The Twining will focus on anti-corruption prevention, by assisting the

Inspectorate for the Declaration and Audit of assets and conflicts of
interest, including support for the implementation of the upcoming
whistle-blowing protection law. The budget for this project is 1 million
euros (tbc if it can be increased to 1.5 millions).
IPA 2013 - Support to Anti-Money Laundering Structures

and Financial Crimes Investigations Structures in Albania (Justice
and Home Affairs/Good Governance),
The Twinning is expected to focus on the following issues: 1) institutional
cooperation and coordination against money laundering; 2) application of
the Anti-Mafia Law; 3) judicial system and law enforcement agencies.
CROATIA
Transition Facility: Enhancing the Quality of Judicial Training - by Q3, 2015
Upgrading EU Law and On Line Trainings, Twinning (800.000,00
EUR).
The project purpose is to upgrade and improve the current judicial
training system as well as to further enhance lifelong learning system of
the judicial officials in the Judicial Academy upon the accession of the
Republic of Croatia to the EU.
Transition Facility: Support to the Gender Equality, Twinning Q3, 2015
(600.000,00 EUR).
The project purpose is to secure advancement in eliminating gender-based
discrimination at all levels by establishing a coordinated system of
implementation, monitoring and evaluation of related activities, by

strengthening institutional mechanisms for gender equality, and efficiency
of judiciary related to gender based discrimination.
IPA 2012: Strengthening the capacities of MoPA in use of the EU
Cohesion Policy instruments, Twinning light (222.222,00 EUR).
The project purpose is to ensure capacities of Ministry of Public
Administration (MoPA) in smooth and efficient use of EU Structural
Funds in financial period 2014 – 2020, including mature project pipeline.
IPA 2013: Strengthening capacities of the Ministry of the Interior to
implement the automated exchange of DNA and dactyloscopic data,
Twinning (600.000,00 EUR).
The project purpose is to develop procedures for the automated exchange
of DNA and dactyloscopic data and to train forensic science experts in
order to establish preconditions for implementation of Prüm Decisions.
Transition Facility: Education of Mentors for Nurses and Midwives
in Health System in Croatia and Full Implementation of Educational
Curriculums Adjusted with Directive 2005/36/EC, Twinning
(690.000,00 EUR).
The purpose of the project is to improve the quality of education of nurses
and midwives by training their mentors and improving the mentoring
system.
Transition Facility: Setting Up the SIRENE Office, Twinning light
(200.000.00 EUR). The project purpose is an active and operational
Croatian SIRENE office and other parts of the International Police
Cooperation Service involved in Schengen activities.
Transition Facility: System connecting and recommendations for
further development of Human resources management according to
best EU practices, Twinning (440.000,00 EUR). The project purpose is
to provide support to the realization of the Croatian Tax Administration
cross sectorial strategies by developing and upgrading HRM Connected
System according to the EU requirements.
IPA 2012: Strengthening Policy and Capacities to Reduce Undeclared
Work (“Moonlighting”), Twinning (1.000.000,00 EUR). The project
purpose is to develop an effective system of policies, measures and
control mechanisms against undeclared work as well as to strength
administrative capacities of relevant institutions in this sector in line with
EU regulation and practices.
Transition Facility: Strengthening Institutional Capacity in Social
Welfare System to Improve Social Welfare Targeting and Reducing
Poverty, Twinning (1.300.000,00 EUR). The project purpose is
strengthening administrative capacities of social service providers for
early identification and timely interventions to people, families and
children at risk of poverty, especially children.
'IPA 2012: Strengthening capacities for energy efficiency in building
sector in Croatia, Twinning light (220.000,00 EUR). The project
purpose is to strengthen capacities for energy efficiency in building sector
in Croatia and developing basis for increasing the number of nearly zero
energy buidling (nZEB).

Transition Facility: Chemical and hazardous substances monitoring
improvement and integration of Seveso database into CEIS (Croatian
Environmental Information System) as the unique Central SEVESO
Information System, Twinning (900.000,00 EUR). The project purpose
is to improve and harmonize climate change mitigation capabilities and
chemical pollution and hazardous substances monitoring of CEA.
IPA 2012: Strengthening integrity of public sector, Twinning
(500.000,00 EUR). The project purpose is to support sustainable and
efficient implementation of the new Law on Conduct in Public Service on
all levels (national, regional and local) and to improve public awareness
of citizens in relation to ethics principles of the public sector.
IPA 2012: Improving the access to information in public
administration, Twinning light (222.000,00 EUR).
The project purpose is to support sustainable and efficient implementation
of national and international legal framework on the right of access to
information in order to contribute to accountable and transparent public
administration and the exercise of citizens’ rights.

This facility is aimed at achieving objectives related to Public
Administration Reform and Strengthening Administrative Capacity of

The main goal of this twinning project is alignment of Serbian

products (PPP) and pesticide residues.

IPA 2012:Measure 4: Strengthening the judicial cooperation in civil
and criminal matters
The project purpose is to strengthen the capacities of the Department for
international legal assistance in MoJ, Public Prosecution Office, Courts
and competent stakeholders involved in mutual legal assistance (MLA)
regarding the implementation of the international and European Union
standards.
IPA 2012:Waste Management
The project purpose is to strengthen the administrative capacity and
undertake measures for implementation of Waste Framework Directive
(WFD) and Special Waste Streams Directives (WEEED, WBAD and
WPD) through further development of implementation of the legislation
and provision of trainings.
IPA 2012:Measure 2: Technical support for classification of
agricultural areas with natural handicaps
The project purpose is alignment with the EU acquis, in particular
thorough implementation of the legislation adopted. Support for
classification of agricultural areas with natural handicaps towards better
implementation of the Rural Development policy in the areas with
restricted performing of agricultural activity in order to contribute to the
protection of the environment, nature and biological diversity in
accordance with EU regulations.
