Being a By-Law to amend
Schedule “B” to By-Law no. 511
being a Schedule to regulate landfill tipping fees

WHEREAS the Council of the Corporation of the Township of Mattice - Val Côté deems it
advisable to amend Schedule “B” to By-Law no. 511, being the landfill tipping fees, in order to
enable the Corporation to recover costs associated with the provision of this municipal service.
NOW THEREFORE the Council of the Corporation of the Township of Mattice - Val Côté
enacts as follows:
1. That Schedule “B” to By-Law no. 511 be repealed and substituted by the attached
Schedule “B”.
2. That this By-Law shall come into force and effect upon adoption.

Mattice - Val Côté Landfill Site
Tipping Fees Schedule
The Township of Mattice - Val Côté will impose user fees as described below for the waste deposited in
the Mattice - Val Côté Landfill Site.
Non-Residents
Non-residents will pay a fixed fee of $ 20.00 for any use of the landfill site. When the material left at the
landfill site by non-residents is part of the categories for which additional fees have been established,
non-residents will pay the additional cost twice.
Building Permits
A flat fee will be charged simultaneously to the issuance of a building permit to compensate for landfill
expenses pertaining to:

Roof asphalt shingles: $20.00 per building (a garage attached to the house counting as two
buildings)
Vinyl siding: $10.00 per building (a garage attached to the house counting as two buildings)
Vinyl or fibreglass doors and windows: $5.00 per item
Other construction and demolition materials
a) Building materials and rubble resulting from construction, renovation, repair or demolition
operations that are not to be burned as per MOECC regulations, including but not limited to asphalt
shingles, built-up roofing, non-combustible insulation, asbestos including asbestos insulation, siding,
floor and ceiling tiles, materials containing high degrees of toxic substances such as lead paint,
electrical wiring, cement and concrete, glass, and other materials, shall be subject to the following
fees:
i)
For a pickup truck box: $10.00 per load
ii)
For a trailer behind a pickup truck or other vehicle: $20.00 per load
iii) For a tandem truck or equivalent: $60.00 per load
iv) For a triaxle truck, equivalent or larger: $75.00 per load
b) Construction and demolition materials not containing prohibited substances as per section1(a)
heretofore and suitable for controlled burning, deposited at the proper location, shall be subject to
the following fee:
i)
For a pickup truck box: $10.00 per load
ii)
For a trailer behind a pickup truck or other vehicle: $10.00 per load
iii) For a tandem truck or equivalent: $20.00 per load
iv) For a triaxle truck, equivalent or larger: $25.00 per load
Uncertified Refrigerators, Freezers and Air Conditioners
Refrigerators, freezers and air conditioners left at the landfill site without a certificate indicating that
they have been emptied of freon by a qualified contractor will be subject to a fixed charge of $50.00 per
item.
Refused waste
No volume of contaminated soil will be accepted at the landfill site without the prior approval of
Municipal Council, who would then determine the applicable fee.
No vehicle will be accepted at the landfill site.
Responsibility for paying the costs
The person who attends the landfill site with the material (whether he be a carrier, a building
contractor, the owner or any other person) is responsible for paying the fees pertaining to the materials
he intends to leave behind.
Anyone who refuses to pay the fees will be denied future access to the landfill site. As for the material
left at the site, said person will be invoiced.
No charge will be imposed for:

Uncontaminated waste from garden or lawn, including wood and branches
Soil or granular suitable for filling
Furniture
Appliances whose large size precludes or complicates handling by normal collection, but that are
potentially recyclable, including washing machines, dryers, water heaters, dish washers and
ovens
Drums, fuel or oil tanks or similar containers PROVIDED they have been emptied, with the tops
and bottoms taken off and that the containers are crushed flat
Freezers, refrigerators and air conditioners that have been properly emptied of their freon, as
indicated in the required certificate.

