Congress on the island of Cyprus, in Nicosia.
The theme chosè n for the Cyprus Congress
(which follows the 199 1 Congress of Europe
in Budapest , focussin g on the perspectives
of a la rg e r Eu rope , as we ll as th e 1990
Congress on the Environment in Dublin, and
t he 1989 Co ng ress in Ba rc el o na o n the

Europe and the Mediterranean : a new partnership
Having highlighted , in 1991 , th e prob le ms
and opp o rt un it ies emergin g fo r th e new
democ racies in Centra i and Eastern Europe,
and for Eur op e as a w hole, the European
Mov ement is to shift, for 1992, its int eres t
toward s the South , both to th e Eu rope an
countries borde ring the Mediterranean and to
thei r ne i gh bour s across t he seas .
Discussions in Nicosia will co nce ntrate on
four specific as pects , eac h to be treated in
two specia l wo rking sessions: the economy,
political and sec urity matters, the protection
of th e envi ron me nt , and tou rism. Working
ses sio ns and ple nary rneeting s will ali take
piace in the Internat ional Conference Centre
in Nicosia.
Participants at the Congress are expected to
corne from ali European countries as well as
from t he o t he r co u nt ries bo rderi ng th e
Me dit erran ean. Congre ss parti ci pants are
entitled to a 10% discount on ali normal fare
tickets issued by Cyprus Airways, the Offici al
Ca rrie r of th e Congre s so Hot el ro o ms in
Nicosia are available at attracli vely reduced
rates , Special round -trip facilities will be available for participants flyin g in from Athens or
from Brussels and Pari s . Several nali on al
sectio ns of t he Eur opean Movement are

stay at the Congress in orde r to visit the golden beaches, the intact mountain regions or
the nume rous ancie nt and hist oric sites of
the island.

Thank you for your letter of 8 October with three ideas
which you and the European Movement suggest will help calm
public disquiet about the Community.
It was helpful to have
these thoughts as we prepared for the Birmingham European
Council.
I strongly agree with your first suggestion, that the

in piace structures which will ensure that subsidiarity is
fully respected in future.
That has been our aim since the
Lisbon European Council, and we have already gone some way
towards achieving it.
As the Birmingham Declaration records,
the Council is working up new procedures and practices - as
the Commission has already done - so that the principle
becomes an integrai part of the Community's decision-making.
Ne are also working on guidelines for applying this principle
in practice, for instance by using the lightest possible form
of legislation, with maximum freedom for member states on how
best to achieve the objective in questiono
If the procedures

challenges before the Court of Justice should be the
exception, not the rule.
I see some force in your idea that we limit the use of
Article 235 in the future.
I have heard this expressed
before, and an attempt to incorporate something on these lines
was made in the 1991 IGC.
But the priority now is to secure

the ratification of the Maastricht Treaty in alI member states
and to allow the institutional changes it contains to become
established.
It might be possible to look at Article 235
again in the context of the 1996 IGC.
Any exercise to set out a definitive division of
competences between the Community and the member states would
be fraught with complications.

The declaration agreed at Birmingham calls for "a
clearer understanding of what member states should do and what
needs to be done by the Community".

on this between now and the Edinburgh European Council.

Projet de déclaration
Le Mouvement Européen réuni en Conseil fédéral à Edimbourg à la
veille de la réunion du Conseil Européen entend:
1.
Affirmer gue la ratification du traité de Maastricht dans
les délais les plus brefs doit etre la priorité politique
de
tous
les
gouvernements
et
parlements
des
pays
signataires pour permettre son entrée en vigueur au premier
semestre de 1993. Le résultat du référendum danois et les
répercussions au sein de l'opinion publique dans la
Communauté ne peuvent faire obs t.ac Le à la volonté de la
majorité des européens.

