What are ‘Boarding Schools
for Excellence’?
The’ Boarding Schools for Excellence’ initiative aims to enhance
equal opportunities in French schools through offering
a supportive learning environment to young French pupils from
disadvantaged backgrounds. Pupils are recruited on a voluntary
basis. The project is inter-governmental and is part of the wider
« Espoir Banlieues» plan launched in 2008.
Who are they for?
Pupils come primarily from underprivileged urban areas and the school roll reflects all
aspects of social diversity offering equal numbers of places for girls and for boys. The
programme is currently being rolled out in local education authorities across France
and in french overseas territories. The age range of pupils is mainly 11-18 but some
schools offer places for pupils in their final year of primary school and some offer
classes for students in their first year of higher education.
Two different models of ‘Boarding Schools for
Excellence’
◗ Model 1: Schools set up in purpose-built residential premises. In September 2011,
13 new ‘Boarding Schools for Excellence’ were opened across France making a
total of 26 ‘boardingschools for excellence. The first pilot school opened in 2009 at
Sourdun (Seine-et-Marne local authority in the académie de Créteil) and 12 more
opened in September 2010. Around 2,100 pupils are currently attending the 26
boarding schools for excellence.
◗ Model 2: Schools awarded the ‘Excellence’ label but operating within an existing
boarding school structure. These schools are required to sign a charter guaranteeing
that they adhere to the objectives of the initiative, and demonstrating that they have
adapted their strategy to meet the enhanced education and pedagogical support
criteria required. It is also necessary to demonstrate a clear commitment to improving
the whole boarding experience for pupils.
Where do classes take place?
◗ either on-site within the boarding school (model 1)
◗ or,alternatively (model 2) pupils may also attend classes in one (or several) nearby
day-school(s) with a specific remit to deliver lessons
In addition to formal lessons, emphasis is also placed on a wide range of learning
support and other activities made available to boarders:
◗ teaching and educational support by qualified personnel, often teachers or educational counsellors
◗ help with revision

◗ help preparing homework and assignments
◗ sports and cultural activities with an emphasis on visits and excursions
◗ extensive use of new technologies
What are the key feature of the initiative?
All ‘boarding schools for excellence’ are required to develop a strategy to support innovative
teaching and learning methodologies. Pupils are encouraged to contribute to the process
thus reinforcing the ethos of pupil initiative, participation, democracy and citizenship.
Personalised learning plans are developed for each pupil to help support the acquisition
of key academic, social, cultural as well as sporting skills and competencies that will
help contribute to each pupil’s success.

Boarding schools for excellence’ are also required to encourage sponsorship and
develop strategic partnerships with the private sector in order to bring them into close
contact with the external environment. Emphasis on the international dimension in the
form of partnerships with schools abroad is also a key feature of the boarding school
for excellence ethos. The «Connecting Classrooms» project, run in partnership with the
British Council and including 20 European countries, is a shining example. In addition,
a new international dimension to the concept of “boarding Schools for Excellence”
is being considered in the form of recruitment of international pupils. Similarly, an
agreement between the Education Ministry and the Agence du Service Civique (Civic
Service Agency) allows pupils to get involved in project management.
How are the schools evaluated?
In addition to the on-going internal evaluation of teaching and learning, all ‘Boarding
Schools for Excellence’ are encouraged to approach research institutions to carry out
independent scientific evaluation. For example, the Ecole d’Economie de Paris evaluates
the Boarding School for Excellence in Sourdun and the research institute on Didactics
and Epistemology of Sciences (University of Geneva) evaluates the Boarding School
for Excellence in Montpellier.
How does the funding work?
Significant funds have been released by central government in France to launch the
network of ‘Boarding schools for excellence’ and also to guarantee provision of the
extra teaching and learning support required.
Regarding investment spendings the state budget within the framework of
“investments for the future” includes 500million Euros to set up Boarding Schools for
Excellence, extend the scheme and revitalise existing boarding schools and to ensure
the development of the equal opportunities agenda.
In addition, a partnership agreement has also been set up at departmental and
regional government level (conseils généraux 1 and conseils régionaux 2 ) in order
to ensure local-level support for this centrally funded initiative at lower and upper
secondary level (collèges and lycées). Similarly, Local authorities are encouraged to
support the initiative. Two schools, Sourdun and Montpellier, are entirely centrally
supported.
Regarding running expenditures, besides the financial support of the relevant
local and regional governments, the Agence Nationale Pour la Cohésion Sociale et
l’Egalité des Chances (National Agency for Social Cohesion and Equal Opportunities)
agreed to award schools over 1 000 for each boarder enrolled from areas specifically
targeted by government urban regeneration policies. The Fonds d’Experimentation de la
Jeunesse («Experimental Youth Fund») helps to fund the boarding school plan. Private
sector sponsorship is authorised, provided that it respects the principle of public sector
neutrality. Similarly, schools can receive support from foundations.
KEY STATISTICS
The ‘Boarding Schools for Excellence initiative’ is the result of a shared ambition on the
part of the ministry for Education, Youth and Community Life, the ministry for Higher
Education, as well as the department for Urban Policy and Social Cohesion, in order
to implement an effective equal opportunities policy for pupils. There is little or no
cost to families. In some cases grants are awarded.
