PLUS QU’UNE SEMAINE POUR LE DEPOT DES CANDIDATURES
Comme nous l’avons annoncé dans les deux derniers numéros du bulletin électronique de
TRRAACE, Mediafrica.Net en collaboration avec Search for Common Ground lance une formation à
distance sur le thème « des Radios Africaines pour la Paix ».
Objectifs :
Ce cours contribuera au renforcement de l’éveil des participants, agents de radios associatives et
communautaires de la région des Grands Lacs, aux questions des « médias pour la paix » : au
terme de la session ils seront conscients du rôle que les médias, et la radio en particulier, jouent
dans les conflits et leur résolution ; ils reconnaîtront les responsabilités qui découlent de l’influence
qu’exerce la radio, ils seront formés à la production de divers formats radiophoniques dans une
perspective de construction de la paix, et seront plus à même de résoudre les conflits et
promouvoir une culture de paix dans leur région ; ils seront capables d’intervenir comme agents
multiplicateurs auprès de leurs collègues à travers leurs réseaux.

Composition du dossier
Pour être considéré, le dossier de candidature doit contenir les informations et documents
suivants :
• CV des candidats.
Attention : le CV mettra en évidence la date d’engagement dans la radio et les expériences
et formations antérieures en radio, il décrira la fonction et les tâches actuelles du candidat
au sein de la radio.
• Lettre de motivation du candidat pour suivre cette formation : minimum 30 lignes.
• Attestation du chef de station de la radio du candidat (ou du président du CA de la
radio) s’engageant à mettre tout en oeuvre pour favoriser le suivi de la démarche par le

candidat : dégagement de temps pour lui permettre de travailler la matière et faire les
exercices et tests, mise en disponibilité pour l’atelier résidentiel et favoriser l’accès à
l’Internet.
Cette lettre indiquera aussi les fonctions du candidat au sein de la radio et la date de son
engagement. Si possible joindre une copie du contrat de travail.
Description des possibilités d’accès à l’Internet : soit au sein de la radio soit dans un
cybercentre proche : type de connexion et vitesse, localisation par rapport à la radio ou au
domicile du candidat, heures d’ouverture, prix.
Engagement du candidat à suivre l’ensemble de la démarche, engagement aussi à se
mettre à disponibilité de son réseau pour appuyer les radios membres en restituant l’acquis
de cette formation et d’agir au sein du réseau national comme « agent multiplicateur »
auprès des autres radios.
Une lettre d’appui de la candidature par les responsables du réseau auquel appartient la
radio sera un plus.

The Government has no intention of regulating the print media.
But Information permanent secretary Bitange Ndemo said regulation was necessary in the
electronic media due to "rapid change in technology".
Dr Ndemo said since frequencies allocated to television and radio stations were a public good, the
Government had the duty to make sure they were not "misused to fan hatred or to corrupt the
morals ... through pornography".
He said :"Since the Government holds the frequencies in trust for the public, it has to step in when
they are misused for selfish gain. We've seen cases of FM stations propagating ethnic and religious
hatred in utter disregard of professional ethics. It's time we had some rules ... for the electronic
media."
Dr Ndemo was speaking on Saturday at the close of a two-day media ethics and common good
conference at Strathmore University in Nairobi.
Replying to concerns by participants, Dr Ndemo said the Government had opened up the
democratic space. Kenyans, he said, now had unfettered freedom to criticise their government.
He was convinced, he said, that the mainstream print media did not require regulation.
He said there were more than 70 FM stations operating, adding that the Media Council of Kenya
lacked the capacity to regulate their operations.
It was an issue of concern, he said, that some FM stations were hiring untrained people. Dr Ndemo
asked the Press to offer constructive criticism.
Kenya National Commission of Human Rights chairman Maina Kiai agreed that the electronic media
should be regulated, but not controlled. He said the democratic space was not a gift from the
Government, but a right Kenyans fought for.

Rwanda: Radio Salus dans le trio de tête des radios rwandaises

La radio universitaire rwandaise soutenue par l’UNESCO se place parmi les trois premières stations
du pays.
Neuf mois seulement après son inauguration, Radio Salus, une station créée avec le soutien de
l’UNESCO à l’Université nationale du Rwanda, est la troisième station la plus écoutée du pays,

selon une étude effectuée récemment par la fondation humanitaire La Benevolencija.
Radio Salus est la première radio universitaire/communautaire créée au Rwanda. Implantée dans
la ville de Butare, au sud du pays, où se trouve l’Université nationale du Rwanda (UNR), la station
a été officiellement inaugurée le 18 novembre 2005, grâce à un projet de l’UNESCO financé par la
Commission européenne.
Radio Salus émet 18 heures par jour, principalement en langue kinyarwanda, mais aussi en
kiswahili, anglais et français. Elle propose des émissions éducatives, d’actualité et de
divertissement. Radio Salus est captée pratiquement dans tout le Rwanda du Sud. Un deuxième
émetteur sera prochainement installé à Kigali, ce qui permettra à la station de couvrir l’ensemble
du pays d’ici son premier anniversaire, en novembre 2006.

Africa: URTNA renamed African Union of Broadcasting

The General Assembly of the Union of National Radio and Television Organisations of Africa
(URTNA), which was held in Abuja, Nigeria, has renamed the association as African Union of
Broadcasting (AUB). The General Assembly also elected Nigeria as the President of the newly
created Executive Council of AUB. Algeria, Benin and Mozambique are the Vice-Presidents.

RDC: Partenariat Radio Vuvu Kieto - Radio Okapi

Radio Vuvu Kieto a renouvelé son partenariat avec radio Okapi, la radio de la Monuc (Mission des
Nations Unies en RDC). Ce fut le 5 octobre dernier. Radio Vuvu Kieto fait, tous les jours, le relai de
deux éditions de d'informations de radio Okapi par jour.

