This section of the 1999 SOCRATES Compendium contains projects supported during 1999 through
SOCRATES, COMENIUS Action 2 – Transnational Projects in Intercultural Education.

TITLE:
Travailler la Violence dans le milieu éducatif en milieu populaire ... et ailleurs
DESCRIPTION:
Ce projet vise à comprendre les phénomènes de violence des jeunes et chercher des
pistes de prévention à mettre en place pour y remedier. Le projet visera à travailler les
questions suivantes : i) comment faire pour que l'institution éducative soit non un lieu
d'imposition de la loi, mais un lieu d'émergence et d'élaboration de loi; ii) comment faire
pour qu'elle s'avère être un lieu où se met en question et se construit le rapport au
savoir des apprenants, notamment issus de milieux populaires, plutôt qu'une instance
de formation qui présuppose déjà acquis un certain type de rapport au savoir. Le projet
s'articulera autour de séminaires d'échange de pratiques et de mise en recul théoriques,
ainsi que des séminaires locaux . Le projet se base sur des références théoriques:
d'une part la pédagogie institutionnelle et d'autre part, une approche anthropologique de
l'interculturalité.
Un document de synthèse est prévu à la fin de la première année, et à terme , un
module de formation destiné aux travailleurs du milieu éducatif. Durée du projet 3 ans.

INTERREAD - Intercultureel leesproject
DESCRIPTION:
The objective of the INTERREAD project - 'Intercultureel Leesprojeckt' or 'Intercultural
reading project' - is the development of a training programme on intercultural reading
education for students in initial and in-service teacher education and for teachers in
primary schools in England, Portugal and Flanders. Intercultural reading education is
part of intercultural education and intends to give to children intercultural competencies.
Through intercultural children's literature children learn to appreciate diversity and
discover the links existing between children.
The project will make a selection of children's books from the three participating
countries; fables, legends, folk tales, cartoons and children's books with psychological
contents will be the basis of the project. The selected books wil be translated into the
other two languages and information will be exchanged on the pedagogical methods
used in the three countries to enhance reading.
The first year will be mainly devoted to collect and exchange information and
experiences about intercultural reading materials and activity forms among the partners
to the project. the second year the renewed materials and forms of activities will be
tested in the participating primary schools. The outcomes of year two will be assessed
and the material swill be adapted and improved. At the end of the third year the
teaching manual focusing on interactive and co-operative reading and learning methods
should be finalised; this manual will particularly focus on children with specific needs.

Global Education Thematic Network
DESCRIPTION:
This one-year project 'Global Education Thematic Network', co-ordinated by EFIL,
intends to set up a European Thematic Network in order to reflect, research and gather
information on different practices in the field of intercultural education, to disseminate
and to suggest opportunities for co-operation. Project intends to review the general
framework for implementation of global education and innovative pedagogical methods
used in secondary schools. It aims also to identify key issues and good practices and
address some limitations currently faced in implementing global education. Project
addresses European citizenship and special fields of global education such as
democracy, development education, environment, human rights and peace education
from interdisciplinary perspective but also related to subject areas. Target group of the
project is decision-makers, teacher training institutes, headteachers and teachers
interested in global education. Outcomes of the project are a reader defining the scope
of global education and main challenges concerning the curricula, a reader on modules
of global education in different fields of intercultural education, a webpage with links,
examples of good practice, a short study about the differences and opportunities for
implementing global education in Central and Eastern European countries, an
assessment of the institutional support for global education and a directory of relevant
actors of global education.

ANDOUHAY - De levensgeschiedenissen van allochtone en autochtone gezinnen
als basis voor intercultureel onderwijs
DESCRIPTION:
The objective of the project - ANDOUHAY - the life stories native families and of
families of migrants as a basis for intercultural education - is to develop and implement
a methodology to enhance intercultural co-operation, understanding, and respect
amongst young native people and children of migrants all at primary school level (10 12 years of age) by having them write together and exchange the life stories of their
families across several countries. This circulating or rotating novel will be written by
children describing daily life in a multicultural society in Europe.
The projects intends to describe this methodology and to implement it in concrete with
children in a classroom situation which should lead to co-operation between the schools
involved within the framework of action 1 of Comenius.
The methodology will also be implemented within initial and in-service teacher
education. As the student-teachers of initial teacher education institutions will be
involved, the implementation of the project will be a practical exercise in initiating them
to a concrete method on how to enhance intercultural education. It is also hoped that
the project will have an impact on the teacher education curriculum. The project will
result in a publication describing the methodoloy, a publication with the lifestories, an
interactive CD Rom and the creation of a website. Outcomes will be disseminated
through European networks such as ATEE, the Association of Teacher education in
Europe and the TNTEE, the Thematic Network of Teacher education in Europe within
the framework of ERASMUS.

Towards more equitable classrooms. Co-operative learning in intercultural
education
DESCRIPTION:
''Towards more Equitable Classrooms'' is a one year project which aims at further
dissemination and evaluation of the results of three Comenius projects: CLIP, CLIM
and CLINT as well as the ''violence in school'' project entitled ''Developing Norms and
Codes for Non-discrimination.
The objective is to link these four projects to strengthen the dissemiantion effect. The
main activites are:
-The organisation of a seminar in April/May 2000 in which the CLIP project will be
presented within the general context of the development of education in the various
countries of the EU and in which the project results will be confronted with the results of
other similar projects.
-An evaluation of these projects within the framework of similar projects.
-The publication of a special issue of the European Journal of Intercultural Studies with
the main conclusions and an evaluation of the seminar.
To explore possibilities of co-operation with similar EU projects (in consultation with
DGXXII and the National Agencies).

INAS - INteractive Art for Schools and neighbourhood
DESCRIPTION:
This intercultural education one year project aims at promoting tolerance and mutual
understanding in communities with large linguistic and sociocultural minorites, thereby
contributing to combat racism and xenophobia through the promotion of innovative
pedagogical approaches, methods and practices at school level. Arts and art education
are used as a bridge to re-establish communication between school and local
community and to strengthen the sense of common ground and interest.
Final product would be an instrument that stipulates a systematic approach and tools to
detect and analyse the diversity of environment in the learning process. Final outcome
is increased intercultural competence of pupils through pedagogical methods,
curriculum contents and policy at local level. Project encourages also the development
of active citizenship by promoting mutual understanding. Long term objective is to
enhance interaction between schools and neighbourhood and to diminish segregation.
Project uses different approaches of interacting with the neighbourhood through artactivities (art, drama, literature, folk dance, and music). Artistic orientation is not a sole
goal, but rather used as a means to approach and handle the social and cultural
diversity in a creative way. Each school would consign artist or artists to device smaller
scale try outs, out of which the school can select the concept it intends to elaborate
further. The implementation would be a systematic process based on an a priori model,
which would be tested and fine-tuned during the project. Interactive learning methods
and workshops are seen as the most suitable approach to interculturalisation.
The target groups are schools, teachers and local administration.
The Final products would be exhibitions, performances, writings. A booklet would be
published in English.

Nursery policy and practice within a bilingual context
DESCRIPTION:
Le projet ''Nursery policy and practice within a bilingual context'' (Politique de
développement des pratiques pédagogiques avec des enfants bilingues d'âge
préscolaire)
vise à améliorer la qualité pédagogique de la prise en charge d'enfants d'âge
préscolaire
qui ne parlent pas encore la langue de leur pays d'accueil. Les objectifs de ce projet
sont variés: a) échanger les pratiques pédagogiques (surtout innovantes) entre les trois
pays partenaires dans le domaine concerné, b) améliorer la prise en compte des
principes et méthodes spécifiques à l'enseignement préscolaire, c) promouvoir la
coopération entre les partenaires pour développer conjointement de nouvelles
méthodes innovantes et plus appropriées et d) diffuser au niveau régional, national et
européen les résultats des expériences de ce projet européen sous forme de matériaux
pédagogiques , rapports décrivant les méthodes innovantes et séminaires décrivant les
activités de coopération mises en oeuvre, le processus de mise en oeuvre du projet et
les résultats des projets.
Les résultats escomptés sont: i) une meilleure connaissance des différentes pratiques
et politiques appliquées dans les différents pays impliqués; ii) une étude comparative
de ces différentes politiques et pratiques iii) une série d'exemples de bonne pratique, de
matériels éducatifs et de pratiques innovantes; iv) des séminaires présentant ces
exemples et les résultats obtenus; v) une croissance de la motivation des parents à
jouer un rôle actif dans l'éducation des enfants.

Building Bridges in the Multicultural European Classroom
DESCRIPTION:
Community - Diversity - Communication Building Bridges in the Multicultural European
Classroom is a project on intercultural education and (via) multimedia. Its objectives
are:
- to enable schools, teachers, pupils to develop intercultural methods to improve
knowledge, understanding, and tolerance in and between multilingual and multicultural
young people.
- to enable three different area/schools to use multimedia as a catapult for a better
future for socially disadvantaged groups, immigrants, gypsies,
- to enable young immigrants to increase self-esteem by acquiring an extended
multimedia curriculum,
The target group is formed by young people ranging 14-24 years.
First year activities will focus on a group of 45 pupils who will be educated as peer
teachers both for multimedia and intercultural competencies. The second year the
group will grow to approximately 100 of pupils and the third year will focus at the
institutional level. Multimedia is seen as a means towards intercultural education and a
goal in itself. Multimedia centres in each of the schools involved is the framework for
many aspects of the process as well as for the 3 multimedia-end products planned.The
project intends also to set-up a web site, meetingpoint, teachers-conferences,
homepage containing products as well as a process-CDrom.
The countries involved in the project are DK, ES and SV.

DESCRIPTION:
This project ''Das bin ich - Det et mig - Dat sin ech'' (This is me!) is an intercultural
education project focusing on the fight against racism and xenophobia which intends to
produce material for pre- and primary schools in Luxemburg, Denmark, Germany and
the Netherlands, for the age group of 5 years to 12 years. The material produced will
consist of 8 children's books and a video for Germany, Luxemburg and Danemark, 8
audio tapes (bilingual) and a manual explaining to teachers how to work with the
material in concrete classroom situations.Focus of the material are the day-to-day
experiences of 2 children from DE, DK, NL and LU and how they live through the
intercultural confrontations and challenges. Those experiences are taken as the basis
for discussions and other activities in the clasroom; most of the materials can also be
used in extra-curricular activities focusing on the fight againstt racism and xenophobia.
The products have to be seen within the framework of similar products produced
through the Anna Frank Foundation of the Netherlands; the major focus of all those
projects is to fight racims,xenophobia and anti-Semitism and to enhance tolerance,
understanding and respect for diversity amongst children and adults. The Anna Frank
Foundation of which the German coordinator is a partner has produced similar materials
for the older age group; they have also produced an itinerant exhibition on racism and
xenophobia.

Interkulturelle Erziehung in Ost-und Westeuropa als Dialog
DESCRIPTION:
The project 'Interkulturelle Erziehung in Ost- und Westeuropa als Dialog' or 'Intercultural
education in Eastern and Western Europe as a means of dialogue' aims at creating and
obtaining a relation between teachers and pupils based on dialogue, which can
contribute to intercultural education and the European integration process. The several
perspectives of education and life at school of pupils and teachers will be taken as the
starting point to understand what is typical in other countries and to appreciate the
value of others and other cultures; particular focus will be put on the diversity and the
complementarity of cultures and values through open and enriching dialogue.
Universities and schools from 6 countries - 3 from the Western and 3 from the Eastern
part of Europe have agreed to co-operate on this issue each of them having chosen a
focus that fits with local and/or national priorities.
During the first year the situation and conditions for the acting of the teachers will be
examined in a number of schools; they will be analysed and a comparative description
will be made ; next to this guidelines, curricula, ideas behind training concepts and
teaching material will be analysed. The second year of the project will concentrate on
strategies for pedagogical action to be set up in the field on this intercultural dialogue
and the third year the focus will be on in-service training and exchange among the
partners of developed concepts to enhance dissemination at national and European
level.
The final products of the project are a pedagogical film and pedagogical materials (such
as a CD-ROM and books), which have the objective to have an impact on the curricula,
the educational programmes, the educational methods and the relations between
teachers and pupils.

Handbuch
DESCRIPTION:
The target of the 'Handbuch' project is to produce a handbook in 3 languages - German,
English and French - presenting general concepts and strategies for successful
European partnerships between schools . The handbook will include concrete and
practical suggestions for the preparation of the pupils which have been tried out by the
partners of the project as well as examples of teaching themes common for the
curricula of German, English and French schools. The activities of the school
partnerships are based on the teaching of German, English and French as foreign
languages, but also they also stress the possibility of interdisciplinary work within
European co-operation work.
The project partners represent the Local Education Authorities from each country
(region) and 7 schools. The different competencies of the participants are fully exploited
and taken on board in the organisation of the project. The project will strengthen on the
one hand European co-operation at regional level and the setting up of school
partnerships, possibly within the framework of Action 1 EEPs, European Educational
projects, of Comenius on the other hand with a particular focus on intercultural
education.

