Lettre de la présidente
2
012 a été une année d'actions et de mobilisation volontaristes
au service de nos missions fondamentales d'information du public,
de soutien aux patientes et à leurs proches et de sensibilisation des
professionnels de la santé et des décideurs.
Comme les années précédentes, nous avons encouragé les femmes à
participer auDEPISTAGE et, alors même qu'il était mis en cause dans de récentes
polémiques, nous nous sommes clairement prononcées, y compris par voie
de presse, en faveur du programme national.
Nous avons inscrit dans cette démarche le partenariat noué avec les pharmaciens
d'officine et leurs personnels qui se sont fait, lors d'octobre rose, le relais de notre
information.
En début d'année, nous avons rompu le silence qui pesait sur la récidive
et l'extension cancéreuse et publié « LE CANCER DU SEIN METASTATIQUE », complément
salué par tous de notre gamme de brochures.
Un NOUVEAU SITE, plus coloré, plus ergonomique, propose à tous une information
enrichie.
Pour connaître toujours mieux les attentes et les besoins des patientes et de leurs proches
et contribuer à y apporter des solutions toujours meilleures, nous avons mené auprès de nos
adhérents une ENQUETE QUALITATIVE déployée ensuite sur le site, dont les résultats
seront publiés au cours du premier semestre 2013.
NOS DELEGATIONS ont, aussi, été très actives et mené de nombreuses actions de
proximité : groupes de parole, cafés Donna, courses et marches, réunions d'information…
Nous avons poursuivi notre COLLABORATION AVEC LES AUTORITES SANITAIRES,
au premier rang desquelles l'INCa et la HAS, et n'avons cessé de porter à la connaissance
des institutions et des décideurs les réalités du cancer du sein et les réflexions
et revendications qu'elles nous inspirent.
Impliquées dans le plan cancer 2 et préoccupées de son devenir, nous suivrons avec
vigilance l'élaboration du plan CANCER 3.
Nous ne pourrions faire état d'un tel bilan ni afficher des ambitions plus grandes encore
sans le soutien et la coopération de nos bénévoles, de nos adhérents, de ceux qui nous
soutiennent et nous encouragent.
Nous tenons à les en remercier et à les assurer de notre engagement pérenne dans
notre collaboration.

Un partenaire actif de la lutte
contre le cancer du sein
En 2012, Europa Donna Forum France
rassemble plus de 2 300 membres.
L'association est devenue un acteur de
la lutte contre le cancer du sein reconnu
des instances officielles de la santé
publique en France, des professionnels
qui traitent le cancer du sein, des politiques et des media.
Elle bénéficie du soutien institutionnel
du Ministère de la Santé, de la Ligue
contre le cancer et de l'INCa.
L'association est désormais une représentante incontournable des femmes
concernées par le cancer du sein. Elle
est associée aux travaux de réflexion du
monde de la cancérologie et des acteurs
de santé français.
En 2012, Europa Donna a organisé son
14ème Colloque annuel, le 15 Octobre
au Palais du Luxembourg, à Paris.

précédé par l’Assemblée Générale de
l’association.

Informer et éduquer
Europa Donna Forum France,
partenaire de l'INCa, poursuit son action
d'accompagnement du programme
national de dépistage organisé du cancer
du sein.
Face aux diverses controverses l'association a affirmé son engagement dans une
information claire sur les bénéfices et les
risques du dépistage pour que les
femmes puissent prendre une décision
éclairée.
Elle s'implique pour aider les patientes à
participer plus à leur parcours de soins et
à faire valoir leurs droits à une prise en
charge de qualité.
L'association soutient et porte la parole
des patientes, en cohérence avec les
objectifs du Plan Cancer.
Soutenir la campagne sur
le dépistage organisé
Europa Donna Forum France
représente les femmes au sein des
structures de gestion locales
du programme de dépistage et participe
à des groupes de travail dans des
conseils scientifiques de ces structures.
L'association participe, tout au long
de l'année, à des interventions de
motivation du grand public et des
professionnels de santé.
En France, comme dans le monde
entier, « Octobre rose » est désormais le
temps fort de la mobilisation contre le
cancer du sein. A cette occasion, Europa
Donna Forum France est associée à
et/ou organise plus de 30 manifestations
de sensibilisation, dans toute la France.
Ses brochures d'information sont mises
aussi à la disposition du public dans les
ERI, les espaces « Accueil patients »,
les mairies, les centres sociaux et les
officines.

