Munchen avait connu une dynamique
importante précédant l’exposition aux
deux salons BAUMA et IFAT. Les différents
exposants à ces deux grands salons géants
avaient la possibilité de discuter, lors de la
grande rencontre à l’ICM, sur leurs produits
et sur leurs expertises devant les journalistes
spécialisés dans le domaine de la construction
et de l’environnement.
BAUMA 2016, 31st Trade Fair for Construction
Machinery, Building Material Machines,
Mining Machines, Construction Vehicles and
Construction Equipment 2016, will be held
from 11 April, 2016 to 17 April, 2016 at Messe
Munich International.
This Trade Show, Fair and Exhibition is
predicted to be visited by about 535000
professionals.
Our Magazine highlights the exhibitors’
products, on the occasion of this great event,
Bauma and Ifat.
The
exhibitors’s have really innovative
products, materials and services by providing
effective solutions to the construction sites and
to the environment. The sectors of construction
and the environment seek different solutions

construction dans toute son ampleur et sa

Quant à IFAT, c’est le salon n°1 mondial

Les deux salons, Bauma et Ifat, constituent
ainsi deux plateformes internationales dédiées

et à l’environnement. L’un (Bauma) aura
lieu du 11 au 17 Avril 2016, au centre des
expositions Messe München et l’autre (Ifat),
du 30 Mai au 3 Juin 2016, au Centre IFAT
Munich commerce.

Le projet E-Douar dans la
commune rurale de Beni Yakhlef
constitue un projet social de
développement local porté et
inspiré par les acteurs de la
commune eux-mêmes. Ainsi, la
première pierre inaugurale du
projet a été posée par Mohammed
Nabil BENABDALLAH, Ministre
de l’Habitat et de la Politique
de la Ville. Ce Projet présente
de nombreuses qualités et
vertus, de par le respect de
l’environnement, la valorisation
des matériaux et de l’architecture
locaux, la combinaison de
sources d’énergie renouvelables,
sa contribution à la réduction
de la fracture numérique entre
urbain et rural.

relative à la Vente d’immeubles en l’Etat
Futur d’Achèvement (VEFA)
Après
sa
validation
par
la Chambre des
représentants, le
projet de loi n°12107 modifiant et
complétant la loi
n°44-00, relative
à
la
Vente
d’im meubles
en l’Etat Futur
d’Achèvement (VEFA) a été
adopté à l’unanimité, par la
Chambre des Conseillers, dans le
cadre de la 2ème lecture et ce le
mardi 19 janvier 2016.
Ce nouveau dispositif prévoit
dans sa nouvelle mouture,
des mécanismes à même de
promouvoir
l’investissement
dans le secteur immobilier et
d’encourager l’accès au logement,
avec des conditions abordables et
avec un paiement à échéances. Il

a été élaboré dans une approche
participative et dans un souci de
protection juridique des parties
contractantes.
Ce projet de loi vise à remédier
aux difficultés rencontrées aussi
bien par les acquéreurs que les
vendeurs des biens immobiliers en
VEFA et apporte des nouveautés
consistantes sur la loi n°44-00,
relative à la VEFA qui, plus de
dix ans après sa promulgation,
demeure quasiment inapplicable.

de l’UAE et aux invités
d’Afrique et d’Europe
une véritable plateforme d’échange et de
partage d’expériences
et de stratégies énergétiques.

propose

des plus avancées
dans le domaine de

au siège du Ministère, Fiatuwo K.
SESSENOU, Ministre Togolais de
l’Urbanisme, de l’Habitat et du
Cadre de Vie et ce dans le cadre
du renforcement de la coopération
entre le Royaume du Maroc et la
République Togolaise en matière
d’Habitat et de Politique de la
Ville.

L’objectif principal de cette
coopération est de définir les
axes de coopération bilatérale
qui portent sur des échanges

opérationnels entre les divers
acteurs concernés dans les deux
pays. Et aussi de développer

Cette réunion de travail a connu
la participation des présidents
de la Fédération Marocaine des
Industries des Matériaux (FMC)
de Construction, la Fédération
Nationale du Bâtiment et des
Travaux
Publics
(FNBTP),
la Fédération Nationale des
Promoteurs Immobiliers (FNPI)
et l’Association Professionnelle
des Cimentiers (APC).
Une séance de travail dédiée
au secteur du bâtiment et de la
construction a été présidée par
Mohammed Nabil Benabdallah,
Ministre de l’Habitat et de la
Politique de la Ville et Moulay
Hafid Elalamy, Ministre de
l’Industrie,
du
Commerce,
de l’Investissement et de
l’Economie Numérique.
Les intervenants ont décidé de
mutualiser leurs compétences
et leurs études respectives en
vue d’aboutir à une vision
globale visant la relance et la
redynamisation du secteur,
en organisant tous les acteurs
dans le cadre d’un écosystème
bâtiment
et
construction
performant puisque le secteur
de la construction et du bâtiment
est un secteur stratégique et
vital pour l’économie nationale
(il
emploie
1.500.000,00
personnes) mais c’est un secteur
qui a besoin de se développer
avec une impulsion nouvelle.
Par ailleurs, un comité de suivi
a été institué pour élaborer
une feuille de route et préparer
un plan d’actions, permettant
d’implémenter des mesures
concrètes, afin de relancer le
secteur de la construction. Ce
comité technique regroupera
le Ministère de l’Habitat et
de la Politique de la Ville, le
Ministre de l’Industrie, du
Commerce, de l’Investissement
et de l’Economie Numérique et
les fédérations professionnelles
du secteur du bâtiment (FMC,
FNPI, FNBTP et APC).

