LE MOT DU DIRECTEU
Depuis sa création il y a près de 40 ans, Proparco a pour mission,
à travers le financement du secteur privé, de favoriser la création
d’emplois et la génération de revenus pour les populations,
ainsi que la fourniture de biens et de services participant à
l’amélioration de leurs conditions de vie.
Ces objectifs restent et resteront le moteur de Proparco. Mais
les progrès réalisés en matière de développement au cours
des 20 dernières années sont aujourd’hui menacés par les
conséquences du changement climatique. Face à ce défi, la
communauté internationale a placé les enjeux énergétiques,
environnementaux et climatiques au cœur des Objectifs du
Développement Durable (ODD) adoptés en septembre dernier.
Elle a également réaffirmé l’engagement et la contribution du
secteur privé sont reconnus comme essentiels pour atteindre
les ODD et favoriser l’émergence de modèles de croissance
responsables et durables.
Les représentants de tous les États se retrouveront de nouveau à
Paris dans quelques semaines pour formaliser leurs engagements
en matière de lutte contre le dérèglement climatique. En tant
que financeurs, investisseurs et entrepreneurs, notre rôle est
d’accompagner les États en développement dans l’adoption
de modèles plus sobres en carbone – avec un engagement
fort dans les pays les plus pauvres d’Afrique, d’Asie ou du
Pacifique, qui sont aussi les plus fragiles et les plus exposés
aux conséquences du changement climatique. Cela implique
d’apporter nos ressources au développement de l’efficacité
énergétique et des énergies propres, à une mobilité, des
bâtiments et une agriculture durables… En ce sens, Proparco
a consacré près de deux milliards d’euros depuis 2005 dans
28 pays à des opérations participant à la lutte contre le
changement climatique.
Agir sur le climat, ce n’est pas choisir entre l’économie et
l’environnement. Le défi climatique ne doit pas être perçu comme
une entrave à la prospérité du secteur privé, mais, au contraire,
comme une opportunité pour redynamiser leur activité : créations
d’emplois et de richesses, invention de nouveaux modes de
production et de consommation, etc… C’est l’occasion de
démontrer ce qui est notre conviction profonde : le secteur privé
est un acteur essentiel du développement économique et social.
Il a aujourd’hui entre ses mains la capacité de démontrer qu’il
est aussi un, sinon l’acteur essentiel de la transition écologique
dont notre monde a besoin.

OFFICER’S MESSAGE
THE CHIEF EXECUTIVE
For nearly 40 years, Proparco’s mandate is to foster private
investment in emerging and developing economies with the
aim of supporting job creation, access to essential goods and
services and, more broadly, reduce proverty.
These objectives remain and will continue to remain Proparco’s
driving force. However, the progress achieved in development
over the past 20 years is today undermined by the consequences
of climate change. The international community has set out to
address this challenge by making energy, environmental and
climate issues central to the Sustainable Development Goals
(SDGs) adopted last September. It has also reaffirmed the private
sector’s commitment and contribution, which are recognized
as being essential in achieving the SDGs and promoting the
emergence of responsible and sustainable growth models.
Representatives of all States will be meeting again in Paris in a
few weeks to formalize their commitments to the fight against
climate change. As financiers, investors and entrepreneurs, our
role is to assist developing countries in adopting low-carbon
models – with a strong commitment in the poorest countries
in Africa, Asia and the Pacific, which are also the most fragile
and the most exposed to the consequences of climate change.
This involves providing financial resources for the development
of energy efficiency and clean energies, sustainable transport,
buildings and agriculture… Since 2005, PROPARCO has
earmarked some EUR 2bn in 28 countries to this end.
Taking action to fight climate change does not mean choosing
between the economy and the environment. The climate
challenge must not be perceived as an obstacle to the private
sector’s prosperity but, on the contrary, as an opportunity to give
new impetus to its activity: job and wealth creation, invention of
new production and consumption patterns… It is the opportunity
to demonstrate our deep conviction that the private sector is a
key actor in economic and social development. Today, it has the
capacity to demonstrate that is also a key actor – if the not the
most essential one – in the ecological transition that our world
needs.

Proparco’s Investors’ Club
PROPARCO, institution financière de développement, est détenue par l’Agence
Française de Développement (AFD) et des actionnaires privés du Nord et du Sud.
Sa mission est de catalyser l’investissement privé dans les pays émergents et en
développement en faveur de la croissance, du développement durable et de l’atteinte
des Objectifs du Millénaire pour le Développement. PROPARCO compte parmi
les principales institutions financières bilatérales de développement dans le
monde. Elle intervient sur quatre continents, allant des grands pays émergents
aux pays les plus pauvres, en particulier en Afrique, avec un haut niveau d’exigence
en matière de responsabilité sociale et environnementale.
PROPARCO is a Development Finance Institution jointly held by Agence Française de
Développement (AFD) and public and private shareholders from the North and South.
Its mission is to catalyze private investment in emerging and developing countries
with the aim of supporting growth, sustainable development and theachievement of
