Haitian bus driver wins Mega Millions prize

like to win $1 million.
Castor is a 12-year bus driver for Metro, although he
hasn't been to work since
last November due to a
shoulder injury that required
surgery.
Now he does.
Castor bought a winning
Mega Millions ticket with
five correct numbers in the
Jan. 17 drawing - which
earned him a million-dollar
check.
"I feel good. Even if it's not
in my bank account yet, I
feel good," says Castor, who
lives in Waldorf, Md. He
bought the ticket at Westlake
Liquors store on Smallwood
Drive, and went with the
taxes. And he has big plans
for his winnings.
He says he's looking forward
to getting back on the job.
But when he does, overtime
shifts won't be in his working future.
"Yeah, I'm going to work
less now, only Monday
through Friday," Castor
says.
The married father of four
took the lump sum, which
will net him $662,500 after
U.S. arrests more Haitians

San Juan, Puerto Rico.- A group of 17 undocumented Haitians, 5 women and 12 men, were arrested
Friday on Mona Island, 70 km west of Puerto Rico

It said 17 people were arrested, but didn’t say how
the group reached Mona Island, an uninhabited
nature reserve located half way between Puerto

Today's interdiction is the latest in a series of apprehensions under similar circumstances and in the
same area, including Wednesday’s detention of
another group of boatpeople, which managed to
reach Puerto Rico’s west coast.
The 80-nautical mile (130 km) wide Mona Passage
separates Hispaniola and Puerto Rico, where mostly Dominican boatpeople regularly go missing
while trying to cross aboard makeshift boats called
yolas.

About 20 Haitian migrants attempted to swim to
shore near Miami on Thursday (January 30) after
their boat sank off the coast of Florida, officials
said.
One of the migrants was found without a life vest
and later died after being plucked from the ocean,
according to police.
US Customs and Border Control agents arrested
eight of the migrants -- four of them women -- as
they reached the Fort Lauderdale beach north of
Miami, and were searching for the rest.
"The search is still on. We're still looking for survivors," US Coast Guard Petty Officer Mark
Barney said.

said on Thursday that a small plane piloted by a US
citizen had mechanical problems and made an
emergency landing in a field of bananas in Haiti.

The Vatican has appointed the first Haitian cardinal
in history. The news was announced on Jan. 12, by

Haiti and the Haitian church,” he said in Creole
from his diocese in Les Cayes, adding that he looks
forward to working with the pontiff to further the
mission of the Catholic Church.

for the first time since 1964.
Not many young African-American
men can lay claim to having a bond
with one - never mind two - U.S.
presidents. But Gregory Lorjuste,
deputy director of scheduling for
President Obama, is one of the fortunate few. Before working on
Obama's first White House bid,
which ultimately led to his current
gig, Lorjuste worked for former
President Bill Clinton's Harlembased foundation.
The White House is a long way from
the crime-riddled Flatbush neighborhood where Lorjuste was raised
by two hardworking parents who'd
emigrated to the U.S. from Haiti so
their brood of nine children could
achieve American dreams. Growing
up, he said in an interview with
BET.com, he and his siblings "experienced lots of things that no kids
should experience," including the
loss by gunfire of a cousin and other
people they cared for or looked up
to.
Devoted teachers, who made learning fun; after-school programs; and
weekend mentors who took the children ice skating, fishing and on
other adventures kept them out of
trouble and focused on their schoolwork so they wouldn't become
unfortunate "products of their environment." Their dedication also
inspired him to major in education at
Rider University, a small liberal arts
college in Lawrenceville, New
Jersey.
Unfortunately, by the time Lorjuste
was graduating from college in
2004, classroom instruction was
more focused on preparing students
to pass standardized tests. He decided to change direction and became
an AmeriCorps Promise Fellow,
which enabled him to work on a
variety of projects, from disaster
preparedness to technical assistance
for nonprofits serving the underserved.
"Even if I wasn't in the classroom, I

the job for a year, because a lot of
people were leaving to join Clinton's
campaign.
Obama hadn't yet made his
announcement, so Lorjuste accepted
the promotion. And though his heart
was on the Obama campaign trail,
he sat out the primary season, but
joined his operation during the gen-

After Obama won the election,
Lorjuste was hired to work as a

day was offered a similar position at
the White House. Today, he is one of
three people who work on the dayto-day, minute-by-minute logistics
for the president.
"It's special because our department's main priority is to organize
events that allow the president to
stay in touch with the American people and for them to hear directly
from their commander-in-chief and
his vision for moving the country
forward," Lorjuste said. "It's gratifying to be able to play a small part in
shaping how people hear and interact with the president, the smile on
their faces when he's on the rope line
or they're invited to participate in a
roundtable discussion."
The most poignant moment for him,
however, is an incident much closer
to home. His mother, who had finally become a U.S. citizen, cast her
very first ballot for Obama.
"She called me while waiting in line
in the rain in Pennsylvania, but was
so excited to vote for him. I was in
Virginia working to get people to
vote but to see how it impacts your
family is so special," Lorjuste said.

Scholarship Fund that helps HaitianAmerican students pursue their
dreams through college and into the
career fields of their choice.
Since 2006, HALO organizes a special event for their Cultural Night.
This year's event, held at the luxurious JW Marriot Hotel at 1109
Brickell Avenue in Miami, was sold
out and a raving success.
HALO Annual Cultural Night is one
of the premiere events throughout the
Haitian-American community. As
guests arrived, they were greeted by
several friendly, warm gentlemen and
ladies. Guests were escorted to a
check-in counter where they received

As they entered the lobby on the third
floor, they were welcomed with a fine
glass of wine and exquisite music by
renowned DJ Nicky Mixx. The
atmosphere from the beginning of the
evening was lively, buoyant, and

This year's theme was a Royal Ball,
with guests donning their finest
gowns and suits that befitted the time
period of King Henry, the 1st King of
Haiti.
The Mistress of Ceremony, Josette
Cantave, welcomed the assistance
and acknowledged a number of
prominent attendees. Father JeanMarie of Notre Dame d’Haiti
Catholic Church in Little Haiti delivered the invocation at this 9th annual cultural night, a powerful spiritual
message.
The founder and President of HALO,
Dr. Angelo Gousse, then addressed
the crowd. He reminded people of the
importance of education, and thanked
them all for their support and generous donations that help fund the
scholarships that are essential to the
education of so many young, ambitious individuals of Haitian descent.

