Good morning. Many apologies for the delay in responding to this RFI. The following details have been
approved and it is requested you arrange to call on either DG Navy People. CORE Letts, or CAPT Jonathan

Your request has been reviewed and Navy will be able to assist but within the following parameters:
a. Should the proposal proceed. we should start with small numbers to ensure appropriate administrative
processes are in place;
b. CF(N) personnel should be fully trained (or need the absolute minimum familiarisation) so they can be
employed in an RAN billet at sea or ashore straight away;
c. Initially, the RAN could take the following:
3 x PWO's 3 x long Navigators 3 x ASAC's 3 x POllS MT's (frigate qualified on LM 2500's) d. The CF(N) would be required
to fully fund the exchange; and
e. The RAN would be able to accommodate these numbers for three years.

As you will recall from the bilat between CN and CMS (and N2N talks), Canada will be experiencing some
pers challenges in the next number of years whilst our Frigate fleet undergoes operational
enhancements and therefore platform reductions. In particular, we are faced with the issue of
ensuring that we maintain personnel numbers such that when the Frigates come back on-line, we are
ready to man them fully. Although CN did not directly commit to being able to take on any of these
folks, he indicated that it would be a possibility. As you know, our navies have long operated in a
remarkably similar fashion wherein the attainment of a bridge watch keeping qualification for
officers, for example, is deemed every bit as valid whether it be from a Canadian frigate or an
Australian warship.
In short order, Canada would be able to send a small number of officers/soilors to start this
process. You may not have looked at this in any great depth since these discussions, but Canada is
requesting that the RAN now examine this issue and indicate to US what the possibilities might be for
the next number of years.
I am prepared to be the interlocutor for this issue for now, but would suggest that we pass this off to
the subject matter experts when possible for detailed discussions once the macro question has been
answered (ie whether or not the RAN has any capacity to be able to assist us in the next few years?).
May I also add that the CF is extremely grateful to the RAN for considering this question. If you are
able to assist us, it would help us out Significantly.

1.
INTRODUCTION
1.1
This Memorandum of Understanding (MOU) sets out the arrangements in
respect ofthe secondment of Canadian Forces (CF) personnel to the Royal AustraUan
Air Force (RAAF).
2.
OB.IECTNE AND SCOPE
2.1
The intent ofsecondments established under the atrangements of this MOU is
to provide 8ssistam::e to the RAAF in order to overcome its shon-term personnel
shortfillis. Requests for personnel wiD be considew.l upon receipt from the RAAF and
secondments may be initiated depending on the availability ofsuitable CF personnel
and prevailing CF circumstances.
3.
PERSQNNBL SELECTION
The CF will select candidates based on tne requirements and an ateepled job
dC$Cription as provided by the RAM. A career brief for a selected cF persQnne\ wiD
be provided to tbe RAAF for its approval of the personnel prior to II. posting being
initiated.
3.1
4.
TOUR LENGTH
4.1
The tour length for CF personnel seconded will nonnally be for a period of
three years with an option to vary the tour as may be mutually l\IT1IIIged between the
participants. The tour length will include any period ofrequisite training that must be
undertaken on RAAF unique equipment or procedUTeS.

PERIOD OF SECONPMENT
5.1
The secondment period will conunence the day the CF personnel conunence
travel &.om hislher fonner CF unit fur Australia. but excludes any period of
embarkation leave or annual lean en route. The secondment period will cease the day
the CF personnel could arrive in Canada aftc:r completing any necessary clearance &om
the Canadian Forces Adviser (CFA) Office in Canberra. A maximum of24 hours in
Canberra is considered reasonable should a visit be neeeQary. Any period of leave
taken en route is excluded from the m;ondment period.