DESCRIPTION:
In Sinne der Aktion Comenius 1 handelt es sich bei dem vorliegenden Projekt ''Projekt
Blau - ein interdisziplinäres multi-media Projekt zum interkulturellen Lernen'' (Project
BLAU: an interdisciplinary multi-media project towards intercultural learning) um die
Einführung einer neuen Lehrmethode in der Schule, die das Bewusstein für kulturelle
Unterschiede sensibilieren soll. Sie soll gleichzeitig dazu auffordern zu lernen, mit
diesen Unterschieden zu leben. Ausgehend von der Farbe Blau als Farbe mit
interkultureller Dimension - sie trennt und verbindet Himmel und Erde - sollen
verschiedene Fragen interkulturellen Lernens thematisiert werden. Ziel ist, über die
Entwicklung des Bewussteins friedlich und konstruktiv miteinander leben zu lernen.Die
Aktivitäten beinhalten einen Fotowettbewerb. Aufgabe soll es sein, ausgehend von der
Farbe Blau Alltagskultur im eigenen gesellschaftlichen und kulturellen Kontext
individuell auszudrücken. Das Bildmaterial soll anschliessend versprachlicht werden.
Die Texte werden im Internet veröffentlicht, und eine reale Wanderausstellung sollen
die Projektergebnisse ebenfalls verbreiten. Auf diese Weise ist der
medienpädagogische Ansatz in dem Projekt integriert: Die Schüler werden sich den
Möglichkeiten und Grenzen der neuen Technologien bewusst. Generell sollen mit dem
Projekt fächerübergreifend Innovationsanstösse für kreative Lernprozesse und
autonomes Lernen verbunden sein.

The project 'Anpassungsmassnahme von griechischen und italienischen
Muttersprachlichen Lehrkräften für den Einsatz im Grundschulbereich - AMU' in EN:
'Adjustment Measures for Greek and Italian Mother Tongue Teachers to be Brought into
Action in Primary' presents a programme for condensed initial training of up to 40
mother tongue teachers to make them fully qualifyed teachers for primary and foreign
language teacher of respectively Greek and Italian in both primary and lower
secondary. The purpose of the project is maintainance and promotion of the
multilingualism of the Greek and Italian migrant children in primary.
The programme includes the following key elements from the university education of
teachers in reduced extension: Primary didactics, specific didactics for German and
mathematics, educational and society science. An intensive course in Greek/Italian
taking place in a (partner?) university in GR/IT is part of the programme, too.
Partners are the Greek embassy in Bonn,DE and the Italian consulate in Frankfurt am
Main, DE. The project intends to coorperate with one university in GR, either Crete or
Patras and with one in IT, either Bressone or Trento.
The planned duration of the project is 3 years.
The result of the project will be teachers of Greek and Italian origin, who can work on
equal basis with German teachers in primary and who have qualifications for teaching
their mother tongue as optional foreign language in primary and secondary in DE.
Target groups of the project are Greek and Italian teachers without sufficient education.

Partizipation von Migranteneltern
DESCRIPTION:
The objective of the project 'Partizipation von Migranteneltern' or 'Participation from
parents of migrants' is to promote the participation of migrant parents in their children's
school lives and education. This 1-year project is the result of a transnational meeting
of experts in 1996, funded by COMENIUS. the project is to concentrate on the defining
the skills needed by parents, teachers and education authorities in order to develop
cooperation between schools and parents.
Parents, educational experts and representatives from local and regional authorities will
share experiences relating to this question. Research will be carried out into the
question of which supportive measures local authorities should take. At national level,
meetings of parent representatives from different groups of migrants will take place.
There will also be a transnational conference of experts. A network, COMPASS
(Cooperation of Migrant Parents, Schools and Students), will be set up. In preparation
for the transnational meeting research will be carried out at national level into the
participation of parents in school bodies. Results will be published as a newsletter and
distributed at the meeting.

The project ''INTERKID - Intercultural education for pre-school and primary-school-age
children from immigrant families and ethnic minorities'' intends to promote teaching of
the language of host country of immigrant and ethnic minorities in pre-primary and
primary levels supplemented with the methods of intercultural education by
incorporating specific social and cultural aspects of every day life. The context of
institutional settings, rules and legal status, access to public support services will be
taken into account. The overall goal is the development of long-term non-segregate
policies to combat exclusion and promote integration. The project includes the following
elements and phases: a) a comparative study of different approaches to intercultural
education for children in the context of language teaching, b) drafting, testing and
development of transferable criteria for intercultural education with a wide spectrum of
cultures of origin, which would be published in a catalogue, c) development of the inset
-course and teaching material to be tested at school level in partner countries.
The project intends to apply systematic approaches based on questionnaires and
structured interviews. Project underlines experiences of children and their active
participation in education process by using interactive methods and material.
Intensive parental involvement and of surroundings is also planned. The target group of
the project are the children of immigrant and ethnic minorities.
The final outcome of the project would be training courses, a publication, a CD ROM
and a video. Project involves partners from BE DE, IT and UK.

The project ''Fernsehnachrichten aus Europa' Ein medienpedagogisches Projekt für
Grundschulen in Europa'' (Television News on Europe - Project on media education for
compulsory schools in Europe) intends to develop methods for intercultural education
by focusing on the use of media in education.
The project intends to promote intercultural understanding and combat prejudices
towards different cultures by using public media and television news in particular. The
overall aim is to design a concept for media education. Special areas of interest are the
selection processes of news, EU -policy and the role of individual EU -countries in
news.
The final outcome would be teaching modules and materials. The following phases
would be included: 1) analysis of the present situation, 2) definition of pedagogical
concepts and components in the context of media education, 3) media analysis/media
literacy skills/analysis of the news, 4) the production phase, 5) final outputs circulated
among partner schools and 6) publication, dissemination and setting up of links with
other actors. Outcomes would include material for teaching modules, a brochure on
general aims, contents and examples of news in three languages, television news
prepared by pupils, a video documenting the developments in the project and a
website.
Partnership includes schools and universities from DE, ES and UK.
Project duration: three years.

The project '' Sprachreflexion im interkulturellen Kontext'' (Language reflection in
intercultural context) intends to develop new methods for language teaching of
immigrant children in the context of intercultural education. The project intends to
produce inset training and teaching modules for curricula focusing on following themes:
a) structures of languages; b) connotations; c) communication; d) values transmitted
through the language and e) culture and literature in particular. Special emphasis is put
on affective and cognitive aspects in the use of languages. Critical and neutral attitudes
towards media are enhanced as a means to promote European citizenship.
The target group of the project is teachers and pupils at primary and secondary levels.
Outcomes would be published as a CD-ROM, video and through Internet in all partner
languages. Extensive use of IT is planned. Project involves partners from DE, PL and
PT from all levels of education.

DESCRIPTION:
The project intends to promote the European Dimension in education and adopts an
intercultural approach. The main target group is pupils in the range of 6-14 year old
children, while teachers, participating schools, parents and their local communities are
expected to be also significantly influenced through the activities of the project.
The main objectives of the project include the following: a) to promote the co-operation
between schools and NGOs at a European level while enhancing intercultural
education; b) to adopt innovative approaches to intercultural education and learning; c)
introduce those intercultural approaches into ordinary school practices; and d) to
promote the development of intercultural and poly-thematic learning ''clubs'' which will
function as alternative, ''open'' classrooms and this in several European countries. This
open European classes are the so-called Euro-arks of the project.
A number of activities are planned to take place within the project allowing young pupils
to work on issues like: the environment, the arts, cultural heritage, journalism and the
media, drugs, national and ethnic stereotypes, racism and xenophobia, social exclusion,
the less widely-used languages within Europe. The social and educational activities
foreseen include: exchanges of rich collections of relevant material between the
participating schools; regular work on certain themes derived from those collections,
events involving the local communities of the participating schools and the parents.
It is a 3-year project involving 9 partners in 5 different countries. The partnership
includes 5 schools and 4 youth non-governmental organisations from DK, GR, IT, ES
and PT which is a good example of varied partnership.

Le projet ' TAC Aqui Cabemos Todos' (TAC Ici Tout le monde à sa place) vise à
développer en Espagne, en France et au Portugal, la valorisation des cultures
minoritaires en vue de meilleures intégration et scolarisation des enfants issus de ces
cultures.
Les objectifs du projet sont: a) réunir des informations sur les cultures minoritaires, b)
former des intervenants appartenant aux cultures minoritaires, c) rendre plus facile les
activités des professionnels (psychopédagogues, assistants-sociaux), d) encourager
l'intégration scolaire sociale et professionnelle des élèves, e) renforcer l'éducation
fonctionnelle et les apprentissages de groupe pour motiver les élèves, f) introduire des
programmes d'enrichissement instrumentaire et des techniques de réflexion pour
compenser les déficiences cognitives, g) promouvoir l'orientation professionnelle,
scolaire et familiale ainsi que l'action des tutorats et h) encourager la participation des
familles.
Une valise didactique sera développée (traduite en cinq langues), pour la formation de
moniteurs (médiateurs) aptes à aider l'orientation scolaire des jeunes issus de ces
cultures et à promouvoir la participation des familles dans le processus éducatif des
enfants.
Cette valise contiendra des activités interculturelles et interdisciplinaires mises en
pratique sous la forme d'ateliers qui favoriseront des valeurs telles que la tolérance, le
respect, la solidarité et la non discrimination.
Le projet vise aussi à encourager les aptitudes fonctionnelles, en opposition aux valeurs
cognitives, des jeunes issus des cultures minoritaires visées.

Proyecto Intercultural Calasancio (PIC)
DESCRIPTION:
Le projet ''Proyecto intercultural Calasancio'' (Projet interculturel Calasancio) est un
projet qui sera mené en Espagne, France et Italie, avec tous les niveaux de 6 centres
scolaires afin de créer une conscience non discriminatoire d'interculturalité auprès des
élèves.
Les objectifs sont a) l'intégration et l'égalité des chances à l'intention d'enfants de
migrants dans les établissements scolaires et b) préparer les élèves à vivire dans une
société multiculturelle et multilingue tout en évitant le racisme et la xénophobie.
Ces objectifs seront atteints par la réalisation de matériel pédagogique à utiliser dans le
cursus nomrmal de l'établissment scolaire portant sur la littérature et les sciences
sociales (entre autres pour la géographie et pour l'histoire).
Les produits attendus de ce projet transnational consistent 1) dans la création d'un
réseau déchange d'informations et de techniques pédagogiques, 2) dans la préparation
d'une d'une vidéo à caractère interculturelle, ainsi que 3) dans la mise sur pied d'une
ludothèque - bibliothèque de jeux - poursuivant les mêmes objectifs; 4) sont aussi
prévus des cours (langue anglaise et espagnole), des tables-rondes, des débats, des
fêtes, et des sessions d'aides aux élèves en difficulté scolaire, et d'activités impliquant
les parents comme ils sont des acteurs clé dans la motivation des élèves.
Le projet espère ainsi donner aux enseignants et autres membres du personnel éducatif
(et aux parents!) un éventail d'outils qui permettra d'atteindre l'objectif global de l'égalité
des chances et de l'inclusion sociale des enfants de migrants dans les établissements
scolaires concernés. Les produits seront d'abord testés dans les établissements des
pays particpant au projet et seront par après diffusés à échelle européenne.

CLAP - el Tiempo Libre : un Nuevo Espacio Educativo
DESCRIPTION:
Le projet ''CLAP - el Tempo Libre: un Nuevo Espacio Educativo'' (Le Loisir: un nouveau
espace éducatif) vise l'éducation des enfants et des jeunes qui sont désavantagés et
qui vivent dans des conditions matérielles et sociales très difficiles, pour mieux rendre
leur éducation et intégration dans la vie scolaire et sociale en général. En explorant les
possibilités éducatives de l'espace du loisir, le projet se propose le développement d'un
programme pédagogique pour la population envisagée, en coopération avec des
familles, des écoles, des clubs et des autres institutions partenaires. Le but du projet
c'est l'organisation d'un milieu pédagogique applicable au loisir des enfants et des
jeunes (entre 4 et 17 ans), pour enrichir le contenu de certaines activités organisées
pour eux; toutefois le projet veut assurer des cours de formation dans le domaine, pour
les éducateurs et les bénévoles qui travaillent avec la population visée.
Les activités du projet sont projetées pour trois années et comprennent l'organisation du
programme pédagogique dans les clubs, les centres culturels et les autres institutions
qui vont promouvoir le projet, la mise en scène des activités et des courses d'été pour
les enfants et les jeunes, l'organisation des interventions après les familles qui vont
s'impliquer dans l'éducation de leurs enfants et la mise en oeuvre des cours de
formation pour les éducateurs et les bénévoles qui travaillent avec la population
envisagée de projet.
Le résultat que les organisateurs du projet (des organisations et des associations de
ES, BE, GB et IE, qui travaillent avec la population concernée) supposent obtenir, c'est
l'élaboration du programme pédagogique (un matériel pédagogique concret) qui va
contribuer au développement des nouveaux méthodes pédagogiques et à une meilleure
formation des enseignants et des médiateurs.

DESCRIPTION:
Projet ''Papel de los Cuentos Populares Infantiles en la integracion educativa'' (Les
contes populaires pour enfants et lintégration éducative ) vise à favoriser l'éducation
des enfants (8 à 12 ans) de travailleurs d'origine arabophone, avec une spéciale
attention sur l'apprentissage de la langue du pays d'accueil, au travers de la valorisation
de la culture et de la langue arabe et ceci à parit de contes arabes populaires pour
enfants.
Le projet vise la compilation de contes oraux arabes, de leur traduction dans la langue
du pays d'accueil et de la production d'un recueil illustré, pouvant servir à son tour de
matériel pédagogique et ddiactique à utiliser en classe par les enseignats et les élèves.
Le projet est mené dans trois capitales de pays éligibles (Espagne, Italie et Pays-Bas).
Le projet poursuit comme objectifs a) la valorisation de l'identité culturelle de l'enfant
par le biais des contes populaires, b) l'implication des parents dans le processus
d'apprentissage comme ils peuvent fortement stimuler la motivation et c) le combat
contre le racisme, la xénophobie et l'exclusion par une meilleure intégration dans le
pays d'accueil.
Ce projet a l'intention de s'incrire clairement dans les efforts d'éducation interculturelle
pour éviter l'exclusion des jeunes arabes dans nos société occidentales européennes.

