Message from the President of the Parliamentary
Assembly of the Council of Europe
On 22 and 23 May 2008, the Presidents of European Parliaments will meet in Strasbourg to
discuss two key issues for our democratic societies. The first is the relationship between
parliaments and civil society, the second the role that parliaments play in promoting the
Council of Europe’s fundamental values – democracy, human rights and the rule of law.
Why these subjects?
The first was chosen because it is essential that parliaments continue to embody
the “voice of the people”. It is not enough today for them simply to reflect the
various political ideologies. They must be in touch with society. Parliamentary
debates must reflect the concerns and the aspirations of civil society and all
citizens.
The challenges that our societies face are increasingly complex, including climate
change, the fight against terrorism and social cohesion, but they concern us all,
because we live in a multi-relational, multicultural and multi-faith world. The only
way to meet these challenges is for parliamentarians and civil society
representatives to work together.
The second subject stemmed from the idea that in this era of globalisation, media
expansion and advanced technology, Europe must progress but must also keep
its human side. To be in the forefront of efforts to promote modernity, competition
and prosperity, but also social and cultural development, it must above all be a
leading force when it comes to the Council of Europe’s fundamental values of
democracy, human rights and the rule of law. The parliamentary system
originated in Europe and it is still one of the key components of democracy. So it
makes sense for us to discuss how parliaments can help to reinforce these values
throughout Europe.
The European Conference of Presidents of Parliament is an opportunity for us to
exchange our views, ideas and experiences in both these areas at the highest
level, as well as to familiarise ourselves with existing good practices and projects
already under way.
In a world in constant flux, this conference will allow us to prove that parliaments
listen to what citizens have to say and are capable of adapting to our changing
society.
The Parliamentary Assembly of the Council of Europe is the political
manifestation of national parliaments’ desire to help to build Europe. By bringing
together the Presidents of Parliament of the Council of Europe’s 47 member
states, it hopes to promote dialogue, focusing on the common values on which
the Council of Europe is founded, and hence to bring parliaments ever closer to
the public.

All participants are kindly requested to register at this Desk.
Identification
Delegates will receive their identity badges and documentation upon registration.
Participants are requested to wear their badges on all occasions during the
Conference. For security reasons, admission to the Conference facilities and
social events is limited to those wearing the badge.
Delegates and accompanying persons are therefore kindly requested to have
their badges visible.
Access to the Chamber
Access is reserved to persons wearing identity badges.

Requests to intervene in the debate and for any procedural problems please
address yourself to the Conference secretariat.(Office 1.081, first floor).
List of Speakers
Participants can register with the Conference secretariat (Office 1.081, first floor).
The order of the Speakers will be determined by a drawing of lots organised on
the eve of the Conference. The list thus established will be distributed soon after
to allow the Speakers to know when they will be called to address the
Conference.
Speakers registering after the drawing of lots will be added to that list in the order
in which they have registered.
Working languages
Conference documents will be available in English and French.
Simultaneous interpretation into English, French, German, Italian and Russian will
be provided.

Delegates with prepared speeches are requested to provide the Conference
secretariat with a copy in advance to facilitate interpretation.
Documentation
Reports and other documents on the work of the Council of Europe will be
available at the Documentation Counter on the first floor.
Information technology
The Council of Europe Wifi service allows external users, who are on the
Council’s premises and in possession of a Wifi compatible laptop or PDA, to
obtain a wireless connection to the Internet free of charge when they are in the

areas covered by the Wifi access points : 5 floor (parliamentary delegations

Communication
Press facilities (fully equipped press room, press conference room, TV and radio

Social Functions
Participation in the social functions is by invitation only. Guests are invited to
bring their invitations with them and wear their identity badges.
Transport
In most cases, transfers will be assured by the Permanent Representations.
However, where this is not the case, please contact the Conference
secretariat.(Office 1.081, first floor) in order to organise transport.

The Parliamentary Bar will be open throughout the Conference (first floor).

Amenities are located in the main Hall and will be open.

Permanent medical service during the conference will be available on the
