Unfortunately, this vocation is being undermined by the negligence of pet owners who let their dogs run off leash and don’t clean up after them. Is there anyone who likes walking on paths that are littered with poop? Also, what walker wants to be pestered by an unleashed dog? WRONG. Animal feces contain bacteria, which end up in our waterways as a result of spring and surface runoff. That’s not all: animal waste is rich in nitrogen and phosphorus, which encourages the growth of noxious plants and algae in our lakes, ponds and streams. This growth limits the amount of sunlight that reaches the aquatic plants and reduces the amount of available oxygen in the water. (Source : Canadian Public Health Association) The eco-park is not a toilet for dogs. Be it the eco-park or anywhere else in the municipality, dog owners must immediately remove any feces produced by their animal, and dispose of it hygienically. A bio bag dispenser: A SOLUTION? Last May, the Municipality placed a biodegradable bag dispenser at the entrance to Parc écologique JeanPaul-Forand, so that you can pick up after your dog. Thus, no matter where your animal defecates, there will no longer be any excuse not to stoop and scoop! However, the bag dispenser is only a solution to the problem if dog owners dispose of the bag and its contents in a hygienic manner. That is to say that the bag must be placed in a trashcan, even if it means that you have to walk for kilometers carrying a bag of poop. Also, the Municipality considers it unacceptable for bags to be tossed into the bushes or hung from tree branches. (continue on page 3) Your Council in Action! by André Pontbriand, Mayor Since the November 2013 election, your Council, in addition to managing the day-to-day, participated in a strategic planning “retreat”, during which each council member had an opportunity to share their vision of Shefford Township’s policies and priorities. The two days of reflection were held in the Council room this past February 1 and March 15. The purpose of the February 1st day was to brief the newly elected council on the issues that past councils have grappled with and, specifically, the issues that the committees – consisting of two councillors, the general manager and the mayor – would be focusing on during this new term of office. In addition, the committee members were briefed on the portfolio of responsibilities that each will manage. Among the assigned portfolios, most noteworthy are the policies on recreation and financial assistance to community organizations, the current means of informing citizens, the fire safety cover plan and the civil protection plan. We also discussed the projects that are already in progress, such as Parc Maher, the municipal garage expansion, the criteria applied when selecting roads for improvement, etc. The second part of this first day was devoted to each councillor’s vision of the future, and their preferred direction for the development of Shefford Township. The intention of this frank and honest discussion was to find out if the newly elected council members would be able to achieve consensus on the municipality’s various issues and projects, and on the preferred directions for growing Shefford. perceptions of the future of the municipality. This synthesis enabled the mayor to write a paper outlining the discussion points that have the unanimous agreement of your new Council. The paper was distributed to the Council members for their review and their aprouval of the veracity of its contents. Also, they were given a second document so that they might each prioritize their committee’s actions in the short, medium and long term. The two documents were used during our second “retreat” which took place on March 15, 2014. As for our study day on March 15, 2014, it seems clear that the Council members, through diverse and highly varied means, are building true consensus on the following aspects: developing our citizens’ sense of belonging, fostering intermunicipal agreements, improving our service offering to citizens, providing responsible financial management, establishing policies on environmental protection, developing our mechanisms for communication between the Council members, staff and citizens, keeping our roads in good repair, offering more services to seniors, etc. I would have liked to say more about our Council’s discussions and the decisions that were reached on other matters over the course of that day. Other items on the agenda for the study day were: electoral districts; including citizens’ questions and our answers in the Council meeting minutes; the requests for lighting at certain intersections; the Council’s criteria for selecting roads for maintenance; the community hall; the emergency response plan, etc. However, the results of the Council’s discussions will have to wait until the next newsletter. Both municipal programs will begin in fall 2014 and will bring together citizens as well as several local organizations that serve our municipality. This consensus approach is intended to fine-tune our action plans for a policy on the family and a policy on aging. Intermunicipal recreation In addition, because the intermunicipal recreation agreements signed with Granby and Waterloo have led to different procedures for our citizens, the Council thought it wise to review the wording to make it clearer. Consequently, below is a summary of the financial support that the municipality offers to these citizens: reimbursable, +50% of the non-resident tax charged by the City of Bromont. Finally, citizens of Shefford who enroll in activities offered by an accredited “recreation center” or “community center” may avail themselves of the following financial support: 50% of the cost of the service or activity. The citizen is responsible for finding out from the accredited “recreation center” or “community center” whether the activity or service in which he/she is enrolled is eligible for reimbursement under this policy. It goes without saying that the