Banlieues d’Europe...
Réseau culturel européen pour le développement des pratiques artistiques et culturelles innovantes et
participatives.
Banlieues d’Europe est un réseau culturel européen, constitué d’acteurs culturels, d’artistes, de chercheurs,
d’élus, conscients de la nécessité de confronter leurs pratiques, d’échanger leurs informations, pour
promouvoir les projets d’action culturelle menés en Europe avec les populations des quartiers en
difficultés. Le réseau est un lieu de débat sur les pratiques culturelles innovantes. Banlieues d’Europe
participe ainsi à l’expérimentation et au développement de nouvelles démarches favorisant l’émergence
artistique et l’innovation sociale. Son mode d’organisation permet une grande réactivité aux questions
d’actualité. Le réseau est constitué de 300 partenaires actifs en Europe et de 7000 contacts internationaux.

RENCONTRES DU RESEAU : chaque année, Banlieues d’Europe organise les
Rencontres du réseau dans une ville européenne (Bruxelles, Glasgow, Belfast,
Anvers, Munich, Lyon…).

RENDEZ-VOUS DU LUNDI : depuis 2008, chaque dernier lundi du mois,
Banlieues d’Europe invite dans ses locaux un partenaire européen pour une
rencontre-débat avec les acteurs de la région : hip-hop, rénovation urbaine,
mémoire et immigration, alternatives judiciaires, littérature urbaine, médias
engagés pour une autre image des banlieues …
B@NLIEUES D’EUROPE : publication bilingue (français /anglais), la e-lettre
fourmille d’informations sur les projets du réseau, l’actualité culturelle en
Europe, de nombreux appels à partenaires, des coups de cœur…
RECHERCHE ET EXPERTISE : Banlieues d'Europe participe à différents projets de
recherche au niveau national et européen. Le réseau apporte son soutien au
repérage des pratiques auprès d’institutions culturelles et d’artistes, et permet
une interface avec la recherche universitaire. Banlieues d'Europe est également
sollicité pour des expertises en Europe : Programmes Urbact, DG EducationCulture, DG Affaires sociales, Grand Lyon...
FORMATION : Elle s'adresse aux professionnels du secteur social et culturel,
afin de leur permettre d'acquérir à travers différents apports théoriques et
pratiques des outils de médiation culturelle et interculturelle. Les séances
alternent entre chercheurs universitaires, acteurs de terrain, responsables de
politiques publiques, choisis au niveau européen.
LE CENTRE DE RESSOURCES : A travers son nouveau centre de ressources basé
à Lyon, Banlieues d'Europe accueille et met en relation au niveau européen des
acteurs culturels mettant en œuvre des projets innovants impliquant les
habitants.

Le projet de recherche ACCEPT PLURALISM
L’Europe a été récemment le théâtre de tensions grandissantes entre les majorités nationales et les minorités
ethniques ou religieuses, plus particulièrement les communautés musulmanes marginalisées. Dans certains pays, les
difficultés sont davantage liées aux groupes immigrants alors que dans d’autres elles viennent des revendications des
minorités nationales.
C’est dans ce contexte géopolitique que le projet ACCEPT PLURALISM cherche à déterminer l’évolution du
niveau de tolérance ou d’intolérance des sociétés européennes au cours des 20 dernières années.
Le projet vise à clarifier (a) la définition conceptuelle de la tolérance (b) la manière dont elle est codifiée dans
les normes, les dispositifs institutionnels, les politiques publiques mais aussi les pratiques sociales (c) l’évaluation du
degré de tolérance au sein d’une société dans le temps ou de plusieurs pays au même moment (tolérance par qui,
pour qui, qu’en est-il des variations des degrés de tolérance selon les différents groupes minoritaires auxquels on se
réfère.) Le projet part d’une distinction entre la tolérance libérale (qui n’interfère pas avec les pratiques ou les modes
de vie d’une personne même si on les désapprouve) et la tolérance égalitaire qui se réfère aux dispositions
institutionnelles et aux politiques publiques de lutte contre les stéréotypes négatifs, de promotion d’identités
positives non exclusives, de réorganisation de l’espace public qui donnent une place à la diversité. Le projet assure
aussi la révision critique des recherches empiriques précédentes et des documents issus de la théorie universitaire sur
ce sujet et mène une recherche originale empirique sur les événements clefs de portée nationale et européenne tout
en tenant compte des différentes approches et pratiques de tolérance.
ACCEPT PLURALISM rassemble les résultats empiriques et théoriques dans un Manuel sur les Idées de
Tolérance et de Diversité Culturelle en Europe à destination des formateurs d’enseignants et des jeunes de 18 à 23
ans et dans un Kit d’outils Indicateurs de Tolérance à destination des politiques et de la société civile. Les Indicateurs
de Tolérance peuvent être utilisés pour une autoévaluation ou pour l’évaluation des résultats de chaque pays sur la
non-tolérance/tolérance/acceptation de la diversité culturelle. Il publie 7 Dossiers de Politique Comparative et plus de
20 dossiers de politique spécifiques à chaque pays ont également été publiés. Le projet ACCEPT PLURALISM est aussi à
l’origine de plusieurs publications universitaires dont un livre sur les problématiques théoriques liées à la Tolérance,
au Pluralisme et à la Diversité Culturelle en Europe et d’un Numéro Spécial sur les discours d’intolérance dans la vie
politique ainsi que d’un Numéro Spécial sur les écoles confessionnelles en Europe, sans compter plusieurs articles de
journaux et des contributions à des ouvrages collectifs. Le projet s’appuie sur une communication directe avec les
décideurs politiques, la société civile et les acteurs de la politique et des médias, ainsi que sur leur contribution pour la
diffusion et l’exploitation de ses résultats de recherche.