Octobre rose dans les délégations Europa Donna Forum France
 Anticipation à Angers …
Dès le 2 septembre, la délégation angevine participait à « Une
foulée pour la vie, gagner contre le cancer » organisée par l'association Arc-en-Ciel au profit de l'Institut de cancérologie de
l'Ouest. De quoi se mettre en jambes pour tenir les stands d'information dans les centres commerciaux et, la première fois,
auprès de l'association Consommation Logement Cadre de vie
(CCLV).
Préfiguration de l'extension d'Octobre Rose à Automne Rose ?
… Prolongation à Marseille
Le mois d'octobre, jusqu'ici marqué par une présence colorée et
pédagogique dans les principaux établissements hospitaliers et
une journée Portes ouvertes « Sport et santé » dans un club fitness, va durer 3 mois dans la cité phocéenne.
La tête et les jambes à Lyon
Deux initiatives de la délégation lyonnaise confinent aujourd'hui
à l'Institution :
• « A vélo pour nos lolos », qui a réuni cette année encore de
nombreuses petites reines
• Le projet Venus du centre Art Space Junk, qui expose puis mettra aux enchères au profit d'Europa Donna quinze Venus de Milo
customisées par des artistes de la BD et des photos de bustes nus
revisitées par des femmes en ateliers d'arts plastiques de centres
sociaux.
 La course à Paris,
Dès le premier octobre au matin, la délégation parisienne sonnait
la cloche …de l'ouverture de la cotation à la Bourse de Paris lors
d'une cérémonie en rose dans les locaux d'Euronext, retransmise
à l'ouverture du New York Stock Exchange.
Puis de réunion en réunion et d'hôpital public en établissement
privé, les bénévoles ont assuré la présence d'Europa Donna aux
journées d'information organisées par l'AP-HP dans quatre de ses
hôpitaux (Tenon, Hôpital Européen Georges Pompidou, Saint
Louis et Henri Mondor) et à l'Institut du sein Henri Hartmann.
Simultanément, elles apportaient leur concours à des réunions
tenues par des partenaires tout au long d'un mois ouvert, aussi, par
la participation à la première émission de Radio Curie consacrée
au dépistage (http://soundcloud.com/radio-curie).
Toutes au dépistage en Seine Saint Denis,
Depuis plusieurs années, le Comité Départemental des Cancers
déploie des stands d'information dans de nombreux lieux publics
pour informer les femmes, les encourager au dépistage. Les documents d'Europa Donna contribuent à casser les idées reçues et à
rassurer.
La danse à Bordeaux,
Après une zamba populaire et interassociative le 1er octobre, c'est
à des lycéens en visite à l'Institut Bergonié que l'équipe bordelaise a pu adresser messages de prévention et conseils.

Europa Donna Forum France organise
des réunions d'information, dans toute la
France :
conférences sur la maladie ainsi que sur
les actualités du diagnostic, de l'imagerie,
de la chirurgie, de la radiothérapie et de
la chimiothérapie.
Parmi les sujets traités en 2012 :

groupes de paroles encadrés par un
psychologue et de groupes de
rencontres.
• Poursuite des actions en faveur des
femmes « à risque d'exclusion » au
cours de réunions dans les centres
sociaux avec distribution de fiches en
français, turc et arabe, ainsi que dans
les zones rurales.
• Permanences en région et dans les
centres sociaux.
• Accueil téléphonique assuré du lundi
au samedi, de 8h00 à 20h00, au

en 2012 plus de 3 000 appels pour
demander de l'information et de la

Participer à l’élaboration
des politiques de santé publique
Europa Donna Forum France participe
avec les sociétés savantes, institutionnels, parlementaires et décideurs
concernés par le cancer du sein à de
nombreux groupes de travail, séminaires,
colloques pour stimuler l'adhésion au
dépistage, améliorer la qualité et l'égalité
des soins et faire respecter les droits du
patient où qu'il soit traité, quels que
soient ses ressources et son âge.
• Membre du Conseil d'Administration
de « Saint-Louis Réseau Sein », réseau
de soin pluridisciplinaire mis en place
à l'hôpital Saint-Louis, destiné à
améliorer la qualité de prise en charge
des patientes atteintes de cancer du
sein.
• A l'initiative de l'INCa, réflexion sur
de nouvelles modalités de communi
cation pour atteindre différents publics
et limiter les inégalités, dans le cadre
de la campagne nationale de dépistage
organisé