Haiti’s French/Creole divide

It was sunny as usual in
Little Haiti, a small
Haitian enclave in Miami
where the predominant
language is Haitian
Creole.
I was there that day in May 2012 to celebrate
Haitian Flag Day, and my invitation from the
Office for Haitian Cultural Affairs said speakers
could lecture in English, French or Haitian Creole.
My talk was about what the Haiti Lab — a center
for research and Haitian studies at my school, Duke
University — was doing to help people understand
what Haiti has accomplished for the world in terms
of equality for all. To my surprise, when I started
speaking in Haitian Creole, the celebration’s cultural affairs representative interrupted to say I was
not allowed to give my presentation in Creole.
Knowing that the audience was largely composed
of Haitian Creole speakers, I decided to press on,
and after 20 minutes the representative finally
stopped trying to convince me to speak English or
French.
Her request illustrates what many educated
Haitians have long denied: Creole is the only language that unites us.
All Haitians born and raised in Haiti speak Creole.
In fact, the 1987 Constitution states that Creole is
“the only language that binds all Haitians together.” However, Haitians who speak and write only
Creole have no access to most official documents
because Haitian authorities, so far, still write most
official documents in French — even though less
than 10 percent of the population understand
French. Presidential candidates have only recently
begun speaking in Creole; once elected, though,
many give speeches only in French, which I consider a betrayal to the people who voted them in.
Two years ago, the current government refused to
sign into law a decree from the 1987 Constitution
to create a Creole academy.
During the recent CARICOM Summit in Port-auPrince, none of the proceedings were translated
into Creole. Worse yet, Haitian President Michel
Martelly pushed successfully for French to be recognized as the second official language of the summit, even though no more than 500,000 Haitians
speak it. By contrast, more than half of the population of CARICOM nations (including all 10 million
Haitians in Haiti) speak Creole.
This language divide is one the major causes of the
extraordinary economic gap between the Haitian
elite and everyone else. Haitians who speak only
Creole are perceived as unrefined and uncouth by
those who speak French. The former often seem at
the mercy of the latter, working for them as maids,
indentured child servants and janitors.
This linguistic exclusion is part of the ongoing
inequalities that have existed since colonial times,
when the French treated enslaved Africans as lesser humans. Today, most French-speaking Haitians
stubbornly believe that French is a prerequisite to
social and economic success, and they blame the
country’s shameful economic failure on the illiterate Creole-speakers. The latter have fallen into this
ideological trap, to the point that they consider
learning French the main goal of education.
Since 1944, there have been 13 literacy campaigns
launched in Haiti, yet an estimated 50 percent of
the population is still illiterate after two centuries
of independence. This suggests that Haitian authorities have not been serious about tackling the issue.
A more literate population might call for official
documents to be written in Creole so that they
could fully take part in the political process.
That said, Haitians are also ready to learn other languages, such as English and Spanish and, yes,
French so they can to communicate with other
Caribbean nations, but to do so as foreign languages.
After more than 200 years of keeping the masses in
abject ignorance and poverty, it is time to rectify a
wrong. Haiti can do better if everyone has a say in
the process of rebuilding the country.
The only way this can happen is by making systematic use of Creole at all levels of society, including
in the schools, courts and government offices.
If Creole is “the cement that binds all Haitians,” as
the Haitian Constitution proclaims, then now is the
time for Haitian authorities to end this linguistic
exclusion.

Victims of Domestic Violence and Potential
Immigration and Family Law Relief
There is much uncertainty and fear in the life of
any undocumented person living in the United
States. The biggest fear of
most undocumented is
the fear of being discovered by ICE, the
Immigration
and
Customs Enforcement
agency, being separated
from their family, and
being deported back to
their home country. It is

almost impossible to
imagine that in some
instances it is the undocumented's abusive spouse who is threatening to reveal
their status to immigration for deportation. In most
instances immigrant victims are scared to report the
abuse due to their illegal status and the fear of being
deported. Unfortunately, many victims do not know
that they have access to both immigration and alimony relief.
The Violence Against Women Act a VAWA or VAWA
allows an abused undocumented spouse of a US citizen of Legal Permanent Resident to self-petition for
their green cards. Generally, for an immigrant to qualify for a green card and adjust their status to that of a
Legal Permanent Resident (LPR), a US citizen or
LPR relative or spouse must first petition the United
States Citizenship and Immigration Services (USCIS)
for an immigrant visa on their behalf. Currently,
VAWA allows a battered or abused spouse of a United
States Citizen or an LPR to file an I-360 form with
USCIS and self-petition to Adjust Status. Congress
recognized that immigrants are more vulnerable to
domestic and sexual violence due to their immigration status and created the self-petition process to
encourage victims to free themselves of their abuser.
Once the I-360 self- petition is approved, the applicant can then file an I-485 adjustment of status form
to obtain the green card.
To qualify for relief the immigrant victim must first
prove that they entered into a good faith marriage
with a US citizen or LPR spouse. They must also
show that they are being or were abused in the past
and that they are an individual of good moral character. Under the current process, USCIS adjudicates the
victim's application confidentially and does not contact the alleged abuser.
The victim also has relief available to them in family
court. Alimony is a right to financial support that each
party to a divorce has. Where there is no prenuptial
agreement, that right is not waived. You have a right
to ask for alimony once the divorce case is filed and
pending in court. A temporary alimony can be granted while the case is being decided.
The State of Florida provides a statutory right to
alimony. Currently, there are four different types of
Alimony that the judge can grant when terminating
the marriage: bride the gap, rehabilitative, durational,
or permanent, or a combination therefore. In any
alimony case the judge will have to first determine
that the person asking for alimony has a need for it.
The Judge will then have to make a determination that
the other party has the ability to pay the alimony.
Please note that the judge is able to consider whether your spouse committed adultery
when decided whether to award alimony.
Bridge the gap alimony is awarded to assist
a party by providing them support to allow
them to transition from being married to
being single. This allows a party to present
their short-term plan on how they will transition from being married to single. This
plan may include for example a training