DESCRIPTION:
The Project aims to improve the school attendance of pupils in risk of social exclusion,
including at the pre-school level, and of school succes in primary and secondary
education for Children of travellers and gypsies and of occupational travellers.
The general objective is to improve the participation, integration and equality of
opportunities of these children in the society, by promoting tolerance and mutual
comprehension among citizens of different origins and cultures. Participant countries
are Spain, The Netherlands and Sweden. The project is planned for three years.
Specific objectives are: to analyse the problem of school attendance in several
countries in Europe; to promote integration into school of pupils (age 3-16) in social
disadvantages, with the aim of prevention of school failure; to promote equality of
opportunities between girls and boys, by developing concrete actions to facilitate the
integration of gypsy and travellers girls in the school and their transition to the labour
market; to facilitate a better relation among families and school; to promote mutual
comprehension and knowledge of minority cultures; to develop concrete educational
programmes to facilitate the integration of these minorities; to promote exchange and
dissemination of the outcomes, for the benefit of the whole European community.
The target groups are: disadvantaged pupils (age 3-16) in risk of school and social
failure of the cities participating in the project, their tutors and teachers.
The main activities to be carried out are: A comparative study of school failure and
school attendance in the countries involved; advisory and support to the families about
the advantages of being at school for their children, as well as support for teachers;
promotion of school programmes and projects based on intercultural and mutual
comprehension issues; and development of pedagogical and entertainment materials
for schools; and a publication of results of the project

''Formacion para mediadores del ambito educativo en la comunidad gitana'' (Formation
pur les médiateurs scolaires dans la communauté gitane) veut définir un cadre d'action
pour les médiateurs. L'objectif principal du projet est d'organiser un groupe de
médiateurs, pour organiser conjointement une formation théorique et pratique. Le projet
vise également à développer des formations théoriques et pratiques pour les
médiateurs, ainsi qu'à recueillir et réaliser des matériels sur la médiation. Le projet
devrait aboutir à la définition de pratiques de médiation communes aux pays
participants. Les produits prévus sont la production de trois documents de base,
l'organisation d'un groupe de travail de médiateurs, l'application pratique et
l'expérimentation du processus de formation, des instruments et du programme
d'intervention des médiateurs.

La perspectiva intercultural en la educacion fisica y musical
DESCRIPTION:
« Juegos, canciones, danzas populares… la perspectiva intercultural en la educación
física y musical » (Jeux, chansons et danses populaires… la perspective interculturelle
dans l'éducation physique est musicale) entend développer des propositions
pédagogiques dans le domaine de l'éducation interculturelle. A cette fin, l'éducation
physique et la musique seront utilisées comme outils pédagogiques. Le projet, d'une
durée de deux ans, promu par des associations et des écoles d'Espagne, Roumanie,
Irlande et Belgique, veut fomenter le respect de la diversité et la connaissance de
différentes cultures au sein des établissements scolaires. Le projet s'adresse à tous les
élèves des centres scolaires, en particulier ceux qui sont issus de minorités ethniques.
Parmi les activités prévues, il faut citer la compilation de jeux, chansons et danses
populaires en provenance des cultures d'origines des élèves, ainsi que l'élaboration et
l'expérimentation d'unités didactiques. Au terme du projet, trois produits verront le jour :
un CD ROM (Synopse des jeux, des activités pédagogiques et propositions
didactiques), enregistrements de jeux, danses et musique et des unités pédagogiques.

« COMPÁS : la expresión plástica a través del Flamenco, pintura y expresión literaria »
(l'expression artistique à travers le Flamenco, la peinture et l'expression littéraire)
entend promouvoir un espace de rencontre pour les élèves gitans, en valorisant leur
culture.
Le projet devrait contribuer à combattre le décrochage scolaire des élèves gitans entre
3 et 12 ans, en impliquant les parents dans leur éducation, par la création d'une « école
des parents ». Le projet est promu par des institutions de Roumanie (Satu-Mare, TGJiu), Italie (Cagliari, Palermo) et Espagne (Andalousie et Madrid).
Des ateliers créatifs seront organisés dans les écoles participantes. Des festivals
Interculturels auront lieu à l'occasion des fêtes de Noël et du Carnaval. Des
représentations théâtrales permettront de disséminer les résultats du projet. Tous les
quinze jours, les parents seront invités dans les écoles pour raconter des contes
traditionnels.
Au terme de la première année, une vidéo, un « mémoire photographique » et un CD
ROM récapitulatifs des activités réalisées verront le jour.

''Hacia una convivencia solidaria a través de las diferencias interculturales'' (Vers une
cohabitation solidaire a travers les différences interculturelles) est un projet d'une durée
de trois ans qui s'adresse à l'enseignement secondaire. Il est promu par des institutions
scolaires, des associations et des autorités publiques d'Espagne, France et Italie.
L'objet est de promouvoir des stratégies pédagogiques qui fomentent la solidarité face
à des groupes et des cultures marginalisés. Le projet entend valoriser les élèves issus
de cultures et de groupes sociaux minoritaires, ainsi que leurs familles.
Au cours du projet, les partenaires compileront des informations sur les cultures et les
langues d'origine des élèves issus de minorités. Ils réaliseront des études comparatives
sur les racines communes aux différentes cultures et leurs divergences. Ils
développeront également des activités de tutorat.
Les produits suivants sont attendus au terme du projet: 1) matériel pédagogique pour
l'éducation interculturelle, 2) études sur les curricula scolaires afin de promouvoir
l'enseignement interculturel, 3) bulletins, 4) journées interculturelles dans les centres
scolaires et 5) un CD ROM. Le matériel sera présenté sous forme de mallette
pédagogique.

particulier les élèves issus de minorités. L'initiative s'articule autour de l'aide au devoirs,
la réalisation d'études comparatives sur les cultures et la création d'associations de
jeunes.
Les résultats prévus sont l'élaboration d'un projet d'accompagnement scolaire, un «
Livre européen » et un « Guide de jeux et d'activités qui favorisent la coopération et
l'intégration ».

''Proyecto Intercultural en Educación. Desarrollo de redes y actuaciones'' (Projet

la connaissance et le respect mutuel des différentes sensibilités et cultures dans les
centres scolaires. Le projet est promu par un partenariat d'écoles, d'associations et
d'institutions publiques d'Espagne, Belgique, France et Portugal, afin de développer la
dimension interculturelle dans l'enseignement. La formation des enseignants est aussi
envisagée. Les partenaires prévoient de réaliser une compilation du patrimoine littéraire
oral et écrit (contes, jeux et fêtes), de promouvoir la création artistique à partir des
différentes traditions culturelles, d'analyser les manuels scolaires dans une perspective
interculturelle, de créer du matériel pour l'étude des migrations, de créer des réseaux et
de former les enseignants. Les produits suivants sont attendus: un Guide Interculturel
Scolaire; une Semaine Interculturelle, un Conte réalisé par les élèves des différents
pays, ainsi qu'une vidéo et un CD ROM sur les contes, les fêtes et les approches
pédagogiques développées.

DESCRIPTION:
Le projet LAREDI (Langue arabe et éducation interculturelle : pour une approche
interactive) propose des modèls d'introduction à l'interculturalité, mettand l'accent sur la
langue et la culture arabes selon une perspective non-sacralisante. Les objectifs
principales du projet sont : valoriser la culture d'origine comme tremplin vers
l'intégration des enfants migrants dans les sociétés d'accueil, favoriser la formation des
enseignants et les rencontres entre les enseignants et les professionnels de
l'interculturalité - pédagogues travaillant sur le terrain et acteurs sociaux. Les
organisateurs (interlocuteurs des 3 pays - FR, ES, NL) se proposent comme activités la
mise à la disposition des élèves d'origine arabe et européenne (de 10 à 18 ans) des
intruments pédagogiques et des publications, l'organisation des colloques et des
séminaires de réflexion et de formation, autour des thèmes abordés par le programme.
Les produits prevus au cadre du projet sont un CDRom sur la culture arabo-musulmane
et l'Europe, des fiches pédagogiques, un ouvrage bilingue d'introduction à la langue et
à la civilisation arabe, etc. Les effets et l'impact attendus par les organisateurs sont au
niveau des programmes scolaires (la prise en compte de la dimension interculturelle
dans les programmes officiels), au niveau des méthodes pédagogiques (l'utilisation du
CDRom), au niveau des enseignants (une meilleure formation assurée par des
professionnels de l'interculturalité) et au niveau des décideurs en matière de politique
éducative (afin de leur faire prendre conscience de l'importance de l'enjeu vis-à-vis des
populations de migrants et de la société toute entière).

DESCRIPTION:
Le projet EDPEREM - ''Elèves en difficulté, professeurs en recherche en milieu
multiculturel'' - vise la rencontre des équipes des enseignants en formation pour
analyser des situations, des acquises et des experiences des élèves en difficulté, du
poids du multiculturel. Les participants ( FR, BE, DE, PT) se proposent identifier les
problèmes posés en terme d'organisation et de pédagogie et essaient trouver des
réponses après d'expérimentations synergiques. La population cible est représentée par
des jeunes des pays partenaires, scolarisés dans l'enseignement secondaire, agés de
16 à 20 ans. L'approche s'appuie sur les pratiques pédagogiques qui sont visées afin de
mieux les adapter à la diversité des cultures et d'origines des enfants scolarisés. La
formation des enseignants est également concernée par chaque partenaire qui participe
au projet en qualité d'organisme de formation.
Les situations communes, les experiences, les solutions et les difficultés reconnues par
les pays participants dans le processus d'integration des élèves en difficulté, seront
identifier également de point de vue interculturel. Le projet vise l'organisation des
séminaires rassemblant tous les partenaires, pour organiser la mise en place
d'expérimentations pédagogiques synergiques, pour préparer des publications et la
base de données et pour l'évaluation des résultats. Les constats des situations et des
expériences, les reponses trouvées aux problèmes, les solutions qui pourraient être
adaptables dans plusieurs pays européens, vont conduire à la construction d'une base
de données consultable sur INTERNET.

Le projet ''Guide : Orientation et accompagnement aux choix adolescents recemment
arrivés dans un pays d'Europe'' cherche à prendre en compte les activités de recherche
et les actions que l'INETOP a initiées déjà dans le contexte national de la France, pour
un meilleur accueil des élèves non-francophones dans les établissements scolaires.
Le projet vise la réalisation d'un guide/manuel d'évaluation et d'orientation, qui peut être
utilisé comme instrument d'accompagnement psycho-pédagogique dans le processus
d'intégration des jeunes dans le système éducatif du pays d'accueil. L'orientation-même
est ainsi utilisée comme un outil efficace pour mieux accueillir, guider et conseiller les
jeunes concernés par le projet (des jeunes dont l'âge est de 12 à 18 ans).
Pendant les trois année du projet, les participants (des institutions de France, Italie et
Grèce) visent obtenir des étalonnages et des expérimentations pour les épreuves
prévues (des testes ''Samuels'' - la version informatisée du teste des cubes de Kohs) et
élaborer le guide.
Le guide (rédacté en français) est conçu comme un instrument qui offre, d'une part, une
présentation d'épreuves d'évaluation des connaissances en mathématiques et en
langue, validées, et qui présente, d'autre part, une évantail des études sur le potentiel
d'apprentissage et sur l'adaptation des élèves aux enseignements, en fonction du
potentiel personnel et de remédiations pédagogiques possibles.
L'objectif global de ce projet est de faciliter l'intégration de ces jeunes dans la société
qui les accueille.

DESCRIPTION:
Le projet IRSETI a pour objectif à travers la production d'un écrit (lorsque cela est
possible) mis en image de permettre à des enfants marginalisés de 3 régions d'Europe
du Sud et de 3 cultures différents de se dire... de dire aux autres qui ils sont, ce qu'ils
vivent et leurs espoirs à travers des productions audio-visuelles.
A travers la production d'outils pédagogiques (écrits ou audi-visuel), les enseignants
visent i) l'intégration et la réussite scolaire de jeunes issus de l'immigration et des
jeunes à risque d'exclusion dans les quartiers difficiles et défavorisés; ii) la mise en
valeur des productions pédagogiques innovantes dans les trois pôles européens; iii) des
échanges entre les différentes communautés et la sensibilisation des pouvoirs publics;
iv) l'ouverture sur la tolérance et la compréhension réciproque entre les peuples, le
combat contre le racisme et la xénophobie, le dialogue interculturel en tenant compte
des différentes religions.
Le projet durera deux années scolaires avant la diffusion des produits.

Ce projet vise à améliorer la scolarisation des enfants tsiganes et voyageurs; il se veut
être un projet de recherche-action sur trois ans avec une première année
d'expérimentation.
A travers une pédagogie interculturelle centrée sur des apprentissages historiques, le
projet vise à améliorer les méthodes pédagogiques tout en répondant aux questions
suivantes:
-Comment prendre le temps pour que les enfants du voyage s'adaptent au rythme d'une
école où la sélection se fait par classes d'âges ?
-Comment accepter des enfants pour qui les apprentissages font partie d'acquis
culturels oraux dans une école où l'écrit est omniprésent ?
-Comment faire comprendre aux enfants du voyage qu'ils ont leur place dans la
société, donc dans l'école, sans pour autant perdre leur identité et leur culture ? Pour
les retrouver ?
Une production de premiers documents pédagogiques sera lancée et expérimentée la
première année par les différents partenaires. Cette production de documents
pédagogiques sera affinée et amplifiée au cours des deux année suivantes.

