and assesses the quality of the national and
international response to the HIV/AIDS threat. (DSE/DÜI)