Proposer gue le Conseil Européen décide l'entrée en vigueur
du trai té sur l' Union Européenne au plus tard le 1er
juillet 1993, engageant les Etats membres qui l'ont ratifié
et prévoit les dispositions juridiques nécessaires à cet
effet.
3.
Insister pour que les Etats membres qui, à ce moment
n'auront pas encore ratifié le trai té, auront alors à
choisir entre une revlsion de leur position ou un
ralliement à l'Espace Economique Européen.
4.
Appuyer les propositions de la Commission Européenne
dénommée "paguet Delors II'', qui dans leur ensemble et pour
l'essentiel constituent une réponse nécessaire et adéquate
aux problèmes posés à la Communauté par la mise en oeuvre
du traité de Maastricht.
5.
Souligner
l'extreme
importance.

assise démocratique, tende de manière résolue et dans des
délais pas trop éloignés vers une représentation des
populations des pays membres de la Communauté Européenne,
en rapport avec la compositions démographique actuelle.
8.
Suggérer que les décisions d'application du principe de la
subsidiarité soient précédées par un réflexion approfondie
sur la répartition des compétences,
y compris les
compétences
résiduelles,
entre
les
niveaux fédéral,
nationale et régional. Cette réflexion devrait faire
l'objet d'un manda t qui serait confié à une groupe
restreint
d'hommes
politiques
européens
de
grande
expérience en matière de droit constitutionnel.

Draft declaration
The European Movement's FederaI Council, meeting in Edinburgh,
on the eve of the European Council meeting hereby:
1.
Insists that the ratification of the Maastricht Treaty.
within the shortest possible time. must be the political
priority of alI the governments and Parliaments of
countries which have signed the Treaty, to enable it to
enter into effect during the course of the first semester
of 1993.
The result of the Danish referendum and
repercussions of public opinion within the Community cannot
stand in the way of the will of the majority of Europeans.
2.
Proposes that the European Council should decide the entry
into effect of the Treaty on European Union, at latest on
the 1st of July 1993, committing the member states which
have ratified it, and should provide the legaI dispositions
necessary to this effect.
3.
Insists that the member states, which at that time shall
not yet have ratified the Treaty, should then have to
choose between revising their posi tion or joining the
European Economic Space.
4.
Supports the proposals of the European Commission known as
the "Delors II Package" which, taken as a whole and for the
essential, constitute the necessary and adeguate answer to
the problems confronting the Community as a result of the
implementation of the Maastricht Treaty.
5.
Stresses the extreme importance. on the eve of the
enlargement. for the members of the Community to agree on
the objective of establishing a real political union, of a
federaI
type,
wi th
democratic
insti tutions
and
a
repartition of the tasks between the Union and its members
according to the principle of subsidiarity.
6.
Affirms that each of the new incoming members should,
without restriction, share this will, without which Europe
will inevitably drift towards a collection of states
without cohesion, with, as principal element in common, a
free trade area.
7.
Expresses the wish that the European Parliament, to ensure
its democratic basis, should make progress, in a resolute
manner and in the not too distant future, towards a
representation of the populations of the European Community
member states in relation with the present democratic
composition.

Suggests that the implementation decisions of the principle
of subsidiarity should be preceeded by an in depth study of
the repartition of competences,
to include residual
competences, between the federaI national and regional
levels. This in depth study should be the object of a
mandate to be given to a Iimited group of European
politicians having a wide experience in the fieId of
constitutional Iaw.

CONVERGENCE ECONOMIQUE ET PROTECTION SOCIALE
(Notes prises lors de la réunion du 18 novembre 1992)
Un conflit
existe-t~il
entre la recherche de convergence
(en vue de l'union économique et monétaire) et le
maintien de la protection sociale assurée aux européens ?
La Communauté Européennbe ne recherche-t-elle pas cette
convergence avec une rigueur excessive; car au terme de
cet effort, on ne pourra plus au sein de l'union
;~
monétaire, utiliser l'arme des variations de change.
Cette convergence requiert un effort d'autant plus
pénible pour les pays qui en sont le plus éloignés. Cette
convergence entraine des mesures de freinage; on serre
les budgets nationaux alors que la situation sociale se
dégrade; en fait ce sont les plus pauvres, les exclus qui
en souffrent le plus.
Il y a une opposition entre les
exigences structurelles macroéconomiques et le contexte
conjoncturel.
Dans cette période de transition vers l'union
économique et monétaire, on a anticipé (un participant a
dit que tout le monde a triché par anticipation), en
créant l'illusion d'une fixité des changes, en négligeant
le choc de l'unification allemande.

