Mes Biens Aimés Frères,
Au nom de tous les Frères de la Grande Loge Nationale de Madagascar,
c’est un réel plaisir pour moi d’inviter les Délégations des Grandes Loges
Régulières à participer du 24 au 27 Mai 2017 à la XVème Conférence
Mondiale des Grandes Loges Régulières à Antananarivo – Madagascar.
La Maçonnerie est présente sur la Grande Ile depuis la fin du XIXème siècle et la Maçonnerie Régulière a vu le jour tardivement puisque la Grande Loge Nationale de Madagascar a
été consacrée en 1996.
Depuis cette date notre Obédience s’est développée tant dans la capitale Antananarivo qu’en
province et notre Ordre compte aujourd’hui environ 400 Frères répartis dans une douzaine
de Loges.
Plusieurs manifestations maçonniques sont prévues en marge de la Conférence comme vous
pourrez le voir dans cette brochure. Notre souci étant de vous assurer un séjour à Madagascar riche de convivialité fraternelle et ce, dans les meilleures conditions.
Nous espérons que nous pourrons vous faire apprécier l’hospitalité légendaire de notre pays,
terres de contrastes et que vous serez nombreux à venir, accompagnés de vos épouses qui
pourront ainsi profiter de ce voyage pour en apprécier la diversité de la richesse culturelle,
artisanale et culinaire.
Si votre emploi du temps vous le permet, n’hésitez pas à rester quelques jours supplémentaires dans la Grande Ile pour partir à la rencontre de sa population généreuse et à la
découverte de sa nature endémique extraordinaire et préservée, qui en fait un véritable
sanctuaire de la nature.
Nous serons à votre disposition pour vous proposer des programmes ou vous aider à établir
une thématique à votre convenance.
Il me tarde de vous dire « tonga soa » ou « bienvenue » à Madagascar en espérant vous voir
très nombreux répondre à cette fraternelle invitation.
Dear Brethren,
On behalf of all Brethren of the National Grand Lodge of Madagascar, it is a real pleasure for me to invite
the Delegations of the Regular Grand Lodges to take part in the XVth World Conference of the Regular
Grand Lodges from 24th to 27th of May 2017 in Antananarivo – Madagascar.
Masonry is present on the Large Island since the end of the XIXth century and Regular Masonry came out
tardily as the National Grand Lodge of Madagascar was consecrated in 1996.
Since this date our Order has developed in Antananarivo the capital as well as in the provinces and our Order
counts today approximately 400 Brothers divided in twelve Lodges.
Several Masonic meetings are envisaged concurrent with the Conference as you will be able to see in this
booklet.
Our wish is to ensure that you a have a great stay in Madagascar, rich in fraternal friendliness and this, under
the best conditions possible.
We hope that we will be able to make you appreciate the legendary hospitality of our country, full of
numerous contrasts and that you will be able to come, accompanied by your wives who will be able to thus
benefit from this visit to appreciate the diversity of the cultural, artisanal and culinary, wealth of our country.
If your timetable allows it to you, do not hesitate to remain a few additional days in our Large Island and
leave after meeting its generous population and experience a tour of its extraordinary and preserved endemic
nature, which makes it a true sanctuary.
We are at your disposal to propose programs to you or to help you to establish a set of themes to suit you.
It remains for me to say “tongasoa” or “welcome” to Madagascar while hoping to see a great number

