Introduction
Introduction
The Atlantic Provinces Community College Consortium (APCCC)
is an interprovincial mechanism with a mandate to collaborate,
coordinate and share resources to enhance college level postsecondary education in the Atlantic Provinces. This consortium
reports annually to the Council of Atlantic Premiers, through
the Council of Atlantic Ministers of Education and Training. It is
officially recognized through a Memorandum of Understanding
signed by the provincial ministers responsible for community
colleges and the presidents of the community colleges in New
Brunswick, Newfoundland and Labrador, Nova Scotia and
Prince Edward Island.

de l’Atlantique (CCCPA) est une agence intergouvernementale
qui a le mandat de collaborer, coordonner et partager les
ressources nécessaires à l’amélioration de l’éducation

l’Atlantique, par l’intermédiaire du Conseil atlantique des

One of the cornerstones of the consortium is to provide
maximum mobility for students through the portability of
learning and credits throughout the post-secondary education
system in Atlantic Canada. To advance this agenda, the
Atlantic Community Colleges entered into a Memorandum of
Understanding on Transfer of Credits in 2000. This Guide to
Block Transfer Agreements builds on that Memorandum.
Une des pierres angulaires du consortium consiste à fournir
beaucoup de souplesse aux étudiants grâce au transfert

This Guide is designed as a tool to be used in conjunction
with other post-secondary education and training guidance
resources that are available at each of the specific colleges
making up the Consortium. The document lists programs
available at Colleges and corresponding institutions that agree
to recognize those programs for block transfer towards a new
educational credential. Registrars, guidance counselors, high
school teachers, college faculty, and most importantly students
and graduates of secondary and post-secondary institutions
will find the Guide to be a good reference source to inform and
assist in matters relating to the transfer of credit from Atlantic
Community Colleges to other institutions of higher learning.
However, it is important to consult directly with the institutions
to ensure current status of agreements as they are reviewed
and updated on a regular basis.

avec d’autres ressources pédagogiques postsecondaires
disponibles dans chaque collège qui fait partie du consortium.
Le document énumère les programmes collégiaux ainsi que les
établissements qui acceptent de reconnaître les programmes
et qui acceptent les transferts en bloc pour l’obtention
d’un nouveau diplôme. Les registraires, les conseillers en
orientation, les enseignants du secondaire, les professeurs

In addition to the block transfers identified in this guide, it is
important to note that a significant number of individual course
transfer arrangements are available to students and graduates
of the public college system in Atlantic Canada. Details are
available by contacting the specific college in which you were
enrolled.

guide, il est important de souligner que plusieurs autres cours
peuvent être transférés pour les étudiants et diplômés du

The Atlantic Community Colleges
WHEREAS New Brunswick Community College, College of
the North Atlantic, Nova Scotia Community College, and
Holland College, herein referred to as the Atlantic Community
Colleges, believe that transfer credit among the region’s
publicly funded community colleges supports the public
policy objectives that students should not have to repeat a
formal learning experience and that lifelong learning should
be as seamless as possible.

Community College et le Holland College, ci-après désignés
sous le nom de Collèges communautaires de l’Atlantique,
estiment que le transfert des acquis scolaires entre les
collèges communautaires de la région qui sont financés
par l’État appuie les objectifs de la politique générale selon
laquelle les étudiants ne devraient pas avoir à refaire un
apprentissage formel et le processus d’apprentissage continu

AND WHEREAS the Atlantic Community Colleges believe
that students should be provided with the opportunity to
complete and/or further their college education and training
in the Atlantic region and have agreed to and signed the
Association of Canadian Community College’s (ACCC)
Pan Canadian Protocol for the Transferability of Learning
(Appendix I).

THEREFORE New Brunswick Community College, College
of the North Atlantic, Nova Scotia Community College, and
Holland College announce their commitment to the operating
principles governing transfer credit as listed in the ACCC
Protocol, and agree on the following additional guidelines
governing the development of transfer credit arrangements
between their institutions.