FINANCIAL
6.1
During the period of5e(;ondment, CF personnel remain members of the CF and
&$ such win continue to receive pay, allowances and other benefits (including Military
Foreign Service Regulation (MFSR) benefitS) bued on the appropriate military rank
held and administered through CF arrangements.
6.2
Puring the period of sccondment, the RAAF will reimburse the CII the
approximate wase (an average based on rank for the military oecupation (MOC) plus a
Treasury Board presenbed surcharge (approximately 25%». It is understood that thb
amount may be increased by any increase inpay that may become due to CF personnel,
including such an increase consequent to promotion in rlink, during the period of
secondment. Any CF allowances such as clothing, flying, envirorunental, etc due to
CF personnel will be reimbursed by the RAAF at the IlCtUIl rate (no surcharge will
apply).
6.3
Additionally. the RAAF wili reimburse the CF for all entitlements under CF
regulations associated with the move ofCF seconded personnel, dependantB and
effects, including automobile, to and from Aufiralia and such MFSR and education
benefits due to CF personnel serving outside Canada. TheBe expenses will be
reimbursable at the a~al cost and no surcharge wiD be applicable.
6.4
Reimbursem~nt of costa outlined above will be sought through the quarterly
submission of a CF invoice to the MAP. The MAP is to advise the CF ofthe

appropriate channel.
6.5
CF aeconded perSonn~1 wiD not be covered by Australian compllll8ation
benefits in respect ofpersonal injuries or diseases and superannuation benefits. These
remain the responsibiUty ofthe CF.
6.6
All training, travel, movemellt and associated incidental expenses related to
duties perronned by the personnel on behalf of rhe MAP will be paid to the personnel
by the RAAF III aCcordance with its applicable rates and reimbursement procedurea.
6.7
Should CF personnel be required toperfonn duties on bebaJfotthe CF, any
expenses 11530ciated with such d\lti~ win be borne by the CF. The CF will endeavour
to re&trict such duties to a minimum and to only short duration. The assignment of
such duties will take place only in consultation with RAAF authorities.

ADMINISTRATIVE SUPPORT
7.1
The Air Command Deputy Chief of StaffPerso!Ulel Liaison located at National
Defence Headquarters (NOHQ). Ottawa, is.the sponsor fOr secondments under this
MOU on beIutlf orthe Deputy Chief of Staff (Personnel). Air Command.
7.2
Administrative suppon ofa seconded personnel in Australia will be exerci$ed
by the a A Canberra who will conduct an ill-country briefing for them within 26 days
of their lIITival.
7.3
CF seconded personnel remain subject to the Code of Service Discipline under
the National Defence Act (NOA) for matters arising out oftheir CF Service. The
RAM will co-operate in the execution of iii))' neceHary administrative or disciplinary
action ordered by tbe CF.

DUTIES AND EMPLOYMENT

8.1
The CF seconded personnel will be seco1lded by the CF to the RAAF in
accordance with the laws and regulations ofthe CF. The RAAF will attach.to the
RAM the CF seconded personnel in accordance with the laws and resulations ofthe
Australian Defence Force. It will be the respoll5ibility ofeach participant to ensure it.
compliance with aU legal requirements to effect the attachment of a personnel to the
RAAF in accordance with the laws and regQlations of the Australian Defence Force.

8.2
CF 5e<:onded personnel will be assigned duties by the RAAF that are in
accordance with the &l;Ccpted job descriprio'll. Other than temporary or acting
assignments, any subsequent change in their employment and any temporary or long
term deployments to countries that are not members ofthe North Atlantic Treaty
Organisation or the Commonwealth, mun have the prior concurrence of CF
authorities.

8.3
CF sCCOlIded personnel will function fuUy as personnel of the RAAF units to
which they are assigned and perform such llists within the scope ofthcir overall
responsibilities as directed by personnel of the RAAF senior to thml in rank or
position, provided such direction ill consistent with their duties under CF regulations.
They wiD also exercise powers of command over RAAF personnel over whom they
have been granted jurisdiction by virtue oftheir assigned duties.
8.4
CF seconded personnel will not be placed on duty in areas of hostilities or
imminent hostilities, or any other situation such as law enforcement operadon, or
operations for the maintenance ofsupplies or service during an indu$trlal dispute,
where their presence might jeopardise the iirterests ofCanada, Australia, or both. If
personnel', duties may include such invoivemetn. the advice IUId approval of
the

