Area: Understanding health, ageing and disease
PM 03 – 2016 - Networking and optimising the use of population cohorts at EU level [RTD]
Specific challenge:
Population cohorts are invaluable resources to obtain detailed description of individual biological variations in
connection with a variety of environmental, […] However, the lack of integration of these cohorts hampers the
optimal exploitation of these resources, essential to underpin and facilitate the development of stratified and
personalised medicine.
Scope:
The proposals should aim at maximizing the exploitation of cohorts by bringing together national and/or
European cohorts with common scientific […] European infrastructures and additional collaborations with
relevant international initiatives are encouraged. Proposals should also engage with relevant
international/national/regional authorities to ensure that findings are implemented and translated into health
policy.
The Commission considers that proposals requesting a contribution from the EU of between EUR 8 and 10
million would allow this specific challenge to be addressed appropriately. Nonetheless, this does not preclude
submission and selection of proposals requesting other amounts.
Expected impact:
Expected impacts include one of or a combination of the following point(s):
• Contribute to providing novel information on health maintenance, onset and course of diseases, or
population stratification, with a view to tailor diagnosis or to optimise treatment.
• Optimise the use of population cohorts in defining/improving clinical practice and public health policy.
• Make major conceptual, methodological and analytical contributions towards integrative cohorts

Impact - En vue de répondre à ce critère, il convient de décrire jusqu’à quel point les résultats du projet
contribuent à :
-combler les impacts listés dans le programme de travail et sous le "topic" pertinent ;
-améliorer la capacité d’innovation et d’intégration de nouvelles connaissances ;
-renforcer la compétitivité et la croissance des entreprises en développant des innovations répondant aux besoins
des marchés européens et globaux, et si c’est pertinent, en fournissant les innovations aux marchés ;
-prendre en compte les autres impacts environnementaux et sociétaux importants.

Les grands principes
Définitions:

Un essai clinique est une recherche biomédicale organisée et pratiquée sur
l’Homme en vue du développement des connaissances biologiques ou
médicales
L'essai peut se faire chez le volontaire malade ou le volontaire sain.
En France: pour débuter, l'essai doit avoir obtenu un avis favorable du Comité
de protection des personnes (C.P.P.) et une autorisation de l'Agence nationale
de sécurité du médicament et des produits de santé (ANSM).
Règles spécifiques liés aux dispositifs médicaux . Evolution cadre législatif!
Avant de se lancer:
• Les dossier CPP et ANSM en FR et les équivalents dans chaque pays!! Notion de
timing important
• Maladies rares: protocole d’assistance de l’EMA est un pré-requis
• Se faire aider par le futur promoteur pour budgétiser
• Anticiper budget tous les coûts, ex: la création du protocole, la phase
règlementaire, le monitoring etc .
• Le statut de ses centres cliniques

Promotion de l’essai:

Pensez à inclure un promoteur au plus tôt de l’écriture du projet ( permet de
visualiser les coût, le timing des autorisations règlementaires etc)
Coûts de promotion + circuit médicament+ monitoring + tps investigateur et
équipe etc etc souvent diffèrent d’un pays à un autre.
Bien sélectionner ses centres d’essais cliniques ( expertise, capacité de
recrutement, règles de marché si sub contracting)
Importance des associations de patients
CRO:
Tout à fait possible de travailler avec une CRO sur un projet H2020
• Sous forme de sous-contractant (exception dans H2020)

1.7 Conduct Description of planned strategy for study management, monitoring, data

applicable) and participating clinical centres. If a study medication is required, please
provide information on whether manufacturing and/or labelling of the study medication

1.8 Orphan designation If orphan designation has been granted provide the reference of
the Commission Decision. If orphan designation has been requested but not granted,

1.9 ’Unit costs per patient’ for clinical trials / studies / investigations
Commission Decision C(2014) 1393 authorises the use of unit costs for clinical trials,
studies or investigations. The use of unit costs is an alternative to the use of actual costs.
Its use is voluntary, i.e. each beneficiary can decide whether to be reimbursed on the
basis of unit costs or of actual costs for a given clinical study. Beneficiaries can use
different forms of reimbursement (unit costs or actual costs) for different clinical studies.
