Funding
Federal funding of organizations working in Official
Language Minority Communities (OLMCs) and support of
French services provided by the provinces and territories
has not increased since the early 2000s. In light of the
sizeable growth of the Yukon Francophone population
and the needs and costs associated with the services and
activities offered, the current level of funding is no
longer sufficient to support and sustain the vitality of the
Franco-Yukon community.
a) What do you and your party envision to address the
needs of the Franco-Yukon community?
I believe that funding for services in French should
increase according to cost of living and Francophone
population.
A Liberal government will boost investment in social
infrastructure by nearly $6 billion over the next four
years, and almost $20 billion over ten years. We will
renew federal leadership in affordable housing and
provide new, dedicated funding, build more housing
units, refurbish existing ones, renew existing cooperative agreements, and provide operational funding
support for municipalities. We will also fund early
learning and child care and cultural or recreational
infrastructure.

1. Consultation
Part VII of the Official Languages Act (OLA), Part
IV of the OLA and section 20 of the Canadian
Charter of Rights and Freedoms confirm that
Canadian federal institutions have consultation
obligations with OLMCs with respect to the
development, implementation and review of the
various services, policies and programs that
affect them. And yet, in recent years, the
communities were seldom properly consulted on
programs that concerned them directly. Recent
examples include abolition of the immigration

obligations imposed on the Enabling Fund for
community economic development, and changes
in direction of the Adult Learning, Literacy and
Essential Skills Program.
a. What mechanism do you and your party
intend to put in place to consult OLMCs and
ensure the representation of the FrancoYukon community as part of your
consultations?

We will ensure that all of the Officers of Parliament – like
the Official Languages Commissioner – are all properly
funded and respected for doing their important work to
help Canadians. We will create new performance
standards for services offered by the federal
government, including streamlining applications,
reducing wait times, and money-back guarantees.
Performance will be independently assessed and publicly
reported. We will start with Employment Insurance
processing, veterans’ services, immigration processing,
and Employment Insurance and Canada Pension Plan
appeals at the Social Security Tribunal. After years of cuts
by Stephen Harper, all of these services take too long
and do not provide the service that Canadians deserve.
We will also make an iron-clad commitment that federal
services will be delivered in full compliance with the
Official Languages Act.

consulted regularly, through Heritage Canada or another
department.

a. As an MP, will you give the Standing Committee on
Official Languages the opportunity to publicly fulfil its
role as critic of official languages government policy?
I will take the community’s concerns directly to the
Standing Committee on Official Languages.

1. Secondary School Community Centre
The Francophone community is undertaking the
construction of a secondary school community
centre [Centre scolaire secondaire communautaire
franco-yukonnais (CSSCF)]. While the centre’s
building costs will be paid by the Government of
Yukon, the CSSCF will need the support of Canadian
Heritage to fund the community components. Due to
the overcrowding of the École Émilie-Tremblay, this
project is urgent.
a. Are you and your party committed to
working with the Franco-Yukon community
to make this project a reality? How will you
support the success of this project?
As part of the historic new investment in social
infrastructure of nearly $6 billion over the next four
years and almost $20 billion over ten years, the Liberal
Party will invest significantly more
in cultural infrastructure. These investments will include
facilities used by communities to express and promote
their culture. The cultural and community aspects are
certainly eligible for funding from this social
infrastructure program.

Health care
Health care is a priority sector for French services. Since
2003, community partners (Association francoyukonnaise and Partenariat communauté en santé) have
asked the territorial government to establish a bilingual
primary health centre. The federal government has
invested funds in other jurisdictions for bilingual health
centres in minority communities (eg, Calgary, spring
2015). With that in mind:
a. What steps will your government take to support
a bilingual primary health centre project in the
Yukon?

Health Care is a Territorial responsibility, Justin Trudeau
and the Liberal Party have committed to meeting with
the Premiers to negotiate the needs of the provinces and
territories. Which will include specific needs for Yukon’s
francophone community.