Institut Universitaire Européen, Florence
L’Institut Universitaire Européen (EUI) est une institution de formation universitaire de troisième cycle, créée
en 1972 par les Etats Membres fondateurs de la Communauté Européenne. Son principal objectif est d’offrir une
formation universitaire supérieure à des doctorants et de promouvoir la recherche au plus haut niveau. Il assure aussi
une mission de recherche dans une perspective européenne (recherche fondamentale, recherche comparative et
recherche communautaire) en histoire, en droit, en économie et en sciences politiques et sociales.
Le Centre Robert Schuman d’Etudes Avancées (RSCAS) se consacre à la recherche interdisciplinaire et
comparative et travaille sur les problèmes majeurs du processus d’intégration et de la société européenne. Ses
objectifs principaux sont de produire de la recherche de la plus haute qualité intellectuelle, de collaborer avec d’autres
centres de recherche d’excellence, d’offrir aux jeunes universitaires des possibilités de travailler dans leurs domaines
de prédilection et de promouvoir le dialogue avec le monde de la pratique. Le programme de recherche s’organise
autour d’une série de thèmes centraux et est en constante évolution, reflétant les changements de l’intégration
européenne et de l’élargissement de l’Union Européenne. Depuis 2010, le RSCAS accueille aussi le programme de
gouvernance mondiale au sein duquel un axe de recherche est consacré au pluralisme culturel sous la direction du
Professeur Anna Triandafyllidou.
Le Centre accueille de nombreux programmes et projets de recherche et toute une série de groupes de
travail et d’initiatives ad hoc. L’IUE et son RSCAS coordonnent depuis des années le consortium de recherche des
Programmes Cadres (du quatrième au septième).

La Maison des Passages
Depuis sa création en 2005, la Maison des Passages est animée par le même projet culturel, celui de servir et de
favoriser l'interculturalité, la diversité culturelle et la lutte contre les discriminations. Sa programmation répond à cet
objectif en déclinant un panel d'activités réparties sur trois champs d'intervention : la diffusion artistique (concerts,
poésie, lectures, expositions…) dans l'objectif de partager et de promouvoir la diversité culturelle ; la production
culturelle et/ou artistique (l'association est à l'origine d'expositions personnelles, d'ateliers d'écriture…) ; enfin, la
structure se veut le vecteur d'une pensée critique et citoyenne en proposant des événements culturels (colloquesforums, projections, débats et échanges…) destinés à nourrir une réflexion collective sur l'interculturalité et ses enjeux
dans notre société.

