La rive de Budva, dentelée de 25 km, nous offre une beauté ravissante . Elle longe une vile datant de plus de deux siècles, c’est
une rive de rêves, un lieu présérvant les antiquités mais aussi un lieu d’hôtels modernes, un très beau cercle meditérrannéen
parsemé de plages sablonneuses et de plantes odorantes
Mais on ne vient pas à Budva que pour profiter de la mer, du soleil et des plages. Budva est une ville de culture et de sport; il
est rare qu’un tel endroit dans cette partie du monde offre à ses hôtes un spectre de divertissements culturels si varié ainsi que
de nombreux évènements sportifs.
Grâce à une organisation très réussie de compétitions précédentes, nous sommes très heureux d’avoir été choisi hôte une
nouvelle fois pour acceuillir le XXIe CHAMPIONNAT DU MONDE DE PEUCHE EN BORD DE MER - JEUNES U-16 et le

DOBRODOŠLI NA OBALU BISERNIH PLAŽA !
Postoji ljepota koje se čovjek nikada ne zasiti. Ona je ista, a drugačija: svaki put poznato bliska, a ipak mistična i
neuhvatljiva. Ona opušta, odmara, mami i zavodi. Za takvom ljepotom čovjek neprestano traga - i uvijek joj se vraća.
Takva je Budva, metropola crnogorskog primorskog turizma, na obali Jadranskog mora. Drevni grad koga je, prema
legendi, osnovao prije 2.500 godina Kadmo, sin feničanskog kralja Agenora, sa svojom prelijepom ženom Harmonijom,
kojima je srce zaigralo pred ljepotama budvanske rivijere. Ovdje su vjekovima dolazile i odlazile velike civilizacije,
ostavljajući za sobom duboke tragove.
Zato je Budva grad bogate kulturne baštine, sadržajne istorije i nesagledivih ljepota.
Srce Budve je Stari grad, jedinstven kulturno-istorijski spomenik, o čemu svjedoče antičke kapije iz VI vijeka p.n.e.,
piloni, antičke nekropole, rimski kapiteli i ranohrišćanski mozaici, rimske terme, srednjovjekovne zidine sa tvrdjavom Citadelom, ranohrišćanske bazilike sa kraja V vijeka n.e., crkva Santa Maria in Punta iz 840 g.n.e., crkva Sv. Save iz XII
vijeka, ostaci crkve Santa Maria de Castelo iz XIV vijeka ili “Budvanska Gospa”, zaštitnica grada. Tu se nalazi i osam

Danas Budva, sa oko 20.000 stanovnika i 122 km2, predstavlja poznatu svjetsku turističku metropolu: 35 plaža,

WELCOME TO THE COAST OF PEARLY SAND BEACHES
There is beauty one can never have enough of. It is the same, but yet ever different: each time looks very familiar, and
yet appearing mystical and elusive. It relaxes, rests, lures and seduces you. It is the kind of beauty one constantly seeks and
keeps returning to.
Such is Budva, the capital of the Montenegrin tourist industry, situated on the eastern coast of the Adriatic Sea. As the
legend has it, it was founded some 2500 years ago by Cadmo (or Cadmus), son of the Phoenician King Agenor, together with
his beautiful wife Harmonia (daughter of Ares and Aphrodite): the hearts of both throbbed before the beauty of the Budva
Riviera!
Great civilisations have been present in these parts leaving deep traces behind. Therefore Budva came to be a city of
rich cultural heritage, an eventful history and striking beauties.
The heart of Budva is its Old Town – a unique monument of culture and history comprising ancient gates dated to the
6th century B.C., pylons, antique necropolises, Roman capitals, early-Christian basilicas (late 5th c. A.D.), the Church of Santa
Maria in Punta (840 A.D.), St. Sava’s Church (12th c.), the remains of Santa Maria de Castello (14th c.) or “Our Lady Of
Budva” – the patron of the city. Here one also finds eight monasteries – including Podlastva (14th c.), Praskvica (15th c.),
Podostrog (17th c.). Podmaine (18th c.) – as well as other historic sights.
The present-day Budva, with the population of around 20,000 and the territory of 122 sq. kilometres, is a worldknown tourist resort offering to visitors its 35 beaches – “the pearls of nature” – in the length of 25 km., eighty hotels –
including those of de lux category, such as Sveti Stefan, Splendid, HIT Maestral. The daily number of visitors in the high
season and the annual overnights are around 100.000.
It is also the city of cultural events, of entertainment and supreme enjoyment: the annual Theatre City Festival, Song

