Opening procedures GENERAL PROVISIONS The registrations of IDNs under the extensions operated by AFNIC meet the following provisions: No batch processing: o The registration of an IDN under one of the extensions operated by AFNIC does not give priority to the holder when registering an IDN under the other extensions; o The registration of IDNs corresponding to an ASCII-equivalent version is subject to separate processing; No connection between ASCII domain names and IDNs: o No processing or transaction affecting a domain name, whether it is the ASCII or IDN version, is applied to the corresponding other version; A sign is equal to a character; A domain name with a hyphen is different from domain name without a hyphen; There is no specific invoicing; Registry policies and the naming policy in effect at the time of opening IDN registrations apply; IDN domain names are displayed in both their ASCII and IDN versions in the WHOIS database and in interfaces available to the public and registrars: o The Unicode version shows all the characters (e.g. café.fr); o The ASCII-encoded version is compatible with the DNS protocol (e.g. xn- -cafdma.fr). From May 3 to July 3, 2012, the holders of ASCII domain names have priority in registering the corresponding IDN domain names including for IDN versions whose spelling does not exist. This phase is called the "grandfathering period". Note: an applicant may register an ASCII domain name during this period and ipso jure request priority for the registration of the corresponding IDN versions. 2. From July 3, 2012 onwards: opening of the registration of IDNs to one and all according to the "first come, first served" rule. Any applicant may file an IDN domain name, including IDN versions whose spelling does not exist, whether or not they hold the corresponding ASCII domain name. Special case of terms subject to prior review The applicant for an IDN domain name corresponding to an ASCII version of a term subject to prior review must provide proof of their legitimate interest and good faith in doing so. DURING THE GRANDFATHERING PERIOD (MAY 3, 2012 TO JULY 3, 2012) All the holders of ASCII domain name that have been subject to prior review and who wish to register the corresponding IDN versions have priority. In this case, they can justify their legitimate interest in doing so by obtaining the ASCII domain name beforehand. AFTER THE GRANDFATHERING PERIOD (AS OF 3 JULY 2012) The "first come, first served" rule applies: holders of ASCII domain name that have been subject to prior review, and that have not registered the corresponding IDN versions no longer have priority. Any applicant for a domain name subject to prior review may apply for the registration of the IDN-equivalent versions even though they do not hold the ASCII version. The procedures for registering a term subject to prior review apply.
