my distinguished predecessor as President of the
Security Council, who directed the Council's work in
September. 1 wish to paya well-deserved tribute to
the eminent qualities which he demonstrated in that
capacity and to convey te> him my gratitude and, 1· am
sure, the gratitude of aH the other members of the
Security COWlcil for the remarkable work which he
accomplished last month.

the election procedure. Under Article 10 , paragraph 1"
of the Statute of the Court, those candidates who obtain
an absolute 'iriajorityofvotes in the General Assembly
and in. the:Security Council shall be çpnsidered as
elected. Rence, the candidates who obtain at least six
votes in. the 8eçurity Council will be considered elected'
by the eouncil. If more than five çandidates should
obtain the requi:r.ed majority, t!le p1!ocedure followed
ins.uch cases in the past ls. explained in paragraph 14
of the. Secretary-Qeneral's memorandum.

have also secured the neoessary majority in the
