RESEARCH ON SECURITY TECHNOLOGIES Dr. Ceyhan has been working on security technologies since 1996. She started her research with several field studies conducted at the Mexican-American border where she observed and analyzed the US surveillance, identification and control practices. It is there that she first “encountered” biometric systems adopted by the US Border Patrol to identify and control border crossers. This study enabled her to gain knowledge on the implementation of security technologies and to frame the principal axes of her work on “security, technology and society”. Basing on this experience, in 2001 she created at Sciences Po the course Security, Surveillance and Identification and published the outcomes of her research in scientific journals. In 2005 she was selected to lead a research project on security technologies for the Center for Prospective Studies of the French Gendarmerie (CPGN) entitled “Gendarmerie and Technology”. The objective of this project was to examine the adoption of new technologies by the Gendarmerie and analyze its organizational, operational, strategic and practical impacts. As part of this project, she conducted several field researches at airports where identification (such as biometrics) and surveillance technologies are implemented and at security technology companies in France and in the US where these technologies are designed and produced. She then broadened the scope of her research to European R&D programmes on security, border surveillance, antiterrorism and fight against organised crime, as well as to ethical and societal impacts of the security technologies. In 2007, drawing upon her research on the technologization of security, she was commissioned by the Administrator of the Maison des Sciences de l’Homme (MSH) to create the research program « Security – Technology – Society » (STS) as well as the Security and Technology Research and Expertise Group (GEEST www.geest-msh.fr). The objective of this program is to examine the root causes and the design of security technologies such as biometrics, intelligent surveillance systems, dataveillance technologies etc, and analyze their political, juridical and economic impacts. In 2008 (January 23 – 24) she organized at Maison des Sciences de l’Homme (MSH) the Biometrics Conference (Colloque Biometrie champs et enjeux) bringing together academics, security agents, national and European data protection commissionners, as well as security companies’ representatives. In 2008, she created the courses Theories of Security and Security and Technology at Sciences Po Paris. In 2010-2011, as part of the activities of the Security-Technology-Society program (MSH) she started a research on the epistemic and scientific dimensions of the security research and launched a conference series on “research in security and security technologies”. In 2011 (May 13) with a group of engineers and social scientists, she organized the security research workshop Security research; for a co-design involving SHS and applied sciences where the aim was to investigate the epistemic, methodological and normative conditions of Social Sciences and Applied Sciences collaboration. This workshop brought together the EU Commission representatives, academics, businesses and law enforcement agencies. In 2012 (March 23), she was commissioned by the French National Research Agency (ANR) to organize the workshop Privacy-by-Design: putting technology at the service of privacy. This workshop brought together French and international experts specializing in new technologies and privacy with social scientists, engineers, business representatives and organizations of data protection. Its objective was to examine the integration of privacy in technological solutions and examine its practical, normative, scientific and legal issues. In 2012 she created at Sciences Po the course Intelligence and Technology. In 2013 (April 13) she organized at Sciences Po the workshop Intelligence Technologies in Practice: Meeting with Technology Producers, Practitioners and Students. This workshop brought together engineers from Thales, Cassidian, Astrium, Morpho and intelligence practitioners. Its aim was to examine the technical specificities of cyber intelligence, drones and satellites as well as the use of biometrics for intelligence purposes She is member of COST – Living in Surveillance Societies (LISS); New Transparency: Surveillance and Social Sorting (chaired by David Lyon); Société de l’Electricité et de l’Electronique et des Technologies de l’Information et de la Communication (SEE).
