RECOVERY DAY
September 16th, 2016
WHEREAS:
The disease of addiction in its various forms creates a tremendous
burden to individuals, families and communities in the City of
Fredericton; and,
WHEREAS:
So many hundreds of thousands of steadfast and courageous citizens
over the years have acknowledged their crippling dependencies and
moved on to lives of sobriety; and,
WHEREAS:
So many have found again their dignity and self-respect and loving
regard for themselves and those around them; and,
WHEREAS:
These brave souls have discovered and truly learned that honesty and
sobriety and a full return to citizenship all march hand and hand; and,
WHEREAS:
Many have until this day been reluctant to declare openly and without
need for explanation that they live proudly in RECOVERY; and,
WHEREAS:
These very same people say in unison, “I AM IN RECOVERY”, and I
am all the stronger and happier and more richly fulfilled as a person
because of it; and,
WHEREAS:
We choose now to CELEBRATE our RECOVERY and the
RECOVERY of those sons and daughters, brothers and sisters beside
us.
THEREFORE:
I, Mike O’Brien, Mayor of the City of Fredericton, do hereby proclaim
September 16th, 2016 as “RECOVERY DAY”.

Additional Information
The temporary stop-up and closure of portions of Rookwood Avenue, Saunders Street, Odell
Avenue, Woodstock Road and Saint Anne’s Point Drive is required, in order to hold the CIBC
Run for the Cure - which includes a 1K and 5K run/walk/wheel event to raise funds for the
Canadian Breast Cancer Foundation, Atlantic Chapter on Sunday, October 2nd, 2016.
 City Council Meeting – August 22, 2016

City Council adopted a resolution that approval be given to stop-up and close portions of
the above noted streets.

Council resolved that the City Solicitor be authorized to draft the appropriate by-law for
said closure.; AND further that the public notice requirements of Section 187(6) of the
Municipalities Act be fulfilled; AND that the regular Council meeting of Monday,
September 12, 2016, at 7:30 p.m. at the Council Chamber, City Hall, be set as the time
and place for the consideration of objections/support to the proposed by-law.

Douglas Baptist Church Door-to-Door 2016
Description:
This is an annual event where students from the Douglas Baptist
Church will be conducting a food drive in support of the Fredericton
Food Bank. The Pastor of Youth and Children has a strong desire to
connect students with their community and would like to provide them
with an opportunity to teach them about the importance of
organizations such as Greener Village (Fredericton Food Bank).

Purpose: To collect food donations to support Greener Village

Take Back the Night March 2016
Description:
The “Take Back the Night” march is a yearly march held across
Canada and around the world top protest violence against women and
children.
Requested By: Jennifer Richard – Fredericton Sexual Assault Crisis Centre
Event: Take Back the Night March 2016
Date and Time: Friday, September 23, 2016 from 8:00 p.m. – 10:00 p.m.
Route Description: The event will start and end in Phoenix Square. The march will
take place on the sidewalks starting at City Hall travelling down Queen Street to
Westmorland Street, turning left onto Westmorland Street and following to George
Street, turning left onto George Street and following to Regent Street, turning left onto
Regent Street and following to Queen Street, turning left onto Queen Street and
following Queen Street (on street) to finish at City Hall.
Special Notes: The event organizer is requesting for power access in Phoenix Square
and a female police escort for the march.
COMMENTS FROM DEPARTMENTS
Police: The Fredericton Police Force has indicated that they do not have any issues or
concerns with this event. If staffing allows they will be able to provide an Officer to
escort the group. If a Police Escort is not available the participants will be expected to
remain on the sidewalks and obey all traffic signals.
Engineering: The Engineering Services Division has indicated that they do not have
any issues or concerns with this event.

RECOMMENDATION
It is recommended that City Council adopt the following resolution:
BE IT RESOLVED that approval be given to the Fredericton Sexual Assault Crisis

requested, subject to recommendations from City staff being met.

Battle of Britain Parade and CH146 Griffon Helicopter Fly Past
Description:
A parade and ceremony to commemorate the Anniversary of the Battle
of Britain.

Event: Battle of Britain Parade and CH146 Griffon Helicopter Fly Past
Purpose: This event is held to commemorate the Anniversary of the Battle of Britain
Date and Time: Sunday, September 18, 2016 from 1:00 p.m. – 2:00 p.m.
Route Description: The group will form up on the roadway on Saint John Street
between King and Brunswick Streets and police assistance is requested for this. Group
will march out Saint John Street at 12:45 p.m., turning right on to King Street, and
march down King Street to be positioned at the apex of both King and Queen Streets
facing the Fredericton Cenotaph. At the Cenotaph, a 30 - 40 minute service is held,
which will include a fly past of up to four CH146 Griffon Helicopters. The return route
will be up Queen Street, turning left on to Saint John Street to finish at the Centennial
Building parking lot. Wooden barricades to block a portion of St. John Street for parade
formation is also required.
Special Notes: Event organizers are requesting a Police escort for the parade at 12:45
p.m. Organizers are also requesting use of the viewing stand and access and use of
power at the Cenotaph is required.