Since 2003, Roadmap funding has allowed for key
partner networking to adjust health services in French
through networks like the Partenariat Communauté en
Santé (PCS).
b. Are you committed to supporting renewed Roadmap
funding for French language health networks?
The community’s needs, as presented by the Health
Network is what I will go to bat for.

Immigrants account for 15% of the Franco-Yukon
community, a significant indicator of the importance
of immigration for the community’s vitality. Although

the Immigration and Refugee Protection Act was
amended in 2002 and now has the objective “to
support and assist the development of minority
official languages communities in Canada”, the target
of 4.4% Francophone immigration outside Québec is
nowhere near being reached as yet, in 2015.
 How will you and your party support the OLMCs,
notably the Franco-Yukon community, in
recruiting French-speaking immigrants to the
Yukon?
Liberals established the objective of having 4.4% of
francophone immigrants settle outside Quebec by 2008,
only to have it pushed back to 2023 by the
Conservatives. The Conservatives have shut down
regional offices, abolished the destination Canada and
the francophone significant benefit programs, and have
reallocated $120 million to purposes other than
francophone immigration. In short, they have dismantled
the francophone immigration promotion programs.
Liberals are committed to working with the Official
Languages Commissioner to increase franco immigration
based on his report findings.
1. Arts and culture
A community’s contact with artistic and cultural
works is essential. Its participation in the creative
process shapes and strengthens its identity and its
presence has a unifying effect that stimulates a
shared sense of belonging and feeling of pride in that
community. Arts, culture and the cultural industries
are an important part of Franco-Yukon community
life.
2. Beyond the issues and priorities of the arts and
culture sector, what are your commitments in
terms of the development and flourishing of
Francophone cultural expression in the Yukon?
I have been a member of L’AFY for some 30 years and
have attended or been involved in too many cultural
events to count.
Liberal government will reinvest in our cultural and
creative industries, to create jobs, grow the economy
and middle class, and strengthen our rich Canadian
identity. A new Liberal government will reinvest in
our cultural and creative industries:
The Liberal Party will invest $150 million in new annual
funding for CBC/Radio-Canada, a commitment that
reverses Harper’s cuts and goes even further to ensure

culture, quels sont vos engagements face au
développement et à l’épanouissent de l’expression de la
culture francophone au Yukon?
Je suis membre de l’AFY depuis environ 30 ans et j’ai soit
participé ou contribué à trop d’activités et d’évènements
culturels pour pouvoir les compter.
Un gouvernement Libéral investira dans les industries de
création, créera de l’emploi, fera progresser la classemoyenne et renforcera notre identité canadienne.
Un nouveau gouvernement Libéral investira 150M$ dans
du financement annuel pour Radio-Canada / CBC, un
engagement qui renverse les coupures de M. Harper et
qui va plus loin pour assurer la réalisation du mandat de
cette société d’état qui consiste à la promotion de la

We will double investment to the Canada Council for
the Arts to $360 million per year from $180 million.
As well Liberals will increase funding for Telefilm Canada
and the National Film Board, with a new investment
totalling $25 million per year.
The Liberal Party will also restore the Promart and Trade
Routes international cultural promotion programs that
were cut, and increase funding to $25 milllion per year.
We will increase funding for the Young Canada Works
program to help prepare the next generation of
Canadians working in the heritage sector, as part of a
renewed Youth Employment Strategy.
Culture is what defines us. It brings us together. Yet for a
decade, our cultural and creative industries have been
under attack by Harper. The Liberal Party want our
creators, in all fields, in all communities – including
Indigenous Peoples and linguistic minorities – to feel
supported and valued by their
government. Cultural investment creates jobs, stimulates
tourism, and improves our overall quality of life and
sense of community. A Liberal government is committed
to celebrating and supporting our rich heritage.
I would lobby for smaller centres to receive their fair
share of this funding.

et les minorités linguistiques, se sentent supportés et
appréciés par leur gouvernement. Les investissements
