DND OVERSEAS SCHOOLS TEACHER RECRUITMENT INSTRUCTION
GENERAL INFORMATION
The Department of National Defence (DND) operates two schools overseas. Headquarters Allied Forces Northern
Europe (AFNORTH) International School or (AIS) in Brunssum, The Netherlands http://www.afnorthis.com/canadian-section/index.htm and Supreme Headquarters Allied Powers in Europe (SHAPE) International
School or (SIS) in Casteau, Belgium http://www.shape-is.com/index.htm.
The schools employ educators in the following positions; Principal, Vice Principal, Teacher, and Dependent
Education Administrator. Each year a certain number of teachers and/or Principals are required to replace
teachers whose Loan of Service Agreement (LOSA) has ended and they are returning to their parent school
boards in Canada.
A brief History of Dependent Education Management (DEM)
DND operates two schools in Europe. The intent is to provide the children of military families the opportunity to
receive elementary and secondary schooling at the same level they would receive in Canada.
AIS was founded in September 1967 and provides education for the children of JFC HQ Brunssum and other NATO
personnel serving at the Headquarters and nearby commands. AIS offers the Ontario curriculum, the principal can
grant credits in subjects leading to the Ontario secondary school diploma.
Four nationalities sponsor the school: Canada, United Kingdom, United States of America, and Germany. A
Director appointed by the Board of Governors is responsible for the schools operation.
Each of the national sections has its own Principal or Head Teacher who are responsible for their section to both
the Director and to their education authority. The Director and the principals are responsible for respecting the
educational requirements of each nation. The mandate of the school is to attempt to standardize instruction,
develop common courses, promote language learning, and facilitate intercultural exchanges.
SIS was founded in 1967 and provides education for the children of SHAPE and other NATO personnel serving in
adjacent areas.
The Canadian section at SIS offers Grade 1-8 and follows the Ontario curriculum. The school has 11 sections, a
Kindergarten Section, seven elementary schools (American, Belgian, Canadian, German, Italian, Norwegian and
U.K.), and three high schools (American, Belgian, German). Three additional sections, Greek, Polish and Turkish,
offer a partial national course of study to their students during or after school hours.
Each SIS section has its own Principal, Prefect or Head Teacher who are responsible for their section’s operation.
The school has a General Director and a Deputy-Director who oversee the operation of the whole school in
conjunction with the various national representatives.

SECTION 1 - ELIGIBILITY
1.1
To be eligible for consideration for an assignment you must meet the following criteria:
- Be a Canadian citizen at time of application;
- Have a valid Canadian teaching certificate;
- Have the nomination of your school board;
- Be currently employed in a full time position as a teacher or principal;
- Have a minimum of 5 years of teaching experience;
- Take part in, organize and supervise extracurricular activities;
- Have curriculum development experience; and
- Demonstrate knowledge of the Ontario curriculum.
Secondary teaching candidates should have:
- Ontario College of Teachers certification or be eligible to obtain Ontario College of Teachers certification;
- Two or more subject specialist qualifications as recognized by the Ontario College of Teachers;
- Ability to teach in multi-level and multi-course classroom environments;
- Ability to provide differentiated instruction;
- Ability to deliver curriculum through a variety of technologies including the use of Blending Learning;
- Ability to follow the assessment and evaluation from “Growing Success 2010” from the Ontario Ministry of
Education web site; and
- Ability to develop curriculum using the backwards design or design down approach.
Candidates for Director Education Administration Europe/Principal AIS should have;
- The Ontario Principal’s Qualifications Program Parts I and II and be qualified as an Ontario principal in order to
be able to grant credits toward the Ontario Secondary School Diploma at the AIS (Canadian Section) High
School.
Candidates for principal at Shape International School and vice-principal at AIS should be presently employed as
principals/vice-principals, have at least two years of administrative experience and be qualified as principals in
their province of employment.
1.2
Administrative assignments at the schools are comprised of the following positions:
AIS
Director Education Administration Europe/Principal. The candidate must be qualified as per eligibility standards
and have experience in the position.
Vice-Principal. The candidate must be qualified as per eligibility standards and have experience in the position.
SIS
Part time principal, grades 1 to 8. The candidate must be qualified as per eligibility standards and have
experience in the position and be bilingual. The assignment involves .5 principal duties and .5 special
education/classroom teaching duties.

