Les pays du G20 se sont engagés à investir deux pour cent du PIB dans des mesures de relance, notamment des investissements dans les infrastructures. Au Canada, cela équivaudrait à un plan de relance de plus de 30 milliards de dollars. Les grands économistes et les dirigeants mondiaux s’accordent pour dire que les infrastructures constituent la pierre angulaire de tout bon plan de relance. Le plan de relance du Canada doit aussi comprendre des investissements additionnels dans les infrastructures. L’an dernier, les investissements dans les infrastructures municipales ont soutenu l’emploi de 190 000 Canadiens et représenté 2,1 pour cent du PIB national. Chaque milliard de dollars additionnel investi dans les infrastructures crée plus de 11 000 emplois. Chaque dollar injecté dans les infrastructures crée plus d’emplois et stimule davantage l’économie que 2 dollars en réductions de taxes et d’impôts. Contrairement à certaines réductions d’impôts, les investissements dans les infrastructures demeurent dans l’économie canadienne et stimulent la demande pour des produits fabriqués au Canada, notamment par les secteurs manufacturier et forestier durement touchés. On peut faire rapidement de nouveaux investissements responsables dans les infrastructures pour en tirer des avantages économiques, environnementaux et sociaux à long terme. De tels investissements peuvent apporter à notre économie le stimulant dont elle a besoin sans entraîner un déficit structurel à long terme. Un programme d’infrastructures à court terme amélioré est nécessaire pour démarrer le plan de relance national dès ce printemps. LES PERTES D’EMPLOI ET LES BESOINS AUGMENTENT Les municipalités sont prêtes à créer de l’emploi Une enquête menée auprès de nos membres au cours des six dernières semaines a permis de dresser une liste de plus de 1 000 projets prêts à être mis en chantier au pays. Et ce n’est que la pointe de l’iceberg. Des municipalités de toutes les régions proposent des projets pour créer de l’emploi. Avec du financement additionnel accordé par le budget 2009, les municipalités pourraient créer plus de 100 000 emplois dès cette année. Le gouvernement doit distribuer rapidement les fonds aux villes et collectivités pour que davantage de tels projets démarrent au printemps. L’échéance approche et le gouvernement fédéral doit commencer à distribuer les fonds dès son budget du 27 janvier. RECOMMANDATIONS DE LA FCM 1. Faire de la création d’emploi l’objectif principal d’un nouveau programme d’infrastructures à court terme misant sur des projets prêts à être mis en chantier et sur les besoins d’entretien et de remise en état; 2. Utiliser le modèle du Fonds de la taxe sur l’essence (FTE) pour distribuer rapidement les fonds aux municipalités tout en assurant l’imputabilité de leur utilisation; 3. Simplifier les formalités pour accélérer les projets majeurs; 4. Prolonger les programmes de financement des immobilisations du transport collectif et du logement abordable qui viendront bientôt à échéance; 5. Préserver et accélérer le financement destiné aux petites collectivités urbaines, rurales et nordiques. Selon Statistique Canada, plus de 44 000 travailleurs de la construction ont perdu leur emploi en décembre 2008. Pour 2009, la forte baisse des commandes dans le secteur de la construction et de l’ingénierie laisse prévoir des pertes d’emploi encore plus nombreuses. Ces pertes d’emploi réelles et anticipées ont un impact humain sur les ménages touchés et un impact économique sur le gouvernement fédéral, qui verra augmenter les prestations d’assurance-emploi et diminuer les revenus fiscaux. Nous avons la capacité d’investir dans les infrastructures et nous avons besoin des retombées de ces nouveaux investissements. Les Projets d’infrastructures municipales — La solution clé pour mettre les Canadiens au travail 3 Projets municipaux prêts à être mis en chantier au Canada en 2009 Le rapport ci-joint présente les détails de plus de 1 000 projets d’infrastructures municipales prêts à être mis en chantier au printemps si le financement est disponible. Ils vont de la simple remise en état à d’importants travaux de construction. Ils proviennent de collectivités de