Adjuk, la petite grenouille
DESCRIPTION:
Les Objectives du projet sont de créer une dynamique interculturelle autour de la
création et surtout de la diffusion d'un livre pour enfants illustrant une chanson qui
raconte l'histoire d'ADJUK, une petite grenouille travaillant à l'amitié et à l'esprit de
compréhension entre les animaux.
Le groupe cible est donc des enfants des petites classes des écoles primaires et
maternelles, et à travers eux l'on espère aussi atteinde les parents des élèves et les
faire bénficier de cette initiative d'éducation interculturelle. A part les traductions dans
les diverses langues du projet, le but sera d'une part celui de l'édition du livre et de sa
diffussion en France, en Allemagne et en Espagne auprés des établissements scolaires
et des organisations et organismes divers susceptibles d'être intéressès par ce nouvel
outil de sensibilisation à la compréhension entre les peuples et d'autre part aussi le
développement d'une méthodologie pédagogique pour travailler avec ce conte
d'enfants comme outil interculturel. Cet outil sera surtout une base pour inciter la
créativité des enfants sur le thème de l'interculturel et de sa richese. La diffussion du
livre sera accompagnée d' ateliers de peinture, de musique et de la mise en place d'une
exposition itinérante pour renforcer les relations entre l'Europe et le Maghreb.
L'interculturalité et la meilleure compréhension ainsi que la tolérance sont au centre de
ce projet.

MULTIMEDUC - Multimedia Buses for Education
DESCRIPTION:
Multimeduc est un projet qui est né en 1996 d'une initiative de l'association s'appelant
Coup de Puces pour l'Avenir. Cette association française a mis en place au niveau de
la France des ateliers multimédia dans des bus itinérants, destinés à des enfants
défavorisés et en difficulté scolaire.
Le projet vise à développer cette initiative à l'échelle européenne afin de faciliter et
promouvoir l'utilisation des Nouvelles Technologies dans le cadre scolaire et
préscolaire et particulièrement dans les zones défavorisées et pour des publics en
difficulté.
Les objectifs du projet sont (1) amener les enfants de migrants, de tziganes et enfants
d'origine sociale défavorisée en difficulté scolaire à savoir utiliser les Nouvelles
Technologies dans leur vie quotidienne et scolaire. Des projets pédagogiques
interculturels seront mené autour de cette utilisation, (2) développer de nouveaux outils
pédagogiques et des formations spécifiques destinées à aider les enseignants et les
éducateurs à manipuler et à utiliser les Nouvelles Technologies dans le cadre de leur
enseignement.
Les réalisations du projet prévues pour l'année 98/99 sont les suivantes: a)
l'expérimentation et mise en place des ateliers multimédia fixes et itinérants, b) la
production de guides de bonnes pratiques, c) la mise en place de programmes de
formation, d) l'expérimentation des formations créées, e ) la création d'outils
pédagogiques (vidéo, CD-ROM), f) la mise en place d'un site internet Multimeduc sur
lequel seront mis les résultats des activités de Multiméduc et g) l'édition de rapports de
synthèse reprenant la description, les évaluations de chaque activité et les acquis du
projet.

The overall objective of the Project ''Jeunes Européen, que vois-yu autour de toi? Eveil
à la solidarité locale/Européenne'' (Young europeans, what do you see around you?
Awaraness raising activities for solidarity at local and European level) are to enhance
European active citizenship by turning youngsters at school into active agents to build
a social Europe; it is thus hoped that young people will contribute to fight social
exclusion, will help to combat racism, xenophobia and anti-Semitism and will decide to
take responsibilities within their local and/European environment. The target group of
youngsters are those between the ages of 14 to 19 years of age at school.
Concretely speaking youngsters involved in the project will during the first phase of the
project become 'observers of solidarity' and will find out which solidarity actions exist in
their immediate surroundings; during this phase they will also find out which solidarity
actions are missing in their immediare surroundings especially towards youngsters who
are no longer in school.
During the second phase they will find out together how they themselves can become
''agents of solidarity'' and they will start a concrete activity of solidarity. They will be
helped in this by teachers and animateurs.
The youngsters involved in the projects will exchange information about their activities
by using the internet by creating regional internet sites focusing on solidarity; it is also
hoped at a certain stage to set up joint meetings of all the youngsters involved.

Le projet ''Propositions pour un Dispositif d'Accompagnement à la Scolarisation
d'Enfants et Jeunes voyageurs a pour objectifs:
1) d'aider les familles de voyageurs à mieux appréhender la réalité scolaire, c'est -à
dire:
-mieux comprendre le fonctionnement de l'Institution (communication avec les
enseignants, participation à différentes activités…)
-mieux saisir l'importance des différents apprentissages fondamentaux,
-mieux cerner les conditions nécessaires pour une scolarisation efficace,
qualitativement et quantitativement.
2) Sensibiliser et informer l'ensemble des personnes travaillant auprès des voyageurs.
3) progresser dans ces différentes actions par l'échange avec les partenaires européens
ayant les mêmes préoccupations.
Pour ce faire le projet entend élaborer des dispositifs visant à lutter contre
l'absentéisme scolaire des enfants voyageurs en associant autant que possible les
parents à la scolarisation de leur enfants, en favorisant les conditions d'accueil de ces
enfants au sein des écoles, en soutenant les jeunes voyageurs qui suivent un
enseignement à distance, et en s'assurant de l'appui des autorités locales et des
administrations compétentes dans toute cette démarche.

''Module d'Accompagnement Socio-éducatif Culture et Civilisation Berbères'' est un
projet d'un an qui vise la production et diffusion de trois outils à caractère pédagogique

-participer aux actions de développement éducatif et culturel en Ecoles Primaires et
collèges en accompagnant les manifestations culturelles liées à l'Afrique du Nord par la
fourniture aux enseignants d'outils pédagogiques adaptés.
-Soutenir ainsi le développement d'une éducation interculturelle qui permette le
développement de la tolérance et de la compréhension mutuelle entre des personnes
de différentes origines.
Les résultats prévus sont 1) la conception et réalisation d'un kit d'exposition en 10
panneaux présentant globalement les éléments historiques, géographiques et culturels
des peuples berbères d'Afrique du Nord, 2) la conception et réalisation d'un livret
pédagogique ''Culture et civilisation berbères'' à l'usage des enseignants à l'école, 3)
conception et réalisation d'un livret pédagogique + disque compact sur les musiques
berbères à l'usage des enseignants en écoles primaires et collèges et 4) réalisation d'un
guide pour la mise en oeuvre du Module d'Accompagnement socio-éducatif par les
associations partenaires au projet.
Les outils développés seront mis à la disposition du réseau des associations de la
Fédération Européenne des Associations Amazighes.

DESCRIPTION:
''Preparing schools for a multicultural learning society'' project sets to enable schools
deal with issues of diversity in the learning process, which includes the provision of
equity: equal opportunities, equal access to learning and learning materials including
information and communication technology, and to educational outcomes. The
objectives are:
- to encourage teachers, head teachers and other educational staff to reflect upon
learning diversity and equity;
- to provide school staffs with instruments to undertake this reflection and development
of policies;
- to provide guidelines and instuments for school development which include the
relationships with students, parents and the community
The activities will take place at two levels: national or local and European level. At the
national or local level, participants will be called to reflect upon principals and basic
philosophies underlying their own project; application of the relevant instruments to
promote reflection by the participating schools; inclusion of elements of various
European projects and informing each other via e-mail. At the European level,
processing of a common frame of reference, development of instruments for analysing
school policies, presentation of the national projects and design of a web site are
envisaged.
The target group is formed by teachers, head teachers, educational staff and teacher
trainers.
The outcomes are publications, case studies, curriculum materials, training manuals
and a web site.

Fra emergenza e integrazione europea
DESCRIPTION:
The objective of the project ''Fra emergenza e integrazione Europea'' ( Between an
emerging and an integrating Europe ) is the development and the running of a series of
courses for teachers, mediators, local authorities and other officials involved with
migrants and migrants children focusing on key aspects of migratory phenomena in
Europe.
The project intends to promote knowledge about the phenomenon of immigration so as
to facilitate the bringing about of a culture of the encounter, a culture of living together
in a civil and peaceful way; the project hopes to identify strategies which can enhance
co-existence in multicultural societies. Thus the project hopes to help to combat racism,
xenophobia and antisemitism and hopes to contribute to the integration of the migrants
in our society so as to create a true multicultural and multiethnic society.
The series of courses will address several themes such as a) the world economy: social
changes and migration of peoples, b) Immigration in Europe confrontaion between
Islamic and European juridical systems, c) human rights and migration, d) peoples and
cultures, e) immigration after the Treaty of Maastricht, f) immigration in Italy, g) the
school: which pedagogy in a multiethnic society and h) immigration from the Traety of
Maastricht to the Barcelona conference of 1995.
The series of course will involve between 100 and 200 participants from the region of
the Veneto. The European partners will be involved in the preparation and in running
the course itself.
Dissemination will be done through publication of the lessons, videos and thematic
dossiers to be given to interested teachers as resources.

TIME for Teachers - Tools In Multiethnic Europe for Teachers
DESCRIPTION:
The TIME for Teachers project which stand for TOOLS IN MULTI-ETHNIC EUROPE
FOR TEACHERS is a comprehensive project in the field of intercultural education
involving 19 partners of 6 EU countries who represent all layers from education ranging
from universities to initial and in-service teacher training institutions to schools and to
organisations specialized in developing (technological) tools. The overall objectives of
the project are: a) to improve the quality of instruction of migrants' children, b) to spread
the multicultural and intercultural dimension in teaching activities and c) to encourage,
develop and strengthen reciprocal respect and equal dignity through improvement of
knowledge of other cultures (both material culture and cultural value systems).
The concrete objective is to prepare a range of practical teaching materials (e.g.
multimedia packs consisting of video-programmes for class and self-assessment work,
workbooks and worksheets, interactive CD-ROMs), containing awareness-raising
activities and documentary information for use by both teachers and students in
monocultural and multiethnic classes. The project will be spread over three years with a
preparatory year, a year to develop the teaching materials and the third year to
disseminate them and market them.

APRITI SÉSAMO - Biblioteca multiculturale itinérante
DESCRIPTION:
The objective of the project 'APRITI SESAMO: biblioteca multiculturale itinerante'
(SESAME OPEN: an intercultural itinerant library) is the creation of an itinerant
(mobbile) intercultural library which will be seen as an information space and as a
'education' area which will focus on several thmes from other cultures mainly through
literature.
The identification of the library as an itinerant physical entity organised around several
'routes' within the literatures of different cultures which are present in the province of
Bologna. The library will move around different towns in the province of Bologna
developing intercultural approaches to reading, encouraging training periods in
intercultural issues for operators in different environments and targeting children
between 3 and 16 years of age.
The project will focus together with its European partners, in particular on the different
methodologies which contribute to the creation of constructive educational processes in
the field of European cultural heritage.The methodology developed in partnerships with
European colleagues will be tested in the province of Bologna and then presented as a
model for further dissemination in the countries of the partners and beyond.
The expected result of the year of the project is the creation and the development of an
intercultral library with many shelves covered with books of several cultures; the result
of the second year will be the production of a multilingual guide and of a video as a help
to the visit of the multicultural library.
Overall the itinerant libray intends to enhance intercultural awareness on the one hand
and interest in reading literature on the other hand.

The project 'OLTRE LE FRONTIERE: l'orientamento como occasione di educazione
interculturale (Across the frontiers: counselling as an opportunity for intercultural
education ) aims at a comparison of concepts and practice in the provision of school
counselling/guidance, defined as the support given to pupils between the ages of 6 and
18 for making choices about their educational choices and this in three countries (IT FR
ES) in order to establish how the needs of migrant or ethnic minority children are
catered for.
The central hypotheses to the present project is that the counselling of pupils is a
unique opportunity and instrument to develop the integration of ethnic and cultural
minorities and to enhance intercultural education by stressing common personal values
which are related to work and profession.
The project will set up the following activities:
1) the comparison of the counselling/guidance systems which exist in the different
countries involved in the project;
2) the exchange of experiences on how the concept of work is perceived in the different
cultures so as to develop tolerance and mutual understanding;
3) defining the concept of intercultural counselling;
4) the development of didactic material for intercultural counselling which can be tested
in schools.
T he first year will be essentially devoted to preliminary research, meetings and study
visits: at the end of the year the major findings will be compiled in papers and reports.
These results will then be articulated in a multimedia package (a CD ROM) in the
second year and tested in participating schools through the development of a specific
teaching module before moving to a wider dissemination.
The multimedia package should give the necessary support to teachers who want to
enhance intercultural awareness in particular in reference to the professional world.

The project DIES - Progetto Laboratorio di Dattica Interculturale Europea Sperimentale
- (Project for the development of an European experimental laboratory of intercultural
didactics) aims to develop a teacher training module, pedagogical interdisciplinary
materials and tools which can be used in intercultural education.
The project has the intention to respond to the needs which teachers meet in the
society in general and in the classroom in particular which is more and more
multicultural; the project hopes to give to the teachers who work in such multicultural
environments the necessary tools, competencies and skills to enable them to cope with
the presence of children of several cultural backgrounds in their classrooms. The
project especially hopes to contribute to creating openness towards cultural diversity at
school.
Materials will be developed for the training of teachers in the form of a CD ROM and
publications. Pedagogical units will be developed focusing on themes such as ‘birth’,
‘the family’, ‘travelling’, ‘death’ which are themes that can be directly used in an
intercultural context.
The project aims both at the development of teacher training material as well as classroom materials. The project centres around the creation of an intercultural laboratory, a
place where intercultural tools, products and materials can be developed and tested out
before being disseminated and put largely into practice; it is hoped that this laboratory
will enable to expriment concretely with a training model for teachers of the primary
and secondary school which is based on an interactive confrontation of theory and
praxis; it also hoped to develop and experiment interdisciplinary didactic routes to work
with the children on the intercultural themes mentioned above. Finally it is also hoped
that the materials developed will be of a technologically advanced level and that they
can be applied through ODL.