Dépotoir de Mattice – Val Côté
TARIFS IMPOSABLES
La Municipalité de Mattice – Val Côté imposera les frais d’utilisation décrits ci-dessous pour les
déchets déposés au dépotoir de Mattice – Val Côté.
NON-RÉSIDENTS
Les non-résidents verseront un frais fixe de 20.00$ pour toute utilisation du dépotoir. Lorsque le
matériel laissé au dépotoir par les non-résidents fait partie d’une des catégories pour lesquels des frais
additionnels ont été établis, les non-résidents verseront le double du frais additionnel.
PERMIS DE CONSTRUCTION
Un frais fixe (¨flat fee¨) sera prélevé à la source en même temps que l’émission d’un permis de
construction afin de compenser pour les frais d’enfouissement, selon les catégories suivantes :

Bardeaux d’asphalte pour toitures : 20.00$ par bâtisse (un garage attaché à la maison comptant
pour deux bâtisses)
Revêtement de vinyle : 10.00$ par bâtisse (un garage attaché à la maison comptant pour 2
bâtisses)
Portes et fenêtres en vinyle ou fibre de verre : 5.00$ par item
AUTRES MATÉRIAUX DE CONSTRUCTION ET DE DÉMOLITION
a) Les matériaux et les débris résultant de travaux de construction, de rénovation, de réparation ou de
démolition et les autres substances qu’il est proscrit de brûler selon les règlements du Ministère de
l’Environnement et de l’Action en matière de changement climatique (MEACM), incluant notamment les
bardeaux d’asphalte, les couvertures, les isolants non-combustibles, l’amiante, les parements extérieurs,
les tuiles de plancher ou de plafond, les matériaux contenant des niveaux élevés de substances toxiques
(ex. plomb, peinture, etc.), les fils électriques, le ciment et le verre seront assujettis aux tarifs suivants :

Pour une boîte de camion : 10.00$ le voyage
Pour une remorque derrière un camion ou autre véhicule : 20.00$ le voyage
Pour un camion de 10 roues ou une remorque équivalente : 60.00$ le voyage
Pour un camion de 14 roues, une remorque équivalente ou plus grande : 75.00$ le voyage
b) Les matériaux et les débris résultant de travaux de construction ou de démolition ne contenant pas
de substances prohibées (telles que décrites au paragraphe a) ci-dessus) et susceptibles d’être éliminés
par brûlage contrôlé et déposés aux endroits appropriés, seront assujettis aux tarifs suivants :

Pour une boîte de camion : 10.00$ le voyage
Pour une remorque derrière un camion ou autre véhicule : 10.00$ le voyage
Pour un camion de 10 roues ou une remorque équivalente : 20.00$ le voyage
Pour un camion de 14 roues, une remorque équivalente ou plus grande : 25.00$ le voyage
RÉFRIGÉRATEURS, CONGÉLATEURS, CLIMATISEURS non certifiés
Les réfrigérateurs, congélateurs et climatiseurs laissés au dépotoir SANS certificat démontrant qu’ils ont
été vidés de leur fréon par un entrepreneur qualifié à cette fin seront assujettis à un frais fixe de 50.00$
par item.
DÉCHETS REFUSÉS
Aucun volume de sol contaminé ne sera accepté au dépotoir sans l’approbation préalable du Conseil
municipal qui déterminera alors le tarif imposable.
Aucun véhicule ne sera accepté au dépotoir.
RESPONSABILITÉ DES FRAIS
La personne qui se rend au dépotoir avec le matériel (qu’il s’agisse d’un transporteur, d’un entrepreneur
en construction, du propriétaire ou de toute autre personne) est responsable de payer elle-même les
frais imposables relatifs au matériel laissé au dépotoir.
Toute personne qui refuse de verser les frais imposables se verra interdire l’accès au dépotoir à l’avenir.
Quant au matériel laissé au dépotoir par cette personne, il fera l’objet d’une facture.
AUCUN FRAIS NE SERA IMPOSÉ POUR :

Les déchets de jardin ou de pelouse non contaminés, incluant le bois et les branches
Le terreau ou granuleux utilisable pour du remplissage
Les meubles
Les appareils ménagers dont les dimensions les disqualifient de la collecte hebdomadaire des
déchets mais qui sont potentiellement recyclables, dont notamment les lessiveuses, sécheuses,
chauffe-eau, laveuses à vaisselle et les fourneaux.
Les tonneaux, les réservoirs d’essence ou d’huile et tout autre contenant du même genre
POURVU qu’ils soient vidés, que le dessus et le fond soient enlevés et que les contenants soient
aplatis
Les congélateurs, les réfrigérateurs et les climatiseurs qui auront été vidés convenablement de
leur fréon, certificat à l’appui.
