Europa Nostra represents some 250 non-governmental organisations, 150
Europa Nostra représente environ 250 organisations non gouvernementales,
associate organisations and 1500 individual members from more than 50 countries who are fully committed to safeguarding Europe’s cultural heritage and
landscapes. Together, we provide a powerful network for dialogue and debate,
we celebrate the best heritage achievements; we campaign against threats to
vulnerable heritage buildings, sites and landscapes, and we lobby for sustainable policies and high quality standards with regard to heritage.

Some 45 years ago, when the process of European integration was
just getting off the ground, a group of visionary men and women
decided to found Europa Nostra. By doing so, they wished to profess
their sense of belonging to a wider European cultural community and
their sense of collective pride in Europe’s cultural and historic inheritance. Confronted with many threats to cultural heritage caused by
man and by the forces of nature, Europa Nostra’s founding fathers
also felt a sense of urgency and a conviction that these challenges
could only be faced collectively on a European level. Their message
was true and inspiring then; it is even more so today.
Today, we are living in particularly trying times. We believe, however, that we will more easily find ways to face our current challenges
if Europe’s citizens rediscover and reassert their history and heritage
and the fundamental values which have formed our European civilization, in order to build towards a more promising future. We need
to understand, respect and safeguard our built and natural cultural
heritage as a fundamental pillar of the sustainable development of
our economy and of our living environment. Moreover, we need to
nurture and appreciate our cultural heritage as a cohesive - not divisive - force for our society, and one which serves as a precious bridge
to connect people across generations and over physical, political,
religious and linguistic barriers.
Europe’s cultural monuments, sites and landscapes help us feel,
again and again, this inter-connection. When we hold in our hands

an ancient book preserved in a gilded library; when we walk through
a winding street or across a historic bridge; when we admire the
beauty of a painting or the harmony of a renaissance building, or
when we listen to the sound of music in an ancient temple: we feel
profoundly moved.
Yet, if we wish those monuments, sites and landscapes to still be here
tomorrow, we need to be active guardians and advocates of our heritage. We need to be its Voice and convince governments, politicians,
and businesses, as well as the public at large, that we all have a
shared responsibility in keeping our heritage alive and relevant and
in ensuring that this heritage will continue to bring beauty, quality
and meaning to the everyday lives of present and future generations.

Il y a 45 ans, au moment où le processus d’intégration européenne
commençait à s’accélérer, un groupe d’hommes et de femmes visionnaires ont pris la décision de fonder Europa Nostra. Ce faisant, ils
souhaitaient professer leur sentiment d’appartenance à une vaste et
riche communauté culturelle européenne ainsi que leur sentiment
de fierté collective par rapport au patrimoine culturel et historique
de l'Europe qui est le nôtre. Confrontés aux nombreuses menaces
pesant sur le patrimoine culturel - que celles-ci proviennent des
actions de l'homme ou des forces de la nature -, les « pères fondateurs » d’Europa Nostra ont également été animés par un sentiment
d'urgence et par une conviction que ces défis ne pourraient être
relevés que collectivement, au plan européen. Si leur message était
alors actuel et inspirant, il l'est encore plus aujourd'hui.
Nous vivons actuellement une époque particulièrement éprouvante.
Europa Nostra est profondément convaincue que nous ne pourrons
trouver des moyens adéquats pour répondre aux défis actuels et pour
construire un futur prometteur que si les citoyens de l’Europe redécouvrent et réaffirment leur histoire et leur patrimoine ainsi que les
valeurs fondamentales qui ont forgé notre civilisation européenne. Il
nous faut connaître, respecter et protéger notre patrimoine culturel
bâti et naturel dans la mesure où il constitue l’un des piliers fondamentaux du développement durable de notre économie et de notre

Les monuments, sites et paysages culturels de l’Europe nous aident
justement à ressentir cette interconnexion. Quand nous tenons dans
nos mains un livre ancien conservé dans une bibliothèque garnie de
dorures ; quand nous nous promenons dans les dédales d’une rue ou
traversons un pont historique ; quand nous admirons la beauté
d’une peinture ou l’harmonie d’un bâtiment de la Renaissance, ou
quand nous écoutons le son de la musique dans un ancien temple :
nous sommes toujours profondément émus.
Mais, si nous voulons que ces monuments, ces sites et ces paysages
soient encore là demain, nous devons continuer à être les gardiens
vigilants et les avocats engagés de notre patrimoine. Il nous incombe d’être sa Voix et de convaincre les gouvernements, les décideurs
politiques, les hommes et femmes d’affaires ainsi que le grand public
que nous avons tous une responsabilité partagée pour assurer la
vitalité de notre patrimoine et pour promouvoir son importance afin
qu’il puisse continuer d’apporter de la beauté, de la qualité et du
sens à la vie des générations présentes et futures.

européen, quel que soit son milieu ou origine : aux organisations de
la société civile aussi bien qu’aux autorités ; au milieu des affaires
comme aux décideurs politiques. Nous avons tous une responsabilité partagée pour veiller à ce que notre avenir soit bâti sur la base
d'une pleine compréhension et d'un profond respect, non seulement
de notre propre culture et de notre propre histoire, mais aussi de la
culture et de l’histoire d’autres peuples et d’autres civilisations. Il
s’agit là d’une condition préalable indispensable pour garantir une
paix durable et la prospérité en Europe et dans le monde entier.

History and Heritage matter to millions of people around the Globe.
Taking care of our history and of our heritage is neither a luxury
occupation, nor a prerogative solely of the elite. It is a key task for
every European citizen, of all backgrounds and origins: for civil society organisations as much as it is for public authorities; for businessmen as much as it is for politicians. We all have a shared responsibility to make sure that our future will be built on the basis of a full
understanding and respect not only of one’s own culture and one’s
own history, but also of the culture and the history of other peoples
and civilizations. This is an indispensable precondition for ensuring
a lasting peace and prosperity in Europe and around the Globe.