DESCRIPTION:
The project ''Educazione interculturale ed allo sviluppo sostenibile' (Intercultural
education and sustainable development) intends to build on the experiences already
developed in the region of Pesaro in this field and which have been implemented for
the last four years and involve15 primary and secondary schools of the town.
The transnational project aims at consolidating a teaching module for intercultural
education and sustainable development starting from the concrete reality of the
difficulties children of migrant workers have in schools to look for a cultural identity.
The teaching module will pay particular attention to innovative and active pedagogies
and methdologies to be used with those pupils base on group/team work.
Each partner will work actively with a number of schools and will contribute to the
elaboration and the testing of materials and pedagogical approaches. At the same time
support will be given to the pupils with migrant backgrounds.
The basic concepts which are at the basis of the project are the following: 1) the
concept of 'global awareness', cultural diversity within a global perspective of
interdependency,
2) the concept of sustainable development focsuing on eco-development, 3) the
concept of the environment in a variety of meanings: the environment as an object, the
environment as a set of problems linked to society (water,waste, quality of air, noise
etc.) the environment as a symbol of the quality of life and the environment as a
political ideology.
The final product will be a publication of the experiences and of the modules with the
description of the innovative pedagogical approaches, the creation of a network of
schools and the expansion of the project to more schools and more institutions all over
Europe.

DESCRIPTION:
The project ME TOO - ANCH'IO: Ma multimedialita nelle classi multietniche' or '
Multimedia in
multi-ethnic classrooms' has been submitted by the COSPE
(Cooperation Development of Emerging Countries, and is a partnership covering 7
countries and involving 19 organisations. It builds on the experience of another
Comenius project funded within the Socrates programme (n° 26312).
The objective of the project is to promote the learning of the languages of the guest
countries and of the various mother tongues, as second language. It is directed to the
children of migrant workers, in schools of all types and levels.
The project equally wishes to reach the pupils of schools with a low density of foreign
nationals, and intends to do so by means of electronic support systems.
The languages 1 and 2 will equally be used for the teaching of curricular materials with
bilingual pedagogical and didactic material. Through the studying of the languages of
the countries of origin, by the use of innovative methodologies, both the classes in their
totality and the autochtonous pupils (not the children of migrants) will be stimulated into
an intercultural education. The progress of the pupils will be verified by specially
developed exercises, and then distributed and corrected via Internet. They will be
tested in intercultural linguistic laboratories.
The very strong transnational and interregional partnership will be the guarantee to the
transferability of the foreseen pedagogical and didactic material and of its distribution at
national, regional and European level.

Odysseus 2000 : Indentità personale e convivenza sociale
DESCRIPTION:
The project 'Odysseus 2000: Identita Personale e Convivenza sociale' or 'Odysseus
2000: personal identity anf social conviviality' addresses the area of intercultural
education. It aims at fostering transnational cooperation between educational
institutions in the field of intercultural education through a number of different action
projects. They will develop two training courses for teachers and other educational
practitioners on innovative methodologies (project-based pedagogy, facilitator/mediator
role, action-research). They will conduct comparative analyses on the local contexts
and on the different practices and regulations in the educational systems. They will
organise extra-school activities involving families and associations of migrants. Finally
they will develop and test educational activities focused on non-verbal communication,
aimed at reinforcing the personal identity of pupils in the framework of acceptance of
the shared rules of social cohabitation. In addition, and especially for pupils from gypsy
and traveller's families, they will develop alternative educational integrated approaches,
to include alternance of school-based and work-based learning.
The project will produce both methodological and educational materials. It will employ
both 'traditional' and ODL approaches, and will develop telematic links between all the
schools and other organisations involved in the project.

Apprendere ed insegnare nella diversità
DESCRIPTION:
The project 'Apprendere e Insegnare nella Diversita' or ' Learn and teach diversity'
focuses on (ethnic) minorities, both those created through recent migration and those
from native groups. It aims at analysing and comparing current educational practices
concerning such minority groups in the countries involved in the project (I, B, E, UK),
with a view to influencing the training of teachers on these aspects. Such analysis is to
lead to the development of a teacher's handbook and educational materials (a.o.
videos), and to the dissemination of best practice between the countries involved. Great
importance is attributed to the networking of innovative experiences.
The project addresses especially teachers and heads working from pre-school to lower
secondary education but other actors of the local community are also focused upon.
It is hoped a) to build through the comparison of the experiences at national and
European level a common educational denominator, b) to create a training path for
teachers, head of schools, persons in charge of special services, c) to confront with the
European partners experiences in this field of education and d) to exchange in an
interactive way innovating practice which is being implemented.
The ultimate outcome is hoped to be a network of specialists, of the pedagogical tools
and of the pedagogical experiences set up in the field of education of children of ethnic
minorities resulting from recent (new) immigration.

The project 'EDUCAZIONE INTERCULTURALE - INTERVENTI FORMATIVI PER LA
PROMOZIONE DI UNA CULTURA ANTIRAZZISTA or 'Intercultural Education Educational interventions for the promotion of an antiracist culture' aims at developing a
culture and behaviours inspired by the respect of cultural differences and the equality of
rights. Specifically, the project sets out to create a transnational educational network
involving educational agencies and actors in both formal and informal educational
systems. The project addresses a variety of target groups: firstly, educational
practitioners (teachers, trainers and other educational staff); then pupils/learners and
their families.
The project will develop over a three year period. In the first year, after an initial
evaluation of current practice in terms of curriculum, methodologies and tools covering
both formal and informal education, activities focus on the continuing training of
educational practitioners (development and delivery of training modules), and on the
transfer in classrooms of the principles/methodologies acquired. In the first year a web
site, mailing lists and news groups will be activated to facilitate communication and
exchange between the different actors involved).
Year two is centred around the development and testing of curricula and educational
materials in classrooms, and to the evaluation the experimentation. Year three is
dedicated to the training of other professional profiles working in the educational field.
The expected outcomes of the project are INSET modules, curricula and educational
materials for the classroom, a project web site.

Eurosdice - European Strategies of Dissemination of Inter Cultural Experiences
DESCRIPTION:
Le projet a pour objectifs (1) la dissémination et diffusion dans les systèmes nationaux
des expériences et des résultats des projets d'éducation interculturelle à travers la
confrontation et la comparaison entre les pays membres, (2) la définition de priorités
nationales et européennes pour la proposition de projets pilotes Européens, (3) la
production et la validation de matériaux utilisables dans tous les pays concernés.
Le projet prévoit 4 séminaires/workshops auxquels participeront tous les partenaires en
vue de la production soit de matériel de soutien pour les projets européens dans le
domaine de l'éducation multiculturelle soit des propositions de stratégies de
dissémination et de diffusion à l'intérieur de chaque pays membre.
Les résultats seront diffusés à tous les pays membres à travers les Agences Nationales
Comenius et par la production d'un CD-ROM.
Ce projet est motivé par les résultats du Séminaire thématique européen ''Strategie
nazonali e transnazionali di diffusione delle esperienze''. qui fut organisé par me
Ministère ialien en coopération avec la Commission, DG 22.
L'ojectif primordial de ce projet est donc de promouvoir la diffusion de résultats , de
produits et de méthodologies innovantes dans le cadre de l'Action 2 et de prévoir la
mise en oeuvre de projets pilotes futurs répondant à des beosins actuels dans le
domaine de l'interculturel.

Educazione all'ascolto nella pedagogia Interculturale
DESCRIPTION:
Le projet se présente comme une Recherche-Action sur l'enseignement interculturel. Il
se propose d'agir sur trois cibles:
- les enseignants au travers de visite d'étude à caractère formatif, devant permettre aux
enseignants de se former à l'enseignement interculturel, d'être confrontés aux réalités
des autres pays partenaires, de développer des capacités d'observation et d'écoute
dans un contexte interculturel
- les élèves, en promouvant une réelle intégration de la diversité à l'intérieur de l'école,
en développant la capacité créatrice verbale et non verbale en dépassant les
stéréotypes et les préjugés, en développant les capacités d'observation et d'écoute ceci
par la mise en place de laboratoire ludiques et narratifs
- les institutions, en favorisant la constitution et le développement d'un réseau de
services dédiés à la prévention des situations à risques, mais également en
développant un mode d'intervention dédié à la valorisation de la diversité et le
développement de l'utilisation des nouvelles technologies.
Au terme des 3 ans, l'objectif est de réaliser une publication reprenant tous les parcours
formatifs dédiés aux enseignants durant les 3 années de l'expérience, de réaliser un
CD-ROM et une vidéo reprenant les expériences réalisées avec les élèves dans le
cadre des laboratoires ludiques et narratifs, enfin la mise en place d'une exposition
itinérante intitulée ''Le labyrinthe de la collaboration''.

TITLE:
Bevordering instroom etnische minderheden in opleidingen tot leraar

DESCRIPTION:
The present project ''Bevordering instroom etnische minderheden in opleidingen tot
leraar basisonderwijs'' (Facilitating access to teacher education for the primary school
for students from ethnic minorities) intends to increase the number of young people
from families of migrants and ethnic minorities who chose to become teachers; hence
the project wants to adress this issue by setting up steps and activities to attract
youngsters from those families into initial teacher education.
The fact that more teachers would come from an ethnic minority or migrant background
would enhance access of children of such families to the secondary school and would
thus contribute to combat school failure.
The advantage of having such teachers is double: 1) they speak the language of the
ethnic minority group and 2) they understand much better the cultural background of
those groups. Hence particular attention will also be given to those elements in the
project.
The project will be composed of the following activities: a) a comparative research of
strategies which exist in the different European countries to attract more youngsters
from migrant or ethnic minoritiy families into teacher education, b) the development and
implementation of projects which can bring about new and enhanced strategies in this
field and c) the introduction of those new startegies in teacher education in some
European countries and the evaluation of this introduction.
This project will particularly focus on ethnic minorities in multicultural cities.

TCM - The Class Moves ! International Project
DESCRIPTION:
The objective of the TCM (The Class Moves) project is to develop and export a
teaching method based on movement, relaxation, self-confidence and communication
to enhance the motivation of children for learning and to combat school failure. The
method is based on the use of calendars and a handbook, each age-group having a
calendar on the wall while the teacher uses the handbook to integrate movement
policies in education. This 3 year project is aimed mainly at primary schools, particularly
for the integration of minority groups such as travellers and ethnic minorities. It does a
pre-pilot in each country (but only UK in the first year) and then sets up networks around
the schools to exchange information and to improve the method.
The project also hopes to create networks of experts, teachers, and parents involved in
this project so as to disseminate the outcomes of the project at European level.
Concrete products of the project will be a set of calendars to be used with the pupils
and a handbook for the teachers in different languages .

DESCRIPTION:
The objective of the project 'De religieuze dimensie van intercultureel onderwijs' or 'The
religious dimension of intercultural education' is to stimulate dialogue between and the
tolerance towards the religious traditions of ethnic or religious minorities in the primary
schools involved in the Netherlands, Italy, Norway, Germany and in Europe in general.
The first year of the project will be the setting up of a comparative study in relation with
the status of the religious traditions and religious backgrounds of the ethnical and
religious minorities in the primary schools in the participating countries. The results of
this comparative study will be published in several specialised journals and newspaper.
The second part of the project consists of making an inventory and of testing, assessing
and describing the didactic methods which are used when teaching religion in
intercultural education and this within the context of the participating countries. The
activities of the second phase will result in a brochure with didactic guidelines
concerning the religious dimension of intercultural education; the same brochure will
aslo give examples of good practice in which these creative and innovative didactic
approaches have been applied in intercultural eduction. The final overall objective thus
being a renewal of the didactical approaches in intercultural education.

Helpdesk voor Coaching van Leerkrachten
DESCRIPTION:
The overall objective of the project 'Helpdesk voor coaching van leerkrachten' or
'Helpdesk for the coaching of teachers' is to enhance the quality of the education of the
chidren provided to children of occupational travellers by enhancing the quality of the
teaching done by the teachers. The improvement of the quality of the teaching will be
achieved by setting up consultation by fellow-teachers within the schools and within a
network of schools. The consultation between fellow-teachers of the network of schools
across Europe will happen by using e-mail; it will be supported by teacher training
institutions which will monitor and support the whole development of this coaching
strategy. The participating institutions will offer an open and distance course to the
participating schools which will train the teachers involved in the project at a distance.
In the second year of the project the participating schools will start with the consultation
by fellow-teachers after they have obtained at the end of their first year their 'digital
driving licence' from one of the expert teacher training centres; the digital driving
licence is the certificate that they have successfully achieved the ODL course on
consultation by fellow-teachers. The whole consultation exercise will be supervised by
the teacher education institutions. In the course of the second year the network of
schools of itinerant pupils will be opened to regular schools so as to enhance cooperation between the two kinds of schools and so as to enhance the dissemination of
this pedagogical approach.