Jean Hurstel, Banlieues d’Europe, Président-fondateur
Jean Hurstel, formé à l’Ecole Nationale Supérieure d’Art Dramatique de Strasbourg (TNS), a fondé le théâtre
universitaire en même temps qu’il effectuait des études de philosophie. Passionné par la question de la relation au
public et de l’insertion du théâtre dans la cité, il poursuit plusieurs expérimentations à l’usine Alstom à Belfort et dans
les quartiers ouvriers de Montbéliard Peugeot dans le Bassin Houiller Lorrain. De 1992 à 2003, il dirige la Laiterie
(centre européen de la jeune création) à Strasbourg. Jean Hurstel est également le président-fondateur de Banlieues
d’Europe et depuis 2006, président des Halles de Schaerbeek à Bruxelles.

Anna Triandafyllidou est Professeur à l’Institut Universitaire Européen, au Centre Robert Schuman d’Etudes Avancées

Inge Versteegt est psychologue interculturelle. En 2011 elle intègre l’équipe du professeur Veit Bader et du Dr Marcel
Maussen à l’université d’Amsterdam pour travailler sur le projet ACCEPT PLURALISM. Elle a obtenu son doctorat de
l’université d’Utrecht en décembre 2010 après y avoir fait sa thèse pendant 5 ans sur la perception de la diversité par
les enseignants dans leurs cours. Elle est actuellement en poste dans un institut de formation des maîtres où elle
enseigne l’éducation civique, l’éducation religieuse et l’éducation interculturelle.

Jacqueline COSTA-LASCOUX est juriste, psychosociologue et psychanalyste. Elle est Directrice de recherche honoraire
au CNRS. Ses thèmes de recherche : l’immigration et l’intégration, l’éducation à la citoyenneté, la laïcité et les
intégrismes religieux, les violences des adolescents, le décrochage scolaire, la parentalité et la protection de l’enfance.
Elle a été expert-consultante auprès du Conseil de l’Europe, membre du Haut Conseil de la Famille et de la Population,
du Groupe de réflexion du Commissariat général du Plan sur Le devoir d’insertion des immigrés ; membre de la
Commission Stasi sur L’Application du principe de laïcité dans la République, de la Commission Thélot sur L’avenir de
l’École. Elle a siégé à la Commission française pour l’UNESCO de 1994 à 2010 où elle est aujourd’hui experte. Elle a coprésidé le Groupe Technique Disciplinaire Education civique au Ministère de l’Education nationale, a participé à
l’évaluation des Plans anti-violence (1999-2001) et au groupe de réflexion sur Les discriminations à l’Ecole au
Ministère de l’Education nationale (2009-2010). Elle anime actuellement le Comité de pilotage de l’Evaluation
nationale sur la réussite éducative et la place des familles, à l’Acsé.

Nadir Ioulain, BILOBA, Réalisateur, Producteur
Nadir Ioulain est un producteur, auteur, réalisateur originaire de la ville nouvelle de Saint Quentin en Yvelines (La
Verrière- Trappes - Elancourt). Marqué par le hip hop, il franchit les frontières culturelles sans complexe : de Basquiat
à Spike Lee en passant par Godard et Al Ghazali, ses inspirations métisses nous plongent dans un univers artistique à
l’image intense et surprenante. Nadir a écrit pour le théâtre, notamment avec Eric Métayer et Gil Galliot Shakespeare
le Défi, qui sera joué plus de 400 fois. En 2008, il crée sa propre société de production « Biloba Cinem'Art » et publie
son premier Roman Exil deviens deux ans plus tard. Il lance ensuite le concept de Tv connectée culturelle avec ITTATv.
Français de souche est son premier film documentaire long métrage. Il finit cette année son second film documentaire
Génération Jackson qui retrace à travers le témoignage de personnalités de premier plan (comme Omar Sy, MarieClaude Pietragala, La sexion d’Assaut), l’influence de Michael Jackson dans la société française. Il travaille
actuellement à la préparation de projets de fictions (Tv-Cinéma & Trans-media) avec en 2013 un long métrage intitulé
Jungle Jihad (avec entre autres Moussa Maaskri, Jimmy Jean Louis, Farid Larbi, Delphine Chaneac, Olivier
Rabourdin…). Il présentera en 2013-2014 une pièce de théâtre originale sur la vie du célèbre rappeur Tupac Shakur
intitulée «Tupac requiem pour un Thug de Légende», une performance d’arts croisés (Texte-Danse-Musique et
projection-Graphique).
Synopsis :
« Français de souche », « Français issus de l’immigration », « Français de la deuxième, de la troisième génération »,
sont des expressions utilisées invariablement, négligemment, lorsqu’il s’agit de se définir ou de définir l’autre. Des
expressions qui utilisées abusivement entretiennent l’idée de Français « plus Français que d’autres », renvoyant ceux
qui en font les frais, au nom d’une présence sur le territoire Français plus récente, d’une différence de teint ou de la
consonance d’un nom, à des Français de « seconde zone ». « Français de souche » met la lumière sur ces Français nés
de parents d’origines étrangères, ces Français formés à l’école de la République, citoyennes et citoyens, et qui sont
devenus des hommes et des femmes enrichissant leur pays par leur contribution citoyenne, leur activité
professionnelle, leur implication sociale. Des hommes et des femmes qui pensent, rêvent, s’expriment en français. Cette
langue est leur. Leur culture n’est pas une culture d’adoption. Ils ne sont pas des étrangers, ils ne sont pas des
immigrés. Ils sont Français. Au delà des idées reçues, ce film décortique la notion de « Français de souche » en donnant
enfin la parole à ces Français dont la présence interpelle la France, au point que cette dernière estime nécessaire de se
redéfinir.