As explained in our Treasurer’s report, in 2008 we made important
steps in developing a comprehensive fund-raising strategy. We were
encouraged by the first positive results of these important efforts,
such as the partnership developed with the Association of Charity
Lotteries in the European Union (ACLEU); the 3-year grant received
from the Dutch-based foundation SNS Reaalfonds; corporate partnership with Crédit Suisse and with AkzoNobel, and corporate support
from ING Real Estate. We are confident that those initial successes will
help us to further improve the quality and outreach of our activities
and that we will continue to enrol new partners, supporters and sponsors who adhere to the goals of our organisation.
Europa Nostra has also embarked upon a necessary reform of its governance structure with the aim of representing better the interests of
our members; responding more adequately and effectively to their
concerns and needs; engaging them more systematically in our policies
and actions and ensuring full transparency and accountability of Europa
Nostra’s governing bodies. As a result of this process, the Council has
proposed a Draft Revised Statute for adoption at the forthcoming
meeting of the General Assembly in June 2009 in Taormina.

Other policy activities included the organisation of a Forum on
"Securing the Future of Europe’s Engineering Heritage", followed by
the setting up of a Europa Nostra Taskforce on Industrial and
Engineering Heritage, in the autumn. Europa Nostra also updated its
"Declaration on the Impact of Wind Power on the Countryside" and
discussed various threats to Europe’s cultural landscape, including
the effects of climate change.
Comme cela est expliqué dans le rapport de notre Trésorier, nous avons
entrepris en 2008 des pas importants pour développer une stratégie
d’ensemble pour la collecte de fonds. Nous avons été encouragés par
les premiers résultats positifs de ces notables efforts, à l’instar du partenariat initié avec l’Association of Charity Lotteries in the European
Union (ACLEU) ; de la subvention pour trois ans accordée par la fondation néerlandaise SNS Reaalfonds ; d’un partenariat développé avec le
Crédit Suisse et AkzoNobel (en nature) et du soutien de l’entreprise
ING Real Estate. Nous sommes sûrs que ces premiers succès nous aideront
à continuer à améliorer la qualité et l’impact de nos activités et que nous

As part of our continuous dialogue with the EU Institutions, we were
active in the wider lobby for a reduced rate of VAT for restoration and
maintenance of historic buildings; we welcomed further steps in developing the European Heritage Label; we discussed ways of furthering

un projet de révision des statuts en vue de leur adoption lors de la prochaine réunion de l’Assemblée Générale à Taormine en juin 2009.
Sur le plan politique, l’année 2008 a été marquée par la célébration de
l’Année européenne du dialogue interculturel. En guise de contribution à cette célébration, Europa Nostra a consacré l’édition 2008 de sa
Revue à mettre en exergue la mosaïque interculturelle du patrimoine
européen en tant qu’expression tangible de siècles d’échanges et d’interaction culturels. À Newcastle, lors de notre Congrès annuel, nous avons
aussi organisé un événement participatif sur le thème du Patrimoine
et du Dialogue interculturel qui a cherché à mettre en valeur un éventail de métiers et techniques traditionnels liés au patrimoine qui doivent être préservés et transmis aux futures générations.
Parmi les autres activités liées aux politiques européennes, l’on recense l’organisation d’un Forum pour assurer l’avenir du patrimoine de
l’ingénierie de l’Europe, suivi de la mise en place en automne dernier
d’un Groupe de travail sur le patrimoine industriel et d’ingénierie.

On policy level, the year 2008 was marked by the celebration of the
European Year for Intercultural Dialogue. As a contribution to this celebration, Europa Nostra devoted the 2008 edition of its Review to
highlighting the intercultural mosaic of European heritage as a tangible
expression of centuries of cultural exchange and interaction. In Newcastle as part of our Annual Congress, we also organised a special participatory event on Heritage and Intercultural Dialogue with the aim
of showcasing a variety of crafts and skills related to heritage which
need to be preserved and passed on to future generations.
« Europa Nostra – La Voix du Patrimoine culturel en Europe ». Cette
devise qui reflète le regain d’ambition et de dynamisme d’Europa
Nostra a été lancée en 2008 dans le cadre des efforts que nous avons
engagés pour améliorer notre stratégie et nos outils de communication. Sur le plan extérieur, nous avons comme objectif d’atteindre un
public plus large et de l’inviter à s’associer au mouvement du patrimoine culturel en Europe et à y participer activement, non seulement
à l’échelle locale, mais aussi au niveau européen. Au sein même de
notre organisation, nous cherchons à nous remettre en prise avec nos
membres et à les mobiliser plus à fond dans nos activités de lobbying,
de réseau et de sensibilisation. Nous avons aussi continué à accroître
notre base de membres et avons recruté une série de nouvelles organisations membres et associées, ainsi que de nombreux nouveaux membres individuels de diverses parties d’Europe. Cet effort pour augmenter le nombre d’adhésions et cette campagne de relations publiques
ont été appuyés par la diffusion d’une nouvelle brochure qui entérine
une image réactualisée et plus ciblée d’Europa Nostra. Le lancement de
notre nouveau site internet est prévu en juin 2009 et nous sommes en
train de travailler sur une nouvelle formule de la Revue pour 2010 et
au-delà.