PIECES : Promoting Intercultural Education & Citizenship in European Society
DESCRIPTION:
The main objective of the PIECES project is to combat school failure by improving
educational provisions and promoting intercultural education.
In the PIECES project the partnership consists of 5 organisations from NL, GB and DK,
that all deal with different aspects of teacher training and 1 school project for students in
the 10th grade.
The partners intend to develop a model for effective teacher training in the field of
intercultural education for initial and in-service teacher training. They also want to
establish a new European intercultural network operating through an interactive
website,which will be open to many groups. In addition the project group will audit
existing training programmes and produce a CD-rom presenting the relevant
intercultural teaching material developed by the partners.
Target groups of the project are teacher trainers, students, schools, teachers, pupils,
parents and members of different cultural communities.
The agendas, papers and and results of the project will be published on the website of
the project and on the website TNTEE, which is serving about 300 institutions and
universities.

'Anne Frank - a History for today in Lithuania and Latvia'
DESCRIPTION:
The ''Anne Frank - a history for today in Lithuania and Latvia'' project aims to enhance
the respect for cultural diversity among Lithuanian and Latvian pupils, aged 12-16, as
well as among their teachers, assissted by NL, UK and AT educational NGO's.
The main educational tools of the project are the travelling exhibition, related
educational materials (for teachers and pupils, both written and audiovisual) and
supporting activities and events. These include the training of young guides and actors
who shall perform the play ''Dreams of Anne Frank''.
From September 1999 until September 2000 the project will consist of presentations in
eight Lithuanian and Latvian cities. Subsequently, all educational resources will become
available in order to continue the project for two or three more years.
The project will have several end-products: teachers manual, video, notes for guides.
The project is based on earlier experiences in other EU- and PECO countries which
were co-funded in the framework of either the Socrates or the Phare Programmes.

Face to Face - a Network on Intercultural Media Education
DESCRIPTION:
The objective of the project ''Face to face, a network on multicultural media education''
is to create a network involved in the evaluation and dissemination of examples of good
practice in the field of intercultural media education activities. The creation of the
network will be facilitated by creating conditions to enhance co-operation between
media education institutes across Europe and by promoting transnational co-operation
between multicultural urban schools in Europe.
The objective is also to enlarge the network and to intensify co-operation by developing
jointly innovative methods and projects and by linking up more national activities and
projects through joint work leading to an annual Eur. event. The target groups are pupils
and teachers from secondary urban multicultural schools in Europe.
The planned outcomes are the following: a) the creation of an Eur. evaluation and
dissemination network of intercultural media education institutions involving institutions
of all Member states; b) the organisation of two Eur. meetings to exchange experience
and information; c) the development of new transnational projects and methods; d) the
development of an annual Eur. event to show what schools have achieved in media
education project; e) the creation of an Eur. website for pupils and teachers with a
database enabling schools to find partner schools, with information on jobs in the field
of media and on media developments, a chatline, video-conferencing, links with the
On-Line/More Colour network in the Media and URBAN projects, an overview of the
face to face partners and a database with the description of the multimedia projects in
Europe.
It is hoped to bring about closer co-operation between intercultural media education
institutes, to practical information for teachers through the databases, to more clustering
and and new project, to the introduction of more differentiated approaches based on
NICT uses and to a continuity in the activities of the network.

Intercultural CD-Rom 'How to understand the Media ?'
DESCRIPTION:
The overall objective of the project ''Intercultural CD-ROM: How to understand the
media?'' has as a general objective to integrate knowledge about the media and
intercultural communication into formal secondary education through the official
curriculum.
The specific objective of this project is the development of a series of CD-ROMs as
elements of an intercultural media-education method for the lower secondary schools
with pupils of 13 to 14 years of age in urban areas. The CD-ROMs should clarify for the
pupils the functioning of the media and should enable them to acquire competencies
and skills to enhance a more critical use of the media.
The full media education methods consists of several parts which can be used
separately each from one another. The full method is composed of: a) 6 television
programmes of 10 to 15 minutes with pedagogical tools for pupils and teachers created
by educational television makers, b) a training pack with video and guidelines for
teachers, c) a series of CD-ROMs for individuals interactive use by the pupils at school
or at home and linked also to a web-site, d) a website with more detailed information
enabling discussions between pupils from different schools and between teachers and
e) a pack with 'learning by doing' projects which can be used by schools during project
weeks and which are complements to the more theoretical component of the method.
The present project focuses solely on the development of the interactive CD-ROMs
which will contain video and audio excerpts from well-known radio and television
programmes and which will enable pupils to make interactive choices linked to news
programmes or other programmes such as soaps.
The final product of the project will be a pilot version of the intercultural interactive CDROM to enhance the critical use of the media. The final production of the CD-ROM will
take place through the educational broadcasting organisations of the countries
concerned.

The ''The development of a Computer Adaptive Test (CAT) for Turkish in a European
context 'Cat for Turkish' in secondary education for reading and listening proficiency''
project aims to develop a system for testing the reading and listening proficiency of
pupils for Turkish by means of so called 'computer band testing'. In order to do so a
bank of texts and questions (items) will be developed from which the computer
automatcially selects the items suitable for a certain candidate. The target group are the
12-16 years old pupils in secondary education who take Turkish lessons.
Activities: 1. year - preparation of items for reading proficiency, 2. year - preparation of
more items for reading proficiency and start preparation of items for listening
proficiency, 3. year - preparation of more items for reading and listening proficiency,
finally covering all six levels of the model of the Council of Europe. Construction of
items, field research and pretest, determination test, scaling, classification, calibration.

DESCRIPTION:
The objective of the project ''Ouderlijke ondersteuning essentieel voor de educatie van
Zigeuners, Woonwagenbewoners en Roma'' (Parental support is essential for the
education of Gypsies, travellers and Roma'', is to enhance education and training of
children of those groups especially in Hungary by improving relations between schools,
parents and families.
The activities within the project will be the following: a) the comparative analysis of the
images and expectations which gypsy, traveller and Roma parents have concerning
formal education and training compared to the objectives and expectations which exist
in education itself; b) the creation and the development of an international network to
enhance ''parental support''
in the broadest possible sense closely related to
organisations active in the fields; c) make an inventory of the experience and expertise
gained in this field and during the project.
Through the comparative analysis mentioned above it is hoped to come to
recommendations concerning formal education provisions which are adapted to the
specific needs and possibilities of the Gypsy and Roma population. These will
hopefully bring about action to enhance success at school so as to avoid the further
marginalisation of the groups concerned.

TITLE:
CABLE - Computer Aided Bilingual Learning in multinational schools in Europe
DESCRIPTION:
The project CABLE - Computer aided bilingual learning in multinational school in
Europe - aims at developing pedagogical materials and tools for computer-aider
bilingual education in schools with large groups of children of migrant workers.
The staring points of this transnational co-operation project will be the following three
elements:
1) the comparaison of the separate pedagogical concepts which are related to the
education of children of linguistic minorities and which are used by the different
European partners to the project;
2) the improvement of the status of the linguistic competencies of children in selected
schools which have a representatively high multicultural population (such schools are
the specifif group to be selected for this project);
3) the definition of fields of learning problems in the field of language learning by using
linguistic comparative methods.
The projects intends to develop jointly those computer-aided materials and tools
focusing in particular on bilingual learning in schools with important minority groups.
Once the materials are developed they will be introduced and tested in the selected
schools. A thorough evaluation is scheduled before disseminating the tools and
products broader.
Concretely speaking resultsare expected as to the development of pedagogical
methods which will particularly focus on active involvement and participation of
children.
The application of those methods should result in avoiding schoolfailure and in
improving the results of those children at school.
Hence it can be said that the project focuses on different aspects of intercultural
education and will also contribute to avoid social exclusion of those children.
The results will be largely disseminated in publications and in symposiums and
seminars. Those results could also be introduced into initial and in-service education of
teachers in several European countries.

Das Projekt '' Interkulturelle Pädagogik in Praxis und Theorie'' (Intercultural education in
practice and theory) geht von der Tatsache aus, dass heute viele Bildungseinrichtungen
nicht auf die Migration als gesellschaftliches Phänomen vorbereitet sind und dass daher
ein Bedarf an interkuturellen Konzepten und Modulen für die Aus- und Weiterbildung in
der Pädagogik besteht. Es verfolgt also das Ziel, die interkulturelle Dimension in dem
Elementarbereich der Schulbildung zu verstärken und dort zu integrieren. Die
praktischen Erfahrungen der Partnerorganisationen sollen miteinander vernetzt werden.
Es sollen europäische migrationsbezogene pädagogische Konzepte entwickelt werden.
Die Module einer interkulturellen Pädagogik dienen der Aus- und Weiterbildung der
Kindergärtnerinnen. Neue Technologien werden zur Kommunikation der Partner
während der Projektarbeit und der Verbreitung der Projektergebnisse verwendet.

DESCRIPTION:
Bei dem Projekt ''Bilingualer Untericht im Vorschulalter - zu einer psycholinguistisch
fundierten didaktischen Praxis'' (Bilingual education in pre-primary school: towards a
psycho-linguistically based didactic practice) handelt es sich um die Föderung von
Minderheitensprachen und gleichzeitiger Förderung dere Landessprachen deutsch und
französisch . Es basiert auf der Kooperation von Schulen bzw. Kindergärten und
Universitäten. Es wendet sich an Erzieherinnen, die sowohl die jeweilige Landessprache
deutsch oder französisch vertreten als auch in ihrer Berufspraxis mit den
''Minderheitensprachen'' (Letzelburgisch, Türkisch Serbokroatisch) konfrontiert
sind.Daneben sind von Anfang an die Eltern von Kindern, die einen bi- bzw.
multilingualem Umfeld aufwachsen, mit in das Projekt einbezogen.
Es geht also um die Verknüpfung von Spracherwerbspraxis und Spracherwerbstheorie.
Ausgehend von der Tatsache, dass die gezielte Föderung der Muttersprache den
Erwerb einer Zweit- oder Drittsprache erleichtert, beabsichtigt das Projekt gleichzeitig,
auf der bereits vorhandenen Grundlage der Vertrautheit der Kinder mit mehreren
Sprachen und Kulturen diesen multikulturellen Aspekt in der Erziehung zu vertiefen.
Ziele sind neben dem Erfahrungsaustausch aller beteiligten Gruppen Fortbildungskurse
zu psycholinguistischen und didaktischen Themen für die Erzieher und Sprachkurse für
Kinder im Alter von '' bis 7 Jahre durchzuführen. Die Hochschulen erstellen hierzu eine
Dokumentation der Lehrpläne. Diese sollen in einer systematischen und leicht
zugänglichen Form Eltern und Institutionen zur Verfügung gestellt werden mit der
Absicht, diese zu mehrsprachigkeitsfördernden Massnahmen zu ermutigen.

This three-year project ''MINORITY - Minorities contra Nationalism: Offer of Human
Relation, Interculturality and Teamspirit for our Youth'' intends to develop modules or
course for teacher training and teaching material for the teaching of geography and
economics at the secondary level. The overall objective of the project is to promote
intercultural education, tolerance, co-operation and European citizenship and to combat
ethnocentrism and stereotypes by enhancing the role of minorities in education.
The main focus of the project is clearly in the development of teaching material.
Activities of the project include a review on the development, volume and structure of
minorities in each country, analysis of minority - majority relationships and the level of
integration, analysis of teaching material already in existence with the focus on
minorities and intercultural aspects and a description of the role of minorities in the
education system.
The partnership includes AT, FI, IS and NL with four universities and several schools
from each country.
The activities would take mainly place at school level in close co-operation with national
inspectors of education for respective subject or region, local administration and cultural
associations and centres of respective minorities.
The outcomes of the project would result in a publication or a folder with an annex
containing background information and instructions on methodology and didactics.
Target group is pupils, teacher trainees and teachers of the secondary level.

The purpose of this Austrian co-ordinated project ''SSA: Schulsozialarbetan
Pflichschulstandorten mit hohem Ausländerkinderanteil in Ballungszentren'' (Social
work at state schools in densily populated areas which have a high rate of migrant
population) is to improve the results of education of migrant pupils by developing new
constructive working methods or a model and curricula for intercultural education
through integrating the efforts and methods of education, social work and social
pedagogics.
The target group of the project is children specially girls and mothers of migrant
families. The partnership includes representatives of institutions of social work,
secondary schools, associations and local administration from AT, DE and DK trying to
develop teaching methods and common strategy and tools to combat racism, hostility,
intolerance and violence hence promoting the integration of migrant families. Particular
content areas are pedagogical methods, extra-curricula and other activities outside
school hours, transition from school to work, career counselling, social work to support
pupils and families in their private lives and the promotion of contacts and development
of co-operational working methods between pupils, teachers, parents. Close networking
and teamwork of schools with outside institutions and organisations is aimed.
The project intends to produce a publication, CD and homepage to disseminate the
results.

The project 'Um novo olhar sobre Africa' or 'A new vision on Africa' intends to promote
the Intercultural Education in general not only at european but at global level. Four
countries are involved: Portugal, Spain, Italy and Great Britain. The project is planned
for three years and the main activities are:1) the development of the School's Cultural
Week so called ''Un nouvo Olhar Sobre Africa'', (A new view of Africa), including the
preparatory phase, the teachers training and the evaluation of the outcomes; 2) the
elaboration of pedagogical materials to support teachers, pupils and specific
development of tools to support access to the global information (Internet) and 3) the
dissemination and exchange of experiences at national and transnational level:
contrasting of methodologies and pedagogical issues.
These various areas of activity are involved in a common thematic area wich deals with
the integration of minorities in the world in general, and in the school environment in
particular. A specific aspect of this integration fosuses on the culture of Africa which is
also present in our European society.
The target groups of the project are: pupils in primary and secondary education;
teachers, teacher trainers and advisors, and parents.
The expected outcomes on a long term basis are: a mutual understanding of the values
of other cultures, the improvement of relations between teacher and pupils, between
pupils and pupils and between the school and the (local) community.
Theory and pedagogical materials in Intercultural education with a multidisciplinary
focus will be also a result or product of the project. Overall the project should contribute
to better intercultural understanding and co-operation at European and global level
through school education.