In the event ofa crisis with, or anned conflict against, a nation that haS' been
determined to be a common enemy, CF JeCOnded pc:raonnel will remain with their
RAM unit and continue to carry out their usigned duties pCllding further orders nom
tbe CF (for example, remain with tbe unit as an observer, a combat crew periOMel, or
be reusigned). In the event of a crisis or war affecting Aumalia only, CF Jeconded
personnel will be withdrawn from duty, by their RAM unit SUperiofS. while awaiting
orders from the CF before performing any further dutiea with tbe RAAF. If a decision
is made by either Canada or Australia to evacuate dependants, the RAAF willl1J111llge
for the move of the dependants ofCF seconded personnel to an assemblyarea(s)
designated by the CFA Canberra. Financial tesponsibility for the move will reat with
the RAAF. The CF will assume fUll adntiniwative and financial responsibility at the
assembly area(s) and for the subsequent evacuation.
9.
lNTELLECTVAL PROPERTY

Seconded CF personnel will be required to notifY the RAM, through
estabIiahed chaMels, ofany intellectual property created by them arising out of work
while on secondment under this MOU. Ownership ofsucb intellectual property
generated will vest in the Commonwealtb or Australia repreaented by the RAAF as the
participant sponaorirtg the secondment.
10.
STATUSANPPRIVILEGES
10.1 The status oCCF seconded personnel and their familiea will be that ofRAAF
per50nnel ofequivaleut rank. As sucb, they will be entided to accommodation and
measing on the same basis as their RAM coonterparts.
10.2 Although CF JeCOnded personnel and their dependants may IQe a valid
International Drivers License, providing it is renewed every 12 months, it is preferred
that they confon'll to the requirements of the Australian Federal and State Motor
Registration Authorities by applying under the usual conditions for an· Australian State
Driving Licence.
10.3 Seconded CF personnel wiD be "empt from taxation by the Governntent of
Australia on their CF pay and allowances. However, those depClldants gnmted a work
permit will be liable for Australilll income taxation should they take employment
during their stay. Specific inquiries and arrqements must bo made through the
Austndian Taxation Office.
10.4 Unless other arrangements are mutua)ly determined, seconded CF penonnei
and their dependents will comply with passpOrt and visa reguJatiol1$ of AumaUa. CF
personnel wID be in possession of a valid CF identity card (not due to expire during the
tour ofduty) and autborised identity discs in accordance with CP regulations.
Seconded CF personnel and their dependants will, while in Australia, be subject
to the ordinary law of Australia.

10.6 Weapons will not be taken into or carried within Australia unless authorised by
the RAAF and thllllUthorities of Australia.

10.7 Arrangements will be made to ensure that seconded CF penormel are informed
oftheir rights and obligations prior to tbe start of their tour, and that they arc
t8mi1iarised with the customs and special conditions to be observed while in Australia,
The RAAF win nominate personnel liS sponsor$ to provide $iICOnded CF perllOl1llel
with assistance and advice in this respect. II' possible, the sponsors will be of the same
rank as the individual they are sponsoring.
II.
mCUlUTY
I 1.1 The CF will supply a certificate ofsecurity clearance up to the level required by
the RAAF. On recc:ipt of this. the RAAF wlllll.l.lthorise seconded CF personnel to have
acce5$ to /lUch classified information considered to be necessary for the efficient
perfomusnce of their duties. No document containing military information, ot!Jer than
personal records pertaining to their service, may be retained by seconded CF
personnel. They IDay, howc:ver, request that documents pertaining to their duties,
which they colISider will be of use to the CF, are passed to the CF. Such reqUe5l$ will
be referred to their Commanding Officer who wiU forward them for security clearance,
together with the doc;umcnts concerned and a recommendation to the Department of
Defence (Air Force Office). Ifthe request is approved, the documents will be passed
through the usual channels to the CF. This procedure is designed to avoid;

FORMAL REPORTS
12.1 Should the seconded CF personnel wish or be required by the sponsor to
submit periodic or special reports concemins hislher duties and employment to the CF,
such reports wiU be fOTWuded through the 'appropriate: RAAF chain ofcommand for
review and approval for release to CFA Canberra.