"Europa Nostra - The Voice of Cultural Heritage in Europe". This motto
which reflects Europa Nostra’s renewed level of ambition and
dynamism, was launched in 2008 as part of our organisation’s efforts
to improve our communication strategy and tools. Externally, we aim
to reach out to the wider public and to invite them to actively support
and participate in Europe’s cultural heritage movement, not only at
local but also at European level. Internally, we seek to reconnect with
our membership base and to engage it more strongly in our lobbying,
networking and raising awareness work. We have also managed to further increase our membership base and recruited a series of new
Member and Associate Organisations, as well as numerous new Individual
Members from various parts of Europe. This membership drive and PR
campaign was strengthened with the distribution of a new leaflet, displaying Europa Nostra’s more modern and better focused image. The
launch of our new website is foreseen for June 2009 and we are currently working on developing a new-style Review for 2010 and beyond.

sharpen our voice and deepen our influence in an increasing number
of policy sectors - such as environment, energy, agriculture or tourism
– which have an impact on cultural heritage. We will continue to identify potential threats and ring the alarm bell. And we will celebrate the
Power of Example of the many creative solutions which have given a
new life to Europe’s rich and diverse heritage treasures. We will use
every opportunity to spread the important message that cultural heritage is an irreplaceable asset of Europe’s economy and society, and of
every citizen’s identity and quality of life. And we will lobby to make
our heritage a higher priority on the agenda of Europe’s decisionmakers and in the lives of all of us.
2008 can indeed be qualified as a year of renewal. We are grateful to all
members, Staff, partners and supporters who – in various ways - have
made this possible by contributing, as volunteers or as professionals,
their expertise, energy, enthusiasm, commitment and resources.
In 2009 and beyond, Europa Nostra will continue to share with its
members and with the wider public our passion for Europe’s heritage
and our strong commitment to protecting this heritage. We will seek to

En juin 2008, la cathédrale de Durham a ouvert ses portes à l’occasion
de la cérémonie de remise des Prix du patrimoine européen, rendant
hommage aux meilleures réalisations européennes relatives au patrimoine. Les lauréats des prix et les membres d’Europa Nostra sont
venus de toute l’Europe pour y participer : de la Finlande au Portugal,
de l’Irlande à la République de Moldavie. Les réalisations primées ont
prouvé une fois de plus à quel point le domaine du patrimoine regorge
aujourd’hui de vitalité et de créativité.
À la lumière de toutes ces réussites, il ne faut cependant pas oublier que
notre environnement historique – qu’il soit bâti ou naturel – demeure
une véritable « espèce en péril ». Les développements incontrôlés, les
planifications urbaines ou rurales inadéquates, les changements environnementaux, la négligence et même les conflits armés ne cessent de
faire peser des menaces sur notre patrimoine culturel. Tout au long de
2008, Europa Nostra a donc élevé sa voix pour appuyer de nombreuses
campagnes conduites par nos membres en vue de sauver les monuments et les sites en danger en Europe. Les actions d’Europa Nostra
vont être encore renforcées par le lancement prochainement d’un programme à part entière portant sur le « Patrimoine en Péril ». Ce programme, qui devrait devenir la nouvelle activité-phare d’Europa

membres et le grand public notre passion pour le patrimoine de
l’Europe et notre engagement résolu à protéger ce patrimoine. Nous
chercherons à faire davantage entendre notre voix et à approfondir
notre influence dans un nombre croissant de domaines politiques
– tels que l’environnement, l’énergie, l’agriculture ou le tourisme –
qui ont un impact sur le patrimoine culturel. Nous continuerons
d’identifier les menaces potentielles et de tirer – en cas de besoin - sur
la sonnette d’alarme. Et nous célébrerons le Pouvoir de l’Exemple de
nombreuses solutions créatives qui ont su insuffler une nouvelle vie à
ces trésors du patrimoine, riches et variés, que recèle l’Europe. Nous
ne manquerons pas une occasion pour rappeler et expliquer que le
patrimoine culturel est un atout irremplaçable pour l’économie et la
société en Europe, et un des piliers de l’identité et de la qualité de vie
de chaque citoyen. Nous allons dès lors intensifier notre action de lobbying visant à placer le patrimoine plus haut sur la liste des priorités
des décideurs politiques en Europe et dans la vie de chacun d’entre nous.

2008 peut en effet être qualifiée d’année du renouveau. Nous sommes
reconnaissants à tous nos membres, à l’équipe du Secrétariat, aux partenaires et aux nombreux sympathisants qui – de diverses façons – ont
rendu ce renouvellement possible et ont contribué aux travaux d’Europa
Nostra, en tant que bénévoles ou professionnels, par leur expertise,
leur énergie, leur enthousiasme, leur dévouement et leurs ressources.

Dans le cadre de notre dialogue continu avec les Institutions de
l’Union européenne, nous avons, entre autres, continué à faire du lobbying pour un taux réduit de TVA pour la restauration et l’entretien
des bâtiments historiques. Nous avons salué le début du processus de
« communautarisation » du Label du patrimoine européen et avons
discuté des moyens pour développer des synergies entre le Prix de l’UE
pour le patrimoine culturel/Concours Europa Nostra et les Journées
européennes du patrimoine. Par ailleurs, nous avons renforcé nos
liens avec le Comité des Régions, et contribué au travail des plateformes de la société civile qui ont été établies dans le cadre de la mise en
œuvre de « l’agenda européen de la culture à l’ère de la mondialisation ».