thinking and speaking. I love
her."
If she decides to run, it could
set up a presidential election

return to the job market. Bridge the gap alimony cannot exceed 2 years. It also ends if the person receiving it remarries or upon the death of either party. The
amount cannot be modified in amount or duration.
Rehabilitative alimony is awarded to assist a party in
establishing the ability to support themselves through
the redevelopment or previous skills, education, or
training. There must be a specific rehabilitative plan.
This type of alimony can be modified.
Bridge the gap and rehabilitative alimony are great
sources of relief for victims of domestic violence that
are trying to get back on their feet. Where you are
able to show the judge that you have a financial need
for more than a short term support, the Court is able
to award durational or permanent alimony.

Armed robber penis-slaps woman in the
face after she refused to hand over cash
An armed robber repeatedly penis-slapped a woman in
the face after she refused to hand over cash, police
said.
Two masked men allegedly knocked on the backdoor
of the 31-year-old victim's Miami home at 3 a.m.
Tuesday as she was sleeping.
Her father-in-law answered and they forced their way
past — demanding he hand over any money in the
property.
When he said he had none, they kicked down the door
to the 31-year-old woman's bedroom, pointed a gun at
her head and screamed abuse.
"B----, where is the money?" one of the men shouted.
He then removed his manhood from his pants and used
it to hit her in the face.
When she again stated she didn't have any money, the
duo stole two TVs valued at $600 before fleeing.
Cops are now hunting the pair, reports the Miami New
Times.
The Miami Herald reports that the woman thinks the
gunmen saw her take money from a bank the previous
evening and had followed her home.
South Dade High teacher charged with
having sex with 17-year-old student
A South Dade Senior High math teacher was arrested
late Wednesday and charged with having sex with a
student.
According to Miami-Dade Schools police, Bresnniel
Jansen Mones, 32, had sex with a 17-year-old female
student. In one instance, he received oral sex in his
geometry classroom, according to his arrest report.
Police say they confiscated Jansen's phone after he
also admitted to sexting with the student.
A student posted a picture on Twitter reportedly of
Jansen being led out of South Dade high in handcuffs,
according to WSVN. He was officially arrested after
10 p.m.
Jansen was charged with two counts of sex with a
minor and one count of transmission of harmful material to a minor. He has resigned after six years with the
district, according to schools spokesman John
Schuster.
Schuster said phone calls were made to parents of
South Dade students to inform them of Jansen's arrest.
Students posted to social media sites about the allegations Thursday.
Jansen has been married since 2008, according to state
records.
The incident is the second time in two years that a
South Dade teacher has been accused of having sex
with a student. In March 2012, police said physical
education teacher Jimmy Francisco Vega lured a student off campus, gave her marijuana and then had her
perform oral sex.

Miami-Dade to begin negotiations
with David Beckham investors
over potential soccer stadium
A downtown Miami soccer stadium could begin to
take shape soon, once negotiations begin in earnest
Tuesday between Miami-Dade County and retired soccer star David Beckham’s investors, who are trying to
create a new Major League Soccer team.
Miami Beckham United and Mayor Carlos Gimenez’s
office have scheduled a private meeting to run down
the investors’ list of up to 30 possible stadium sites,
according to the county. Among them is the group’s
favored location: county-owned land at PortMiami.
Beckham and league officials may announce their
progress on a new expansion franchise as early as next
week, according to sources familiar with the talks.
“We anticipate that there’ll be a further commitment to
Miami,” Deputy Mayor Chip Iglesias said Monday
during a public meeting with two county commissioners.
MLS Commissioner Don Garber said two weeks ago
that he expected an announcement on the status of the
discussions with Beckham “in early February.”
Beckham, who retired from the LA Galaxy, has an
option in his contract to buy a franchise for a discounted $25 million, compared to the market rate of about
$100 million.

Vote For Taxi Reforms
MIAMI (CBSMiami) — If you have taken a cab in
Miami-Dade county, chances are you had to pay the
fare with cash. Wednesday afternoon that changed.
Miami-Dade commissioners overwhelmingly voted on
sweeping reforms that changes even the cars that are
picking you up.
It’s what we use to buy gas, at restaurants, groceries
just about anything. You can use your credit card just
about anywhere. While most metropolitan cities
accept cards, Miami-Dade hasn’t, until now. Credit
card machines will now be required in all cabs in 2
years.
Sunpass must also be installed in the cabs in the next
six months.
An ambassador program will also be unveiled at the
ports requiring drivers to have a dress code along with
newer cars.
Drivers will be required to buy three-year old cars

instead of the current 5-year-old models. They will
have until June 2014 to update their cars. They will
also have open doors for passengers.
Broward School Board Considering
Cell Phone Ban For Parents
ROWARD (CBSMiami) – Many parents pass time in
the sometimes forever-long school pick-up line by
catching up with friends on the phone, or perhaps even
finishing-up business over Bluetooth. But, in an effort
to put the brakes on dangerous driving, the Broward
school district is proposing a ban on all cell phone use
on school property while driving.
“We’ve had near incidents where some toes have been
run over because they’re not paying attention,”
explained Jerry Graziose, Safety Director for the
Broward County School District. “We’ve had some
incidents where our staff have banged on cars to get
drivers’ attention because their child hasn’t gotten
completely out of the backseat. Some have gotten their
book bags or jackets caught and the driver thought the
door was closed and started taking off.”
The School Board is considering a policy that would
ban drivers on school grounds from using their cellphones, including headsets or Bluetooth, and all other
electronic devices. Some Broward campuses have
already gone the route of posting the signs which prohibit cellphone use in drop-off and pick-up areas but
school officials said it’s not easy to enforce without an
official rule.

