The success of the Games of the XXX Olympiad which were
held in London this summer reminded us that, as well as
being the world’s greatest sporting festival, the Olympic
Games offer the world’s athletes the chance to come
together in the same city, the same “ village ” and the same
stadium. They are also the chance for athletes from less
advantaged countries to pit themselves against, and sometimes beat, competitors from better off countries, and such
stories also contribute to the success of the Games. However, talent and determination are not sufficient to make
happy endings. High-level support and preparation are also
needed, and many people are unaware of just how much
these cost.
Le succès des Jeux de la XXX e Olympiade qui se sont
déroulés à Londres cet été nous a rappelé qu’en plus d’être
la plus grande fête sportive du monde, les Jeux Olympiques
donnent la chance aux athlètes du monde entier de se
retrouver dans une même ville, un même « village » et un
même stade. C’est aussi l’occasion pour les athlètes des
pays les moins privilégiés de participer, et parfois de gagner,
contre des concurrents venant de pays plus aisés. Ces histoires contribuent aussi au succès des Jeux. Cependant le
talent et la détermination ne suffisent plus à faire de belles
histoires : il faut aussi compter sur un encadrement et une
préparation de haut niveau dont beaucoup ignorent le coût.
C’est pour cette raison qu’en 1992, à l’occasion des Jeux
de la XXV e Olympiade à Barcelone, est née l’idée d’offrir
une aide financière et technique spécifique aux athlètes se
préparant pour les Jeux Olympiques. Dès lors, l’opération
s’est répétée pour toutes les éditions suivantes avec des
améliorations constantes visant à répondre le mieux possible aux besoins des athlètes. Ce programme de bourses
olympiques pour athlètes s’inscrit dans le cadre des nombreuses actions menées par la Solidarité Olympique.
It was for this reason that, on the occasion of the Games
of the XXV Olympiad in Barcelona in 1992, the idea was
born of offering specific financial and technical assistance
to athletes preparing for the Olympic Games. Since then,
this operation has been repeated for all the Games of the
Olympiad, with constant improvements aimed at meeting
the athletes’ needs as much as possible. This programme
of Olympic scholarships for athletes is just one of Olympic
Solidarity’s many forms of action.

encourager la pratique d’activités sportives ainsi que les athlètes dans le monde entier en offrant aux Comités Nationaux
Olympiques ( CNO ) un nombre important de programmes
destinés à couvrir les différentes étapes du développement
de la carrière d’un athlète de la base jusqu’à l’élite.
Indeed, Olympic Solidarity is constantly seeking to encourage
the practice of sport by athletes all over the world by offering
the National Olympic Committees ( NOCs ) a large number of
programmes intended to cover the various stages of development of an athlete’s career, right up to elite level.
This report offers a detailed illustration of how Olympic
Solidarity helped a number of athletes to prepare for London
through the Olympic scholarships for athletes – London
2012 programme. In it, you can follow the journey leading
from selection of the scholarship holders to their participation in the Games, as well as their results and the statistics
and highlights of the programme.
Ce rapport illustre de manière détaillée comment la Solidarité
Olympique a contribué à la préparation de certains athlètes
présents à Londres par le biais du programme « Bourses
olympiques pour athlètes – Londres 2012 ». Vous pourrez

Help elite athletes selected by their respective NOCs to
prepare and qualify for the Games of the XXX Olympiad
in London in 2012, with particular attention given to
athletes and NOCs with financial difficulties.

Olympic Solidarity has striven to ensure optimum training
conditions for all the athletes concerned, and to this end
it works with various high-level training centres around
the world. In the framework of this network, Olympic
Solidarity works closely with a number of NOCs, IFs and
independent centres, which make their facilities available
and supervise the scholarship holders. Olympic Solidarity
tries to offer a complete and representative range of possibilities so that athletes can continue their training on
their continent of origin. The decision on whether the
athletes train at home or abroad in a high-level training
centre depends solely on the needs of the athletes, the
needs of their sport and the wishes of their NOC.
La Solidarité Olympique s’est efforcée d’assurer les
conditions d’entraînement optimales pour chacun des
athlètes concernés. C’est dans cette optique qu’elle a fait
appel aux services de différents centres d’entraînement
de haut niveau dans le monde. La Solidarité Olympique
collabore étroitement avec un certain nombre de CNO,
de FI et de centres indépendants qui mettent à disposition leurs infrastructures et qui supervisent les athlètes
boursiers. La Solidarité Olympique met tout en œuvre afin
que les athlètes poursuivent leur entraînement sur leur
continent d’origine. La décision quant à savoir si les athlètes s’entraînent chez eux ou à l’étranger dans un centre
d’entraînement de haut niveau est prise en fonction des
besoins des athlètes, des nécessités de leur sport et de
la demande du CNO.