Au terme de ce projet, d'une durée d'un an, un livre sera publié dans la collection

DESCRIPTION:
The project ''Kulturarv som verktyg mot rasism'' (Cultural heritage as a means to
combat racism) aims to develop a network between pupils and teachers in Europe and
also institutions and organisations in society focusing on the use of cultural heritage to
fight racism and xenophobia.
The idea is to take as a starting point the fact that Stockholm is the cultural capital of
Europe in 1998 and that Glasgow is the UK city of Architecture and Design in 1999;
during those two events special attention will be paid on using cultural heritage as a
weapon to combat racism and xenophobia and this through activities involving pupils
and teachers.
The projects starts from the fact that the high rate of building apartments in the
seventies has lead to suburbs with a bad reputation as far as the living environment is
concerned. The idea is to interview the generation of children that grew up under those
conditions and to start a discussion with them focusing gradually on the fight against
racism.
Thus the project will develop the necessary pedagogical and didactical materials which
will enable to bring about and exploit these discussions; methodologies will be
expanded upon to enhance positive discussions leading towards possibly concrete
action by youngsters in the field of cultural heritage as a means to fight racism and
xenophobia.
The project will focus both on pupils and teachers in an active way.
One of the concrete things will be the setting up of a marionette theatre play being
developed by the children in co-operation with a professional puppet theatre artist.
Concrete outcomes made by children will thus be : a) a theatre play, b) Home pages on
the internet, c ) aCD-ROM and d) a school paper; all those products will be made
available in several European countries.

The project 'FRAMTIDENS KURDISKA (KURDIYA PASHEROJE)' or 'Kurdish of the
Future' wants to produce a learning and teaching material for Kurdish children and this
at 3 levels of education based on the assumption that the knowledge of the language
(and the culture) of the country of origin is of the umost importance to enhance
education overall even when they stay abroad.
Kurdish institutions and universities with expertise in Kurdish in several European
countries (SE, BE, FR, DE and GB) will take part actively in the project and will be
involved in the joint development of the pedagogical material for the learning and
teaching of the Kurdish language. The pedagogical and didactic materials will be
published on CD-rom and on internet, so that Kurds all over Europe and even across
the world will have access to use them. The instruction manual will be translated into
several languages (EN, FR, DE, SE) and Turkish. The materials can be used for
classroom learnring but they will definitely be developed in such a way that they can be
used for autonomous learning. It is thought that by instructions in their second language
or a foreign language Kurdish immigrants can improve their proficiency in the mother
tongue and can enhance overall their education and their future professional career
prospects and their integration into Western societies.

This Swedish coordinated project 'Utvärdering: Pedagogisk utvecklingsinstrument i
undervisning av elever med annat modersmaal än värdslandets spraak' or 'Evaluation:
Pedagogical development tool for teaching of pupils with another langauge than the one
of the host country' intends to set up clear goals for the teaching of the migrant pupils in
the 3 schools involved and to develop evaluation tools to be able to follow and to
controle the achievement of the pupils when they have been taught through another
language thazn the languge of the host country.
The project also intends to examine closely the relationship between the proficiency in
the mother tongue and the host language and the intercations between those two
languages.
The project is based on co-operation between a university, a teacher training institute
and 3 schools with a high rate of migrant pupils. Training of the teachers is an important
part of the work during the first year. The coordinator has the task to analyse, compare
and evaluate the evaluations made by the teachers and to build for those teachers a
useful training to facilitate their work in the classroom. The project hopes to give an
overview of interesting pedagogical approaches in teaching in another language than
the one of the host country and the impact it has on teaching and learning.

DESCRIPTION:
ISEM - Integration and Sociolisation of Ethnic Minorities is a three years project in
intercultural education which aims at developing strategies to improve the quality of
education available to socio-cultural minority groups and developing measures in the
field of socio-educational and socio-occupational integration.
The socio-educational approach in the project aims at investigating and enhancing
motivation measures towards active citizenship through the concept of intercultural
counselling which aims at providing new citizens with the tools required for social
competence and multi-ethnic knowledge. External participation on a networking basis
with social partners, parents organisations and mediators will be used as a means of
intensifying adult participation and finding social cohesion and cost efficiency with social
policies.
The socio-occupational approach in the project aims at establishing networks of
companies and educational institutions for the creation of apprenticeship training places
as means of recognition of ''Learning by doing'' for those who are not able to cope with
the requirements of formal education.
The target groups in the project are all the minority groups as well as the majority
societies.
The project duration is 3 years during which the patners will exchange experiences,
write reports, suggest new initiatives and co-operate with each other for the
implementation of holistic, coherent and cost efficient measures in the field of
integration.
The final product expected is a booklet of guidelines of good practice and the outcomes
will hopefully respect social cohesion at local, regional and national levels; promote a
more tolerant attitutde towards multi-culturalism and enhance the prospects of
participation instead of exclusion.

''Coloured Umbrella. To link cultural diversities together through creative methods'' is a
three years project which intends to develop tolerance and mutual understanding
among children from different linguistic and socio-cultural background and origins
through psycho-pedagogical programmes that promote intercultural integration and
work against racism and xenophobia in schools.
The activities of the project will be centred on: 1) work with small groups of children
from different cultures, using themes that relate to emotions using expressive and
creative tools that have a therapeutic function such as painting, drama, music, 2) to
proceed from children's literature and co-operation games to develop an attitude of
intercultural dialogue, understanding of social problems and to explore the related
messages and codes. Dramatization of different stories, different characters using
music and expression of body language to make the children reproduce their feelings
about what the stories mean to them and change competitive games into co-operation
games, producing intertaining situations and well being where relation of equality and
diversity trust are growing.
The target public of the project are the pupils of migrants, refugees, and gypsies of preschool and primary school levels.

Teaching Materials for inmigrant Children with Special Needs
DESCRIPTION:
« Teaching materials for Immigrant Children with Special Needs » (Matériel didactique
pour les enfants immigrés avec des besoins spécifiques) est promu par des institutions
publiques, des centres de formation et des associations qui travaillent en faveur de la
scolarisation des élèves qui ont un handicap et de enfants qui sont issus de
l'immigration.
Le projet entend favoriser l'insertion scolaire des enfants qui ont des besoins
spécifiques, en particulier les élèves issus de l'immigration qui ont un handicap
psychique ou physique, âgés entre 6 et 12 ans. A cette fin, des propositions
pédagogiques seront élaborées pour permettre à ces enfants d'utiliser le matériel utilisé
dans le réseau scolaire pour l'enseignement des mathématiques, des langues, des
sciences sociales et de l'informatique.
La première année sera consacrée à l'échange d'expériences en vue de développer un
cadre de travail commun à tous les participants. A l'issue de la première année, des
rapports de synthèse verront le jour. Au cours de la deuxième année, les partenaires
prépareront un guide pédagogique pour les enseignants, qui présentera un échantillon
de matériel didactique et des propositions d'utilisation pédagogique. Les résultats du
projet seront disséminés à travers Internet.

PDEWP Persona Dolls : education without prejudice
DESCRIPTION:
The pedagogy and methodology of persona dolls will develop intercultural education
with children under eight and challenge the values, stereotypes and prejudices that
underpin racism and other social inequalities. Although widely and successfully used in
the USA and Australia, educators in most countries in Europe do not know about this
approach. It involves developing culturally appropriate stories and follow-up activities
for children from a variety of backgrounds - children from indigenous, refugee, migrant
and traveller/gypsy families as well as children with disabilities. Parents are involved in
selecting and making the dolls and their clothes to ensure that they accurately represent
the children in the centre/school. Each doll is given her/his own persona - her/his name,
personality, family and life history so that the children bond and identify with each one.
Educators use the dolls to tell stories about aspects of diversity, respect for all
languages and to raise issues around teasing and name calling. Participating daycare
centres and schools in the Netherlands and Denmark and students on a
childcare/education course in the UK will try out and evaluate story telling and follw-up
sessions. National workshops and seminars and a European conference will enable
participants to share their expertise, experiences and ideas. In the first year training
guidelines in Danish, Dutch and English will be produced and disseminated.

The aims of this project are i) to develop a multimedia bank of multicultural resources
by working in collaboration with schools and community groups and through contacts in
the minority community's countries of origin; ii) to make the multimedia resources
accessible to teachers on the World Wide Web(WWW) and CD Rom; iii) to develop an
open and distance learning course on the WWW to enable teachers to use the potential
of minority groups religious and cultural festivals and traditions for heightening
children's awareness and understanding of our multi-faith, multicultural society, iv) to
recognise and value the past and present cultural contributions of minority groups,
including travellers; v) to enable schools to use multimedia and information and
communication technology to record aspects of the culture; vii) to develop strategies for
working with minority group children learning the language of the host country which will
promote self esteem and achievement.
The target group is primary school teachers in multicultural communities. Partners will
select schools and involve teachers and children in planning, working with community
groups and using multimedia and ICT to record outcomes. The outcome will be a
multilingual, multimedia resource bank, available on CD on the WWW, and a
multilingual ODL course for teachers.

DESCRIPTION:
The Parental Involvement in the Education of Bilingual Pupils project involving 11
partners from 5 countries has three pedagogical aims: a) - to tackle deprivation and to
improve educational achievement of certain groups of pupils as it deals predominantly
with the needs of black and minority ethnic families in all areas of the partnership,
except Greece;b) to develop a database of monitoring and evaluation practices by
working on target setting and performance indicators and c) the application of
monitoring and evaluating practices to parental involvement in bilingual pupil's learning.
In particular the role of parents and family learning is to be taken into consideration.
Key elements of the project are: improved knowledge of good practice, improved
monitoring and evaluation systems, increased support for mother tongue teaching and
improved communications.
The project will result in a database for monitoring and evaluation systems and in the
creation of performance indicators suitable for use with bilingual pupils. The project will
also result in some educational materials and in some reports highlighting the
acheivements of the project.

Assisting Migrant Parents to become Co-educators of their Children
DESCRIPTION:
The objective of this project is to increase the abilities and confidence of migrant
parents at helping their children improve their performance at school. Its activities will
include the development of home-school liaison structures. Core groups of parents in
each Member State will actively participate in the development of innovating and new
approaches to bring parents in as co-educators. Parents will produce a guide to living in
Norway and in Portugal and help in the development of classroom materials which take
into account their children's needs and highlight their role as co-educators. In Portugal,
parents will be offered literacy classes in return as several of them have literacy
problems. Models of best practice will be provided and disseminated at national and at
European level. As well as community-based activities the project will develop a fulltime training course, based around the experiences of the three countries and
accredited at the University of London; other European centres of learning are intended
to run the course subsequently. The overall objective of the project thus is to enhance
the chances of success at school of chiddren of migrants and to avoid on the one hand
school failiure and drop out and on the other hand to avoid social exclusion.

RACE - Raising Achievement through Co-operation across Europe is a three years
project. Its objectives are as follows:
-to enable across Europe a large and increasing number of schools , teachers, other
professionals and people who can have a positive impact on children's and young
people's learning and achievement levels to access European projects and products
and to use them in their work;
-to establish a broad-based, sustainable, transnational thematic network for raising
achievement, with a strong emphasis on the achievement levels of ethnic minority and
other marginalised and excluded pupils;
-to involve a wide range of networks and partners in past, present and future
transnational European projects and products;
-to develop a sustainable structure for the network which will enable it to work
effectively at both strategic and operational levels;
-to address the key issues of evaluation and dissemination of European projects and
products in relation to identified needs, using innovative processes;
-to ensure that the impact of european projects and products can be clearly identified
and, wherever possible, measured in relation to a previously established baseline;
-to develop a strategy and structure which will be sustainable in the medium and longer
term, drawing on the work of other proposed projects which involve and help to develop
this strategy and structure;
-to develop a framework for the local and wider evaluation of projects to seek to ensure
that they are produced in ways which meet identified needs.
The outcomes and products will include a sustainable, active network, an online
database of evaluated projects and products, specific documentation and guidelines
available on the internet website which will be developed as part of this project. The
target group consists of the schools and teachers who may find the outcomes of
projects of real value to their teaching and raising achievement levels in school.

Only Connect - Using New Translations of Children's Books to Foster InterEuropean Understanding
DESCRIPTION:
The objective of the project ''Only Connect: using new translations of children's books to
foster inter-European understanding'' aims at introducing the children to selected
children's litarature from the other countries, along with specific activities to challenge
stereotypes and to foster understanding, tolerance and respect.
The project aims to bring together two aspects of Socrates: ERASMUS curriculum
development and COMENIUS intercultural education, by enabling institutions of Higher
Education to develop jointly modules in translation focusing on children's literature from
4 selected European countries. These translations will be taken into schools by student
teachers as part of a programme on intercultural education with the purpose of
increasing knowledge and understanding of other European cultures. They will also
facilitate the teaching and learning of foreign languages at all ages by increasing the
availability of bilingual material which specifically addresses intercultural issues.
The ERASMUS module will focus on the culture of other European countries through
the translation of children's literature. The Comenius activities will help pupils to gain a
sympathetic and critical understanding of other European cultures. Students from each
institute of teacher education and teachers in selected schools will be introduced to the
literature as part of a programme of intercultural education. Thus tutors from the four
departments of education will run courses for their students and for practising teachers
on using the books and related activities to challenge stereotypes and increase
intercultural understanding. The students will then work in school alongside the teachers
to introduce the books and the activities to a class of children. Students, teachers and
children will communicate with each other across national borders by fax and e-mail.
The universities will gather evidence of the children's work and bring this back to the
university for evaluation.