Guidelines for the Development and
Operation of Transfer Arrangements
1. Each College has identified the Registrar’s Office as
responsible for the distribution of information on transfer
policies and practices.
6. Applicants granted block transfer1 of post-secondary
credit toward a program of study are deemed to have
met the minimum admission requirements for the
program, however the awarding of transfer credit does
not guarantee admission.
2. Provincial High School Diplomas, Community College
Adult High School Diplomas, and GED Certificates of
High School Equivalency will be recognized as meeting
the minimum requirements of a high school diploma,
regardless of the province of origin.
7. Students will be given every opportunity, through each
institution’s process of Prior Learning Assessment, to
receive recognition for past learning acquired informally
through an individual’s work and life experiences.
3. Programs that have attained an external accreditation for
a specific occupational designation should be assumed
to be equal in terms of program outcomes.
8. Each institution agrees, when awarding transfer credit,
to recognize each other’s standard of grade required for
successful course or program completion.
4. Diploma prerequisites for post diploma programs should
be viewed with the understanding that similar diploma
programs in each of the region’s colleges, while not
exactly the same, do provide an equivalent body of
knowledge and skill that should meet the admission
requirements.
9. College promotion of transfer credit and articulation
should ensure that information is readily available and
accurately describes arrangements.
5. Programs with both certificate and diploma exits (1+1
programs) should recognize that similar certificate
programs in the region’s colleges, while not exactly
the same, do provide an equivalent body of knowledge
and skill that should be viewed as meeting admission
requirements.
Block transfer typically refers to the transfer of a semester,
a year, a certificate, or a diploma.

Lignes directrices pour l’élaboration et l’application des
ententes relatives au transfert des acquis scolaires
1. Chaque collège a désigné le bureau du registraire comme
responsable de la distribution de l’information sur les
politiques et les pratiques relatives au transfert.
6. On juge que les candidats pour lesquels on accepte
le transfert en bloc1 d’acquis scolaires de niveau
postsecondaire obtenus dans le cadre d’un programme
d’études répondent aux conditions minimales
d’admission au programme. Le transfert d’acquis
scolaires ne garantit toutefois pas l’admission.
2. Il est reconnu que les diplômes d’études secondaires
provinciaux, les diplômes d’études secondaires pour
adultes émis par les collèges communautaires ainsi
que les diplômes d’équivalence d’études secondaires
(GED) répondent aux exigences minimales d’un diplôme
d’études secondaires, peu importe la province d’origine.
7. Grâce au processus d’évaluation et de reconnaissance
des acquis de chaque établissement, les étudiants
bénéficieront de nombreuses possibilités de faire
reconnaître leur apprentissage acquis de façon informelle
en milieu de travail et par l’expérience de la vie.
3. Les programmes qui ont obtenu une accréditation
externe pour la désignation d’un métier particulier doivent
être considérés comme égaux en ce qui concerne les
attestations relatives aux programmes.
8. Chaque établissement accepte, lorsqu’il accorde un
transfert d’acquis scolaires, de reconnaître la norme des
autres établissements relativement à la note minimale
à obtenir pour terminer avec succès un cours ou un
programme.
4. Les diplômes préalables aux programmes d’études
supérieures doivent être considérés en gardant à
l’esprit que les programmes semblables menant à un
diplôme dans les collèges de chaque région constituent
effectivement un ensemble équivalent de connaissances

fait les mêmes.
9. La promotion du transfert d’acquis scolaires et de
l’articulation des programmes dans les collèges
permettra de fournir des renseignements rapidement et
de définir correctement les dispositions nécessaires.

