on the activity of the Standing Committee
presented in pursuance of the Resolution
adopted by the Assembly on 6th September, 1949

Since 15th M a y , 1951, the date of the last
meeting of the Consultative A s s e m b l y , the
Standing C o m m i t t e e has m e t three times.
Depuis le 15 mai 1951, date de la dernière
séance de l'Assemblée Consultative, la Commission Permanente s'est réunie trois fois.

T h e primary o b j e c t of the C o m m i t t e e ' s meeting on 16th M a y , 1951, was t o e x p l o r e the possibilities of giving effect t o the A s s e m b l y R e s o lution m o v e d b y M. Paul R e y n a u d to the effect
that m e m b e r s of the Congress of the United
States b e i n v i t e d t o m e e t a delegation from the
Consultative A s s e m b l y .
T h e C o m m i t t e e held a long discussion on the
subject.
L o r d L a y t o n offered t o m a k e a private trip
to sound A m e r i c a n opinion o n the proposed
m e e t i n g ; the Standing C o m m i t t e e gratefully
a c c e p t e d this offer.
L ' o b j e t principal de sa réunion du 16 mai
1951 était d'étudier les conditions dans lesquelles suite p o u v a i t être donnée à la résolution
de l'Assemblée proposée par M. Paul R e y n a u d
d'inviter des m e m b r e s du Congrès des ÉtatsUnis à rencontrer une délégation de l'Assemblée
Consultative.
L a Commission procéda à un long échange de
vues sur cette question.
L o r d L a y t o n s'étant offert à effectuer, au
cours d'un v o y a g e privé, des sondages dans les
milieux américains en v u e de la rencontre projetée, la Commission Permanente accepta cette
offre et en remercia L o r d L a y t o n .
La Commission décida en outre de charger
le Secrétariat Général de rédiger un rapport qui
puisse servir de base aux discussions entre les
Américains et les Européens.
La Commission se réunit une deuxième fois
le 1
août. Elle entendit L o r d L a y t o n rendre
c o m p t e des résultats de sa mission à Washington et, à la lumière de cet e x p o s é , elle prit les
décisions suivantes.
La Commission résolut de proposer que la
réunion se tienne à Strasbourg.
E n ce qui concerne la c o m p o s i t i o n de la délégation de l'Assemblée, L o r d L a y t o n ayant
indiqué que le Congrès n o m m e r a i t p r o b a b l e m e n t
une délégation c o m p o s é e de sept sénateurs et de

serve as a basis for the discussions between the
Americans and the Europeans.
A t a s e c o n d meeting of the Committee on
1st A u g u s t , L o r d L a y t o n reported o n t h e results
of his mission t o W a s h i n g t o n , in the light of
w h i c h the C o m m i t t e e t o o k the following decisions :
It resolved to p r o p o s e that this meeting b e
held at Strasbourg.
W i t h regard to the c o m p o s i t i o n of the Assemb l y delegation, L o r d L a y t o n having stated that
Congress was e x p e c t e d t o a p p o i n t a delegation

mittee decided t o nominate a delegation c o m posed of Representatives and Substitutes—
whose credentials had been d u l y verified at the
opening of the Third Ordinary Session of the
Assembly—as follows :

T h e C o m m i t t e e further authorised the President t o add three or four m o r e Representatives to the A s s e m b l y delegation should, it p r o v e
difficult to balance the parties or nationalities
equitably, p r o v i d e d that the members of the
A m e r i c a n Congress had no o b j e c t i o n .
After examining questions of procedure, and
information in c o n n e c t i o n w i t h the conference,
the Standing C o m m i t t e e d e c i d e d that the President, a c c o m p a n i e d b y L o r d L a y t o n and the
Secretary-General and, if necessary, b y a third
Representative a p p o i n t e d b y the
President,
should p r o c e e d t o W a s h i n g t o n to meet the m e m bers of Congress and arrange with t h e m the details of organisation for the f o r t h c o m i n g conference.
La Commission autorisa, en outre, le Président
à ajouter trois ou quatre représentants à la
délégation de l'Assemblée, si des difficultés
d'harmoniser les partis ou les nationalités l'exigeaient, et sous réserve q u e les membres du
Congrès américain ne soulèvent pas d ' o b j e c t i o n .
Après avoir examiné les questions de procédure et d'information en relation a v e c la future
Conférence, la Commission décida que le Président, a c c o m p a g n é de L o r d L a y t o n et du Secrétaire Général et au besoin d'un troisième représentant désigné par le Président, se rendraient
à W a s h i n g t o n p o u r rencontrer les membres du
Congrès et mettre au point les détails d'organisation de la Conférence.

A t this same meeting the Standing C o m m i t t e e
decided t o transmit to the Joint Committee, for
the information of the Committee of Ministers,
a proposal to invite the Overseas Parliaments to
send observers t o the s e c o n d p a r t of the Third
Ordinary Session of the A s s e m b l y .
A u cours de cette m ê m e séance, la Commission Permanente décida de c o m m u n i q u e r au
Comité Mixte, p o u r l'information du Comité
des Ministres, une proposition tendant à inviter
les parlements d'Outre-mer à e n v o y e r des
observateurs à la deuxième partie de la Troisième Session Ordinaire de l'Assemblée.

Invitation to the Parliament of the Austrian Republic
Invitation au Parlement de la République d'Autriche
H a v i n g before it a proposal t o invite the Parliament of the Austrian R e p u b l i c to send observers to the second part of the Third Ordinary
Session of the Consultative Assembly, the Committee decided t o transmit this proposal to the
Joint Committee, for the information of the Committee of Ministers, and, p r o v i d e d that the latter
raised no o b j e c t i o n s , t o send an i m m e d i a t e invitation to the Parliament of the Austrian R e p u blic.
In the event of the C o m m i t t e e of Ministers rejecting the proposal, t h r o u g h its representatives on the J o i n t C o m m i t t e e , the invitation w o u l d b e withheld until the A s s e m b l y
was able to examine the question itself.

proposition, l ' e n v o i de l'invitation serait différé
j u s q u ' à ce que l'Assemblée ait la possibilité

l'exigeaient.

M. K a p a n i relating t o the p r o t e c t i o n in the
event of war of o b j e c t s of artistic or historic
value (3rd Session : D o c . 15).

T h e C o m m i t t e e examined a preliminary list of
questions for inclusion in the A g e n d a of the
second part of the Third Ordinary Session, and
decided, at M. Serrarens' request, t o add two
further items : " Progress R e p o r t on the E u r o pean Code of Social Security and R e c o m m e n dation concerning the a d o p t i o n of a c o m m o n
social p o l i c y ( R e p o r t of the C o m m i t t e e on
Social Questions) " as also " Housing ( R e p o r t
of the C o m m i t t e e on Social Questions). "
La Commission p r o c é d a à l ' e x a m e n d'une liste
préliminaire des questions susceptibles d'être
inscrites à l'ordre du j o u r de la seconde partie de
la Troisième Session Ordinaire, et à ce p r o p o s , elle
décida, à la d e m a n d e de M. Serrarens, d'ajouter
d e u x points intitulés : « R a p p o r t sur les progrès
réalisés au sujet du Code européen de Sécurité
sociale et R e c o m m a n d a t i o n relative à l ' a d o p t i o n
d'une politique c o m m u n e en matière sociale
( R a p p o r t de la c o m m i s s i o n des Questions sociales) » et « L o g e m e n t ( R a p p o r t de la commission
des Questions sociales) ».