toutes tailles et de toutes les régions du pays. Il ne s’agit pas d’une liste exhaustive dressée scientifiquement, mais elle démontre clairement les besoins des municipalités et notre capacité à mettre immédiatement au travail les fonds destinés aux infrastructures. Cette liste démontre que les gouvernements municipaux peuvent utiliser ces fonds adéquatement pour créer plus d’une centaine de milliers de nouveaux emplois tout en laissant de précieuses infrastructures en héritage. Tous les projets de cette liste peuvent être mis en chantier dès que les fonds fédéraux seront disponibles. Avec ces projets et d’autres semblables, les collectivités profiteront de nouveaux emplois, de dépenses locales accrues et d’infrastructures en meilleur état. DÉFINITION DE « PROJET PRÊT À ÊTRE MIS EN CHANTIER » Les projets prêts à être mis en chantier sont ceux qui n’apparaissent pas au budget d’investissement d’une municipalité pour 2009, mais qui pourraient être entrepris en 2009 avec des fonds supplémentaires. Dans la plupart des cas, il s’agit de projet de petite ou de moyenne envergure visant la remise en état des infrastructures. Ces projets sont souvent semblables à d’autres existants et ne nécessitent pas une évaluation environnementale. Ils ne requièrent en outre que des études d’ingénierie sommaires. La liste comporte aussi de nouveaux projets d’envergure. Dans ces cas, les étapes de la conception et des autorisations sont achevées, mais le projet est en attente de la partie de financement finale que doit contribuer un autre ordre de gouvernement. Cela permet d’améliorer les routes, les ponts et d’autres infrastructures essentielles à la performance économique et à la protection de l’environnement. Le meilleur exemple en est fourni par les investissements dans le transport collectif. À eux seuls, les retards provoqués par la congestion routière coûtent 3,7 milliards par année à l’économie canadienne. Les réseaux de transport collectif du Canada ont pris de l’âge et il faut en profiter pour adopter des technologies (TLR et autobus articulés) et des carburants (biocarburants, gaz naturel ou hydrogène) plus propres et plus efficients. La remise en état des réseaux d’aqueduc et d’égouts est impérative, surtout dans les grandes villes plus vieilles, comme Montréal, où 33 pour cent des conduites d’eau et environ trois pour cent des conduites d’égouts ont atteint la fin de leur vie utile. Les investissements dans les infrastructures d’eau et d’eaux usées du Canada permettront d’améliorer la qualité de l’eau potable, de préserver nos ressources en eau et de créer plus de 30 000 nouveaux emplois. Comme le transport collectif, les projets d’aqueduc et de traitement des eaux usées stimulent le secteur de la construction et l’achat de produits, comme les conduites, robinets, compteurs et autres appareils de mesure. District régional de Thompson-Nicola, Colombie-Britannique Emplacement : partie sud de l’intérieur de la ColombieBritannique Population : 122 286 habitants dans 10 municipalités et 10 régions électorales représentant plusieurs petites collectivités sans personnalité morale Le District régional de Thompson-Nicola (DRTN) exploite 11 réseaux d’aqueduc et deux réseaux d’égouts. Les responsables signalent que la coûteuse installation des équipements de traitement et de suivi nécessaires au respect de règlements de plus en plus rigoureux impose un fardeau financier aux contribuables du district. Le DRTN est en attente d’une décision du Fonds Chantiers Canada relativement à des demandes portant sur quatre réseaux d’aqueduc et il pourrait entreprendre plusieurs autres projets d’aqueduc et d’égouts en moins de six mois. Routes et ponts Les déficits d’entretien obéissent à la même logique implacable que les déficits fiscaux. C’est particulièrement vrai dans le cas des routes et des ponts. Ainsi, le coût de réparation d’une fissure dans le pavé peut passer de 1 dollar le mètre linéaire pour la colmater à 15 dollars pour refaire la couche de surface et à 45 dollars pour reconstruire la route, et cela en cinq à 10 ans seulement. Bien que peu rentables politiquement, les investissements dans la remise en état des routes et des ponts permettent d’assurer