In the light of all those success stories, one should however not forget
that our historic environment – both built and natural – remains "an
endangered species". Uncontrolled development, bad urban or rural
planning, environmental change, neglect and even armed conflict
continuously bring it under threat. Throughout 2008, Europa Nostra
has therefore raised its voice in support of numerous advocacy campaigns led by our members with the aim of rescuing Europe’s endangered monuments and sites. Europa Nostra’s actions on saving Europe’s
threatened heritage will be even further strengthened by the launch
in the near future of a fully-fledged Heritage at Risk Scheme. This
Scheme, which should become Europa Nostra’s new flagship programme
run alongside the highly successful Awards Scheme which we organise
jointly with the European Commission, foresees the publication of an
annual Europa Nostra list of most endangered heritage sites in Europe
and a focused approach to mobilising public support for saving those
sites.

In June 2008, Durham Cathedral opened its doors for the European
Heritage Awards Ceremony, celebrating the best of Europe’s heritage
achievements. Award laureates and Europa Nostra members travelled
from all over Europe to attend: from Finland to Portugal, from Ireland

link with the Committee of the Regions, and we contributed to the work

Developing dialogue with the Committee of the Regions
In 2008, Europa Nostra started developing a more regular dialogue
with the Committee of Regions (CoR), and in particular with its
Commission for Education, Culture and Research, under the chairmanship of Dr Gerd Harms, State Secretary of the Federal State of
Brandenburg (DE). We thus had the opportunity to take part in the
"Social, economic, touristic, historical, cultural, wildlife and
landscape impacts are being insufficiently addressed"
Réduction de la TVA
Après des années de lobbying pour une réduction de la TVA en ce qui
concerne la réparation, la rénovation et l’entretien du patrimoine culturel et des monuments historiques, la Commission européenne a
publié le 7 juillet 2008 une proposition de directive du Conseil venant
amender la Directive 2006/112/EC pour des taux réduits de TVA sur
une base permanente à partir de 2010. La décision du Parlement européen et du Conseil des ministres (ECOFIN) est attendue vers la mi 2009.
Si cette Directive est adoptée, elle restera optionnelle pour les États
membres de l’UE, nous devrons faire du lobbying avec nos membres au
niveau national pour garantir la pleine utilisation des possibilités
introduites par la Directive.

Dialogue avec l’Assemblée parlementaire du Conseil de
l’Europe (APCE)
La Commission permanente de l’APCE a invité S.A.R. l’Infante Doña
Pilar de Borbón, notre Présidente, à être son hôte de marque lors d’une
réunion qui a eu lieu le 28 novembre 2008 au Sénat espagnol à Madrid.
Notre Présidente a appelé à une coopération renouvelée entre le
Conseil de l’Europe et Europa Nostra, et a plaidé auprès du Conseil de
l’Europe et d’autres organisations internationales pour obtenir un
soutien encore plus affirmé dans le domaine du patrimoine culturel et
des paysages d’Europe, lesquels sont menacés par diverses formes de
développements inopportuns.

Développer un dialogue avec le Comité des Régions
En 2008, Europa Nostra a commencé à entretenir un dialogue plus
régulier avec le Comité des Régions (CdR), et tout particulièrement
avec sa Commission pour l’Éducation, la Culture et la Recherche, présidé
par le Dr Gerd Harms, Secrétaire d’État de l’état fédéral de Brandebourg (Allemagne). Nous avons, par conséquent, eu l’opportunité de
prendre part à la réunion du groupe de travail du CdR sur les relations
avec la Turquie, qui s’est concentrée sur le rôle du patrimoine culturel
Label du patrimoine européen et société civile
Le 20 novembre 2008, le Conseil de l’UE a avalisé le Label
du patrimoine européen et a demandé à la Commission
européenne de développer le Label pour en faire une
action de l’UE. Le Label du patrimoine européen sera
décerné aux monuments historiques, aux sites historiques ou naturels, aux paysages culturels ou lieux de mémoire qui reflètent l’histoire partagée, la culture et les valeurs communes de l’Europe et de notre
patrimoine européen commun dans chacun des pays européens participants. L’objectif de ce nouveau concours européen est d’aider les
citoyens de l’Europe à prendre mieux conscience de la dimension européenne de leur patrimoine culturel et de développer ainsi un sentiment plus profond d’appartenance à la communauté européenne au
sens large. Europa Nostra a ovationné ce projet et a offert aux institutions de l’UE sa pleine coopération pour veiller à l’indispensable implication des organisations de la société civile dans la mise en œuvre du
Label et dans sa promotion auprès d’un large public.
La Voix du patrimoine culturel au
Congrès de l’Europe
Les 23 et 24 mai 2008, à La Haye (NL), le
Mouvement européen a fêté le 60ème anniversaire du Congrès de l’Europe de 1948,
un événement historique qui a lancé le
processus de construction de l’Europe.
L’événement a rassemblé les responsables
des principales institutions de l’UE et des partis politiques européens,
ainsi que des représentants de la société civile européenne, leur permettant d’adresser directement leurs préoccupations concernant
l’avenir de l’Europe. Europa Nostra a été partenaire de ce congrès et a
été activement impliquée dans l’atelier consacré à ‘l’éducation et à
l’Europe culturelle’, lors des débats télévisés et à la table ronde regroupant des dirigeants de partis politiques européens. Nous avons également soumis de nouvelles idées sur leur blog soulignant l’importance
du patrimoine culturel pour les citoyens, la société, l’économie et
l’environnement en Europe.

Dialogue with the Parliamentary Assembly of the Council of
Europe (PACE)
The PACE’s Standing Committee invited our President, HRH The Infanta
Doña Pilar de Borbón, to be their special guest at the meeting which
took place on 28 November 2008 at the Spanish Senate in Madrid. Our
President called for renewed cooperation between the Council of
Europe and Europa Nostra, and urged the Council of Europe and other
international bodies to provide an ever-growing support for Europe’s
cultural heritage and landscape which are threatened by various
forms of unsuitable development.

