La guerre des mémoires fait rage en Espagne, au moment où s'ouvre le
procès du juge Garzon. Au centre de la controverse, la nature du régime
franquiste : dictatorial pour les uns, autoritaire pour les autres

Devant les portes de l'Audience nationale, la plus haute instance judiciaire espagnole, une centaine de
personnes crient des slogans en soutien au juge Baltasar Garzon. Certains brandissent des photos de leurs
parents disparus pendant la guerre civile ou la dictature franquiste. D'autres, des pancartes dénonçant ce
qu'ils appellent le «procès de la honte». Le froid glacial de cette matinée d'hiver, le 24 janvier, n'a pas
découragé ces Espagnols, dont certains sont octogénaires, de manifester à Madrid leur colère. Ce jour-là
s'ouvrait le procès contre le célèbre magistrat, jugé pour avoir voulu enquêter sur les crimes du franquisme
malgré la loi d'amnistie de 1977. « Garzon est le seul juge qui a cherché à réécrire l'Histoire pour que ne reste
pas seulement celle des vainqueurs, et on le muselle », s'insurge un homme qui porte sur lui la photo de son
aïeul disparu.
Cette phrase lancée aux micros des nombreux journalistes présents, dans ce contexte particulier, témoigne
de la passion et du débat qui agitent encore l'Espagne dès que I’on aborde le sujet de la guerre civile
(1936/1939). «Malgré trois décennies de recherches historiques, le poids de la propagande franquiste domine
encore dans la société», affirme l'historien de gauche Francisco Espinosa, professeur à l'université de Séville
et auteur de nombreux ouvrages sur la répression franquiste. Il explique: « Une république douteuse, une
dictature à peine reconnue et une transition démocratique idéalisée : c'est le schéma qui prédomine, et je
pense qu'il a vingt ans de retard par rapport au travail des historiens. » L'immense succès des livres de
vulgarisation historique de l'écrivain de droite Pio Moa, qui réhabilite le franquisme et insiste sur les horreurs
commises par les « rouges », en serait la preuve.
Depuis la transition démocratique (1975/1982), un grand travail a pourtant été réalisé par les historiens
espagnols pour établir la vérité après quarante ans de propagande, pour recenser les victimes de la
répression et raconter leur histoire. Dans les universités espagnoles, la très grande majorité des historiens
dénoncent les thèses néo-franquistes, produisent un grand nombre de publications sur la répression
franquiste et peuvent être qualifiés, pour reprendre le terme de leurs adversaires, de « pro-républicains ».
Mais si eux dominent l'historiographie, une minorité d'historiens conservateurs parviennent encore à diffuser
assez largement une vision adoucie du franquisme et l'idée que les crimes commis par les républicains
étaient au moins aussi terribles que ceux des phalangistes — en oubliant de mentionner qui provoqua la
guerre civile.
« Pio Moa, un épigone de la propagande franquiste, a une clientèle qui avait été orpheline pendant
longtemps, explique l'historien Santos Julia. Car s'il y a un déséquilibre éditorial dans la production sur la
guerre civile, il n'est pas en faveur de la droite. » A quoi l'historien conservateur Luis Eugenio Togores,
professeur à l'Institut CEU d'études historiques de Madrid, ajoute : «Il y a dix ans, personne ne voulait me
publier, mais aujourd'hui, on voit bien que, même si 95% des professeurs d'histoire contemporaine sont de
gauche, les livres les plus achetés sont de droite. » Une assertion que confirme La Esfera, éditeur de Pio
Moa.
Luis Eugenio Togores résume le débat : «Il y a des gens qui interprètent la République de 1936 comme un
système démocratique renversé par un coup d'Etat fasciste. Pour moi, la. République était un régime presque
révolutionnaire. Et le coup d'Etat, œuvre d'une droite autoritaire, peut se justifier. » Le coup d'Etat militaire
serait donc, pour certains, la conséquence de l'échec de la seconde République.
C'est notamment sur ce point que les historiens espagnols spécialisés dans la guerre civile et la dictature se
divisent, s'affrontent et se répondent par le biais d'une activité éditoriale foisonnante, aux titres évocateurs.
D'un côté, « La Terreur rouge », de Julius Ruiz, issu de parents espagnols et professeur d'histoire
contemporaine à l'université d'Edirnbourg ; et, de l'autre, « Massacre. La répression franquiste à Villafranca
de los Barros (1936/1945) », de l'historien sévillan Francisco Espinosa, pour ne citer que deux des multiples
ouvrages surie sujet parus en 2011. Cette division recoupe souvent le clivage politique entre droite et gauche.
Les historiens de gauche multiplieraient le travail sur la répression franquiste. Ceux de droite insisteraient sur
les crimes de «l'arrière-garde républicaine».
«La droite n'admet pas que la répression des "nationalistes" fut largement supérieure à celle de la
République», estime Julio Aro Stegui, professeur d'histoire contemporaine, directeur de "la chaire
extraordinaire de mémoire historique à l'université Cornplutense. Pour Mirta Nunez, professeure d'histoire de
la communication sociale à Complutense, ce positionnement historiographique trouve ses racines dans la
responsabilité d'une droite « qui ne veut pas qu'on rappelle qu'elle a été le soutien social et économique d'un
régime dictatorial meurtrier et qu'elle a bien peu lutté pour la démocratie dans ce pays».
La guerre entre deux visions d'un même événement fait rage et utilise des armes sémantiques. En témoigne
la polémique suscitée, en juin 2011, par certains articles du dictionnaire bibliographique de la Real Academia
de la Historia (RAIT), pourtant financé par le ministère de l'éducation. La biographie de Francisco Franco,
écrite par Luis Suarez Fernandez, président de la fraternité du Valle de los Caidos, le mausolée de Franco,
ne mentionne en aucune occasion qu'il fut dictateur, préférant le qualifier de « généralissime » ou de «chef
d'Etat », et elle reprend les termes du sociologue Juan José Linz pour souligner qu'il s'agissait d'un régime «
autoritaire et non pas totalitaire ». Gonzalo Anes, directeur de la RAH, institution réputée conservatrice,
explique : « Les auteurs sont responsables de leur biographie. Nous n'avons pas voulu les censurer».
Mais dans les universités le précédent chilien est sur toutes les lèvres. En décembre 2011, la décision du
gouvernement de Sebastian Pillera de remplacer le terme « dictature » par « régime militaire » pour désigner
le gouvernement d'Augusto Pinochet a provoqué la consternation des historiens. « Le régime franquiste fut un
régime totalitaire au Même titre que ceux de Salazar au Portugal, Mussolini en Italie' ou Hitler en Allemagne
», rétorque Mme Nunez, qui souligne que l'on ne peut pas dissocier les premières années du régime, au
cours desquelles furent éliminés tous les opposants politiques, des décennies suivantes, car pour elle il s'agit
d'un même plan d'extermination.
« Le franquisme peut sans doute s'approcher de la définition du totalitarisme daris les premières années qui
suivent la guerre civile, mais dans les années 1950 ou 1960, certainement pas.11existe une société civile,
une ouverture sur l'extérieur qui témoignent que le régime change », défend pour sa part l'historien Fernando
del Rey.
Les historiens de gauche rejettent également la définition de la guerre civile comme une lutte entre deux
«camps », « comme si la République était un camp», s'insurge M. Espinosa. «Le travail d'historien est rendu
difficile par la mode de la mémoire historique et la simplification idéologique qui existe. Il est difficile de se
soustraire au débat politique, même lorsqu'on essaie de faire un travail purement objectif », regrette Fernando
del Rey.