la pérennité d’actifs valant des milliards de dollars. Les investissements dans la remise en état et la reconstruction de routes et de ponts pourraient créer près de 23 000 emplois en 2009 et combler une partie du déficit des infrastructures municipales estimé à 123 milliards de dollars. Ville de Regina, Saskatchewan Emplacement : Centre-Sud de la Saskatchewan Coût des projets d’infrastructures : 31 900 000 $ Emplois pouvant être créés : 364 Avec l’aide de ses membres, l’Association canadienne du transport urbain a identifié 144 projets de prolongement ou de remise en état du transport collectif prêts à être mis en chantier au pays – pour une possibilité de plus de 86 000 emplois. Les investissements dans le transport collectif ne créent pas des emplois uniquement dans le secteur de la construction, mais aussi dans le secteur manufacturier, chez les constructeurs et réparateurs de voitures, chez les fabricants de pièces et d’équipements de perception et de signalisation. Les nouveaux services de transport collectif créent aussi des emplois durables et de qualité pour leur exploitation. Population : 179 246 habitants Au sommet de la liste des projets de Regina prêts à être mis en chantier en 2009, on note un important projet d’immobilisations destiné aux services municipaux et de nombreux projets d’aqueduc et d’égouts. Les autres projets prêts à être mis en chantier comprennent la réfection d’un pont, le prolongement du réseau de sentiers urbains, la rénovation structurale, mécanique, électrique et architecturale de l’hôtel de ville et d’autres bâtiments municipaux, ainsi que la reconstruction d’une caserne de pompiers. Coût total des projets d’infrastructures : 150 150 000 $ Emplois pouvant être créés : 1 714 Le transport collectif étant la principale dépense d’un budget d’immobilisations municipal, il n’est pas étonnant que ce type de projet soit le plus créateur d’emplois. La plupart des projets de cette liste ont franchi l’étape des calculs techniques et des autorisations. Ils n’attendent que l’engagement financier des gouvernements fédéral ou provincial, très souvent dans le cadre du processus du Fonds Chantiers Canada. Les Projets d’infrastructures municipales — La solution clé pour mettre les Canadiens au travail 5 Construction, rénovation et modernisation de bâtiments Les bâtiments municipaux ou administrés par les municipalités – des hôtels de ville aux logements sociaux – prennent de l’âge. La plupart ne disposent pas des technologies récentes et efficaces d’éclairage, de chauffage, de climatisation et de ventilation. La modernisation de ces bâtiments permettrait d’en améliorer la performance énergétique, de réduire les émissions de GES, de créer près de 8 000 emplois et de développer une main-d’œuvre spécialisée en améliorations éconergétiques. Ville de Kitchener, Ontario Emplacement : Sud-Ouest de l’Ontario Population : 204 668 habitants Les responsables de la Ville de Kitchener estiment qu’avec un financement de 16,9 millions de dollars des gouvernements fédéral et provincial, la municipalité pourrait entreprendre en 2009 des projets de routes, de trottoirs et de gestion des eaux pluviales. Ils jugent que l’injection de fonds permettrait à la Ville de remettre ses infrastructures en état plus rapidement que ne le permettent les budgets actuels. Coût total des projets d’infrastructures : 16 869 395 $ Emplois pouvant être créés : 193 Il est impératif d’axer la relance sur la remise en état et la modernisation des bâtiments publics et des logements sociaux – et même sur la construction de nouveaux lorsque c’est approprié. Cela pourrait créer 4 700 nouveaux emplois. Le secteur de la construction résidentielle est celui qui souffrira le plus du ralentissement économique. On prévoit que la baisse des mises en chantier se traduira par la perte de 150 000 emplois en 2009. Environ 20 pour cent de la main-d’œuvre de ce secteur pourrait se retrouver au chômage, augmentant les prestations d’assurance-emploi et réduisant les revenus fiscaux. En outre, comme il est possible de construire des immeubles à logements multiples et des maisons en rangée à meilleur coût en utilisant une structure en bois plutôt qu’en maçonnerie, on