Reduced VAT
After years of lobbying for a reduced VAT for the repair, renovation and
maintenance of cultural heritage and historical monuments, on 7 July
2008 the European Commission published the Proposal for a Council
Directive amending Directive 2006/112/EC for reduced rates of VAT on
a permanent basis from 2010 onwards. The decision of the European
Parliament and the Council of Ministers (ECOFIN) is expected by mid2009. If this Directive is adopeted, it will remain optional for EU
Member States, we will need to lobby together with our members at

European Agenda for Culture and Civil Society Platforms
As part of the implementation of the “European Agenda for Culture in
a Globalising World”, the European Commission called for the setting
up of three representative platforms of civil society organisations covering the following themes: “Access to Culture”, “Potential of the
Cultural and Creative Industries” and “Intercultural Dialogue”. Europa
Nostra became actively involved in the platform on “Access to
Culture”, which aims to promote stronger synergies between education and culture.

Convention européenne du paysage
En 2008, les deux réunions du groupe de travail sur le paysage
d’Europa Nostra (qui se sont tenues à La Haye (NL) en février et à
Santander (ES) en septembre), se sont axées sur la discussion des
méthodes avec lesquelles Europa Nostra et les ONG du patrimoine
européen peuvent contribuer à une mise en œuvre plus large et plus
complète de la Convention européenne du paysage adoptée sous les
auspices du Conseil de l’Europe à Florence en 2000.
Patrimoine industriel et de l’ingénierie
Dans la foulée du Forum Europa Nostra qui a eu lieu en juin 2008 et
s’est terminé par l’adoption par l’ensemble des participants de la
« Déclaration de Newcastle-Gateshead pour assurer l’avenir du patrimoine
de l’ingénierie de l’Europe », Europa Nostra a décidé de mettre en place
un groupe de travail spécifique sur le patrimoine industriel et de
l’ingénierie. La mission de ce groupe de travail sera de promouvoir
une meilleure coordination des activités et des stratégies liées à la sauvegarde de cet élément important du patrimoine culturel de l’Europe.

The Voice of Cultural Heritage at
the Congress of Europe
On 23-24 May 2008 in The Hague (NL), the
European Movement celebrated the 60th
Anniversary of the historic Congress of
Europe of 1948 which started the process
of the Building of Europe. The event
brought together the Heads of the main
EU Institutions and European political parties, as well as representatives of European civil society, allowing them to directly address concerns about Europe’s future. Europa Nostra was partner of this
Congress and was active in the workshop “Education and Cultural
Europe”, the television debates and at the panel of leaders of European
political parties. We also submitted new ideas on their blog underlining the importance of cultural heritage to Europe’s citizens, society,
economy and environment.
European Landscape Convention
In 2008, the two meetings of Europa Nostra’s Landscape Working
Group (held in The Hague (NL) in February and in Santander (ES) in
September), focused on discussing ways in which Europa Nostra and
Europe’s heritage NGOs can contribute to the fuller and wider implementation of the European Landscape Convention, adopted under the
auspices of the Council of Europe in Florence in 2000.

Label du patrimoine européen and Civil Society
On 20 November 2008, the Council of the EU endorsed the
Label du patrimoine européen (European Heritage Label)
and asked the European Commission to develop the Label
into an EU action. The European Heritage Label will be
granted to historic monuments, historic or natural sites, and cultural
landscapes or lieux de mémoire in each participating European country
which reflect Europe’s shared history, culture and common values and
our common European heritage. The aim of this new European Scheme
is to help Europe’s citizens become more aware of the European dimension
of our cultural heritage and thus develop a deeper sense of belonging
to the wider European community. Europa Nostra welcomed this
development and offered to the EU Institutions its full cooperation for
ensuring the necessary involvement of civil society organisations in
developing the Label and in promoting it among the public at large.
Industrial and Engineering Heritage
Following the Europa Nostra Forum which took place in June 2008 and
ended with the adoption by all participants of the “NewcastleGateshead Declaration on Securing the future of Europe’s Engineering
Heritage”, Europa Nostra decided to set up a special Taskforce on
Industrial and Engineering Heritage. The aim of this Taskforce will
be to promote better coordination of activities and policies related to
the safeguard of this important aspect of Europe’s cultural heritage.

Chypre : Famagouste
À l’occasion d’un colloque international d’experts sur Famagouste,
Europa Nostra a organisé une réunion avec les plus hauts représentants des communautés chypriotes grecque et turque de la ville de
Famagouste. Cette rencontre a abouti à une unique déclaration
publique commune, qui a été remise à la représentation de la Commission européenne en France le 4 avril 2008, et par laquelle ils se sont
engagés à sauver leur ville historique et à l’empêcher de se dégrader
encore plus. Par la suite, le groupe de travail du Conseil scientifique
d’Europa Nostra consacré à Chypre est parti en mission à Famagouste
en juin 2008 et a issu un rapport comprenant une analyse des besoins
et des priorités en matière de conservation pour la ville médiévale de
Famagouste.