Mes Bien-aimés Frères,
La Grande Loge Nationale de Madagascar (GLNM) sera honorée de vous
accueillir à ANTANANARIVO, cette ville des milles et de paix, du 24 au
27 Mai 2017, en marge de sa Tenue de Grande Loge qui se tiendra le
Samedi 27 Mai 2017.
La Franc-maçonnerie a, par essence, depuis son origine, magnifié un idéal
de construction universelle, pour le développement moral et spirituel de
ses membres.
L’aspect ésotérique et quasi mystique de la franc-maçonnerie a attiré les africains en général
et les malgaches en particulier en y voyant une école de réconciliation et donc de
rassemblement.
Bâtisseurs capables de relever le défi, c’est tout naturellement que les Frères de la GLNM se
sont résolument tournés vers la consolidation de l’édifice en œuvrant jour après jour au
rassemblement de ce qui est épars, tout comme vers le développement de l’œuvre en
entretenant son rayonnement par l’élargissement de ses relations avec les Grandes Loges
Régulières du Monde.
Dans cet esprit, en harmonie avec les principes maçonniques et les autres Grandes Loges
Régulières d’Afrique, la GLNM et MADAGASCAR recevront au nom du Continent
Africain et dans le principe du continent tournant, ce haut rassemblement sur cette Grande
Ile très accueillante, et ce, pour une deuxième fois en Afrique depuis sa création il y a un peu
moins de vingt ans.
Tout ceci, dans le but de ce qui fait distinguer les Francs-maçons, celui de communiquer et de
s’unir dans l’affection et l’amour fraternels.
A cette occasion, le thème « MACONNERIE REGULIERE POUR LE
DEVELOPPEMENT DURABLE » est soumis à la réflexion et à la contribution de toutes
les Grandes Loges participantes.
La démarche initiée par ce thème se veut avant tout de sensibiliser nos Frères sur
l’importance d’associer l’action à la réflexion et garder en tête les valeurs qui sont les nôtres
d’équité et de partage.
Beloved Brethren,
The National Grand Lodge of Madagascar (GLNM) will be honored to welcome you in ANTANANARIVO,
the city of a thousand people and of peace, from May 24th to 27th 2017, concurrent with its Grand Lodge
Annual Meeting, which will be held on Saturday, May 27rd, 2017.
Freemasonry, essentially, since its origin, magnifies an ideal of universal building, for the moral and spiritual
development of its members.
The esoteric aspect and quasi mysticism of freemasonry attracted Africans in general and the Madagascans in
particular by finding there a school of reconciliation and thus of togetheness.
Being builders able to take up challenges, it is quite natural that the Brethren of the GLNM resolutely turned
to the consolidation of our building by working day in day out to gather what is scattered, developing,
radiating and widening our relations with the Regular Grand Lodges of the World.
In this spirit, in harmony with Masonic principles and the other Regular Grand Lodges of Africa, the GLNM
and MADAGASCAR will receive in the name of the African Continent and within the framework of the
policy of changing continents, this high gathering on this large very welcoming island; and this, for the second
time in Africa in a little less than twenty years, since its creation.
All this, in the distinct way of Freemasons, which is to communicate and link themselves in affection and
brotherly love.
For this, the topic “REGULAR MASONRY FOR SUSTAINABLE DEVELOPMENT” is submitted for the
reflection and contribution of all participating Grand Lodges.
The initial approach to this topic, before anything, should be very pragmatic and operative because it is
necessary for us to associate action with thought while keeping in mind our values of equity and sharing.