•The NOC selects the Olympic scholarship candidates and sends their files to Olympic Solidarity.

International Federations (IFs) concerned, which give their opinion on the technical merit of the scholarship candidate.
•The final allocation decision lies with Olympic
Solidarity, which informs the NOC of the actual
allocation of the Olympic scholarships.

Monitoring

Close and fruitful collaboration
Une collaboration étroite et fructueuse
As soon as they became Olympic scholarship holders, all
the athletes were subject to ongoing monitoring. Olympic
Solidarity established a reporting procedure to suit each
available training option, enabling the scholarship holders’
performances to be measured regularly and efficient
monitoring to be conducted. Participation in the various
qualification competitions was an important part of this
athlete monitoring.
Une évaluation constante de chacun des athlètes a été
effectuée dès qu’ils sont devenus boursiers olympiques.
La Solidarité Olympique a établi une procédure de reporting adaptée à chaque type d’option d’entraînement disponible pour mesurer les performances des boursiers
de manière régulière et assurer un contrôle et un suivi
efficaces. La participation aux différentes compétitions
de qualification a été une partie importante du suivi de
l’athlète.
The collaboration was most enriching and offered a
unique experience and means from which the athletes
could never have benefited without the excellent understanding achieved with all our NOC, IF and independent centre partners. Olympic Solidarity wishes to thank

An athlete’s preparation begins years before the Olympic
Games, and the road leading to this dream starts at a very
young age. Talented youngsters are generally quickly identified, and future champions stand out many years before
they actually take part in the Olympic Games. Their journey is
an eventful one, and many parameters must be combined in
order to become an Olympian. Olympic Solidarity’s Olympic
scholarship programme aims to allow athletes from all over
the world to have access to the elements they need to qualify
for the Olympic Games.
La préparation d’un athlète prometteur débute des années
avant les Jeux Olympiques. Un rêve qui naît dès le plus jeune
âge. Les talents sont en général vite identifiés et les futurs
champions se détachent du lot de nombreuses années avant
leur participation aux Jeux Olympiques. Le parcours est riche
en rebondissements et nombreux sont les paramètres qui
doivent être réunis pour devenir un Olympien. Le programme
de bourses olympiques de la Solidarité Olympique permet aux
athlètes du monde entier de bénéficier du meilleur accompagnement pour se qualifier pour les Jeux Olympiques.
Before becoming Olympic scholarship holders, athletes must
demonstrate their potential at national and international level
so that their National Olympic Committees ( NOCs ) can select
them and send their candidatures to Olympic Solidarity. The
NOCs have an important job to do at national level in terms
of selecting the best candidates. For the London 2012
programme, candidatures began arriving at the beginning
of 2010, and these were then analysed in collaboration
with the International Federations ( IFs ). The main evaluation
criterion is the athletes’ level and their chances of qualifying
for the Olympic Games. This is a vital step for the rest of
the programme, as its success is judged by the number of
scholarship holders who go on to compete in the Games.
As the programme is solely for elite athletes, some go no
further than this analysis stage, since only 61% per cent of
the candidates obtained a scholarship, and compared with
the 2,072 candidatures received, 1,264 scholarships were
actually allocated to 177 NOCs. During the last three Olympiads, all these parameters have progressed constantly, as
shown below.
Avant de devenir boursiers olympiques, les athlètes doivent
faire leurs preuves au niveau national et international. Dès
lors, leurs Comités Nationaux Olympiques ( CNO ) les sélectionnent et envoient leurs candidatures à la Solidarité Olympique. Les CNO effectuent un travail important de sélection
au niveau national afin de présenter leurs meilleurs candidats. Concernant le programme de Londres 2012, les candidatures sont arrivées déjà au début de l’année 2010. Elles
ont ensuite été analysées en collaboration avec les Fédérations Internationales ( FI ). Les critères d’évaluation sont: le
niveau de l’athlète et ses chances de se qualifier pour les
Jeux Olympiques. Étape d’une importance capitale pour la
suite étant donné que le succès du programme est évalué en fonction du nombre de boursiers qui participent aux
Jeux. Comme ce programme vise uniquement les athlètes
d’élite, certains d’entre eux ne franchissent pas le stade de
l’analyse. Seulement 61% des candidats ont ainsi obtenu
une bourse olympique, soit un total de 1 264 bourses
allouées à 177 CNO sur 2 072 candidatures reçues. Depuis
trois Olympiades, une évolution constante de tous ces paramètres peut être constatée (voir ci-dessous) .