Rwanda: UNESCO supported campus radio in Rwanda ranks third most
popular station

Radio Salus, a UNESCO supported radio station at the National University of Rwanda, is after just
nine months since its inauguration the third most listened station in the country, according to a
recent study by La Benevolencija - Humanitarian Tools Foundation. [...]
Radio Salus was the first university/community radio station established in Rwanda. Based in the
Southern town of Butare, which hosts the National University of Rwanda (NUR), the station was
officially inaugurated on 18 November 2005 thanks to a UNESCO implemented project funded by
the European Commission.
Radio Salus is now on air 18 hours a day, broadcasting primarily in the Kinyarwanda language, but
also in Kiswahili, English and French. Its programmes range from educational ones to current
affairs and entertainment. Radio Salus covers most of South Rwanda and soon a second
transmitter is to be installed in Kigali, which will allow the station to reach the entire country by its
first anniversary in November 2006.
Since its inception, Radio Salus has been engaged in several partnerships with other stations in the
Great Lakes Region, as well as with institutions and NGOs. Radio Salus has established a
cooperation with a fair-trade project implemented by the NUR’s Faculty of Agronomy with the
Maraba Coffe Growers’ association broadcasting a weekly programme targeting coffee growers in
South Rwanda, and providing key information to improve the quality of their productions and to
optimize the conditions for selling their products.

UNESCO has been organizing in-house training sessions that take place on a regular basis and are
funded by Japan, under the supervision of facilitator Michelle Betz. A 20- day follow-up training
course has just been completed strengthening the programming and production editing techniques
of Radio Salus’ staff and trainees.
Radio Salus is integrating its radio programming with the School of Journalism’s curriculum of the
NUR, both as a pedagogical tool for the students, and as a strategy to achieve self-sustainability in
the long term thanks to the students’ voluntary work. The editorial independence of Radio Salus is
guaranteed by a Council of Advisers chaired by NUR’s Rector and composed of three other
members from the academic Senate including the dean of the School of Journalism and
Communication, two representatives from students’ associations, one representative from the
Ministry of Information and three members representing both the local urban and rural
communities.

SOuth Africa: Radio, TV And Print Have Positive Impact On Aids - Study
A new survey in South Africa has proved the positive effect of media campaigns in raising
HIV/AIDS awareness.
The study by four organisations, including the Johns Hopkins Bloomberg School of Public Health's
Centre for Communication Programmes, covered more than 8,000 people across the country and
examined how exposure to more than 20 media initiatives had shaped their behaviour.
"It [the survey] shows for the first time that interventions through radio, TV and print have had a
profound effect on increased condom use and HIV testing," Dr Warren Parker, executive director of
the youth drama series Tsha Tsha, told IRIN/PlusNews.
Parker was confident that at least half the people tested nationwide for HIV over the past year had
been influenced by the campaigns.
According to the findings of the survey, Tsha Tsha - with an audience of 14 million - has shown a
significant impact on condom use and HIV discussion and testing, while another popular youth
programme, Soul City, which reaches 70 percent of the nation's 45 million people, has had a
marked influence on stigma reduction.
However, Parker warned that gaps remained in terms of the lack of a common message shared by
both the government and civil society organisations in the fight against the pandemic.
Although the government has consistently drawn international criticism for its lukewarm
commitment to orthodox AIDS interventions, a recent two-day AIDS congress signalled a new
spirit of cooperation with non-governmental organisations in combating the pandemic.
In addition to being poised to present its new anti-AIDS action plan over the coming months, the
government has announced a tender for the implementation of its troubled communication
programme, Khomanani ('come together').
Khomanani had also been acknowledged as one of the AIDS awareness campaigns that have had
an effect in modifying sexual behaviour.
Parker and his survey partners are taking their findings on the road to encourage the
implementation of multiple media communication campaigns in current national policies on AIDS.

RDC: Formation à la grille de programme à Kinshasa
Le Groupe de Recherche et d'Echanges Technologiques (Gret) organise en partenariat avec l'Ecole
Supérieure de Journalisme (ESJ) de Lille du 20 au 25 novembre à Kinshasa, une formation sur "la
grille de programme" à l'intention des directeurs des programmes des radios communautaires.
Près de 15 radios installées dans les différentes provinces du pays prendront part à cet atelier.
Répartie en cinq modules, la formation traitera notamment de la gestion du contenu des
programmes, de la typologie des différents programmes réalisables, de la construction et de
l'écriture d'une grille, de la gestion de l'équipe de programme, du contrôle, de l'évaluation et du

suivi de la grille.
Cette formation intervient après celle sur "le management d'une radio communautaire" organisée
au bénéfice des directeurs des radios communautaires du Bas-Congo, du Bandundu, de l'Equateur,
de la province Orientale, du Nord et Sud Kivu, du Maniema, de deux Kasai ainsi que du Katanga.
Elle sera animée par Gabriel Valdisserri de l'ESJ, assisté de Jean Pierre Lifoli du Réseau des
Journalistes Formateurs congolais (R.J-F).

Cameroon: IFJ Condemns Kidnapping Attack on Female Journalist in
Cameroon

The International Federation of Journalists (IFJ) today condemned the recent attack on
Cameroonian radio presenter Agnès Tailé, who was brutally assaulted by unknown men in Douala,
and continuing threats against the journalist who has taken over her show.
On the night of November 7, 2006, Tailé, who presents the interactive programme A vous la parole
(You have the say) on the radio station Sweet Fm, was attacked by three hooded men who
abducted her from her home in the Kotto district in Douala at around 3:00 am. The men beat her
and abandoned her near a ravine. Tailé’s injuries are not life threatening but because the attackers
attempted to strangle her she is still not able to speak.
Alexandre Lembé, editor-in-chief of the radio station, has taken over presenting duties on the
show. He told the IFJ that he is now receiving threats from unidentified callers. The callers have
not revealed their reasons for sending the threats or for the attack on Tailé.
“We condemn this cowardly attack on our colleague Agnes,” said Gabriel Baglo, Director of the IFJ
Africa Office. “We wish her a speedy recovery and we are calling on the government of Cameroon
to conduct an urgent investigation into this case and bring to justice the perpetrators of this brutal
act of intimidation.”
Ten days before the attack, Tailé received anonymous calls and text messages, threatening her
with violence if she did not stop speaking on her programme. The programme features open
debates on various subjects such as politics, society, culture and sports.
The Cameroon Journalists' Trade Union (CJTU) has called on Cameroonian media owners to
implement better safety measures and offer medical and other types of insurance to their