lottery millionaires in January
Six of our fellow South Floridians got lucky in January
— they all became millionaires playing the lottery.
And that's twice as many big wins as we usually have.
Last year about 2.5 winners a month came from Palm
Beach, Broward or Miami-Dade counties.
January's newly minted millionaires were: a $12 million Lotto winner in Tamarac, a $3 million scratch-off
winner in Miami Beach, a $2 million Mega Money
winner in Miami and a $1 million scratch-off winner in
Greenacres. Two others are millionaires over time:
One scratch-off player won $2,500 a week for life and
another won $1,000 a week.
But they aren't the only South Floridians in the money.
We've also had two $500,000 winners: a Lauderhill
woman who played Monopoly scratch-off and a
Miami woman hitting Mega Money.
So why the sudden fortunes? One reason is a switch in
games played, said Florida Lottery Secretary Cynthia
O'Connell. Florida Lotto and Powerball used to attract
about 80 percent of South Floridians' lottery spending,
she said. Now scratch-offs are evenly split with Florida
Lotto and Powerball. Scratch-off games don't often
yield multimillion dollar jackpots, but the odds of hitting $1 million are better.
Overwhelmed by Haitian immigrants, Brazil may temporarily
shut border crossing

in Brazil’s Acre state has proposed
temporarily closing a border crossing
from Peru in order to devise a system
to more efficiently handle the “caravans” of Haitian immigrants that have
overwhelmed the region in the four
years since a massive quake crippled
the Caribbean nation.
Illegal immigrants from Haiti began
pouring into Brazil in January 2010,
after the 7.0-magnitude earthquake
reduced much of the capital Port-auPrince to rubble, killing more than
200,000 people and leaving 2.3 mil-
lion homeless.
Since then, more than 15,000 Haitians
have entered Brazil through Acre, in
the Amazon region, and 10,000 have
received residency and work permits.
However, the number of daily arrivals
this month has nearly tripled to 70 to
80, compared to 20 to 30 in the last
months of 2013, said Acre’s Human
Rights Secretary Nilson Mourão.

Viana will request the temporary closing of the crossing between the
Peruvian town of Iñapari and the town
of Assis Brasil, in Acre, until the
Brazilian government can organise a
more efficient system to receive and
process the necessary documents for
the immigrants.
“The situation has become untenable,
there are caravans of immigrants coming through the border and we are not
equipped to handle them,” Mourão
said this week after visiting 1,200
Haitians waiting for visas in the small
town of Brasiléia, whose shelter has
the capacity for 300 people.
“I fear a tragedy may happen because
of overcrowding at the shelter.”
People smugglers are taking advantage of the influx of Haitians, who pay
the so-called “coyotes” to help them
cross the Peruvian border into Brazil.
The route through Peru is the most
popular, as the dense forest makes it
more difficult for border police to spot
them. Once in Brazil, federal police
transport them in buses to the shelter
in Brasiléia.
Meanwhile in Haiti, an estimated
146,000 people made homeless by the
2010 quake are still living in tent
camps, according to the International
Organisation for Migration.

important, explains Pastor
Toussaint, because having
a love life is a serious matter. It is linked to someone's future and spiritual
life. "We want to help
those in urgent need of a

New Shows on Shekinah Radio
TABERNACLE

broadcast that started last
Jan. 12 on Shekinah Radio.
Airing from Sunday to
Saturday, 7-8pm, it targets
young adults in the Haitian
American community facing
challenges in various areas
of their lives.
"Around the Table" is the
new show airing on
Shekinah Radio. Every day,
different hosts discuss
diverse topics that catch
young people's attention like
relationships, spiritual life or
money.
"We came up with this show
to offer something new to
our audience and to diversify our program grid. We also
want TG's young adults to
get more involved in
Shekinah Radio", states the
Senior Pastor of Tabernacle
of Glory.
Until now, Shekinah Radio
mainly broadcasted in
Creole and French. "Around
the Table" is a way to introduce the Shekinah English,
assures Gregory Toussaint.
"Around the Table" airs
from Sunday to Saturday,

française, en décembre dernier, ne
fasse pas le bonheur de tous. Sur les
ondes de la radio haïtienne Magik 9,
lors d’un bilan culturel de 2013, l’auteur Lyonel Trouillot a commenté la

La controverse s’est ensuite transposée dans les pages du quotidien
francophone haïtien Le Nouvelliste,
où M. Trouillot et la journaliste
Martine Fidèle se renvoient la balle
par chronique interposée.
Invités à l’émission Les carnets
d’Emmelie, le poète Claude C.
Pierre, l’auteur Lyonel Trouillot et
l’auteur Bonel Auguste, se sont
prononcés sur l’élection, y allant de
reproches et de condescendance,
selon ce que rapporte la journaliste
haïtienne Martine Fidèle, dans l’article intitulé « Petits meurtres entre
gens de lettres » .
«Quand on voit à l’étranger un
Haïtien dans une situation considérée
comme prestigieuse, on applaudit,
aurait mentionné M. Trouillot. Il y a
cela, mais d’un autre côté, ce n’est
pas un événement majeur dans l’histoire
des
lettres
haïtiennes.
D’ailleurs,
être
membre
de
l’Académie française n’est même pas
un événement majeur dans l’histoire
des lettres françaises.»
Il aurait poursuivi en ajoutant qu’il
reprochait à M. Laferrière de ne pas
avoir parlé au nom de la langue
créole.
Toutefois, Lyonel Trouillot a pris
soin de faire paraître dans Le
Nouvelliste quelques précisions, en
rédigeant deux articles successifs, où
il a affirmé que certaines citations
avaient été décontextualisées.
Il a précisé dans le premier article
que « L’Académie française reste une
institution nationale…française. Et
elle n’est pas vue par tous en France
comme une instance de légitimation.
C’est positif qu’elle s’ouvre à des
non-Français. Mais Dany Laferrière
n’est pas devenu un grand
écrivain…parce
qu’il
est
à
l’Académie française. »
Le livre collectif Bonjour voisine,
auquel ont collaboré 51 auteurs haïtiens et québécois, dont Dany
Laferrière et India Desjardins, et
publié chez Mémoire d’encrier en
octobre dernier, a aussi reçu son lot
de critiques, lors de la table ronde sur
les ondes de Magik 9. «Avec ces rencontres qui ont pu avoir lieu entre
écrivains, avec cet aspect très démagogique, très tout le monde est beau,
tout le monde est gentil, on a gommé
un tas de choses, a-t-on
soulevé. On n’a pas osé y
aborder des questions qui
préoccupent Haïti… »