The first scholarships were allocated on 1 September 2010
following certain administrative formalities which are indispensable when a USD 19,000,000 budget is involved. A key
element for the athletes who meet all the conditions for a
scholarship is the signing of the contract by the NOC, the
National Federation ( NF ) of the sport concerned and the
athlete him or herself. In agreement with their NOCs, the
scholarship holders were then placed in the training structures most suitable for their needs. They thus followed one
of the two options described on page 5 of this report. In
both cases, monitoring then followed on a daily basis via
numerous exchanges with the athletes themselves, the
NOCs, the IFs and the training centres.
Les premières bourses ont débuté le 1er septembre 2010
après certaines formalités administratives indispensables à
la gestion d’un budget de USD 19 000 000. L’élément clé
pour que les athlètes remplissent les conditions pour l’obtention d’une bourse olympique est la signature du contrat
par le CNO, la fédération nationale ( FN ) du sport concerné
et l’athlète lui-même. En accord avec leur CNO, les boursiers ont été placés dans les structures d’entraînement les
mieux adaptées à leurs besoins. Ils ont suivi l’une des deux
options d’entraînement présentées à la page 5 de ce rapport. Dans les deux cas, le suivi s’est fait au quotidien au
travers de nombreux échanges avec les athlètes, les CNO,
les FI et les centres d’entraînement.
Monitoring of the scholarships during the two years of the
programme shows that the allocation of an Olympic scholarship is just one step along the road to the Olympic Games,
as the hardest part is qualification ! Scholarship holders from
all over the world increase their efforts, but some of them
are not successful. Some get injured along the way, which
is part of the hard reality of sport. Others fall by the wayside
for various reasons.
Le suivi des bourses durant les deux années du programme
montre que le fait de recevoir une bourse olympique n’est
qu’une étape du long chemin jusqu’aux Jeux Olympiques. Le
plus dur reste à faire : se qualifier ! Les boursiers des quatre
coins du monde redoublent d’efforts pour atteindre cet objectif, mais plusieurs d’entre eux n’y arriveront pas. Certains se
blessent en cours de route, ce qui fait partie de la dure loi du
sport. D’autres s’écartent du chemin pour diverses raisons.
A fixed monthly subsidy allows the athletes to prepare. The
costs of travelling to the qualification events are covered by
an additional travel subsidy, to give every scholarship holder
the chance to qualify or to benefit from an unqualified entry
in athletics and aquatics. Reaching the minimum standards
for the Olympic Games is an achievement in itself for some
athletes, and if they fail to reach these, the scholarship ends
after their last chance to qualify in a given sport.
Les athlètes bénéficient d’un montant mensuel fixe pour
se préparer. Les frais de déplacement pour se rendre aux
épreuves qualificatives sont couverts par une subvention
de voyage additionnelle pour donner à chaque boursier une
chance de se qualifier ou de bénéficier d’une inscription sans
qualification en athlétisme et en natation. Atteindre les minimas olympiques représente un exploit en soi pour certains
athlètes. S’ils échouent, la bourse prend fin après la dernière
tentative de qualification dans un sport donné.
The qualification criteria differs from sport to sport and
therefore impacts the athlete qualification percentage, which
varies from 0 % to 68 % for this edition of the programme.
Of the unlucky ones who fail to qualify, the most deserving
may in some cases be given an invitation by the Tripartite
Commission. In this way, 25 additional scholarship holders
were able to continue their journey towards the Games.
We were satisfied to see a few days before the Opening
Ceremony that a record number of 657 scholarship
holders from 165 NOCs would be taking part in the
Games in London. Of these, 145 even had the honour of
carrying their country’s flag in the athletes’ parades. The
constant increase in the number of scholarship holders at
the Games confirms the orientation that Olympic Solidarity
has given to this programme, namely strengthening the
universality of the Games.

Avec satisfaction nous avons établi un premier bilan extrêmement positif à quelques jours de la cérémonie d’ouverture: nombre record de 657 boursiers olympiques venant
de 165 CNO, présents à Londres. Lors des défilés des
athlètes, 145 d’entre eux ont eu l’honneur de porter le drapeau de leur pays. L’augmentation constante du nombre
de boursiers présents aux Jeux confirme la pertinence de la
politique décidée par la Solidarité Olympique pour renforcer
encore l’universalité des Jeux.