Nilüfer Göle est directrice d’études en sociologie à l’EHESS. Elle travaille sur l’émergence de nouvelles pratiques,
figures, symboles et signes de la religiosité islamique dans l’espace public. Apres avoir travaillé sur l’islam public dans
différents contextes nationaux d’une manière comparative, elle étudie l’islam et l’espace public en Europe dans un
cadre transnational. Son approche sociologique apporte une nouvelle lecture de la modernité à la lumière des
expériences non-occidentales, et engager une critique des définitions euro-centrées et universalistes de la modernité
séculière. Elle est l’auteur d’Interpénétrations, L’Islam et l’Europe (2005) et Islam in Europe : The Lure of
Fundamentalism and the Allure of Cosmopolitanism (2010). Actuellement, elle mène un projet de recherche sur les
controverses européennes autour de l’Islam, de l’EuroPublicIslam, lauréat en 2008 du Conseil Européen de la
Recherche.

Après des études d’histoire, Régis Guyon a rejoint l’enseignement secondaire en 1998 pour exercer comme professeur
d’histoire-géographie dans des établissements de Zones d’éducation prioritaire. Travaillant depuis 2003 dans les
quartiers difficiles de la ville de Troyes, il a été confronté à la question de l’intégration des élèves migrants, et en
particulier des élèves roms du Kosovo. De 2007 à 2011, il a coordonné le CASNAV (Centre Académique pour la
Scolarisation des Elèves Nouvellement Arrivés en France et des enfants du Voyage) de l’Académie de Reims, avant de
prendre la direction en 2011 du département Ville-Ecole-Intégration du CNDP. Il est par ailleurs membre du comité de
rédaction de la revue Les Cahiers pédagogiques (coordination des dossiers sur les «Enfants d’ailleurs, élèves en
France» (mai 2009) et sur "Les élèves roms, tsiganes et voyageurs" (mai 2011)) et membre du comité de pilotage du
réseau Urba-Rom.

Michal Buchowski, Adam Mickiewicz University, Professeur
Michael Bukowski est professeur d’anthropologie sociale à l’université de Poznan et d’Etudes Comparatives sur
l’Europe Centrale à l’université européenne Viadrina de Francfort sur l’Oder. Il a soutenu sa thèse en 1983 et son
habilitation en 1990 à l’université Adam Mickiewicz de Poznan. Il a été professeur invité de l’université Rutgers (20012002), de l’université Columbia (2003-2004) et de l’université de Varsovie (Printemps 2011). Son travail scientifique
porte sur les transformations sociales et culturelles dans l’Europe centrale postcommuniste, l’hétérogénéité culturelle

Maurizio Ambrosini est professeur de sociologie des migrations à l’université de Milan, au département des Sciences
Politiques et Sociales et chargé d’enseignement à l’université de Nice-Sophia Antipolis. Il dirige la revue Mondi
Migranti, la première revue italienne de Sociologie des migrations. Il est le responsable scientifique du Centre MediMigrations en Méditerranée de Gènes et de l’université d’été de sociologie des migrations. Il s’intéresse
principalement au marché du travail, à l’entreprenariat ethnique et aux politiques migratoires. Il est l’auteur de plus
de 150 ouvrages, articles et essais dans ces domaines. Son livre Sociologia delle migrazioni est utilisé comme manuel