Depuis quelques mois fait défaut une volonté politique
claire sur laquelle les opérateurs économiques puissent
bàtir leurs projets: hésitations sur la ratification de
Maastricht, menaces continues sur l'Uruguay round,
publicité donnée à des positions nationales divergentes
au sein de la CEE, et l'instabilité monétaire qui en
résulte .
Le contexte de l'emploi est également préoccupant. En
;~
cas de reprise économique, ni l'industrie, ni peut-etre
les services n'augmenteront l'emploi suffisamment pour
résorber le ch6mage. La mobilité de l'emploi, la
flexibilité des rémunérations directes et indirectes
devraient contribuer à la solution.

La réponse doit etre apportée dans trois domaines:
celui de la décision politigue. La crise a surtout une
origine politique. Il faut définir les grandes options
sur lesquelles se bàtira l'avenir. L'industrie demande un
programme de croissance à long terme, une action de
stimulation par les grands travaux, et surtout la
ratification des accords du GATT.
On ne peut ne rien
faire pendant dix mois, at tendre simplement la
ratification du Traité par tous. La confiance rétablie,
le financement privé de ce programme peut très largement
etre trouvé. La C.E étudie parallèlement le lancement
d'un grand emprunt (en ECU
européen d 'investissement .

et la création d'un Fonds

- ce1ui de l'opposition entre le projet macroéconomique
de Maastricht (structurel) et la conjoncture. Il peut
parai tre incongru de faire passer les exigences de
convergence structure1le avant la solution des prob1èmes
du ra1entissement conjoncture1 et du chomage. C'est le
sens du programme de re1ance ci-dessus et des pressions
pour faire baisser 1es taux d'intérét. Il y a sans doute
place pour une concession de convenance, faut-i1 perdre
un peu de temps pour se 1aisser entrainer dans une
logique de réussite.
On ne fera pas l'économie de
l'effort de convergence; mais la situation conjoncture11e
justifierait que cet objectif soit poursuivi dans
l'immédiat avec moins de rigueur. La difficu1té consiste
à éviter les erreurs de la fin des années 70, lorsqu'un
effort de re1ance communautaire a ravivé l'inf1ation.
Ce répit devrait étre mis à profit pour européaniser le
prob1ème a11emand (une responsabi1ité européenne
conjointe dans le financement de l'unification
permettrait de réduire les taux d'intérét) et pour opérer
1es réformes structurel1es dont il sera question ci dessous .

- celui des avantages sociaux. La charge de la
protection sociale représente plus de la moitié des
dépenses bugétaires dans les pays les plus développés.
A
la différence des autres postes du budget, dont les
appropriations se
renouvellent annuellement, les
dépenses sociales ont cru de manière très rapide, et
cette croissance est perçue comme inéluctable. Cette
progression rapide a échoué dans sa mission d'enrayer le
ch6mage de longue durée, de protéger les exclus et
;~
d'améliorer la santé. Sous la pression de la nécessité,
il convient de s'interroger sur tous les régimes.
La croissance des dépenses de ch6mage est inéluctable;
mais il s'agit encore d'une fraction limitée du total (4%
en France sur un total de 28%). La part des dépenses
consacrée à des actions positives de réinsertion des
exclus doit etre privilégiée.
Les dépenses consacrées aux pensionnés croissent
rapidement avec le vieillisement. Il y a un effet de
redistribution inverse en faveur des pensionnés (y
compris les pensionnés salariés), au détriment des jeunes
qui ne trouvent pas d'emploi et des exclus. Cette
croissance n'est toutefois que partiellemnt inexorable
(OECD); certains pays : Pays-Bas, France, Italie ont déja
pris des mesures et y remédient en rendant les
participants plus responsables.

- Enfin on prend conscience que la croissance des soins
de santé (où, à nouveau le prélèvement des plus agés est
très important) est principalement causée par le
gaspillage. L'objectif de santé n'est pas atteint malgré
une croissance des dépenses par habitant en termes réels.
Quelque deux tiers des dépenses sociales ne sont pas
inéluctables, et répondent mal aux ambitions que l'on
s'était fixées. Une modification structurelle de leur
composition est la meilleure chance que lr o n a de réduire
la part de charge sociale des salaires, sans d'ailleurs
entamer, au contraire en améliorant la qualité des
bénéfices assurés.
CONCLUSION
c'est moins l'effort nécessaire pour atteindre l'Union
Economique et Monétaire que l'absence d'objectifs,
d'ambition commune de la part des dirigeants européens
qui met en danger la protection sociale. A terme, l'UEM
doit lui ètre favorable.
Une relance par la stimulation de travaux
d'infrastructure, financés par l'emprunt est actuellement
envisagée . Elle peut constituer une solution de
transition pour résoudre les problèmes conjoncturels
graves à condition d'éviter tout retour d'inflation.