MACONNERIE REGULIERE
POUR LE DEVELOPPEMENT DURABLE
Il existe plusieurs approches du « développement durable ou soutenable », mais la définition la plus
commune et celle à laquelle nous souhaitons faire référence dans notre démarche, reprend les éléments
suivants :
« Le développement qui répond aux besoins du présent sans compromettre la capacité des générations
futures à répondre à leurs propres besoins ».
De par les valeurs qui sont les nôtres, nous pouvons intégrer dans cette définition le terme d’équité et
ainsi travailler sur une réflexion de « DÉVELOPPEMENT DURABLE ET ÉQUITABLE ».
Les deux concepts essentiels inhérents à cette notion sont d’une part le concept de besoins qui varient
selon le développement du pays concerné, mais qui doit s’attacher essentiellement aux besoins dits
« primaires » qui sont les besoins essentiels et élémentaires pour tout homme sur notre planète.
Ces besoins sont à prendre en considération prioritairement car ils sont indispensables à tout être
humain pour assurer à la base sa simple survie et couvrent des domaines de nutrition, logement, respect
des droits de l’homme…
Le deuxième concept inhérent à cette notion concerne plus essentiellement notre environnement et tout
particulièrement l’environnement écologique et social.
Cela touche entre autre le changement climatique, la raréfaction des ressources naturelles et leur
partage, la pénurie d’eau dans certaines régions, la déforestation et ses conséquences, la croissance de la
population et sa répartition…
Du point de vue social, la crise économique touche aujourd’hui pratiquement tous les pays de la planète
avec des conséquences importantes sur les populations et ce tant dans les pays dits industrialisés que dans
les pays émergeants. La pauvreté n’est plus un problème spécifique des pays émergeants.
Le concept de développement durable fait appel à de nouvelles valeurs universelles qui se rapprochent
fondamentalement des valeurs de la Franc Maçonnerie Traditionnelle.
Les Frères selon leur position dans la Cité ont chacun à leur niveau la possibilité d’être des acteurs
engagés dans ce concept qui va avoir pour but d’assurer aux générations actuelles un meilleur partage
des richesses, une meilleure gestion des ressources et pour les générations futures une protection de notre
planète.
La démarche initiée par ce thème se veut avant tout de sensibiliser nos Frères sur l’importance d’associer
l’action à la réflexion et garder en tête les valeurs qui sont nôtres d’équité et de partage.
La lutte contre les inégalités sociales, la lutte contre la pauvreté, la notion de gestion des ressources
naturelles… sont entre autres des objectifs liés à la notion de « développement durable ».
Au titre de l’esprit de cette XVème Conférence Mondiale, nous Franc-maçons, devons être des acteurs
privilégiés dans la mise en oeuvre de ce concept car nos valeurs et notre éthique trouvent pleinement
leur place dans cette vision d’un monde meilleur.
MACONNERIE REGULIERE POUR LE DEVELOPPEMENT DURABLE est le thème général
qui sera débattu en 2017 pour la XVème Conférence Mondiale des Grandes Loges Régulières organisée
par la Grande Loge Nationale de Madagascar, tout en vous invitant à traiter les sous-thèmes suivants :
1 - Valeurs maçonniques au service du développement durable : Equité, partage et solidarité
Dans le concept d’un développement durable, le Franc-maçon peut-il contribuer à porter les valeurs de
partage, d’équité et de solidarité pour une répartition plus équitable des ressources élémentaires :
• Moyens d’actions collectifs ou individuels.
• Implication sur le terrain.
• Initiation de projets éducatifs, sociaux à caractère durable.
• Large appropriation pour une équité renforcée par le principe de subsidiarité….
2 - Meilleure utilisation des énergies renouvelables et de toutes les ressources naturelles : Actions et
réflexions comme outils de développement durable
Les ressources naturelles de notre planète se raréfient par les actions néfastes de l’homme sur son
environnement. A l’échelle communautaire, le Franc-maçon peut-il agir pour une meilleure gestion des
énergies et ressources naturelles dans les domaines des énergies renouvelables, de l’eau, de la biosphère,
de la préservation de l’environnement. Comment le maçon peut-il s’impliquer et faire participer les
populations concernées. Elan de défit du maçon à se dépasser par la réflexion et l’action pour être utile à
ses semblables…