Italie : le centre historique de Florence
Europa Nostra a pris part à une conférence de presse organisée par
Italia Nostra le 5 février 2008 à Rome (par le biais d’un lien par Skype
avec le Secrétariat de La Haye) pour avaliser la ferme opposition
d’Italia Nostra à la construction d’une ligne de tramway au travers du
centre historique de Florence. . Elle a également relayé leur appel
auprès des responsables de la ville pour trouver une solution alternative aux besoins des habitants et des touristes en matière de mobilité.
Solidarité avec le patrimoine culturel du Kosovo
En 2008, un certain nombre d’ONG du patrimoine basées dans l’UE ont
décidé de mettre en place un réseau européen : « Solidarité avec le
patrimoine culturel du Kosovo ». Il s’agit de Patrimoine culturel sans
frontières (Suède), d’InterSOS (Italie), de Patrimoine sans frontières
(France) et d’Europa Nostra. L’ICCROM et le Patrimoine suisse ont
rejoint le réseau en tant membres associés.
Azerbaïdjan: Bakou
Au cours de la conférence des ministres responsables de la culture sur
le thème du ‘Dialogue interculturel en tant que base pour la paix et un
développement durable en Europe et dans ses régions environnantes’,
organisée par le Conseil de l’Europe et le ministère de la Culture
d’Azerbaïdjan qui s’est tenue à Bakou les 2 - 3 décembre 2008, Europa
Nostra a attiré l’attention de la conférence sur les menaces pesant sur
le centre historique de la ville de Bakou qui a été systématiquement
détruite par un développement incontrôlé, et continue de l’être.
Belgique : Tournai
Europa Nostra a joint ses efforts à ceux d’Europa Nostra Belgium pour
s’opposer au projet de construction d’une tour abritant un hôtel de 49
mètres de haut, soit 15 de plus que la nef romane datant du XIIe siècle
de la cathédrale de Tournai, laquelle figure sur la liste du patrimoine
mondial et est située à côté du site prévu pour la construction.

Chypre : la Place Eleftheria à Nicosie
À la suite de protestations exprimées par le groupe Citizen’s Awareness
de Nicosie contre les plans de reconstruction de la Place Eleftheria
dans le centre historique de la ville, un rapport d’évaluation a été
effectué en décembre 2008 par le Président du Conseil scientifique
d’Europa Nostra, le professeur Gianni Perbellini. Ce rapport ne rejette
pas les plans dans leur ensemble, mais émet des suggestions concrètes
pour aménager les plans initiaux de façon souhaitable.

Cyprus: Famagusta
On the occasion of an International Expert Colloquium on Famagusta,
Europa Nostra hosted a meeting with the highest representatives of
the Greek Cypriot and the Turkish Cypriot communities of the city of
Famagusta, which resulted in a unique joint public statement at the
Representation of the European Commission in France on 4 April 2008,
where they pledged to save their historic city from further decay.
Subsequently, Europa Nostra’s Scientific Council Working Group on
Cyprus went on a mission to Famagusta in June 2008 and produced a
report with an analysis of conservation needs and priorities for the
mediaeval city of Famagusta.
Cyprus: Eleftheria Square Nicosia
Following protests expressed by the Citizen’s Awareness Group in
Nicosia against the plans for the reconstruction of Eleftheria Square in
the historic city centre, in December 2008, an evaluation report was
produced by the Chairman of Europa Nostra’s Scientific Council, Prof.
Gianni Perbellini. The report does not reject the plans as a whole but
makes concrete suggestions for desirable adaptations of the initial
plans.

In 2008 Europa Nostra intervened, campaigned and assisted on behalf
of, and in support to its members on many heritage at risk cases.
Italy: the historic centre of Florence
Europa Nostra took part in the press conference organised by Italia
Nostra on 5 February 2008 in Rome (through a Skype link from
Secretariat in The Hague), to endorse Italia Nostra’s firm opposition to
the construction of a tramway line through the historic centre of
Florence and their appeal to the city officials to find an alternative
solution for the mobility needs of tourists and citizens.

endangered heritage monuments and sites is what lies at the heart
of our mission and what engages public interest in our mission and

Windfarm in England; from the World Heritage Site of the Bay of Kotor
in Montenegro to the Greek Ministry of Environment’s tourism land
use plan that allows unprecedented overdevelopment of Greek islands

to the Schipdonk Canal in Flanders and the modernist Katowice
Railway Station in Poland; from the Innsbruck Panorama to the

Europa Nostra joined Europa Nostra Belgium in opposing the proposed
building of a 49m high hotel tower, 15 meters taller that the twelfthcentury Romanesque nave of the World Heritage listed Cathedral of
Tournai, located beside the proposed building site.

December 2008 and organised by the Council of Europe and the
Azerbaijan Ministry of Culture, Europa Nostra drew the attention of the

Solidarity with Cultural Heritage in Kosovo
In 2008, a number of EU-based heritage NGOs decided to set up a
European network “Solidarity with Cultural Heritage in Kosovo”. These
are: Cultural Heritage without Borders (Sweden), InterSOS (Italy),
Patrimoine sans frontiers (France) and Europa Nostra. ICCROM and
Patrimoine Suisse joined the network as associate members.

The highlight of the Annual Congress was the European Heritage
Awards Ceremony which took place on 12 June 2008 in the worldrenowned Durham Cathedral, situated 25km south of NewcastleGateshead (see page 22).

At the Annual Congress Council meeting, the Council members discussed proposals for the Europa Nostra’s governance reform and
adopted the renewed “Declaration on the Impact of Wind Power on
the Countryside”.

Congress participants also had the opportunity to tour the twin cities
of Newcastle and Gateshead. They visited Granger Town, the restored
and revitalised 18th century historic core of Newcastle upon Tyne (top
Prize winner in the Category of Cultural Landscapes, 2003 EU/EN
Awards) and enjoyed views of the bridges linking the two cities,
including the renowned High Level Bridge reopened earlier in 2008
after an extensive restoration.
During the Post-Congress Tour, expertly organised by Heritage Tours
Committee member Jane Wade, participants were taken to visit
Hadrian’s Wall and an adjacent Roman Fort, as well as a number of castles and important heritage homes and halls.
Annual Colloquium of the Scientific Council

The theme of Europa Nostra’s Scientific Council 44th annual colloquium was “Towers and Smaller Castles”. The meeting was organised
together with the National Monument Service of the Irish Department
of the Environment, Heritage and Local Government, and the Irish
Heritage Council, with the support of the Office of Public Works and
the Kilkenny Borough Council.

