Strengthening Sustainable Management of Forests in Georgia
July 2016 (TBC)
Objective: To enhance the capacity of the state forest institutions1 in order to
prevent and combat illegal activities in the sector, ensuring the sustainable
management of Georgian forests, including legal harvest and trade of timber and
non-timber forest products through harmonizing the Georgian forest regulatory
framework to EU standards, directions and good practice, also by improving the
forest information and monitoring system, as well as strengthening
communication to this end between these institutions
Support to Georgian National Agency for Standards and Metrology July 2016 (TBC)
for further implementation of the EU-Georgia DCFTA requirements
Objective: Strengthening of administrative, human and technical
capacities of Georgian National Agency for Standards and Metrology
(GEOSTM) of the Ministry of Economy and Sustainable Development of
Georgia to further implement the requirements of DCFTA through the
gradual approximation of the Georgian legislation with the EU principles
and practices, in the field of metrology and standardization.
Supporting the Georgian National Communication Commission in September 2016
Developing of its Electronic Communications Regulatory Framework (TBC)
and Operational Capacities in line with EU Regulatory Framework
Objective: Conduct in-depth review of Georgian telecommunication regulatory
frameworks, redefine relevant markets in the electronic communications sector
that are susceptible to ex ante regulation, define broadband regulatory approach,
and conduct a feasibility study to assess the necessity of Universal Service
provision, according to the EU Regulatory Framework and Europe 2020
Initiative “The Digital Agenda for Europe”.

Objective: Consolidate independence, professionalism, impartiality and

Objective: To strengthen the institutional and human resource capacities of the

accountability within the civil service and to improve transparency, accessibility
and the quality of services to citizens.

Support to the Israeli Ministry of Communications "Strengthening July 2016
the regulatory capacity of Israel in the field of telecommunications,
with a focus on service provision over networks owned and operated
by others"
Objective: The project purpose is to strengthen the regulatory capacity of
the Israeli Ministry of Communications (MoC) to ensure the continued
development of a competitive regulatory climate including the retail and
wholesale markets and other forms of network access. This includes
updating the regulatory framework to ensure fair and effective
competition on the telecommunications market in Israel, based on EU
Member States’ (MS) experience in the implementation of relevant EU
legislation.

Waterways in: (a) Establishment of a new organization of Maritime/Inland
waterways including the creation of the Waterborne Agency and clarifying the
role of each stakeholder and their complementarity (b) Compliance of the
Moldovan regulatory framework with the provisions of international conventions
and harmonization with the EU Acquis; (c) Development and implementation of
practices (rules and procedures) for strengthening the technical and operational
capacities of the Maritime/Inland Waterways institutions, particularly in terms of
ship registration, flag and port State control and interaction with the Recognized
Organizations; (d) Getting out of the Black List of the Paris Memorandum of
Understanding; (e) Development and implementation of a plan for training and
skills transfer.

Twinning Strengthening the capability of the Customs Service of the September 2016
Republic of Moldova to operate the Single Window
Objective: To facilitate the Republic of Moldova (RoM) in meeting its
obligations under the terms of the Association Agreement with European Union
(AA). More specifically, it is to support the Customs Service of the Republic of
Moldova (MDCS) to deliver on the requirements of the Deep and
Comprehensive Free Trade Area (DCFTA) Agreement.

September 2016
Objective: to make the National Institute for Standardization compliant to the
European Center for Normalization (CEN) and European Committee for
Electrotechnical Standardization (CENELEC) full membership criteria described
in the CEN-CENELEC Guide 20 and to be able to apply for full membership to
these organizations according to CEN-CENELEC Guide 22 on the
organizational structure and processes for the assessment of the membership
criteria of CEN and CENELEC.