FOR SUSTAINABLE DEVELOPMENT
There are several approaches to « sustainable development or durable », but the most common definition and the one to
which we wish to make reference in our approach incorporates the following elements :
« Development that meets the needs of the present without compromising the ability of future generations to meet their
own needs ».
Through our values, we can integrate in this definition the term of fairness and thus work on a reflection of
« SUSTAINABLE AND EQUITABLE DEVELOPMENT ».
The two key concepts inherent in this are, on the one hand, the understanding of needs which vary according to the
development of the country concerned, but which must be focused essentialy on so-called « primary » needs which are the
basic needs, basic to any being on our planet.
These needs are to be taken into consideration primarily because they are essential in any human being to ensure firstly his
survival and cover the areas of nutrition, housing, respect for human rights ...
The second concept inherent in this concerns basically our environment and particularly the ecological and social
environment.
This touches amongst others climate change, the depletion of natural resources and their sharing, the shortage of water in
certain areas, deforestation and its consequences, population growth and its distribution ...
From the social point of view, the economic crisis affects today virtually every country on the planet with significant
consequences on their populations and this, both in the so-called industrialized countries as well as in emerging countries.
Poverty is no longer a specific problem of emerging countries.
The concept of sustainable development calls on new universal values which are fundamentally closer to those of
Traditional Freemasonry.
The Brethren according to their position in the City have each at their level; the opportunity to be actors engaged in this
concept which is designed to ensure that the current generation does a better sharing of wealth, a better management of
resources ensuring in future generations a better protection of our planet.
The approach initiated by this theme is primarily to educate our brethren on the importance to associate action with
thought, bearing in mind the values of fairness and sharing, which are ours.
The fight against social inequalities, against poverty, the concept of natural resource management, are among other
objectives related to the concept of « sustainable development ».
We Regular Freemasons must be the privileged players in the implementation of this concept because our values and our
ethics find their full place in this vision of a better world.
REGULAR MASONRY FOR SUSTAINABLE DEVELOPMENT is therefore the theme proposed in 2017 for the
XVth World Conference of Regular Grand Lodges by the National Grand Lodge of Madagascar.
1 - Masonic values to aid sustainable development : Fairness, sharing and solidarity
In the concept of sustainable development, the Freemason can contribute to bring the values of sharing, fairness and
solidarity for a more equitable distribution of basic resources :
• Means of collective or individual action.
• Involvement on the ground.
• Initiation of sustainable educational and social projects.
• Wide ownership of a sharing model reinforced by the principle of subsidiarity...
2. Better usage of renewable energies and natural resources : Actions and thoughts as tools of sustainable development
Our planet's natural resources are being reduced by the harmful actions of man on the environment. Can the Freemason
act on a community level to ensure better management of energy and natural resources in the areas of renewable energies,
water, biosphere, the preservation of the environment. How can the Freemason get involved and ensure the participation
of the populations concerned. Challenge for the Freemason to surpass himself through introspection and action in order
to be useful to his fellowman...

SANTÉ : Nous disposons de services médicaux corrects. Nous
indiquer toutefois tout problème (ou risque) de santé majeur afin que
nous prenions le cas échéant des dispositions préalables.
RÉGIME ALIMENTAIRE : Merci de nous indiquer tout régime
alimentaire particulier lié soit à des problèmes de santé ou à la
religion.
VOLS : Trois compagnies desservent Madagascar au départ de Paris
à savoir Air Madagascar, Air France, et Corsair et Kenya Airways au
départ du Kenya ou South African Airways au départ de Johannesburg. Des solutions existent également via la Réunion ou Maurice
Il ne nous a pas été possible de négocier avec elles des tarifs
particuliers compte tenu que nous n’avons pas aujourd’hui le nombre
exact de visiteurs et qu’ils seront probablement répartis sur plusieurs
compagnies.
Nous vous recommandons donc de contacter vos agences de voyage
locales pour fixer ce déplacement.
CLIMAT : Nous sommes en saison sèche avec des températures
allant de 14° à 24°. Bel ensoleillement sur les hauts plateaux.
Antananarivo est à 1250 m d’altitude, donc les nuits sont parfois un
peu fraîches. Prévoir un lainage pour les soirées.
SÉCURITÉ : Lors de vos déplacements en ville veuillez garder vos
passeports sur vous en cas de contrôle de police. Comme dans toutes
les grandes villes faites attention aux mendiants et pickpocket. Evitez
d’avoir des bijoux trop apparents.

REGISTRATION FORM : This form is intended for the Official Delegation
of Grand Lodges and must be completed and have returned before February
01st, 2017 by Email : regist[email protected]
REGISTRATION FEES : The unique form of registration and reservation of
hotels must be necessarily accompanied with relative expenses to be taken into
account.
VISAS : We recommend in the countries which have an Embassy of Madagascar
to make their visa application with this one to reduce the time of formalities on
arrival.
For the « tourist » visas taken on arrival, it is advisable to send us a copy of the
passport of the interested by Email to Registration form. This form is intended
for the Official Delegation of Secretary of 15th Conference and must be
completed and have returned before February 01st, 2017 by Email to
[email protected]. Plan a 35 € amount by visa in cash.
BE CAREFUL :
PASSPORT MUST BE VALID FOR AT LEAST SIX MONTHS
AFTER THE DATE YOUR ENTER.
HEALTH : No vaccination is compulsory for travelers coming to Madagascar,
except if they have been on transit in an infected zone. Anti-malaria prophylaxis
and one injection of gamma globulin against hepatitis are however highly
recommended, as well as prevention treatments against cholera and yellow fever.
Regarding pandemics which occur once in a while in the world, Malagasy health
authorities have the same level of information and of reactivity as their overseas
counterparts.