right to financial support from the Municipality may be exercised by submitting proof of payment of the activity or service. The maximum amount of financial support granted by the Municipality is $1,000 per family. Municipal recreation programs - - For persons registered in activities offered by the City of Granby: 100% of the supplemental fee paid by the citizen because he/she is not a Granby resident (non-resident surcharge) is reimbursable. Reimbursement applies only to services and activities offered by the City of Granby in the “Guide Contact” (activities offered under the “organizations” heading are not included); For persons registered in activities offered by the City of Waterloo: 50% of the cost of the activity is reimbursable. This reimbursement applies to ice sports (hockey and figure skating), outdoor soccer and day camps only. Although an intermunicipal recreation agreement with Bromont has not been possible for a few years now, persons who enroll in ice sports and/or outdoor soccer activities offered by the City of Bromont may also apply for reimbursement: 100% of the registration fee is Over the last year, Shefford citizens have also had access to direct services. For instance, the Aînés Actifs program offers activities for people age 55 and over, one or two times a week, on Tuesday and Thursday mornings. The winter session had just over 50 participants enrolled. For summer 2014, Aînés Actifs will be back with introductions to various disciplines (Pilates, tai chi, yoga, etc.). These introductions will be given on Thursday mornings at 10 a.m., from July 10 to August 28. No prior registration is required for these activities, which will be held at Parc de la Mairie; everything is free. Finally, for kids ages 6 to 11, a chapter of the Cercle des jeunes naturalistes has been active in Shefford since March. Led by Lyn Ouellet, Shefford’s Events and Recreation Coordinator, the Cercle meets every Sunday morning. Les Éditions Michel Quintin has presented the club with dozens of books for our environmental library, to foster and develop that curiosity. The children were glowing with happiness. Many thanks on behalf of the children who will benefit from your tremendous generosity. It is with great pride and enthusiasm that the Municipalité du Canton de Shefford, last March 16, launched the very first Cercle des jeunes naturalistes in the area. Our municipality is a unique locale where protecting the environment and the quality of life of its citizens are, without a doubt, among the values that inform its actions. With good reason, the Municipality’s motto is “Humanity in Harmony with Nature”. - Our club already has 12 members between the ages of 6 and 11 years old. We meet every Sunday morning for three hours of nature interpretation and exploration activities. Our goal is to awaken children to the natural world around us, a world that is brimming with millions of wonders to explore. On Sunday, April 13, Mr. Coiteux generously welcomed all of the CJN members to his sugar shack, where he explained to us the process of making maple syrup and all the maple by-products. The youngsters enjoyed sampling the many maple goods, including maple butter, maple sugar and maple taffy, watching the boiler at work and examining the many antiques, including dozens of sap spiles. The children are still talking about it. Many thanks for your great generosity and for sharing your knowledge of this wonderful tradition. Kids are curious; they like to look, touch, handle objects, which greatly enhances the learning New Bridge in the Eco-Park! by Roland Fortin, director, Public Woork The old bridge in Parc écologique JeanPaul-Forand having become obsolete, the Public Works Department built a new one to replace it, for the enjoyment and safety of hikers. The new wood-and-steel bridge is wider than the old one, which will make it easier for the Municipality to get its trail maintenance equipment across. page 5 Mr. Gilles Coiteux Public Transportation Formulas to Meet Your Needs! by Denise Papineau, Municipal Councillor A public transportation service has been available to citizens of MRC de La Haute-Yamaska since November 2006. There are two ways Shefford citizens can take advantage of this service: The regular Waterloo-Shefford-Granby route. The ideal solution for workers and students, with departures from Waterloo and Shefford to Granby every morning and returning at the end of the day. There are also options during the day and on weekends. Riders must call ahead, before noon on the previous business day, to reserve a seat, according to availability. Riders can pay per trip, purchase a book of tickets, or a monthly pass. Special low rates are available for students. - $5.70 - $110 $65 one-way fare to Granby ($31 for a book of six tickets) monthly pass CEGEP students – after subsidies from the CEGEP ($30) and the students’ association ($15) - - A shuttle leaves from Waterloo at 7 a.m. and returns from Granby around 5:30 p.m. – ideal for students and workers. Available seats on the paratransit routes (minivan), according to the organization’s schedule and/or demand for transport. Use of this service by Shefford citizens has grown considerably, from 250 trips in 2009 to a total of 2,575 in 2013, demonstrating the importance of public transportation in rural settings. The special section was inserted page 6 Urban Planning News by Éric Salois, Manager, Urban Planning and Environment • Lighting We have been asked whether the Municipality of Shefford Township has a bylaw or provisions concerning outdoor lighting. The answer to that is yes. Zoning bylaw #2005419 contains provisions regarding lighting, more specifically sections 95 and following. Section 96 stipulates that all outdoor lighting must have a shade to direct the light downward and below the horizon in order to minimize light spillage to the night sky. Lighting must be controlled in order not to be a source of glare and to illuminate only the building and/or property on which it is