United Arab Emirates goes eBorder with Morpho
Morpho, in partnership with eIMASS,
is implementing the prestigious eBorder
management system in five major airports in the
UAE. The project is setting the standards for the
future of border control in the world, combining
the very latest in biometric technologies,
automation and system integration. Expanding
upon the eBorder pilot implemented in 2012 in
Abu Dhabi, the success story goes on.
In 2012, Abu Dhabi Police decided to
test the multi-biometric border management
concept and selected Morpho and eIMASS
to implement a pilot system, connected to the
UAE IRIS system, which is the key biometric
of eBorder system. The IRIS system is also
provided by Morpho and eIMASS.
The current expansion of the pilot across
the UAE features Morpho’s Finger On-the-Fly
technology, which is a very rapid, touchless way
of capturing fingerprint, and Iris At-a-Distance,
the world’s fastest operational capture time
(less than 1 second for simultaneous capture
of iris and face).
Full Entry and Exit passenger processing
using 96 e-Gates, 94 e-Counters, contactless
and at-a-distance biometric capture, seamless
integration into existing infrastructure in all
project locations, those are some of the key
features of eBorder in 2015.
Being centrally located in the Gulf region, the
UAE are at the crossroads between Europe,
Africa and Asia. UAE airports are among the
busiest in the world, with more than 100 million
passengers handled in 2014.
In addition to the Ministry of Interior, Morpho
already supplies security systems to numerous
government agencies and organisations
within the UAE. These customers include the
Abu Dhabi Police, Emirates Identity Authority,
the Ministry of Foreign Affairs, Abu Dhabi
Airports Company and the Dubai Civil Aviation

organisations against advanced cyber attacks

provider in Mexico—announced this October
a partnership aimed at protecting government
organisations and enterprises in Mexico
against advanced cyber threats. The strategic
partnership merges Verint’s market-leading
cyber intelligence capabilities with Scitum’s
best-of-breed managed services expertise.
The next-generation Verint Threat Protection
System™ was specifically designed to help
address the limitations of traditional security
approaches in combating today’s advanced
and sophisticated cyber-attacks. The solution
provides organisations with comprehensive
detection, prioritisation, investigation and
protection from advanced cyber-attacks. As a
pre-integrated intelligence platform, the Verint
solution helps Security Operational Centre
(SOC) analysts pinpoint, analyse and neutralise
threats more rapidly. Innovative orchestration
and automation capabilities function as a
“brain,” powering intelligence sharing for better
threat detection across the stages of the attack
cycle. In addition, the Verint Threat Protection
System creates actionable intelligence that
provides deeper insights, enabling security
teams to better anticipate threats and be
prepared to respond.
Scitum is the largest provider of managed
security services in Mexico and one of the
leaders in Latin America with a rapidly growing
customer base of over 700 companies. “We

The Verint Threat Protection System will
operate in Scitum’s Security Operations
Centre, which was the first such operation of

current tools to improve the effectiveness and
productivity of its SOC analysts in countering

Thales to create a global leader
in data protection by acquiring
Vormetric
Thales signed this October a definitive
agreement to acquire Vormetric, a leading
provider of data protection solutions in physical,
virtual and cloud infrastructures, for US$400M.
The transaction is subject to customary closing
conditions and expected to close during the first
quarter of 2016.
“The acquisition of Vormetric is a great
opportunity to accelerate the growth of our
cybersecurity activities. Combining Thales
critical IT systems protection capabilities with
Vormetric’s know-how in data protection
will create a global leader in data security,
offering comprehensive solutions for protecting
enterprises against cybersecurity threats,” says
Patrice Caine, Chairman & CEO of Thales.
Leveraging a range of data-centric security
technologies, Vormetric provides efficient
sensitive data protection. This combines
perfectly with Thales e-Security activities, which

American technology expert group, Teledyne
Technologies Incorporated. “ICM’s unique
X-Ray sources and mobile security systems are

sensitive CMOS-based X-Ray detectors. […]
Furthermore, the acquisition of ICM accelerates
Teledyne’s efforts to provide a full family of
specialized X-Ray products serving industrial,
security and scientific markets”, says Robert

Astrophysics, Inc. X-ray protects
high-powered US warship
Point Blank
acquires Eye3Data
Point Blank Enterprises (“Point Blank” or “PBE”),
a worldwide leader in the production of soft body
armor and related protective solutions, successfully
completed this September its acquisition of
Eye3Data, an innovative manufacturer and
distributor of advanced technology solutions for
the law enforcement community.
Founded in 2004, Eye3Data is an industry
leader in technologically advanced Digital
Security Surveillance Solutions. Headquartered
in Cincinnati, Ohio, the Company has developed
state-of-the art equipment and software to
support the fast growing security industry with
products ranging from body-worn cameras,
in-car audio and video solutions and evidence
management software systems. Eye3Data has
initiated several, large implementations for Law
Enforcement, Government, Public Safety, Public
Transit, Schools, and Commercial outfits, providing
its customers with advanced IP Surveillance
and CCTV solutions, new body-worn cameras
and other security systems which leverage its
proprietary software applications. After passing the Factory Acceptance Test by
skilled navy personnel, the X-ray System from
Astrophysics Inc., a leader in conventional and
air cargo security X-ray inspection systems, was
deployed last June to an aircraft carrier in the
Pacific fleet to help protect entry control points
at seaports around the world. The X-ray System,
designed to deploy quickly from the ship, will
be used to screen visitors and personnel before
they embark and to accelerate offloading
processes. Astrophysics was selected from a
large field of competitors to fulfill the five-year
contract to supply and deploy ruggedised X-ray
inspection systems to the Navy XRBS program.
“We are extremely proud that our system,
designed and manufactured here in the U.S.,
was deployed to a navy vessel of this scale” said
Francois Zayek, CEO of Astrophysics. “We are
also proud to be helping to protect our nation’s
warfighters in their efforts to keep our nation
safe and secure.”