Christine Ramel, Journaliste culturelle et Chargée de projets européens,

Diplômée en langues et études européennes, journaliste radio et presse écrite, Christine Ramel poursuit un parcours
professionnel dans la communication publique et les métiers de l'information. Elle est spécialisée depuis une quinzaine
d'années dans le domaine artistique et culturel (dont de 1996 à 2006 au sein de l'ARSEC, Agence Rhône-Alpes de
services aux entreprises culturelles). Depuis 2007, consultante et journaliste spécialisée dans les domaines de la
culture et des projets européens, elle partage son temps entre des collaborations éditoriales, des projets d'étude et
de publications, et l'accompagnement de projets européens. Elle coordonne depuis 2010 un projet européen
d'insertion de jeunes par la culture, « Take off », entre Munich, Lyon et Dublin, pour International Munich Art Lab
(Allemagne), en partenariat avec Banlieues d'Europe (Lyon).

2008. Avant de se joindre au programme des Cités Interculturelles, elle a travaillé en tant que juriste auprès de la Cour
européenne des droits de l’homme. Christina Baglai porte un vif intérêt aux politiques publiques autour de la
diversité, notamment en matière de participation, gestion de conflits et de gouvernance, et leur contribution à la
cohésion sociale et au développement démocratique en Europe et ailleurs. Elle parle couramment l’anglais, le français
et le russe.

European cultural network for the development of innovative artistic and cultural practices
Banlieues d’Europe is a European Cultural Network bringing together cultural actors, artists, social workers, local
councillors and researchers. Their objective is to exchange practices and information and to valorize cultural action
projects in Europe in disadvantaged neighbourhoods. The network is a place for debating innovative artistic practices.
Banlieues d’Europe contributes towards artistic experiments, social innovation and cooperation in Europe by bringing
together 300 international active partners and 7000 contacts in Europe.

English), packed with information on the network projects, cultural news in
Europe, numerous Calls for Partners, Pet projects...
RESEARCH AND EXPERTISE : Banlieues d’Europe participates in different research
projects at European level. The network brings its support to the identification of
practices in European cultural institutions and artists. It provides an interface with
university research. Banlieues d’Europe is also solicited for expertise in Europe.
Urbact programmes, DG Education-Culture, DG Social Affairs, Greater Lyon.
TRAINING : Training courses offered by Banlieues d’Europe are aimed at
professionals in the social and cultural sector, enabling them to acquire the
necessary tools for cultural and inter-cultural mediation through different
theoretical bases and practices. Speakers are university researchers, field actors
and public policy officials, chosen at European level.
RESOURCE CENTRE : Through its new Resource Centre in Lyon, Banlieues d’Europe
welcomes cultural actors and enables co-operation at European level for the
setting up of innovative projects implicating inhabitants.

Presentation of the ACCEPT PLURASLIM research project
In recent times, Europe has experienced increasing tensions between national majorities and ethnic or
religious minorities, more particularly with marginalised Muslim communities. In some countries challenges relate
more to immigrant groups while in other countries they refer to native minority claims.
It is in this geopolitical context that the ACCEPT PLURALISM project responds to the quest for investigating
whether European societies have become more or less tolerant during the past 20 years.
The project aims to clarify: (a) how is tolerance defined conceptually, (b) how it is codified in norms,
institutional arrangements, public policies but also social practices, (c) how tolerance can be measured and how the
degree of tolerance of a society across time or of several countries at the same time can be compared (whose
tolerance, who is tolerated, and what if degrees of tolerance vary with reference to different minority groups). The
project starts from a distinction between liberal tolerance (not interfering with practices or forms of life of a person
even if one disapproves of them) and egalitarian tolerance referring to institutional arrangements and public policies
that fight negative stereotyping, promote positive inclusive identities and re-organise the public space in ways that
accommodate diversity. It reviews critically past empirical research and the scholarly theoretical literature on the
topic. It conducts original empirical research on key events of national and European relevance that thematise
different understandings and practices of tolerance.
Bringing together empirical and theoretical findings, ACCEPT PLURALISM generates a Handbook on Ideas of
Tolerance and Cultural Diversity in Europe aimed to be used for teacher training, and with young people aged 18-23;
a Tolerance Indicators’ Toolkit targeting policy makers, civil society organisations and experts. The Tolerance
Indicators can be used for self-monitoring or to assess each country’s performance on nontolerating/tolerating/accepting cultural diversity. It also generates seven Comparative Policy Briefs and more than 20
country specific policy briefs. The ACCEPT PLURALISM project produces also several academic publications including a
book on theoretical issues related to Tolerance, Pluralism and Cultural Diversity in Europe; a Special Issue on
Intolerance discourses in political life; a Special Issue on Faith Schools in Europe and several journal articles and
chapters in books. The project includes direct communication with and input from policy makers, civil society, political
and media actors for the dissemination and exploitation of its findings.