Dany Laferrière le 12 décembre, lors
de son élection. «Et j’ai vu un enthousiasme sans pareil, s’est-il souvenu. Il y avait plein de jeunes, dans
une salle comble, debout pour
acclamer Dany et accueillir la nouvelle.»
Rodney Saint-Éloi ajoute que les
paroles de Lyonel Trouillot sont en
fait celles d’un homme blessé. C’est
la rancœur, c’est le ressentiment.
Mais il reste cette figure de l’intellectuel haïtien, qui parle de tout, qui
sait tout. Ce sont des gens qui sont en
fait des politiciens. Lyonel Trouillot a
été chef de cabinet et il est toujours
en politique.»
Cette élection et ce nouveau statut
sont, selon M. Saint-Éloi, extraordinaires aux yeux de presque tous les
Haïtiens, sauf Lyonel Trouillot.

Ce que parler français veut dire en Haïti

Il y a beaucoup à réfléchir sur le statut
de la langue française en Haïti. Il est
vrai que nous avons une longue et
fructueuse tradition littéraire francophone mais je ne sens pas que ma
génération a le même rapport avec le
français que les générations précédentes. Le français a toujours été pour
moi une langue écrite que je ne parlais
que très rarement. Ne la parlant pas à
la maison, avec mes amis, à l’école et
même la radio et les discours politiques que nous écoutions, étaient en
créole. D’où mes difficultés avec le
français quand je venais d’arriver en
France. A ce propos, le rapport esthétique de ma génération à la langue
française devrait être différent de
celui des générations précédentes.
La langue française est vécue avant
tout en Haïti comme une langue
académique. Ce n’est pour la plus
grande partie de la population haïtienne pas une langue maternelle, c’est
une langue que nous apprenons à l’école. Toutefois, le créole prend de
plus en plus de place même dans le
milieu éducatif. D’ailleurs si une plus
grande partie de la population haïtienne sait lire et écrire aujourd’hui par
rapport à l’ère Duvalier et précédemment, c’est grâce au statut du créole
comme langue officielle puis l’enseignement de la langue créole.
D’ailleurs dans de nombreuses écoles
de la capitale, même les plus réputées,
l’enseignement se fait oralement en
créole alors que les livres sont en
français, pour que les professeurs
soient mieux compris.
Pierre Bourdieu nous montre dans son
texte Ce que parler veut dire que la
langue peut être un enjeu de pouvoir
et de domination. Un des plus anciens
clivages de la société haïtienne est que
le français dans la classe bourgeoise
était mis sur un piédestal tandis que le
créole qui est le langage de la masse
populaire était dénigré. Parce que l’éducation se faisait en français, ne pas
parler français voulait soi-disant dire
ne pas être éduqué. Cependant la
classe bourgeoise actuelle en Haïti ne
parle même pas le français. Elle parle
un mélange de français créolisé et
d’anglais vulgaire. Une langue inventée, parlée par eux seuls. Cette langue
par exemple, ne fonctionne pas en
France.
Avec le nombre croissant de jeunes
étudiant aux USA, l’importance
grandissante de notre diaspora dans ce
même pays, l’anglais envahit de plus
en plus le langage. Le français oral
courant est souvent une traduction du
créole ou de l’anglais parlés plus
couramment par la diaspora. Et qui
n’a pas réfléchi à cela ne comprend
rien à l’Haïti d’aujourd’hui. Nous
devrions donner aux langues leur
vraie place. A l’intérieur du pays, on a
tendance aujourd’hui à favoriser le
créole dans les discours politiques, le
président de la république s’il veut
être élu démocratiquement est bien
obligé d’aborder son peuple en créole.
Actuellement, on a beaucoup plus un
rapport écrit avec le français. On peut
trouver une poignée de gens qui parlent du bon français dans les espaces
intellectuels, qui font de la bonne littérature, mais même là en général,
plus nous sommes jeunes, moins nous
communiquons en français. Il est plus
intéressant pour nous d’aborder le
français à l’écrit et le créole à l’oral.
D’où, que quand je m’exprime sur le
plan esthétique, le français a le statut
de langue écrite et le créole de langue
orale.

Il semblerait que Dany Laferrière élu
à l’académie française soit une fierté
haïtienne néanmoins la plus grande
partie de la population doit bien se
demander qui est ce Dany Laferrière ?

la plaignante, ces dossiers touchaient des gens riches et puissants.
À la question pourquoi elle n'était pas avec Jean
Dominique ce jour-là, elle répondit qu'elle
descendait rarement avec son défunt mari. " Jean
s'occupait des nouvelles internationales et elle des
dossiers nationaux. Comme d'habitude, je devrais
rejoindre mon mari vers 6 heures 30 pour animer
ensemble le journal de 7h ce 3 avril 2000. "
Jacques Anthony Nazaire, Jean-Claude Délice,
Pierre Réginald Boulos, Yvon Neptune, Charles
Suffrard, Rudolf Boulos, Henri-Claude Ménard,
Dany Toussaint, Sauveur Pierre Etienne, ont tous
été également entendus dans le cadre de ce double
assassinat. Sauveur Pierre Etienne a, quant à lui,
déclaré que "Jean Léopold Dominique avait été
assassiné parce qu'il était présidentiable".
Pour l'avocat Osner Fevry, ce rapport rendu public
par le du juge Yvickel Dabrésil, constitue une
grande avancée pour la justice haïtienne.
Cependant, la personne considérée dans ce dossier
comme étant "auteure intellectuelle", celle qui
aurait planifié le double meurtre, l'ex sénatrice
Mirlande Libérus Pavert, ne s'est jamais présentée
pour répondre aux accusations portées contre elle
par ce témoin important qu'est Oriel Jean. Ainsi, un
procès-verbal de non-comparution a été dressé en
la circonstance.
Aristide, auteur moral ?
Selon le code pénal, l'auteur moral est celui qui agit
en coulisse pour faire commettre l'infraction, par