Shadow of terrorism hangs over milipol Paris 2015
Milipol Paris 2015 opened under the shadow
of the deadly attacks that hit the French capital
Friday, November 13. The death toll stands at
129 from the attacks on the Bataclan concert
hall, Stade de France sports stadium, and a
number of restaurants in eastern Paris. More
than 350 more were injured - around 40 are still
in critical condition.
Seven terrorists were killed, including the first
suicide bombers to strike in France. French and
Belgian investigators are actively searching for
suspects, and President Francois Hollande has
declared a national state of emergency.
Fifteen hundred extra military personnel have
been deployed in Paris, and security stepped up
at some 5,000 sites across France.
The French authorities say the almostsimultaneous attacks were well-organised
and well-coordinated. Three teams hit the
six sites over just 20 minutes.
The investigation into who exactly was
behind the attacks and how they planned and
executed it highlights the challenges facing
modern security agencies. Technological
advances, including some of the products
on display at Milipol Paris 2015, have helped
make the job easier.
However, a new report just released
says the number of people killed by acts of
terrorism rose by 80 per cent last year – the
largest ever increase in terrorism-related
deaths.
The Global Terrorism Index report compiled
using data collected by the University of Maryland
also reveals the economic cost of terrorism has
increased tenfold since 2000.
Islamist groups Boko Haram and Islamic State
militants were between them responsible for 51
per cent of all claimed global killings in 2014, and
78 per cent of all deaths occurred in Afghanistan,
Iraq, Nigeria, Pakistan and Syria, the Global
Terrorism Index report said.
The number of countries that suffered more
than 500 deaths more than doubled, increasing
from five in 2013 to 11 in 2014, including Somalia,
Ukraine, Yemen, Central African Republic, South
Sudan and Cameroon.
This follows an earlier 50 per cent increase
in the number of terrorist incidents recorded
between 2011 and the end of 2013 – further
evidence that terrorist incidents are steadily on
the increase globally.
The report also found that the cost of terrorism
rose dramatically in 2014, from a total of $52.9
billion globally, an increase of 61 per cent on the
previous year’s total of $32.9bn.
This report echoes another released by
Moody’s Investor Services last month, which
noted that terrorism negatively affects economic
growth by directly destroying production
inputs, along with the destruction of property,
infrastructure, and the loss of human life.
Such events also increase uncertainty,
disrupt household and business spending
and investment plans, and divert foreign direct
investment.
The attacks on Paris are also expected to
affect tourism revenues for the City of Light, the
number one tourism destination in the world.
Within hours of the attacks, hotels were reporting
cancellations. Taxi drivers were called to pick up
tourists and business travellers staying in the east
of the city, near where the attacks occurred, as
they scrambled to find rooms on the other city
of Paris, or outside the capital.
Terrorist events also lead to a reallocation of
resources from growth-enhancing investment to
spending designed to increase national security
or to capture terrorists and their assets.
Moody’s reported that Terrorist events of
the type and frequency seen in the top ten
most terrorism-inflicted countries just in 2013
immediately weaken GDP growth between
0.51pps and 0.80pps; they further deteriorate
growth between 0.37pps and 0.59pps after
one year, and by 0.05pps and 0.07pps after
three years.
Moody’s also found that terrorist events
reduced investment growth, and thereby
impaired potential growth, on the year of the
terrorism event, by between 1.31pps and
2.07pps, for the top ten most affected countries.
Terrorist events also raise the government cost
of borrowing. In the countries most affected by
terrorism, the cost of borrowing jumped between
41 and 65bps within one year and by 51-81bps
after one year of the event.
Steve Killelea, Executive Chairman of the
Institute for Economics and Peace, which
produced the Global Terrorism Index report, said:
«What is most striking from our analysis is how
the drivers of terrorism differ between more and
less developed countries.
«In the West, socio-economic factors such as
youth unemployment and drug crime correlate
with terrorism. In non-OECD countries,
terrorism shows stronger associations with
ongoing conflict, corruption and violence.”
The report also found strong links between
the current refugee crisis in Europe and
terrorism and conflict. «Ten of the 11
countries most affected by terrorism also
have the highest rates of refugees and
internal displacement,” said Killelea.
Although so-called «lone wolf» attackers
were the main perpetrators of terrorist
activity in the West, causing 70 per cent of
all deaths over the past 10 years, Islamic
fundamentalism was not the main driver of
terrorism in Western countries.
Some 80 per cent of lone wolf deaths were
caused by political extremists, nationalists, racial
and religious supremacists.
The report found that since 1989 the two
factors most closely associated with terrorism
are the levels of political violence committed by
the state, and the level of armed conflict within
a country. Where a section of the population felt
repressed or where armed conflict was in full
sway, people were more likely to be attracted to
committing acts of terrorism.
Some 92 per cent of all terrorist attacks
between 1989 and 2014 occurred in countries
where political violence by the government was

Interview with
Jean‑Michel Fauvergue, director
of RAID and of FIPN (Intervention
Force of the National Police)
RAID, which is headed by the Director
General of the National Police, has just celebrated its 30th anniversary. What are RAID’s
main tasks and how is it organized today?
RAID consists of a central base in Bièvres
and seven regional branches spread throughout
mainland France with a total manpower of 350.
The unit was founded in October 1985 and is
under the authority of the Director General of
the National Police. It participates throughout the
country in the fight against all kinds of terrorism,
organized crime and gangs.
Furthermore, in 2009, the General Directorate
of the National Police (DGPN) decided to set up
the intervention force of the National Police (FIPN),
with more than 400 men and women, whose task
is to coordinate the various National Police intervention units in the event of a major nation-wide
event. When the FIPN is in action, it covers RAID
and its seven regional branches (Lille, Strasbourg,
Lyon, Nice, Marseille, Bordeaux, Rennes) and the
three intervention groups (GIPN) of the French
overseas territories and the Paris BRI-BAC under
the authority of the Head of the RAID.
RAID is required to intervene in serious events,
needing the use of specific techniques and
resources to neutralize dangerous individuals
through negotiation or intervention. Its role is to
act especially in extreme crisis situations, such
as hostage-taking, standoffs with barricaded
fanatics and arresting armed criminals.
RAID actively contributes to the fight against
terrorism by assisting the DGSI, the DCPJ (SDAT)
and any other specialized service (such the antiterrorism coordination unit UCLAT) for the arrest
of individuals or groups likely to engage in terrorist
activities on French soil.
RAID must intervene in in missions with the
following priorities:
- managing major and/or complex crises that
seriously undermine public order: counter terrorism, hostage taking, entrenchment of criminals
and dangerous individuals, dangerous suicide
attempts, the fight against organized crime,
prison mutinies with hostage taking.
- management and security of major sports and
cultural events and sensitive summits.
- The arrest in enclosed environments of dangerous armed individuals, assisting other National
Police departments.
- Protection of sensitive diplomatic missions
abroad.
- Assisting the Protection Service (SDLP) in
at-risk missions.
- Training other services, both French and
foreign.
RAID does not have jurisdiction on the legal
follow-up of events in which it has intervened.
RAID consists mainly of an intervention section,
an operational support section and a number of
specialized units (such as marksmen, rock-climbing, negotiation, dog handling and a medical
group) plus a training group.
During the Charlie Hebdo shootings in Paris
on 7 January 2015 and the hostage situation
on the following 9th, how were tasks split
between RAID and GIGN?
This was a first. RAID and GIGN complement
each other and have different geographical intervention areas. RAID intervenes in big cities whereas GIGN has jurisdiction in rural areas. That is
why I have received the instruction to “contribute”
to GIGN (that is, provide it with any backing it may
need) in tracking the Kouachi brothers, who were
spotted at Villers-Cotterets in the Aisne departement. A large triangular area was determined for
the search and split between GIGN and RAID on
adjoining spaces. So I took my instructions from
Hubert Bonneau, head of GIGN, as we were on
their area of jurisdiction. That is how things were
organized when the Kouachi brothers took siege
in the printers at Dammartin-en-Goele, which was
also in the gendarmerie area.
However, when I went to the hostage scene
at Porte de Vincennes, in the Police area, two
liaison officers two RAID negotiators stayed
at Dammartin-en-Goële, while the two GIGN
liaison officers came with us. We trusted each
other in the work, the dialogue with the liaison
officers enabled us to provide information in
real time on what has happening, both in Paris
and in Dammartin.
The January 2015 interventions are emblematic of your expertise. But outside these
dramatic events, in what types of missions
do your men have to intervene?
RAID men most often engage in situations
of entrenched dangerous individuals, hostagetaking, and any other kind of mission to provide
assistance to other Police services.
But RAID’s history is full of stories that stick
in the mind:
- Neutralizing the hostage-taker of the Nantes
Court of Assizes in 1986;
- The arrest of the leaders of Action Directe
in 1987;
- Control of an unbalanced madman at RisOrangis in 1989 – an operation in which two
members of RAID were killed;
- Rescue of the children held hostage by Erick
Schmitt, dubbed HB (Human Bomb) in a nursery
school in the Paris suburb Neuilly-sur-Seine, in
1993;
- intervention against Islamic terrorist members
of the GIA in Roubaix in 1996;
- the arrest of Yvan Colonna in 2003;
- The intervention against a hostage-taker in a
post office in Limay, in 2006;
- The arrest of Jean-Pierre Treiber in 2009;
- numerous arrests of successive leaders of
ETA in the French Basque Country and Auvergne
(2009, 2010);
- The intervention against Mohammed Merah,
the perpetrator of shootings in Montauban and
Toulouse in March 2012;
- The intervention against Amedy Coulibaly,
who took hostages in a kosher supermarket in