THE PROTOCOL
3. Transfer credit not deemed to satisfy specific program
requirements should be awarded whenever possible to
fulfill other general requirements.
The signatory to this protocol agrees to maximize the
recognition and transfer of learning acquired through formal
education, workplace training and work and life experience.
4. An institution that denies the transfer of credit shall state
the reasons for the refusal.
The signatory further agrees to the following Operating
Principles:
5. If formal transfer arrangements are to be effective, current
information must be readily available that accurately
describes course equivalencies, program prerequisites,
and levels of achievement on which admission to
awarding of transfer credit at receiving institutions will be
based. Receiving institutions should not make changes
in these arrangements without providing adequate notice
and lead-time to other institutions. Each institution should
identify an office that is responsible for distribution of
information on transfer policies and practices.
1. Transfer credit will be awarded in accordance with
the policies and regulations of the governing bodies
of the institutions concerned. It is the prerogative of
each institution to set admission requirements and
prerequisites, to determine program design and delivery,
to establish all requirements for credentials, and to limit
admission to programs based on availability of resources.
Transfer credit shall be awarded to students for credits
earned that are related to the program of study in which
the transfer student will register.
2. Course or program transfer credit shall be based on
an equivalency of educational achievement and of
knowledge, skills, abilities, and outcomes recognizing
that effective learning can occur under a variety of
arrangements and conditions. This includes all forms
of formal and informal learning such as self-study,
work place education, training and experience. Various

LE PROTOCOLE
3. Le transfert d’unités qui ne satisfait pas aux exigences
précises d’un programme devrait, dans la mesure du
possible, être accordé pour combler d’autres exigences
générales.
Le signataire du présent protocole accepte de maximiser
la reconnaissance et le transfert des acquis obtenus par
l’entremise d’études officielles, d’une formation en milieu de
travail ainsi que d’expériences de travail et de vie.
4. Un établissement qui refuse un transfert d’unités devra
préciser les raisons de son refus.
Le signataire accepte en outre les principes directeurs
suivants :
5. Pour que les dispositions officielles relatives au transfert
d’unités soient efficaces, il faut avoir facilement accès
à des renseignements à jour décrivant précisément
les équivalences de cours, les conditions préalables
des programmes et les niveaux de scolarité requis
pour accorder le transfert d’unités aux établissements
d’accueil. Les établissements d’accueil ne devraient pas
modifier ces dispositions sans aviser suffisamment à
l’avance les autres établissements. Chaque établissement
devrait déterminer un bureau qui serait chargé de diffuser
l’information au sujet des politiques et des pratiques
relatives aux transferts.
1. Un transfert d’unités sera accordé conformément aux
politiques et aux règlements des entités administratives
des établissements d’enseignement concernés. Il
incombe à chaque établissement de fixer les critères et
les conditions d’admissibilité, de déterminer les modalités
pour la conception et la prestation des programmes,
d’établir toutes les exigences en ce qui concerne les titres
et de limiter l’admission aux programmes en fonction
de la disponibilité des ressources. Un transfert d’unités
sera accordé aux étudiants pour des unités obtenues
en association avec le programme d’études dans lequel
l’étudiant souhaite s’inscrire.
2. Reconnaissant qu’un apprentissage efficace est possible
dans différents cadres et diverses conditions, le transfert
d’unités pour des cours ou des programmes d’études
sera fondé sur l’équivalence du niveau de scolarité
ainsi que sur les connaissances, les compétences, les
aptitudes et les résultats. Cela comprend toutes les
formes d’apprentissage, officielles et non officielles,
comme les études individuelles, la formation en milieu
de travail, les stages de formation et l’expérience. Les
établissements peuvent employer diverses méthodes

Technology The degree of Bachelor of Medical Laboratory Science (BMLS) is offered through the Faculty of Science in partnership with the New Brunswick Community College in Saint John (NBCC-SJ).
Enrolment will be limited and based on availability of seats in the Medical Laboratory Technology (MLT) program at NBCC-SJ. Students may enter the program only with approval from the Dean of
Science or the program Director. The BMLS degree requires completion of the MLT program either prior to or after completion of 84 credit hours of courses at UNB. For graduation, students must have completed the UNB portion of the degree as well as 2.5 years of the MLT program at NBCC-SJ and have passed the Canadian Society for Medical Laboratory Science (CSMLS) exams required for professional practice.
Note: Students who already have the MLT certification from NBCC-SJ or any other Canadian MLT program can be admitted to the BMLS degree with no limitation on enrolment.