RDC: Equateur, deux radios privées suspendues à Boende

Radio Liberté du MLC et Radio Bonanga du PPRD sont interdites de fonctionner à Boende, dans la
province de l’Equateur, jusqu’à nouvel ordre. C’est une décision de la Haute autorité des médias.
Elle reproche à ces deux organes les dérapages constatés lors de la campagne électorale du
second tour de la présidentielle couplée avec les provinciales. Décision saluée par l’autorité
administrative de la Tshuapa, rapporte radiokapi.net
Mme Brigitte Botete, commissaire de district de la Tshuapa, appuie la décision de la Ham (Haute
autorité des médias). Elle confirme que les deux radios ont connu des dérapages lors de la
campagne électorale. En plus, ces stations ne sont pas en règle avec les textes réglementaires en
vigueur.
Pour sa part, le directeur de Radio Liberté à Boende se dit surpris par cette décision de la Ham
qu’il qualifie d’injuste. Toutefois, Henri Bokoto se plie à la disposition de cette institution de
régulation des médias. La tentative de radiookapi.net de joindre son collègue de Radio Bonanga
pour avoir sa réaction s’est révélée vaine.

Africa: Radio for Peacebuilding, Africa Awards Winners

"Radio for Peacebuilding, Africa" informs about the selection of the winners for the RFPA Awards
2006. Awards have been made in three categories (Talkshow, Drama and Youth Radio). The
competition recognises the best programmes that contribute to peace. Programmes that reduce
tensions in groups and communities, which enhance and value shared interests, that break down
listener stereotypes, and that provide positive role models.
In general, the judges were impressed by the quality of many of the programmes which were
entered for the competition. Choosing the best programmes sometimes proved to be really hard.
Furthermore, these programmes will be available for listening and download from the audio section
of the website soon.

Togo: IFJ Condemns Attack on Journalist by Brothers of Togo’s
President

The International Federation of Journalists (IFJ) today condemned the attack on Yves Kpeto, a
journalist for private radio station Nana Fm, who was beaten by brothers of the President of the
Republic of Togo on accusations he had criticized their father, the previous president.
On Sunday November 5 at around 7 p.m., two brothers of President Faure Gnassingbé, who are
also sons of the late President Gnassingbé Eyadema, attacked Kpeto at a party in the Agoényivé
district of Lomé. They accused Kpeto and his colleagues of constant criticism of their father and
biased coverage of events after his death.
This is the latest case of journalist harassment involving the president’s family.
Last September, after the broadcast of a statement of football clubs opposed to a decision of the
Togolese Federation of Football (FTF) a journalist from the radio station Radio Sport FM was
harassed by men working for Lieutenant Colonel Rock Balakiyem Gnassingbé, President of the FTF
and another brother of the president.
"We condemn this attack," said Gabriel Baglo, Director of the IFJ Africa Office. "Nobody is above
the law and no one has the right to take the law into his own hands. The Togolese authorities must
make sure that these men are held accountable for their actions and that the President’s family
members are not allowed to intimidate and harass journalists.”
The Togolese union of independent journalists (UJIT), the Association of Free Radios and TV of
Togo (URATEL) and the Togolese media regulatory body (OTM) protested against this aggression
and intend to take appropriate action on this case in the coming days.

La Fédération Internationale des Journalistes (FIJ) a condamné aujourd'hui [09/11/2006]
l'agression de Agnès Tailé, animatrice d'une émission radio de débats qui a été brutalement
agressée par des individus non identifiés à Douala, et les incessantes menaces contre le journaliste
qui présente actuellement l'émission.
Dans la nuit du 7 novembre, Tailé, qui anime le programme interactif A vous la parole de la radio
Sweet FM, a été agressée par trois hommes encagoulés qui l'ont enlevée de son domicile du
quartier Kotto de Douala aux alentours de 3 heures. Ces hommes lui ont infligé de sérieux sévices
corporels et l'ont abandonnée au bord d'un ravin. La vie de Tailé n'est pas en danger mais du fait
que ses agresseurs l'aient étranglée, elle éprouve toujours des difficultés à s'exprimer.
Alexandre Lembé, le rédacteur en chef de la radio l'a relayée à la tête de l'émission. Il a confié à la

FIJ qu'il reçoit depuis, des menaces anonymes par téléphone. Ces personnes n'ont pas révélé les
raisons pour lesquelles elles profèrent ces menaces ou pour l'agression de Tailé.
"Nous condamnons cette agression lâche sur notre consoeur Agnès", a dit Gabriel Baglo, Directeur
du bureau Afrique de la FIJ. "Nous lui souhaitons un prompt rétablissement et nous appelons le
gouvernement du Cameroun à diligenter d'urgence une enquête afin que les auteurs de ce brutal
acte d'intimidation soient arrêtés et jugés".
Une dizaine de jours avant son agression, Agnès Tailé a reçu des appels et des messages
anonymes, lui intimant l'ordre d'arrêter de "parler dans cette émission". Cette émission est un
espace de débats libres d'auditeurs sur des sujets d'actualité variés tels que la politique, la société,
la culture et le sport.
Le Syndicat National des Journalistes du Cameroun (SNJC) a invité les promoteurs des médias
camerounais à mettre en oeuvre des mesures de sécurité, à souscrire à des assurances sécurité
ainsi qu'une véritable couverture médicale pour leur personnel.