Le dimanche 26 janvier 2014, a
lieu l’inauguration officielle de la
Bibliothèque Dany Laferrière de
Petit-Trou de Nippes (département de Nippes, arrondissement
d’Anse-à-Veau), en présence
entre autres de plusieurs écrivains
dont Yanick Lahens, Bonel
Auguste, Christophe Philippe
Charles, Killy Charlot et le Poète
Claude C. Pierre.
La Bibliothèque Dany Laferrière
ainsi nommée rend un hommage
bien mérité à Dany, grand écrivain
d’origine haïtienne récemment élu
à l’académie française. La bibliothèque comprend 4 salles de lecture baptisées du nom d’auteurs
haïtiens : Bonel Auguste,
Christophe P. Charles, Pierre
Clitandre et Claude C. Pierre.
Elle ouvrira ses portes avec un
fonds de 3,500 titres, offerts par
des amis et des maisons d’éditions
haïtiennes, qui ont supporté ce
projet. Avec cette bibliothèque de
proximité, les élèves, étudiants et
chercheurs trouveront un endroit
pour mener leurs études et leurs
recherches.
Le président Martelly a eu une discus
exemple celui qui payerait pour faire tuer une autre
personne ou pour faire dérober un objet. Il est aussi
appelé parfois l'auteur intellectuel. La condamnation se fait au titre de la complicité. C'est ce qu'on
appelle la complicité par provocation ou par
instructions. Cependant, il n'existe pas de "responsabilité pénale autonome pour les auteurs intellectuels ", face à la difficulté de préserver en même
temps les libertés et la difficulté de mise en œuvre
d'une telle notion.
Bien que la jurisprudence utilise encore la faute
commune, mais c'est surtout dans le cas d'association de malfaiteur, que cette notion est très vivace.
En effet, en cas d'association de malfaiteurs, tous
les participants au groupement sont considérés
comme auteur principal de l'infraction.
Vraisemblablement, l'ancien président Jean
Bertrand Aristide n'a jamais eu de contact direct
avec les exécutants du crime (ceux qui ont donné le
coup mortel). Il serait donc difficile de le condamner au titre de complice, en qualité d'auteur moral.
Et il est presque certain que l'auteure intellectuelle
du crime du 3 avril 2000, Mirlande Libérus Pavert,
résidant actuellement aux Etats-Unis, ex-responsable de la Fondation Aristide, ne se présentera pas
devant la cour pour répondre des accusations
portée contre elle dans le cadre de cette affaire.
Comprenne qui pourra !
Vraisemblablement
"une manoeuvre politique "
Le fait que 2014 soit déclarée année électorale par
le pouvoir en place, ne doit pas nous tromper : ce
qui se joue ici est vraisemblablement "une affaire
politique . On croit bel et bien comprendre que la
décision de relancer le dossier de ce double meurtre
serait en réalité l''exécution des ordres venus d'en
haut. Le parti Lavalas étant encore très fort sur le
terrain ! Le sénateur pro-lavalas John Joël Joseph a
peut-être eu raison de souligner que "il y a des
manœuvres politiques " visant à affaiblir un secteur
politique puissant à l'approche de ces élections."
La relance de ce dossier à un semblant de justice
finalement en marche en Haïti, tout au plus. Nous
aurions eu droit à un dossier béton résultant du travail acharné du juge, après plusieurs mois d'enquête. Mais dans la réalité, on semble comprendre
plutôt à des " manœuvres politiques " du pouvoir en
place, à l'approche des élections.
Guyler C. Delva, ancien secrétaire d'Etat à la communication du régime Martelly, qui a dirigé une
commission créée par l'ancien président René
Préval pour faire la lumière sur ce dossier, qui n'a
pas fonctionné depuis longtemps, est allé jusqu'à
déclarer que les témoignages des différentes personnes auditionnées dans le cadre de ce dossier,
concordent et convergent vers une seule et même
évidence : Jean-Bertrand Aristide a voulu museler
Jean Léopold Dominique avant qu'il ne soit trop
tard. De ce fait Aristide serait le véritable commanditaire de cet assassinat, et devrait être aussi auditionné. Par cette déclaration, il est clair que M.
Delva ne fait qu'empiéter sur le rôle du juge en
charge du dossier.
Il faut être très naïf pour croire que le dossier de
l'assassinat de Jean Dominique va enfin aboutir à
une conclusion définitive où l'auteur(e) principal
(e) du crime sera jugé(e) et puni(e) conformément
aux lois en vigueur.