La Maison des Passages
Since its creation in 2005, the Maison des Passages has been animated by the same cultural project, that of serving
and encouraging interculturality, cultural diversity and the combat against discrimination. Its programme meets this
objective by setting out a panel of activities spread out over three fields of intervention: artistic diffusion (concerts,
poetry, lectures, exhibitions) with the aim of sharing and promoting cultural diversity; cultural and/or artistic
production (the association has organised personal exhibitions, writing workshops, etc....): and lastly, the structure
aims to be the vector of critical and civic thinking through the organisation of cultural events (colloquies, forums, film
shows, debates and exchange...) destined to encourage collective reflection on interculturality and its issues in our
society.

The European University Institute, Florence
The European University Institute (EUI) is a doctoral and postdoctoral academic institution, created in 1972
by the Member States of the founding European Communities. Its main objective is to provide advanced academic
training to Ph.D students and to promote research at the highest level. It carries out research in a European
perspective (fundamental research, comparative research and Community research) in history, law, economics,
political and social science.
The Robert Schuman Centre for Advanced Studies (RSCAS) is devoted to inter-disciplinary and comparative
research and to promote work on the major issues facing the process of integration and European society. Its main
objectives are to produce research of the highest intellectual quality; to collaborate with other centres of research
excellence; to provide opportunities for young scholars working in its key fields; and to promote dialogue with the
world of practice. The research agenda is organised around a set of core themes and is continuously evolving,
reflecting the changing agenda of European integration and the expanding membership of the European Union. Since
2010, the RSCAS is also home of the Global Governance Programme, in which one Research Strand is devoted to
Cultural Pluralism, directed by Prof. Anna Triandafyllidou.
The Centre hosts major research programmes and projects, and a range of working groups and ad hoc
initiatives. The EUI and its RSCAS have been involved in the Framework Programmes 4th – 7th for years, many times
as the co-ordinator of the research consortium.

Jean Hurstel Banlieues d’Europe, Founder-chairman
Trained at the Ecole Nationale Supérieure d'Art Dramatique of Strasbourg (TNS), Jean Hurstel created the University
Theatre while he was studying philosophy. Passionate about the relationship between the public and the insertion of
theatre into the community and city life, he tried out several experiments at the Alstom factory in Belfort and in
working class areas of Montbéliard Peugeot in the coal basin in Lorraine. From 1992 to 2003, he directed the Laiterie
(a former dairy factory), the European Centre for Young Creation in Strasbourg. Since 2006, he has also been chairman
of the Halles de Schaerbeek in Brussels.

Inge Versteegt is a intercultural psychologist. In 2011 she joined the team of professor Veit Bader and dr. Marcel
Maussen at The University of Amsterdam to work for the ACCEPT Pluralism project. In December 2010, she became a
Ph.D at the Utrecht university, where she worked for five years on a thesis about teachers' perception of diversity in
the classroom. Currently, she is employed at a teacher training college where she teaches citizenship, religious
education and intercultural education.

Jacqueline COSTA-LASCOUX is a lawyer, psycho-sociologist and psychoanalyst, Honorary Director of Research at the
National Centre for Scientific Research, and associate of CEVIPOF (Centre for Scientific-Political Research, Paris). Her
research themes include: - immigration and integration, citizenship education, secularism, religious fundamentalism,
adolescent violence, dropping out of school, parenthood and child protection. She has been an expert-consultant at
the Council of Europe, member of the High Council for Family and Population; member of the Group for Reflection of
the General Commission of the Plan on the Duty of Insertion of Immigrants; member of the Stasi Commission on the
Application of the Principal of Secularism in the Republic, and the Thélot Commission on the Future of the School. She
sat on the French Committee for UNESCO from 1994-2010, and today acts as an expert on this Committee. She copresided the Technical Disciplinary Group in Civic Education at the National Ministry of Education, has participated in
the Evaluation of Anti-Violence Plans (1999-2001) and in the Reflection Group on Discrimination in Schools at the
National Ministry of Education (2009-2010). At the moment she animates the Steering Committee of National
Evaluation of Educational Success and the Place of the Family, at the National Agency for Social Cohesion and Equal
Opportunities.