En 2012 Europa Donna Forum France a
tiré ses ressources des cotisations et dons
de soutien de ses membres ainsi que
des dons accordés par ses partenaires
institutionnels et industriels.
L'association fonctionne grâce au
dévouement des bénévoles, tant à Paris
que dans les délégations régionales.
Elle bénéficie du soutien de la Ligue
Nationale Contre le Cancer qui
l'héberge dans ses locaux.
Les différents intervenants aux
colloques et aux réunions d'information
le font à titre gracieux ainsi que
les rédacteurs de nos plaquettes
d'information. C'est grâce à leur
engagement que l'association peut
réaliser les actions précédemment
décrites, dans la limite de ses ressources.

Les actions européennes
The European Breast Cancer Coalition
2012 activity report, 2013 work plan
We have received funding from the European Union, in the framework of the
Health Programme which will be used to support many of our core activities for
2013. The rules governing the Commission's Operating Grant also require that
we analyse and evaluate our progress in meeting the objectives of the 2013 Work
Plan, so we will ask for your input on this as the year progresses. We continue
our work on implementation of the EU Guidelines in all our member countries,
therefore translation and dissemination of the "Short Guide to the EU
Guidelines" remains a priority and is supported by the European Union as well.
We will focus on overcoming inequalities and ensuring that we address the
issues of underserved populations through our Pan European conference program, continuation of our forum support project, preparation for EBCC, and our
advocacy training program. We are active participants in the first meeting for all
experts in breast cancer at the Joint Research Center of the European
Commission being held in late February; ED will be conducting the workshop
on the patient advocate role in this. We will devote many of our efforts this year
to maintaining the pressure on completing the accreditation protocol for specialist breast services and units as well as the development of the 5th edition of the
EU Guidelines
11th Pan European Conference : The title is “Ensuring quality services and equal
access” and will take place on 19-20 October 2013 in Prague. The program will
focus on the accreditation protocol which should be developed by then as well as
updating advocates on key areas of importance: personalised medicine, research,
treatment, pathology, prevention studies etc; workshops will focus on issues concerning special populations of women with breast cancer, young women, women with
MBC and underserved populations. Our local forum in the Czech Republic is developing a wonderful social program as well as involving their national officials in this
occasion. The venue and program should enable us to attract a record number of
advocates to this very special and unique advocacy event.
Metastatic Breast Cancer Project : ABC2 Conference A survey on Metastatic
Breast Cancer, based on ideas presented at various meetings, was completed in 2011
to help us to more accurately evaluate the needs/issues of this group. Preliminary
results were presented at our Pan European Conference and an ED session was held
at EBCC-8 in 2012. Workshops were held at our Advocacy leader conference and a
booklet summarising these activities will be printed in 2013 and distributed at the
ABC2 meeting. Susan is now serving with an international group of advocates on the

