laws and regulations, provide for exceptions to the
protection guaranteed by this Convention as
regards:

source, including the author's name, is indicated,
or use of works or other subject-matter in
connection with the reporting of current events, to
the extent justified by the informatory purpose
and as long as the source, including the author's
name, is indicated, unless this turns out to be
impossible;

Article 30.
Est licite, sans le consentement de l’auteur et sans
lui verser de rémunération, l’utilisation par les
organes d’information, aux fins du compte rendu
d’un événement d’actualité, de courts fragments
d’une œuvre vue ou entendue au cours de cet
événement, dans la mesure justifiée par le but à
atteindre et à condition de mentionner le nom de
l’auteur et la source.
Article 47.
Les exceptions visées aux articles 23 à 34 de la
présente loi s’appliquent aux droits visés aux
articles 35 à 45 de la présente loi.

Article 15
The recording, reproduction and broadcasting of
literary, scientific or artistic works referred to as
part of information relating to current events shall
be lawful whatever the means used, within the
limits justified by the intended purpose of the
information.
Article 172
Without prejudice to the moral rights of the author
under this Law, the author or his successor may
not prevent newspapers, periodicals or
broadcasting organizations, inasmuch as justified
by their aims, from doing the following:
(1) Publishing excerpts from his works which
were legally made available to the public, and his
published articles on topical issues of concern to
the public opinion, unless the author has
prohibited such publication when publishing the
work, and provided that the source, the name of
the author and the title of the work were
mentioned.
(2) Publishing speeches, lectures, opinions or
statements delivered in public sessions of the
parliament, legislative or administrative bodies or
scientific, literary, artistic, political, social or
religious meetings, including statements delivered
during public court proceedings. However, the
author alone or his successor shall have the right
to make collections of such works, for which he
shall be entitled to claim authorship.
(3) Publication of extracts of an audio, visual or
audiovisual work made available to the public in
the course of covering current events.
Article 47 - decies
The limits and exceptions provided for in articles
from 10 to 17 of the law herein are applicable to
the interpreter artists, the producers of the audio
or audio-visual recordings and to the radio and
television institutions.

Article 54
Nonobstant les dispositions des articles 50 à 53,
les actes suivants sont permis sans l'autorisation
des ayants droit mentionnés dans ces articles et
sans le paiement d’une rémunération :
a) le compte-rendu d’évènements d’actualité, à
condition qu’il ne soit fait usage que de courts
fragments d’une interprétation ou exécution, d’un
phonogramme ou d’une émission de
radiodiffusion ;
b) la reproduction uniquement à des fins de
recherche scientifique ;
c) la reproduction dans le cadre d’activités
d'enseignement, sauf lorsque les interprétations ou
exécutions ou les phonogrammes ont été publiés
comme matériel destiné à l’enseignement ;
d) la citation, sous forme de courts fragments,
d'une interprétation ou exécution, d’un
phonogramme ou d’une émission de
radiodiffusion, sous réserve que de telles citations
soient conformes aux bons usages et justifiées par
leur but d’information;
e) toutes autres utilisations constituant des
exceptions concernant des oeuvres protégées en
vertu des dispositions de la présente loi.
Article 173
Restrictions on the author’s economic rights,
under this Law, shall also apply to owners of
related rights.

Est rendu licite l'enregistrement, la reproduction et
la radiodiffusion des oeuvres littéraires,
scientifiques ou artistiques mentionnées à
l'occasion de l'information relative à un
événement d'actualité, et ce quels que soient les
moyens utilisés, et dans la limite de ce que le but
visé par l'information justifie.
Article 47 decies
Les limites et les exceptions prévues aux articles
de 10 à 17 de la présente loi sont applicables aux
artistes interprètes, aux producteurs des
enregistrements audios ou audiovisuels et aux
organismes de radio et télévision.