Le statut de la Copropriété des Immeubles Bâtis: L’adoption
du Projet de loi n°106-12 modifiant et complétant
la loi n°18-00 par la Chambre des Représentants
Le projet de loi n°106-12 modifiant et complétant la loi n°18-00, relative au Statut de la
Copropriété des Immeubles Bâtis a été adopté à l’unanimité par la Chambre des Représentants
le Mercredi 27 janvier 2016, et ce, après son adoption à l’unanimité par la Commission de
la Justice, de la Législation et des Droits de l’Homme dans un esprit de consensus entre la
majorité et l’opposition.
A

finalités du projet
de
loi
n°106-12,
élaborées
dans
une démarche participative
élargie, peuvent se résumer
comme suit :
• La réforme et l’actualisation
du régime de la copropriété
afin
d’accompagner
les
mutations socio-culturelles
que connaît notre pays,
lesquelles
contribuent
à
restructurer le mode de
vie des citoyens et établir
les modalités d’accès à la
propriété.
• Le traitement des difficultés
et des lacunes entachant
l’arsenal juridique actuel,
notamment l’absence de
sanctions liées à la violation
de ses dispositions et
l’insuffisance des garanties ;
• L’encadrement juridique
de la demande croissante
de l’habitat collectif pour la
préservation des assiettes
foncières et l’encouragement
de la construction verticale
dans le cadre de la copropriété;
Quant
aux
nouveautés
introduites par le nouveau
dispositif, il s’agit notamment
de :
• La mise en place de deux