In addition to the above requirements the following will be considered for the selection of Principals and
Vice-Principals:
- The ability to collaborate, plan and implement programs in literacy, mathematics, science and social studies;
- Have enthusiasm and an open mind to a wide variety of teaching experiences: individualized and
interdisciplinary techniques, learning activity centres;
- Possess computer skills (practical experience using various recent educational software packages); and
- Knowledge of both official languages and languages of NATO countries are a definite asset.
1.5
The deadline for the submission of applications is 30 November. An application information checklist is
detailed at Annex A and the application form can be found at Annex B to this instruction. Applications are

Screened by DND Dependants Schools Overseas Administrative Staff as to completeness of required
information;
Reviewed by DND Dependants Schools Overseas School Administrators/Principals;
DND Dependants Schools Overseas Selection Committee makes final selections of applicants to be
offered a Loan of Service Agreement;
Those selected will be scheduled for a phone interview and will be contacted in early January 2014;
All applying candidates are notified as to the final decision by letter;
A confirmation letter, subject to meeting DND Dependants Schools Overseas medical, security and
dependent education screening requirements is sent to the successful candidate informing him/her of the
terms of the assignment;
A Loan of Service Agreement is prepared and sent to the teacher/teacher’s employing school board for
signature and return; and
The DND Dependants School Overseas is committed to providing a safe environment for students and
staff.
SECTION 2 - TERMS OF LOAN OF SERVICE AGREEMENT (LOSA)
2.1
Teachers are under a two-year tripartite agreement negotiated by the Department of National Defence,
the sponsoring school board and the teacher. This may be extended subject to an annual review. This
arrangement has the advantage of protecting the teacher’s salary, rights, and benefits acquired under their school
board's local collective agreement, as this agreement remains in effect for the duration of the loan of service.
Teacher’s salary and employee benefits are continued to be paid by the sponsoring school board and are
reimbursed by DND to the school board.
2.2
Due to curriculum changes and teacher training associated with these changes teachers must ensure
they remain current with their sponsoring board teacher development.
2.3
The DND Overseas school year begins in mid-August and ends in mid-June.
SECTION 3 - CLEARANCES (MEDICAL, SECURITY AND EDUCATIONAL)
MEDICAL
3.1
The selected teacher and their dependants must undergo a medical examination to meet the same
requirements as military families posted to Europe. Teachers should not apply if they know in advance of any
medical problems that would preclude them or any of their dependants from meeting the medical requirements for
an assignment overseas. A teacher selection Instruction document containing the medical questionnaire will be
sent to teachers who have been selected in mid January.

3.2
A number of medical conditions and psychosocial situations are not compatible with an assignment
overseas, including, but not limited to, the following:
- Applicants who are experiencing marital or financial problems; and
- Medical and emotional stability and adjustment
3.3
A thorough medical screening of both selected teachers and their dependants shall be made by a
physician designated by DND based upon the following considerations:

