L’académie RISE L’académie RISE « Réseaux, Information et Société numErique » est l’académie de l’UCA
concernant les réseaux de communication, le traitement et la modélisation de l’information
numérique et l’étude des évolutions de la société induites par la révolution numérique. Elle repose
sur un Labex (UCN@Sophia) et un Equipex (FIT) et regroupe les 11 laboratoires ou institutions
suivantes : EDHEC, EURECOM, GREDEG, I3S, INRIA, LEAT, LJAD, INNI (LPMCINLN),
MINES ParisTech, MSHS, SKEMA. Trois ambitions majeures sont développées dans cette
académie :
 Concevoir et expérimenter les réseaux de communication de demain alliant performance (par
exemple par dispositifs photoniques et sans fils innovants), sécurité et sobriété énergétique. A ces
nouvelles infrastructures doit être associé le développement de nouvelles applications distribuées
permettant de stocker, transporter, indexer de très grandes quantités de données, de gérer des
plateformes de calcul et de stockage virtualisées ou encore manipuler des contenus intelligents.
 Maintenir l’excellence de l’UCA dans les sciences numériques. Il s’agit de maintenir et
renforcer l’expertise fondamentale pour gérer, traiter et interpréter des données possiblement de
grande taille, de grand volume et/ou distribuées, pour développer la fiabilité et la sécurité des
programmes et échanges de données ou encore pour modéliser et simuler à différentes échelles des
problèmes issus de la physique, de la biologie, ou de la médecine. Ainsi cette académie jouera un
rôle important dans la MSI (Maison de la Modélisation, de la Simulation et des Interactions). Les
aspects interaction homme-machine et aide à la décision, parties intégrantes des systèmes
robotiques sont aussi concernées.
 Améliorer la compréhension des transformations induites par la numérisation de la
société notamment sous l’angle de l’impact de l’innovation technologique, du rôle des artefacts
physiques (par exemple les objets connectés) dans cette transformation. Plus précisément, il
convient d’analyser l’impact de la numérisation sur le fonctionnement des économies, sur les
modes d’apprentissage des connaissances, sur la citoyenneté, le droit, la vie privée, l’éthique et
même la philosophie.
La première journée de l’académie RISE est organisée le 1er juillet 2016 de 13h à 17h dans
l’amphithéâtre Forum du Campus SophiaTech. Des sandwichs et des boissons seront servis sur
place de 12h à 13h. Cette journée sera l’occasion de présenter l'UCA et l'académie RISE, les actions
en cours et à venir de l'académie, et de faire se rencontrer les acteurs de l’académie. Un formulaire

Contexte de l’appel : Dans le cadre de l’Idex UCAJEDI, deux types d’appels sont lancés au printemps 2016.
- Un appel à manifestation d’intérêt, lancé début mai en parallèle par les 5 académies d’excellence
de l’UCA. Ces manifestations d'intérêt concernent des projets en recherche, et/ou formation et/ou
innovation émergeant d’une ou plusieurs académies et serviront à définir l’appel d’offre UCA qui
sera diffusé à l’automne 2016.
- Un appel à projet interne à chaque académie, qui est l’objet du présent appel pour l’académie
RISE.
Objectifs de l’appel : Ce premier appel à projet interne à l’académie RISE a pour ambition de faire émerger des travaux
de recherche transdisciplinaire ou bien de les renforcer dans les domaines scientifiques de
l’académie RISE impliquant des chercheurs d’UCA. Il pourra s’agir de répondre à des questions
scientifiques ou technologiques, de tester des preuves de concepts ou des projets de transfert vers
des entreprises de la région pour les projets d’innovation. L’originalité, le caractère exploratoire et
la dimension transdisciplinaire seront des éléments d’appréciation. Ces projets pourront s’inscrire
dans des projets de plus grande envergure susceptibles de devenir des projets soutenus par l’IDEX
UCAJEDI. Le montant total alloué par l'académie RISE à ce premier appel est de 275k€.
Coordinateur et Partenariat Le porteur du projet doit être un membre permanent d’un des 11 laboratoires de l’académie RISE.
Le projet doit associer, en plus du laboratoire du porteur :
- pour un projet de recherche : au moins un second laboratoire ou une institution associés à UCA,
- pour un projet d’innovation : au moins une entreprise des Alpes Maritimes (incluant Monaco).
D’autres partenaires membres de l’UCA, institution, entreprise ou association de la région Côte
d’Azur peuvent être en plus associés aux deux types de projets.
Projet dépendant de plusieurs académies Si le projet concerne plusieurs académies, alors il ne faut soumettre le projet qu’à une seule
académie, considérée comme « principale » et indiquer les autres académies concernées,
considérées comme « secondaires ». Le projet sera ainsi évalué en parallèle par plusieurs académies
et une réponse concertée unique sera envoyée au porteur du projet.
Financement et durée Le financement des projets retenus ne pourra pas être inférieur à 10k€ et la durée sera de 12 mois
à partir de l’attribution des financements (prévue à l’automne 2016). Les fonds pourront servir à
financer des missions, du matériel, des logiciels, des gratifications de stage ou des salaires
(ingénieur, post-doc, partie d’une bourse de thèse) ou d’autres ressources nécessaires à la conduite
de travaux de recherche ou d’innovation. Un rapport sera demandé à la fin du projet.
Rédaction et envoi de la proposition La proposition sera rédigée sur le modèle de proposition associé à cet appel, fichier disponible sur
le site de l’académie RISE. Elle pourra être rédigée en français ou en anglais.
La date limite de remise des propositions est le mercredi 14 septembre. Ces propositions seront
envoyées par courrier électronique à [email protected]. Un site de soumission sera
mis à disposition bientôt, les informations seront disponibles sur le site de l’académie RISE.
Le comité scientifique de l’académie RISE donnera un classement et un avis circonstancié des
dossiers et le comité de pilotage sélectionnera les projets retenus. La composition de ces comités