IV. OSIGURANJE
Organizator o svom trošku osigurava kod nadležnog državnog
organa SVE učesnike takmičenja u slučaju nesreće ili smrti.
V. LJEKARSKA UVJERENJA I MEDICINSKA EKIPA
1.
Nacionalni savez je odgovoran za upisne podatke o ekipi i dužan je da
obezbijedi da svi članovi ekipe posjeduju ljekarsko uvjerenje (potvrdu), kao dokaz njihove sposobnosti učešća na
takmičenju.
2.
Umjesto individualnih ljekarskih potvrda, važiće i nacionalno odobrenje sa ljekarskim pečatom, uz uslov da sertifikat bude
na jednom od jezika C.I.P.S.

Organizator će obezbijediti stalnu dežurnu medicinsku ekipu za vrijeme trajanja takmičenja.
4.
Organizator će obezbijediti ljekara ovlaštenog za izdavanje ljekarske potvrde takmičarima, ukoliko to ne obezbijedi
nacionalni savez. Troškovi ljekarskog pregleda padaju na teret takmičara, odnosno njegove federacije.
VI. ANTIDOPING KONTROLA
Podsjećamo sve učesnike - takmičare da upisom (prijavom) za učešće na takmičenju podrazumijeva da prihvataju SVA
antidoping sportska pravila u sklopu antidoping programa WADA.
VII. VIZE
Za dolazak u Crnu Goru nisu potrebne vize takmičartima iz zemalja EU, SAD, i država koje se nalaze na Šengenskoj listi dovoljno je imati samo važeći pasoš.
VIII. DRŽAVNA ZASTAVA I HIMNA
Nacionalni savezi su dužni da organizatoru dostave najmanje 1 zastavu države (poželjno bi bilo 2), propisanih dimenzija kao i
CD sa svojom nacionalnom himnom.
IX. MEDALJE I PRIZNANJA - NAGRADE
Pobjednicima medalje (zlatnu, srebrnu i bronzanu) dodjeljuje FIPS-M, a pehare i druge prigodne nagrade - organizator.
X. SREDSTVA PLAĆANJA (VALUTA)
Važeće sredstvo plaćanja je EURO, ali se plaćanja mogu vršiti i u drugim važećim konvertibilnim valutama - zamjenom u
svim bankama ili mjenjačnicama za euro, ili karticama American Express, Master Card, Dinners Card, Visa Card.
XI ŽALBE
•
žalbe i protesti će biti prihvaćeni samo u pisanoj formi. Potrebno ih je dostaviti maksimalno u roku od 30 minuta
nakon završetka mjerenja i dostaviti organizatoru. Nakon tog vremena žalbe neće biti prihvaćene.

za svaku žalbu ili protest potrebno je uplatiti 100,00eur
•
Sastanak medjunarodnog sudijskog žitija biće održan u roku od 1 sat nakon objavljivanja rezultata. Sastanak žirija
može trajati maksimalno 1 sat, a konačan zaključak žirija biće prosledjen FIPS-M sekretaru u pismenoj formi
•
Medjunarodna komisija, po potrebi može izvršiti saslušanje osobe koja je podnjela žalbu, osobe koja je navedena u
žalbi i rukovodioca takmičenja

Split and Dubrovnik to Herceg Novi; the ferry across the Kotor Gulf (Kamenari-Lepetani) to Tivat and further south to

III. TRANSFERS
Upon duly received request, the Organiser will provide transfers by coach or
van from/to the airports of Tivat, Podgorica and Dubrovnik, as well as
from/to the Port of Bar.
IV INSURANCE
The Organiser undertakes to insure ALL the participants in the Championships
against accidents and death, with the relevant state insurance agency, at its own expense.