Sudan: Sudan shuts down opposition Eritrean radio
Authorities have closed down an Eritrean opposition radio station, Al-Sharq, which was
broadcasting from Khartoum.
A source with close links to the Eritrean opposition said the decision was taken due to closer ties
between Khartoum and Asmara.
Al-Sahafah was unable to solicit any official response on the matter.
The source said the station's administrators had closed its doors and laid off its employees at the
beginning of the month.
They said station began broadcasting a year ago from Khartoum and Khashm al-Girbah [eastern
Sudan], with its programmes directed against President Isayas Afewerki 's regime, reaching deep

La Haute autorité des médias (Ham) suspend, pour une durée de quinze jours, Franck Diongo au
motif d'avoir publié anticipativement et régulièrement, la victoire d'un candidat à l'élection
présidentielle. Ce, suite au rapport lui fourni par le Centre d'écoute et de monitoring de la presse
congolaise.
C'est le rapporteur de la CEI, Imana Ingulu, qui l'a fait savoir au cours d'un point de presse qu'il a
animé, au Centre de Presse de la CEI, à Saint Anne. Il en est de même pour Me Bondo qui, selon
la Ham, a porté des accusations sans preuves contre la CEI et la communauté internationale
portant sur une prétendue conspiration, en vue d'un coup d'Etat en République démocratique du
Congo, au cours d'une émission « Tapis Rouges », produite par CKTV, le 7 novembre dernier.
Pour le même motif, l'instance de régulation des médias congolais a décrété un embargo de sept
jours contre Willy Mishiki et Mme Christine Epuluke. Elle reproche au premier opérateur politique
d'avoir porté des accusations sans preuves sur le déroulement des élections à l'Est du pays et
proclamé de façon anticipée les résultats de la présidentielle du 29 octobre dernier.
La Ham reproche également à Mme Christine Epuluke d'avoir porté des accusations sans preuves,
et tenu des propos invitant la population à la violence, au cours de l'émission « Sembo », produite
par CKTV, le 6 novembre 2006.
En outre, l'instance de régulation des médias congolais a infligé au directeur des programmes de
CKTV une blâme. La Ham lui reproche d'avoir diffusé, le 6 novembre 2006, dans son émission «
Sembo », des propos irréguliers d'un candidat au second tour de l'élection présidentielle, des
accusations sans preuves et de nature à exacerber la tension, et faire contester les résultats des

Nigeria: Govt Commends Christian Broadcasting Network
President Olusegun Obasanjo has restated his conviction that "the primary purpose of government
is to create a conducive atmosphere for service to humanity and to God."
The President spoke on November 9 at the State House in Abuja when he received a three-man
delegation from the Christian Broadcasting Network (CBN).
President Obasanjo commended CBN for providing free medical services to Nigerians, "many of
whom ordinarily would probably not have received such medical treatment."
Responding, CBN President, Mr. Michael Little, commended President Obasanjo for "establishing a
platform for righteousness in Nigeria" and prayed for God to grant the President "renewed strength
and wisdom."
The CBN has just marked 20 years of service in Nigeria. Its activities include its television
programme, the training of Nigerians in television production, the provision of water wells and
access to surgery to cleft-lip victims.

Sudan: BBC World Service Trust wins Radio for Peacebuilding Award

The BBC World Service Trust’s humanitarian radio service in Sudan has won first prize for its
children’s programme Ursom ala el ard makaanak (Draw Your Place On Earth) in the Youth
category of the Radio For Peacebuilding Awards. The prize is awarded by Radio For Peacebuilding
Africa.
The 30-minute programme, Ursom ala el ard makaanak, which goes out twice a week (Tuesday
and Saturday) is targeted at Darfuri children and is delivered in a magazine style format. Each
show consists of testimonies from Darfuri children, an information spot where children get to voice
their opinions, story time, recordings of children singing or playing and a short drama skit.
The Darfur Lifeline project, which was launched with the aid of ECHO and the Ford Foundation, is
currently funded by DFID Sudan. The project has been running since the start of this year and the
award-winning team (from Sudan and Egypt) were recruited and trained specifically by the trust.

Somalie: Remise en liberté de deux journalistes de radio arrêtés à
Baidoa

Mohammed Adawe Adam, journaliste de la station privée Radio Shabelle, et Muktar Mohammed
Atosh, de la radio privée HornAfrik, ont été remis en liberté le 2 novembre 2006 et ont repris leur
travail sans encombre, a appris Reporters sans frontières auprès de son organisation partenaire en
Somalie, l’Union nationale des journalistes somaliens (NUSOJ).
Les deux journalistes avaient été arrêtés le 24 octobre, en compagnie de Fahad Mohammed
Abukar de Radio Warsan, qui avait été relâché quatre jours plus tard après avoir été interrogé par
les forces de sécurité du gouvernement fédéral de transition.
Selon la NUSOJ, leur caméra vidéo numérique et leurs téléphones portables leur ont été restitués.
Aucune charge n’a été retenue contre eux. Leur détention prolongée s’explique par le fait qu’ils

Botswana radio training helps young people speak their minds for all to
hear

Thirteen children between the ages of 10 and 16 recently completed a radio production training
workshop in Gabarone, Botswana. The workshop culminated in the making of a 12-minute
programme covering such topics as sports, music and violence against children, and highlighting
the voices and new skills of all the participants.
Radio Botswana, which airs several children’s programmes, has decided to convert those shows to
child-to-child broadcasts using youth production as much as possible. The radio training workshop
– held in September, sponsored by Radio Botswana and supported by UNICEF – was a step in that

Togo: Un journaliste agressé par les frères du Président

Monde: Journée de la Paix du 21 septembre, un CD disponible

Le 21 Septembre 2006, une réalisation collective en matière de programme radiophonique
international a pu voir le jour sur la Web-radio du programme de coopération "Radio Lucie" ainsi
que sur les ondes FM de Fréquence Sillé.
Ce fut une volonté de marquer la Journée Mondiale de la paix par une appropriation citoyenne
partagée. Durant 10 heures, il a été évoqué la question de La Paix et de façon plus générale, le
Rapport à l'Autre. Plus de 30 séquences sous forme de liaisons, entretiens, reportages et directs
(représentant près de 6 heures de programmes et impliquant plus de 60 personnes) ont ainsi été
produites.