Parks & Trees: The Parks and Trees Division will place the viewing stand onsite.
Tourism: The tourism Division has indicated that they do not have any issues or
concerns with this event.
RECOMMENDATION
It is recommended that City Council adopt the following resolution:
BE IT RESOLVED THAT approval be given to 403 (Helicopter) Operational and Training
Squadron to hold their Battle of Britain Parade (along the recommended route), subject
to a police escort, and Helicopter Fly Past at the Fredericton Cenotaph at 500 feet
above ground level on Sunday, September 18, 2016

Title:
Transit Fuelling System Retrofit Equipment
Description: Request to divert funds from transit fuel savings to purchase safety
equipment for the Transit fuelling systems
The Finance and Administration Committee, at its meeting held on August 24, 2016
considered an administrative report from the Manger of Transit and Parking Services.
When the new transit storage facility became operational in early 2012, the fuelling
system was repurposed from the old facility and used in the new facility. Over the years
there have been fuel spills leading to workers being exposed to fuel. The Transit
Division is seeking permission from City Council to reallocate funds from the fuel
savings to cover the capital cost associated with equipment for a fuel system retrofit.
The new equipment will not only provide improved working conditions for employees but
it will also decrease the time required to fuel the buses thereby increasing efficiency.
The Committee directed that the following resolution be forwarded to City Council for
consideration:
BE IT RESOLVED that the Council of the City of Fredericton hereby approves,
authorizes and directs the City Treasurer to reallocate fuel savings for the purchase and
installation of equipment for a fuel system upgrade for the Transit Division in the amount
of $42,000.

Funding for Mala Canada 150 Project
Description: Film about New Brunswick shown on face of Legislature in summer 2017
Council-in-Committee, at its session held on August 22, 2016 considered an
administration report from the Assistant Director of Growth and Community Services
with respect to funding for Canada 150 projects and in particular, funding for the
Canada 150 Mala project.
In June of this year, producers of the Mala, which means “Where I’m from” in Maliseet,
Canada 150 project requested funding to support their major production which would
project a story of New Brunswick on the face of the New Brunswick Legislature in June
and July, 2017. The producers, Arteco, had given a presentation to council at its July
11, 2016 open council-in-committee meeting.
The production would cost approximately $600,000; and they were seeking $25,000
from the City of Fredericton. The time period would run from June 21st to July 1st and,
then, on weekends until New Brunswick day. It is anticipated that the presentation
could take place each summer, as the framework would be in place and the equipment
would be rented.
The producers indicated that the Province of New Brunswick is a confirmed partner and
they were looking for the City of Fredericton’s support, in addition to the Government of
Canada and the private sector. As well, an application had been submitted to the
Canada 150 funding program. The gentlemen were hoping for a response from the City
by end of summer in order to continue with their planning.
The Committee directed that the following resolution be forwarded to City Council for
consideration:
BE IT RESOLVED that Council of the City of Fredericton approve in principle
$25,000 in support for the Mala Project from 2016 budget savings.

Council, while acting in committee at its session held on August 22, 2016, considered
an Administrative Report from the Real Estate Manager requesting Council
authorization to proceed with the sale of vacant land in the Vanier Industrial Park,
situated at 410 Urquhart Crescent, Fredericton, NB being PID 60153913.
The purchaser, JK Holdings (2015) Inc, doing business as XL Plating is interested in
purchasing this vacant parcel of land (PID 60153913), located in the Vanier Industrial
Park so it can expand its business. Their business is doing well and they need a bit
more land. They are currently leasing land in the industrial park and are looking to
expand. The purchase price is $62,100.
The Committee directed that the following resolution be forwarded to City Council for
consideration:
BE IT RESOLVED that the Council of the City of Fredericton authorizes the declaration
of the property situate at 410 Urquhart Crescent, Fredericton, N.B. (being PID
60153913) surplus and authorizes the sale of the subject property to JK Holdings (2015)
Inc. for $62,100 (plus applicable taxes) subject to terms and conditions; and that the
Mayor and City Clerk be authorized to execute the necessary legal documents to
facilitate this transaction.

Description: Adjacent to Route 8 (Marysville Bypass)
Council, while acting in committee at its session held on September 6, 2016, considered
an Administrative Report from the Manager of Real Estate requesting City Council
authorization to proceed with the acquisition of a ± 37.2 acre portion of the property of
N.B. Transportation located along the Nashwaak River adjacent to Route 8 (Marysville
Bypass, between the intersection of Greenwood Drive and the end of Bridge Street) and
being PID 75009803.
As indicated in the report, the Property is surplus to provincial government
requirements, and the City’s Parks and Trees Division recognizes the potential for
passive recreation in this area. It would also present the opportunity to access the
nearby island in the Nashwaak River when conditions permit. Though access to the
Property would be limited (Route 8 is controlled access), the City would be able to
access the property for service/maintenance by using the walking trail. Furthermore,
the Property is directly adjacent to property to the north owned by the City of
Fredericton. This acquisition would provide the opportunity to strengthen the waterfront
buffer along the Nashwaak River by extending the City’s property.
The Committee directed that the following resolution be forwarded to City Council for
consideration:
BE IT RESOLVED that the Council of the City of Fredericton authorizes the acquisition
of a ± 37.2 acre portion of PID 75009803 from the New Brunswick Department of
Transportation and Infrastructure for the sum of $30,120 plus any applicable taxes; and
authorize the Mayor and City Clerk to execute any legal documents required to facilitate
this transaction.