pourrait stimuler l’industrie du bois en privilégiant cette technique. Face à une baisse des coûts de la main-d’œuvre et des matériaux et face à la croissance des besoins, il est plus que temps d’augmenter et d’améliorer notre parc de logements. Infrastructures communautaires et récréatives L’accélération des investissements dans des projets communautaires et récréatifs – des arénas aux réseaux de sentiers en passant par les parcs et les centres communautaires – pourrait créer plus de 600 nouveaux emplois. Ces équipements contribuent à la qualité de vie de notre pays, ils améliorent la santé et la condition physique et ils favorisent l’inclusion. Ces investissements ont un impact sur d’innombrables activités, de la construction à la rénovation en passant par la fabrication de matériaux et d’équipements. Il est important de diversifier les projets d’infrastructures afin d’éviter de dépasser la capacité d’un sous-ensemble du secteur de la construction et du bâtiment. Les 103 projets de ce type ne sont pas inclus dans la liste des projets prêts à être mis en chantier parce que les projets communautaires et récréatifs ne sont, pour le moment, pas admissibles aux investissements fédéraux dans les infrastructures. Cependant, si le plan de relance du gouvernement fédéral avait pour effet de modifier ce critère, les municipalités ont des projets concrets à proposer pour faire travailler les Canadiens. Municipalité de Saint-Pacôme, Québec Emplacement : rive sud du Saint-Laurent, à l’est de la Ville de Québec Population : 1 685 habitants La municipalité de Saint-Pacôme est prête à réaliser en 2009 plusieurs projets d’infrastructures si elle obtient une aide financière du gouvernement fédéral. Les initiatives comprennent la réfection d’un pont, la remise en état de plusieurs routes, un projet d’eau et d’eaux usées, la reconstruction d’une passerelle et l’aménagement d’équipements récréatifs comme un sentier, une piste cyclable et des pistes pour les motoneiges et les véhicules tout-terrain. Coût total des projets d’infrastructures : 5 750 000 $ Emplois pouvant être créés : 66 … Ville de Bridgewater, Nouvelle-Écosse Emplacement : Sud-Est de la Nouvelle-Écosse, à 100 kilomètres au sud-ouest de Halifax Population : 7 944 habitants La Ville de Bridgewater, reconnue comme le pôle commercial de la Côte sud de la Nouvelle-Écosse, est prête à réaliser en 2009 des projets qui vont du resurfaçage de routes à l’amélioration du réseau d’égouts. Les responsables municipaux ont identifié sept initiatives qui pourraient profiter d’un plan de relance économique, dont le remplacement d’un égout sanitaire, la modernisation de l’usine de traitement des eaux usées, la remise en état des routes et la rénovation de l’hôtel de ville. Coût total des projets d’infrastructures : 4 835 000 $ Emplois pouvant être créés : 55 6 Fédération canadienne des municipalités INFRASTRUCTURES – FAITS ET CHIFFRES IMPORTANTS « Les problèmes d’infrastructures font plus que causer des tracas quotidiens; ils menacent réellement la prospérité future de nos municipalités et du pays tout entier. Jim Flaherty, ministre des Finances, s’adressant à la Whitby Chamber of Commerce, 9 mars 2006 « Il existe aussi un large appui, non seulement à des investissements accrus dans les infrastructures pour relancer l’économie, mais au financement de projets prêts à démarrer et n’exigeant pas des années de planification, d’évaluation environnementale et d’autorisation. Il faut confier de nouveaux fonds aux gouvernements municipaux qui sont toujours prêts à mettre en chantier, mais qui manquent de liquidités. » Roger Gibbins, Canada West Foundation, Calgary Herald, 21 décembre 2008 Le plan d’infrastructures mondial • L’équipe économique du président désigné Obama prépare un plan de relance de deux ans devant créer 2,5 millions d’emplois. L’estimation des investissements qui pourraient être consacrés à un tel plan se situe entre 500 et 700 milliards de dollars. Les éléments principaux du plan consistent en des investissements dans les routes, les ponts, les écoles, les tunnels, les ports et les infrastructures d’énergie verte. • En réaction aux signes croissants d’un grave ralentissement économique