The medical facilities at the new overseas assignment may be limited;
Treatment may be conducted in a foreign language;
A minor medical problem may be aggravated by climatic or other conditions overseas;
The emotional stability of the teacher and family, (Note: The stress associated with a new environment
accentuated by problems with a foreign language, isolation, poor or non-existent means of
communication, may aggravate problems and result in early termination of the assignment.)
(v) Problems of emotional maladjustment and delinquency in dependent children; and
(vi) Some medications are banned in some countries.
SECURITY
3.4
Teachers selected for an assignment overseas require a National Defence security clearance (Enhanced
Reliability Check). Security screening forms are included in the teacher selection instruction document and will be
sent to selected teachers.
FREEDOM OF INFORMATION AND PROTECTION OF PRIVACY & RECORD
DISCLOSURE PRIOR TO EMPLOYMENT
3.5
The DND Dependants Schools Overseas reserves the right to make a thorough investigation regarding
any information relevant to offering a Loan of Service Agreement. DND Dependants Schools Overseas will
contact persons or organizations provided by the applicant for the purpose of obtaining job-related information
including educational history, work performance and attendance records. Information gathered during a reference
check will be used solely to determine suitability, eligibility, or qualifications for an offer of a Loan of Service
Agreement with DND Dependants Schools Overseas. Reference checks will be completed in confidence and
information gathered will be retained in confidence by DND Dependants Schools Overseas.

The purpose of information collected is to determine suitability, eligibility, or qualifications for a Loan of
Service Agreement with DND Dependants Schools Overseas. Performance evaluations will be retained
in a personnel file.
All information collected and retained is in accordance with the Freedom of Information and Protection of
Privacy Act.
Information related to staff will be retained in electronic and hard copy files and will be used to legal
requirements for allowances, salary reimbursement and benefits, recruitment and selection, and
information reporting.
DND Human Resources staff, DND administrators (e.g. Principals, Vice Principals, Directors,
Supervisors, teachers, parents, administration staff, lawyers or interview committee) may review
information retained in electronic and hard copy files on a need-to-know basis.
Personal information is retained and secured within DND Dependants Schools Overseas offices unless
temporarily at an off-site location during the recruitment and selection process.
EDUCATIONAL
3.7
Selected teachers who have school aged accompanying dependants must submit an educational
screening form, completed for each school aged dependent by their classroom teacher and/or principal of the
school. DND Overseas Schools do not offer a full range of special education programmes. The educational
screening form is included in the teacher selection document which will be sent to selected teachers.

SECTION 4 - PERFORMANCE OBJECTIVES
4.1
DND Overseas Schools do not complete Teacher/Principal evaluations. Teacher/Principal evaluation is
the responsibility of the employing school board in Canada. The performance objectives are used for validation
and to offer extensions.
4.2
DND Overseas Schools is committed to the Annual Learning plans and performance objectives process
as an opportunity for teachers to reflect on their performance and decide on specific goals and meet objectives in
order to be considered for an extension.
4.3
Teachers submit an Annual Learning Plan, which list their professional development and curriculum goals
for the school year. The Annual Learning Plan needs to be related to the Continuous School Progress/School
Improvement Plan. Annual Learning Plans need to be submitted by October 15 each school year.
SECTION 5 - ALLOWANCES ASSOCIATED WITH A LOSA ASSIGNMENT
5.1
Once selected for an assignment, teachers are entitled to allowances to assist with the relocation to and
from Europe, housing costs in Europe and the differences in the cost of living. Allowances are approved by
Treasury Board. This section will provide a brief overview of the allowances you may be entitled to receive.
CAUTION:
5.2
Dollar amounts associated with allowances are subject to change without notice, due to market or
exchange rate variations. Some change on a yearly basis while others may change monthly. You
should always be cautious and prudent when making definite financial plans based on foreign
allowances.
If selected, teachers will be briefed about their entitlements during their House Hunting Trip.
SALARIES AND ALLOWANCES
5.3
A teacher employed by their Board as a Principal, and accepted for an assignment as a Principal, will
receive their salary as if they had continued in the appointment held when they were selected for an assignment
with DND.
5.4
A teacher accepted for an assignment as a classroom teacher will receive their classroom teacher salary
stipulated in their Board collective agreement.
5.5
Teachers cannot continue to receive any allowances they may have been receiving for special duties,
responsibilities, location, or other circumstances related to duties with their school system in Canada. Allowances
paid for university degrees under the Board salary agreement are accepted as part of the teacher's reimbursable
salary.
ASSISTANCE WITH RENT AND UTILITIES
5.6
A teacher can acquire suitable accommodation at Brunssum, NL or Casteau, BE that is generally
comparable to but does not necessarily equal to the size and nature of the accommodation available in Canada.
On arrival from their House Hunting Trip, the Dependent Education Management Office in Europe will explain and
review the rent ceiling, rent share, utility allowance and utility charges applicable to them.
POST-LIVING ALLOWANCE (PLA)
5.7
The cost of living in Europe is higher than in Ottawa, therefore DND provides a non-taxable allowance to
compensate for the higher costs of purchasing goods and services at post.