Kenya: Kibera gets community radio station

A community radio station has started broadcasting from the heart of the Kibera slums.
Pamoja FM, which has already been licensed by the Communications Commission of Kenya (CCK,
will broadcast on 99.9MHZ frequency. The station is headed by Wachira Kioi and Abdalla Beki.
In a letter signed by Mr S K Kibe dated November 9, CCK cautions Pamoja Development Centre to
keep within stipulated parameters.
"This is to inform you that the FM sound broadcasting frequency assigned to you for use in Kibera,
Nairobi is 99.9 MHZ. The associated technical parameters and conditions of the said frequency
remain the same as stipulated in our earlier letter," Kibe said.
Kioi said the station would give residents of Africa’s largest slum a chance to interact. They would
be able to share their problems, feelings and educate them on HIV/Aids issues.
The licensing of the station follows another, which broadcasts in Kariobangi.

Nigeria: Abuja Municipality First Lady Runs Radio Programme on Aids
A radio programme to create awareness about the ravaging effect of HIV infection in the society
has been produced by Mrs. Florence Zaphaniah Jisalo, wife of Abuja Municipal Area Council (AMAC)
chairman.
The pet project entitled "I care" comes up on Capital FM 92.9 in three languages - English, Hausa
and Gbagyi. It will come up every Wednesday in Gbagyi at 12.30pm and Thursdays and Fridays in
English and Hausa at 6.15pm respectively. The campaign began last Thursday. [...]
The campaign programme is a weekly radio talk which will run on a quarterly basis and it will be
anchored by Mrs Jisalo.
The choice of using different languages is based on the fact that different ethnic groups are based
in Abuja, and the core rural areas in the council are predominantly Gbagyi. This programme also
covers those living at the suburbs of the 12 wards in the council. [...]
She remarked that as long as the cure for HIV has not been found, campaigns still remain the
solution and must be given attention especially at the grassroots.

Africa: BBC Launches Award Scheme for Best Radio Programmes
An awards scheme for African radio stations and journalists has been launched.
The British Broadcasting Corporation (BBC) scheme aims at rewarding stations and broadcasters
who have earned their audiences' respect and gained popularity for quality programmes.
"The programme is not just about celebrating media excellence in Africa but appreciating the
achievement of the continent, its greatness and what it offers," said the awards project manager,
Ms Vera Kwakofi.
The programme has awards in seven categories: Radio Station of the Year, New Radio Station of
the Year, News Journalist of the Year, Sports Journalist of the Year, Local On-Air Campaign of the
Year, Interactive/Talk Show of the Year and Young Broadcaster of the Year. Entrants for the last
category must be 20 years of age or under by December 31, 2006.
Ms Kwakofi said the BBC Africa Radio Awards will be judged in two phases. The first will be held at
the regional level in East, West and Southern Africa. The winning regional entries will be submitted
for the pan-African awards.
Radio stations and individual journalists are required to submit their 60-minute programmes by
December 31. Entries can be dropped at British Council offices in various countries.
Listeners can also nominate the stations and presenters that have made a difference in their lives.

Tchad: Etat d’urgence à N’Djamena et censure des médias privés
Reporters sans frontières dénonce la décision du gouvernement tchadien de rétablir des mesures
coercitives contre la presse, après l’annonce, le 13 novembre 2006, de l’instauration de l’état
d’urgence à N’Djamena et dans plusieurs régions du pays. Cette mesure d’exception a été motivée
par les graves violences intercommunautaires qui ont ensanglanté le pays ces dernières semaines
et inclus l’établissement de la censure préalable de la presse écrite, ainsi que l’interdiction faite
aux radios privées de traiter de sujets sensibles.
Le 13 novembre 2006, à l’issue d’un Conseil des ministres extraordinaire, le gouvernement
tchadien a annoncé avoir décrété l’état d’urgence dans six régions du pays, ainsi que dans la
capitale, N’Djamena. Un communiqué du gouvernement explique qu’il s’agit de faire face aux
tueries, qui ont fait plus de 300 morts depuis le 31 octobre, entre les communautés arabe et non
arabe, essentiellement dans l’est du pays, à la frontière avec le Soudan. Le décret réinstitue la
"censure préalable" pour les journaux privés, ainsi que l’interdiction du "traitement par les radios
des questions pouvant porter atteinte à l’ordre public, à l’unité nationale, à l’intégrité du territoire
et au respect des institutions républicaines". Le gouvernement explique enfin que ces mesures
"s’expliquent par le fait que les mises en garde répétées du gouvernement et toutes les

Chad: Return to censorship under state of emergency
Reporters Without Borders today condemned the imposition of prior censorship on the print media
and a ban on sensitive issues on private radio stations under a state of emergency in the capital,
N’Djamena, and six of the country’s regions, which the government decreed yesterday in response
to the serious intercommunal violence of the past few weeks. [...]
Reporters Without Borders added: “This retrograde step is above all the result of the collapse of

the dialogue between the government and privately-owned media. Everyone agrees that we would
not be where we are now if mechanisms had been established in Chad for the regulation and selfregulation of the media.”
The state of emergency was proclaimed at the end of a specially-convened cabinet meeting
yesterday. A government statement said it was needed to deal with the bloodshed in which more
than 300 people have been killed since 31 October in clashes between Arab and non-Arab
communities, above all in the east of the country near the border with Sudan.
The decree reintroduced “prior censorship” for privately-owned newspaper and a ban on “radio
stations dealing with matters liable to jeopardise public order, national unity, territorial integrity
and respect for the republic’s institutions.” The government added that the measures “are due to
the fact that government’s repeated warnings and all the recommendations of the High Council for
Communication (HCC) are regularly defied.”
[...] Chad thus becomes one of the world’s very few countries to subject the privately-owned press

inauguration of its African regional bureau in Benin. This precise day, a seminar has been
organised in Amsterdam on the theme "the future development of media in Africa". During the
seminar, Soule Issiaka, the BARN director, remains that over the last 10 years, BARN has been an
important catalyst in sharing ideas within African states, but also between Africa and Europe. "We
arriveds in Africa, Soule said, when Africa was changing, and this change occured thanks to the
Africans themseves" BARN succeeded in this venture, he continued, because "we stick and know
the African cultures, and we work with the African people giving them voice."