5 February 2008, The Hague (NL), Rome (IT): launched a new phase
of cooperation with Italia Nostra, its founding member and a leading heritage conservation organisation in Italy. Europa Nostra supported Italia Nostra’s campaign to halt the tramway planned to pass
through the historic centre of Florence, and decided to organise
jointly a public Forum on saving Europe’s small historic towns and
villages as part of Europa Nostra’s Annual Congress 2009 in
Taormina, Sicily.
10 April 2008, Brussels (BE): contributed to the annual conference
of the “Architects’Council of Europe” entitled “Designing for the
Future: Architecture and Quality of Life” by underlining the importance of taking cultural heritage concerns into due consideration
at all stages of architectural and urban planning projects.
18 - 21 April 2008, Salzburg (AT): took part in the Fedecrail Annual
Congress where Europa Nostra’s increasing involvement with
industrial and engineering heritage was welcomed.

Le Congrès annuel 2008 a été organisé avec le précieux soutien
d’Europa Nostra UK, et en particulier de celui de M. Cyril Winskell,
MBE, membre individuel, et de John Sell, Vice-Prés. d’EN. Plus de 300
participants, comprenant des professionnels du patrimoine, des
activistes et des sympathisants, sont venus de toute l’Europe pour
échanger les meilleures pratiques et pour nouer des contacts avec des
collègues d’autres pays.
Europa Nostra UK a organisé une ‘Célébration de la contribution du
patrimoine au dialogue interculturel’, avec des présentations intéressantes et des ateliers sur le savoir-faire et l’artisanat traditionnels
européens aux Stephenson’s Works, là ou se trouve la locomotive
construite par Robert Stephenson, l’un des emblèmes du patrimoine
industriel de Newcastle.
Le clou du Congrès annuel a été la cérémonie de remise des prix du
patrimoine culturel européen qui a eu lieu le 12 juin 2008 dans la
cathédrale de Durham, célèbre dans le monde entier, située à 25 km au
sud de Newcastle-Gateshead (voir page 29).
Lors de la réunion du Conseil qui s’est tenue pendant le Congrès
annuel, des propositions concernant la réforme de la gouvernance
d’Europa Nostra ont été discuté et la nouvelle version de la
‘Déclaration sur l’impact de l’énergie éolienne sur le milieu rural’
a été adoptée.
Lors de l’excursion post-congrès, remarquablement organisée par l’un
des membres du Comité des voyages culturels, Mme Jane Wade, les
participants ont eu le loisir de visiter le mur d’Hadrien et un fort
romain situé à côté, ainsi qu’un certain nombre de châteaux, de
demeures et de manoirs historiques d’importance.
Parallèlement plusieurs expositions ont été organisées dans les villes
jumelles sur le thème du patrimoine de l’ingénierie, dont une importée au Royaume-Uni avec l’aide de M. Angus Fowler, membre du
Conseil, consacrée au pont de chemin de fer prussien traversant le
fleuve de la Vistule en Pologne.

L’édition 2008 du Forum d’Europa Nostra a porté sur le thème :
‘Assurer l’avenir du patrimoine de l’ingénierie européen’. Le
Forum a appelé à une meilleure compréhension et à une plus grande
reconnaissance du patrimoine de l’ingénierie, lesquelles sont
indispensables pour lui fournir un soin et une protection adéquats par
les générations présentes et futures. Le Forum a présenté des études
de cas et des ateliers interactifs dynamiques au cours desquels des
expériences ont été échangées et les meilleures pratiques ont fait l’objet de discussions. Il s’est conclu par l’adoption de la Déclaration de
Newcastle-Gateshead du même nom.

Europa Nostra Forum on Europe’s Engineering Heritage

The Europa Nostra Forum 2008 was dedicated to the theme of
“Securing the Future of Europe’s Engineering Heritage”. The
Forum called for a better understanding and appreciation of engineering heritage, which are necessary to provide for its adequate care and
protection by present and future generations. The Forum presented
case studies and dynamic interactive workshops in which experiences
were exchanged and best practices discussed, and ended with the
adoption of the NewcastleGateshead Declaration of the same name.

villes jumelles de Newcastle et de Gateshead. Ils ont visité Granger
Town, le cœur historique du XVIIIe siècle restauré et revitalisé de

bringing together members and enabling them to get to know each

Nous sommes en train de mettre au point un nouveau site Internet afin de répondre aux besoins et de faire face aux responsabilités induites par le fait d’être la Voix du patrimoine culturel en
Europe. Cette plateforme de communication renouvelée ne se limitera pas à fournir des informations ciblées aux membres, mais elle
donnera aussi les dernières nouvelles, informera sur les campagnes
et montrera des vidéos relatives au patrimoine. Elle permettra de
partager photos, événements, histoires et préoccupations.
Nous avons commencé à faire l’examen de nos différentes publications et à les renouveler, bienque les résultats de ces importantes
étapes ne deviendront pleinement visibles qu’à un stade ultérieur.

Nous avons largement diffusé notre nouvelle brochure d’adhésion,
qui reflète l’image renouvelée et le dynamisme d’Europa Nostra
résumés sous une nouvelle devise ‘la Voix du patrimoine culturel en
Europe’. La brochure a été publiée en anglais et a été traduite dans
un certain nombre d’autres langues, y inclus le français.