the Paris suburb of Vincennes in the wake of the
Charlie Hebdo shootings, 9 January, 2015.
RAID draws lessons from its many almost
daily interventions to adapt its techniques and
procedures. In 2014, the Unit solved 12 hostage
taking situations, mastered 57 frenzied madmen
and arrested 536 criminals. Since the beginning
of 2015, RAID has already intervened more than
880 times, leading to solving 9 hostage situations
(with 51 people released unharmed), neutralizing
27 dangerous individuals and the arrest of over
400 criminals, including 70 involved in terrorism.
How do you work with your foreign counterparts in terms of sharing information and
training?
The ATLAS group that was created after the 11
September 2001 attacks aims to bring together
the major European intervention groups (35 antiterrorism units from the 28 Member States of the
European Union, plus Switzerland and Norway),
which are essentially police units. The group meetings provide an opportunity to progress through
exchanges, feedback following operations, setting
up joint exercises and also testing material. Furthermore, the ATLAS European framework also
enables a unit to receive support from one or several
other units, at the request of a member country.
RAID is regularly called to carry out training
missions internationally (both in and outside
Europe), as well as personal protection operations of ambassadors and sportsmen. It is also
called into service in the event of hostage-taking
involving French nationals through an interdepartmental negotiation cell (CIN) of the Ministry
for Foreign Affairs.
What is the latest equipment acquired by
RAID?
Even before the events that occurred in
January 2015 (Charlie Hebdo shootings), RAID
had ordered new equipment, such as mediumsized armoured vehicles able to provide additional
protection to field operators. Along with this, the
Unit is continuing to acquire technical resources
enabling it, for example, to see without being
seen (such as miniature cameras), to get safely
close to a crisis site (ballistic protection, robots,
drones etc), to carry out, if required, dynamic and
continuous assaults to bring an end to hostage
situations or challenge heavily armed criminals.
The Milipol trade show enables RAID to discover, all in one place and over a short period of
time, new equipment and to talk directly to their
designers. It is an exchange between professionals, which can get straight to the point: is this
particular piece of equipment suited to the needs
of our tasks?
For its part, RAID keeps a watch on technology
and R&D, which enables it, via its network of
institutional and professional partners, to keep
abreast with new material that might suit its needs.
When a partnership works well, it is actually a
“win-win” exchange between the industrialists
and the Unit, because with its daily experience
in the field, RAID can make suggestions that
become as many changes to improve the product
that may therefore be offered to other intervention
units all over the world. What does Milipol represent for you in terms
of keeping abreast with new products? Is
RAID on the lookout for new equipment and
technology?

How did you participate in the Germanwings flight affair ?
When the alert was raised, the helicopter from
the gendarmerie of the town of Digne was able
to take off within quarter of an hour and arrive on
the crash site in just five minutes. We found the
wreck very quickly and that could have enabled
us to rescue any survivors if there had been
any, as has frequently happened in the past.
We then deployed seven aircraft, carrying out
350 hoisting operations in harsh air conditions.
Interview with General Daniel
Leimbacher, commander of the
gendarmerie air force (FAGN)
General, what does the FAGN represent
today?
The FAGN is a small structure: 475 people,
380 of who are pilots and mechanics. We fly
a total of 19,000 hours a year and our 56 helicopters are spread over 29 permanent bases, in
mainland France and its overseas territories. In
addition, we also have a maintenance group in
Orleans and a training unit in Cazaux. Today, the
gendarmerie helicopter is qualified as “pivotal
capacity” in the White Paper on defence and
national security, along the same lines as the
armoured vehicles in the Armoured Group of
the National Gendarmerie.
You work very closely with the National
Police, you fulfill missions for the criminal
investigation police, but you remain primarily
military.
We remain primarily gendarmes! The fact that
all of us, officers and NCOs, go through the
same training academies is, moreover, a considerable advantage: every specialist has the
same basic culture as the territorial gendarme.
A driver from the armed forces that wants to
transfer to the FAGN would be recruited as a
gendarme and would necessarily have to go
via a territorial unit before joining us.
What is your territorial jurisdiction?
The gendarmerie has jurisdiction over 90%
of the national territory, meaning 50% of the
population. The FAGN has the same jurisdiction
as the other gendarmes, but on the other hand
we operate on 100% of the territory because an
existing agreement with the DGPN (the National
Police) enables us to work on behalf of national
police units. The latter has “drawing rights” on
1100 hours of flying time earmarked for it. This
protocol works well because of the efficiency of
our aircraft and the on-board surveillance and
transmission systems.
What is the FAGN’s strength today?
Our strength is that we are part of the
gendarmerie work-force, from the level of
the territorial brigade to the national level. All
the sections of the gendarmerie work for the
territorial level when an operation is triggered.
For more complex operations, it is sometimes
necessary to involve a national entity to give
more weight and mobilise resources. That
is when the Director General of the National
Gendarmerie (DGGN), currently Army General
Denis Favier, takes charge but always using
the territorial forces present, riot police squads
and the special skills that the FAGN can bring.
In the case of a national operation, everything
is subordinated to the authority of the DGGN,
and that consistency is our strength.
Do you have some recent examples of
such mobilisation of resources?
The DGGN has taken chage of operations
three times in the last year: during the attacks
on Charlie Hebdo, during the clashes on the
What other scenarios could you be
involved in?
We operate in a very wide range of missions.
Helicopters have become indispensable for
surveillance of demonstrations and major international summits. It can also be seen with the
increased security around Calais: the helicopter
provides essential support to command and
to mobile forces manoevering on the ground.
Criminal police missions are also part of our daily
routine, with for example, numerous operations
against drug trafficking. Shadowing, filming,
sending pictures to the ground, we secure the
operations… We are also involved in looking
for missing persons and of course mountain
rescue. Finally, mention should be made of road
safety. All our teams, pilots and mechanics, are
crime police officers. They can therefore note
offences or dangerous behaviour and involve
ground units.
From rescues through surveillance to
arrests, that is a very wide range….
Indeed. Our range of missions is unique
because we are placed in the continuum
specific to gendarmes: peace, crisis, war with
complete fluidity between these three levels of
involvement.
How are you preparing for the future?
We now have a fleet of modern and wellequipped aircraft, with, for example, the ability
to broadcast live video to our ground forces and
command posts. But That shouldn’t stop us
from progressing: we are involved in the ongoing
studies on the “connected gendarme” as part
of the “Neo Gend” programme: a gendarme
in the field will have data at his disposal via
the network to better understand the tactical
situation. We are currently testing the use of
digital tablets in northern France. The help that
the flying gendarme will be able to provide to
his ground-based colleague will be considerably
enhanced. We are also working on a code of
practice for using drones and testing them in the
field with a view to acquiring twenty systems in
the near future. That is for us a new technological

Airbus Helicopters will provide for the next 5
years a global service solution with a Full-by-theHour (FBH) support for nose-to-tail coverage
of the helicopter parts (except for the engines)
thanks to high performing logistics services
with 24/7 delivery for aircraft on ground (AOG)
situations, and a comprehensive technical support. The contract also includes the possibility
to perform aircraft maintenance and training.
Ineo Support Global will also contribute to this
contract as sub-contractor by providing competitive repair solutions.