Le président Martelly a eu une discussion
orageuse avec son homologue dominicain
Et si le président Martelly avait voulu
faire plaisir à l'héritier d'Hugo Chavez
- et surtout promoteur de PetroCaribe en s'investissant, contre toute attente,
dans un dialogue binational aux conditions décriées par tous, pour se rendre
finalement compte qu'il avait été victime d'un marché de dupe ?
Il y a là de quoi sortir de ses gonds et
c'est justement ce qu'a fait le président
Michel Martelly à Cuba mardi dernier
quand il a eu cette discussion orageuse
avec son homologue dominicain
Danilo Medina.
L'Agence France Presse (AFP), citant
des sources diplomatiques, rapporte en
effet que "les dirigeants d'Haïti et de la
République dominicaine ont eu un "dur
échange" ce mardi, lors d'une réunion à
huis clos du Sommet de la
Communauté des pays des Caraïbes et
d'Amérique centrale (CELAC) qui a
pris fin mercredi à Cuba.
Divers points de désaccords avaient
certes surgi lors de la rédaction de la
Déclaration finale, allant de la lutte
contre la pauvreté au processus de
désarmement, mais c'est le dur échange
entre les présidents haïtien et dominicain qui allait davantage marquer l'exercice et prolonger la durée de la réunion à huis clos, soit plus de cinq
heures (le double du calendrier).
Certains médias rapportent que le
président Medina a défendu la souveraineté de la République dominicaine lorsque des pays de la
Communauté des Caraïbes (Caricom),
membres du Sommet, l'ont interrogé à
ce sujet.
Le Chef d'État dominicain a réaffirmé
qu'il n'acceptait pas les accusations de
racisme, de discrimination et de violation des droits de l'homme contre son
pays.
Le désaccord entre les deux pays qui
partagent l'île d'Hispaniola a surtout
porté sur la récente résolution de la
Cour constitutionnelle dominicaine l'arrêt 168-13 - définissant la nationalité dominicaine et ordonnant l'enregistrement des étrangers en situation
irrégulière.
Les observateurs croient que cet incident aura un impact certain sur le
prochain round du dialogue binational
qui devrait se tenir à Jimani le 3 février prochain.

Des boat-people haïtiens arrêtés à leur
arrivée sur une plage
de Fort-Lauderdale
Une dizaine de boat-people haïtiens ont été
appréhendés tôt ce jeudi matin par la police de FortLauderdale. Un résident du quartier « Lago Mar »,
bloc 1700 de « South Ocean Lane » aurait alerté la
police de la ville du débarquement de ces immigrants
(arrivés à la nage sur la plage). Ils ont été vraisemblablement "jetés" à quelques milles nautiques de la
plage par des passeurs. Sept femmes et un homme
sont actuellement aux mains de la police. Jusqu’à cet
après-midi, des policiers continuaient encore de
patrouiller la zone à la recherche d’éventuels boatpeople qui auraient eu le temps de prendre la fuite
avant l’arrivée des forces de l’ordre, selon la porteparole de l’institution policière, Deanna Greenlaw.
Le groupe serait en provenance des Bahamas. Aux
dernières nouvelles, un des passagers n'a pas survécu
à son périple très près de la "terre promise" étasunienne. Il a été noyé au cours de sa tentative d'atteindre

Haïti - Homosexualité: 14 jeunes filles
arrêtées à Carrefour
Carrefour - 14 écolières du Collège Catherine Flon
sont actuellement placées en détention au
Commissariat de Carrefour, communément appelé
OMEGA. Ces jeunes filles ont été surprises en train
de faire des orgies (madivine) à Mahotière 79, quartier de Carrefour. Selon les témoignages des personnes
rencontrées sur place, étant arrivées en retard dans
leur établissement scolaire, elles ont profité pour aller
faire leur orgie dans cette maison qui semblerait
appartenir à un Haïtien vivant à l'étranger (diaspora).
Ce dernier est aussi accusé d'encourager les jeunes
filles à faire des striptease dans sa maison. Un voisin
qui aurait été ennuyé par leurs cris sexuels, aurait
allerté la police qui n'a pas pris du temps pour
procéder à l'arrestation de ces adolescentes pour
atteinte à la pudeur. Pour l'instant l'entrée de
l'OMEGA est bourré de curieux venus voir de leurs
propres yeux ces jeunes filles. Leurs parents sont

Haïti – Insécurité :
Un policier tué à Gérald Bataille
Encore une autre victime dans les rangs de la Police
Nationale d’Haïti. Jean Louis Jean Baptiste, un agent
2 issu de la 16e promotion de la PNH et affecté à la
Direction Centrale de la Police Judiciaire (DCPJ), a
été abattu la soirée du dimanche 26 janvier dans le
quartier populaire de Gérald Bataille, par deux individus circulant à bord d’une motocyclette, une information confirmée par une source proche de l’institution policière. Après avoir commis le forfait, l’un des
bandits s’est accaparé d’un véhicule pour mieux
prendre la fuite. Alertés de la situation, des agents
affectés au commissariat de police de Delmas se sont
mis à la trousse des présumés criminels et l’un d’entre eux a été capturé. Une riveraine de la zone a reçu
un projectile au moment de l’incident, toujours selon
la source policière. Le bandit appréhendé se trouvait
jusqu’à lundi matin à la Direction Générale de la
Police Judiciaire (DCPJ) pour les besoins de l’enquête.

inaugure la Place Jose Marti au
Cap-Haïtien en hommage à ce héros
libérateur cubain
Port-au-Prince, jeudi 23 Janvier 2014 : Le Président
de la République, S.E.M. Michel Joseph Martelly, a
procédé, ce jeudi 23 Janvier 2014, au Cap-Haitien, à
l’inauguration de la Place Jose Marti, où est érigé un
Buste en hommage à cet apôtre de l’indépendance
cubaine. La cérémonie s’est déroulée en présence de
M. Rafael Bernard Alemani, Représentant personnel
du Président cubain, M. Raul Castro, de
l’Ambassadeur de Cuba en Haïti, M. Ricardo
Napoles, du Ministre de la Culture, Mme Josette
Darguste, de l’Archevêque du Cap-Haitien, Mgr.
Louis Kébreau, des Directeurs Généraux de l’ISPAN,
du Bureau National d’Ethnologie, et de l’ENARTS,
ainsi que des autorités capoises.
Pour saluer la mémoire de Jose Marti, le Chef de
l’Etat a déposé une gerbe de fleurs et observé un
moment de recueillement aux pieds du Monument de
ce héros libérateur cubain. « Cette nouvelle place qui
porte le nom du héros libérateur, Jose Marti, a pour
objectif de nous rappeler le souvenir de son engagement dans la guerre de l’indépendance cubaine et une
nouvelle reconnaissance pour celui qui s’était engagé
résolument dans la lutte en faveur de l’autodétermi-
nation des peuples. Elle commémore, aussi, la genèse
de la coopération entre les peuples d’Haïti et de
Cuba. Une coopération qui aujourd’hui encore se
développe pour le bénéfice des citoyens haïtiens et
cubains », a rappelé le Président Martelly.
Deux haïtiens criblés de balle
en République Dominicaine
Deux travailleurs agricoles haïtiens ont été criblés
de balles ce matin dans la zone rurale de Villa
Gonzalez, dans la ville de Santiago (Nord de la
république Dominicaine), avons-nous appris d’une
source digne de foi. On ignore jusque là les circonstances dans lesquellea ces deux immigrants haïtiens
ont trouvé la mort. A suivre…