Advocacy Committee for ABC 2 and will have input into several advocacy sessions
that are being added to this meeting which will be held in Lisbon 7-9 November
2013. ED will have a stand there and several board members will attend the conference as well.
Advocacy Training Course : : the 2012 course was a great success with 58 participants attending from ¬¬34 countries. The course will be supported by the
European Union grant in 2013 and is scheduled for November 15-17, at the
Palazzo delle Stelline in Milan; each National Rep should begin thinking now of
two people to send, preferably breast cancer survivors. The participants each year
have given very high ratings to this course so we would urge all the fora to find
two attendees to come. There are still some countries that have never sent anyone
or have not done so for a number of years; this course is important in understanding and carrying out ED's advocacy initiatives and all National Representatives
are required to attend. The EU “Guidelines on Quality Assurance in Breast
Cancer Screening and Diagnosis” are reviewed at this course and the new ED
"Short Guide" to these Guidelines are distributed. We have added an introductory
session describing Europa Donna, including its projects and goals.
EBCC-9 Preparation : Elizabeth Bergsten-Nordstrom as Co chair and Nicole
Zernik as a member of the Executive Scientific Committee, are representing us at
the various meetings to prepare the program for EBCC-9 to be held in Glasgow
19-21 March 2014. The Board has reviewed and provided input into the various
sessions ensuring that the patient advocate voice is heard throughout the program.
Again we will stress the importance of accreditation and activities concerning ED's
20th anniversary will be held there as well.(more details will be provided later in
the year)
P u b l i cations : As publications remain essential and useful tools for all advocates, we
will continue to publish an ED Annual Report, an annual ED News, and other news
items. The 2012 BHD news will soon be mailed out to all of you. In addition, we will
continue the translation of the "Short Guide to the EU Guidelines” to help advocates
and the public understand what they need to know about the EU Guidelines.
Translations into Italian, French, Spanish, Turkish, Swedish, German, Polish, Greek,
Georgian, Dutch, Russian, Portuguese, Latvian and Norwegian have been completed;
Czech and Hungarian are in process. We will publish two brochures emanating from
the advocacy leader conference-one on metastatic breast cancer and one on advocacy
and HTA. In addition we will develop Proceedings from our 11th Pan European
Conference this year. An updated version of our Short Guide to include more information on services for women with Metastatic breast cancer will be developed and included in all re-printings. As requested the Head Office will begin sending press releases
from major breast cancer conferences and from pharmaceutical companies to the national fora

Trial Committees: BIG, MINDACT : ED now has an agreement with BIG to participate in a number of important projects. We serve on the BIG Scientific Committee,
the Steering Committee of MINDACT, and the legal/ethics committee of MINDACT
as well as the NABCG working group on Survivorship. Other working groups in which
we will be asked to participate include those on informed consent process and a molecular screening trial. We have recently agreed to participate in an F7/ research program
that has been approved entitled PICASSO-Patient Information Combined for the
Assessment of Specific Surgical Outcomes in breast cancer as well as in the EURECCA
project that is being developed by ECCO.
Training Module for Ad v ocates to Serve on Trial Committees : This is a pilot
that will be provided to board members before our June board meeting. It will consist
of one half day with facilitators from the EORTC and the UK advocacy group. The
Board will read material in advance and questions will be provided to researchers in
advance. A case study will be used for advocates to ask all the questions they have
concerning trial protocol, decisions made and how to evaluate trial design. The areas
for advocacy input will also be reviewed and a booklet written concerning this important advocacy activity.
EU Policy/Public Affairs activities : Karen Benn, our ED Head of Policy/Public
Affairs, will represent us at meetings of EPF (European Patients' Forum) as well as
the EPAAC's (European Partnership for Action Against Cancer) Open Forum meeting
and at EWAC (European Week Against Cancer). The last meeting of EPAAC will be
held in Ljubljana. Karen will also continue to act as advisor to the EU-funded AURORA project on cervical screening and serves on the Evaluation Panel for EPF's EU
operating grant.
European Commission- JRC Accreditation project : ED has been advocating for a
European protocol for certification of breast units and three-and-a-half million euros has
been allocated for the project which will now be carried out by the Commission's JRC
(Joint Research Center) located in Ispra, Italy. ED's (Susan/Karen) first meeting with the
JRC took place in June 2012 and on 21-22 February 2013 the first meeting with all experts
in all fields will take place and Susan and Karen will attend. S.Knox has been invited to
chair the workshop related to patients. The agenda has not yet been sent out but a new
website has already been launched for this project. A 5th edition of the EU Guidelines will
be developed by this group as well. The JRC is also establishing a cancer policy unit to
oversee the accreditation scheme and the EU Cancer Information System, as well as to
monitor the direct effects and benefits of cancer policy interventions. The cancer policy
unit will also serve as the secretariat of the European Network of Cancer Registries, a network of cancer registries throughout Europe.