FOREIGN SERVICE ALLOWANCES
5.8
The Foreign Service Allowances consist of the following two allowances:
- the Foreign Service Premium (FSP) is paid at a monthly rate to cover expenses not specifically covered by
other allowances and benefits; and
- The Post Specific Allowance (PSA) is paid at a monthly rate and is specific to the costs associated with a
geographical location.
VACATION TRAVEL ALLOWANCE (VTA)
5.9
After completion of the the intial two-year Loan of Service Agreement, and upon authorization of a oneyear extension, a teacher and any dependants residing with the teacher shall be entitled to a VTA to assist them
in taking a vacation in Canada or some other location. This is a one time non-taxable allowance, which must be
reconciled before the assignment is completed and the teacher returns to Canada.
COMPASSIONATE TRAVEL
5.10
Teachers are entitled to a Compassionate Travel Allowance for transportation and travelling expenses
arising from compassionate leave in the event of:
- A serious illness (including serious injury) of a dependent child being educated away from the post; or
- The critical illness or death of a parent of the teacher or spouse, a brother or sister of the teacher or spouse, a
member of the family unit or a non-dependent child.
HEALTH INSURANCE
5.11
Teachers as well as their accompanying dependants are covered for the duration of their assignment by a
medical plan. The goal of this plan is to replace provincial health care coverage. DND assumes the full cost of
this medical plan.
NOTE: The medical plan does not replace supplemental insurance policies (Medication, Dental) offered by your
board and they should be retained.
ACCOMMODATION OVERSEAS
5.12
The accommodation overseas are usually unfurnished. DND will pay to move furniture
and effects to Europe, any furniture and effects remaining in Canada will be stored and insured (while in storage)
by DND. Teachers are subject to the same weight restrictions as regular members of the Canadian Armed
Forces moving overseas.
5.13
Military quarters are not available for teachers. DND will assume a portion of the rental costs.
Accommodations are limited and may not be to the same size, cost or standard that the teacher may be familiar
with in Canada. A sponsor who is already overseas will assist in securing accommodation suited to the teachers
needs. The accommodations are usually located within 25 km of the school.
MOVING AND TRANSPORTATION ARRANGEMENTS

DND will arrange for relocation and air travel for the teacher and their accompanying dependants.

TIMELINES – MOVE TO EUROPE
5.15
The following is a generic timeline of the move process:
- Spring break at your current school – House Hunting Trip (HHT);
- June (date to be determined) – Ship Private Motor Vehicle;
- Late June – Pack and Move Household Goods & Effects;
- 1 July – Accommodation Available in Europe;
- Mid July – Flight to Europe;
- Mid July – Move into Accommodation in Europe; and
- Late August – Submit Claim for Moving Expenses.
HOUSE HUNTING TRIP (HHT)
5.16
DND will pay for the selected teachers and their spouse to travel overseas during a period of school
closure (usually during March /April School closure) for an HHT to secure accommodation.
SHIPMENT OF PETS
5.17
All reasonable travelling expenses incurred in moving pets to/from Europe will be reimbursed up to a
maximum of $650 Canadian, regardless of the number of pets moved.
SHIPMENT OF PRIVATE MOTOR VEHICLE (PMV)
5.18

Teachers are entitled to ship one vehicle overseas and store one vehicle in Canada.