Nadir Ioulain, BILOBA Producer, Director
Nadir Loulain is a producer, author and director from the new town of Saint Quentin en Yvelines (La Verrière TrappesElancout), France. Influenced by Hip Hop, he breaks through cultural boundaries in an uninhibited way; from Basquiat
to Spike Lee via Godard and Al Ghazali, his metis race inspirations plunge into an artistic universe resulting in an
intense and surprising image. Nadir has written for the theatre, in particular with Eric Métayer and Gil Galliot Shakespeare the Challenge - which has been performed more than 400 times. In 2008, he created his own production
company Biloba Cinem’Art, and published his first novel Exil deviens (Exile becomes) two years later. He then
launched the concept of connected cultural TV with ITTA Tv. Français de souche (of French stock) is his first featurelength documentary film. This year he finished his second documentary film General Jackson, which recounts the
influence of Michael Jackson in French society through the testimonies of personalities in the foreground such as
Omar Sy, Marie-Claude Pietragala, and La sexion d’Assaut. At the moment he is working on the preparation of fiction
projects (TV-Cinema and Trans-media), and, foreseen for this year, a feature-length film entitled Jungle Jihad (with,

Synopsis:
“ Français de souche (of French stock) “, “ Français issus de l’immigration (French from immigrant origin) “, “ Français
de deuxième, de la troisième génération (French from second, third generation) », are expressions invariably used,
carelessly, when it comes to defining oneself or others. Expressions used abusively that encourage the idea of a French
person “more French than others”, sending off those who pay the price, in the name of a more recent presence on
French territory, of a difference of colour or the sound of a name, to French people of the “second zone”. Français de
souche highlights these French people born of parents of foreign origin, these French people formed in the school of
the Republic, citizens, and who have become men and women who enrich their country through their citizen
contribution, their professional activity, their social implication. Men and women who think, dream, and express
themselves in French. This language is theirs. Their culture is not a culture of adoption. They are not foreigners, they
are not immigrants. They are French. Above and beyond received ideas, this film takes apart the notion of “French
stock” by finally giving the floor to these French people whose presence questions France, to the point of the country
finding it necessary to redefine itself.

Nilüfer Göle is Professor of Sociology at the Ecole des Hautes Etudes en Sciences Sociales (EHESS) in Paris. She works
on Islamic visibility in European public spaces and the debates it engenders on religious and cultural difference. Her
sociological approach aims to open up a new reading of modernity from a non-western perspective and a broader
critique of Eurocentrism in the definitions of secular modernity. She is the author of Islam in Europe: The Lure of
Fundamentalism and the Allure of Cosmopolitanism (2010) and The Forbidden Modern: Civilization and Veiling (1997).
She is the director of EuroPublicIslam Project funded by European Research Council Project.

Working in the difficult districts of the city of Troyes, Régis Guyon was quickly confronted with the question of the
integration of the migrant students, and in particular with the Rom pupils from Kosovo. In 2007, he joined the
Academic Centre for the Schooling of the New Arrived Migrant Students and for the Traveller’s pupils (CASNAV) of the
Academy (regional education authority) of Rheims, service in which he is in charge of the "Education of Roma, Gypsies
and Travellers". In September 2011, he became head of the department Ville-Ecole-Integration (VEI) of the CNDP
(Center of pedagogical Documentation), publisher of the Ministry of Education in France. He is also member of the
editorial committee of the magazine Les Cahiers pédagogiques.

Michal Buchowski is a Professor of Social Anthropology at the university of Poznań and of Comparative Central
European Studies at European University Viadrina in Frankfurt/Oder. He made his PhD (1983) and habilitation (1990)
at Adam Mickiewicz university in Poznan. He lectured as a Visiting Professor at Rutgers university (2001-2002),
Columbia university (2003-2004) and Warsaw university (Spring 2011). His scientific interest is in Central European