European Parliament : ED is now holding an annual Breast Health Day information day
at the Parliament. Karen Benn conducts this for us with the help of ED advocates from
nearby countries. Nessa Childers, MEP, from Ireland, is now our champion for breast cancer activities at the Parliament and hosts the Breast Health Day event each year. This year
we are planning to hold a meeting in autumn to update MEPs on the JRC accreditation
project. We are also evaluating the idea of launching a Written Declaration of the European
Parliament to get October 15 officially recognised as Breast Health Day
Website : Our annual reports and financial statements are now posted on our website
each year along with all current and historical material. Links to our BHD website as
well as Facebook and Twitter can be found on the homepage and for a are invited to
share materials on a special section for forum exchange. Translations of the "Short
Guide" can be downloaded as a PDF directly from our site, there are currently 12 different languages available. The site homepage and content management system are
being renovated to be more relelvant to our current goals and priorities; a new navigation system has been implemented.
Emanating from our strategic Plan 2008-2012 are the following
programs that are now part of our regular annual work plan.
Sponsor meeting : Our fifth meeting was held in ESMO in Vienna in September
2012 and the next will be held in Amsterdam at ECCO. The purpose of this is to
share with our sponsors our projects and programmes for the current year and to
inform them of our strategic plans for the future. The last meeting was attended by
representatives of our current sponsoring organisations and they were all very pleased
to be included in this initiative.
Expand Funding Sources : We were successful in our grant application for 2012 and
received an Operating Grant from the European Union in the framework of the Health
Programme. Our 2013 grant has been approved as well and will cover 60% of operating
costs for key/core activities of ED: these grants require a huge amount of record-keeping
and reporting in order to qualify for the funding. However, receiving this type of grant
is now essential to ED's ability to carry out our programs. In addition it is a sign of recognition of ED on the part of the European Community. A total of 19 NGO's have received grants for this year. Our Development Officer, Paige Robinson, is now preparing an
application to request a continuation of this Operating Grant for 2014.
Breast Health Day 15 October : In 2012 we continued to expand and develop our
digital campaign involving social networking sites and YouTube, providing a new
video and using new techniques to reach out via Facebook and Twitter. In 2013 we
will use some of the same campaign materials but will develop a template to enable
each country to do a translation of the brochure.

Forum Support : The Executive Board continues the ” Forum Support” project
with special emphasis on overcoming the barriers faced by inactive countries. The
working group reviewed the challenges that some members are facing and made personal contact with many of the most inactive groups. The Board has agreed unanimously to continue working on direct forum support during 2013. Much progress was
made in the past year with various fora becoming more active. The Board will continue working on this project along with Head Office staff in 2013.Our list of inactive
countries has been updated and Board members agree to work directly to help find
people to represent us in some of the very inactive countries. In addition should any
forum need the presence of a board member to add strength to your projects with your
Parliament or national health systems, ED will consider paying the that person to
attend; as budget is limited this will decided on a case by case basis. : We will continue to provide more forum support in 2012. National Delegates/ National
Representatives will be invited to attend our Pan European Conference and a bursary
will be given to each country
Strategic Plan 2014-2018
Future Strategic Planning for ED : The Board held a brainstorming meeting in Jan
2012 to freely review ED's current priorities, activities and possible areas of future growth. Following this it was agreed that Karen Benn would coordinate the development of
our next strategic plan following the same format used by BCG for the last one. This
includes a web-survey of our members, 4 workshops held at our EDBALC conference
in September 2012, desk research for benchmarking purposes on 6 other non-profit organisations similar to ours, a questionnaire to our key collaborators and follow up meetings
with board to decide on the main pillars and programs to be contained in the plan. Our
EU Operating Grant stipulates that an outside evaluator must review our work objectives and results of our core program in 2012; this report will also be used in developing
our Strategic Plan for 2014-2018. The new plan will be reviewed in detail by the Board
in June and presented to the General Assembly for approval in October 2013.
Constitution Review : The Board has set up a working group consisting of Ellen
Verschuur, Elizabeth Bergsten Nordström and Susan Knox to analyse and make
recommendations concerning the essential items that need to be changed. Currently
several points lack clarity and can be interpreted several ways, and there are some
inconsistencies that should be corrected. The group will prepare a draft for discussion
with the Board this June. This will not be presented to the GA until after the
Strategic Plan is agreed, so this will take place in 2014.