qui risque d’entraîner des pertes d’emploi et des troubles sociaux, la Chine a dévoilé un important plan de relance. La majeure partie des investissements de 586 milliards annoncés récemment par la Chine ira à la construction de routes, de chemins de fer et d’aéroports. • En octobre, le premier ministre australien Kevin Rudd a annoncé un plan de relance de 10,1 milliards de dollars australiens comprenant un important programme d’infrastructures. En novembre, il y a ajouté des investissements de 300 millions de dollars australiens destinés presque exclusivement aux infrastructures. • La Commission européenne prévoit un plan de relance de 130 milliards d’euros (163 milliards US) qui représente un pour cent du PIB des États membres. Une partie de ces nouveaux investissements ira à des projets d’infrastructures. Les travaux d’infrastructures : un moyen efficace de combattre la récession • Chaque milliard de dollars investi dans de nouvelles infrastructures crée plus de 11 000 emplois, dont 5 500 nouveaux emplois dans le secteur de la construction, qui montre des signes d’essoufflement. • L’an dernier, les investissements dans les infrastructures municipales ont fourni du travail à 190 000 Canadiens et représenté 2,1 pour cent du PIB national. • Chaque dollar injecté dans les infrastructures crée plus d’emplois et stimule davantage l’économie que 2 dollars en réductions de taxes et d’impôts. • Les investissements dans les infrastructures demeurent dans l’économie canadienne et stimulent la demande pour des matériaux produits au Canada. • Pour chaque dollar investi, le gouvernement fédéral et les gouvernements provinciaux et territoriaux retirent 35 cents en impôts et taxes de vente supplémentaires ainsi qu’en réductions de dépenses. Accorder la priorité à la création d’emplois Chaque milliard investi dans de nouvelles infrastructures crée plus de 11 000 emplois – deux fois plus qu’une réduction d’impôts équivalente. Un nombre important de nouveaux projets d’infrastructures doivent démarrer au printemps de 2009 pour faire échec à la récession. L’un des grands objectifs de tout programme d’infrastructures anticyclique doit être la création d’emploi. La création d’emploi doit devenir le principal facteur d’imputabilité. 2. Utiliser le modèle du Fonds de la taxe sur l’essence : rapide, éprouvé et imputable Le Fonds de la taxe sur l’essence (FTE) est le programme de financement fédéral le plus efficace et le plus efficient parce qu’il permet aux municipalités de s’attaquer rapidement à des priorités d’infrastructures clairement ciblées. Les fonds de ce programme sont distribués en se basant sur le nombre d’habitants. Les municipalités doivent investir ces fonds conformément à des critères d’admissibilité clairs et à des plans d’investissement en capital approuvés par le gouvernement fédéral. Le FTE comporte des mécanismes de reddition de comptes simples mais rigoureux, approuvés tant par le Conseil du Trésor que par les gouvernements provinciaux et territoriaux et appliqués par les municipalités depuis plusieurs années. Le FTE est efficace et efficient. Il garantit la reddition de comptes sans lourd processus de demandes. 3. Lancer les mises en chantier en 2009 Dans tout projet d’infrastructures, c’est à l’étape de la construction que sont créés la majorité des emplois. Pour contrer un ralentissement économique, il est donc essentiel de lancer les travaux rapidement. Les programmes fondés sur un processus de demandes, comme Chantiers Canada, financent de grands projets d’infrastructures qui exigent parfois des années de planification. Ces projets sont souvent d’une importance capitale, et ceux qui ont déjà été approuvés par Chantiers Canada doivent être protégés. Cependant, le processus de Chantiers Canada est trop lent et les projets admissibles trop complexes pour réagir à une crise économique qui évolue rapidement. Les efforts de simplification de Chantiers Canada sont nécessaires et bienvenus, mais le programme ne peut relancer l’économie en 2009. Pour créer rapidement de l’emploi, il faut investir des fonds additionnels importants dans des projets prêts à être mis en chantier, souvent de simples projets d’entretien et de réparation. Il est plus facile et plus court de planifier des projets de petite et de moyenne envergures. Ils sont souvent semblables à des infrastructures qui existent déjà et n’exigent pas de longs 8 Fédération canadienne des municipalités processus d’évaluation environnementale ou de consultation publique. Ces petits projets, dont le financement est souvent mis de côté, pourraient créer des milliers d’emplois en 2009 et contribuer à réduire l’actuel déficit de 123 milliards des infrastructures municipales. 