restera dans les livres de classe, la pensée sociale et les médias », souligne M. Espinosa. Pour cet historien,
la loi d'amnistie de 1977, « en effaçant tous les délits, a aussi effacé l'Histoire. Et c'est le fond du problème du
procès Garzon ». De nombreux professeurs dénoncent « un pays qui cherche l'amnésie ». Interrogé sur le
bienfondé de l'enquête judiciaire levée par le juge Garzon, l'ancien premier ministre José Luis Rodriguez
Zapatero avait relativisé l'importance du sujet en affirmant : « Le franquisme a déjà été jugé par l'Histoire. »
C'était nier le débat historiographique qui perdure largement en Espagne. Un débat dont le but est d'imposer
une certaine vision de l'Histoire dans la mémoire collective. Et aux enfants des écoles.
Car, malgré la profusion d'ouvrages et de recherches historiques, la guerre civile et la dictature ne sont
traitées qu'en un ou deux chapitres dans les manuels scolaires, et encore, à la fin du programme. Mirta
Nunez regrette que dans de nombreux manuels «fleurissent les euphémismes » pour parler de cette période
douloureuse : «Il serait convenable que, depuis l'optique de la démocratie, l'Etat établisse les prémisses
historiques de ce que furent le coup d'Etat militaire, le franquisme, la guerre civile et la République».

Un plancher chauffant est disposé à l’intérieur d’une chape de béton de surface 100 m² et
d’épaisseur 15cm. Sa masse volumique est de 2242 kg/m3 et sa capacité calorifique de

Ce plancher chauffant est relié à une pompe à chaleur dont la puissance thermique est