LANGUAGES : The unilingual (Malagasy) characteristic of Madagascar
distinguishes Madagascar from several other countries. However, Malagasy
consists of a few more or less noticeable dialectal variants. French and English
have an official language status, with French being more widely spoken.
CURRENCY : In 2005, Madagascar has shifted back to its traditional currency,
the Ariary. As the Malagasy currency is not convertible, it is advised to exchange
foreign currency only as necessary (rates ± 1 € = 3600 Ar - 1 $ = 3200 Ar).

BANKS : Banks are available in all major cities of the country. They are open
from 8 AM to 4 PM; major banks have a cash dispenser, accepting VISA and
MASTERCARD. Money transfer are also possible via Western Union offices.
MONEY EXCHANGE : Only banks and exchange agencies in town or in
airports, shopping centers and large hotels are authorized to exchange currencies.
Avoid informal illegal money changers in certain streets.
CLIMATE : The Highlands are characterized by a mild climate.
ELECTRICITY : Usually 220 Volts.
BUSINESS DAYS AND PUBLIC HOLIDAYS : In general, offices open from
Monday morning to Friday afternoon. Official working hours are 8 AM to 4 PM.
TELECOMMUNICATION : To call a land line number from over seas, dial the

Madagascar is wired with high-speed Internet in all big hotels.
DRINK : Drinking tap water should be avoided. Bottled natural spring water is
the safest option through out your stay.
SECURITY : Carry your passport. It’s recommended making a copy of your
passport and put it in a separate place.
Petty theft is the main risk. Do not keep your valuables in a pack or external
money belt.
Antananarivo
and surroundings
Meaning “Town of 1000”, Antananarivo was
named after the revered 17th century King
Andrianjaka who conquered several villages in
the area, leaving a garrison of 1000 men to
defend his new territory.
Built on hillsides and ridges Antananarivo is the
main entry point for visitors travelling to
Madagascar, although not many tourists spend
more than a couple of days here, either at the
beginning or end of their holiday as
Antananarivo is not an easy place for first time
visitors with little in the way of tourist
infrastructure.
Sights worth seeing include the Royal Hill of
Ambohimanga, the Prime Minister's Palace, the
daily Zoma Market and Rova : the old shell of
the Queen's Palace which was severely damaged
by arson in the 1990s and is being restored.
With a distinctive French flavour, mish-mash of
red-brick houses scattered all over the hill sides
and nineteenth-century churches dotted around
the maze of small winding streets, Antananarivo
has its own inimitable charm, an attraction in
itself.
A trip to Tana´s country side offers a view of
rural life preserved these lost centuries.
Depending on the time of the year, visitors can
witness rice harvests, natural silk weaving and
jewel manufacturing.
From May to September ovens for clay brick
baking are working. With some luck resting
peasants might invite you to sit with them. Take
advantage of their hospitality to learn a lot
about Malagasy traditional life.
The region of the twelve holy hills around
Antananarivo, core of the extinguished Merina
King-dom, is known as Imerina.
The well-preserved palace complex of
Ambohimanga, which was declared in 2001 to
belong to the World Cultural Heritage by
UNESCO, is one of the most preferred hills
among visitors.
Other sites like the Lemurs Park, Andasibe
Reserve where one can observe the famous Indri
Indri, or Itasy region with its lakes and geysers
offer beautiful day tours.

The National Grand Lodge of Madagascar, recognized
by the great majority of Regular World Grand Lodges is
very active in its fraternal relations with all Regular
African Grand Lodges. These gave their brotherly
support for our Grand Lodge to organize the XVth
World Conference of Regular Grand Lodges in
Madagascar in 2017.
La Grande Loge de Madagascar, reconnue de la plupart
des Grandes Loges Régulières du monde est,
particulièrement, très active dans ses relations fraternelles
avec les Grandes Loges Régulières d’Afrique.