Each national organisation is accountable for the data entered/supplied for their team and shall provide that all the
members of the team produce a medical certificate as a proof of their fitness to take part in the competition
2.
In place of individual certificates, accepted will be national team certifications bearing a competent doctor’s stamp,
provided that it be in one of the official languages of C.I.P.S.

The Organiser will engage a permanent-duty medical team for the duration of the competition

Should a national organisation fail to comply with 1 and/or 2 above, the Organiser will commission a medical doctor
certified for issuing medical/fitness certificates, at the expense of the competitor(s) or their national organisation.
VI ANTI-DOPING CONTROL
The Organiser would like to remind all the participants/competitors that the participation in the championships implicitly
includes the acceptance of ALL the sports anti-doping rules of WADA.
VII VISAS
No visas are required for visitors granted visas for EU countries, the U.S.A. or if their country is on the Shengen list, in which
case a valid passport is sufficient to produce at the border crossing. Visitors from other countries are advised to contact the
nearest Montenegrin consular representative.
VIII STATE FLAG AND ANTHEM
National organisations are responsible for supplying the Organiser with at least one (preferably two) flag of their country, of
the prescribed size, as well as a CD with their national anthem.
IX MEDALS AND OTHER RECOGNITIONS
The winners will awarded medals – gold silver and bronze – by FIPS-M, while the Organiser will offer cups and other
commemorative awards.
X MEANS OF PAYMENT (CURRENCY)
The currency in use is EURO, but payments could be made in other valid convertible currencies (through exchange in banks or
exchange offices for Euro), or by American Express, Master, Diners or Visa cards.

Complaints and protests will be accepted only, when be given to the Head of competition in written form, maximum
30 minutes after the finish of the weighing of fish. After this time no complain or protest will be registered or
accepted.
For each complaint a special international commission will be established. Member will be representatives of FIPS-M
and president of the Organizing Committee.
Fee for appeal or protest is 100,00 EUR
Meeting of the International Commision will be held in time limit of 1 hour after the announcement of the official
results and will, after maximum 1 hour, accept the final conclusion. The final conclusion will be forwarded to the
FIPS-M secretary in a written form.
International Commission can, when needed, execute a hearing of the person which made appeal, person on which the
complaint is concerned and Head Competition.
Decision of the International Commission will be in accordance with the international FIPS-M rules.
If the International Commission accept the complaint, the fee of 100,00 EUR will be repaid.
If the International Commission do not accetp the complaint, the fee of 100,00 EUR will be transfered to the account
of FIPS-M.

IV L'ASSURANCE
L' Organisateur prend à sa charge 1' assurance auprès de 1'Assurance d'Etat de tous les participants de la Compétition dans les
cas d'accidents ou de décès.
V ATTESTATIONS MEDICALES ET L'EQUIPE MEDIСALE PAR MEDECINS
1. La Fédération Nationale est responsable des Renseignements fournis pour son équipe et doit assurer que tous les Membres
d'équipe possèdent 1`Attestation Médical cértifiant leur aptitude à participer dans la compétition.
2. A la place des Attestation individuels, 1'autoriaation nationale dûment signée par le Médecin sera valable à condition
d'être rédigée en une langue d e CIPS.
3. L'organisateur assurera le Service M édic al Permanent pendant la durée de la Compétition.
4. L' organisateur assurera l e Médecin at tit ré et autorisé à délivrer les attestations médicales aux concurrents au cas ou la
Fédération Nationale ne les aurait pas procurées. Les frais des examens médicaux sont à la charge des concurrents oubien
de leur Fédération.
VI CONTROLE ANTIDOPAGE
Nous rappelons tous les participants concurrents que par 1' inscription
à la Compétition l’on entend qu'ils acceptent toutes les règles Sportives
d'Antidopage, conformément au programme Antidopage WАDA .

