Hon. Mr. Aikins laid on the table return
asked for by Hon. Mr. Letellier de St Just
respecting the Post Office at Rivière Ouelle.

relatif au bureau de poste de Rivière-Ouelle, en
réponse à la demande de l'honorable M. Letellier de St Just.
Hon. Mr. Wark gave notice of a motion in
reference to the amount of tonnage duty collected at Richibuctou.
L'honorable M. Wark donne un avis de
motion à l'égard des droits de tonnage perçus

CAPE BRETON MATTERS
AFFAIRES DU CAP -BRETON
Hon. Mr. Bourinot made the following
enquiry of the Government: when will the
report of the engineer of the Department of
Public Works, in reference to the proposed
improvement of Mabou Harbour and False Bay
Beach, Mire, in the Island of Cape Breton, be
submitted to Parliament, and whether it is the
intention of the Government to prosecute those
works? In making the enquiry, the honourable
gentleman said that whilst he had the honour
of a seat in the Legislature of Nova Scotia, he
had been the first to call attention to the desirability of improving the Harbour of Mabou. He
had presented many memorials on the subject,
and received the thanks of the people of that
section of the island for the interest he had
taken in the project. Since he had given notice
of the enquiry, he had seen, with much gratification, that an appropriation of $18,000 was
made in the Estimates towards the carrying
out of that important public undertaking; and
therefore his enquiry had been answered to a
certain extent. He was not aware whether
there was any report to be submitted; it was
probable that the work was to be prosecuted
under the report which was presented last
year. As respects False Bay Beach, he understood that Mr. Boyd had been sent to survey
the locality, and that there would be a report
on the subject. He had hoped that a sum would
also have been appropriated for the improvement of that place, as well as for the enlargement of the St. Peter's Canal, especially as
large amounts were devoted to the Welland
and St. Lawrence system of canals.

Législature de la Nouvelle-Écosse, il a été le
premier à attirer l'attention du gouvernement
sur la nécessité d'améliorer le port de Mabou. Il
a présenté un grand nombre de requêtes sur la
question, et la population de cette partie de l'île
a su apprécier l'intérêt qu'il a manifesté à
l'égard de ce projet. Il note avec satisfaction
que, depuis son avis d'interpellation, une
somme de $18,000 a été prévue dans le budget
des dépenses pour cette importante réalisation
publique, ce qui répond en quelque sorte à son
interpellation. Il ignore si un rapport doit être
présenté; sans doute les travaux pourront-ils
être exécutés selon le projet présenté l'année
précédente. En ce qui concerne False Bay
Beach, il croit comprendre que M. Boyd a été
chargé de faire une étude des lieux et de faire
rapport sur le sujet. Il aurait souhaité que des
crédits soient aussi affectés à l'amélioration de
cet endroit et à l'extension du canal SaintPierre, puisque de fortes sommes avaient été
consacrées au canal Welland et au réseau de
canaux du fleuve Saint-Laurent.
Hon. Mr. Campbell replied that the report of
the engineer respecting False Bay Beach was
now in the hands of the Government, and
would be submitted to Parliament at an early
day. The answer to the other question had
been given by the honourable gentleman himself, when he stated that there was a sum of
$18,000 in the Estimates for the work. When
that item came before the House, it would

learn what would be the actual cost of the
work. Therefore, in voting the $18,000, the
House would sanction the completion of the
whole work. Last year, there had been an
appropriation of $5,000, but the House was not
then informed as to the probable cost of the
work, and it was therefore thought advisable to
wait until further information could be given
on the subject. It was now believed that $18,000
was as much as could be judiciously expended
during the current year.

Hon. Mr. Bourinot said that probably few
persons were aware of the great importance of
the work which would give a good harbour to a
long line of coast, extending from Cape North
to Port Hawkesbury, and prove a boon to the
people of a fine agricultural portion of the
province of Nova Scotia.

qui doteront la côte d'un bon port entre Cape
North et Port Hawkesbury et qui sera très

PRINTING
IMPRESSIONS
Hon. Mr. Sanborn presented fourth and
fifth reports of the Joint Committee on the
Printing of Parliament. The fourth report
simply refers to the printing of certain public
documents. The fifth report recommends that
Messrs. Hunter, Rose & Co. be relieved from
their contract for binding, in accordance with
their petition, and that it be given to Mr. A.
Mortimer, who furnishes the necessary securities.
L'honorable M. Sanborn présente les quatrième et cinquième rapports du Comité conjoint des impressions du Sénat et de la Chambre des communes. Le quatrième rapport a
seulement trait à l'impression de certains documents officiels. Le cinquième rapport recommande que MM. Hunter, Rose et Cie, soient
déchargés de leur contrat de reliure, conformément à leur pétition, et que ledit contrat soit
accordé à M. Mortimer qui fournit les cautions
nécessaires.

MANITOBA
In pursuance with the order of the day,
Hon. Mr. Campbell moved the second reading of an Act to extend to the province of
Manitoba certain of the criminal laws now in
force in the other provinces of the Dominion,
and in doing so stated that all the Acts enumerated in the first clause had been carefully
considered by the present judge of that country—Judge Johnson—and that that portion of
the Act was really of his framing. In addition
to that clause, it was thought proper to provide
that any person on his trial could demand a
jury, composed of at least one half of either
English or French. It was also provided that in
the absence of a penitentiary, the common
gaol, or other place of confinement in the province of Manitoba, might be used for that
purpose.
MANITOBA
Conformément à l'ordre du jour, l'honorable
M. Campbell propose la deuxième lecture de
l'Acte pour étendre à la province du Manitoba
certaines lois criminelles maintenant en
vigueur dans les autres provinces de la Puissance et il déclare que tous les actes énumérés
dans l'article premier ont été soigneusement
étudiés par l'actuel Juge du Manitoba (Juge
Johnson) qui a d'ailleurs formulé cette partie
de l'acte. Il a été jugé opportun d'ajouter à cet
article des dispositions prévoyant qu'un accusé
peut exiger d'être jugé par un jury dont la
moitié des membres au moins soient francophones ou anglophones. Il a aussi été prévu
qu'en l'absence d'un pénitencier, on utiliserait
la prison commune ou tout autre lieu de détention dans la province du Manitoba.

to be referred to a Committee of the Whole on
Monday next.