Fifteen EC145 are used by the Gendarmerie
Nationale and 35 by the Sécurité Civile. The
aircraft are on call 24/7 throughout France and
its overseas departments (France, Corsica,
Guadeloupe, Martinique, Guyane and the
Réunion). These helicopters are used to perform
public service missions (search and rescue) as
well as police missions.
The 50 EC145 will be supported by the
recently created Military Support Center France,
a dedicated Airbus Helicopters organisation
designed to support all French military and
parapublic customers and providing them with
the most tailored services fitting their specific
needs. The creation of this entity illustrates
Airbus Helicopters’ commitment to service

Over this weekend, French company EMD

Paris for dog muffs. No kidding. Apparently during

the concert venue, the police dog had panicked
because it was not accustomed to the noise
of bullets ricocheting. The hearing protections,
made by U.S. company Elite K-9, are also used
when dogs are working in and around aircraft or
being airlifted.
Unknown to many, dogs are increasingly used
on military theatres and thus the market for canine
products is growing. Also used by the French
armed forces during operations in Africa, notably
in the mountainous regions of Mali, the dogs have
to be equipped with bootees not only to protect
their paws from the heat and rough terrain but the
non-slip sole also gives them better grip on the
smooth rocks. Other equipment for police and/or
military dogs offered by EMD includes goggles,
supplied by U.S. company Rex Specs, that not
only protect the dog’s eyes from wind, sand and
projections but also from the harsh sun-rays in
desert conditions. Obviously, as it is not in a dog’s
nature to be equipped with either ear muffs or
goggles they need to be trained to wear them.

de la garniture à la morphologie de
chacun, comme pour un casque de
ski. Le MO30 est également équipé de
crochets latéraux pour l’accrochage
d’un masque à gaz. Un protège
nuque souple et détachable complète
l’équipement.

La première société, Fantex Industrie,
a près de 150 années d’existence, et la
seconde, les Entreprises Lecuyer, va fêter
ses 289 années d’existence ! Elles sont
toutes deux spécialisées dans le tissage, le
tricotage, le tressage de sangle ou de rubans
et sont dirigées par le même homme, Charles
Odend’hal.
Qu’il s’agisse de sangles pour les arrimages
de sécurité, de rubans de bordage, de rubans

à l’arrachage, ce qui évite ainsi d’avoir à
coudre un velcro sur un élastique. « Ces velcro
élastiques sont maintenant aussi performants
que des velcro rigides », se félicite Charles
Odend’hal. Le catalogue de nouveautés
comporte également des sangles avec de
système anti-abrasion - très résistantes aux
frottements -, ainsi que des sangles non-feu
auto-extinguibles qui répondent aux normes
de l’armée, ou encore différentes autres
gammes très compétitives avec de nouvelles

Interview de Jean-Michel Fauvergue,
directeur du RAID et de la FIPN (Force
d’intervention de la Police Nationale)
Le RAID, qui est placé sous l’autorité du
directeur général de la police nationale,
vient de fêter le mois dernier ses 30 ans
d’existence. Quelles sont les principales
missions du RAID et comment est-il organisé aujourd’hui ?
Le RAID est composé d’un Echelon central - basé à Bièvres - et de sept Antennes
régionales - réparties sur le territoire métropolitain - comptabilisant ainsi plus de 330
effectifs. Placée sous l’autorité du Directeur
Général de la Police Nationale, l’unité fondée
en octobre 1985, participe, sur l’ensemble du
territoire national, à la lutte contre toutes les
formes de terrorisme, de criminalité organisée
et de grand banditisme.
Par ailleurs, en 2009, la Direction Générale
de la Police Nationale (DGPN) avait décidé
de mettre en place la Force d’intervention de
la Police Nationale (FIPN), regroupant ainsi
plus de 400 hommes et femmes, ayant pour
mission de coordonner les différentes unités
d’intervention de la Police Nationale en cas
d’évènement d’ampleur nationale. La FIPN
ainsi activée regroupe le RAID et ses sept
antennes RAID (Lille, Strasbourg, Lyon, Nice,
Marseille, Bordeaux, Rennes), les 3 Groupe
d’Intervention (GIPN) d’Outre-Mer et la BRIBAC de Paris, sous l’autorité du Chef du RAID.
Le RAID est amené à intervenir lors d’évè-
nements graves, nécessitant l’utilisation de
techniques et de moyens spécifiques pour
neutraliser les individus dangereux, par la
négociation ou l’intervention. Son rôle est
notamment d’agir dans les situations de
crise extrêmes, du type prises d’otages,
retranchement de forcenés ou arrestation de
malfaiteurs armés.
Le RAID contribue activement à la lutte
anti-terroriste en apportant son concours à la
DGSI, la DCPJ (SDAT) ou tout autre service
spécialisé (tels l’Unité de Coordination de la
lutte anti-terroriste - UCLAT), aux fins d’arrestation d’individus ou de groupes susceptibles
de se livrer à des actions terroristes sur le
territoire français.
Le RAID se doit de répondre aux missions
prioritaires suivantes :
- La gestion de crises majeures et/ou complexes portant gravement atteinte à l’ordre
public : contre- terrorisme, prise d’otages,
retranchement de malfaiteurs ou de forcenés,
suicidaires dangereux, lutte contre le grand
banditisme, mutineries en milieu carcéral avec
prise d’otage.
- La gestion et la sécurisation des grands
évènements (sportifs, culturels...) et sommets
sensibles.
- Les arrestations, en milieux clos, d’individus dangereux et armés, en assistance des
autres Directions de la Police Nationale.
- La protection des missions diplomatiques
sensibles à l’étranger.
- L’assistance au Service de la Protection
(SDLP) lors de missions à risques.
- La formation d’autres services, français
ou étrangers. Le RAID n’a pas compétence pour les suites
judiciaires des faits sur lesquels il est intervenu.
le RAID se compose principalement d’une
section d’intervention, d’une section d’appui
opérationnel, ainsi que de plusieurs cellules
spécialisées (tireurs, varappe, négociation,
cynotechnie, groupe médical...) et d’un groupe
formation.
Lors de la fusillade de Charlie Hebdo le
7 janvier 2015, et lors de la prise d’otages
qui lui a succédé le 9 janvier suivant, comment s’est organisée la répartition des
tâches entre le RAID et le GIGN ?
C’est une première. Le RAID et le GIGN sont
complémentaires et ont des zones d’interventions géographiques différentes. Le RAID intervient dans les grandes villes alors que le GIGN
est compétent en zone rurale. C’est la raison
pour laquelle j’ai reçu pour instruction d’être
«concourant» au GIGN (c’est-à-dire lui apporter
le renfort dont il pouvait avoir besoin) au moment
de la traque des frères Kouachi, qui avaient été
repérés vers Villers-Cotterets, dans l’Aisne. Une
grande zone triangulaire de recherches a été mise
en place, et partagée entre le GIGN et le RAID,
sur deux espaces de recherches contigus. J’ai
donc pris mes instructions d’Hubert Bonneau,
chef du GIGN, nous trouvant sur leur zone de
compétence territoriale.
Les choses se sont organisées de cette
façon lorsque les frères Kouachi se
sont retranchés dans l’imprimerie
de Dammartin-en-Goële, qui se
trouvait, elle aussi, en zone gendarmerie.
En revanche, lorsque je me
suis rendu sur la prise d’otages
de la Porte de Vincennes,
donc en zone Police, deux
officiers de liaison et deux
négociateurs du RAID sont
restés à Dammartin-en-Goële,
tandis que deux officiers de
liaison du GIGN nous ont suivis.
Nous avons travaillé en
confiance, l’échange d’officiers
de liaison permettant de diffuser
l’information en temps réel, sur ce qui
se produisait tant à Paris qu’à Dammartin.
Les interventions de janvier 2015 sont
emblématiques de votre savoir-faire. Mais,
en dehors de ces événements dramatiques, sur quels types de missions vos
hommes sont-ils le plus souvent amenés
à intervenir ?
Les hommes du RAID sont engagés le
plus souvent dans des situations de forcenés
retranchés, de prises d’otages, ou de toute
autre mission d’assistance à d’autres services
de Police.
Mais l’histoire du RAID est ponctuée d’affaires qui ont marqué les esprits :
- la neutralisation des preneur d’otages de
la Cour d’assises du TGI de Nantes, en 1986;
- l’arrestation des chefs d’Action directe
en 1987 ;
- la maîtrise d’un forcené, déséquilibré, à
Ris-Orangis en 1989 - opération qui vit deux
membres du RAID périr en mission ;
- la libération des enfants pris en otage par
Érick Schmitt, surnommé HB (Human-Bomb),
dans une école maternelle de Neuilly-sur-Seine