A condition surtout sur l'on profite du répit pour
engager des réformes structurelles rétablissant la
flexibilité de l'emploi, allégeant la charge de la
protection sociale tout en lui permettant de remplir
mieux son ròle essentiel.

Following the political debates of the FederaI Council,

DECLARATION MADE BY THE INTERNATIONAL EUROPEAN MOVEMENT
Edinburgh - 9/12/1992
Meeting in Edinburgh, a year after the European Council of
Maastricht, and on the eve of the European Council, the European
Movement is of the opinion that the priority answer -.-tQ. the
crisis, which the European Community is now undergoing, resides
in the rapid achievement of the ratification of the European
Union Treaty of Maastricht.
It salutes the determination of the ten member states which have
ratified this Treaty, or which will do so within the scheduled
periodo
It launches a solemn appeal to Great Britain so that in the near
future ratification should at last give the European Union the
political and institutional means to deal with the huge problems
facing i t. The European Movement wishes that the entry into
effect of the Treaty on European Union should take pIace within
the shortest possible time, if necessary between the countries
which have ratified it.
Concerning the democratic choice made by Denmark, which i t
respec ts, it asks that country to bring in a final answer,
knowing t .ha t the Treaty of Maastricht will not be renegotiated
and that its various components form a whole, which cannot be
dissociated.
The European Movement believes that the natural framework to
welcome states which do not wish to participate in the progress
of insti tutional Europe, or which are not ready to commi t
themselves thereto, is the European Economic Space, created by
the Porto agreement of May 1992.
I n this rega r d , the European Movement hopes that the year 1993
shall be a year to see wide clarification concerning the will to
participate, or not, in the insti tutional progress of the
European Union.
The European Movement stresses the importance it attaches to the
principle of economic and social cohesion, inscribed in the
Treaty of Maastricht and asks that the rapid finalisation of the
current financial discussions should fully take this into
account.

On the subject of future memberships, the European Movement asks
that they should not be encouraged by the maintenance of an
ambiguous attitude on the true objectives of institutional
Europe: what is involved is to build areaI political union,
federaI by vocation, comprising an economic and monetary union,
and to set up a common foreign affairs and security policy under
adequate democratic control. It is of no use to hide this reality
from the opinion of candidate countries: to refuse clarity sooner
or later leads to the risk of popular rejection.
As to the States which continue to participate in the European
Monetary System, and which thus prepare the future monetary
union, the European Movement asks them to seek out in common a
policy governing interest rates, to reduce market tensions and
to contribute to the start up again of economi c activity and
employment. On this latter subject, the European Movement
supports the pIan aimed at the promotion of structural
investments at the Community, national and regional levels.
VISEGRAD COUNTRIES
The European Movement supports the European integration efforts
of new Central-East European democracies - with special emphasis
on the countries of the Visegrad Group - and acknowledges that
based on their accomplishments these countries should be offered
areaI perspective of becoming members of the EC . Enhanced
Visegrad-EC political dialogue, further trade liberalisation
measures and new forms of financial assistance should be
initiated to assist their adaptation to Community standards.

EUROPEAN MOVEMENT: UNITED AGAINST XENOPHOBE-EXTREMISM
In view of the continuing wave of violence against foreign
citizens in Europe, the European Movement calls on alI social and
political groups to do everything they can to oppose the threat
from xenophobe-extremism.
AlI social and political groups, as well as alI individuaI
citizens, must show the same determined opposition to xenophobeextremists now, as they did to left-wing terrorism in the 1970s.
Every attack against a f o r e i gn fellow citizen is also an attack
on the rule of law and f r e e democratic constitutional government
as well as on our moral values. Everyone living in Europe should
feel safe whatever their nationality, ethnic origin or religion.
Today it is every European's task to show that their culture sets
an example of people living together in harmony and tolerance.