VII VISAS
Pour visiter le Monténégro les Visas ne sont pas nécessaires. Il suffit d'avoir le Passeport en cours d e validité.
VIII DRAPEAUX ET HYMNES NATIONAUX
Les Fé d ér ation s Nationales doivent fournir au moins 1 drapeau National (de préférence 2 ) aux dimensions réglementées
ainsi que CD avec leur Hymne Nationale.
IX LES MEDAILLES ET RECONNAISSANCES - PRIX
Les Gagnants recoivent les Médailles (Or, Argent, et Bronze) de la part de FIPS-M, Coupes et Autres prix d e circonstance
par 1`Organisateur.
X MOYENS DE PAIEMETS (DEVISES )
Les paiements s'effectuent en EURO, mais également avec toutes autres monnaies convertibles. Changes possible dans toutes
les Banques e t Bureaux d e Change, oubien les Cartes de Crédit Américan Express, Master Card, Dinners Card, Visa Card.
XI RÉCLAMATIONS
• Les recours et les réclamations seront considérés valides seulement si présentés par écrits à la Direction de la
compétition au maximum entre 1 heure après la fin de la pesées du poissons. Au terme de cette 1 heure il ne sera noté et
considéré aucune réclames.
• Pour chaque réclamations il se constituera une Commission Internationale, composée de membres de la FIPS/M et du
Président du Comité Organisateur.
• La taxe et les frais de jugement sont de E 100 La Commission Internationale se réunira ae maximum une heure aprés la
proclamation des résultats, et après une heure au maximum de discussion prendra une décision qui sera communiquée
par écrit au secrétaire de la FIPS/M.
• La commission Internationale a la faculté d´entendre les personnes qui font recours, ceux conte qui est présenté le
recours et la Direction de la compétition.
• Les décision de la Commission seront appliquées aux sens du Règlement FIPS/M.
• Si la Commision approuvera les raison de celui qui fait recours, à ce dernier seront rembourés les frais de jugement d´un
montant de E 100.
• Si la Commission rebute le recours, la taxe pour les frais de jugement d´un montant de E 100 sera versée sur le conte de
la FIPS/M.

• gotovinski po dolasku u Direkciji Šampionata
• troškovi finansijskih transakcija (bankarskih provizija) padaju na teret federacija - učesnika

IV. PAYMENTS
Each federation shall make payments:
• within 8 (eight) days following the submission of FINAL APPLICATION, in line with the payment instructions

• in cash upon arrival to the Championship Directorate

“Tourist Village Slovenska Plaza” located at the very shoreline and only 500 metres from the Old Town.

particulier et renommé „SLOVENSKA PLAŽA“, situé juste au bord de la mer, à 500 m de la vieille ville de Budva.

KARAKTERISTIKE RIBOLOVNIH PODRUČJA - ZONA
PLAŽE Crnogorske rivijere karakterišu otvorenost prema pučini i dugačke pješčane plaže, od kojih smo za Šampionat
izabrali:
• plažu JAZ - udaljenu 2 km. od centra grada, dugačku 1.840 m.
• plažu BULJARICA - udaljenu 17 km, dugu 2.350 m.
• VELIKU ULCINJSKU plažu - udaljenu 60 km, dugu 13 km. (najduža plaža u Evropi)
• BEČIĆKU plažu - udaljenu 1,5 km, dužine 1.950 m.
• SLOVENSKU PLAŽU - pored hotela, dugu 1-600 m, tunelom povezana sa Bečićkom plažom
Plaže su pjeskovite, prosječne širine 25 m, čiste, prozirne, pijesak je fine granulacije, boje bijele, smaragdne do zagasito
crvene. Pješčano dno se proteže i do 70 m, a ima i kamenitih terena.
MORSKA VODA - ima azurno plavu boju, čiji se intenzitet povećava sa dubinom i salinitetom. U priobalnom pojasu morske
struje su slabe, a talase izazivaju lokalni vjetrovi. Veoma su česte pojave “mirnog mora”. Srednja vrijednost saliniteta je dosta
visoka - kreće se oko 38,5 %. Providnost je takodje velika - u priobalnom pojasu oko 5 m, a na otvorenom moru i do 56 m.
Srednja visina plime je 31 cm.
TEMPERATURA - morske vode je visoka: srednja godišnja je 18.5 C, u ljetnjim mjesecima 27.4 C, a u periodu maj - oktobar
preko 20 C. Prosječan broj sunčanih dana: 240 godišnje.
FAUNA - živi svijet mora vrlo je raznovrstan i bogat : 116 vrsta riba, rakova, školjki.
DNEVNA INSOLACIJA - oko 7 časova.