nouveaux types de copropriété
(la construction verticale et la
construction progressive) ;
• La spécification des parties
communes et des parties
privatives ainsi que les droits
y afférents ;
• La possibilité de déterminer
provisoirement la partie de
chaque copropriétaire dans
les parties indivis concernant
les constructions réalisées
progressivement ;
• L’interdiction de division,
de saisie, de cession ou de
vente obligatoire des parties
communes et des droits y
afférents
indépendamment
des parties privatives ;
• La définition des règles
de gestion du syndicat de
copropriété, de la tenue de
l’Assemblée générale et de
ses attributions ;
• La définition des règles et
critères de nomination du
syndic et de son adjoint ;
• La définition des frais de
préservation de la copropriété,
son entretien, sa gestion et
l’entretien des équipements
collectifs ;
• La spécification du statut et de
la procédure d’enregistrement
et de publicité du statut de
la copropriété auprès des
services de la conservation
foncière et au tribunal le cas
échéant ;
• Le renforcement des
garanties d’établissement et
de signature des contrats de
cession soumis au régime de
copropriété ;
• La définition des droits et
obligations des copropriétaires
financiers et administratifs
dans les cas ordinaires et de
litiges ;
• La délimitation du droit de
priorité au maximum de 20
titres fonciers ;
• La limitation du droit de
présence
à
l’Assemblée
générale
aux
seuls
copropriétaires remplissant
les conditions de présence
notamment, le paiement de
leur cotisation financière au
syndicat de copropriété ;
• La répartition des voix de
l’Assemblée générale selon
le taux qui revient à chacune
des parties privatives avec un
plafond ne dépassant pas la
moitié des voix ;
• La possibilité de déléguer
le droit de vote sans dépasser
3 délégations pour chaque
copropriétaire et dans la
limite de 10% de l’ensemble
des voix ;
• La spécification des
procédures de convocation
à l’Assemblée générale, son
déroulement, le statut de
notification et le renforcement
de la communication entre les
copropriétaires, ainsi que le
droit accordé à ces derniers à
l’accès à la situation financière
avant la tenue de l’assemblée
générale ;
•
La délimitation des
organes de gestion de la
copropriété (le syndicat,
l’Assemblée générale, le
syndic et son adjoint) ;
•
Le prolongement du
délai de prescription des
dettes du syndicat à 5 ans au
lieu de 2 ans ;
• L’ouverture d’un compte de
réserve pour faire face aux
frais imprévus et inhabituels.
Cet important texte s’inscrit
dans le cadre des engagements
pris par le Ministère de
l’Habitat et de la Politique
de la Ville relatifs à la mise
en place du plan législatif du
gouvernement et l’élaboration
des politiques publiques qui
visent à renforcer et diversifier
l’offre en logement, la réduction
continue du déficit que connaît
notre pays dans ce secteur et la
nécessité de trouver une offre
suffisante et diversifiée afin
de participer à la lutte contre
l’habitat non réglementaire
sous toutes ses formes.
Par
ailleurs,
cette
loi
intervient dans un contexte
de
consolidation
des
chantiers démocratiques et
de développement, pour
satisfaire les attentes et les
aspirations des citoyens, et
garantir la nouvelle génération
des droits prévus par la
constitution , notamment le
droit à un logement décent, à
l’équité, la cohésion sociale,
la solidarité, la réduction
des disparités, et également
la mise en place d’espaces
urbains et ruraux modernes,
favorisant l’amélioration du
cadre de vie de la population.
L’enquête nationale
d’évaluation d’impacts
du programme « villes
sans bidonvilles » sur les
conditions de vie des
ménages
Le Ministère de l’Habitat et de la Politique
de la Ville, en collaboration avec l’Entité des
Nations Unies pour l’Egalité entre les Sexes et
l’Autonomisation des Femmes, ONU Femmes,
a organisé une conférence de presse, le mardi
26 janvier 2016 au siège du Ministère, pour
la présentation des résultats de l’enquête
nationale portant sur l’évaluation des impacts
du programme « villes sans bidonvilles » sur les
conditions de vie des ménages bénéficiaires.
Les résultats de l’enquête ont mis en évidence une
très forte amélioration des conditions d’habiter
des ménages bénéficiaires, appuyée par un taux
de satisfaction de plus de 80% et également
reflétée par un faible taux de glissement de 9.7%.
Les nouveaux logements répondent, ainsi, aux
normes d’un habitat salubre garantissant un
accès à l’eau potable, à l’électricité et au service
d’assainissement liquide et solide. En matière
d’accès aux services de bases, il est à noter un
taux élevé de fréquentation de l’école ou centre
de formation professionnelle qui dépasse 96%
pour les enfants et les jeunes de 5-14 ans.
En outre, il a été enregistré une très nette baisse
du taux de la pauvreté monétaire de 20 points,
passant de 48,7 à 28,3%. La baisse de la pauvreté
a profité davantage aux plus démunis.
En comparaison aux populations relativement
aisées, le taux de chômage a sensiblement
diminué de 4 points, passant de 27,3 à 23,5%.
Cette enquête a également permis de constater
une hausse sensible du taux d’accès des femmes
à la propriété du logement, passant de 15,3 à
18,7%, soit un gain de 3 points.

find appropriate technological
solutions to meet specific
expertise of over two million
visitors and more than
30,000 exhibitor contacts. If
a company harnesses their
knowledge,
wishes
and
requirements early on in its
innovations
development,
then
development
times
and costs can be lowered.
In terms of application
scouting in particular the
interdisciplinarity of this
cross-industry network can
help to identify new fields of
application for products and
services.

50 years of IFAT
IFAT is a very impressive
and long-running success
story: It started out back
in 1966, under the name of
“International Trade Fair for
Sewage Technology”, as a
presentation platform for the

18,000 square-meter display.

A complete line-up for industrial engines up to 56 kilowatts will be presented again by Hatz Diesel at
Bauma 2016. For the first time, the manufacturer shows the three-cylinder models as a completion of
the H series to the public, solutions for the coming exhaust gas regulation EU stage V as well as modern
generating sets and hydraulic power packs.

in particular is designed for

exhaust gas recirculation
(EGR) and diesel oxidation
catalyst (DOC) guarantees
the necessary reduction of
exhaust emissions. Both
engine variants will extend

cement clinker, a coarse
intermediate product, the
raw meal is first transported
into the cyclone preheater.
There it is preheated and
deacidified at temperatures
of over 950 degrees Celsius.
The material then moves
into the rotary kiln where it
is burned at temperatures of
around 1,450 degrees Celsius.
«Due to increased demand for
Portland cement we currently
need to buy additional cement
clinker. It is delivered in trucks
to a specially built clinker
receiving station», explains
the technical director. The
cement manufacturer needed
an efficient solution for

The ability to negotiate sharp
curves means that far fewer
transfer towers are needed in
comparison with other belt
conveyors — or, depending
on conveying length and
curve radii, even none at all.
Thanks to this, the customer
can significantly reduce costs
and BEUMER can more easily
adapt the system to specific
requirements.

and installed a system with
a pipe diameter of 200
millimetres and a length of
213 metres. It conveys up to