Comparing the number of scholarships allocated and the
number of athletes who participated in the London Olympic
Games, clearly highlights that for the five continents, the
majority of NOCs qualified approximately 50 % of their

this qualification rate, particular attention must be paid to the

Once the objective of qualifying has been achieved, the
adventure continues for the scholarship holders at the
Games, and these are the two most important weeks of
the programme. These 16 days will remain etched in the
memories of all these athletes as a unique experience, but
above all as the chance for all kinds of achievements. While
qualifying is already an achievement for some athletes, others
have set their sights on a medal, and this shows the diversity
of the scholarship holders and the NOCs. The great flexibility
which Olympic Solidarity offers the NOCs allows each to set
its own objectives within the same programme. As a result,
many scholarship holders produced performances which
went unnoticed in London, but were a source of national
pride at home.
Indeed, the Games in London saw many national records,
personal bests and first appearances by a country in a particular sport. Other scholarship holders found glory in London,
winning 76 medals ( 23 gold, 23 silver and 30 bronze ) and
receiving 120 diplomas.
Pour la Solidarité Olympique, le point culminant du programme a été la participation des boursiers olympiques aux
Jeux. Ces 16 jours resteront gravés dans la mémoire de tous
ces athlètes comme une expérience unique, mais aussi
comme l’opportunité de réaliser un exploit. Même si la qualification représente déjà une réussite pour certains athlètes,
d’autres ont misé sur des médailles, ce qui démontre la
diversité du profil des boursiers et des attentes des CNO. La
grande flexibilité que la Solidarité Olympique offre aux CNO
permet à chacun d’atteindre ses objectifs par le biais du
programme. De nombreux boursiers ont accompli des performances qui sont peut être passées inaperçues à Londres
mais qui ont fait la fierté de tout un peuple.
Les boursiers olympiques présents à Londres ont réalisé de
nombreux records nationaux et de meilleures performances
personnelles. Ils ont permis à certains pays de participer
pour la première fois aux Jeux dans un sport donné. D’autres
boursiers ont connu la gloire en décrochant 76 médailles

Some were expected, and confirmed their NOCs’ forecasts ;
others’ achievements made them famous in the history of
their sport, country and even the Games, such as Pavlos
KONTIDES ( CYP – Sailing ) and Anthony OBAME ( GAB –
Taekwondo ), who brought their countries into the exclusive
club of those which have won an Olympic medal. The system
to monitor the results of the scholarship holders put in place
during the Games enabled us to follow all their exploits and
share them, particularly with the media, who showed a keen
interest throughout the Olympic fortnight.

cercle fermé de ceux ayant remporté une médaille olympique. Le système de suivi des résultats des boursiers mis
en place pendant les Jeux a permis de relever tous ces
exploits et de les communiquer aux médias qui ont manifesté un vif intérêt tout au long de la quinzaine olympique.
While the scholarship holders celebrated the end of the
Games on 12 August, the London 2012 scholarship programme did not actually end until 31 August. This date can
be seen as the end of the journey, but we regard it more as
a new start. Olympic Solidarity is already looking forward to
find some of the London 2012 scholarship holders involved
in other programmes for the athletes, including the Olympic
scholarships for Rio 2016, but also in the programmes
for coaches or sports administrators. After they acted as
ambassadors for their countries for two weeks, we hope
that their involvement in sport will continue, and that their
Olympian status will open many doors for them. The scholarship will thus have propelled them into the ranks of the
elite, but also made them sports ambassadors nationally
and internationally to inspire future generations.
Si les boursiers ont célébré la fin des Jeux le 12 août, le
programme de « Bourses olympiques Londres 2012 » s’est
terminé seulement le 31 août. Cette date peut être considérée comme la fin du voyage mais nous l’envisageons plutôt comme un nouveau départ. La Solidarité Olympique se
réjouit déjà de retrouver des boursiers Londres 2012 dans
le cadre d’autres programmes aussi bien destinés aux athlètes tels que les bourses olympiques pour Rio 2016, mais
aussi dans des programmes pour entraîneurs ou dirigeants
sportifs. Après avoir été les ambassadeurs de leurs pays
pendant deux semaines, nous espérons que l’engagement
de ces athlètes pour le sport se poursuivra et que leur statut
d’Olympien leur ouvrira de nombreuses portes. La bourse
aura ainsi servi de tremplin pour leur permettre d’atteindre
l’élite sportive, mais aussi pour faire d’eux des acteurs du
sport aux niveaux national et international afin d’inspirer les
générations futures.
The results of the “ Olympic scholarships for athletes –
London 2012 ” programme are positive, and we consider
that the objectives of the Olympic Solidarity Commission
have been achieved. The final months of the 2009 – 2012
quadrennial will be devoted to closing the 1,264 individual
files opened for each scholarship holder and launching
the “ Olympic scholarships for athletes – Sochi 2014 ” programme. We can therefore say that, for both the scholarship
holders and their NOCs as well as Olympic Solidarity, the
journey continues.