thème du « développement à venir des médias en Afrique ». A cette occasion, M. Soulé Issiaka,
directeur du BARN, a rappelé que depuis 1996, Radio Nederland a pris le parti d'apporter un
soutien effectif au développement du pluralisme radiophonique en Afrique et dans l'Océan Indien.
Il a souligné le rôle de son bureau comme agitateur et catalysateur de la circulation des idées en
Afrique, et entre l’Afrique et l’Europe. « Nous sommes arrivés en Afrique au bon moment. Quand
l’Afrique changeait grâce au mouvement de ses propres populations ». Son succès, le BARN le
doit, a-t-il poursuivi, au fait que « nous connaissons et sommes enracinés dans les cultures

Lesotho: Broadcast Journalist Inundated With Threats
The South African Broadcasting Corporation (SABC) correspondent in Lesotho, Thabo
Thakalekoala, who is also the regional chairperson of MISA, has been inundated with threatening
anonymous calls that complain about his reporting, ever since the former minister of
communications, Tom Thabane, defected from the ruling Lesotho Congress for Democracy (LCD)
to form the All Basotho Convention (ABC) on 9 October 2006.
Thakalekoala told MISA-Lesotho that he has been receiving calls on his mobile phone from
anonymous individuals who call from public telephone booths, threatening to kidnap him and his

children, and telling him to leave the country and go to South Africa to practice his "biased
journalism" because that is where he "rightly belongs." Thakalekoala says he suspects the calls to
be from disgruntled LCD supporters.
Thakalekoala has been reporting on developments in Lesotho's political arena to various
international media organisations that include the South African Press Association (SAPA), British
Broadcasting Corporation (BBC) and Agence France-Presse (AFP).
Sources within the Ministry of Communications have also revealed that Thakalekoala and MISALesotho have been banned and will be denied admittance to state-run media activities.
Some LCD members have also alleged that Thakalekoala is related to the ABC leader, which leads
to bias in his reporting. Thakalekoala has since reported the matter to the National Security
Service (NSS). MISA-Lesotho is monitoring the situation. [...]

RCA: Formation des journalistes des radios communautaires de
Centrafrique
17 journalistes venant de 9 radios communautaires de Centrafrique sont en formation depuis le 13
novembre et jusqu’au 24 novembre 2006 à l’Alliance Française de Bangui. Organisée par Radio
France Internationale et les Médias Catholiques de Centrafrique sur un financement de l’Union
Européenne, cette session porte sur l’initiation à la production de magazines radiophoniques.
Des 9 stations présentes, 5 sont confessionnelles (4 catholiques et 1 protestante), 3 sont des
radios rurales locales et 1 radio privée appuyée par la Fondation Hirondelle.
Cette session est la suite de l’opération « Les réseaux de la démocratie » qui vise à renforcer les
radios communautaires de Centrafrique dans l’échange de d’informations et de programmes via
internet. Elle fait suite à la distribution d’équipement audionumérique des radios communautaires
qui eut lieu durant en mai – juin 2006.

Liberia: Finance Extends Ultimatum for Close Radio Stations
Following the intervention of the Ministry of Information, Culture and Tourism, the Ministry of
Finance has extended by 48 hours its deadline for media institutions ordered closed for
delinquency to pay government taxes.
According to an Information Ministry release, the deadline for settlement was reached today when
Information Minister-designate, Dr. Laurence Konmla Bropleh, met with the Deputy Minister of
Finance for Revenue, Mrs. Elfrieda Tamba, at the Finance Ministry.
Minister Bropleh said that his intervention is in line with government's resolve not to hinder the
work of the press in anyway.
He said that even though these media houses were given prior notice to settle their tax obligations
to the Ministry of Finance since November 3, 2006, they failed to comply.
He hoped that at the end of the 48 hours extension, which ends next Monday, the media houses
involved would have found alternative means to make settlement.
The information boss reiterated government's commitment to working with the media in order to
have an informed society that will foster national development.
Earlier yesterday before the ministry issued the release, inspectors of the Ministry of Finance shut
down some of the radio stations for their reported indebtedness to the government in tax arrears.
Among radio stations that were closed were, Star Radio, Renaissance Communication Incorporated
(Truth FM Radio and Television), the Royal Communication (Kings FM Radio and Clar TV).