RAIMS - Raising Achievement in Multicultural Schools
DESCRIPTION:
The RAIMS project (Raising Achievement in Multicultural Schools) describes and
analyses the work of 15 primary and 5 secondary schools in 10 member states. These
schools already cater for diverse populations and enable their ethnic minority and other
pupils to achieve at high levels. The project develops in year 1 detailed case studies,
including objective evidence of the schools and guidelines for other schools and
educational authorities. In years 2 and 3 these are developed into in-service
programmes at different levels and for differing group for people who are involved in
pupils' learning. The main activities are the supported development of case studies in
each of the schools, the identification and publication in the form of guidelines of the
key features of these schools, comparison of their processes with those identified as
important by other work on school impovement as part of a transnational seminar which
will develop the guidelines, and dissemination through the Internet and publication of
the outcomes, but also involving the dissemination processes put in place by the RACE
Thematic Network.
The project will also identify key indicators against which schools catering for diverse
pupil populations should measure their progress and the levels which can or should be
achieved against these indicators.

Youth Culture and Attitudes to Race, Rights and Responsibilities
DESCRIPTION:
The objectives of the 'Youth Culture and Attitudes to Race, Rigths and Responsibilities'
project are the following: 1) to develop an innovative technique to make transnational
inter-cultural studies in five West-European countries, 2) to adapt the work and develop
and test teaching tools and multimedia educational software for primary schools, 3) to
support the replicability of the work through video of selected social snapshots,
teacher's manual and interactive DVD for pupils.
Pupils in schools in groups of three will make a study of youth culture and attitudes to
race, rights and responsibilities in each other' s community.
Through the Internet they can share and interactively modify questions and survey
format. Later they will exchange and comment on results.
Statistical results and anecdots are combined together to create a theatrical
presentation.
Multicultural theatre practionners, key educational journalist, advisors will help the
pupils.
The concrete end products of the project are the following: a unified set of media
comprising, videos of case studies, an interactive DVD for pupils and a manual for
teachers, a resource bank for Europe-wide study and an anti-racist web-site.

Migrant children learning through internet
The objectives of the project are to promote the expertice of the teachers having
immigrant children in their classes and to encourage the immigrant pupils to use their
own mother tongue.
The aims of the three year project are 1) to create a homepage in different languages
for the education of immigrant children, 2) to make a database for the teachers who
work with these children, 3) to let the pupils work on a certain theme together and have
the result put on the Internet and 4) to encourage pupils with the same mother tongue in
the partner countries and schools to use email for communication with eachother. The
main target groups of the project are immigrant pupils and their teachers. During the
first year of the project there will be a preparation seminar for all the teachers involved
in the project, each immigrant pupil participating in the project will have a personal work
plan, each of the partner institutions develops and produces a home page, and the
pupils start using email for communication. An evaluation meeting will be held at the
end of the first project year. The target groups of the project are immigrant pupils and
their teachers.

IMEE - Intercultural Music Education in Europe
DESCRIPTION:
The partners in the project 'Intercultural Music Education in Europe' are music
institutions and organisations in LI, DE and GB. The project is coordinated by the
'Europäische Musikschulunion - EMU', a non-profit organisation joined by 21 countries
in Europe. The project aims to offer intensive measures of futher education to music
teachers all over Europe at different types and levels of schools in order to enable them
to teach and practise intercultural teaching and making of music.Through the
knowledge gained in courses carried out by the project the participants can act as
multipliers in their own countries. 4 sessions are planned within 2 or 3 years.
In the project the principle of intercultural music learning is based on mutual recognition
and appreciation of diversity. Music teachers are target group for the in-service training
sessions, and migrant children are expected to benefit from the intercultural teaching of
music.
The contents of the inservice training are based on the experiences of a 3 year pilot
project in Neuköln, Berlin and several events, where exchange of views has taken
place.
The courses will include lectures on the cultures of emigration as well as introduction to
different aspects of music in countries of origin. The lecturers on the courses come from
various European countries, Africa, Turkey and Asia.
Concepts for European teaching materials for intercultural music education will also be
developed through these courses.

MANY COLOURS - educational strategies for teaching migrants host languages and
cultural integration
The three year project concerning the education of migrants is a partnership
between educational institutions in Italy, England and Norway. The main objective is to
develop strategies to improve the quality of education available to children and adult
migrants by promoting the teaching of host country languages and hence enhancing
their active participation in the wider cultural, economic and social lives in their host
countries. The project also aims at promoting greater linguistic diversity and
intercultural dimensions in schooling in order to combat racism and xenophobia. The
project will facilitate an exchange of ideas and educational practices as well as the
development of new approaches towards the education of bilingual migrants. The main
target groups are teacher and education managers. The first half year of the project will
be the analysing part while the second half is reserved for work in the classrooms.
The collaboration in the project will result in a survey of existing educational initiatives
in second language acquisition, action research in schools and other educational
institutions to test new ideas and methologies, production and exchange of new
materials and educational resources, local seminars and training events for teachers, a
module on intercultural education and bilingualism for inclusion in teacher training
courses and production of an annual and final reports with rcommendations for policy
makers at local, national and European level.

Stop violence - student mediation in dispute situations
The three year project in intercultural education aims in helping migrant pupils in
secondary schools to integrate into social life in school and in society by teaching them
a mathod of conflict solving. Through the use of Internet conferences students will
exchange information regarding conflict resolutions and successfull solutions. A group
of specially trained students will work volontarily as mediators in dispute situations at
theri respective schools. The pupils knowledge of their subculture is used as a resource
and the project aims at developing this competence to fill the role of mediator between
other students in conflict situations. The overall aim is to incorporate this into an
elective subject as a part of the national curriculum. The goals of the project are as well
to reduce violent incidences at school, establish mediator centres with students as peer
mediators, provide positive role models and give them permanent skills to function both
in school and society. The main target groups are pupils and teachers in the secondary
schools.
The main activities during the first funding year are a joint seminar for the partners,
preparation of the Internet conference for the pupils and the necessary materials and
the introduction of the education of students as peer mediators in all the countries.

''ALLDIFF- All is Different'' project proposes to develop secondary school students'
knowledge of social studies in relation to interculturalism via sharing understanding of
each other.
The project intends to gather interviews with students, photos, stories of student's own
family life and brings them together on the web and on an intercultural book. Each
student will have a web page that is supposed to define him/her as an individual and not
as ''gypsy'', ''Dutch'', etc. The project also plans to develop teaching materials (and
books for students); a social study about intercultural and social knowledge of
Hungarian, English and Dutch students and to publish a methodological handbook
based on interviews and experiences of the participants.
The target group are students in secondary school.
The project is multiannual.

EURROM - Intégration de la culture Rom dans l'éducation scolaire et extrascolaire.
DESCRIPTION:
L’objectif du projet EURROM ‘Intégration de la culture ROM dans l’éducation scolaire et
extra-scolaire’ a comme objectif principal d’intégrer la culture Rom au coeur du
processus d’éducation des enfants de cette communauté afin d’augmenter le taux de la
fréquentation scolaire et le taux de la réussite scolaire tout en privilégiant le
développement des identités dans des perspectives interculturelles respectant à la fois
la culture Rom et celle de la population majoritaire.
Ce projet s’articulera sur trois étapes réparties sur autant d’années:
1. Recherche-action développée au sein des partenaires du réseau et visant
particulièrement l’exploration pragmatique du milieu local et l’organisation du
programme d’éducation autour de ces activités. Cette étape impliquera les moments de
formation et de coordination interculturelle du travail réalisé par les acteurs de cette
recherche-action;
2. A partir du travail réalisé un groupe d’expert constitué à partir des institutions
partenaires du projet mettra au point une méthodologie permettant de développer
efficacement les objectifs du projet et d’un matériel didactique permettant la mise en
oeuvre de cette méthodologie;
3. Elaboration et mise en oeuvre d’un programme de formation initiale et continue des
enseignants au sein d’un réseau international de centres de formation pédagogiques et
de médiateurs scolaires, ainsi que d’un programme de sensibilisation à l’intention des
familles et des communautés par le biais d’un réseau international d’associations
oeuvrant dans les communautés tsiganes.

''Others are also us'' is a project that wants to promote intercultural education at an early
stage of primary schools. The objectives of the project are:
-to publish a program for intercultural education including practical methods of
implementation of the program on ethnic minorities;
-to develop effective methods for its popularisation;
-popularisation of the program solutions to other post-communist countries;
-co-operation of the project partners in the field of science and culture aimed at
publishing a joint study.
Activities to be undertaken:
-designing a 4 day Intercultural session in November 1999 in Krakow; an intensive
course on intercultural education will be delivered to children and adults;
-recording the children's session on video carrier; the material will be used for an
instruction film;
- scientific conference in Berlin which sets to develop a model of intercultural program;
- technological production of didactic aides for Polish schools (a manual, VHS
cassette).
Project outcomes will be the development of a pioneer program for intercultural
education to be offered to the educational centres and units in Poland as well as
countries in Central and Eastern Europe and extension of research carried out by
scientist from Germany and Austria to the post-communist countries.
Target groups are primary school children, teachers and parents.

Le projet a comme objectifs: a) le développement de matériel pédagogique et
ddiactique pouvant être utilisé en classe par des enseignants pour travailler sur le
combat contre le racisme et la xénophobie et b) l'introduction dans des écoles de
méthodes pédagogiques innovantes ayant pour but de promouvoir l'idée de tolérance et
de respect de la diversité cilturelle. Le projet propose le développement d'un module
générique de formation adaptable à differents groupes-cibles et besoins. Cette
technique de formation est organisée autour d'une structure soigneusement étudiée qui
va comprendre notamment, une introduction au concept, des exercices sur le concept
d'identité, des exercices sur les relations interpersonnelles, des questionnaires sur les
connaissances culturelles gu groupe, des projections de video, des exercices de
développement de l'empathie à l'égard d'autrui, des jeux de rôle, des exercices
spécifiques à un groupe déterminé et enfin une évaluation générale.
Le résultat escompté et l'effet multiplicateur souhaité de ce projet consiste en
l'insertion, en collaboration étroite avec les enseignants dans les établissements
scolaires impliqués par ce projet pilote, d'un module d'éducation à la citoyenneté
insistant sur la tolérance et le respect de la diversité. Une attention particulière sera
donnée aux écoles dans les banlieues et dans les quartiers défavorisés où le climat
général s'est dégradé.

ARCOMIN - Articulation, complémentarité, innovation : une dynamique
d'hyperprojet pour la scolarisation des enfants tsiganes.
DESCRIPTION:
Le projet est développé par le Centre de Recherches Tsiganes de l'Université René
Descartes de Paris et s'appuie sur l'expérience acquise par le centre au cours de 17
années de travail.
Ce projet vise à promouvoir dans l'ensemble de l'Europe, une démarche interculturelle
pour laquelle il convient de s'adresser à l'ensemble des publics scolaires afin de
développer la tolérance et la compréhension mutuelle entre les élèves de différentes
communautés linguistiques et culturelles et ainsi de lutter contre le racisme et la
xénophobie. Il convient pour cela de développer auprès des enseignants et des élèves
une large information, de produire un matériel pédagogique de qualité, donnant à
comprendre l'histoire, la langue, la culture à destination non seulement des classes
fréquentées par les élèves tsiganes mais pour toutes les classes.
Les maîtres-mots sont: la qualité à tous les égards, la complémentarité entre des
actions pour éviter leur duplication et leur répétitivité, et leur articulation pour qu'elles
se conjuguent et se renforcent mutuellement; le tout au service de tous les partenaires
concernés au niveau européen.
Le projet est composé de 7 groupes de travail: un groupe de pédagogie composé
d'experts tsiganes, un groupe de travail sur la langue, un sur l'histoire, un autre sur
l'élaboration de fiches de type 'encyclopédie', une collection européenne de matériel à
vocation pédagogique, un bulletin d'information en 4 langues et une banque de
données.
Chacun de ces 7 groupes repose sur un partenariat entre des équipes et des personnes
d'un nombre important d'états, propose des résultats directement utiles pour l'ensemble
de l'Europe, met l'accent sur la visibilité des actions, sur l'aspect innovateur et sur
l'effet multiplicateur.

DESCRIPTION:
The project has been submitted by the European Federation for the Education of
Children of Occupational Travellers (EFECOT), a European umbrella organisation
which represents the interests of several national and regional bodies working in
support of the children of circus and fairground workers, bargees and seasonal workers.
Established in 1988, it has provided since that date a source of information and a
starting point for networking in a field where traditionally there had been little policy
coordination. It has played the role of consultative body for national governments as
well as for the Commission with whom it has cooperated in the carrying out of two major
studies, one on the needs of the children of the bargee and circus community and the
other of the children of fairground families.
The project is the second transnational project submitted by EFECOT under the
Socrates programme. To a certain extent the work carried out in the ten sub-projects in
the first project (n° 33860-95-CE-COM2) which concludes this year 1998 is continued in
the nine sub-projects submitted under this project. The overall aim of both this and the
former project is 'to guarantee the right to proper education and training' of the various
groups listed above and the application describes nine areas where support from
Comenius is requested. They are as follows:
- value of pre-school education/transition to primary school of young travelling children;
- multimedia learning and teaching materials;
- promotion of lifelong learning;
- open and distance learning for travelling communities;
- improving links between schools and families;
- the pedagogical follow-up of travelling children;
- improving the initial and in-service training of teachers in this field;
- development of an evaluation model; - dissemination and information strategies.