Quelles sont les dernières acquisitions
du RAID en matière d’équipements ?
Avant même que ne se produisent les évènements de janvier
2015, le RAID avait commandé
de nouveaux matériels, tels des
véhicules blindés de gabarit
moyen, capables d’apporter
une protection supplémentaire
aux opérateurs déployés sur
le terrain.
Parallèlement à cela, l’Unité
poursuit ses acquisitions de
moyens techniques lui permettant, par exemple, de voir sans
être vu (caméras miniatures...),
d’approcher les lieux de crise en
toute sécurité (protection balistique,
robots et drones...), pour mener, si cela
s’avère indispensable, des assauts dynamiques et continus permettant de mettre
fin à une prise d’otages, ou d’interpeller des
criminels puissamment armés.
Le RAID tire les enseignements de ses très
nombreuses interventions quasi quotidiennes,
pour adapter ses techniques et modes opératoires. Ainsi, en 2014, l’Unité a résolu 12 prises
d’otages, maîtrisé 57 forcenés et interpellé 536
malfaiteurs. Depuis le début de l’année 2015,
le RAID a déjà été saisi à plus de 880 reprises,
conduisant à la résolution de 9 prises d’otages
(51 personnes libérées saines et sauves), la
neutralisation de 27 forcenés et l’arrestation
de plus de 400 malfaiteurs, dont 70 impliqués
dans les affaires de terrorisme.
De quelle manière collaborez-vous, en
termes d’échanges d’information ou de formation, avec vos homologues étrangers ?
Le groupe ATLAS, créé après les attentats du
11 septembre 2001, a vocation de rassembler
les principaux groupes d’intervention européens (35 unités anti-terroristes des 28 Etats
membres de l’Union Européenne, mais aussi
ceux de la Suisse et de la Norvège), qui sont
essentiellement des unités de police. Les réunions du groupe sont l’occasion de progresser
par l’échange de bonnes pratiques, les retours
d’expériences à la suite d’opérations, la mise
en place d’exercices communs, ainsi que des
tests de matériels.
Le cadre européen d’ATLAS permet par
ailleurs, d’envisager l’appui d’une unité, par
une ou plusieurs autres, à la demande d’un
pays membre.
Le RAID est régulièrement amené à conduire
des missions de formation à l’échelon international (en et hors Europe), ainsi que des opérations
de protection rapprochée (ambassadeurs,
sportifs). Il est aussi engagé lors de prises
d’otages impliquant des ressortissants français,
via la cellule interministérielle de négociation
(CIN) du Ministère des affaires étrangères.
Que représente le salon Milipol en
termes de veille produits ? Le RAID est-il
à la recherche de nouveaux équipements
ou de nouvelles technologies ?
Le salon Milipol permet au RAID de découvrir, en un seul lieu et sur un court laps de
temps, de nouveaux matériels et de s’entretenir directement avec leurs concepteurs.
C’est un échange entre professionnels, qui
permet d’aller à l’essentiel : le produit est-il
adapté à nos missions ?
De son côté, le RAID assure une sorte de
veille technologie et de R&D, qui lui permettent, à travers son réseau de partenaires
institutionnels ou professionnels, de se tenir
informé des nouveaux matériels qui pourraient lui convenir.
Lorsqu’un partenariat fonctionne bien,
c’est réellement un échange «gagnantgagnant» entre les industriels et l’Unité, car,
fort de son expérience de terrain quotidienne,
le RAID apporte des suggestions qui deviennent autant de modifications permettant
d’améliorer le produit qui pourra, dès lors,
être proposé aux autres unités d’intervention

HS Produkt : l’outsider venu de Croatie
Lorsque la Direction Générale de l’Armement
et la Section Technique de l’Armée de Terre ont
commencé à étudier les dossiers de candidature
pour le remplacement du fusil d’assaut français
FAMAS en service dans l’armée de terre, les
spécialistes se sont empressés d’avancer des
noms d’industriels susceptibles de figurer en
short-list. Rares étaient ceux qui évoquaient la
société croate HS Produkt. Et lorsque la liste
des cinq finalistes a été annoncée, la plupart des
journalistes et des « spécialistes » se contentaient
de citer HK (Allemagne), FN Herstal (Belgique),
Swiss Arms (Suisse), Beretta (Italie) et d’évoquer
parfois « une option croate » ou un « armurier
croate ».
Cette « option croate » n’est autre que le
fabricant d’armes HS Produkt, un industriel
quasiment inconnu en France, mais dont l’histoire
est pourtant celle d’une incroyable success story
qui a débuté dans les années 1990, au cours de
la guerre de Bosnie-Herzégovine. Alors que les
Serbes détenaient les usines d’armement, les
Croates ont du édifier les leurs en débutant par
la production de pistolets et en s’assurant des
techniques originales de production ainsi que la
maîtrise des approvisionnements en matières
premières. La société IM Metal, créée avec
des fonds privés par deux ingénieurs croates,
réussit ainsi à fabriquer et à fournir près de 10
000 pistolets PHP-95 et HS-95 aux combattants
lors de la guerre d’indépendance de la Croatie.
En 2000, la société IM Metal est rebaptisée
HS Produkt. La société produit alors le HS
2000, le successeur du HS-95. Ce pistolet attire
l’attention de l’américain Springfield Armory,
Inc qui décide, à partir de 2002, de le distribuer
aux Etats-Unis sous la marque Springfield XD
(XD signifiant Extreme Duty). Et c’est là le point
de départ d’une ascension irrésistible. Un peu
plus d’une dizaine d’années plus tard, HS
Produkt vend près de 500 000 armes de poing
chaque année aux Etats-Unis sous la marque
Springfield, tout en ayant conservé ses habitudes
originelles : contrôle de toute la fabrication des
armes, depuis la livraison des matières premières
jusqu’à la fabrication de toutes les pièces. Cette
maîtrise absolu de la production et l’usage de
nouvelles technologies - les carcasses ne sont
plus usinées, mais des presses permettent
désormais le moulage par injection de polymère
et des machines à commande numérique
permettent d’usiner les pièces métal - ont permis
à HS Produkt d’accumuler les marques de
reconnaissance aux Etats-Unis : ses pistolets
ont été distingués comme « meilleur pistolet
de l’année » par la NRA en 2003, 2006, 2009
et 2013.
Aujourd’hui, près de 200 déclinaisons de
pistolets peuvent êtres produites en variant
les modèles, les formats ou les couleurs, qu’il
s’agisse du XD9, du XDM (avec son canon
« match » d’origine pour une précision de tir
inégalée) ou XDS (le plus petit pistolet au monde
en calibre .45). Ces pistolets équipent aussi bien
des équipes SWAT aux Etats-Unis, que la police
en Malaisie ou des armées dans différents pays
du monde.
En 2007, la société HS Produkt s’est lancée
dans la fabrication d’un premier fusil d’assaut,
le VHS1, destiné à équiper l’armée croate.
Et c’est en 2012 que la société française
Sunrock, qui fournit du matériel tactique pour la
défense et la sécurité intérieure, s’est montrée
intéressée par le savoir-faire de HS Produkt au
point d’en devenir le distributeur exclusif en
France. Quelques mois plus tard, HS Produkt
commençait à développer le VHS2, avec un
premier prototype prévu pour début 2014,
alors même que l’armée française allait lancer
un appel d’offre pour le remplacement du
FAMAS. Les deux sociétés ont alors décidé
de travailler ensemble pour candidater à cet
appel d’offres et, au final, figurer parmi les cinq
finalistes retenus ! Le VHS2, qui n’est pas sans
rappeler le FAMAS en raison de sa configuration
« bullpup » existe en versions 16’’ et 20’’, des
longueurs de canons habituellement réservées
aux armes de précision. Chambrés en 5,56 mm
(calibre OTAN), le VHS2 dispose notamment
d’une crosse télescopique, d’un chargeur
propriétaire à 30 coups (également compatible
avec ceux des M4 ou M16), et offre quatre rails
qui permettent de fixer toutes sortes d’optiques
ou lampes. L’arme est entièrement ambidextre,
sans qu’aucun réglage ne soit nécessaire.
Aujourd’hui, la société HS Produkt emploie
près de 2000 personnes, dont près de 200
affectés au contrôle qualité, et dispose de plus de
40000m2 de surface d’usine en Croatie avec des
machines qui tournent jours et nuits. Il s’agit ainsi
du plus grand fabricant de production d’armes
de petit calibre au monde ! HS Produkt constitue
même le premier client d’Air France Cargo
dans ce pays en raison de la quantité d’armes
exportée chaque semaine dans le monde entier.
Si personne en France, en dehors des milieux très
spécialisés, ne connaît réellement HS Produkt,
cette société pourrait tout à fait créer la surprise
prochainement. Créée en 2007 par Damien Druon, la société Sunrock a pour particularité de proposer des
produits de qualité innovants et atypiques à l’armée ou aux forces de l’ordre. Tout a débuté avec
un projecteur d’éblouissement que Sunrock est allé dénicher en Corée du Sud. Depuis, plus de
1000 exemplaires ont été achetés pour le PSIG (pelotons de surveillance et d’intervention de la
gendarmerie), mais il est également en service au sein du RAID ou du GIGN. Son petit frère (mais
plus grand par la taille) n’est autre que le phare de combat « Night Reaper » qui équipe quant à
lui les VBL et AMX10RC et va bientôt équiper les VBCI. Le night Reaper est par ailleurs fabriqué
par Sunrock et « made in France ». Après l’éclairage, Sunrock s’est intéressé à la vision nocturne
(en distribuant notamment les optiques de la société grecque Theon Sensors), puis aux gilets
et aux protections balistiques (en distribuant les produits du finlandais Verseidag). Pour Damien
Druon, passionné de tir, les produits de HS Produkt seront les seules armes qu’il proposera à
son catalogue en dehors des calibres non fabriqués par la société HS-Produkt. « Les armes HS
Produkt adressent tous les segments du marché, avec une précision et une qualité irréprochable.
Et elles sont produites dans l’une des usines les plus modernes d’Europe », souligne-t-il.