Sénégal: Sondage radio - Walf FM caracole en tête, Sud FM supplante

Avec une audience veille de 21,80 %, la radio Sud Fm s'empare de la deuxième place des stations
les plus écoutées sur la bande Fm, au détriment de la radio du groupe Futurs Médias, Rfm. C'est
l'un des principaux enseignements tirés de l'enquête menée par l'Agence dakaroise d'études et de
recherches stratégiques. La première place du paysage radiophonique revient à Walf Fm qui, avec
une audience de 41,2 %, conserve son leadership.
Neuf mois après le dernier sondage, sorti en janvier 2006, l'Agence dakaroise d'études et de
recherches stratégiques (Aders) vient d'effectuer un nouveau sondage du paysage radiophonique
dans la région de Dakar. Cette étude, menée en septembre dernier, confirme la radio de SacréCoeur dans sa place de leader. Walf Fm, avec un taux d'audience de veille de 41,2 %, conserve
son leadership et relègue à plus de vingt points ses autres concurrentes.
Ce sondage souligne que même si Walf Fm conserve la première place en tenant compte de
l'audience veille, cette audience n'est plus aussi écrasante que ne le montraient les précédentes
études. 'La deuxième position qui, elle est très disputée, notent les enquêteurs, revient cette foisci à Sud Fm'. Selon eux, même si la Radio futurs médias (Rfm) semblait confirmer sa position de
challenger de Walf Fm lors des derniers sondages, cette étude montre un renversement des
positions au profit de Sud Fm.
La radio de l'immeuble Fahad recueille 21,80 % d'audience cumulée veille contre 20,10 % pour la
Rfm. L'Aders souligne, toutefois, que 'l'écart entre les deux radios Sud Fm et Rfm est si mince qu'il
est possible d'affirmer qu'elles font quasiment jeu égal'. Quant à la radio Nostalgie, elle conserve
sa quatrième place avec 14 % d'audience. Mais, Nostalgie voit l'écart se creuser avec les trois
radios de tête. Les radios qui suivent ce quatuor de tête sont respectivement : Lamp Fall Fm avec

un taux de 10,4 %, Radio France internationale et Soxna Fm ex-aequo 9,3 %, Dunyaa Fm (8,7 %)
Top Fm (4,6 %). Les chaînes Walf 2 et Walf 3 occupent les onzième et douzième places du
sondage.
Cette étude, note l'Aders, est différente des études précédentes dans le fond. Notamment sur la
meilleure connaissance des habitudes de fréquence des médias par les Dakarois, avec la possibilité
de comprendre le changement de fréquentation lorsqu'un événement, comme la Coupe du monde,
survient. Mais aussi la prise en compte du nouveau medium que constitue l'Internet.

Gabon: La ville de Moanda dotée d'une radio et télévision

La ville minière de Moanda située dans la province du Haut-Ogooué (Sud-est) est désormais dotée
d'un Complexe audiovisuel communautaire, ont rapporté des témoins à GABONEWS.
Baptisée radio télévision Moanda du nom de la ville et disposant d'un émetteur de 400 watts pour
la télévision et 300 watts pour la radio, la radio télévision Moanda va couvrir toute la ville et ses
environs.
Les programmes de ces deux médias sont essentiellement orientés vers la formation et l'éducation
de base, les soins de santé primaire y compris le VIH-SIDA, mais aussi la production des
programmes de divertissement basés exclusivement sur la culture locale, a souligné le promoteur
du projet, le ministre gabonais des Sports, Egide Boundono Simangoye, originaire de la localité.
« Nous voulons à travers ces médias raffermir aussi les liens entre les populations de la ville de
Moanda et vendre également la culture de notre localité », a déclaré M. Boundono Simangoye
L'inauguration du complexe audiovisuel communautaire de Moanda s'est déroulée récemment en
présence des responsables du Ministère gabonais de la communication.

Lesotho: Campaign of threats against leading political journalist

Lesotho correspondent of the BBC and the South African public broadcaster SABC, as well as
Agence France-Presse, the Associated Press and the South African Press Association (Sapa),
Thakalekoala has been getting daily threatening calls from public telephones for more than two
weeks. The calls refer to his family or his own safety, and tell him his "days are numbered" or that
he had "better leave the country."
After interviewing Thakalekoala, privately-owned radio Harvest FM presenter Adam Lekhoaba
received a threatening SMS message on his mobile phone from a listener on 6 November. "Be
careful not to be the next," it said.
Thakalekoala provided the international news media with coverage of the split in the ruling Lesotho
Congress for Democracy (LCD), in which former communication minister Tom Thabane left the LCD
on 9 October to create his own party, the All Basotho Convention (ABC), thereby changing the face
of Lesotho's politics just a few months before general elections.
Thakalekoala suspects that the threats against him have been coming from LCD supporters who
accuse him of biased reporting because they think he is a friend of Thabane. Thakalekoala insists
that his relationship with Thabane is "strictly professional."

"The situation is not comfortable but I am a stubborn person and I will continue to do my work
without letting it affect me," Thakalekoala told Reporters Without Borders. He said he has reported
the threats to the intelligence services.
He also said that after he spoke on state-owned Radio Lesotho, the minister of communication,
science and technology issued verbal instructions that the public broadcast media should not
interview him again. MISA-Lesotho director Tom Mapesela is also reportedly included in the ban.
Both Thakalekoala and Mapesela have been campaigning for Lesotho's public media to be free of
the close government control to which they are subjected.

Il a indiqué par ailleurs qu'après une intervention sur la station publique Radio Lesotho, le
ministère de la Communication, des Sciences et de la Technologie aurait donné la consigne verbale
de ne plus le recevoir dans les émissions des chaînes publiques. Tom Mapesela, le directeur de
MISA-Lesotho, serait également concerné. Les deux journalistes sont très engagés dans la
campagne pour l'indépendance des médias publics, dans un pays où ceux-ci sont encore très
dépendants des autorités.

Burundi: Deux journalistes de Radio publique africaine inculpés et
incarcérés
Reporters sans frontières condamne l’incarcération, le 22 novembre 2006, de Serge Nibizi,
rédacteur en chef de la station privée Radio publique africaine (RPA), et de Domitile Kiramvu,
journaliste de la même radio. [...]
Le 21 novembre en fin de journée, Serge Nibizi, Domitile Kiramvu et André-Palice Ndimurukundo,
journaliste de RPA, ont reçu une convocation du procureur de Bujumbura, les invitant à se
présenter ce jour-là à 14 heures. Ils se sont rendus au palais de justice, le lendemain dans la
matinée. Serge Nibizi et Domitile Kiramzu ont été inculpés de "diffusion d’informations portant
atteinte à sécurité de l’Etat" et de "violation du secret de l’instruction". Ils ont été transférés à la
prison centrale de Mpimba. André-Palice Ndimurukundo a été relâché.