ANGLING SITES
The BEACHES of the Montenegrin seaside are characterised by their openness towards the sea front and their long sandcovered surface. Those selected for the Championships are:
• JAZ - 2 km. from the city centre to the north-west; length 1,840 m.
• BULJARICA - 17 km. to the south; lenght 2,350 m.
• VELIKA ULCINJSKA (Long Ulcinj Beach) - 60 km. to the south, with its 13 km. it is the longest beach in Europe
• BECICI - 1,5 km. from the city, lenght 1,950 m.
• SLOVENSKA BEACH - in the city itself, by the hotel; length: 1,600 m. (connected to Becici by a pedestrian tunnel)
The beaches are sandy, the average width of 25 metres, with clear, transparent waters. The colours of fine sands vary from
white to emerald to magenta/dark red. The sandy (sea) bed extends even to 70 metres into the sea, although stretches of rocky
beds are common.
The SEA WATER is of aquamarine colour the intensity of which increases with depth and salinity. The currents along the
coast are not strong, and the local winds raise only moderate waves; a rather frequent appearance of the water surface is “the
calm sea”. The mean value of salinity is rather high – 38,5%. The transparency of water is also high: the visibility through it
ranges from around five metres closer to the shore to up to 56 metres in the open sea. The average tide is 31 centimetres.
The temperature of the sea water is rather high: the average annual value is 18.50C, from May to October over 200C, and as
high as 27.40C in the summer months.
FAUNA - the rich and diverse living sea world includes 116 species of fishes, crabs and seashells

LES CARACTERISTIQUE LIEUX DE PECHE ( ZONES)
PLAGES: La riviéra Monténégrine se caractérise par l`ouverture vers la haute Mer et avec ses longues plages de sable.
Pour le Championat, nous avons choisi:
• Plage de JAZ – distance de centre ville à 2 kms., longueur : 1840 mètre
• Plage de BULJARICA - distance: 17 km., longueur 2350 m.
• Grande Plage d`ULCINJ - distante: 60 kms., longueur 13 kms. ( la plus longue plage en Europe).
• Plage de BECICI - distante: 1,5 kms., longueur 1950 m.
• SLOVENSKA PLAZA, à côté de l`hotel – longueur 1600 m. liée par tunnel à la plage de Becici.
Les Plages sont sablonneuses, largeur, moyenne de 25m. propres, transparentes, sable fin, couleur blanche, émeraude au
rouge foncé, Le fond de sable en mer jusqu`à moyenne 70m., mais il y a parfois de la rocaille en fonds de mer.
L` EAU DE MER: est de couleur bleue-azur dont l`intensité augmente avec la profondeur et salinité. Le long de la c te
les courants marins sont faibles., et les vagues sont provoquées par les vents locaux. Très souvent ”la mer est calme“.
Valeur moyenne de la salinité est assez élevée, vers 38.5 %. Transparence est également grande le long de la c te vers 5 m.
et au large jusqu`à 56m.. Hauteur moyenne de la marée (flux) est de 31 cm.
TEMPERATURE de la Mer est élevée: la moyenne annuelle est de 18,5c les mois d`été de 17,4c et en période de
Mai/Octobre plus de 20c. Le taux d`ensoleillement annuel est de 240 jours.
FAUNE: Le monde vivant de la Mer est très riche et varié: 116 espèces de poissons, langoustes et coquillages.