Les membres du Comitè exècutif ont un echange de vues avec le

Conse1l Europeen d'Edimbourg. En conclusion de ce dèbat, le
Comite exécutif dècide de proposer la declaration politique se
trouvant en annexe. Une résolution sur la xènophobie en Europe
proposée par le Kouvement Européen - Allemagne sera egalement
transmise au Conseil fédèral.

I l n'y a aucun problème pour l'adhes1on de la Belgique,
Ch y p r e et la CEAC. Par contre, les membres du Comité execut1f
emet tent des réserves et souhaitent un débat approfondi avant
de prendre une déc1sion sur les autres pays d'Europe centrale
et de l'est; cette décision pouvant avoir des consèquences
pour l'avenir.

INTRODUCTION
As in previous years, this peri od covers the 'political year', as from
September 1991 up to November 1992 . It includes a summary preview of
activities planned for the period 1992-1994 .
A list of activit ies in 1991/1992 as well as a collection of the major
politicai de clarations and texts adopted i~ the period under review is sent
to FederaI Council members under seperate cover. Thus, this report can once
again be of an analytical, not of a descriptive nature.
TURBULENCE CONTINUED
Last years heading of this generaI chapter 'More turbulent than ever before'
could have been easiIy reprinted for this report.
The events of 1990/1991 continue t o mark the political landscape in Europe.
Though the Gulf crisis, f ollowed by the Gulf war does no l onger dominat e
the headlines, their co ns eque nces -and unsolved problems, as well as,
cont i nui ng Kurdish and Shi'ite tragedies- are stilI on the agenda.
Negotiati ons continue, with ups and downs, on solutions for the Isr ael-Arab
co nf lic t . In th e Wes t ern Mediterranean, a new series of agr eeme nt s betw een
Eur ope a nd its neighbours t o the South is sl owly getting shape.
But developments in the South are now largely overshadowed by the turbulent
a nd painful evolution of CentraI and Eastern Europe towards democracy, as
well a s - ab ove al l - by the Yu goslav dram a and the deb ate on Maastricht.
FEARS AND UNCERTAINTY
The publi c opi nion cl imat e in Europe has c ha nge d dr a sti cally. The Delors
propos als f or a n ope n single market, the European Si ng le Act, the end of
co mmu nism had creat ed , t ogether with con sider abl e economie gr owth, a n
a t mo s phe re of opt imi s m, confidence in the future, willingness to work together
to reach c ommon objec ti ve s . Last yea r alr eady there wer e signs of a turnin g
poi nt , and my report on 1990/1991 was, above a l l , a mess age of warning. Now,
in 1992, it is clear that the honeymoon feelin g is over, and that realities
a r e consi dered to be grim.
Public opinion i s now marked by a seri es of negative factors. There is a
generaI feeling of uncertainty, of insecur ity, of fear. Citizens fear the
consequences of the economie recession, fear unemployment, fear the
consequences of the inevitable measures of restriction necessary to ~rotect
the social security and social benefits network against its own uncontrolled
growth. Citizens are uneasy about the consequences of the collapse of the
communist empire, see grave problems in alI countries of CentraI Europe,
c hao s in th e f ormer Sovi e t Un ion . Their television sets confront them daily
with the gri m pi ctures of the tragic war in former Yugoslavia, and with the
a bsence of a n a de quat e European -and world- response. Ci tizens are more and
more l osing confidence in their political leaders. The wild turbulence in
the money markets and the currency crisis are reinforcing this generaI feeling
of uneasiness.
MAASTRICHT AND AFTER
The l ab ori ous neg otiat i ons - in se cret - bef ore a nd at the Maastri ch t mee t in g
of t he Eur opean Coun cil have produ ced a tre aty which is, certainly, a step
f orward, the minimum of what is necessary at the eve of the open in g of the
s in gle market and in a worl d o f conflict. But i t is a complicat ed a nd for
a ci t i zen hardly under standable set of compromises whi ch hardly inspires
any European enthusiasm.
Maa st r ic ht has to be r a ti fied, as soon as poss ible, but i s it a wonder tha t,
in t he pr e se nt sta te of publ i c opi nion , the deb at e on th e tr ea t y i s su ch
a di ffi cu l t one ? The Maas tricht de ba t e is ma r ked by al I t he elements of fe ar,
mistrust and lack of confid ence which now mark publi c opi ni on . It is also
marked, alas, in many countries by the negative influence of clearcut lies,
of wilful mispr e s entat i on, which too often fi nds a f ertil e gr ound in
wi de spr e ad ignora nc e of how Eur ope f unc t io ns .