En août 2006, sur l’antenne de RPA, Domitile Kiramvu avait commenté et critiqué des articles du
bimensuel Intumwa (Le Messager), organe du parti présidentiel CNDD-FDD, présentant des
preuves à l’encontre de présumés putchistes, alors que le dossier n’avait pas encore été transmis à
la justice.
Au cours d’une conférence de presse tenue lors de son passage à Paris, le 9 novembre, le
président Pierre Nkurunziza avait été interrogé par un membre de Reporters sans frontières sur le
climat d’hostilité entre son parti et les médias privés burundais. En réaffirmant son attachement à
la liberté de la presse, le chef de l’Etat avait alors fait valoir que "s’il existe un pays dans lequel les
relations sont pacifiques entre le gouvernement et la presse, c’est le Burundi".

Burundi: Two radio journalists jailed in Bujumbura on state security
charge
Reporters Without Borders condemns today’s arrest of Serge Nibizi, editor-in-chief of privatelyowned Radio Publique Africaine (RPA), and Domitile Kiramvu, one of his journalists, on charges of
“disseminating news threatening state security” and “violating the confidentiality of a judicial
investigation.” [...]
At the end of the afternoon of 21 November, Nibizi, Kiramvu and a third RPA journalist, AndréPalice Ndimurukundo, received a summons to report to the Bujumbura prosecutor at 2 p.m. that
day. As it was already too late, they went the next morning (yesterday morning). Nibizi and
Kiramvu were charged, and were taken to Mpimba prison, while Ndimurukundo was released.
The arrests appear to have been prompted by Kiramvu’s comments on the air last August
criticising articles in the fortnightly Intumwa (The Messenger), the mouthpiece of the ruling CNDDFDD party, that detailed evidence against alleged coup plotters although the case has not yet been
sent for trial.
When President Nkurunziza gave a press conference during a visit to Paris on 9 November,
Reporters Without Borders asked him about the climate of hostility between the ruling party and
Burundi’s privately-owned media. In reply, he insisted on his commitment to press freedom and
added, “if ever there was a country in which relations between government and press are
peaceful, it is Burundi.”

Mozambique: Voice of America launches programme on HIV/AIDS for

program on HIV/AIDS aimed at audiences in Mozambique on December 2, 2006.

Amman, Jordan earlier this month – made a very important contribution to the development of
community radio around the globe, as well as advance the organisation’s goals and objectives.
Participants returned to their home countries with new knowledge and insight into how to make
community radio more effective.
“The conference has provided a very rich forum for knowledge sharing in the plenary and
workshop sessions,” said Steve Buckley, who was re-elected as AMARC president. “We concluded
the first phase of an extensive review of the state of community radio, its impact and AMARC's
effectiveness, and have achieved a broad consensus on AMARC's priorities for the period ahead. It
will be important to complete the documentation of this as comprehensively as possible in order to
contribute to the body of knowledge about community radio and the current state of play.”
More than 300 broadcasters and radio advocates from a record-number 94 countries took part in
the week-long conference and training programme, “Voices of the World – Free the Airwaves”,
held in Amman from 11-17 November, 2006.
The organisation agreed on a strategic plan and budget for 2007-2010. Five main development
areas were identified. The goals are:
* Advocacy and policy research: to achieve improvement in the policy, legal and regulatory
environment for community media, and for the right to communicate;
* Knowledge sharing and capacity building: to strengthen the sustainability, effectiveness and
relevance of community media, and to increase the appropriation of community media by excluded
and marginalised communities to better identify, discuss, articulate and voice their development
concerns;
* Content exchange and social action campaigns: to amplify the voices of the excluded and
marginalised on key issues in sustainable democratic development, and to strengthen southcentered perspectives;
* Gender equality and women’s rights: To promote women’s voices and rights, to combat genderbased discrimination, and to strengthen women’s participation in community media at all levels;
and
* Network development and communication: To strengthen AMARC’s structure and functioning, to
strengthen country, regional and international networking and communication within the
community media sector, and to strengthen alliances between community media and other
networks and social movements.

AFRICA SECTION PLANS RESTRUCTURING
Of particular importance were the meetings of the regional sections which will led to important
progress on a number of fronts. For instance, the African regional meetings endorsed a strategy
for restructuring AMARC's network in Africa
with a focal point in Nairobi. Plans were also discussed for an African regional assembly to be held

South Africa: Contextualising the Rules

From the 13th to the 15th of November , ABC Ulwazi hosted a contextualisation workshop for the
drama production “The Rules are Simple”.
The 30-part local drama series aspires to educate children and youth in our communities about
issues concerning HIV and AIDS, and to influence them to make accurate and assertive decisions
when it comes to protecting themselves. The 3-day workshop focused on assisting community
radio producers and presenters to localise and contextualise HIV- and AIDS related issues, as
covered in the series. The workshop further ensures that stations and listeners get maximised
value from these programmes.

South Africa: Series about HIV-Aids to be produced soon
ABC Ulwazi is currently working on the production of features in 8 parts; analyzing issues of HIV
&AIDS.
This project is funded by Johns Hopkins University Center for Communication Programs and
centers around themes that emerged as ‘key focal areas’ from the large scale research that was
recently undertaken by several role players in the field of HIV & AIDS.
This new series is characterized by an exciting format that will involve the listener and stimulate
discussion at Listeners’ Association meetings. The features include a dramatization element and
will contain ‘open’ endings where the listener will be required to phone in and suggest any
‘pathways to action’ in terms of the events depicted in a single episode.

Radio Khwezi won two awards for best radio feature and best community media in the KwaZuluNatal Vodacom Journalist of the Year Awards.

South Africa: Sustainability in the community radio sector
On the 21st of November ABC Ulwazi hosted a round table discussion at the Civic Theatre in
Johannesburg.
This round table involved various stakeholders in the community radio sector including stations,
funders and service providers and focused on the issue of training for sustainability in the
community radio sector. The event was an enormous success and resulted in a general agreement
on the importance of collaboration and support among all different stakeholders and specifically
amongst training service providers.