Fanmi Lavalas
Le sénateur du Nord, Moïse Jean-Charles, critique la
participation du Parti Fanmi Lavalas au processus de
dialogue inter-haïtiens, organisé sous la médiation de
la Conférence Épiscopale d’Haïti (CEH). Le
Sénateur du Nord considère qu'en participant à ce
dialogue, Fanmi Lavalas a piétiné les revendications
de la masse populaire. Le farouche opposant au
Président Martelly exhorte la population à rester
mobilisé, pour exiger le départ du pouvoir en place.

district 2 du comté de MiamiDade, Jean Monestime, comme
"personne de l'année " 2013.
"Le commissionnaire Monestime a grandement contribué
au rayonnement de la communauté haïtienne à MiamiDade," a déclaré la présidente
de la station de North Miami,
Mme Tamara Philippeaux, en
expliquant le choix de M.
Monestime.
Une courte cérémonie a eu lieu
ce mardi 28 janvier dans les
locaux de la station, où la présidente de cette institution médiatique a remis une plaque d'honneur au commissionnaire,
témoignant de la fierté que toute
une communauté retrouve en
lui, et pour son engagement en
faveur de la promotion de son
pays natal, Haiti.

La présidente de “Island TV”, Mme Tamara Philippeaux remettant la plaque

a remercié ISLAND TV qui,

près de Baltimore
Columbia — Trois personnes ont été tuées, samedi,
lors d'une fusillade survenue dans un centre commercial près de Baltimore, au Maryland, y compris le présumé tireur.
La police du comté de Howard a annoncé sur Twitter
que l'incident s'était produit dans un centre commercial de Columbia, une banlieue de Baltimore et de
Washington.
Les autorités ont reçu un appel d'urgence vers 11h15
rapportant que des coups de feu avaient été tirés. Des
policiers se sont présentés sur les lieux et ont découvert trois corps. L'un d'entre eux a été retrouvé près
d'une arme à feu et de munitions.
Selon les forces de l'ordre, le tireur fait partie des victimes. Elles n'ont fourni aucun renseignement sur les
deux autres personnes décédées.
Cinq personnes ont été transportées à l'hôpital pour y
faire soigner des blessures.
Sécurité rétablie
Dans un message publié sur Twitter vers 12h30, la
police a annoncé que la sécurité avait été rétablie dans
le centre commercial.
Le centre ouvre habituellement à 10h le samedi, mais
il n'a pas été possible dans l'immédiat de déterminer
combien d'employés et de consommateurs se trouvaient dans le bâtiment au moment de la fusillade.

à feu dans une résidence de Detroit, jeudi, a ouvert le
feu, tuant son cousin également âgé de 4 ans. La
police de Detroit ajoute qu'un autre enfant âgé de
moins de 5 ans était dans la même pièce. Il ne semble
pas avoir été blessé.
Un sexagénaire était dans une autre pièce de la maison lorsque le drame est survenu, vers 16h50. Un

à des fins médicales
Le gouverneur de l’État de New York a annoncé mercredi qu’il allait autoriser la marijuana à des fins
médicales, Andrew Cuomo a annoncé la mise sur pied
d’un programme pilote limité, dans 20 hôpitaux de
l’État qui compte 19,5 millions d’habitants. Cette
annonce s’inscrit dans un mouvement croissant d’assouplissement des législations sur la marijuana aux

2014 dégénère à Sao Paulo
À cinq mois du coup d'envoi du mondial 2014 au
Brésil, des manifestants veulent empêcher la tenue de
l'évènement sportif. À Sao Paulo, la manifestation a
dégénéré et plus de 120 personnes ont été arrêtées. Le
défilé dénonçait les dépenses colossales faites à l'occasion de cette coupe du monde et demandait plus
d'investissements dans les services publiques et sociaux du pays.

L'attaquant brésilien Rivaldo a vertement critiqué "la
honte" de l'organisation défaillante et coûteuse du

Agression sexuelle:
Perquisition chez le boxeur Jean
Pascal, « un témoin important»
Lorraine - Des policiers menaient une
perquisition dans la demeure du
boxeur Jean Pascal, à Lorraine
dimanche soir, en lien avec une agression sexuelle qui serait survenue dans
sa résidence, a fait savoir la Régie de
police Thérèse-De Blainville.
Dans un bref communiqué de presse,
le sergent Martin Charron précise
qu'une enquête a été ouverte vers 5h
30 dimanche matin (26 janvier), après
que la victime eut été "prise en
charge" par des patrouilleurs du corps
policier.
Vers 19h, les policiers de la Régie de
police Thérèse-De Blainville ont confirmé que des mandats de perquisitions avaient été délivrés pour
procéder à l'expertise de la résidence.
La victime a subi divers tests médicaux et a été interrogée en journée par
les policiers. Lors de la rencontre,
selon le communiqué de la police, elle
a indiqué aux agents qu'elle aurait eu
une relation sexuelle "non consentante" lors d'une fête à la résidence du
boxeur.
La Régie intermunicipale de police
Thérèse-De Blainville considère le
boxeur Jean Pascal comme un
"témoin important" dans son enquête
en lien avec des allégations d'agression sexuelle qui serait survenue dans
sa résidence de Lorraine, la soirée du