13.1 RAAF authorities will 5ubmit annulll performance evaluation reporu on all
seconded CF persolUlel in accordance with current CF regulations and forwlU'ded
through CFA Canberra.
14.
MEDICAL AND DENTAL
14.1 The CP will ensure tbat CF seconded personnel are medic.aUy and dentally tit
to the standard required by the RAAF. Additionally, CF seconded personnel and their
dependants are to bave received all necessary inoculations and have been screened and
found ftee ofcommunicable diseases befuretbey proceed to Australia.

14.2 Medical and dental treabl1ent wiD be'provided to seconded CF persOIUId and
their dependants in the same manner and the same extent as that acecrded to serving
RAAF persolUlei. Where treatment WUlOt be provided by Au5tnllian conditions of
service,. such treatment will be covered undei' existing CF terms or personal c;overage.
14.3 Surface or aeromedical evacuation (AME) within Australia (or outside of
Australia if deployed) using RAAF transport and aircraft will be provided ftee of
charge. The cost of AME to any overseas destination using RAAF aircraft will be
rec;overed in fuD from the CF.
15.
LBAVE
15.1 CF personnel are entitled up to 25 working days IlIIIIUlIIleave in accordance
with CF regulations and provided that such leave is approved by the appropriate
RAAF authority. A copy ofleave passes will be submitted to CFA Canberra.
Compassionate and sick leave may be grant~ in acecrdance with CF policy.
15.2 Statutory holidllYS ofAustralia will be observed. RAAF authorities may grant
leave passes at tbeir discretion to seconded CF persolUle\ on Canadian statutory
holidllYS but such leave is not an entitlement.
16.
DRESS
16. I Seconded CF personnel will wear their own uniforms and are to comply all far
all possible with dress regulations ofthe RAAF. The Order ofDress for any o~on
will conform all closely as possible with that ofthe particular unit with which the
seconded personnel are serving. RAAF Commanding Officers will not iSJUe
instructions to seconded personnel with whipb they cannot comply due to dllferences
in dress fegulations. Customs of the RAAF wiU be observed with respect to wearing
of civilian dress.

19.1.2 The participants will consult as to the appropriate manner of dealing with any
claim which may be brought by any third pa)ty agaiJlljt either participant in respect of
damage or injury (including injury resulting in death) arising out of this MOU.
20.
INTERNAL REWCATION
20.1 Should the seconded CF personnel be required to relocate permanently due to
RAAF initisted relocation. the RAAF will !:Ie responsible for paying moving
costs/allowances to the personnel in illNordance with RAAF regulations. Where
RAAF rates are less than CF rates the pmQDnd may make application to CF
authorities for the difference (posting allowance is excluded).
21.
EDUCATION
21.1 To the extll1lt poll:lible under Australian national and local laws and regulations,
and to tile extent that the RAAF may be able to control, tree elementary and secondary
education will be provided by the host country for c:biJdren ofseconded CF persolUlei
in the same m8llllCr and to the same extent as such facilities are provided for children
ofother residents of the state in which the seconded CF personnel and hiWhcr fanUly
may reside. The RAAF is not required to contribute directly towards the cost of
dependant' 8 education.

1.
The final Australian commitment to NATO Flying Training Canada (NFTC) is due to
cease 30 Oct 10.
Situation
2.
NFTC QFI positions (two) were established by a Memorandum of Understanding
(MOU) between the Department of National Defence Canada (NDC) and the Department of

indicating that the Australian Air Force had reconsidered its intention to terminate
our maritime pilot exchange between your 10 Squadron at Edinburgh. Australia
and our 405 Squadron at Greenwood, Canada.
As you are Hkely aware, this is the only exchange pairing between the Canadian
and Australian Air Forces. This small connection between our two Air Forces is
very important. and I am quite pleased that it will continue. Not only does an
exchange such as this allow for the sharing of ideas and procedures experienced
by the members involved in the exchange, it reinforces our positive relationship
with the Australian Air Force.
I look forward to many years of cooperation between our Air Forces.