located. However, deviation from these requirements is permitted for safety reasons. if not served by a municipal drinking water and/or wastewater system: - soil characterization studies (recognized engineer or technologist) - scale plan of the facilities; - all in compliance with the requirements of the Québec Department of Sustainable Development, Environment and Parks; - Approval of the permit application by resolution of the Municipal Council, following recommendation by the CCU. - Issuance of permit. After the work is completed So if you are planning to install new lighting on public or private property, it will be subject to the requirements of section 96. - If you have any questions, please feel free to contact the Urban Planning Department. Documents required for construction or expansion Submit location certificate within 30 days following the end of the work (prepared by a land surveyor) Numerous interior and exterior renovations, the installation of a swimming pool, fence, or outbuildings all require a renovation permit. To find out more, speak to the Municipality’s building inspector before scheduling the work. Before the work begins - Construction permit application: • • • • Fill out and sign the form; submit the building plan(s) (prepared by a recognized professional): plans, elevations, cross-sections, details, specifications and/or necessary documents; supply a project layout plan (prepared by a land surveyor); tree cutting permit, if necessary; page 7 IMPORTANT: If you submit a permit application that is incomplete, i.e. you are missing documents necessary to the analysis of your project, unfortunately, the office clerk and/or inspector will be unable to accept your application. Identify Yourself! by Luc Couture, Fire Safety Service and Assistant director As you drive around our beautiful municipality, I invite you to pay particular attention to the identification of street numbers on buildings. Sometimes they are present and highly legible, but you will also notice that, in many places, the street numbers are absent or hard to read. Facts In emergency situations, there are frequently delays due to the lack of exterior information to enable emergency services to locate the address. Utility The street number on a building is not a decorative element, nor is it merely of use to the mailman or pizza delivery guy. This number is the main reference for the quick location of an address by emergency responders, both day and night, in summer and winter. A visible street number will enable emergency services to find a building faster and thus avoid major delays. It should also be kept in mind that snow can occasionally accumulate. Reflective numbers are enormously helpful at night. Bylaw The street number visible at all times Shefford’s fire safety bylaw specifies street number visibility as follows: “All street numbers must be visible from the street. If the number is displayed on the mailbox, it must be displayed on both sides of the box.” Taking just a few minutes to check your street number and remedy this shortcoming could save your life and that of your loved ones. In an emergency, every second of every minute counts. Thank you for helping us protect you! In earlier issues of the newsletter, we introduced you to two of them: “Prometheo Ehecati” (Relais des cheminots) and “L’Om” (Halte du ruisseau Chevalier). That leaves three, whose origin and significance we will discuss today. Équilibre (Balance) The work entitled « Équilibre » was created in 1998 by Venezuelan artist Ramon Morales Rossi. You can see this work, which symbolizes the balance between the new and the remembrance of our roots, at Halte de la Pinède. Espace vers le ciel (Sky Space) Originally from Mexico, this work, which dates from 1999, is the creation of Gerardo Carballo Hernandez. It is located at the rest stop near chemin Lamoureux. The monument “Espace vers le ciel” epitomizes looking to the future, openness and passage. L’arche de la différence (The Arch of Difference) Open Air Museum maps The work “L’arche de la différence” comes from Costa Rica. It was created in 1998 by Anthony Fage. It is located at Halte du Vignoble. It represents that our differences are founded in harmony. To discover the other works that adorn the area’s bike paths, a map of their locations is available on the Tourisme Granby et Région website; the map, downloadable in PDF format, is accessible at the following address: http://www.tourismegranbyregion.com We would like to thank Mr. Roger Lapalme, sculptor and founder of numerous associations and groups of professional artists both nationally and internationally, for sharing with us the significance of all of these works as well as for participating in their restoration. page 9 Rain Barrels Rain Barrel – Time Is Running out to Order Yours! There is still time to order rain barrels at a cost of $40 apiece. The barrels are available in four colours (blue, black, grey and terra-cotta). This barrel, designed specifically to collect rainwater, is made of sturdy food-grade industrial plastic. It has a capacity of approximately 200 L, depending on the model. What’s more, it was produced in an environmentally-friendly manner! The barrel lid is easy-maintenance and allows the rainwater to be channeled from your gutter. There are two screens over the opening, one to keep debris (leaves, twigs, etc.) out of the eco-barrel and the other, to prevent insects from depositing their eggs. The overflow fitting is located in the upper part of the barrel and is also equipped with an insect screen. It can channel water to a permeable surface (flower border, garden, etc.) when the barrel is full. The water spigot is located in the lower part of the eco-barrel. To order one or more barrels, please fill out the order form, which is available at the Town Hall reception desk, or online at the Municipality’s website (under the DERNIÈRES NOUVELLES section). The Municipality will order the rain barrels when the minimum of fifty (50) orders have been placed.