Le nouvel Observer de LFE
LFE, distributeur d’équipements de haute
technologie, présente sur Milipol la caméra
SWIR1 Observer 100, développée conjointement
par les firmes Brolis et Raptor. L’Observer 100
se distingue par sa plage de fonctionnement,
de 0,4 à 1,7µm, plus étendue que les outils
SWIR existants. Cette caractéristique lui offre
d’excellentes performances pour les missions
d’observation, avec notamment la capacité de
« voir » à travers les fumigènes classiques ou dans
la brume. De jour, elle peut encore être utilisée
pour « décamoufler » des cibles. Lorsqu’elle est
couplée à un laser (qui peut également servir
de pointeur), l’Observer 100 permet également
de voir de nuit à travers des vitres de voitures
ou de bâtiments, généralement hors de portée
des caméras thermiques classiques. L’éclairage
d’une scène au laser est par ailleurs indétectable
par des jumelles de vision nocturnes ou des
caméras thermiques qui ne fonctionneraient pas
dans la même gamme de fréquence. L’Observer
100 est actuellement équipée d’un objectif
d’une focale de 100mm doté d’un autofocus.
Elle mesure 21,5 cm de long, 10 de haut et
autant de large pour une masse de 1800g sans
le laser ni les batteries. L’Observer 100 donnera
par la suite naissance à une gamme de caméras
équipées d’objectifs plus puissants, de 250 à
500mm ou même 1000mm pour l’observation

Un vélo électrique pour la police
L’Exo-One !
Tecdron est une PME basée à la Rochelle
et créée en 2012. La société est spécialisée
dans la conception et la fabrication de robots
terrestres et aquatiques. Elle a développé l’ExoOne, un robot multitâche, qui est une plateforme
robotisée pilotée par un exosquelette et monté
sur une plateforme mobile pouvant se déplacer à
15km/h. « Son pilotage est si simple qu’il est à la
portée d’un enfant » souligne-t-on chez Tecdron.
L’ensemble ressemble à un torse humain avec
deux bras manipulateurs et des capteurs à la
place de la tête. Il s’agit de manipuler des produits
sensibles partout où l’on veut éloigner l’homme
du danger, que ce soit dans les missions de
déminage, de lutte contre les incendies ou au sein
d’industries particulières comme le nucléaire.
L’Exo-One mesure un mètre de large au niveau
des « épaules », mais il atteint une envergure de
2m50 avec ses deux bras dépliés. Sa capacité
de levage est d’environ 100kg. L’utilisation
d’alliages aéronautiques dans sa fabrication
apporte robustesse et légèreté. Le robot est
présenté pour la première fois au cours du salon
Milipol et sa commercialisation est prévue pour
la fin 2016. D’ici là, il participera à une phase
de tests avec plusieurs utilisateurs potentiels
pour vérifier son adéquation avec les missions
auxquelles il se destine. Jeune société implantée d’abord à Bruxelles
et désormais en France à Paris, Electric Valley
s’est positionnée sur le secteur de la mobilité
légère électrique en proposant une offre
cohérente et complète de Véhicules Légers
Électriques, du désormais « classique » Vélo
à Assistance Électrique (VAE) à des solutions
plus radicales ou basées sur de nouvelles
architectures (YikeBike®, Gyropodes,
Monoroues, VAE Cargo, Véhicules de Livraison
du dernier kilomètre, etc.
Electric Valley va d’ailleurs ouvrir
prochainement un premier point de vente de
600m2 dédié à la mobilité légère électrique à
Bruxelles.
La société ne s’intéresse pourtant pas
qu’au seul grand public, pas plus qu’elle ne
se cantonne à un simple rôle de distributeur.
Elle vise également le marché du BtoB en
concevant et en fabriquant des Véhicules
Légers Électriques conçus en fonction
d’usages spécifiques. Elle a ainsi développé
un modèle de vélo électrique destiné à la
livraison à domicile, mais aussi un modèle de
vélo électrique très abouti et destiné aux forces
de l’ordre : l’Eagle015.
Le prototype de ce vélo électrique à très
hautes performances destiné aux forces de
l’ordre, conçu en partenariat avec la société
suisse Stromer, est dévoilé pour la première
fois à Milipol Paris. Doté de batteries pouvant
assurer jusqu’à 150 km d’autonomie, ce vélo est
doté d’un système de récupération d’énergie
au freinage et peut rouler à une vitesse de
croisière de 45 km/h avec des pointes jusqu’à
80 km/h selon la programmation effectuée.
Bien sûr, ce vélo électrique peut être équipé de
tous les accessoires nécessaires (gyrophare,
sirène, signalétique, etc...).
« L’Eagle015 démultiplie les capacités de
réaction des unités mobiles, leur rapidité
d’intervention et leur rayon d’action. La
surveillance est plus efficiente et les patrouilles
plus fréquentes sur des zones plus étendues,
pour mieux maîtriser l’espace et le temps »,
explique William Bogaert - Responsable
Commercial B2B, qui promet « un silence et