If anything has to be changed to grow towards a more t ransparent, a more
ope n and more democratically controlled Community, it i s the procedure to
amend the treaty, to do further steps forwar d . It is t ime t o develop
pr ocedures which do not en trust major transformations t o dipl omats and
bur eau crats, working in secret, but to a repr esentative , open and t ra ns pa re nt
gathe ri ng of gove r nme nt s , national and Eur opean elected r epresen ta t ive s a nd
members of th e European Commissi ono It is al so t i me , al ready now, to pr e pare
fo r a ma jor publ i c campaig n preced ing t he Eur ope an electi ons an d i nvol vi ng
th e ' civil s ociety' a s mu ch as the political establishment.
ENLARGEMENT AND PARTNERSHIP
Although Europe is more and more viewed with a criticaI eye by its own
ci t ize ns , i t s neighbours alI around are knocking on its doors wantin g to
come in and to join it. Once Maastricht is ratified and both EMU and EPU
on their way to reach their longer term aims and structures, the enlargement
issu e will be there to stay. Absorbing a few democratic, relatively prosperous
EFTA-countries will not present, by then, much of a problem, but at any
admission the next ca ndi da t e will appear at the doorsteps. That will calI
for a more drasti c revision of European Community structures than embodied
in the Maastricht treaty, and discussion on it c~nnot w~it-until 1996.
The European Community is in need of a short- and medium term, if not longerterm policy for enlargement, and its consequences. Promises to the Visegradco unt r ie s hav e t o be accompani ed by an access to markets policy which is
now largely lacking, and not made easier by the economic recession. The Baltic
states, but also Belorussia and the Ukraine may once develop t n t o member
cOllntries. And what poli cy towards the Russian Federation? Membership of
a European Community seems to be excluded by the very weight -and complexityof its big eastern nei ghbour. But then, what sort of close partnership betwe en
two fe de ra t ions could be devised f or the future?
YUGOSLAVIA EXIT
Last yea r s r ep ort end ed wi t h the not e that on the day of its co mpl e t i on ,
the 1st of Sept ember 1991, th e Eur opean Commun ity ultimatum to Serbia to
st op a l I f i gh tin g was t o e xpi r e ... Since then, a human tragedy of a dimensi on
not known in Europe sin ce the end of World War II has become a daily fact
of life. It threatens to develop into a disaster in the coming winter months.
The world - and Eur op e-, which wer e able to mobilise alI its ressour ces to
libera t e Ku wait f rom Sa ddam Huss a in, l a ck the politi cal will t o put a n end
t o th e su f fer in gs i n f ormer Yu gosl a vi a. There is no si gn of a c ommon Eur opean
fo r e ign pol ic y, on the co nt r a r y . And if at any time any situat ion could ha ve
bee n said t o demonsta rte t he ur ge nt nee d f ar su ch a po1it c y, i t i s now in
t hat near by part of Eur ope. Eur opean co unt ri es -with a few exceptions- sh ow
a lack o f solidari ty wit h the cOllnt r ie s in side and around form er Yugoslav i a
hav in g t o s houl de r th e e nt i r e weight of the refugee problem. And the fighting
co nti nlles , eve r y da y people, jus t men , women and children, are expelled fr om
th e ir homes a nd villages, driven out into the c ol d , the cold of the winter,
a nd of European negle ct a nd brut al selfishness. There are no easy solutions
t o co mpl i cate d pr oblems. Intervening in what has been allowed to become an
imbr ogli o f ul l of hatr ed a nd misery is difficlllt, dangerous and full of risks.
Earl ier, j oint and determined action, limited in size, would ha ve lead a
cha nc e t o prevent the disastrous proliferation of violence we are now
conf r ont ed with. The world, and the hundred of thousands-of victems of this
war inside Europe, look anxiously and eagerly at Europe, hoping that it may
s how at last a common will and a common determination. In vain?

Now tha t h undreds of sp ecialised organisations organise thousands of expert
conf e r e nce s on specific aspects of European integration, this is no longer
the task of the European Movement.
We are to mobilise our modest ressources for four principal tasks.
