FRANCOPHONE AND ACADIAN COMMUNITIES TO BE supported through
INTERGOVERNMENTAL COLLABORATION
The ministers responsible for Francophone Affairs are committed to increasing intergovernmental
collaboration to support Francophone and Acadian communities. This commitment was confirmed at the
6th Ministerial Conference on Francophone Affairs held in Edmonton, Alberta on September 27 and 28,
2001.
During the first part of the conference, the provincial and territorial ministers identified areas of common
interest that could lead to co-operation agreements. They agreed that interprovincial/territorial
collaboration in areas such as education, training, health services, culture and economic development could
have significant impact on Francophone and Acadian communities.
During the federal, provincial and territorial discussions, the ministers focused on French language health
services and economic development. They agreed to encourage their colleagues to examine appropriate
courses of action in light of their respective realities and infrastructure with respect to these two areas.
The ministers also reaffirmed their governments' commitment to enhance the profile of the French fact, and
to pursue the dialogue established with their Francophone and Acadian communities to ensure their
development and to contribute to their continued vitality.
As federal minister responsible for matters related to official languages, Stéphane Dion, Minister of
Intergovernmental Affairs, was pleased with the results of the conference. He stated: "I join my provincial
and territorial colleagues in acting as catalysts with our cabinet colleagues, and I invite them to work with
the government of Canada to identify together priority initiatives and areas of collaboration to contribute
fully to the betterment of Francophone and Acadian communities".
Denis Ducharme, MLA, President of the Alberta Francophone Secretariat and chairperson of the
conference, affirmed, "This conference represents a significant step for all participants with respect to the
undertaking of collaborative projects that will support Francophone and Acadian communities." He also
indicated that the nomination of Edmond LaBossière as Facilitator/Co-ordinator on Francophone Affairs
to work on intergovernmental initiatives will help in this regard.
Jospeh Facal, Quebec's Minister Responsible for Canadian Intergovernmental Affairs and Minister
Responsible for Relations with Francophone and Acadian Communities, Joseph Facal, participated in the
provincial/territorial discussions on interprovincial/territorial co-operation. He delegated an observer for the
portion of the meeting involving federal, provincial and territorial ministers.
The next meeting will be held in St. John's, Newfoundland in 2002.

LA COLLABORATION INTERGOUVERNEMENTALE À L'APPUI DES COMMUNAUTÉS
FRANCOPHONES ET ACADIENNE
Les ministres responsables des Affaires francophones s'engagent à accroître la collaboration
intergouvernementale afin d'appuyer les communautés francophones et acadienne. Cet engagement ressort
de la VIe Conférence ministérielle sur les Affaires francophones tenue à Edmonton, Alberta les 27 et 28
septembre 2001.
La première partie de cette conférence a permis aux ministres des provinces et territoires de cibler des
domaines d'intérêt commun dans la perspective de conclure des ententes de coopération. Les ministres ont
convenu que la collaboration interprovinciale/territoriale offre un potentiel considérable notamment en
matière d'éducation, de formation, de santé, d'épanouissement culturel et de développement économique au
soutien de la francophonie.
Au cours du volet fédéral/provincial/territorial, ce sont les services de santé en français et le
développement économique qui ont retenu l'attention. Les ministres vont donc encourager leurs collègues à
favoriser l'avancement de ces deux dossiers tout en tenant compte des réalités et des infrastructures propres
à leur juridiction.
Les ministres des provinces et des territoires ont aussi renouvelé l'engagement de leur gouvernement à
continuer à donner de la visibilité au fait français et à poursuivre le dialogue avec leurs communautés
francophones et acadienne pour assurer le développement et contribuer à la vitalité soutenue de ces
communautés.
A titre de ministre responsable des dossiers touchant les langues officielles, l'honorable Stéphane Dion,
ministre des Affaires intergouvernementales du gouvernement du Canada, a déclaré : « Je me joins à mes
collègues pour que nous agissions comme catalyseurs auprès de nos collègues du conseil des ministres et je
les invite à travailler avec le gouvernement du Canada pour identifier ensemble les interventions et les
collaborations prioritaires afin de contribuer pleinement à l'épanouissement des communautés francophones
et acadienne du Canada. »
« Cette conférence a permis aux participants de franchir une étape importante vers la réalisation de projets
de collaboration qui appuieront nos communautés francophones et acadienne. » a affirmé le député Denis
Ducharme, Président du Secrétariat francophone de l'Alberta et président de la conférence. Il a également
indiqué que la nomination de M. Edmond LaBossière à titre de facilitateur/coordonnateur des Affaires
francophones pour travailler sur des initiatives intergouvernementales aidera à cet égard..
Le ministre délégué aux Affaires intergouvernementales canadiennes et ministre responsable des Relations
avec les communautés francophones et acadienne du gouvernement du Québec, M. Joseph Facal, a choisi
de participer au volet provincial/territorial de cette conférence pour traiter de coopération
interprovinciale/territoriale. Pour le volet fédéral/provincial/territorial, il a délégué un observateur.
La prochaine rencontre aura lieu à St. John's, Terre-Neuve en 2002.