Ouvry investit dans les équipements NRBC
Ouvry, une PME de la région lyonnaise, est
spécialisée dans la conception et la fabrication de
tenues de protection NRBC. Elle a notamment
à son actif la livraison de plus de 20.000
équipements Félin NRBC pour les armées
françaises. La Tenue Force d’Intervention
(TFI) qu’elle expose pour la première fois sur
le salon, a été conçue cette fois au profit de
la Force d’Intervention de la Police Nationale
et en liaison étroite avec ses opérateurs. Il
s’agit d’une tenue filtrante, robuste, offrant une
protection contre la propagation de la flamme et
contre les traumas (protections aux coudes et
genoux), qui permet une très bonne régulation
de la température et améliore donc la thermo
physiologie de l’opérateur. En dotation au sein
du RAID, la TFI est aussi pleinement compatible
avec le masque O’C50, première fabrication
d’Ouvry en matière de protection des voies
respiratoires. Ouvry investit actuellement dans
de nouveaux locaux à Lyon pour fabriquer ce
nouvel équipement qui est également exposé
pour la première fois à Milipol. Fabriqué dans un
matériau souple, l’O’C50 se distingue par son
confort d’utilisation. Il est également doté d’un
micro intégré et d’un amplificateur de voix. Une chaussure
pour les tropiques
Distributeur exclusif de Meindl en France,
Loisiralp présente la dernière production
du fabriquant allemand spécialiste des
équipements de montagne : le brodequin
Equator Alpha GTX. Comme son nom l’indique,
l’Equator est optimisée pour les climats chauds
et humides. Sa membrane est en Gore-Tex,
imperméable mais aussi respirant et non
isolant, ce qui permet une évacuation rapide
de la chaleur en utilisation. La chaussure se
signale également par sa légèreté, environ
600g par pied. Valise VIP : Opto Vision opte pour une surveillance sans fil
Une valise de contrôle et des caméras
autonomes : la « Valise VIP » d’Opto Vision
recèle un système de surveillance vidéo
pleinement autonome, mobile et sans fil, facile
à mettre en place en n’importe quel lieu. Le
système comprend jusqu’à quatre caméras
transmettant en HD images et sons vers une
station de réception et de contrôle contenue
dans une valise de 9,5 kg en ordre de marche.
La valise comprend un disque dur (amovible)
d’enregistrement, un haut-parleur audio et
un écran LCD 19 pouces avec un mode
mosaïque permettant l’affichage simultané
de plusieurs images. La valise de réception
peut en outre être raccordée à l’internet pour
un contrôle à distance par PC ou bien en 3G
ou 4G par un smartphone. La transmission
des images et des sons est cryptée et les
caméras peuvent être alimentées sur le
secteur pour augmenter leur autonomie. Elles
peuvent également être programmées pour
délivrer une alarme sonore en cas d’intrusion
dans un secteur délimité. Le modèle de
caméra PTZ autorise également le contrôle
à distance de son orientation et de son zoom
optique. Cet équipement est conçu pour la
protection ponctuelle de personnes ou de
biens itinérants (chambres d’hôtel, salle de
conférence, véhicule etc.) et il est utilisable
dès sa mise sous tension. Opto Vision
annonce un prix d’entrée de gamme d’environ

Cryo’Innov apporte un peu de fraîcheur
Cryo’Innov est une start up basée à
Rennes, qui s’est fait un nom dans les
équipements de cryothérapie (usage médical
du froid) et de thermorégulation. Hébergée
sur le stand de la FACIM, la jeune société
présente pour la première fois sa Cryoveste,
commercialisée depuis le début d’année, et
qui permet de refroidir (et non pas seulement
rafraîchir) un individu, de stabiliser son statut
hydrique et d’abaisser son rythme cardiaque
par forte chaleur. Après avoir trouvé des
applications dans le domaine médical, la
Cryoveste intéresse à présent les militaires
et les forces de l’ordre confrontées de
manière croissante aux fortes chaleurs dans
l’exercice de leurs missions. Selon Bertrand
Bourgeois, directeur général de la start up,
la veste a un double effet bénéfique : le
premier est purement physiologique avec
un refroidissement profond et uniforme des
tissus, sans choc thermique. Le second porte
sur les capacités cognitives du porteur qui
peut préserver ses réflexes, sa motricité fine,
sa capacité de réflexion etc, ce qui en fait un
véritable équipement de sécurité.
La veste se présente comme un gilet
tactique dans lequel peuvent être glissées des
plaques de 15x15cm pour 1cm d’épaisseur
(jusqu’à quatre plaques devant et autant dans
le dos) qui fournissent une pression uniforme
du froid. Ces plaques recèlent une technologie
unique au monde avec des compresses
de neige pouvant garder une température
comprise entre -3°C et +5C° pendant deux
heures après leur sortie du congélateur. La
Cryoveste, qui pèse moins de 2kg équipée,
peut être utilisée en « precooling », avant un
effort particulier, pendant une mission ou
après celle-ci, pour faciliter la récupération.
Cryo’Innov annonce des contacts fructueux
avec certaines spécialités des armées ou
encore les groupes d’intervention. Balles neuves pour Verney-Carron !
Après 195 ans d’existence et six générations de
Verney-Carron à sa tête, l’entreprise stéphanoise
reste plus que jamais une référence dans le
domaine des armes à feu, bien connue des
chasseurs sur tous les continents. Au cours
des années 90, Verney-Carron a innové en
industrialisant le Flash-Ball®, un « moyen de force
intermédiaire » permettant aux forces de l’ordre
de faire face efficacement à des foules violentes
avec une arme à feu non létale. Près de 100.000
Flash Ball® sont en service dans le monde, dont
environ 10.000 en France et l’activité « sécurité »
représente environ 40% du chiffre d’affaire de
la société.
Verney Caron présente sur le salon sa dernière
génération de flash ball, le Super Pro 2, qui
s’accompagne également d’une nouvelle
munition. Développée à partir des retours des
forces de l’ordre sur les générations précédentes,
la dernière génération de la gamme Flash-Ball®
dispose aujourd’hui de rails Picatinny permettant
l’utilisation d’accessoires tels que visée optique,
laser, lampes, caméras, contribuant ainsi à
augmenter sa précision et sa polyvalence. Equipé
d’un canon double, le Flash-Ball® Super Pro 2
bénéficie également de poignées et crosses
d’épaules pour une meilleure stabilité
Verney-Carron propose également un
nouveau projectile couplé à un nouveau mode
de propulsion assurant une précision accrue et
une meilleure sécurité. Le nouveau projectile,
appelé Softball, a été développé spécifiquement
pour la gamme Flash-Ball® sur la base d’un cahier
des charges précis : un projectile qui s’écrase
davantage à l’impact, avec de meilleures
capacités de vol, des rebonds limités, et la
précision d’une balle de tennis. Il s’agit d’une balle
vide dépressurisée de 44 mm, en caoutchouc
naturel recouverte de feutre, semblable à une
petite balle de tennis. Ce projectile permet une
surface d’écrasement importante (7 cm) lui
conférant ainsi une meilleure répartition de la
puissance à l’impact. La puissance développée
par ce nouveau projectile (124 joules à 10 m),
se situe alors entre un volant de badminton
(82 joules) et une balle de squash (182 joules).
Le nouveau mode de propulsion (nouveau
dispositif de combustion de la poudre), permet
quant à lui un meilleur contrôle et une plus forte
régularité de la vitesse (90 m/s à 10 m) et de
l’énergie développées lors du tir, concourant ainsi
à une précision augmentée avec une trajectoire
constante.
Le Super Pro 2 est commercialisé depuis le
printemps dernier et il est déjà en service dans
plusieurs polices municipales en France. Il a
également été exporté en Asie du sud-est et