Dans une Europe en pleine mutation, il nous incombe de faire de
la cause du patrimoine culturel une priorité pour chacun d’entre
nous. Pour y arriver, nous devons encourager le plus grand nombre
possible de personnes à soutenir le patrimoine culturel par le biais
de tous les outils de communication disponibles. En 2008, des
mesures innovatrices ont été prises pour atteindre nos membres,
le grand public et les décideurs politiques aux niveaux européen,
national, régional et local.

We began developing a new Website to
match the needs and live up to the responsibilities of being the Voice of Cultural
Heritage in Europe. This renewed communication platform will feature not only information relevant to members, but also the
latest heritage news and campaigns and
videos. It will provide the possibility to share photos, events, stories and concerns.
We managed to generate considerable media coverage for the celebration of the best of Europe’s heritage achievements through our
European Union Prize for Cultural Heritage / Europa Nostra
Awards. Especially the local awards ceremonies (see page 29)
offered attractive news stories and photo opportunities. Our campaigns for the protection of endangered heritage, for instance in
Italy, Turkey and Cyprus, also attracted media attention, as our
members and officials gave interviews acting as Europa Nostra’s
ambassadors.

heritage cause high on everybody’s agenda. In order to achieve
this, we need to encourage the broadest possible public support
for cultural heritage by using all available communication tools.
In 2008, innovative steps were made in reaching out to our
membership, the general public and to policy and decision-makers
at European, national, regional and local levels.

Raising Public Awareness
We organised – especially for our individual members - much appreciated Heritage Tours to Naples; Prague and Brno; Lisbon and its
surroundings and to Cyprus. The ongoing success of our tours is a
welcome fundraising tool for the Hans de Koster Fund, which helps
our members and partners from Central and Eastern Europe to take
part in Europa Nostra’s activities.

Nous avons réussi à générer une couverture médiatique considérable pour la célébration des meilleures réalisations du patrimoine
européen par l’intermédiaire de notre Prix du patrimoine culturel
de l’Union européenne / Concours Europa Nostra. Les cérémonies
locales de remise des prix (voir ci-dessous), en particulier, ont fourni des nouvelles, histoires et photos intéressantes. Nos campagnes
pour la protection du patrimoine en péril, notamment en Italie, en
Turquie et à Chypre, ont également retenu l’attention des médias
grâce à nos membres et représentants qui, tels des ambassadeurs
d’Europa Nostra, ont donné des interviews.

The improvement resulted from increased support by donors and
sponsors, which helped to defray cost increases related to communications consultancy, fundraising activities, the renewal of the office
ICT network and the installation of a new database and software, and
outsourcing of parts of the financial administration. Personnel
expenses went up slightly, primarily due to a non-recurring retroactive pension expense. The number of staff members was kept at a constant level, but administration expenses went up due to the aforementioned outsourcing and the engagement of a new auditing firm
(KPMG).
Cette amélioration résulte de l’accroissement des financements de la
part des donateurs et des sponsors, lesquels ont aidé à couvrir les
augmentations des coûts liées à l’engagement de consultants en communication, à des activités de collecte de fonds, au renouvellement du
réseau ICT du bureau et à l’installation d’une nouvelle base de données
et de nouveaux logiciels, ainsi qu’à la sous-traitance de certains
éléments de l’administration financière. Les dépenses de personnel se
sont quelque peu accrues, en raison essentiellement des paiements
rétroactifs exceptionnels liés aux retraites. Le nombre de membres du
personnel a été maintenu à un niveau constant, mais les dépenses
administratives ont augmenté du fait de l’externalisation susmentionnée et du recrutement d’une nouvelle société d’audit (KPMG).
After many years of unchanged membership fees, last June the
Council decided to increase the fees as of 2009. The relevant effect
will be visible in the coming years. Meanwhile, Europa Nostra successfully encouraged a number of Individual Members to upgrade their
membership. Also other efforts to raise extra funds proved to be quite
successful. Among these, two important non-profit organisations in
The Netherlands which grant donations to cultural institutions, have
committed important financial support for 2008 and beyond.
These successful fund-raising efforts enable Europa Nostra to move
the organisation forward and raise its effectiveness to a higher level,
whilst also increasing its visibility, in line with the three-year
Strategic Plan 2008-2010.

The total funds of Europa Nostra rose from € 471,201 to _ 474,085. The
Hans de Koster Fund increased by € 15,846, and the Awards Fund by
€ 18.404. To improve the Europa Nostra website, € 9,057 was extracted
from the Communications Fund.
The abbreviated financial statements on the following pages have
been derived from the complete financial statements, as audited by
KPMG. A signed Auditor’s Report is included in the complete financial
statements, which are available upon request from the Europa Nostra
Secretariat.

Après de nombreuses années au cours desquelles les cotisations des
membres sont demeurées inchangées, le Conseil a décidé en juin
dernier d’augmenter les cotisations à partir de 2009. L’effet visé se
manifestera dans les prochaines années. Entre temps, Europa Nostra a
encouragé avec succès un certain nombre de membres individuels à
augmenter le niveau de leur soutien. Par ailleurs, d’autres efforts
visant à lever des fonds supplémentaires se sont révélés plutôt
fructueux. Parmi ceux-ci, deux importantes organisations à but non
lucratif aux Pays-Bas qui octroient des dons aux organismes culturels
se sont engagées à fournir des financements importants en 2008 et
au-delà.

L’exercice budgétaire 2008 s’est clos sur un petit excédent de € 2.885,
comparé à un déficit de € 33.334 en 2007.
Ces efforts féconds dans le domaine de la collecte de fonds permettent
à Europa Nostra de faire avancer l’organisation et de la rendre encore
plus efficace, tout en augmentant sa visibilité, en accord avec le Plan
stratégique de trois ans 2008-2010.