This interim instruction outlines the
objectives, procedures, and governance and
management structures pertaining to the
myriad of programmes and initiatives that
result in Department of National Defence
(DND) personnel and Canadian Forces
(CF) members being posted outside
Canada (OUTCAN), with the exception of
personnel on Deployed Operations as
directed by one ofthe Operational
Commands. The collection of all the
current programmes resulting in OlITCAN
postings shall henceforth be subordinate to
the Departmental OUTCAN Programme as
described in this instruction.

that, as the OUTCAN Programme planning
matures, more detailed instructions will be
promulgated that will supersede references
such as I and K.

This OUTCAN governance
instruction is provided to ensure the
effective and efficient management of
resources to meet operational objectives.
The objectives, directions and guidelines
contained in this document are key
enablers in the establishment and
achievement of DND and CF objectives in
a wide range of activities from force
development through policy formulation,
Defence intelligence, Defence
procurement, and the honouring of
international agreements (such as NORAD
and NATO). This instruction will ensure
that these are achieved in a coherent and
synergistic manner.

Various OUTCAN subordinate
programmes have been established over
time in an incremental process. They are
"force multipliers" for the DND and the CF
in the sense that they have the potential to
increase our operational effectiveness
through support to our operational planning
capability at the strategic level as well as
direct support to operational and tactical
level activities. The potential for
maximizing the collective impact for the
CF, and the Department overall, through
horizontal coordination, alignment and re­
alignment, positioning, and planning is
considerable.

Exchange and Liaison Programme (EALP).
These references largely deal with the
routine administration of the EALP and
placed the bulk of the responsibility and
authority for managing the positions on the
OUTCAN Sponsor organization.
However, the VCDS and its supporting
agencies [CDLS(W), CDLS(L), CFSU (E),
CFSU(C) and CFSU (0)] also have an
important role to play. This is equally true
for all OUTCAN subordinate programmes
and initiatives. This instruction clarifies
key stakeholders' role, authority,
accountability and responsibility in this
matter.

Canadian policy requires Canadian
Government approval before a foreign
order, decoration or medal can be awarded
to one of its DND personnel of CF
members. Otherwise, Canada will not
recognize the Honour and it cannot be
worn on a CF uniform. Although the
policy requires approval before an award,
requests after the fact may be submitted for
consideration.

DND and CF personnel are
responsible to initiate the request for
Canadian national authority to deploy with
a host unit through the appropriate CF
office ofauthority such as CANMILREP,
CDLS (W) or CDLS (L), NMR, NLR,
DComd NORAD, or Canadian Defence
Attache staff (CDAO) in their host nation.
The host unit is to suhmit the request
through the parent nation chain of
command. Once parent nation gives
national approval, the request is passed to
the CDLSlAttachc! througb nonnal
diplomatic channels.

The appropriate Canadian authority
forwards
the request to NDHQ ­
then
OUTCAN Sp Coord for staffing. These
requests are staffed through the following
offices to provide the COS VCDS with the
appropriate information for consideration
and by which to make a decision:

de coordination du soutien OUTCAN au
QGDN, pour traitement. Ces demandes
sont traitees par I'intennediaire des
bureaux ci-dessous afin de foumir au
CEM VCEMD l'infonnation appropriee
qu'it pourra etudier pour prendre une
decision:

Once Canadian national approval is
confl!11led, the COS VCDS issues a
Concurrence Letter, which the responsible
CF office passes to the Host Nation and CF
personnel to be deployed. The COS VCDS
Concurrence Letter is the document to be
used as the authority for the initiation of
the internal CF administrative process that
both records the event, and provides the
appropriate level of support and benefits to
the individual.

The Concurrence Letter also

triggers the VCDS\\oUTCAN Coord staff
in issuing a Tasking Order to the OUTCAN
Sponsor organization, to task the individual
CF personnel to deploy on operations with
the host unit. The Sponsor organization is
then responsible to issue the appropriate
TO/Attach Posting instruction to have the
member proceed from the mernber's
routine position to the deployed position
for the duration of the deployment.