The RISE academy The RISE (Réseaux, Information et Société numErique or Networks, Information and Digital
society) academy is the UCA academy that addresses communication networks, digital information
modeling, and processing and society evolution induced by the digital revolution. This academy is
based on a Laboratory of Excellence (UCN@Sophia) and Equipment of Excellence (FIT) and
includes the following 11 laboratories or institutions: EDHEC, EURECOM, GREDEG, I3S,
INRIA, LEAT, LJAD, INNI (LPMCINLN), MINES ParisTech, MSHS and SKEMA.
Three major ambitions are driving the research activities in this academy:


Designing and experimenting communication networks of the future, combining high
performance (for example innovative wireless photonic devices) with security and
energy economy. In addition to these new types of infrastructure, new distributed
application development programming paradigms are covered as well, for the purposes
of enabling storage, consultation, indexing of big data, virtualized computing and storage
platforms, and smart content processing. These distributed virtualized applications will
assume considerable importance; they are what enables the processing of massive
amounts of distributed data.
Developing UCA excellence in Digital sciences. This is fundamental know-how, not
only required for understanding the structural properties of networks, for developing
program and data exchange reliability and security, but also for modeling and simulating
problems in the physical, biological and medical domains. A crucial topic within this
ambition is the ability to extract, from large data masses – which are potentially fuzzily
structured, and partial – structured information and knowledge open to semantic
processing and interpreting. For these reasons, this Academy will play an important role
in MSI (Maison de la Modélisation, de la Simulation et des Interactions). Human-

computer interaction aspects and decision aid, parts of robotic systems are also
concerned.
Improving our understanding of the transformation brought about by the digitization of
society. To this end, it is desirable to better qualify: the impact of technological
innovation and the role of physical artifacts in this transformation; the impact of its use
on e-learning, on society, on citizens; related challenges pertaining to Law, to private
life, to ethics, and even to philosophy.
The first “RISE academy Day” is scheduled on July 1st 2016, from 1 to 5 pm in the Forum
amphitheater at the SophiaTech Campus. Sandwiches and drinks will be served from noon to 1pm.
This event will be the opportunity to present UCA, the RISE academy, its ongoing and future
actions, and to foster discussions among the researchers of the academy. A registration form is

Context of the call: Two types of calls will be launched in spring 2016 under the UCAJEDI Idex:
- An “Expression of Interest” call, that has been launched in early May by the five UCA academies
of excellence in parallel. These EoIs addresses research and/or education and/or innovative projects
emerging from one or several academies, and will serve to define the UCA call for projects that is
to be launched in autumn 2016.
- An internal call for projects within each academy. This call is the internal call for the RISE
academy.
Objectives of the call: This first internal call for projects of the RISE academy aims to encourage the emergence of transdisciplinary research activities, or to consolidate them, in the scientific domains covered by the
RISE academy and involving UCA researchers.
The submitted projects might address scientific or technological challenges, test Proof of Concepts,
or perform technological transfer to the companies in the area for innovative projects. The
originality, the exploratory nature and the trans-disciplinarity are evaluation criteria for the
submitted projects. These projects may be part of larger-scale initiatives that could become
UCAJEDI IDEX funded projects.
The total amount of funding allocated by the RISE academy to this first call is 275k€.
Coordinator and consortium The principal investigator of the project should be a permanent member of one of the 11
laboratories of the RISE academy. The project should involve, in addition to the PI laboratory:
- for a research project: at least one secondary laboratory or one institution associated to UCA,
- for an innovative project: at least one company from the Alpes Maritimes (including Monaco).
Others UCA partner members, institutions, companies or associations from the Côte d’Azur area
can be also associated to both types of projects.
Multi‐Academy Projects If the project is related to more than one academy, it should be submitted to only one academy,
considered as the “primary” one. The other academies concerned should be mentioned in the
project as “secondary”. In this case, the project will be evaluated in parallel by the different
academies mentioned, and a unique answer will be sent back to the project coordinator.
Funding and Duration The funding of accepted projects cannot be lower than 10k€. The duration will be 12 months
starting from the funding allocation date (expected in autumn 2016). The received funding can
cover missions, hardware, software packages, traineeship grants, salaries (engineer, post-doc, part
of PhD thesis scholarship) or other resources necessary to the implementation of the research or
innovative activities. A report should be presented at the end of the project.
Proposal preparation and submission The project proposal should be prepared using the joint proposal model, available also on the RISE
academy web site. The proposal can be written in French or in English.
The deadline for submitting the project is Wednesday September 14th 2016. Proposals should be
sent by e-mail to the [email protected] address. However, it is planned to set-up
an A submission web soon. Information about this web site will be announced on the RISE
academy web site.
The RISE academy scientific committee will rank the proposals and give a detailed opinion on
each one, and the academy steering committee will select the projects accepted for funding. The