French start-up AriadNEXT has come up
with a solution: idCheck.io for which they are
one of the five finalists of Milipol’s first StartUp

New SGE code to counter fraud
French start-up Authentication Industries
is one of the five finalists of the first Milipol
StartUP Challenge thank to its AiCode® which
should help stop the circulation of counterfeit
products such as pharmaceuticals, luxury
goods (perfume, wine, clothes...), spare parts
for automobiles, food, fashion etc.. It can
also provide another layer of protection to
documents with embedded security such
as passports, driving licences, ID cards etc.
and protect others such as legal documents,
contracts, warranty certificates, transport
tickets etc.
The AiCode is composed of a series of
Security Graphic Elements (SGEs) generated
by fixed, variable and random encrypted data.
These SGEs are patterns of dots, pixels, signs
and symbols that are machine readable by an
optical device such as smartphones, flatbed
scanners and other online optical devices but,
unlike many other similar solutions, the AiCode
can also be verified offline. Amongst some of
its other specificities: the AiCode also serves
as a certificate of authenticity; only an original
AiCode will deliver the information: a copy is
detectable; the useful information contained in
the SGE is delivered immediately even offline;
the AiCode can be printed with most current
printing technologies so is easy to implement.
Authentication Industries is the youngest
of the StartUps amongst the finalists: it was
created in 2012 and filed its first patent a year
later and its second patent in 2014. The small

de tir pour tous les insurgés islamistes armés de Kalachnikov ou de
lance-roquettes. Et pourtant, le véritable enfer irakien ne commence
qu’au terme de ce voyage terrifiant. »
Vingt ans après son best-seller, Bravo Two Zero, Andy McNab livre un
nouveau témoignage poignant sur la fraternité d’armes et l’humanité
des soldats des forces spéciales.
En 1983, Andy McNab est affecté au Squadron B, l’une des quatre
sections Sabre du Special Air Service (SAS) et, à l’intérieur de celui-ci, à
l’unité aéroportée – également connue sous le nom de Seven Troop.
Seven Troop, récit autobiographique, retrace le parcours d’Andy
McNab depuis le jour où, après s’être vu remettre son béret couleur
sable, il rejoint ses collègues dans la jungle de Malaisie jusqu’à celui où,
dix ans plus tard, il rend son béret pour retourner à la vie civile.
L’Irak actuel, véritable creuset du terrorisme islamiste, offre un visage quotidien marqué
par les attentats, les enlèvements, la torture ou les démonstrations de haine, sous le regard
souvent impuissant de l’armée américaine. Il existe pourtant une autre armée dont le rôle
devient chaque jour plus important, une armée qui tient la deuxième place en nombre après
celle des États-Unis et auprès de laquelle le contingent britannique fait figure de nain.
Au cours de ces dix années, Andy McNab et ses camarades sont
acteurs ou témoins d’événements qui les poussent jusqu’à leurs limites
– et parfois au-delà. Tous n’en sortiront pas indemnes.
C’est une armée multinationale, disparate et anarchique, forte de plus de 50 000 hommes
– et quelques femmes – représentant une vingtaine de nationalités différentes. C’est une
armée de mercenaires, de « contractors », qui louent leurs services jusqu’à 1 000 dollars
par jour pour assurer notamment la protection des hommes d’affaires, des ingénieurs,

les premiers à rejoindre l’Irak comme mercenaire, lorsque George Bush a annoncé la fin
des hostilités officielles en mai 2003. Aujourd’hui, et pour la première fois, il témoigne du
quotidien terrifiant – et parfois rocambolesque – de cette extraordinaire armée privée et de
son combat impitoyable contre les insurgés irakiens.

uerre d’indépendance pour les uns, guerre coloniale pour les autres, la guerre
d’Indochine est également le théâtre de l’une des premières grandes confrontations
entre le monde communiste et les puissances occidentales.

n août 1944, à la libération de Paris, Jean-Louis Rondy s’engage dans
la 2e DB. Quelques jours plus tard, Jean Guêtre débarque en Provence
en qualité de troupe de choc. Pierre Latanne, lui, se rappelle encore
l’arrestation de son père par la Gestapo un an plus tôt et se réjouit à l’idée
que ce dernier ait réussi à s’évader, même si depuis il doit vivre caché.
À la même époque, Heinrich Bauer poursuit ses études en Allemagne, dans
une Napola – une université d’élite réservée aux futurs cadres du parti nazi.
La France, qui continue à panser les blessures de la Seconde Guerre mondiale et
à tenter de redresser son économie, subit à partir de la fin de l’année 1949 en
Indochine l’influence grandissante de la Chine communiste, qui commence à armer,
à conseiller et à soutenir le Viêt-minh. Au fil des mois et des années, la crainte d’une
intervention en force des armées chinoises pèse lourdement sur la stratégie militaire
française. Les responsables français se révèlent incapables de prendre l’initiative,
font interner des dizaines de milliers de soldats réfugiés de l’armée de Tchang
Kaï-chek, refusent l’envoi de troupes par la Corée du Sud, rejettent l’assistance de
conseillers militaires américains, préférant recevoir quantité de matériel militaire, et
envisagent même de créer de nouveaux bataillons de la Légion étrangère composés
exclusivement d’Allemands. Ils ne parviendront jamais à susciter l’adhésion du peuple
vietnamien envers son armée nationale et le gouvernement fantoche mis en place
sous la responsabilité de l’empereur Bao Dai, considéré par tous comme un incapable.
Quant à Bernard Ledogar et à Jean Carpentier, ils vivent une enfance itinérante,
au gré des aléas de la guerre.
Qui pourrait imaginer le chemin que ces hommes ont déjà parcouru ? Et qui
pourrait imaginer les circonstances qui, près de dix ans plus tard, les amèneront
à combattre ensemble contre le Viêt-minh ?
Jean-Louis Rondy sert alors comme médecin au 1er BEP, Pierre Latanne
comme jeune officier au 5e BPVN. Heinrich Bauer est devenu sergent au
2e BEP, Bernard Ledogar parachutiste au 6e BPC et Jean Carpentier second
maître navigant au sein de la flottille 28F de l’aéronavale. Ils ont tous été
projetés dans la fournaise de Diên Biên Phu, à l’exception de Jean Guêtre, qui
sert dans les commandos Nord Vietnam et opère dans le delta tonkinois, où la
situation se détériore également de jour en jour.
Plusieurs fois par mois, des officiers ou des hommes politiques français confient leurs
inquiétudes ou leurs espoirs à l’ambassade des États-Unis à Saigon ou à Paris, et au
consulat américain de Hanoi. Ces renseignements, ainsi que d’autres informations
recueillies par des sources américaines, sont exploités par la CIA qui les fait paraître
dans ses bulletins de renseignement quotidiens ou les utilise pour nourrir ses rapports.
À travers le récit des parcours croisés de ces six jeunes hommes devenus
soldats, jusqu’à la réunion de leurs destins dans le delta tonkinois, à Diên
Biên Phu ou dans les camps de prisonniers, le lecteur découvre le portrait
saisissant et dramatique de la France en guerre et de la guerre d’Indochine,
mais aussi quelques-unes des innombrables tragédies individuelles endurées
dans ce conflit.
La lecture de ces notes publiées au jour le jour permet de revivre dans les conditions
de l’époque la lente dégradation de la situation en Indochine. Mais elle donne surtout
une vision nouvelle de cette guerre en dévoilant sans fard le bal des hypocrites auquel
participent activement hommes politiques et chefs d’état-major français – bien peu
soucieux des soldats déployés sur le terrain.
