Commendation
In the aftermath of the gas explosion
which destroyed a home in Vankleek Hill
on October 2nd, 2006 and which
damaged several additional homes, two
(2) citizens came to the aid of a man who
was pinned underneath a refrigerator in an
unsteady home. Mayor Gary J. Barton
presented the certificates on behalf of Her
Excellency, Michaëlle Jean, to Mr. Daniel
Ganley and Ms. Janine Jalbert.
Après l’explosion de gaz naturel qui a soufflé
une maison de Vankleek Hill et qui en a
endommagé plusieurs autres, le 2 octobre
2006, deux (2) citoyens ont dégagé un
homme qui était coincé sous un réfrigérateur
dans une résidence qui n’était pas solide. Le

public. Mr. MacMahon briefly explained
his construction experience. Mr. McMahon
subsequently left the meeting due to snow
removal activities that were occurring this
evening.

insurance policies including liability
insurance. Accompanying Mrs. Poirier
was Mr. François Martel of Théorêt Martel.

Councillors inquired what coverage
municipalities were obtaining and Mr.
Durham answered most municipalities
were increasing their coverage from $15
million public liability coverage to $20
million, especially during recent awards by
the courts. Most municipalities, he added,
are adding third-party bond extension
coverage to protect their employees who
have to visit residences.

Mrs. Ingrid Stuut moved to 22 Main Street,
on the corner of Méthot Street,
approximately 18 months ago. She
expressed the wish that Council designate
Méthot as a one-way street going in a
northerly direction as she mentioned she
had witnessed many vehicles turning from
Main Street to Méthot Street at a high rate
of speed. Méthot Street, she added, is
barely enough for two (2) vehicles to
meet. Furthermore, a school bus lets
children off after school on Méthot Street
and she worried about a vehicle hitting a
child.

discussion pertaining to gauging interest
among previous participants and the
upcoming 2011 International Plowing
Match, it was the general consensus there
be no Open Door event for 2009 but that a
2010 edition could be organized with an
improved formula.

system. Mayor Barton also stated an offer
had come in for dismantling L’Orignal’s
former sewage plant digester. He
suggested the Water/Sewage Committee
could evaluate this offer.

East Townships. Mayor Barton welcomed
Mr. Saint-Amant.

asked Council for any special directions
as to the container by-law, L’Orignal
resident Marc Bertrand asked if this
problem had been encountered elsewhere
in Ontario. Mayor Barton answered yes
and reiterated Municipal Council would
revisit the subject. Planner Marc
Daigneault suggested any major changes
to the by-law could include which
containers already exist on various sites
across the municipality, but that it would
require the recording and registration of all
such structures.

eut demandé au conseil municipal s’il devait
suivre une quelconque ligne directrice sur les
conteneurs relativement au règlement de
zonage, un résident de L’Orignal, Marc
Bertrand, a demandé si le problème s’était
manifesté ailleurs en Ontario. Le maire Barton
a répondu par l’affirmative et a répété que le
conseil municipal étudierait à nouveau cette
problématique. L’urbaniste Marc Daigneault a
suggéré que toute modification au règlement
de zonage pourrait inclure des changements
reflétant la présence de conteneurs dans la
municipalité, mais que cela impliquerait que
ceux-ci soient tous consignés et enregistrés.

There was discussion on this item as the
L’Orignal firefighters were asking for a
donation of up to $1,750 to finance half of
the cost of purchasing a Sparky mascot
costume. The firefighters have planned a
series of fundraising events.

recherchaient un don jusqu’à concurrence de
1 750 $ du Canton afin d’acheter un costume
de la mascotte Sparky et ils ont planifié des
activités de cueillette de fonds.
It was mentioned that the L’Orignal district
could perhaps borrow the Vankleek Hill
district Sparky costume. Mayor Barton
concurred, suggesting Vankleek Hill has
already offered to let L’Orignal borrow
their costume. Moreover, the Township
has already spent a considerable amount
of money replacing some firefighting
equipment this year.

Township is set to receive $675,290 from

the concentration for ammonia was above
the maximum levels permitted. The ClerkTreasurer stated that the Order also
stated that the discharge would not result
in any acute toxicity impact to the Little
Rideau Creek.

Kilowatt Countdown Challenge

The Township of South Stormont, a local
committee and Hydro One have pooled
their efforts to challenge Eastern Ontario
municipalities
and
their
respective
population to lower their electrical
consumption in the months of February
and March 2009. Hydro One has
committed to monitor consumption during
those few weeks and to hand out a large
tree to the winning municipality.