4. Investir dans le transport collectif et le logement abordable Les réseaux de transport collectif représentent un mode de transport abordable. Ils contribuent également à réduire les émissions de gaz à effet de serre et la congestion routière. Cependant, les fonds fédéraux réservés au transport collectif par le biais de la Fiducie pour l’infrastructure du transport en commun doivent disparaître en 2009. Il faut maintenir ce financement pour protéger nos investissements dans le transport collectif. En l’augmentant, on pourra créer des emplois dans le secteur de la construction et injecter des fonds dans l’économie. La disparition de ce financement entraînerait une ponction dans l’économie au moment même où le gouvernement fédéral tente de la stimuler. Sans compter que des milliers de logements sociaux ont un urgent besoin de réparation, de modernisation et d’améliorations éconergétiques. De tels travaux permettraient de créer des emplois dans le secteur de la construction et de stimuler l’économie – tout en aidant les ménages qui ont besoin de ces logements. Le gouvernement fédéral doit accélérer et accroître immédiatement son engagement à renouveler les programmes de logements abordables qui doivent cesser en mars 2009. 5. Ne pas oublier les petites collectivités Les petites collectivités, qu’elles soient urbaines, rurales ou nordiques, ne doivent pas être oubliées. Il leur faut de nouveaux emplois pour faire face à la récession, et des infrastructures nouvelles et améliorées pour survivre et affronter la concurrence. Il faut donc protéger les fonds de Chantiers Canada réservés aux petites villes, accroître le nombre de projets et accélérer le processus d’examen des demandes. L’augmentation des dépenses d’immobilisations des petits aéroports aidera les municipalités à protéger leurs emplois, à soutenir le tourisme et à maintenir leurs liens avec l’économie nationale. Enfin, le gouvernement fédéral doit tenir sa promesse de fournir l’accès Internet haute vitesse aux municipalités rurales, éloignées et nordiques Conclusion Alors que les gouvernements du Canada font face au double défi d’une récession et d’un déficit, les investissements dans les infrastructures offrent une piste de solution d’une efficacité sans égale. Les investissements dans les infrastructures ont un puissant pouvoir stimulant et restent au Canada, y garantissant des emplois et des revenus d’impôts additionnels. En octobre 2008, une étude de la FCM démontrait qu’un investissement de 1 milliard dans les routes, les ponts et les conduites d’eau crée plus d’emplois et stimule davantage l’économie que 2 milliards en réduction de taxes et d’impôts. Il a aussi montré que l’investissement des fonds fédéraux déjà affectés aux infrastructures permettrait « d’immuniser » l’économie contre la récession. Le gouvernement fédéral doit maintenant prendre des mesures pour que les fonds destinés aux infrastructures soient distribués rapidement sur le terrain. Il faut agir avec diligence. Dans tout projet d’infrastructures, c’est l’étape de la construction qui crée la majorité des emplois. Pour contrer un ralentissement économique, il est donc essentiel de lancer les travaux dès le printemps prochain. Un nombre considérable de nouveaux projets d’infrastructures doivent être entrepris pendant la saison de construction de 2009 afin de combattre la récession. Nos recommandations sont prudentes, concrètes et respectent le cadre financier, mais elles exigent une action rapide. Les membres de la FCM sont prêts à aider le gouvernement du Canada à donner à l’économie le coup de fouet requis pour reconstruire nos infrastructures tout en aidant les Canadiens à traverser la récession.