«We designed the frames
so that they could support
the pipeline for pneumatic
cement transport supplied
by the customer», explains
Josef Amon. This pneumatic
pipeline was part of another
project. The simultaneous use
of the Pipe Conveyor frames as
a pipeline bridge allowed for
substantial cost savings in the
other project. «The challenge
was to do without additional
supporting structures», says
Josef Amon. Furthermore, the
engineers integrated the Pipe
Conveyor into the existing
plant structure. «However,
because the system was
quite old, there was very
little documentation left», he
reminisces. That challenge,
too,
was
successfully
mastered by BEUMER, as
Pipe Conveyors are quite
easy to integrate into existing
plants.
The
complete
project
implementation lasted around
ten months. Since February
2015 the system has been
operating successfully. «We
are very pleased», says the
technical
director,
Gerd
Morenhoven. «The transport
from the clinker receiving
station to the clinker store or
the mill is performed quietly,
quickly and without material
loss».

for new wear parts system
Combi Wear Parts will launch C-REX, a new wear parts system, at the Bauma Trade Fair in Munich on
11-17 April 2016. The C in C-REX stands for construction, which is the market segment the new system has
been designed for. The system has been developed for excavators weighing 12-45 tonnes and wheel loaders
weighing 12-55 tonnes.

asiatiques. La Méditerranée
qui représentait 41,8% des
importations
européennes
en 2008 a baissée à 35,5%
en 2014. En revanche, le prix
moyen du jeans importé
est le plus cher en Tunisie et
en Turquie, respectivement
17,06 euros et 13,55 euros.
Le Bangladesh affiche le prix
moyen le plus bas : 5,47 euros.
Par ailleurs, après une
croissance de 8,8% enregistrée
en 2014, les importations
d’articles
d’habillement
de France, d’Espagne, du
Royaume-Uni, d’Allemagne
et d’Italie en provenance du
Maroc ont augmenté de 5%
durant les trois premiers mois
de 2015. Leur valeur a atteint
392,3 millions d’euros. Pour
le textile, la variation a été
plus importante : 11% par
rapport à la même période de
l’année 2014, pour une valeur
de 35,8 millions d’euros. Les
professionnels du secteur
estiment qu’il s’agit d’une
bonne
performance
qui
confirme le retour du Maroc
dans la stratégie de sourcing
des
donneurs
d’ordre
européens.
En effet, le textile-habillement
marocain
s’est
mieux
positionné dernièrement, par
rapport à ses concurrents
directs,
notamment
la
Turquie, la Tunisie ou encore
l’Egypte.
Cependant,
en
dépit de cette amélioration
de 5% du sourcing des
donneurs d’ordre européens,
le Maroc est aujourd’hui, le
7e fournisseur des cinq pays
européens précités alors qu’il
occupait la cinquième place
en 2014. Cela s’explique, par
la très forte concurrence de
pays comme le Cambodge et
le Vietnam qui connaissent
une très forte évolution de
leurs exportations vers les
pays européens.
Le challenge de la participation
marocaine était d’améliorer
et de développer l’offre
marocaine qui permettait
un meilleur positionnement
sur la carte sourcing des
donneurs d’ordre européens.
Cela dit, même si la priorité
accordée au Maroc par les
acheteurs
européens
est
confirmée par la hausse
des
approvisionnements,
on peut noter qu’elle n’a
pas beaucoup impacté les
exportations globales du
secteur depuis janvier 2015.
Celles-ci se sont stabilisées,
selon les statistiques de
l’Office des changes, avec une
légère augmentation de 0,4%.
La confection a augmenté de
2,6% avec une valeur de 5,3
milliards de DH alors que la
bonneterie a reculé de 4,3%,
à 1,7 milliard de DH.

(OFPPT), la SIE (Société d’Investissements Energétiques),

référence destiné à répondre

énergétiques, de maintenir

favoriser l‘éclairage naturel.

Un logement à énergie
positive «LEP»
C’est le « premier logement
social à énergie positive au
Maroc ». Il s’inscrit dans la
démarche de construction
conforme au Code d’Efficacité
Energétique dans le Bâtiment
(CEEB) et conformément à
la nouvelle Réglementation
Thermique de la Construction
au Maroc (RTCM).
Cette construction modèle
fait partie d’une liste de
projets collaboratifs à mettre
à l’actif du Cluster EMC et le
réseau Construction 21, dans
leur contribution à la COP22
qui se déroulera à Marrakech,
notamment d’autres projets
innovants et une étude sur la
construction
durable
au
Maroc. « Le cluster EMC a
pour objectif d’établir une
synergie entre, d’un côté les
organismes de recherche et
de formation et d’un autre les
industriels
et
les
professionnels de la chaine de
création de valeur dans l’acte
de bâtir. Ce projet collaboratif
est le fruit de cette volonté »,

l’industriel
marocain en relevant le
